The Chigirishima Smelter of Toho,Zinc Co., Ltd. is the largest independent custom lead smelter in Japan and produces about 60,000 tonnes/yr of electrolytic lead. The quantity of slag produced by blast furnace is approximately 65,000 tonnes/yr, 30,000 tonnes/yr of which is sent back to the sintering plant for mixing with lead concentrates. The remaining slag used to be piled up at the yard until the operation of the fuming plant started in July 1977. We examined the slag fuming process with the purpose of achieving: 1) Improvement of the operating results by recovering zinc and lead from blast furnace slag. The lead content in slag at Chigirishima is slightly high, because the height of blast furnace shaft is low and consequently the quantity of sinter smelted per area at tuyere level is rather large. 2) Production of a salable slag as raw material for cement by lowering zinc and lead content in slag.

The Mineral Resources Act 1989-90 came into force on 1 Septem- ber 1990 and the Second Schedule of this Act set out the Savings, Transitional and Validation Clauses to this legislation. The Second Schedule gave rise to a number of interesting situa- tions however due to the fact that the time set aside to attend to these matters (the prescribed period) has now expired, with the exception of the points raised below, most of these situations are now history and are of no relevance. The Transitional provisions of the Second Schedule provided for a three month "prescribed period" in which certain actions were required to be undertaken to ensure tenements granted or applied for under the repealed legislation transitioned into the framework provided by the Mineral Resources Act. This Second Schedule of the Mineral Resources Act highlighted a number of anomalies which are still worthy of mention and are listed below.

The metallurgical works of the Electrolytic Zinc Company is situated on the Derwent Estuary, approximately five miles north of the city of Hobart and near a relatively dense housing area. Zinc concentrates, consisting chiefly of zinc and sulphur, have been roasted at Risdon for 53 years;- recently at rates of 1, 100 tons per day. The zinc content of the ores is converted to zinc calcine (ZnO), which is a dusty material. The calcine is leached with acid to form zinc sulphate, which is then electrolysed to make zinc. The sulphur is oxidised during roasting to sulphur dioxide, part of which is converted to sulphuric acid and part is dissolved in estuarine water which is then discharged to the Derwent Estuary. During the century past geologists have discovered an extraordinary range of mineral resources. It is somewhat surprising, in view of their success, to look back and find that geologists have been concerned through the entire time about the adequacy of resources to meet future needs. They continue to express concern. The basis of their concerns seems to rest as much in social issue as in evaluations of geology.Demand for mineral resources is driven by population and by per capita consumption. Both have grown steadily over the past century, and both continue to rise. In 1890 the global population was about 1.7 billion, people. It has now exceeded 5 billion and the growth rate is such that by the year 2000, the global population will be between 6~ and 7 billion. Many hydrometallurgical processes produce large amounts of acid waste. This is illustrated by the copper S/X-E/W process which produces a bleed from the electrolysis tank house in the form of a concentrated sulphuric acid stream. Currently, the bleed stream is necessary to remove impurities such as iron that decreases the efficiency of the electrowinning process. However, this comes at a high financial cost owing to large quantities of make-up sulphuric acid required. A process has thus been developed with Zeneca Specialties (UK), ICI Australia and Gunpowder Copper Co at the University of Melbourne for the recovery of sulphuric acid from copper tank house bleed liquor. The recovery process uses the method of solvent extraction. Solvent extraction has the advantage of being a well-established technology in the mining industry and will reduce the environmental impact of the S/X-E/W process, as all additional chemicals can be completely recycled. Mining companies worldwide have an increasing interest in restoring indigenous ecosystems following mining. Low levels of plant nutrients and organic matter, pH extremes, heavy metals, physically challenging media, and difficult climatic conditions all hinder revegetation of steep rockdump slopes. Our techniques use colonising pioneer plants to accelerate natural soil development and plant succession processes on minesites that are difficult to revegetate with locally sourced plants by traditional techniques. Suitable treatments and pioneer species must first be identified for each rocktype. Field trials at the Stockton Coal Mine in Buller have shown that successful acceleration of moss and pioneer plant establishment is possible. Best plots showed a mean of 15 per cent moss cover and 3.3 per cent vascular cover after 12 months compared with 0.1 per cent and nil respectively for controls. Techniques have been extended to field-scale trials, using hydroseeders and dryblowers. These techniques show potential for practical land rehabilitation, whilst conserving local biodiversity.

Gold recovered on the strikes at the Central Norseman mill, Norseman, Western Australia, has an approximate assay fineness of 850. Bullion recovered from the cyanide plant at the mine is of much lower value, and occasionally its assay fineness has been as low as 250. This indicates either that the fine gold particles in the ore consist of an alloy richer in silver than the coarse particles or else that a silver mineral, as well as the gold, is dissolved by the cyanide solutions.It had been observed at the mine that the amount of silver in the bullion appeared to increase when galena appeared to be more abundant in the stoped ore. Interest was, therefore, attached to the possible occurrence of a silver mineral associated with galena and, at the same time, soluble in cyanide.Four specimens of ore from different horizons in the mine were collected by the mine staff for examination as to whether any marked difference in the fineness of gold was apparent on a polished surface and for determination of the silver minerals. As the Norseman ore-body is a quartz reef containing a very small percentage of sulphide, the specimens were selected either because they cont;:lined free gold or because they were, relatively rich in sulphides. They were obtained from the following localities at the Phoenix shaft.1. Level 16, section 28.2. Level 16, section 31.3. Level 8, section 31.4. Level 14, section 38.Specimens Nos. 1 and 2 were thus obtained from different positions at the same mining horizon, while specimens Nos 2 and 3 were obtained from different levels in the same vertical section of the mine.All the specimens consist of quartz characterized by thin, discontinuous seams of sericite and the presence of a little ankerite. Gold and sulphides tend to be localized along these seams, but particles of gold and sulphides are also scattered throughout areas of white quartz. This scattered distribution of the sulphides in relatively wide areas of quartz has involved the preparation of two or more polished sections from each specimen.The outcome of the microscopical examination of these specimens has been to determine that there is no appreciable variation in the colour of the polished particles of gold and, therefore, no marked difference in the amount of silver alloyed with the coarse and fine particles. The presence of small quantities of the tellurides sylvanite, hessite and altaite has been revealed, and found to vary in abundance with the abundance of galena.

The Tennant Creek goldfield is situated in the Northern Territory, 360 miles north of Alice Springs, or a tot~l distance of 1,300 miles north of Adelaide, and 600 miles south of Darwin. The auriferous area extends 20 miles north and south by 50 miles east and west. The overland telegraph line and the AIice Springs-Darwin road pass through the centre of the field.HISTORY, PRODUCTIONThe country comprising the goldfield was traversed by J. MacDouall Stuart between 1859 and 1861 in the course of his last three exploring expeditions, which terminated respectively at Attack Creek, Newcastle Waters and at the mouth of the Adelaide River. The explorer named Tennant Creek and also Mount Samuel, on which mining operations are now in progress. The overland telegraph line was completed in 1872 and a relaying station established eight miles north of the site of the present township. There was no other settlement in the adjacent country prior to the opening up of the goldfield.Gold was discovered in 1926 on what is known as the Great Northern lease, three miles north of the township. The field was remote; the nearest plant at which gold ore could be treated was at Peterborough, in South Australia, 1,186 miles distant, and it was not until 1932 that the development of the field actively commenced.The production of the field from its inception to December 31, 1939, was 57,895 QZ. of gold, valued at £522,000, recovered from 61,793 long tons of ore, won from 98 mines. In 1940 seven of these mines had reached depths between 100 ft. and 230 ft., the workings of the majority being less than 60 ft. below surface.TOPOGRAPHY, WATERThe country is traversed by parallel and sub-parallel lines of hills trending east and west and rising to altitudes varying from 50 ft. to 100 ft. above the intervening valleys. The low ranges and isolated hills owe their survival to the resistance offered by their indurated, harder rocks to erosion which has removed the softer intervening formations. Their elevation and area depend to a considerable extent upon the presence of; and, the size of, the more or less exposed haematite formations, or are due to the influence of extensive siliceous dykes which traverse the locality.Watercourses head from the hills and either flood out on the flats within a short distance, or in a few cases follow longer courses to the northward. The removal of a horizontal piIlar between Nos. 9 and 11 levels (1,116 feet from the collar of main shaft) was successfully carried out by blast hole drilling, and, to the best of the authors' knowledge, this mass blast of 40,000 tons of ore (requiring the use of 7,150 Ibs. of explosive and 5,385 feet of primacord) was the first occasion on which a task of this magnitude has been carried out underground in an Australian mine.Blast hole drilling was introduced by this company approximately fifteen months ago at New Cobar Mine in sub-level stoping.This experimental drilling and blasting gave very valuable information as to the correct technique to be adopted when the final plans were being prepared for the removal of the horizontal pillar at New Occidental Mine.The dimensions of this pillar were approximately 15 feet long, and from 40 to 60 feet wide, and 65 feet in depth.The block of ore extended to 35 feet above the level and 30 feet below, the upper section being partially excavated to form the bell-hole floor and grizzly chambers used for drawing off the broken ore in the shrink stope above the No. 10 level.Description of Ore-bodyThe main ore-body is situated almost vertically in a well-defined shear zone at the junction of sandstone and slate, the sandstone forming the eastern and the slate the western wall.The ore-body consists of highly silicified slate (chert) sparsely impregnated with sulphides, containing a small percentage of copper and bismuth.The total length of the ore-body is approximately 450 feet, with a maximum width of 60 feet in the main section, which is about 200 feet long.This is the section shown in longitudinal and cross-section (Fig. 1).The ore-body is divided by a horse of mullock in the northern end into two legs, the eastern and western, which are approximately 250 feet long and averaging 25 feet in width.This ore-body is strong, hard and abrasive with extremely strong walls, an ideal proposition for open stoping and mass blasting.MiningIn all levels above No. 9 the cut and fill method of ore extraction was adopted. The Dugald River lead-zinc-silver deposit is located approximately 60 km north-west of Cloncurry and 87 km north-east of Mount Isa. The development project is expected to turn operational in 2018. The resource is estimated to contain 61.1 Mt at 12.6 per cent zinc, 1.9 per cent lead and 34 g/t silver, with a projected mine life of 25 years. The evolution from exploration project to development project has presented multiple challenges for the technical team. Understanding and modelling the structural complexity of the deposit has been one of these challenges.Historically fault zones were logged as a lithology, with structural measurements recorded in a separate database table. When underground drill programs and development commenced in late 2012, it was recognised the deposit was more structurally complex than had been modelled. The extensive number of fault zone lithologies in core logging, made it difficult to identify fault trends and model faults in 3D software packages.In 2014, a structural project was conducted to produce a fault model for the deposit. The project highlighted that by logging the faults as a lithology, a shortage of fault characteristics was being recorded. Additionally, structural information could not be filtered to identify different fault sets due to the lack of information available to filter on. One of the major outcomes of the study was to change the methodology for the structural logging of drill core.Faults are now logged in a separate structural log. The structural log collects two types of information: interval data and point data. The interval data represents the damage zone of the fault in the surrounding rock and the point data the plane of movement for the fault. The faults are further characterised by their intensity on a scale of one to five, the type of fault structure (fault breccia, fault vein etc), the minerals present on the fault surface and structural measurements when available.The new data set allows fault data to be filtered based on fault characteristics, making implicit and explicit modelling of the faults more timely and accurate. The data set can be used to produce fault wireframes as single surfaces from the point data or hanging wall and footwall surfaces from the interval data. The history of the Ph-Cu-Zn mineralisation in the orthampton Block of Western Australia has been further investigated. It was hoped that (1) Rh-Sr studies on partially-remelled granulites, wall-rocks to the dolerite dykes, should date the dolerite intrusion, (2) Rh-Sr data on hydrothermally-altered dolerite should date the sulphide mineralisation, (3) Pb model ages on the galenas might provide an independent dating of the mineralisation, in addition to any geochemical information that might be derived. Only the second dating aim was fulfilled, but the Pb isotope data, when combined with the Rh-Sr data, have permitted deductions about U, Th and Pb abundance changes during the regional metamorphism, and about a possible source of the ore Pb. In detail the following has been found. (1) The partially-remelted granulitic wall rocks yield a scattered whole-rock Rh-Sr isochron which seems not to have been reset by the dyke intrusion (age 1037 ± 146 Ma, with initial Sr ratio 0.7171 ± 0·0054, MSWD = 111). This date agrees well with that reported previously for granulites from another locality; together theyestablish the time the metamorphic period closed. (2) The hydrothermally-altered dolerites yield a Rh-Sr whole-rock date 434 ± 16 Ma, with initial Sr ratio 0.7072 ± 0·0029 and MSWD = 31, taken as referring to the time of Ph-Zn mineralisation. This contrasts with a report of much older palaeomagnetic and K-Ar datings of the dolerite (not less than 550 Ma, possibly older) and suggests that neither the dolerites nor their heat have had any connection with the mobilisation of the Pbscavenging solutions. (3) The Pb isotope ratios of galenas from the ores yield a well-correlated regression which is not amenable to any of the model-age calculations. (4) The Pb-isotopic trends negate any genetic connection between dolerite and mineralisation, but the country-rock granulites could be the Pb source. (5) Combination of the Rh-Sr dates and the Pb data in a "simultaneous isochrons" construct permits the inference of major losses from the system during the regional metamorphism, in the order U>Pb>Th, with substantial homogenisation of the remaining Pb. This left a wide range in local UlPb and Th/U among the source rocks which eventually were scavenged by the mineralising solutions. (6) These geochemical deductions are shown to be compatible with previously-published information on the abundance ofU and Th in the Northampton Block granulites, which are thus seen to be credible as source rocks for the ore lead.

Waihi Gold Mining Company Limited, a wholly owned subsidiary of Normandy Mining Limited, operates the Martha gold mine, located in the township of Waihi, New Zealand. The operation, an unincorporated joint venture, comprises Normandy Mining Limited (67.070/0) and Otter Gold Mines (32.94%). Since gold was first discovered at Waihi in 1878, it has formed a key part of the region's economy. In 1909 the Waihi mine was described in a report to Parliament as æthe most important gold mine in Australasia and one of the greatest in the world.Æ That was a record year for production, with 416,813 tons of ore mined and some 1,120 men employed. Today the mine produces up to 1,250,000 tonnes of ore annually, and the project employs some 234 men and women. In 1999 the value of the gold and silver produced ($59 million) made up 47% of Waihi's estimated GDP. Waihi Gold has made significant contributions to the Waihi economy, community and the Hauraki region as a whole. Since the mine was re-opened in 1987, thousands of local people have benefited from the mine. In 1999, consents were granted allowing an extension to the mine life (the Extended Project) and this will result in a further seven years of economic benefits resulting from mining activity. The Company has undertaken extensive consultation throughout project planning, construction, operations and rehabilitation. Ongoing liaison and involvement with all community sectors, including Tangata Whenua and Iwi, local residents, recreational groups and schools remains an integral part of the operation. Throughout the life of the modern Martha Mine, the Company has actively supported the local community in the form of donations, sponsorships, the provision of amenities, and by participating in community events. A well established environmental team exists at the site. Environmental and community performance is measured by an independent five-assessment process, and the Company is committed to achieving excellence through ongoing improvement programmes and staff awareness. When the mine is closed, the open pit area will be transformed into a recreational lake, and the tailings storage facilities will be rehabilitated to become a combination of wetlands, grassed areas and ponds. Resources will be provided by the Mine to ensure the rehabilitated site remains in a safe and self-sustaining, stable condition in perpetuity. The mine is regarded as a showcase on a world standard of how a modem mining operation can successfully coexist with the nearby community.

Sample preparation for gold samples, where the distribution and size of gold particles is often irregular, usually demands that a relatively large sample weight is taken to produce a representative sample for analysis. Traditional sample preparation of gold samples incorporated multiple stages of coarse particle size reduction followed by subdivision of the sample prior to final fine pulverising. This technique developed because of the limited equipment options available to laboratories. As a result significant errors are introduced and the final sample size being pulverised is a small fraction of the original sample weight. Three significant developments have occurred in the last 25 years to significantly improve sample preparation of gold samples: 1.  large capacity fine pulverising,2.  fine jaw crushing, and3.  whole sample coarse pulverising. In the mid-1980s an Australian manufacturer developed large capacity pulverising bowls which had the ability to reduce samples with a mass of 1.5 - 3.5 kg to a nominal 0.075 mm product in approximately three to five minutes. Laboratories were able to produce a large homogeneous pulverised sample which significantly reduced the error in sampling. However, exploration and mine samples are usually 7 to 10 kg and the sample requires a subdivision stage following crushing to produce the 3.5 kg for the pulverising step, thus introducing potential for significant error. The development of fine jaw crushing allowed particle size reduction to -2 mm which reduced the subdivision error of the bulk sample prior to fine pulverising. Subdivision of the crushed sample at -2 mm still results in potential sampling errors, where the gold particles are not sufficiently liberated to be representatively sampled. Clearly the best option would be to reduce the particle size small enough to ensure a representative sample prior to final pulverising. Continuous mills offer a partial solution but are relatively slow and subject the sample to differential pulverising prior to subdivision. Clearly this does not provide the best solution for routine laboratory applications where high volumes of samples are to be processed. The recent development of a large capacity coarse pulverising system allows samples of up to 10 kg to be reduced to -0.25 mm prior to subdivision, and fine pulverised to -0.075 mm. Laboratories now have the necessary equipment to perform reliable large capacity sample preparation of gold samples. The exact choice of a sample preparation scheme may still depend on particular ore types but the need for multiple crushing and subdivision stages is redundant.

Presidential Address Today I want to couple that prediction with a discussion on competitiveness and changing employment roles in our industry. A crude analysis of the intensity of use of metals in developed and undeveloped nations was undertaken by dividing the weight of copper, zinc, lead and aluminium used in countries by the population. In the developed countries which were basically the Western European States, USA, Canada, Australia and Japan, approximately 38 kilograms are used per annum. In the developing countries which were basically the South-East Asian country Korea, India, Pakistan and Taiwan, the usage is 5.3 kilograms. Thus, if the developing world is to catch up with the developed world, the intensity of use of metals will have to increase seven times. The usage of metals in the developed world is increasing at the rate of 1.5 per cent per annum while the rate of increase in the developing world is about 5.8 per cent. In this analysis, the population of the developed world was 850 million and the developing world 1.5 billion. Note that this analysis did not include Russia, China and most of the countries of South America and South Africa. I am sure that with time, these undeveloped countries will move into the developing category. In the long-term there is obviously great opportunity for us both in the primary and secondary processing required to meet world demand. Turning now to competitiveness and changing employment roles. I am sure that everyone here present is aware of the urgent need for Australia to improve its competitiveness. I want to try and relate unionism and industrial relations, management and tertiary education to our competitiveness. I wish to talk on these items as I see them in the past, the present and the future. So firstly unionism and industrial relations. It has been unfortunate for Australia that unionism was based on the United Kingdom craft system. It is not surprising that it was because UK has been the basis for almost ' all of our institutions and that has generally been of very great value to us. The craft system in our trade unions has lead to the demarcation problems of which we have all been well aware. This has been extremely limiting to the individual; it has limited his or her ability to broaden their scope of knowledge and far worse it has limited their ability to maximise their satisfaction at work as they have only been able to undertake part of a job, rather than being able to undertake a role in totality.

A study of the accessory opaque iron-titanium oxide minerals of the Oiles Complex, central Australia, was an Important complement to an investigation of the magnetic properties of the Complex. These minerals constitute no more than 10 per cent of the rocks sampled, and generally less than 1 per cent of the ultramafic rocks ("magnetite" concentrations were not sampled for magnetic investigation).Titanomagnetite is the main opaque mineral present, although ilmenite exsolution has been widely developed. High-temperature oxidation of these produced mainly titanohematite, pseudobrookite and rutile. Both exsolution and high-temperature oxidation developed along specific crystallographic directions (along {111}), and in Irregular patches. Low-temperature oxidation is generally not well-developed, indicating the small degree of weathering in the rocks sampled.Although the Oiles Complex is layered, no apparent overall preferred orientation of the iron-titanium oxide minerals was observed, other than crystallographically controlled alignment of very fine grains within pyroxene crystals. Other textural features of the opaque oxides are restricted to symplectic intergrowths mainly with the ferromagnesian silicates.

This paper reviews the development and operation of a small underground tin mine in NE Tasmania. Tin mineralisation was discovered in the Lottah area in the 1880s with early alluvial and eluvial workings leading to the development of large low grade open pit operations. Apart from short lived activities operations ceased in 1915. Intensive exploration in 1978 - 1981 outlined substantial tonnages of low grade tin mineralisation (0.2% Sn) of open pit material. An underground ore body was also located (800 000 tonnes 0.6 per cent Sn). Spectrum Resources Australia Pty Limited acquired a 98 per cent interest in the property in 1988. Mine and mill development began in early 1989 based on an underground mine utilising trackless mining using room and pillar with fill stoping. The milling circuit involves primary jaw crushing, Barmac secondary crushing to 1 mm, Mogensen and DSM screens with jigs and tables to make a wet concentrate. Final tin concentrates are produced by high tension and magnetic separation. Planned production rates are 500 t/day with a mine life of six to seven years.

The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. Under these conditions, conveyor belts, electric trams, aerial trams, and hose trucks, all gave satisfactory results, and the following figures, taken from "'West Australian Metallurgical Practice," will show how these methods compared as regards costs...

The work to be described is part of a comprehensive research on the influence of impurities on the properties of lead. The author had previously compared an electrolytic lead containing less than 0.002% total impurities with a commercial lead containing 0.008% impurities (excluding oxygen) and had shown that the former recrystallised more readily than the latter under the same conditions of cold work and annealing. This difference in properties was attributed to the difference in purity. Electrolytic lead containing only 0.0005% total impurities has been prepared and cast in vacuo. Some interesting effects have been obtained by working and annealing this lead, and by adding silver to it. The preparation of this lead, and the effects obtained thereon, are described in this paper. Urban inhabitants unfortunately do not regard mining as a legitimate or desirable business, despite its contribution to Australia's export income (+A $8,000 million, being nearly a third of all exports); share of GDP (it is 4.5%); and the fact that its presence fills up all the empty spaces northwest of the Adelaide-Melbourne-Sydney-Brisbane crescent of inhabitation. The huge economic contribution of Australia's minerals industry, resulting from providing more than half of merchandise exports (Figure 1), is achieved by employing only some 2% of the national work force (Gaulton, 1997). Unfortunately, the minerals industry's critics generally oppose exploration on the basis that what you don't know will not hurt you. It is the 'do-not-confuse-me-with-facts' philosophy or 'ostrich syndrome', which somehow crudely assumes that mining practices have stayed in the style popular circa late 1800s. Somehow ignorance really is bliss for these idealistic believers, who are reminiscent of the members of the Flat Earth Society!

The Greymouth Coal Project is a proposal to mine by the application of proven hydraulic, and room and pillar underground mining methods; and to process the equivalent of an average of 1.7 million tonnes per year over a forty-year period. The proposed mine site is located ten kilometres north of Greymouth, on the west coast of the South Island of New Zealand. Of the three separate mineable seam groups, the thick Main Seam Group, which makes up 77% of the total resource, will be mined by hydraulic mining technology.   It is proposed to market and produce a high volatile bituminous type coal with low ash (6%) and sulphur (0.4%). Because the inherent ash content is low, the requirement for coal treatment will only be the use of a single cell jig circuit to control the effects of rock dilution and partings. The resulting coal product is tentatively planned to be transported by rail to the port at Lyttelton for loading on to Panamax or Post Panamax size vessels.
