"SeaTech Solutions International (S) Pte Ltd, Singapore are the designers of world’s first seabed mining ship. The ship is now under construction and expected to be delivered next year. The Deep Sea Mining industry is eagerly awaiting commencement of her seabed mining operations and the success of this story will go a far way in accelerating investment in Deep Sea Mining and hopefully we should see many such projects take off and many such ships launched in the near future.Based on own experiences SeaTech discusses in this paper, various important issues that need to be considered for design of such Deep Sea Mining ships, the challenges faced and possible solutions to address them.From a ship designers’ perspective, there are not many direct previous references available, the seabed mining methods and associated equipment are also a new technology & products are still developing, there is no standard method and equipment for processing of mineral ore onboard, and above all there is the huge challenge of loading, storage and discharge of ore cargo efficiently in the confines spaces. Associated with the uncertainties of such issues is the uncertainty of weight, space, power, services and maintenance requirements, which can vary through the design and construction period and put the initial ship design at huge risk. Sufficient design margins need to be provided and a constant & strict control is absolutely necessary to ensure that the budget on each technical aspect is not exceeded. The local strength of the vessel particularly needs to be robust to take ultra-large loads due to huge equipment and their lifting /handling equipment/winches and tall mining process modules."

"REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."

Wherever hydrothermal fluids vent from the seafloor they will buoyantly rise (up to 100?s of meters) while mixing with seawater before attaining density equilibrium and dispersing laterally as neutrally buoyant plumes commonly 50 to several 100?s of meters in thickness and with order-of-magnitude or greater breadth. Although these plumes are typically >10,000-fold dilutions of vent fluids they can be reliably detected using sophisticated physical sensing and chemical techniques. Hence, hydrothermal plumes are spatially large targets compared to the actual sites of seafloor fluid discharge and resulting mineralization. For this reason plume prospecting techniques evolved over the past 20+ years have been widely used to systematically explore over 10% of the 60,000-km-long system of mid-ocean ridge (MOR) spreading centers for hydrothermal activity. While plume detection and gradient mapping can be used to home in on venting sites, plume chemical signatures provide additional insight regarding the nature of the fluids being discharged on the seafloor. We have applied the systematic plume prospecting techniques developed on MORs to the volcanic frontal arc setting as part of the NZAPLUME (New Zealand American PLUme Mapping Expedition) surveys. NZAPLUME I in March 1999 marked the first systematic reconnaissance of any intra-oceanic arc for submarine hydrothermal activity. Seven of thirteen previously mapped volcanoes that comprise a 260-km-long section of the southern Kermadec arc northeast of New Zealand were confirmed to be hydrothermally active. On average, one hydrothermally active volcano was found along each 35 km of arc front, a rate comparable to slow- and intermediate-rate spreading MORs. During NZAPLUME II in May 2002, thirteen previously unknown volcanoes and 8 satellite cones were first swath mapped for bathymetric detail and then surveyed using plume prospecting techniques. Three active venting sites were discovered along this 580 km-long arc section, bringing the total to 10, or 39% of 26 volcanoes surveyed overall, still an appreciable frequency rate for venting sites compared to MORs. While only chemical results for NZAPLUME I are available, the arc plumes characterized so far are chemically diverse and rich compared to MOR plumes. This diversity and enrichment was most evident as ultra-high concentrations of CO2, sulfur gases (St = SO2 + H2S), and Fe within plumes over several volcanoes. We suggest the fluids discharging from the seafloor at these sites are volcanic fluids, i.e., hybrid fluids comprised of MOR-like hydrothermal fluids evolved from seawater-rock reaction and fluids exsolved from magma as acid volatiles and liquid brines.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. On 13 July 2000, the ISA adopted the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area. The first contracts for such exploration were issued by the ISA the same year. The duration of exploration contracts is 15 years, after which the contractors are expected to go into exploitation. In 2013, ISA with the LTC initiated the process for developing the regulations for exploitation, and are currently working on the first draft to put forward for the Council. In the meantime, the first seven exploration contracts have expired, and been given five years extensions in order for the contractors to get ready to apply for exploitation contracts. According to the current draft of the exploitation regulations, an application for an exploitation contract shall be accompanied by all data acquired during the exploration phase, a mining plan, a financing plan, and a set of environmental plans (i.e. an environmental impact statement, an emergency response and contingency plan, environmental management and monitoring plan, and a closure plan). All of these plans have to be based on substantial scientific and technical data and information. The mining plan requires geoscientific data regarding the mineralogy and grade of the nodules, and the physiography of the mining site as a basis for the consideration of critical aspects, inter alia for making reliable resource estimations, design the mining operations, and forecast revenues. The environmental plans require the input of a substantial set of bioscientific data and information on the exploitation technology in order to establish base-lines, and monitor and evaluate the effects of the mining operations. Under the exploration contracts, such scientific data have been acquired and reported on an annual basis to the ISA. Some testing of mining equipment and experiments on the extraction of metals have also been performed by some contractors. These scientific and technical data from the exploration phase will be the basis for the for the preparation of the studies, plans and documents required for the applications for exploitation. No time frame is specified for the preparations of an application but it must be assumed to take place before the expiration of the exploration contract.

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

From an interesting and intriguing scientific research topic, deep sea mining has altered into an interesting mining prospect over the last years. Ten years ago most of the focus was on geological investigations, searching for typical deep sea deposits and getting answers on where we can find them and how these deposits were formed. At this moment we know much more about the interesting deposit possibilities and with our quest for minerals, metals and other materials to feed global economic growth, answers as to the technical and economic feasibility to mine these deposits are sought. This is not a new phenomenon as we already witnessed such question late 1970?s and early 1980?s. Most of the focus was on mining manganese nodules and brines in the Red Sea driven by the report of the Club of Rome that predicted shortages in near future at that time. Development went different, but later in the 1990?s a rival of interest could be noticed for mining deep sea deposits.
