In a gas/coal outburst the gas plays an active, driving part. The proneness of coal to outbursts can be determined by means of its gas emission properties, since coal that is liable to outbursts differs from coal with normal gas emission properties in that it liberates its gas from the sorptive bond more quickly. There is a risk of outburst when the flow of metha¬ne originally desorbed by the coal is sufficient to move the loosened coal which has been broken suddenly. The violence of a gas/coal outburst can be evaluated from the distance of projection of the mass of coal. It depends on the gas pressure and on the liability to outburst of the coal at the original centre of the outburst. Both factors are complementary in their effects so that the same work is done in a gas/coal outburst when there is a high gas pressure and low proneness to outburst as when there is a low gas pressure and a higher proneness to outburst. The gas pressure in the coal increases with its gas content. Consequently it is possible to deduce the gas pressure of a coal seam from its gas content. In the Federal Republic of Germany the risk of a gas/coal outburst is thought to exist when the desorbable gas content of the coal reaches or exceeds the value of 9 m3/ton and if the specific limit value of the proneness to outburst is exeeded. The Mine Ventilation Testing Station of the Westfalische Berggewerkschaftskasse has developed a new method for determining the risk of gas outbursts immediately after taking the samples at the coal face (1), (2).

"The Colorado School of Mines has used the Edgar Mine in Idaho Springs as an experimental mine to teach students since 1921. Since the school acquired the former gold, silver, lead and zinc mine, countless students have received hands-on engineering lessons on their way to earning mining engineering degrees. On Dec. 14, the House Subcommittee on Energy and Mineral Resources held a historic field hearing about the future of mining education in the United States in a classroom about 300 m (1,000 ft) inside the Edgar Mine. Representatives Doug Lamborn (R-CO), Rob Bishop (R-UT), Cresent Hardy (R-NV) and Ed Perlmutter (D-CO) were on hand for the first ever congressional hearing held in a mine where they heard testimony supporting the Mining School Enhancement Act, which was introduced to Congress by Hardy and Perlmutter on Oct. 9, 2015. The act, which is part of a larger mining development and reclamation reform package, seeks to address the absence of a viable pipeline necessary to replenish current faculty vacancies in United States Mining Schools. “What better place to hold a hearing to discuss the need for future mining engineering experts,” Subcommittee Chair Lamborn said in his opening statement. “It is a need felt by industry, states, the federal government as well as nonprofits.” The Mining School Enhancement Act would redirect millions of dollars in fees that are being collected from active mining operations to fund the research and educational programs at engineering schools with mining programs. Those fees now are being used in the form of grants awarded by the Surface Mining Control and Reclamation Act of 1977 (SMRCA)."

The deep South African gold mines rely on refrigeration to provide a safe working environment. Chilled water, which is produced in large central refrigeration plants, is distributed throughout mines In insulated pipes. In view of the high cost of the insulation materials and recent regulations which prohibit the use of certain insulation materials, a careful examination of the actual benefits of insulating chilled water pipes was undertaken. The objective of the investigation was to produce general guidelines regarding the use of insulation, but the results of numerous studies have shown that the use of insulation is extremely site specific and thus no general guidelines can be given. To assist ventilation engineers with studies on insulation requirements for their cooling systems a computer program has been developed. This paper describes the personal computer program which contains the same user friendly interface as developed for other COMRO programs. Is fully menu driven and incorporates a comprehensive HELP facility which provides background information and assistance with the selection of input data. The effects on the ventilation air and chilled water temperatures from not insulating chilled water pipes in certain areas are calculated. Air leakage, heat flow from the surrounding rock to the ventilation air and heat flow from the ventilation air to the water flowing in chilled water pipes are taken into account. A simple cooling system is considered in which cold water is distributed over a distance of 1 000 m through pipes to a single air cooler. The influences of changes in the temperature of the chilled water and ventilation air, as well as air leakage on the insulation requirements are determined.

INTRODUCTION The placing of the monolithic concrete lining of the Bi-County water tunnel illustrates the state of the art in the materials, equipment, methods and productivity available to the industry for this type of construction. This paper describes the management and engineering rationale used by Clevecon, Inc., a subsidiary of S & M Constructors, Inc., Solon, Ohio, in developing the concrete mix designs, the design of the specialized equipment, and the methods used in the manufacture, transport, and placing of the lining. Also discussed are the changes to the reinforcing steel design instigated to facilitate its handling and placing, as well as to enhance the quality of the lining. The intent is to bring to the attention of designers the effects certain design aspects have on the construction of reinforced concrete tunnel linings, as well as indicate the areas where research and development effort should be expended to further reduce costs for this type of construction. GENERAL DESCRIPTION The Bi-County Water Tunnel West is a water transmission main owned by the Washington Suburban Sanitary Commission of Hyattsville, Maryland. The facility was designed by A. A. Mathews Division (formerly STRAAM Engineers, Inc.) CRS Group Engineers Inc., Rockville, Maryland. It is to be utilized as the central feeder of potable water for the northern suburbs of Washington, DC, extending some 4,597 meters from a riser shaft at its western terminus to the eastern interface, with a similar tunnel which extends eastward about 5,180 meters; the majority of its length being under Interstate Highway 1-495. "Improved safety and more environmentally friendly operation are basic advantages of mechanical excavation over the drill and blast method. Raise Boring Machines (RBMs) are one of the types of these machines which have recently been increased use in Turkey. The excavated hole with RBM is more stable than other methods and has better air flow, making it ideal for ventilation shafts. This paper is a summary of the performance of a RBM in the Balya PB-Zn Mine in Turkey. Length and diameter of the ventilation shaft are 200 m and 2.4 m, respectively. The geological and geotechnical characteristics of the strata excavated in the mine are first given and later the validity of a model developed to predict the machine performance is discussed. It is believed that the results of this study and the model given to estimate the performance of the RBM will be useful guide for future applications. INTRODUCTION Raise boring technology was developed to meet the demands of the mining industry, but has also found numerous applications in tunneling or infrastructure projects for ventilation purposes. Raise boring machine uses a small diameter drill rod, around 230-350 mm to drill a pilot hole down to the required depth up to around 2000 m. Once the pilot hole has been drilled to the desired depth, a reamer of up to 9 m diameter is attached to the drill rod. The reamer is then pulled back up to the upper level, creating a round shape. Continues operation provides a faster advance rate than other methods. RBMs are suitable both in hard and soft rock. The flexibility in different angles and diameters is a great advantage compared to drill and blast excavation method. RBM creates a shaft with smooth walls which usually does not require lining. The hole is more stable than a drilled and blasted method and has better air flow, making it ideal for ventilation shafts. Raise boring is convenient method in competent rock; however several problems are faced in geological formations where geological discontinuities are dominant. Moreover, assembly and disassembly time may be long in some cases. The performance and operational parameters of the excavating machine should be predicted prior to starting the excavation operations in order to fulfill the economic requirements of the project. In the light of this fact, the main objective of this investigation is to summarize a case study on raise boring machine performance and suggest a new model based on laboratory test results. First, general description of the mine and project are provided. Then, the physical and mechanical characteristics of the samples taken from project area are discussed. In the third section, performance and operational parameters of RBM are investigated to understand the machine behavior in different rock characteristics and also to collect a useful database for further investigation. In the fourth section, a new model for performance estimation of RBM are recommended."

"A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob. INTRODUCTION During a series of stakeholder meetings, a near unanimous concern was expressed related to maintenance of effective ventilation airflow on longwall faces. There was a strong interest expressed regarding the impacts of face length and caving characteristics on the ability to maintain adequate face airflow levels. This study seeks to understand and improve a mine operator’s ability to monitor and control ventilation and methane concentrations across the longwall face by assessing airflow variations in terms of roof caving characteristics and face length. National Institute for Occupational Safety and Health (NIOSH) researchers seek to identify flow paths of ventilation airflow on longwall panels with variations in roof caving characteristics and longwall face lengths. The project research aims to develop an understanding of the role of gas dynamics in variable broken rock, interactions with ventilation airflow and methane concentrations across the longwall face area. The research also addresses continuous ventilation monitoring along the shield line to provide early detection of gas exchanges between face and gob, and thus improve a mine operator’s ability to monitor and control ventilation and methane concentrations around the face. In the context of this paper, the longwall gob refers to the pillared area behind the shields. This work reports on results from one project task to conduct field based research using a tracer gas to describe face air and gob area gas movement in a bleederless longwall ventilation system that incorporated a back return."

Introduction Raise boring is the most accepted form of mechanized hard rock boring in the mining industry. It appeared logical to take this mechanization one step further by introducing computers. Atlas Copco Jarva has produced a series of raise boring models that use an integrated computer. The company decided to use electronics and computerization, not for marketing purposes, but to make its equipment more cost-effective. Basis of Cost-Effective Design From the manufacturer's standpoint, it is possible for the equipment owner to reduce the cost of putting in raises by: • Replacing existing components with less expensive components that produce the same results; • Replacing existing components with more expensive components that make the equipment more productive; • Mechanizing equipment to reduce associated labor costs; and • Combining the above. Analysis of a standard raise boring machine (RBM) system showed that little could be done with less expensive components. It appeared, however, that the RBM could be more productive by transmitting more horsepower through the expensive drill string, while being precisely controlled by computers. An RBM system includes a basic machine, drill pipe, accessories, reamer, and cutters. The approximate percentage cost of various components on a standard system capable of boring 300 m (985 ft) long and 3-m-diam (10-ft-diam) aises in medium to hard rock is shown in Table 1. Also shown is the increased cost above standard of the Jarva computerized machine, and the productivity of both. Increased Productivity Penetration is important during the reaming cycle for more productive raise boring. This is possible by increasing the cutter load with constant rpm or increasing the rpm with constant cutter load. To increase thrust and maintain rpm requires increased capacity in the cylinders, drive train, main thrust bearings, drill string, electrical motors, and power units. To increase rpm and maintain cutter load requires only increased capacity in the electrical motors and power units. This is possible because the torque requirement remains constant for a constant thrust load. Only the horsepower increases, proportional to rpm. Since cutter costs are a big factor in raise boring, changes in machine performance must be analyzed to assess the effect on cutter performance. With a standard or typical carbide cutter, as used on raise boring machines, the effects of increased thrust or rpm are shown in Table 2. The assumption is made that the base data is the current rpm and thrust range where the cutters are now operated. It is also assumed one variable is held constant while the other increases. The result of this comparison, approximately, is that a 50% penetration increase can be achieved with little or no increase in cutter cost if rpm is increased 50% and cutter load is maintained constant. A similar 50% penetration increase can be achieved with a 45% increase in cutter cost, if the cutter load is increased by 20% and maintained constant. Flotation plant simulation, a relatively recent methodology in mineral processing, is defined and corresponding uses are discussed. Typical simulation structures are compared. Current problem areas exist although these are not insurmountable. Following a brief state of the art discussion, the N. I. M. simulation program is reviewed. In general, digital plant simulation is expected to be of substantial benefit in the near future.

The Candelaria copper-gold mine is located approximately 25 km south and east of Copiapo in Region III, Chile. The original concentrator was designed to treat 28,000 t/d (30,800 stpd) of chalcopyrite-bearing ore through a circuit consisting of a single 11.0 m(36 ft) diameter SAG mill, two ball mills, conventional rougher and scavenger flotation, column cell cleaner flotation, and ceramic disc filtration. The plant was commissioned in August 1994 and quickly reached design capacity and expected levels of metallurgical performance. In May 1996, a decision was made to double the capacity of the concentrator by the addition of a second line of equipment. The expanded facilities were commissioned in October 1997, less than 18 months after the decision to proceed, and well within the budget. The original concentrator facilities were replicated or duplicated as much as possible, however, a number of important equipment changes were made to take advantage of industry developments since the original concentrator was designed. These included the use of Eimco 120 m3 (4,200 ft3) cells for rougher and scavenger flotation and the installation of a Svedala VTM-800Vertimill for regrinding. This paper describes the rationale behind these changes and explores the reasons for the success of the project.

The presence of enargite (Cu3AsS4) is problematic in gold processing because it is environmentally hazardous due to its arsenic content but also because it is double refractory causing both cyanide and oxygen consumption to increase. Selective leaching and treatment of the arsenic would prove advantageous prior to applying conventional gold leaching methods. The reactivity of enargite samples from Butte, Montana and Quiruvilca, Peru were spectroelectrochemically studied under alkaline conditions, pH range of 8-13, using Raman spectroscopy and cyclic voltammetry. Raman spectra of the surface were collected during and after voltammograms were potentially cycled in order to determine and compare surface species against theoretical EH-pH diagrams determined from mass-balanced thermodynamic calculations using StabCal software. Under slightly oxidizing conditions, covellite (CuS) peaks were found in a short matter of time, above ~100mV vs SHE for pH 9-13, suggesting arsenic leaching specifically occurred. At longer conditioning times, elemental sulfur was observed and tended to passivate the surface. The presence of sulfur suggests that copper was eventually leached. By operating above pH 12, under slightly reducing conditions near -300mV vs SHE, arsenic can be selectively leached as thioarsenate (AsS43-) or thiosulfate (AsO43-) without sulfur formation.

Fully mechanized longwall mining with large mining heights (LMHs) in shallow-depth thick coal seams has been widely applied in Shenfu coalfield, China. Dynamic loading and rib spalling is serious when the LMH working face experiences periodic weighting in shallow coal seams. The advanced breaking position (fracturing ahead of the face) in the roof affects the strength of the mine pressure (weighting) when the roof is broken. Based on the theory of the “elastic foundation beam,” this paper presents a mechanical model for the advanced breaking of the roof, including a predictive formula. In an attempt to verify the formula, a field program consisting of multiple-point borehole extensometers installed in the roof in advance of the longwall face was performed in the No. 22201 working face of Zhangjiamao coal mine in the Shenfu mining area, China. The field measurement results show that the roof movement of the LMH working face is detected prior to roof pressure increase, and that the roof breaks approximately 5–8 m ahead of the face. This compares with a calculated value of 6.9 m, indicating that the formula developed in this research is reliable and should have application in predicting roof pressure associated with LMH working faces in shallow coal seams.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) performed a series of lab tests to evaluate the respirable dust removal capacity of an industrial air-cleaning fan. Limestone and coal dust were tested separately in NIOSH’s full-scale drill table simulator at the Pittsburgh Mining Research Division (PMRD). Gravimetric samplers with Dorr-Oliver Cyclones and 37-mm filters were used at two upstream and four downstream locations inside and outside of the drill shroud chamber. There were six tests performed for both the limestone and coal dust experiments. In the limestone tests, an average respirable dust concentration of 98.86 mg/m3 was achieved upstream of the air-cleaning fan. The filter results show that the averaged respirable limestone dust reductions were 7.84%, 8.81%, 10.94%, and 18.02% at the four sampling locations downstream of the fan. In the coal tests, upstream samplers achieved an average of 129.03 mg/m3 of respirable coal dust. The averaged dust reductions were 9.54%, 9.83%, 18.54%, and 19.21% at the four downstream sampling points. The results indicate limited cost benefits of using this technology because of the relatively low dust reductions determined from this laboratory study.

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

The mining conditions in the Meden Rid mine at levels below 1000 m from the Earth's surface are specific and rather severe. The rock temperature is about 40-45°C. The air humidity in the workings is approx. 80-90%. There is a limited capacity for additional fresh air supply. The air supply and distribution systems in the mine are very complicated. The airflow recirculation is due to the existing arrangement of the main fans. Certain accidental phenomena are difficult to predict. All these conditions create possibilities for heat and mass exchange between the rock and the air current thus hampering the control of the ventilation and air-conditioning in the mine workings. The changes in the temperature and humidity in certain characteristic places of the development and extraction workings are predicted. The refrigeration output required and the arrangement of the air coolers are also determined. A new ventilation and air- conditioning scherne has been developed. The new ventilation- cooling designs for levels between 1000-1200 m beneath the Earth's surface are based on the use of portable refrigerating machines having low water flowrate as well as heat-insulating and waterproof materials and methods for preliminary cooling of the orebody within the mining block.

High CO2 fluxes associated with reclaimed coal mine spoils pose an environmental hazard where such sites are used for building. CO2 concentrations in excess of 25% have been reported in homes constructed on or down gradient of such spoils. The objective of this study was to investigate the effect of a mitigation trench used at one mine site on CO2 fluxes across the trench using chamber?based trace gas measurement. LI8100 automated CO2 flux system was used to measure CO2 fluxes from 32 sample points located across a deep mitigation trench on June 8 and 9. The maximum recorded fluxes were 7.29 and 8.18 µmol/m2/s, with averages of 4.15 and 5.50 µmol/m2/s, up and down-dip respectively. These preliminary results show CO2 flux is higher up-hill than down-hill at 95% significant level. This work shows that flux measurement can be used to investigate CO2 migration on reclaimed mine land. Further work is necessary to allow geostatistical modeling of the spatial variability of CO2 fluxes over reclaimed coal mine spoils. Knowledge gained would assist mining practitioners and regulators in reclamation planning for envisaged post-mining land uses.

In 1990, Canada produced 69.4 million tonnes of coal of which some 65 million tonnes was produced by surface mining methods. The two Western Canadian provinces, Alberta and British Columbia produce approximately 55 million tonnes of coal by surface mining. These two provinces also provide the bulk of the metallurgical coal for export. The geological conditions in the Western provinces particularly in the mountain region are complex. The coals are friable and the seams are steeply inclined, sheared, intensely folded and faulted. There may be as many as 15 to 20 coal seams present with true thickness ranging from 2.5m to over 8m. Most of the Canadian surface mines are large (over one million tonnes per annum) using modern mining equipment such as shovels, high capacity trucks and draglines. At present the industry is going through another of its up and down cycles but has continued to make impressive gains in productivity. This has been achieved through greater mechanization, better management practices and a will to succeed in a highly competitive world market. This paper presents an insight into the current status of the Canadian Coal Industry and essentially updates the information given by the authors at previous SME meetings.

The feasibility of mining deep phosphate deposits by a borehole mining system was compared with mining by proven conventional techniques. An economic comparison of the borehole mining system with conventional dragline and bucket wheel excavator mining systems was completed at various mining depths and production rates. Hypothetical phosphate deposits, with various overburden thicknesses and reserve tonnages, were defined. Geologic conditions necessary for the application of the borehole system were identified. Discounted cash flow analyses based on derived capital and operating costs were used to generate rates of return and product prices. Borehole mining was found to be more economical where overburden thickness was 46 m (150 ft) or greater. However, at 15- and 30-m (50- and 100-ft) thicknesses, conventional surface mining was more economical. Overburden thickness has a great effect on the economic feasibility of the conventional mining systems but less effect on the economics of borehole mining. Economies of scale are only realized in conventional mining, since larger equipment is used to achieve greater production, whereas increased production from borehole mining is achieved using additional equipment units. A comparison of the environmental effects of borehole and conventional surface mining systems showed that borehole mining is environmentally more desirable.

Controlled-blasting experiments in small development drifts were conducted at CANMET's Experimental Mine in 1992 and 1993. The objective of these experiments was to develop suitable controlled-blasting techniques for small development headings that are drilled by jackleg with 32-mm-diam holes. The experimentation was also aimed at providing insight into blast-damage mechanisms. Particular attention was given to the physical-mechanical properties of the rock and the rock-mass structural data. The drift faces were approximately 2.4 by 2.4 m (7.9 x 7.9 ft) in size with 36 to 43 holes drilled to a depth of 2.4 m (7.9 ft). Cartridged water gels, emulsions and semigelatin dynamite were used in the cuts and as primers, ANFO was used as the main explosive and decoupled 19-mm (0.75 in.) diam semigelatin dynamite charges were used in the perimeter holes. Smooth-blasting techniques and presplitting were tested in the underground mine. All of the blasts were monitored with a multichannel blast-vibration monitor, to which was attached sets of high frequency geophones and accelerometers. These experiments demonstrated the efficiency of controlled-blasting techniques for the reduction of blast damage and also demonstrated the need to improve the safety and efficiency of using explosives.

Would you believe me if I told you the constant battle between Government regulatory agencies and industry could be won by both sides? No, I'm not crazy, nor have I been soaking up any of that fine Kentucky whitelightning. But I have recently been a participant in a battle where both sides won. Actually, I'm using the term "battle" loosely because, in reality, it wasn't a battle at all - despite the fact that all the ingredients were there for a monumental struggle; i.e.. government, industry, special interest groups and a controversial issue - the development of effluent limitations. I'd like to tell you about it. Historically, on one side of the battle, government has always been ac¬cused of adopting regulations with limited evaluation of existing technologies; and then with seemingly no regard for the economic consequences. On the other side, industry gets punished by government's harsh actions because of their past "do-nothing" attitude toward pollution control. Recently, this battle seems to be losing steam, because both government and industry are beginning to realize that, ultimately, they both will lose. Even more important is the fact that both sides are, or should be, working for industrial expansion compatible with environmental protection.
