INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties because it doesn't have the financial resources to pay for the development costs from its own funds and doesn't have the financial strength which will enable it to borrow the money needed for development. However, with a little imagination and the right set of circumstances, a financing can be arranged for the small mining company. This paper is an attempt to describe the fundamental steps on how such financing can be obtained --in other words--what is required to provide ad- equate capital at a low cost for developing and bringing a mining property into production. Innovative financing follows from this. The basic keys for building and maintaining a successful mining company are "the four M's": Management, Market, Mine, and Money. The writer believes their order of importance is as presented and each is a building block required in order to obtain the type of financing that best suits the borrower and lender. MANAGEMENT Management must be experienced, highly organized, realistic, able to take advantage of opportunities and fulfill promises. Mine financing requires a variety of skills and concentration on the part of management. Management should have a thorough understanding derived from experience in geology, construction, mining and metallurgy and environment, marketing, and financial matters. Management must realistically visualize what will be produced at what cost and truly evaluate the risks associated so the proper security can be correctly designed. Since risk cannot be eliminated, the objective of management is to identify the risk which will be present in a given venture and assess the level of that risk which will be acceptable to the firm. Generally the risk which is present is subject to little or no modification. After management identifies and measures the acceptable risk the firm will proceed in a way that it will be least exposed. Management must determine its long-term objectives and strategies within the context of a constantly changing world. This question must be addressed before examining the sorts of risk which affect the development and operation of a specific property. The compilation and interpretation of "hard data" by competent people is good to a point but the experience and instinct of seasoned individuals are the important factors in management choosing a long-term direction for the corporation. The attitude towards risk greatly affects the goals of the corporation. Major risks in a mining project can be placed in four categories: 1. Market - Price, demand, substitution. 2. Costs - Capital, operating, financial. 3. Regulation. 4. Taxation. The feasibility study for a project is the fundamental tool used in the management of risk. Management should employ an experienced team with an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of realism is built into all levels of the study and if the project is technically feasible, the company's hurdle rate is then used to discount the base-case project cash flow in order to determine its financial viability. Understanding the geological significance of the mineral deposit is critical. There should be strong interplay among the pure regional geologist, the detailed mine geologist, the mining engineer, and the metallurgical engineer. The collaboration among these different disciplines will yield a feasibility study that is more reliable. The essence of this work must be appreciated and understood by the executives planning the financing. It is vital that they thoroughly understand the risks and make the proper risk assessments to cope with our rapidly changing market environment. Projecting future revenue values is paramount and is subject to much estimation. One way to mitigate fluctuations and the risk of falling prices is by selling production for future delivery. MARKET Since mining is a worldwide industry it is mandatory that bankers be aware of what is occurring in the marketplace, both foreign and domestic. Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. During last year&apos;s AIME meeting in New Orleans, Deepak Malhotra and I were discussing some of the topics that would be presented in this Symposium. It seemed appropriate that along with papers on specific reagent and flocculant types, we should address research management aspects of new product development. This development is a long, arduous task that requires a significant technical and fiscal commitment by the chemical company and potential users. A flow chart depicting the research process is shown in Figure 1. The sequence of events are plotted on an undefined time line. Our experience has shown that it takes 3-5 years to complete a typical reagent development project. A new project starts with an idea of how to do something better. The ideas range from relatively simple product modifications to opportunities created by technological change. An example of this is the use of flocculants in tailings operations to close the water recycle loop. The change was brought about by the need to conserve water and comply with environmental statutes. The result was the development and wide-spread use of synthetic polymers to help in solid-liquid separation. More recently the ups and downs of oil prices have led to development of coal water slurries as an alternative to fuel oil. The slurries contain high levels of chemicals (up to 3%) to insure proper stability and burn characteristics. There are technical changes under way right now that may lead to ideas for other new products. One exciting source of new technology is the ability to manipulate genetic material of microbes to select for specific capabilities. This has evolved by leaps and bounds over the past 5 years. Biologically assisted leaching and removal of wastewater impurities are two possible end uses. I&apos;m sure that there are many others. The ideas can originate anywhere and are often half-baked at first, but to lead to new products they must be refined to provide project definition and eventually a research plan. A chemical ,development project cannot be started without approval to commit the company&apos;s resources. The internal selling job is often very difficult. The company must see clear financial benefits in order to launch efforts that may not pay off for many years. It is critical to project the total market, profitability, eventual market share, and timing of introduction of the new product. There is much uncertainty in this and the research manager is often skating on thin ice to retain his credibility. Once we obtain support from upper management, the research team is assembled to start the project. The teams generally consist of organic chemists, research metallurgists, and technicians. They have access to analytical scientists and technicians for surface and analytical chemistry. The projects are often augmented by help from university staff and consultants. This is particularly true where there is a need to develop fundamental understanding of the technology in addition to synthesis of chemicals. The project now proceeds along two lines. First, there is an emphasis on understanding the prior art. Extensive literature and patent searches are undertaken to provide research leads and to keep from "reinventing the wheel" and infringing on someone else&apos;s patent. The scientists and technologists are qualified to conduct computer-assisted library searches. This process usually uncovers 80-90% of the relevant information. The remainder is very much harder to get and requires the help of professional library search staff with scientific backgrounds. Along with literature searching, the team begins synthesis of new compounds. These are screened by use of techniques such as microflotation or filtration in a Buchner funnel. The scientists are looking for the direction of response as they modify structural features . Inevitably, a large number of candidates reach the next stage, a laboratory bench test. At this point it is possible to set up a research plan and use project management techniques to monitor progress. The bench tests are conducted in larger equipment, usually requiring 100-1000 grams of test substrate. Typical laboratory flotation tests are run in Denver or Wemco cells.

The Zoro pegmatite project in east-central Manitoba occurs 20 km east of the historic mining town of Snow Lake. A composite sample (Master Comp) was prepared fromthree pegmatite zones within Zoro Dyke “D1” including the North, Central, and South Zones for mineralogical analysis and heavy liquid separation (HLS). The mineralogical examination was conducted on a subsample crushed to ca. P80 of 600 μm to determine the overall mineral assemblage, liberation of spodumene, and assess the potential recovery of spodumene by flotation. XRD and QEMSCAN results show that the sample consists of spodumene (10.5%), quartz (29.3%), plagioclase (29.0%), K-feldspars (21.3%), micas (5.1%), tourmaline (2.9%), and Fe-Mn-phosphates (0.1%). Spodumene is well liberated (88%), but also forms complex particles (7%), and middlings with quartz (4%). Liberation of spodumene increases from 81 in the + 600 μm to 95%in the − 106 μm size fraction. Liberation of quartz, feldspars, and micas account for 89%, 94%, and 83%, respectively. Electron probe micro-analyses and LA-ICP-MS showed that the average Li concentration is 3.7% in spodumene, 2196 ppm in micas, 1001 ppm in tourmaline, and 115 ppm in K-feldspars. Thus, spodumene accounts for 96%, micas 2%, Fe-Mn phosphates 1%, and both K-feldspars and tourmaline for < 1% of the total Li in the sample. The mineralogical data indicate the potential to recover spodumene by flotation with minimal Li losses due to other than spodumene carriers. Heavy liquid separation was conducted on the Master Comp which was crushed to − 6.4 mm, while the − 600 μmfractionwas removed fromthis test. The coarse fraction − 6.4mm/+ 600 μmwas subjected to HLS tests with eight heavy liquid-specific gravity cut-points (2.65 to 3.10 g/cm3). HLS indicates that it is possible to produce a high-grade lithium concentrate (close to 6% Li2O) after the rejection of iron silicates with magnetic separation.

"1. INTRODUCTIONTunnel face stability is one of the most important consideration in New Austrian Tunneling Method. In general, if all of the material properties of ground can be obtained through the field investigations, the tunnel face behavior can be predicted using numerical simulation prior to tunnel construction. However, estimating the safety of a tunnel face is difficult, especially in cases where the ground is very weak such as in an urban area.In this study, numerical analyses of tunnel excavation in very weak ground conditions, such as a low cohesion and low internal friction angle, were carried out. The relationship between the average shear strain distribution on the tunnel face and the overburden was analyzed. This relationship estimates the shear strain of the tunnel face relative to the critical shear strain obtained by the ground properties. The critical shear strain was defined as an allowable value for the maximum shear strain. We proposed the allowable overburden as tunnel face stability index (TFI) that satisfies the critical shear strain criterion of ground. Finally, a design chart of the allowable overburden for various cohesion values and friction angles of ground was created. This chart is useful in the preliminary tunnel design stage to judge the necessity of additional counter measures against normal tunnel support design.2. WEAK GROUND MODELING AND ANALYSIS PROCEDURE2.1 Setting material propertiesWith reference to a past study1), the material properties were adopted on the basis of material properties in the standard worst rock classification case called “DII”2) for standard support pattern of weak ground in Japan. The typical material properties for “DII” are listed in Table 1. In addition, Fig.1 shows the distribution of the representative weak ground according to cohesion and internal friction angle. When the internal friction angle is relatively high and the cohesion is weak, the ground is categorized as sandy ground. Furthermore, when the internal friction angle is low and the cohesion is strong, the ground is categorized as clayey ground."

"The Port Mann Main Water Supply Tunnel project provides a critical water main crossing of the Fraser River for the owner, Greater Vancouver Water District (Metro Vancouver). The project consists of two 60-metre-deep slurry panel shafts and a 1-kilometre-long, 3.5-metre excavated diameter tunnel located near Vancouver, British Columbia, Canada. The initial tunnel lining is a precast concrete steel fiber reinforced gasketed segmental lining. The final lining is a 2.1-metre-diameter welded steel pipe. This paper describes the challenges encountered during tunnel construction and the solutions implemented. Key challenges include earth pressure balance tunnelling at up to 6 bar pressure—the highest to date in Canada—a water-crossing without surface access for the majority of the tunnel drive, ground freezing from a river platform for a critical TBM intervention, and boring through cobbles and boulders in dense glacial till. INTRODUCTION Metro Vancouver supplies drinking water to 18 municipalities, one electoral district and one treaty first nation, serving a population of more than 2.4 million residents. Water is collected in three mountainous watersheds to the north of the Greater Vancouver area, in southwestern British Columbia, Canada. To supply the growing demands of Metro Vancouver’s customers, treated water must be conveyed across two significant water bodies: the Burrard Inlet and the Fraser River. The existing Port Mann water main is one of several key links between the watersheds north of Vancouver and the municipalities south of the Fraser River. The Port Mann Main Water Supply Tunnel (PMMWST) is the first of a series of upgrades, to increase capacity, enhance scour protection, and improve seismic resilience. The new tunnel is 3.5 metres (11.5 ft) in diameter and 1 kilometre (0.6 mi) long. When completed, it will contain a new 2.1 metre (7 ft) diameter steel water main that will help ensure the continued, reliable delivery of drinking water to these municipalities, and will more than double the capacity of the existing 1.2 metre diameter main."

The Carson Hill mine in Calaveras County, California, was explored and developed by Grandview Resources Inc., as an open-pit heap-leached operation, with production commencing in the fall of 1986. Grandview entered the district in 1983 after a 40-year period of quiescense, the initial contact being by Barden Stevenot, V.F. Hollister, and J.J. Crowhurst. The last dividend declared by the Carson Hill Gold Mining Corp. was 3 1/2$ per share paid in January 1943. The mine was originally discovered in August 1848 by Jim Carson. Preceding the entry by Grandview in 1983, Cyprus Mines explored Carson Hill in 1975, and drill exposed a mineral inventory of 7.3 Mt (7,982,000 tons) averaging 1.4 g/t (0.040 oz per ton) gold. From that time until the Grandview entry, R.W. Thomssen and B.E. Stevenot continued investigations into the potential of the deposit. Grandview successfully investigated many of the metallurgical problems involved with heap leaching the ore. Metallurgical investigations were con- cluded under the direction of R.S. Shoemaker. By November 1984, J.A.C. Ross had prepared a prefeasibility report that included the earliest Grandview investigations. This report concluded that the deposit contained at least 6.8 Mt (7,440,000 tons) of ore that average 1.5 g/t (0.045 oz per ton) gold and that this ore could be mined with a 2: 1 stripping ratio. A final feasibility report was prepared by D.W. Pringle in September 1985. It showed a final ore reserve of 14.7 Mt (16,160,000 tons) of 1.7 g/t (0.049 oz per ton) gold. Attached is a description of the geology of the deposit from an internal report covering Cyprus activity in 1975 and a brief portion of USBM IC 6940 (1937). INTRODUCTION Koolyanobbing is an open cut iron ore mine, which is located in Yilgarn region of Western Australia. To prevent the operators from suffering silicosis diseases and protect the air from being polluted, a series of dust control measures have been taken. These measures include ventilation and dust control system for sample preparation shed, dust collecting system for drill rig, dust suppression system for ore processing plant, dust control for haul road. The details related to individual dust control measure are dealt as follows. SAMPLE PREPARATION SHED DUST CONTROL The sample preparation is one of the major dust sources at Koolyanobbing. The activity is being carried out at the sample preparation shed. It typically needs to go through the following stages, that is, crushing, splitting, drying and pulverising. The amount of dust generated from crushing and splitting is mainly determined by the moisture content contained in the pre- pared sample. A significant amount of dust is generated at the sample pulverising stage due to cleaning sample bowl with com- pressed air. To protect the sample preparing personnel&apos;s health and make the dust level in the air meet the requirement from the health and safety authority, a central ventilation and dust control system has been installed at the sample preparation shed. As shown in Fig. l, the system consists of suction heads, suction lines, dust collector and vacuum fan. The fan creates vacuum environment in the system, therefore the dust is drawn into the dust collector through the suction heads and suction lines. The dust collector is of fabric filter. When the dusty air comes to the filter, the dust in the air is collected and retained on the surface of the filter while the clean air passes through and enters the atmosphere. The retained dust is blowed out by the pressured air pulses and deposits into the dust bin underneath the filter. A time relay device is used to control the cleaning time and the cleaning interval. DRILL RIG DUST CONTROL A hydraulic percussion drill is used to drill blast holes. To carry out the drilling operation properly and efficiently, the cut- tings are being flushed out of the hole by the compressed air. In order to prevent from the fine particles in the cuttings escaping to the air, a dust collector is attached to the drill. The collector mainly consists of suction head, cyclone and bag filter. Refer to Fig. 2. The suction head is installed at the lower end of the feed beams and is movable. The moving range is up to 250 mm. It is not only used to restrict the cuttings, but also used to prevent water from entering the filters when drilling wet hole. A 406 mm diameter primary cyclone is used to separate the heaviest particles in the cuttings. It is also used as blast holes sampling equipment. One part of the dust particles are collected by a sample bag through a splitter attached to the end of the cy- clone. The rest of the particles fall down to the ground through the closing rubber. The bag filter is driven by a hydraulic motor (1). It is used to collect the lighter particles in the cuttings. The filtering area is 16 m2 and the dust separation efficiency is up to 99.9%. The working principle of the filter is demonstrated in Fig. 3. When the rock drill (9) flushing is turned on, the pressurised air from the compressor is directed to the rock drill and to the pres- sure switch (10). The pressured air will open the pressure switch to de-energise and close the solenoid valve (4) The pressure affecting the cut-off cylinder (5) keeps the exhaust port flap open. When the flushing valve (8) is closed, the pressure affecting the cut-off cylinder disappears and the internal intake opening flap is closed by a spring. The pressure also ceases to affect the pressure switch and the spring switches the contact to the point 2. The time relay (11) is now activated and gives a 0.5 second current impulse to the solenoid valve and keeps the current cut off for approx 8 seconds. When the solenoid valve is live, it opens and lets an impulse of pressured air to the filters (2). These impulses will clean the filters.

Based on the mechanical essence that large-scale plastic failure zone appears in all or part of surrounding rock in soft rock roadway, the numerical simulation method is used to study the rectangular roadway in layered rock strata. It is clarified necessary conditions must be met for soft rock: firstly, the strength condition is that the maximum confining pressure is greater than the uniaxial compressive strength of rock strata. Secondly, the stress environment condition is that the ratio of maximum confining pressure to minimum confining pressure is greater than 3. Thirdly, the angle condition is that The direction of principal stress action enables the plastic zone of weak rock layers to fully develop. At the same time, the quantitative description method of soft rock is given, and the soft rock roadway is redefined. Soft rock roadway refers to the roadway that meets the strength conditions, stress environment conditions, and rock structure angle conditions under certain surrounding rock conditions and in-situ stress environment conditions. After the excavation of the roadway, a large-scale plastic failure can be formed, that is, a butterfly-shaped plastic zone is formed, and the conventional support cannot be adapted. It is difficult to support in engineering. It provides a theoretical basis and engineering analysis method for the identification of soft rock roadway, and the research results have engineering value Soft rock tunnel engineering in coal mines constitutes a vital aspect of soft rock engineering. This field broadly encompasses rock engi- neering concerning large plastic deformations, e.g., soft rock slope engineering and soft rock tunnel engineering. The intricate geological conditions encountered in soft rock tunnel engineering present a significant challenge to support, which has harmed coal production in China. China leads global raw coal production with the annual output of 4.6 billion tons. Annual tunnel excavation supporting this production spans approximately 11,000 km, with over 10% of these tunnels classified as soft rock formations. Soft rock is commonly associated with soft rock tunnels due to their prevalence in engineering projects. However, reaching a consensus on the definition of soft rock has long been an enduring challenge for scholars and engineers. Numerous definitions have been proposed, includ- ing descriptive, index, and engineering definitions. For instance, the International Society for Rock Mechanics defines soft rock based on its uniaxial compressive strength σ ranging from 0.5 to 25 MPa. China's Engineering Rock Body Standards, established in 1994 (GB 50218-94), take a qualitative and quantitative approach to classifying rocks. Rocks are categorized as hard or soft based on criteria such as hammering sound, fragmentation, water immersion effects, and weath- ering degree. Additionally, the integrity of rock bodies is assessed across five categories intact, relatively intact, soft fractured, fractured, and extremely fractured. This classification considers factors like the number and spacing of structural planes, their combination, and the types of structures. Descriptive and index-based definitions fall under the category of geological soft rocks, providing a comprehensive geological perspective on the surface features or strength characteristics. However, these definitions have limitations in engineering practice, which leads to contradic- tions. For instance, rocks with uniaxial compressive strength less than 25 MPa may not exhibit soft rock characteristics if the tunnel is shal- low with low horizontal stress levels. Conversely, rocks with compressive strength exceeding 25 MPa at sufficient depth and high horizontal stress may exhibit soft rock characteristics. Definitions originating from engineering practice have emerged after realizing the inadequacy of discussing soft rocks without considering engineering. For instance, Dong's loose circle theory defines soft rocks as rocks with a loose circle thickness exceeding 1.5 m, which chal- lenges conventional supports. This intuitive definition, widely accepted by engineering professionals, emphasizes the difficulty in supporting tunnels due to extensive damage. However, various tunnel damage poses a challenge in relying solely on the loose circle thickness of tunnels for determining soft rocks. He introduced the concept of engineering soft rocks, which are defined as rock formations exhibiting significant plastic deformations under applied engineering force. Two fundamental mechanical properties of soft rocks are identified the critical softening load and critical soft- ening depth. A microbiological flotation system that facilitates the removal of pyritic sulfurfrom coal is reported. The chemoautotrophic bacterium Thiobacillus ferrooxidans is utilized as a pyrite-selective biological surfactant that augments the flotation-mediated rejection of pyritic sulfur. The bacteria were produced by continuous cultivation in 50-L tanks, where it was possible to produce 3.8 x 1012 cells/day when the dilution rate was optimal and the pH was 1.6, a condition that prevented ferric precipitation. Prior to flotation, the bacteria were mixed with coal, which allowed cells to selectively adhere to the pyrite. The adherence of bacteria made the pyrite surfaces more hydrophilic, which facilitated separation by increasing the tendency of pyrite to sink, while the hydrophobic coal floated. When a synthetic coal/pyrite mixture (10.1 % sulfur) was subjected to microbial flotation, the level of sulfur rejection was stable during the entire period of operation (i.e., one hour). In the absence of bacteria, flotation reduced the sulfur content of a coal/pyrite mixture to within the range of 6.7% to 7.4%, with the combustible recoveries ranging from 93.9% to 99.0%. In the presence of bacteria, the sulfur content of cleaned coal was in the range of 1.3% to 1.4%, with the combustible recoveries ranging from 80.8% to 86.3%. Bacterial activity accounted for 57% of the total sulfur rejected through flotation. The desulfurization capacity of the system was further confirmed by testing it with run-of-mine coal. The pyritic sulfur content was reduced from 2.9% in the feed coal to around 1.2% in the froth product, while 80% of the combustible recovery was retained. Microbial flotation removed 60% of the pyritic sulfur from the feed. These findings demonstrated that micro¬bial flotation could be utilized for the removal of pyritic sulfur from coal in a semicontinuous system.

Productivity from large walking draglines is primarily dependent on operator skills. This machine may be in operation three shifts a day, 364 days a year, and its output is directly related to coal uncovered and mine profitability. Dragline operators must have highly developed manual skills and be knowledgeable in mine planning and working strategies. When using equipment costing more than $25 million, some formal training is usually required before an operator is allowed to assume complete con¬trol; however, dragline operators rarely receive any structured training before operating these giant excavators. A form of apprenticeship is usually followed where an operator candidate progresses from a groundsman to an oiler position. As an oiler, he is permitted to operate the dragline for short periods under supervision. After apprenticeship, the operator is considered sufficiently prepared to operate the largest, most powerful machine at the mine. The apprenticeship training method has obviously provided the surface mining industry with skilled dragline operators; however, conditions are arising that require a realistic and effective training tool that can be accessed by mining companies. New mines -either planned, under construction, or recently opened in the West-do not have access to a pool of experienced operators and oilers as do Midwest mines. As coal mining activities increase in both the West and Midwest, demand for trained dragline operators could be required in a short amount of time. Also, the more productive techniques along with sound basics of strip mining are sometimes lost in the informal "OJT" training method. Modern draglines are the pacemakers of the strip mine, and are simply too expensive to be used as a training device where lost productivity and susceptibility to damage can directly affect mine output. The Dragline Training System is a logical first step in formally educating or retraining operators. The program, started by the US Bureau of Mines and continued by McDonnell Douglas Electronics Co. under contract with the US Department of Energy, was installed and evaluated at DOE&apos;s Carbondale Mining Technology Center in Carterville, IL, last year. It is now being operated by Southern Illinois University at Carbondale. System Description The Dragline Training System addresses specific environments and work practices encountered during an actual mining operation at a midwestern US surface mine. This area was chosen because of its high number of strip mines using large walking draglines. Most draglines in the region are Bucyrus-Erie 1370, 1450, and 2570 models, so the dragline trainer was patterned after the company&apos;s 1370 machine. Operating and emergency controls are sufficiently standardized for most large walking draglines, and peculiar dynamics and responses from any specific dragline can be programmed into the computer system. The computer simply prompts the user to select the manufacturer and any peculiar response or rate changes needed. A 46-m3 (60-cu yd) bucket is simulated, but for closer simulation, various bucket configurations can be provided. Dragline Trainer The dragline trainer uses the TV-model simulation technique. A scaled model of the dragline is positioned in a model mine. A television camera is positioned at the operator&apos;s theoretical eyepoint, and the view captured is projected into a large screen in full scale. The screen is positioned in front of the operator seated in a full-size cab at Bucyrus-Erie controls. By manipulating the controls, the trainee can operate the model dragline and observe its reaction in the television display. In addition to housing dragline controls and consoles, the wooden, oversized cab contains the digital computer, terminal, video recorder and monitor, power switch box, air conditioner, and has enough room for the instructor and five student observers. The 50:1 scaled dragline model contains servo-controlled functions for hoist, drag, swing, delta swing, and longitudinal and lateral position. The delta swing provides bucket lag during swing and a realistic pendulum action when the swing is terminated. The over-responsive second order servo system is designed to provide hoist, drag, and swing rates exceeding present draglines. In all cases, position servos are used for better control and sta¬bility. President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration&apos;s industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I&apos;m damn mad about it," DeConcini said. "For the life of me, I can&apos;t understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President&apos;s image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He&apos;s such a nice guy. But it&apos;s time someone did. He&apos;s just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. Foreign competitors do not have such controls, he said. "I face people who are damn mad that this country is being pushed around," he concluded. "It&apos;s time we stand up and say we can be competitive. If they (foreign countries) put an import duty on our stuff, we will do the same. It&apos;s time this country stopped being the nice guy." As if to underscore domestic copper&apos;s desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval&apos;s parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Pennzoil took over its subsidiary&apos;s profitable sulfur operation in Texas, sold the New Mexico potash facility, and spun off gold interests in Nevada, forming Battle Mountain Gold. Northwest Mining Association - Spokane Rock Jenkins, Associate Editor The true role of minerals needs to be realized by both the policy makers and the people of the US, according to Robert Dale Wilson, director of the Office of Strategic Resources, US Commerce Department. In addition, a re-thinking of the theory of free trade and competitive advantage is necessary. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry&apos;s main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said. "The problem with AMC," Wilson said, "is that in 1981, when Reagan came in, no problems were seen for mining and a lot of their (AMC&apos;s) lobbyists were let go." He

This article deals with the extensive geotechnical soil and bedrock mapping system maintained in the Geotechnical Office of the City of Helsinki since 1955.Soil maps have been prepared to scales of 1:500,1:2000 and 1:10 000, and most recently in 1978 a new type of bedrock map was printed to a scale of 1:10 000, which covers the whole city area and particularly serves rock tunnel construction. A map showing the types of foundation building in the central city area, which will also serve underground construction activities, is currently being prepared. Since the geotechnical mapping system has been well received in Helsinki and the drawing of similar maps has also been undertaken in other Finnish towns, this mapping method is believed to be of interest to foundation engineers and tunnel constructors elsewhere too. THE GEOTECHNICAL CONDITIONS IN HELSINKI The geological structure of Helsinki, and of all Finland, presents two types clearly differing in character and age; bedrock and soil. The solid bedrock is Precambrian, while the soil dates from the Pleistocene Age and has mainly been deposited during and after the Ice Age. Thus the history of Helsinki only displays very old and very young formations, but nothing in between. The ground level in Helsinki is +62 at its highest and the sea bottom close to shore is -15 at its deepest. The deepest rockhead has been found to lie at the -70 level.

Introduction Compania de Carbones de Chile (Cocar SA) has brought into production Chile&apos;s first large-scale, open-pit coal mine, located in the Magellan Province. The US $65 million project includes a 1.1-Mt/a (1.2-million stpy) subbituminous steam coal mine and a mechanized bulk loading marine terminal with water depth sufficient to receive 60 kt (66,000 st) Panamax vessels. The loading terminal will be one of the largest in Chile. The Pecket coal project is expected to save Chile about $40 million in energy production costs and a further $100 million in oil imports, or about 25% of the country&apos;s oil import costs. Pecket coal will generate electricity for Codelco and will also supply general electricity needs for northern Chile. The Pecket coalfield is located on the Brunswick Peninsula, about 30 km (19 miles) northeast of Punta Arenas, the provincial capital, as shown in Fig. 1. Pecket is part of a large, coal-bearing basin. It extends from Punta Arenas 250 km (155 miles) north to Puerto Natales and across the border into the Rio Turbio coalfield in Argentina. 6.1-SOIL MECHANICS WALTER C. SHERMAN, JR. 6.1.1-DEFINITION Soil mechanics is concerned with the behavior of soils in relation to the design, construction and performance of engineering works. In this context, soils include all uncemented materials, such as, gravels, sands, silts and clays, either naturally or artificially deposited, and, under certain conditions, weakly cemented, badly broken or weathered rocks. Many types of mine wastes have physical properties similar to those of soils and thus are amenable to analysis by the principles of soil mechanics. The principles of soil mechanics are used to solve such problems as the stability of various types of structures with respect to failure of the supporting soils, determination of soil pressures and deformations in the design of foundations and retaining structures, analyses of seepage and under seepage, and stability with respect to sliding of excavated and natural slopes and embankments. 6.1.2--SOIL PROPERTIES Soils are classified on the basis of index properties, such as, particle-size distribution and plasticity characteristics. The Unified Soil Classification System1 used to classify soils for engineering purposes is shown in Table 6-1. Other physical properties important from an engineering standpoint include natural water content, density, permeability, shear strength and compressibility. Physical properties are evaluated on the basis of carefully conducted laboratory tests. Procedures for laboratory testing are presented by Lambe. 2 Soils, either of natural or artificial deposition, are complex three-phase materials consisting of solids, water and gas (usually air or water vapor). One of the most important principles in soil mechanics is based on the concept of effective stress in the soil-water system. A stress, a, applied to a saturated soil is taken partly by the soil particles (effective stress, a&apos;), and partly by the water in the voids (neutral stress or pore water pressure, u,) so that a&apos; = a - u,. Only the effective stress affects the mobilization of frictional resistance between soil particles. In partially saturated soils, the pore-water pressure is negative due to capillary effects. The effective stress relation remains valid for small negative pore pressures, but anomolies arise if the soil is significantly unsaturated. In this case, the pore pressure is commonly assumed as equal to the pore air pressure, u,, so that [ u&apos; = u - u..] 6.1.3--SOIL EXPLORATIONS Soil explorations are carried out by borings or test pits. Hvorslev3 has reviewed procedures and boring requirements, such as, type, depth and spacing employed. In general, soil strata are logged and representative exploratory samples are recovered for classification purposes and for determining the subsurface soil profile, which is constructed utilizing also knowledge of the geology of a site. Spinel ferrites, like NiFe2-2x Znx Ti4 O4 Fe CO1.5 Ge0.5 Tix O4, Ga1-x Fex Ni CO O4, Nil-x Fex Mn2 O4 have been prepared using the respective metal oxides in Stoichiometric quantities, by the ceramic method. The oxides were homogenized in acetone medium, pelletifed by using poly vinyl acetate as the binder. They were fired at 1000°C for 100 hours for compound formation. Chalcogenide spinels such as Zn1-x Cux Cr2 Se4 where 0=x=l and Cu1-x Fex Cr2 Se4 where 0=x=0.3 have been prepared by using 99.99% pure elements and then fired at 1000°C in quartz ampoules under vacuum conditions. X-ray diffraction studies of these compounds indicated a single cubic spinel phase. DC resistivity studies of the compounds were taken between 300-700K using LCR bridge by two probe technique. Thermo-electric power measurements were taken between 300-500K for all the compounds. Initial susceptibility studies have been carried out using a low field (0.506) and from which the nature of magnetic dimains and Curie temperatures were determined. Magnetic hysteresis measurements were carried out at 300K and at 80K, using alternating current hysteresis loop tracer, at 2K02 field. Mossbauer spectral measurements were carried out using Co57 source embedded in a copper matrix and an absorber containing 0.3 mg/cm2 of the sample. The spectra has been fitted by Mossfit Program. The catalytic effect of the spinel ferrites NiFe2-2x Znx Tix O4 where 0=x=1 has been studied by using the model reaction of decomposition of H2O2 at temperatures from 40°C to 70°C. It was found that the spinel oxides were found to possess poor catalytic activity.

Since Reserve Mining Co. began commercial operations at Silver Bay, MN, some 25 years ago, major improvements in taconite processing technology have become available. In addition, significant new government standards have been imposed on industrial operations. By implementing a $370-million modernization program, Reserve was able to accomplish two major company objectives: the quality of concentrates produced from the Peter Mitchell mine has improved, and the operation meets both present and foreseeable environmental standards. Process modifications at Reserve were designed to: •Reduce the pellet silica content from 9% to 5%; •Increase the pellet iron content from 62.5% to 65.8%; •Implement a tailings disposal system utilizing "best available technology" water quality controls; and •Reduce air emissions by installing "best available technology" air emission controls. By adding dry cobbing, fine screening, and flotation to the concentrating process, pellet silica content has been reduced; the process reclaims and reuses all process waters; all tailings are stored in a zero discharge tailings basin; and all air emission standards are being met. Initial Beneficiation at Silver Bay Reserve&apos;s Peter Mitchell mine at Babbitt, MN, is on the eastern end of the Biwabik iron formation. The open-pit mine is approximately 16 km long, 0.8 km wide, and presently has a maximum depth of about 50 m. Principal constituents of the ore body are magnetite, quartz, and iron-magnesium silicates. The company&apos;s large commercial plant began operating at Silver Bay, 75 rail km from the mine, in 1955. Facilities have historically had the capacity to process 31.5 Mt/a of taconite, containing an average 24% magnetic iron, into 11 Mt/a of iron ore pellets. Reserve&apos;s initial beneficiation process-which existed up to early 1979-consisted of two crushing stages at the Babbitt mine site, two additional crushing and screening stages at Silver Bay, grinding in a conventional rod-ball¬regrind mill circuit, size classification with cyclones, and concentration with magnetic and hydraulic separators. Concentrate produced by that circuit assayed 65% iron and 8.5% silica, with a screen analysis of 94% -44 µm, and a surface area of 9300 cm2/cm3. Pellets produced from this concentrate assayed 62.5% iron and 9% silica (dry basis). Construction began in 1977 to modify Reserve&apos;s operation. Process modifications were designed from pilot scale operations that had been operated and researched by Reserve for more than 10 years. There were two design restraints imposed on the process: economic constraints that Reserve continue to use much of the existing processes and structures in the new operation; and a substantial number of government-imposed permit constraints. In effect, the tailings process was designed first and then a concentrating process was developed that would "fit" the tailings disposal system. Operation of the modified process began in June 1980. Crushing Remains Unchanged No changes in process flow were made at either the Babbitt mine and crushing plant or at the Silver Bay fine crusher. Gyratory crushers reduce run-of-mine taconite to -90 mm-diam at the mine. Taconite is then transported to Silver Bay by intra-plant railroad. There are 10 fine crushing lines. Each consists of a double deck screen, followed by a heavy duty short head crusher, a second double deck screen, and second short head crusher. All screen undersize material bypasses the crushing lines, resulting in an open circuit crushing process. Fine crusher product is approximately 98% - 20 mm, 80% -12 mm, and 50% -10 mm in diameter. Each fine crusher line processes about 400 t/h of crude taconite. Cobbing Provides Aggregate for Tailings Dams The first major process change was the addition of dry cobbing, a dry magnetic separation step between the fine crusher and concentrator. Dry cobbing serves two major purposes in the new process. Its principal function is to provide large volumes of dry coarse aggregate for use in construction of tailings dams. This process rejects about 20% of the fine crusher product as tailings with a size analysis of 98% -20 mm and 50% - 10 mm. These tailings are free draining and have high frictional shear strengths-two key requirements for dam building aggregates. Fine crusher product is conveyed to a new dry cobbing building. Here crushed ore is discharged into one of two 30-minute capacity surge bins. Crushed ore is withdrawn by 12 constant speed conveyor belts; each discharges 500 t of crushed taconite into a dry cobbing machine. Each machine consists of a 3-m-long riffle splitter and two vari-

The paper presents the results of a plant test using WEMCO 1 + 1 enclosed flotation machines for inert gas (nitrogen) flotation of by-product molybdenite from copper sulfide concentrate. Copper depressant consumption in the rougher flotation stage was reduced by 68% as reagent consuming oxygen was removed from the flotation air. Unlike other nitrogen flotation systems used in the industry, nitrogen is recovered above the flotation cells and from froth in tails and concentrate streams and recycled, resulting in minimal nitrogen makeup requirement.

On September 13, 1973 MAPCO Inc. leased from Pocahontas Land Corporation an 18,000 acre tract of coal lands in Eastern Kentucky&apos;s Martin County (See Figure 1.). In July, 1974 initial run of mine coal shipments commenced and in April, 1976 shipments of a 12,500 BTU, less than 1% sulphur, washed coal was being shipped. Results of exploration demonstrated that large quantities of overburden would have to be moved. MAPCO decided to invest in large surface mining equipment to tackle the job.
