Rarely do opportunities arise allowing closure of a mine site to be planned as a key beneficial land use asset within a new urban growth area; particularly so well prior to cessation of mining.Pit lakes are common mine closure legacies for many open cut mines and may form in open cut mine voids extending below the water table upon closure. Mine closure guidelines increasingly require post-mining land uses of equivalent capacity to premining conditions and that minimise long-term post-mining liabilities and maximise benefits to stakeholders and the environment. However, risks presented by pit lakes are regularly neglected in closure planning or are not able to be addressed to allow beneficial end use of the lake or surrounding land.This paper describes strategic planning initiated by quarry owners ten years before mining ceases. In liaison with the planning agencies, the planned closure of a large 100-year-old limestone quarry pit will form a lake on mine completion, with a well-considered beneficial end use in an urban setting in mind. The quarry pit and adjoining land at Batesford South about the edge of the City of Greater Geelong, Victoria, Australia. Geelong is experiencing growth pressures that necessitate development of a new growth area from about 2025.A multidisciplinary expert team assessed the constraints, opportunities and feasibility of rehabilitating the quarry and pit lake and developing the surrounding land as Geelong’s next urban growth area.The concept is exciting and demonstrates that a former mine site could become a valued home to about 40 000–45 000 people. About 30 per cent of the land will also be developed as an ecological riverine corridor including the pit lake that will become a regionally iconic lake as the centrepiece of an urban development.Our paper outlines technical challenges and how these can be met to achieve closure and beneficial use that meets the social, economic and environmental expectations of contemporary urban planning.CITATION:Gerner, M and McCullough, C?D, 2014. Large-scale infrastructure construction needs to comprehensively manage risks that can impact the health and well-being of many people, from workers (temporary, contracted or full time), to families and surrounding communities. This paper starts with an analysis of incidents (injury, fatality, other damage) in tunnel construction between 2000 and 2014 and assesses the distribution of these events by continent, year, and severity of outcomes. These incidents are then analysed and mapped to a framework of hazards derived from RISKGATE (2014). A comparative register of current tunnel construction risk management guidance is derived from current Australian codes of practice and this register is also mapped to the RISKGATE framework of hazards to identify where coal industry knowledge may offer utility to the tunnelling industry.An initiative of the Australian Coal Association Research Program (ACARP), RISKGATE is an interactive online risk management system developed to assist the mining industry in implementing continual improvement in the management of major unwanted events. To date, a comprehensive knowledge base has been captured for risk management of tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives, outbursts, coal bumps and bursts, human/machine interface, manual tasks, slips/trips/falls, inrush and occupational hygiene. By capturing operational knowledge from industry experts, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover in the coal industry.This paper proposes and outlines how knowledge within the RISKGATE platform could be applied to managing the significant health and safety risks associated with tunnelling. The authors suggest that to varying degrees the knowledge already captured in RISKGATE is likely to be transferable to tunnelling construction operations. BHP Billiton Olympic Dam required a well-tested software product suitable for strategic optimisation and scheduling of options for a potential underground mining project. The company has a standard software package called Blasor® that is used for open pit optimisation of complex deposits such as iron ore, copper-gold-uranium and silver-lead-zinc. It applies a mixed integer programming formulation (MIP) to produce conceptual pushback designs and an optimised pushback sequence. Schedules can then be run on the resulting mine designs. Existing pushback designs can also be imported into the model and an optimum schedule generated. One of the key advantages of Blasor is that multiple strategic mine schedules can be quickly generated according to the various scenarios, options and constraints that are being investigated.It was realised that Blasor, if carefully configured, could be adapted for use in underground planning. The concept of using Blasor as an optimiser for underground strategic scenarios is to represent the underground stope and development data in the form and structure of an open pit mine. In simple terms, underground stoping areas are modelled in the form of pushbacks (phases) with vertical walls. The phase dependency tools in Blasor are used to link mine blocks and their access development drives. These underground phases are imported into the optimiser. Artificial block models are constructed using stope design tonnage and grade data at various fixed cut-offs. A variable cut-off grade model has also been developed using a method of parcels to represent each cut-off grade increment.So far, this approach has been successfully used to investigate the optimum stope design cut-off for various strategic options, the economic potential of a series of mining and processing configurations and to provide guidance on the optimum sequence for developing and mining the various stoping blocks in the resource. Black Rock Cave (BRC) is a sublevel cave which was developed in 2018–2020 and has been in production since November 2020. BRC is part of the Mount Isa Mines complex and extracts a leached orebody comprising of high-grade chalcocite ore, situated below the historic Black Rock Open Cut workings. The mine is owned by Mount Isa Mines and operated under contract with PYBAR Mining Services. In 2021 a number of rockfalls occurred throughout the mine and were increasing in frequency. This culminated in a major rockfall on the decline in June 2021, after which the decision was made to withdraw all persons from the mine, initiate rehabilitation and conduct further investigations to deduce a safe method to provide long-term support. The rockfall investigations have shown that the corrosive nature of the highly leached rock mass can consume a split set in less than 18 months. A review of potential corrosion resistant ground support methods concluded that steel split sets have a safe lifespan of six months at BRC, and that all workings must have corrosion resistant support installed prior to exceeding the safe life of the friction bolts. The review recommended the use of 4 m cable bolts as the most suitable method of corrosion resistant support. This new support system, and the requirement to rehabilitate all mine workings within the leached orebody, had an impact to the schedule and an effect on both equipment and manning levels at BRC. Accelerated jumbo rehab allowed access to the production levels within two months of the rockfall. Cable bolting then followed the jumbo bolting in all leached areas. The direct impact has been ten months of reduced production, due to night shift closures of the decline to enable cable bolting. The impact to the mine has been minimised by the small flexible team that enabled the mine plan to change rapidly and often to accommodate the challenging conditions. In less than two months from the rockfall event, production had resumed. Within ten months of concluding that the mine required; full rehabilitation, a new support system and a full re-schedule, normal mining operations had restarted, with pre-event productions rates being achieved.

Metallurgical process control systems in mineral plants often employ state-of-the-art monitoring analysers in an attempt to optimise plant operations and enhance mineral recoveries. These systems are unfortunately invariably fed by simplistic ‘sampling’ designs consisting of various in-stream methods or pressurised probes. These are unfortunate compromises and provide a false picture of what a mineral flotation or other process can achieve. The situation is further aggravated by some manufacturers using misleading marketing to suggest discrete cross-stream methods for metallurgical accounting and unreliable continuous in-stream off-takes for control sampling and that they are of synonymous integrity.Reliable, absolute or representative samples are often absent in many modern day concentrator plants, due to compromises around sample taking, particularly in terms of delineation and extraction errors and thus leading to sample bias. For more reliable information from online analysers we need a continuous, but much more reliable sample taken, than is current practice.Online analysers require a fully proportional and continuous supply of sample for effective process control, otherwise maximised or benchmark recoveries will be nothing but a pipe dream. Large discrete cross-stream samples from mechanically less reliable equipment cannot be used as feed to online analysers, as it will negatively impact real-time feedback and efficient process control.It is possible to build correct sampling systems that could do both process controls online and metallurgical accounting at the same time. Multotec Process Equipment (Pty) Limited, in close association with experienced sampling consultant Francis Pitard, have jointly patented a concept to achieve this and which is embodied in the design of the unique Rotating Cone® Sampler (International Patent Application No. PCT/IB2016/057464). Permanent rock bolts used to support rock tunnels are required to perform for the design life of the structure as a minimum. Quality of installation is critical to the performance over the life of the rock bolt.This paper will present the findings from an in investigation into the integrity of rock bolts installed in an underground hydroelectric power station cavern and access tunnel. The 25?mm diameter rock bolts were installed 50 years ago, tensioned and post cement grouted. Due to a major machine upgrade the whole facility was subject to an asset survey. The owners are responsible for managing the risks associated with the failure of these rock bolts and ensuring the structural integrity of the tunnels and caverns is maintained to continue operations, protect machinery, assure production and more importantly maintain a safe working environment for all employees and visitors.To help manage risk a proactive approach is desired. To this end a test schedule using a non-destructive testing (NDT) system was carried out by Independent Integrity Testing Pty Ltd (i2t). The system used in this application was RokTel™. The system operates by applying a small axial impact to the rock bolt end and measuring the resultant acceleration response. The rock bolt characteristics affect the acceleration response.The data output from the system is analysed principally using Fourier Analysis (FFT) and sinusoidal waves. The energy generated in the bar, the rate of damping and changes in frequency are all assessed. Testing was carried out on 70 rock bolts within the tunnel and cavern. A selection were then over cored, photographed and documented. The data gathered from the testing is then correlated with physical evidence to establish a calibration for the remainder of the rock bolts and assess if this is a viable method for identifying defective elements, and what degree of accuracy can be achieved. "Sustainable development has become an issue of ever increasing importance to the mining industry. The Ernst & Young (EY) mining industry risk radar regularly shows several sustainability elements in the top ten risks, with social license the number three risk in the 2014/15 survey. This is supported by the Fraser Institute survey results of 2013 showing that 36 per cent of responding companies indicated public opposition had affected their permitting and approvals process.Addressing these issues in a strategic way across a mining business that is then translatable to actions at operational level has remained an elusive goal in the industry. In addition the environment and community issues are commonly viewed as somewhat separate from financial and production issues and as a compliance cost rather than a value add. In their Harvard Business Review paper of 2011, ‘Creating Shared Value’, Porter and Kramer outline changes in thinking required for companies to improve their business sustainably through considering the societal issues impacted by their operations and products. Along the lines of ‘doing more with less’ companies’ value chains can be redefined to reduce energy, transport, water or other resource usage leaving additional resource for societal usage and/or reducing environmental impacts. This paper explores the linking of the holistic Five Capitals-based approach with the creating shared value (CSV) concept to help businesses unleash the benefits of innovation. Previous papers have demonstrated the potential for Five Capitals approach to create strategic value through sustainable development. Building on previous work, this paper provides an overview of the current status of holistic approaches to mine management and presents the application of the CSV concept on an African mine currently undertaking capitals-based strategic planning. Privately-owned companies considering investing in the resources sector can optimise their investment decisions by adopting a systematic technical assessment of acquisition assets, similar to the approach commonly adopted by public financial institutions and publicly-listed companies.Technical due diligence provides a process to identify key geological, mining, geotechnical, metallurgical, environmental and social risks and opportunities and determine the most likely business case and valuation of assets. Technical due diligence is commonly carried out in parallel with legal, commercial and financial due diligence, often involving the acquirer, to maximise the understanding of the investment.There are significant advantages in investors conducting a comprehensive technical due diligence, which typically involves site visits and project assessment to international standards by an independent, multidisciplinary team of experts. The outcomes provide the opportunity for the investor to make early, informed decisions and to understand and manage risks.Technical due diligence may be carried out at several stages: when considering and weighing up a number of investment options, prior to and during a transaction or immediately post-transaction. In the first stage, the outcomes will inform the choice of investment and, more particularly, whether there are any fundamental flaws in the projects being considered. In the second stage, due diligence outcomes can inform the level of investment and approach to risk management and planning. CSA Mine, named after the nationalities of the mines first owners being Cornish, Scottish, Australian, is one of Australia’s deepest and highest-grade copper mines. A combination of the modified Avoca method and shrinking was a standard practice where production rings were fired against and bogged to waste fill. This method resulted in dilution and involved rehandling of waste material to refill the bogged stopes in the Western region and the QTS Central. The introduction of pre-charging blastholes using a wireless initiating system (WebGen™) has enabled CSA to design and fire stopes in reverse. This involves the use of a pre-charged Temporary Rib Pillar (TRP) against the waste fill material in a previously mined stope. The temporary pillar reduces dilution and improves conventional bogging as material is blasted towards the drawpoint rather than towards the waste fill material. Additional drill, prep and blast re-work is reduced or completely removed as rings can be charged prior to, in conjunction with, or after, charging of the slot. This is a safer practice as the charge crew spend no time working adjacent to a brow or open void. A TRP trial was conducted in the western orebody at CSA. The risk of exposure to a brow or open void while charging underground, and the bogger rehandling of waste material was successfully eliminated. Once reverse stoping was established in modified avoca stopes at CSA, two TRPs were implemented in challenging ground conditions in the QTS Central region. The TRPs were utilised in a retreating four-way intersection to extract a central diminishing pillar to close the level out. The ore recovered in this stope provided 5 per cent of CSA’s copper for the year. Without pre-charging with a wireless initiating system, two 5 m pillars totalling 6936 t of ore at 7 per cent either side of the stope would not have been recovered. CSA has implemented the practice of reverse stoping in modified avoca stopes using TRP for ten stopes since the successful trial. The development of additional blasting techniques enabled by precharging with wireless initiating systems is currently underway in the QTS North orebody at CSA Mine.

On-belt analysers have been used since the early 1980s in the coal sector to measure ash content in real time for diverting material on conveyors to remove waste, bypass beneficiation and allow suitable material to proceed to the wash plant for processing. Since 2008, a GEOSCAN-M elemental analyser has been used on an overland conveyor in South Africa to divert direct-shipping quality iron ore to bypass a jig plant. This paper focusses on recent evaluation work to determine the suitability of an on-belt analyser to upgrade the processing plant feed in a copper-gold operation.Copper-gold ore samples from New Gold’s New Afton Mine near Kamloops, BC, Canada were tested to assess measurement accuracy over short time increments. A two-minute measurement increment has been used in the minerals sector as a compromise between good measurement accuracy and a useful tonnage (haul truck equivalent size or smaller). At New Afton, this increment represents approximately 35 t of material. Segregation decisions are currently made after visual and sometimes analytical determination, at increments of approximately 500 t to designate material as ore or waste at the drawbell in the cave.Results of test work including the composition range and expected accuracies by element are shown. The operation, which is not mine constrained, was evaluating the potential for ore upgrading through waste and low grade increment diversion to upgrade ore quality feeding the mill. Prompt-gamma neutron activation analysis (PGNAA) was considered as the company recognised that it would measure through the full conveyed cross section continuously and produce multi-elemental measurements unaffected by particle size, dust, moisture content, layering and segregation, mineralogy and belt speed.GEOSCAN analyses over various analysis periods will be collected to identify variability in the conveyed material quality and used to generate tonnage-grade curves so that an optimal diversion (bulk sorting) tonnage increment can be determined. "OZ MineralsÆ Prominent Hill copper-gold concentrator is located 650 km north-east of Adelaide, 130 km north-east of BHP BillitonÆs Olympic Dam operation and 130 km south-east of the regional township of Coober Pedy, in the Gawler Craton region of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a 10 Mt/a ore throughput capacity, operating well over the design rate of 8 Mt/a. Increased throughput rates have seen a decreased water recovery from the tailing thickener due to operating above design. Subsequently, greater pressure was placed on the site water balance and bore field off-take rates due to increased evaporation losses from greater volumes of water reporting to the tailing storage facility. This resulted in a trade-off between water availability and milling rates as part of the operating strategy.Two projects were implemented to increase the tailing thickener underflow density, thus improving water recovery directly back into the operating plant, reducing water losses via evaporation and decreasing the reliance on the bore field system operating at maximum rates to maintain mill throughput. The two projects were: tailing thickener feedwell redesign implementation of the Manta Cube control system.This paper discusses the background, implementation and benefits attained from these two key projects. Combined they have allowed a two to three per cent increase in tailing thickener underflow density to be consistently achieved, which has allowed greater water recovery. As a result, the processing plant has been able to operate at higher throughput rates when required, with greater water availability in the process plant recirculating system and a reduction in occurrences of the plant being æslowed downÆ due to water supply shortfalls. High stress in rock masses can cause significant instability problems such as squeezing deformation in soft rock and rock bursts in hard rock. The support system applied in burst-prone areas in high-stress conditions is required to be able to carry high load and accommodate large deformation of the rock mass without experiencing any serious damage. Yielding support systems are promising to provide support for both squeezing and burst-prone rock mass encountered in mining or tunnelling at depth. They are ideally strong and stiff initially and then ductile after yielding (Potvin and Hadjigeorgiou, 2020). With respect to support design, a ground support system has to create a safe working environment under both static and dynamic loading conditions by providing the functions of reinforcing, retaining, holding and connecting elements (Cai and Kasier, 2018). Rigid rock bolts and cable bolts perform reinforcing and holding functions of a ground support system. In highly fractured ground or with large excavation spans (eg at roadway intersections or in caverns), unstable ground depth can exceed the length of typical rigid rock bolts (ie greater than ~3.0 m). In such cases, flexible cable bolts are needed to tie the reinforced and retained rock mass back to deeper and more stable rock. The flexibility of cable bolts allows anchor lengths greater than the tunnel opening that would otherwise restrict rigid bolts. Cable bolts also offer higher strength to weight ratio, with tensile strengths 2–3 times that of standard rebar bolts. This high strength comes at the cost of lower strain tolerance, typically around 5–7 per cent at break. Despite the lower strain tolerance, cable bolts are often used as dynamic support in demanding burst-prone ground conditions. The lower strain tolerance is compensated by allowing sufficient free length for stretching or incorporating a yielding device. There are a number of dynamic cable bolts available on the market and a number of testing campaigns have been undertaken to quantify the dynamic performance of these cable bolts. This paper reviews the existing range of dynamic cable bolts and discusses the potential areas for improvement and further research.

Mining companies are increasingly faced with the challenge of reducing operating costs while maximising throughput and profitability. At the same time, the grade and quality of treated ores are becoming poorer and more variable, resulting in suboptimal process performance.It is now widely accepted that strategies to drive operational goals must revolve around improving plant availability, reliability and process efficiency. In particular, progress in plant automation and control systems has seen a trend towards unified frameworks for control and optimisation of mineral processing plants. These frameworks seek to seamlessly integrate different roles and tasks involved in process operations - IT, automation, plant maintenance and operations. An integrated solution framework for reducing process variability, increasing process efficiencies and maximising plant availability and reliability is discussed within the context of a typical milling circuit. The framework exploits a real-time analysis ægapÆ evident in production operations that prevents timeous identification of equipment and process failures. This is achieved by leveraging predictive analytics for equipment health monitoring, control loop monitoring and advanced regulatory control solutions towards enhanced process performance, improved asset management and regulatory compliance. The framework provides for early and actionable warnings on equipment and process degradation using real-time operational data.Resolving these problems can potentially avoid unplanned downtimes, process instabilities and other operational surprises, thus ensuring optimal plant throughput and optimal process behaviour for improved recoveries. Integrating control systems and plant automation with advanced analytics to analyse and optimise processes enables operations to achieve reductions in the variability of key process parameters. In addition, early detection of equipment malfunction or suboptimal process conditions leads to improved equipment availability and reliability. Ultimately, these operational gains reflect in profitability because of plant throughput and recovery gains. Business intelligence (BI) and business analytics (BA) are established IT technologies that are used extensively in the business environment. This paper discusses the use of these technologies in production environments and beneficiation plants.Assmang’s Khumani mine is an iron ore operation located in the Northern Cape, South Africa. Assmang Limited is jointly owned by African Rainbow Minerals Limited and Assore Limited. This paper presents a case study of a BI solution applied to this plant, which is used by metallurgists, supervisors and all levels of operations and management to extract and analyse data to control and optimise the operation of the plant.The main advantage of adopting an established BI solution is the ease with which production personnel can extract and analyse data. The data is easily presented in familiar spreadsheets and no IT staff or specific training is required to achieve this.The solution adopted at Khumani mine uses a data mart with a multidimensional model (called an online analytical processing (OLAP) cube) acting as the main repository and source of data. The OLAP cube simplifies the access and analysis of plant data.The OLAP cube stores data in a specifically-designed way, which allows extraction and analysis to be performed quickly. It is designed to hold large amounts of data on a long-term basis, which could be for the life of the plant. It also performs automatic aggregations over many dimensions on a background process.A major benefit in adopting such a BI solution is that it allows common BA methods to be applied. This is due to both the efficient long-term storage of data and the availability of standard BA tools. BA tools are now able to perform data mining, predictive analytics, forecasting and other machine-learning algorithms. As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Mine-to-mill studies have previously demonstrated downstream productivity benefits from relatively modest increases in blast energy, or powder factor. These increases have up to now been limited by safety and environmental constraints, since excessive blast energy can result in flyrock, unacceptable vibration, airblast and wall damage.Here, a new blasting method that overcomes these constraints is presented. For the first time it is possible to employ powder factors that are several fold higher than conventional blasting. Independent modelling has shown that such powder factors can potentially increase mill throughput by 20 to 40 per cent. The economic implications are substantial, both in terms of increasing production in existing operations and in consideration of capital and plant requirements for greenfield sites. In addition, mill electricity and grinding media consumption and their associated costs and energy and emissions penalties can be reduced.This method represents a step-change in blasting practices. It involves a novel design utilising dual blast layers within a single blast event, all initiated with state-of-the art electronic blasting systems. The energies in the lower layer can be as high as five times the standard energies, providing for intense fragmentation of the ore. Results from blast models have been confirmed in field trials of the method.Open cut gold mining, in particular, stands to benefit from this method. As gold grades decline, milling costs and throughput increasingly become constraints on production that can be alleviated with this new method. Additionally, it opens possibilities for improved recovery. Blast modelling studies show that dilution of gold ore within the blast can be managed with the new method. Furthermore, it has been shown that vibration from the new method is actually lower than from conventional blasting, allowing the use of the technique in proximity to mine highwalls and other key infrastructure such as underground orepasses.It is concluded that this new method could substantially increase gold mine production and profitability while reducing overall energy consumption and associated emissions.CITATION:Brent, G F, Dare-Bryan, P, Hawke, S and Rothery, M, 2013. A full-length paper was not prepared for this presentation.The Middle Palaeozoic Gurvansaikhan Belt (Southern Mongolia) of the Central Asian Orogenic Belt is one of Central Asia’s most significant emerging porphyry copper provinces. The belt has become the focus of extensive exploration for porphyry copper-gold deposits over the last decade following the discovery of the giant Oyu Tolgoi porphyry copper-gold deposit. The Gurvansaikhan Belt is known to host porphyry deposits of Late Devonian (~370 Ma) and Early Carboniferous (~320 Ma) age. The characteristics of Early Carboniferous porphyry systems are poorly known compared to their older counterparts, despite their probable abundance and potential economic significance. Exploration within the Kharmagtai porphyry breccia complex has identified multiple cogenetic gold-copper-porphyry centres and late-stage mineralised magmatic-hydrothermal tourmaline breccias emplacement within a composite high-K calc-alkaline quartz monzodiorite intrusive complex. Early porphyry alteration and mineralisation at Kharmagtai are zoned around vertically attenuated early- and inter-mineral quartz monzodiorite dykes and stocks and comprises a complex sequence of calc-potassic, potassic and propylitic assemblages. Hematite dusting is a common alteration product that gives intrusions and the host rocks a distinctive pink-orange colour. Several of the systems have bornite-rich cores, where mineralisation is characterised by high gold grades (0.7 to >5 g/t Au) that zone outward to chalcopyrite-rich and then outer pyritic halos. Early stockwork mineralisation is overprinted by magmatic-hydrothermal tourmaline breccias. High-grade magmatic-hydrothermal tourmaline breccias form part of a major copper-gold mineralised breccia system with significant exploration potential. The Early Carboniferous porphyry copper-gold systems of the Gurvansaikhan Belt represent a substantial exploration challenge in an area of increasing exploration maturity. This paper summarises the characteristics of the Kharmagtai porphyry system that have helped to define the Early Carboniferous porphyry province of the Gurvansaikhan Belt and discusses implications for future exploration.CITATION:Stewart, A L and Baatar, M, 2015. Pumped co-disposal of coal processing waste was promoted in the 1990-2000s as a low-cost highperformance alternative to tailings dams. In particular it would avoid high up-front capital for rejects trucks and dam embankments, and would produce a combined waste deposit with better geotechnical properties than either coarse rejects or tailings. Overall, the promise was not delivered; in particular, upon discharge the waste segregated by size, and operators responded by moving the coarser waste to contain the finer waste. In consequence, not only did design analysis lag behind construction, but some of the initial expectations persisted with the result that analyses did not fully represent what was occurring on the ground. After more than twenty years inspecting, designing and tending Co-Disposal Areas (CDAs), it is apparent that they are essentially upstream constructed tailings dams with some more favourable aspects but also a few unique quirks. Although waste management technology has moved on somewhat, the high cost of changing CHPP waste circuits means that most mines with pumped codisposal will continue to discharge mixed waste slurry into CDAs. It is therefore worthwhile to share some lessons in the hope of promoting sounder design, operation and rehabilitation. These include: • Discharged waste does not form a homogeneous wholly competent deposit but instead comprises materials ranging from sandy gravel to silty clay with the distribution determined by movement of the discharge and decant structures; • CDAs circulate and contain a lot of water; • As a result of the first two points, some areas of the CDA comprise saturated fine waste that is no different from tailings and, like tailings, often behaves in an undrained manner; • Seepage is inevitable and desirable because strength improves as water is removed. However, stability is strongly impacted by pore pressures and in design these need to be rationally rather than optimistically considered; • As CDAs are built to about 40m or higher, strength-deformation characteristics of the foundation become more important; • Even if geomechanically stable, CDAs will need covers to prevent salts and acids from reaching the surface; and • Erosional stability of the cover material(s) will probably dictate maximum slopes for rehabilitation.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. "The Jaguar concentrator, 60 km north of Leonora, Western Australia (WA), consists of a standard closed circuit semi-autogenous grinding (SAG) and ball mill producing a float feed of approximately 60 micron at 70 t/h. Following comminution, separate copper and zinc concentrates are produced by differential flotation. These concentrates are subsequently dewatered by thickening and then filtration.Separate audits of the Jaguar Operation’s copper and zinc concentrate thickeners were conducted to evaluate their performance, following occasions where site personnel had identified unnecessary loss of copper and zinc concentrate to the thickener overflow. The feedwells were identified as the source of the observed problems due to the following issues with their design/duty:lack of retention time in the feedwell as current design is completely opennot conducive to effective mixing required for efficient flocculationdiameter of the zinc concentrate thickener feedwell was undersize for its duty.To improve the performance of the thickeners, it is planned to replace both concentrate thickener feedwells with a high rate design for their respective duties in February 2016. The audits also identified that the feed system requires modifications with particular importance placed on minimising air entrainment of slurry into the thickener feedwell. Minimisation of air entrainment is hoped to be achieved by providing constant head pressure through installation of weir arrangements in the feedboxes and redirecting each feed pipe so that it feeds tangentially into the feedwell. In addition, improvements to the control philosophy of both thickeners will be made with the installation of an ultrasonic bed level probe and bed mass sensor, in order to make real-time adjustments to the underflow pump speed to maintain steady state operation.Following the feedwell replacement and modifications to both thickeners it is expected that losses of recovered copper and zinc will decrease to undetectable levels. Subsequently it is anticipated that a more consistent, homogenous underflow can be produced for downstream filtration.Citation:Thompson, M, 2016.
