The following paper has been prepared with the object of placing on record in the Transactions some facts concerning the present condition and future prospects of the coal industry of Illinois. In presenting it, the writer wishes to say that a considerable amount of the material contained is taken from the publications and records of the Illinois Coal Mining Investigations, the annual Coal Report of the State Mining Board, and the work of the State Geological Survey. Coal Beds and Mining Methods According to the latest maps of the State Geological Survey, there are only 19 of the 102 counties of the State some portion of whose territory is not within the borders of the coal measures. If outlying areas in Calhoun and Whiteside Counties are considered, the number is reduced to 17. This does not mean that all of the 85 counties that are partly or wholly underlain by coal measures will become producers, as there are some portions of the State in which the coal does not occur in beds of such thickness as to warrant the hope that it can be mined. The mining of coal is widespread, however, for in 1916 there was production from 61 of the 102 counties of the State, There seem to be no cases in which operations will be limited by depth, as none of the coal measures lie at depths much greater than those at which it has been proved that coal may be profitably mined in this field. In fact, the deepest shaft reaching a bed of bituminous coal in the United States is located in this State at Assumption, where coal only 3 ½ ft. (1.07 m.) thick is worked at a depth of 1004 ft. (306 m.). The coal beds occur in the form of a basin which is deepest along a line extending through the central part of the State and bearing a little west of north. The northern, western and southern borders of this basin lie within the boundaries of the State, but on the eastern side the Illinois field is continuous with the Indiana field. Although several recent papers have shown that equilibrium contact angle in dodecylamine solution-quartz systems can often be directly correlated with flotation behavior, it appears that under conditions of relatively high amine strength and pH such a correlation can't be made. Under these conditions, when there are precipitated amine dipoles present, it appears that a dynamic contact angle formed immediately after introduction of fresh gas bubbles into the system is also of importance. The dynamic angle decreases in magnitude as a function of time. Apparently the decrease is the result of changes in interfacial tensions (liquid-gas and solid-gas) as a function of time. Dynamic angles of the type described can't be observed in trimethyldodecylammonium chloride solution-quartz systems. Several recent papers1-3 have shown quite conclusively that contact angle data can often be correlated directly with flotation behavior in cationic surfactant solution-quartz systems. At the same time, Iwasaki, Cooke, and Colombo4 have shown data for a dodecylammonium chloride solution-goethite system where, in the vicinity of pH 12 and a collector concentration of 10" M, 100% flotation occurs when equilibrium contact angle appears to be zero. A clue to this discrepancy can be found in the work by smith2 who reported the occurrence of dynamic, time dependent, contact angles in a quartz-dodecyl-amine solution system at relatively high pH values and at surfactant concentrations greater than or equal to 10-4 M. It was found that under these conditions, if a fresh bubble was brought into contact with a properly conditioned and polished quartz surface, a large angle was obtained. The large angle, however, instantly started to diminish in magnitude, sometimes to a smaller stable angle and sometimes to its complete disappearance. Also, if the bubble was preconditioned for some minutes (or sometimes even seconds) in the same amine solution, the smaller or sometimes zero stable angle was obtained when the bubble was brought in contact with the quartz surface. One is immediately led to the thought that perhaps it is these dynamic angles when they exist, not stable angles, that are of primary importance in flotation. INTRODUCTION Tailings dams up to about 200 ft. high are proposed to store tailings for a major mining operation on Marinduque Island in the Philippines. The original design of the dam utilized a compacted laterite starter dam followed by hydraulic placement of cycloned sands to form slime retaining dykes along the outer face of the dam. The upstream method of construction was proposed. In view of the failure of numerous tailings dams in Chile during the EL Cobre earthquake (I), an investigation was performed to assess the earthquake stability of the proposed dam. This included a soil investigation on the first cycloned sand dyke, which had been built to a height of 45 ft. Results indicated that the density of the sand was much lower than existing empirical criteria consider to be necessary for resistance to liquefaction. As a result, the dam was redesigned. The downstream method of construction was selected and a yearly construction program was developed to make use of sand available by cycloning. To increase shear strength, improve resistance to liquefaction, and to utilize steeper slopes, compaction of all sand in the dam was specified. A special underdrainage layer and toe drains were incorporated in the design. Details of the decant system and surface erosion alternatives are described. SITE CONDITIONS The mining project is located in the Philippine Islands. At the present annual rate of production, about 4,230,000 cu.m. of tailings will be produced yearly. The volume requirements for tailings storage design for the first 10 years of operation are in the order of 45,000,000 cu.m. The topography near the mine is mountainous with many gullies and canyons carved out by high intensity rainfall and runoff. The bedrock, which is generally shallow and weathered for a considerable depth, is overlain by laterite soils. Vegetation is comprised largely of palms, banana trees, and tropical shrubs and grasses. Precipitation is heavy. The average yearly rainfall over 24 years is 65.2 in. and the maximum recorded 24 hour rainfall is 9.0 in. High intensity rainfall is associated with typhoon storms, which are a seasonal threat inthe Philippines. Fig. 1 shows a summary of monthly precipitation.

Development work in mines of St. Joseph Lead Co., Southeast Missouri, using trackless loading equipment shows definite advantages: Speed of cleaning, ability to work on steep grades and sharp crosscuts, good later tracking conditions, and possibility of wasting rock in old abandoned stopes. THE Desloge mine is one of a group of mines owned by the St. Joseph Lead Co., in the so-called Lead Belt of Southeast Missouri. It has been operating approximately 40 years producing a daily tonnage ranging from 1600 to 3800, depending on various factors. On an average, the present mine is 300 ft deep with an extreme extent of 2.7 miles by 1.7 miles. Most of the present mining is in the lower horizons of the Bonne Terre dolomite, a fairly soft rock requiring no support except occasional channel iron and roof pins. Due to the contour of the underlying sandstone and porphyry, some development work has been through short stretches of these different formations. In some areas the lower part of the dolomite is quite sandy and generally is considered abrasive. Sizes and Methods of Drifting Have Changed: Development work has, like other phases of mining, changed considerably in the last 20 years, from cleaning by hand to the use of a mechanical method. The conception of a standard drift has also changed. Before the advent of mechanical loading in stopes there were many pieces of main line drift averaging 7 ft high x 9 ft wide. Some changes in drilling equipment have been made such as reducing the weight of column, clamp, air feed, and fittings to go with the HC10 Cleveland jackhamer. Other changes have been made in drill steel such as the use of detachable bits; throw-away variety, screw type, and the tungsten-carbide insert bits. Later developments have introduced spiral-welded pipe with victaulic couplings, millisecond exploders, bulky powder, and the use of electric cap lamps. Experimental work is going on continually in various phases of development work, some to be tried and discarded, others gradually to become standard practice. To sum up, the standard method of development now in use at Desloge is as follows: The work is done on a two-shift cycle 7:00 p.m. to 3:00 a.m. and 7:00 a.m. to 3:00 p.m. Two men known as development drillers comprise a crew on each shift. These two men arrive at their work about 7:30 to find a round blasted by the previous shift. After scaling down back and walls they proceed to the cleaning operation, using either a Joy loader and shuttle car, a drag hoist mounted on a slide ramp, or an Eimco Finlay to load into a 21/2 ton mine car. Cleaning may take from 2 to 4 hr depending on conditions such as length of round broken, length of haul, and other variables. After fitting up pipe and setting up columns and drills they are ready to drill a round which should measure 9 ft high x 11 ft wide and break from 5 to 7 ft advance. No wildcat operations are recorded from France during the past year, and no new discoveries have been made. In northern Africa, in Morocco, some prospecting continued in the Gharb and Tselfat regions. Only very small production or shows were found. At the close of the year one cable-tool well (depth 400 meters) was drilling in the Tselfat district, and one rotary well in the Gharb. In Tunisia one well was drilling at Sloughia. Refinery building has been active under the new petroleum law, no less than six plants now being under construction. At Pechelbronn, it is estimated 130 wells were drilled, of which 73 wells, or 56 per cent, were productive. Total drilling was 45,000 m. One new Jurassic horizon was discovered. In the mining area approximately 17,500 m. of new gallery were driven. Production at Pechelbronn for the first nine months was as follows: From wells, 233,013 bbl.; from mines, 164,815 bb1.—a total estimated production for the year of 532,000 bbl. Production at Gabian was 3780 bbl. for the year. In Algeria production from Tliouanet was small, being estimated at 6510 bbl. This production is from Helvetian sands (Miocene) around a salt plug. Italy Production for the year was 211,500 bbl., an increase of 62 per cent over that of last year. Drilling to the extent of 97,000 ft. was done mainly by the A. G. I. P., the government company in the Province of Emilia. More locations are being tested in this area, where geophysical results have shown indications of buried uplifts. Oil has been encountered on two of these structures, at Fontevivo and Podenzano, but the wells have given trouble with salt water. The chief producer is the Societa Petrolifera Italiana at Salsomaggiore and Valezza. The production is from sand lenses at relatively shallow depths. New concessions of 2000 hectares were granted at several points in the Po Valley, and geophysical work is being carried on. The A. G. I. P. is working on a five-year program of exploration to test new areas.

IN connection with the question of coal waste and economy in mining, we would call the attention of those interested to an apparatus invented by M. Dernencourt, Superintendent of the Anzin Division of the Anzin Coal Company, North of France. This apparatus is known in France and Belgium under the name of prop screw jack (vis botte), and has been used with good results in the above-named countries for some years past. M. Ponson gives, in his " Traité de l'exploitation des Mines," a description of it (page 533), but as the description given is old, the work not widely known in this country, and as some valuable improvements have been made since, I thought it might be useful to give a description of it, having seen it in operation in 1867, while in Europe to attend the great Exposition, and on a scientific tour to the mining districts of France, Germany, Belgium, and Italy. The prop screw jack is composed of the following pieces: I. The body or column B, Fig. 4 [Plate (1)], of oak or yellow pine, sawed square, the bark taken off, and any length, proportionate to the vein. The smallest are 10 inches diameter at the base, and 9 inches at the top, the height being from 12 to 15 inches less than the size of the vein. In the axis of this column, and at the top end, is a cylindrical opening or hole, C, 2 3/4 inches diameter, 10 inches deep, for the screw, S. II. Two wrought-iron rings, R R, to strengthen the two extremities of the column ; the rings must be put on hot. III. A cast-iron washer, E, with hole in centre a little larger than the screw, to be put on the top of the column, and on which the nut is to rest; the top side of this washer must be faced on the lathe, also the bottom of the nut, to prevent friction. IV. The screw, S, having a total length of 12 inches and a diameter of 21/2 inches (for very high veins this diameter may be in¬creased to 3 inches), and has on its top a wrought-iron plate, T,

Serious floor heave of up to 2.4 m in a 2.4-m high mine entry was eliminated by applying the stress control method of mining, as a last resort, at the No. 5 coal mine of Jim Walter Resources, Inc., in the Black Warrior coal basin near Birmingham, Alabama. Underground observation of the first 3-room entry created using the stress control method is discussed here. The behavior of the test entry, which eliminated the heave problem, is analyzed in relation to similar studies conducted in a salt mine under similar ground conditions by utilizing finite element analysis.

Nearly 2000 people are employed at Kennecott's Chino Mines Division, which recently completed its 50th year as a leading copper producer. Chino operates an open pit mine at Santa Rita, N.M., and a reduction plant, including mill, power plant, and smelter, at Hurley, N.M. The property mines 66,000 tons of copper ore and materials per day. There have been safety and industrial health programs at Chino for a number of years, but in 1955 these procedures were reorganized on a more active basis. The following discussion evaluates the progress made during the 1955-1958 period.

Maysville, Kentucky, is the location of Dravo Lime company's new 9 070 mt(10,000 tons) per day limestone mine and 2 727 mt (3000 tons) per day calcination plant. This complex has been designed as a unit, and capitalizes on recent technological advances. Geologically the Dravo facility is.located on the eastern flank of the Cincinnati Arch, with the high calcium limestone being found at a depth of approximately 274 m (900 ft). A systems approach has been employed in designing and equipping the mine. This allows for maximum production while maintaining flexibility and versatility. All hydraulic drilling, large LHD equipment, and an extendable mine conveyor system are utilized in a five-part mining cycle. A modular concept modifies the room and pillar system to optimize ventilation. The limestone is calcined in three 5.18 x 61.87 m (17 x 203 ft) KVS rotary kilns with a design capacity of 909 mt (1000 tons) per day of lime per kiln. The kilns are coal fired and equipped with preheaters. Lime storage is provided by three 57 m (186 ft) high concrete silos with a combined capacity of 40 909 mt.

Stabilization Committee was named in 1932 to ascertain whether some practical substitute could be devised for the Rule of Capture, which was generally credited with being the major cause of instability in the Petroleum Industry. After considerable intercommittee correspondence a letter was received from E. DeGolyer under date of Jan. 25. 1935. in which he discussed the possibility of modifying rather than discarding the Rule of Capture. He summarized his proposal as follows:

The performance of the nine 5.5 m diameter x 6.4 m mills (18 x 21 ft) initially installed at Bougainville Copper Ltd. did not meet the laboratory and pilot plant derived design expectations as measured by Bond Work Index. During the post-commissioning period, inefficient grinding of coarse material resulted in a build-up of large circulating loads and led to reduced throughputs because of pump and cyclone overloading. Installation of larger pumps and cyclones and development of an improved circuit control philosophy alleviated materials handling problems and permitted higher tonnages to be attained. Since 1977, plant throughput has been increased by installation of three additional mills. These are 0.9 m (2.9 ft) longer than the other nine and have a higher capacity. Developments in classification and mill speed-up, together with a finer ball mill feed size and substantial improvements to mill availability (99% in 1982) have further increased plant capacity. There is a continuing emphasis on improving grinding circuit efficiency in terms of throughput/grind. Current development work includes trials of graded ball charges, different liner profiles, and assessment of scalping/regrind proposals.

The revised resolution submitted by this committee led to further discussion and as no agreement could he reached, the matter was laid on the table.

The Blueberry mine is about 10 miles west of Ishpeming, Marquette County, Michigan. The property consists of about 2000 acres in sees. 3, 4 and 5, T. 47, N.R. 28W. and secs. 32, 33 and 34, T. 48, N.R. 28W., and, excepting one intervening 80-acre tract, contains the iron formation for a length of about 21/4 miles. The property is traversed by State Highway M-28 and is served by three railways, the Chicago & Northwestern, the Duluth, South Shore & Atlantic, and the Lake Superior & Ishpeming. The Northwestern transports the ore to a dock at Escanaba; the other railways, to Marquette. Ore for Chicago goes via Escanaba and that for Lower Lake ports, as Detroit, Cleveland, and Buffalo, via Marquette. History The presence of iron formation in this property has been known for many years, and mining operations on a small scale have been carried on intermittently. The Dexter mine, on the SE.1/4 of the NW.1/4 of sec. 3, was worked from 1883 to 1897 and 118,000 tons of ore was mined. From 1907 to 1915 extensive exploration was carried on over the whole of sec. 3, including 79 diamond-drill holes with a total footage of 26,000 ft. The Chase mine, on the NE.1/4 of the NE.1/4 of sec. 3, was developed from this exploration work, but after about 200,000 tons had been mined the property was abandoned. From 1908 to 1910 exploration was carried on by another company on sec. 4, 47-28, including four drill holes with a total footage of about 5000 ft. Much of the drilling on sec. 3 and of the exploration work on sec. 4 are within the present developed area of the Blueberry mine. A general campaign of diamond-drill exploration was undertaken in 1924, and within a year a considerable amount of ore was developed. The Ford Motor Co. then took an option on the property and carried on check drilling and diamond-drill work until the spring of 1926, when enough ore had been developed to warrant the sinking of a shaft

The MCssbauer effect was used to study the distribution of carbon in Fe-C alloys of high carbon content during room-temperature aging. In freshly formed rnartensite the carbon distribution is approximately random; carbon clustering occurs dun'ng aging. In the retained austete the carbon atoms are isolated, suggesting an efiective repulsion; and no rearrangement during room-temperature aging is evident. The kinetics of the carbon clustering in martensite has been studied in detail at 0" . 10". and 20°C. The time and temperature dependence observed is sinzilar to that reported for a variety of other aging effects, such as resistance change, hardness increase, and recovery of internal friction. The stabilization of the martensite kransformation also appears to be related to the clustering effect. DESPITE extensive efforts since the early days of Reaumur, the mechanism which provides the strengthening of steel remains controversial in many cases for several reasons: 1) The structure of as-quenched martensite is not well-determined. 2) Experimental methods capable of distinguishing between various hardening mechanisms are not well-developed. 3) The temperature of formation of many low-alloy martensites is so high that the martensite formed during quenching may be already tempered to some extent before any observation. Among all the hardening phenomena, the most puzzling one occurs at room temperature, where no structural changes have been detected by the usual methods of X-ray diffraction or electron microscopy. However, a new and more sensitive technique became available with the discovery of the MBssbauer effect. This effect makes possible the detection of changes in the local environment of iron atoms in solid solution. It has been extensively used in the study of substitutional alloy systems, for example, Fe-Al,1 Fe-Si,2,3 Fe-Rh,4 and Fe-Ni.5 Making use of the possibility of obtaining new structural information, we undertook an investigation of the aging of high-carbon Fe-C martensite to follow the structural changes involved in the aging at room temperature. Preliminary results6 showed that a clustering of the carbon atoms occurs with time. A systematic study of the kinetics of the process showed a striking similarity to the kinetics of stabilization of the marten-sitic transformation, thus suggesting further investigation of the relationship. EXPERIMENTAL TECHNIQUE To eliminate difficulties with the aging of martensite prior to the first experimental measurements, we needed an alloy with an M, temperature not above room temperature. Other investigators7 were misled by results obtained on alloys which transformed above room temperature and underwent structural changes prior to the first Mossbauer measurements. Winchell and cohen8 dealt with this difficulty by using a third element, nickel, to depress the MS below room temperature. The presence of nickel did not seriously interfere with hardness or resistivity measurements, but it would complicate the interpretation of the Mossbauer data by increasing the variety of iron environments. We chose, therefore, to obtain the necessary lowering of the M, simply by increasing the carbon content. After the first quench to room temperature, our specimens are retained austenite, which we later quench into liquid nitrogen. The martensitic transformation takes place suddenly, so that the as-quenched condition of the samples is retained, since the temperature is low enough to prevent any carbon diffusion. A Massbauer spectrum at 77°K can be taken and analyzed; after an appropriate up-quenching to the aging temperature, a new Mossbauer measurement at 77°K can be made.
