THE American oil 'industry has reached the critical stage where the demand exceeds the supply with no hope of permanently bettering the situation through the development of new fields in the United States. Remedies may be sought along three lines: 1. Securing a foreign source of supply. 2. Curtailment of the use of oil and its derivatives. 3. Improvement in methods of recovery (including the recovery of shale oil), refining, and utilization. The oil companies with proper government support will push the acquiring of foreign territory; the price of oil and oil products will enforce a curtailment in use; it remains for the producers and refiners to brings about improvements and economy in recovery, transportation and refining; the general public must be instructed in utilization. The solution of the problem, therefore, rests largely in the hands of the technologists of the industry -the drillers, engineers, geologists, chemists, etc. Only through an exchange of the ideas of the individuals who are conducting the industry will its technology be advanced. , Among the agencies at work to bring about this result are the United States Bureau of Mines, the American Petroleum Institute, and the A. I. M. E. The Bureau of Mines has a trained staff of experts, maintains experiment stations and a field force of technologists, and issues many technical papers helpful to the industry. The Petroleum Institute is a clearing house for useful statistics and is now. organizing a research division under the able direction of Doctor Manning, but its principal field of activities is in the realm of co¬ordinating ?the financial and commercial activities of the` oil' companies.' It remains for the American Institute of Mining and Metallurgical Engineers to organize the individual technologists of the industry and provide them with means of exchanging and disseminating ideas through meetings and publications. It is the aim of the Petroleum Committee of the American Institute of Mining and Metallurgical Engineers to foster this exchange of ideas among oil men by enlarging the membership of the Institute among the field and office technical forces of the oil companies and thus arouse their interest in the vital problems of the oil business.

I DISAGREE with Mr. Brinsmade on several points, and I will discuss his remarks under the same six topics which he has used. 1. Rate of Interest Earned by Sinking-Fund.-I believe Mr. Brinsmade is confused in his ideas as to the effect of new gold on the interest earned on money. The flood of gold which he mentions certainly should not operate, to increase interest rates, but since it replaces and adds to liquid capital should reduce interest rates and counteract the destruction of liquid capital which he mentions. Furthermore, it is doubtful if the destruction of capital since 1897 by wars and catastrophes has been any greater in proportion than in similar periods before 1897. With regard to savings banks, I would say that only 3 per cent. is allowed on deposits through a large part of the West. As to bonds, they can be bought to yield any rate. of interest desired up to 6 per cent., but, a 5 per. cent. bond is not as safe as a 4 per cent. bond, nor a 4 per cent. bond as safe as a 3 per cent. government security. I do not understand why Mr. Brinsmade says that Mr. Denny's quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer War. Certainly there is no reference to the Boer war or to English conditions in Mr. Denny's article. M. Howard Burnham, in his admirable work on mine valuation, says': ". For instance, redemption is taken at 3 per cent., because even 4 per cent. represents a greater risk, as is indicated by the purchase of Government paper to bear only 3 per cent., the great desideratum of the .latter being security." . Again, Mr. Burnham says:2 "The tables are calculated on the assumption that the dividends shall accumulate at 3 per cent. only, as in accordance with the general idea set out elsewhere, a rate greater than 3 per cent. involves appreciable risk with which it were inaccurate to saddle the sinking-fund if risks are to be segregated, this being the basis of all the writer's calculations."

THE morning session on mining methods with R. M. Raymond as chairman was devoted mainly to papers on explosives and the discussion of these papers. A paper on the numerical index of the re-sistance which rocks offer to the penetration of a drill bit was also read. The first paper, "Relation Between the Oxygen Bal-ance and Propulsive Strength of Eight Gelatin Dynamites" by G. St. J. Perrott, N. A. Tolch and J. E. Crawshaw, was presented by Mr. Perrott, super-intendent of the Pittsburgh Experiment Station of the U. S. Bureau of Mines. In this paper which is the beginning of a series of publications on explosives, Mr. Perrott stated that the attempt was made to put down in quantitative form the facts which have been known to explosive engineers for a long time. Eight samples of 40 per cent gelatin dynamite, with oxygen content varying from + 15 to - 36 per cent of the theoretical amount necessary to form complete combustion with all of the combustible elements were tested. The experimental work showed that a bal-anced explosive did not give the greatest propulsive strength-but the most favorable range was from - 8 to - 25 per cent oxygen. The experimental work also brought out the fact that the wrapper of a stick of dynamite enters quite completely into the explosive reaction, and gelatin dynamites from which the wrapper had been removed developed less strength than the a same explosive with the wrapper. The second paper, "Effect of Oxygen Balance of Gelatin Dynamites on the Gaseous Products of Det-onation," by G. W. James and G. St. J. Perrott, was also presented :by Mr. Perrott. The first portion of this paper is given over to a discussion of the relative merits of different types of apparatus for testing and analyzing the combustion products of dynamites. Three types were used (1) the Bichel gage, (2) the Crawshaw-Jones apparatus and (3) the Hercules tank. All three of these types were used in testing dynamites whose oxygen balance varied from-35 to + 6 per cent.

The legislatures of New York and New Jersey, determined in 1919 that a vehicular tunnel should be built under the Hudson River. On July 1, 1919, an engineering staff was organized with the late Clifford M. Holland as chief engineer. After preliminary investigation it was decided to build the tunnel from Canal St., New York, to 12th St., Jersey City, which is the center of the heaviest traffic across the Hudson River. It was also decided to build two tunnels—one for west-bound traffic and one for east-bound—the tunnels to be of cast iron, built up of segments and bolted together, each tunnel to have a roadway 20 ft. wide and a clear head room of 13 ft. 6 in. The tunnels have an exterior diameter of 29 ft. 6 in. The interior lining is of concrete, the sidewalls, tiled with a vitreous white tile, and the roadways are paved with granite block. The entrances and exits at both ends are separated by two blocks so as to reduce traffic congestion. Basis of Ventilation It was recognized very early that one of the most important problems confronting the engineers was a proper ventilation system. It was estimated that each tunnel as planned would have a traffic capacity of 1900 vehicles per hr. The tunnels are 8500 ft. long between portals, and it was considered that the ventilation should be based on all of these vehicles being operated by gasoline engines. That presented a problem in ventilation unlike any other either in magnitude or character. There have been vehicular tunnels built in Europe, principally in London, but they are shorter and have a smaller traffic capacity. Up to the present time, at least, they have handled a very large percentage of horsedrawn vehicles so that the necessary ventilation has been provided for by the natural draft through the portals and open shafts. Within the last few years, however, a small mechanical ventilating plant has been installed in the Blackwall Tunnel, which has been in operation about 27 years. The Canadian National Railway system is completing construction of the first major tunnel in North America to use the coarse-aggregate (+ ½ -in.) shotcrete technique of primary support and lining. The tunnel was driven 29 X 20 ft in cross section, 10,760 ft long, passing under an industrial and residential area of Vancouver. With the exception of 1400 ft in soil (mainly impervious tills), the tunnel passes through a very young series of flat-lying sedimentary beds, to a large extent so incompletely consolidated as to fall apart on exposure. For a conventional steel-support system, it was estimated 8 WF, 28-lb steel should be used at 5-ft centers. Cost of erection including lagging would amount to $120 per linear ft of tunnel at 304 per lb. With 8-in. concrete cover on the steel, lining would cost $280 per linear ft at $82 per cu yd. Thus, minimum cost of support and lining would have amounted to $400 per linear ft. It is now estimated that at least 90% of the rock tunnel would have required support and 100 % required lining. Specified shotcrete support was 6 in. in the arch and 4 in. in the walls. Cost of this work was roughly $100 per linear ft. In addition, another $10-$12 per ft has been incurred in drainage and waterproofing wet areas and in measures to correct experimental and operational errors, thus finalizing the support as a lining (Fig. 1). The tunnel was driven three shifts five days weekly, no blasting being allowed by city ordinance between midnight and 7.00 a.m. A six-drill jumbo was used to drill a 10-ft round, 110 holes blasted three times daily. A 2-in. layer of shotcrete was applied to the newly blasted arch commencing within 45 min of blasting. This was done from a flying deck that extended over the muck pile from the jumbo (Fig. 2). Also during the mucking cycle, the preceding incomplete arch support was brought up to 6-in. specification. The walls were sprayed 4 in. thick during the drilling cycle (Fig. 3). The shotcrete machines and aggregate bins were mounted on the jumbo.

THE earliest mention of the sulphur deposits in what is now Culberson County, Texas, seems to be contained in "Explorations and Surveys for a Railroad Route from the Mississippi River to the Pacific Ocean, United States War Department, 1853-54." Captain John Pope (he was not commissioned Captain until 1856) had charge of one of the divisions of the Survey. In his report on the geology of the route, William P. Blake noted the analysis of a greenish earthy powder from the bed of Delaware Creek, at the springs, which contained 18.28 per cent. of free sulphur. The report states: "From the chemical examination of the waters of the spring, by Dr. Booth, it appears that chloride of sodium is the principal solid ingredient, but considerable quantities of sulphide of sodium are present. * * * * * The waters from the springs examined by Dr. Booth were alkaline, but it is possible that some of the springs are acid; and in this case the precipitation of sulphur would ensue on the mixture of the acid waters with those charged with alkaline sulphurets and the origin of the deposits of sulphur would he thus explained." This is the first reference to the existence of sulphur in that region, the first mention of the character of the water found there and the first suggestion as to the' origin of the deposits. The possibility of the existence of acid waters was confirmed by E. M. Skeats, nearly 50 years later.1 In this publication, Skeats says that the water from the sulphur deposits in Section 11, Block 114,, Township 5, contains 79.08 grains of free sulphuric acid per gallon. This locality is about 13 miles (21 km.) south of Delaware Creek and about 35-miles (56 km.) east of the Delaware Springs. The next published reference to the existence of sulphur in Trans-Pecos Texas is in the First. Annual Report of the Geological Survey of Texas, 1889, page 226, where W. H. von Streeruwitz mentions that sulphur is found in that region, but gives no further information. In the

PETROLEUM has been known in Japan since at least 668 A. D., for a picture shows the presentation, during that year, to the Emperor Tenchi (Tenji) of "burning water" and." burning earth" by his subjects from Echigo Province, which today is the largest producer of petroleum in Japan. The burning water was doubtless petroleum and the burning earth either bituminous shale or oil-soaked earth or rock from near the oil seepages. The early methods of getting the oil were simple and similar to methods used today in Japan and in China. Where the seepages occurred, trenches or shallow wells were dug along the seepages and allowed to fill with oil which was then bailed out; in some cases, they filled with oil and water and overflowed. During the 300 years following 1500 A. D:, the use of petroleum in Echigo Province seems to have increased considerably, as compared with earlier centuries, and records show that in 1818 the depth of the wells had been greatly increased. Doubtless, they passed through the seepages and tapped the shallow oil-bearing strata; probably some of these deeper wells were dug before that time. The real value of petroleum was not recognized until early in the Meiji era, which began in 1868, when the Japanese learned that the kerosene that was being imported was derived from petroleum. Guided solely by information obtained from books, they refined the oil and increased the depth of their wells in order to increase the production. The deepest well, dug by hand, about this time was 894 ft.1 (273 m.) and by 1874 the recorded production reached 3499 barrels. In 1876, Benjamin Smith Lyman prepared geological maps of the Echigo oil field, which were the first. of such geological maps made in Japan, and based on these a more enlightened development of the oil fields began; the. Japanese, however, still dug the wells by hand. Toward the end of the '80s, an American well-drilling outfit was secured, but the efforts to use it failed from lack of experience by the operators. In all, 127 producing oil wells, 8 producing gas wells and 212 dry holes were drilled during 1936 in the Central Texas area; 76 wells in Bexar County, 62 in Caldwell County, 44 in Guadalupe County, 22 in Williamson County, 20 in Navarro County and 20 in Frio County. Less than 20 were drilled in each of the other counties and none at all in Ellis, Hill, Bosque, Coryell, Lampasas, Burnet, Llano, Kennedy, Mason, Real, Kinney and Uvalde Counties. The Pearsall-Austin chalk field in Frio County and the Zoboroski field in Guadalupe County were the only new discoveries and there were no important extensions to old fields. In this report Corsicana, Mildred (Elm Ridge), Angus-Edens-Hodge, Burke, and Rice-Oil Ridge, all shallow Navarro County stripper fields, are grouped together under the name of Corsicana. This grouping follows that of the Railroad Commission of Texas, thus facilitating the gathering of production data. A map showing the location of the oil and gas fields in the Central Texas Area was published in Volume 114 of the A.I.M.E. TranBactions, page 380. New Fields Pearsall-Austin Chalk.—The Amerada Petroleum Corporation completed 13 Austin chalk wells during 1936 on the large Amerada-Rycade block in Frio County. Other companies drilled two dry holes to the Austin chalk in this vicinity. Not enough wells were drilled to give control of the structure but it appears to be a nose plunging in a west-southwest direction. A second deep test is being drilled in the Pearsall area and at this writing has cemented off a show of oil and gas in the Edwards limestone. The Humble Oil and Refining Co. is building a 6-in. pipe line from Lytle, Tex., to serve the Pearsall field. Zoboroski.—Actual discovery of the Zoboroski field was made by W. J. Walton et al. in 1931. The discovery well, Anton Zoboroski No. 1, was a small producer making but from 3 to 5 bbl. per day, which was used locally for fuel oil. THE district of Catorce, San Luis Potosi, ranks among the first half-dozen silver-producing camps f Mexico. Mining has been more or less continuous there for 150 years. The large producing mines, Mapum, Mazapil, Palomas, Musquiz, Minas Virjas, now for the most part idle or abandoned, are grouped around the head of two valleys: one, which drains to the west, falls 2000 ft. (609.6 m.) in 4 1/2 mi. (7.2 km.) between the main Catorce and the western foot of the range and is characterized by steep canon walls; the other, east of the main town of Catorce from which it is separated by a high divide, heads in a number of steep tributaries above the basin in which lies the town of Potrero and flows nearly north for 10 mi. (16 km.) to the northern base of the range; below Potrero, it has for the most part gently sloping valley walls and a broad valley floor. The Sierra Catorce is the highest range of the region, the summits reaching altitudes of over 11,000 ft. With the exception of a few cliffs of the erosion escarpment of the lower limestone and the canon walls below the main town of Catorce, which is the highest town in Mexico, the gently rounded slopes are characteristic of a maturely eroded mountain range composed of folded sedimentary rocks. As is usual in desert regions, the heavy-bedded limestones are the most resistant to erosive forces. Folded into anticlines, they form the mountain ranges; and the intermontane valleys and basins, originally carved out of less resistant shales, clays, marls and sandstones, are covered by debris forming a mantle with surface gradually rising upwards toward the hills. In time, the debris buries, in deposits formed from their own ruins, all but the highest summits of the original mountains; some f this region has already nearly reached this stage. Most of the debris is firmly cemented by calcium carbonate (caliche). Solution f the limestone by meteoric waters afforded the supply of lime carbonate, which has been redeposited upon evaporation of the waters as a cement binding the boulders, pebbles, and finer detritus.

HOWE MEMORIAL LECTURE The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. CERTAIN influences of oxygen on iron have been known for many years and it has always been considered one of the worst enemies of the iron and steel founders. Nobody had a good word for it, hence little was done to make use of this oxygen. In all the fields of foundry practice, the desideratum was "melt without oxidation of the metal." In the consideration of the influence of oxygen on cast iron, we must not confuse this condition with oxidized iron caused by poor melting conditions, due to a high bed, heavy charges, low coke ratio, excessive melting rate, high blast, or poor charging. It is admitted that oxygen absorbed by iron melted under these conditions has a deleterious effect on the properties of the iron. The writer has had experience both in the melting under such poor conditions and in remedying these bad conditions and considers the product far inferior to iron melted under normal conditions. As stated by Dr. Richard Moldenke,1 such iron has a higher melting point and high combined carbon, is sluggish, and contains slags and oxides in solution in the liquid, causing slag inclusions and gas occlusions, thus producing defective castings. This oxidized condition cannot be counteracted or removed by any of the known deoxidizers; it can be remedied only by proper melting conditions. Such iron is really burned, whereas the iron considered in this paper was melted under normal conditions with moderate blast, correct bed height, light charges of iron, and low coke consumption and is not in this category at all. In 1914, the late J. E. Johnson, Jr., startled the metallurgists of the world when he published his results on the advantages of oxygen on cast iron.2 His work is so convincing and so logical, in spite of the common and well-established notions on the subject, that nobody has been able to refute a single argument. Such an eminent authority on iron and steel metallurgy as Prof. H. M. Howe has accepted the work in all its details in his latest book3 The work of J. E. Johnson, Jr., has revolutionized

but, returning to South Africa, for the next two years he was assistant general manager of the Simmer Deep Gold Mining Co., at Johannesburg. In June, 1911, he returned to New Zealand as general manager and consulting engineer for the Consolidated Goldfields of New Zealand, at Reefton, which position he held at the time of his admission to the 1nstitute in 1914. Early in September, 1915, he left New Zealand for active service in France. Corporal Sheppard B. Gordy Sheppard B. Gordy, born in Ansonia, Conn., in 1889, graduated from the Sheffield Scientific School in 1910 and with the degree of E. M. in 1912. He entered the employ of the Braden Copper Co. immediately on his graduation and remained with this company four years, working up through the various grades to assistant foreman and foreman to one of the individual mines. The last year he was in its employ, he acted as general mine foreman. He was for a short time with the Chile Exploration Co. and then went with the Andes Exploration Co. (Anaconda) and remained with the latter, doing mine exploration and development work, until he sailed for home in June, 1918, to give a more personal and active service to his country in her need. He declined a tender of induction into an officers' training camp, at the urgent request of Professor McClelland supplemented by Mr. Potter, because they demonstrated to his satisfaction that he could give more valuable service to his country in helping out with the aircraft production. Being within the draft age, in order to carry out this plan, it was necessary for him to be called by his Local Board and sent to camp. This call came Aug. 26. Two weeks before that time he had gone to Dayton, Ohio, to begin the study of aircraft production, and was sent by the Dayton Board to Camp Sherman, Chillicothe, Ohio, where he died of pneumonia on Oct. 9. Lieutenant Thomas Clarence Gorman Thomas C. Gorman, a lieutenant in the Second Tunnelling Company of the Canadian Engineers, was killed in France on Mar. 18, 1918. He was resting in his sleeping hut and was in the act of writing a letter when a bursting shell killed him.

Iraq, formerly called Mesopotamia in Asiatic Turkey, became a kingdom under British Mandate after the world war and is expected to gain its independence in 1932 when it enters the League of Nations. The kingdom is shown on Fig. 1 in its relations to neighboring countries, to the Mediterranean Sea and to the Persian Gulf. It is slightly smaller than the State of Texas with its capitol, Baghdad, inland about as far from the Persian Gulf as Breckinridge, Tex., is from the Houston Shipping Channel. The oil fields lie 180 to 225 miles north of Baghdad, or about as far as from Breckinridge to Oklahoma City, and about as far from the Mediterranean as Fort Worth is from Hobbs, N. M. A narrow-gage railway runs from Basra, the Persian Gulf port, to Baghdad. From there another narrow-gage runs into the Kurdish hills east of the Tigris to Kirkuk. A standard-gage, part of the old Berlin-Baghdad system, follows the west bank of the Tigris northward from Baghdad to Baiji, a village about 100 miles south of Mosul. No railway exists between Iraq and the Mediterranean, though the Anatolian Railways in southern Turkey come to within 50 miles of the Iraq frontier and 120 miles of Mosul. Surveys have been completed for a railway through British Mandates from Haifa to Baghdad as well as for a railway through French Mandated Syria from Tripoli to Abu Kemal near the Iraq border. Wagon roads, excepting those constructed by the oil companies, are few and indifferent in Iraq and no road exists across the desert to the Mediterranean, but contrary to prevalent beliefs the surface is firm and free from sand dunes so that motor cars can go almost anywhere in dry weather, with ease. Frequent motor car and airplane service exists between Baghdad and the Mediterranean ports and motor car service may be had between Kirkuk and Nisibin, Turkey, where on two days each week through Wagons Lits service is available to Paris. Baghdad is about 21 days distant from New York City with present transport facilities. In most instances the fluids produced from underground reservoirs have been described as they appear at the surface, and usually it has not been necessary to distinguish between surface and reservoir phases. More recently it has become imperative to recognize the fact that changes in phase may occur between the reservoir and the receiving unit. The simple terminology of "wet" and "dry" gases and "crude petroleum oil" served our needs fairly well in the shallow, low-temperature and low-pressure fields. It has been left to the legislatures, regulatory commissions, and courts to decide whether a field is or was a gas field, an oil field, or both. This they have done by direct definition and also by implication. For example, in Texas:' (d) The term "gas well" is any well (a) which produces natural gas not associated or blended with crude petroleum oil at the time of production, or (b) which produces more than one hundred thousand (100,000) cubic feet of natural gas to each barrel of crude petroleum oil from the same producing horizon, or (c) which produces natural gas from a formation or producing horizon productive of gas only encountered in a well bore through which crude petroleum oil is also produced through the inside of another string of casing. (e) The term "oil well" is any well which produces one (1) barrel or more of crude petroleum oil to each one hundred thousand (100,000) cubic feet of natural gas. In the state of Louisiana, the same general result is achieved largely by the following paragraph :* Wells producing both oil and gas shall not waste or blow into the air an amount of gas of more value at three cents per thousand cubic feet, than the market value of the oil recovered. The Commissioner of Conservation shall allow a reasonable time to determine the status of any well. isothermal formation of martensite occurs in the range of —65o to —197oC and is always preceded by some athermal transformation. By rapid cooling the isothermal, but not the athermal, component of transformation can be suppressed. Stabilization against isothermal transformation can be induced by cycling from below M. to room temperature. A LTHOUGH the transformation of austenite to XV martensite is generally believed to occur only on cooling, recent evidence indicates that this reaction can also occur at constant temperature. Isothermal formation of martensite was observed in tool steel by Fletcher, Averbach, and Cohen.'. They found that the hardening reaction that occurs during the quenching of a plain carbon or low carbon alloy tool steel does not stop immediately when room temperature is reached; instead austenite continues S. Since only a small amount of austenite transforms in this fashion, isothermal formation of martensite was considered to be merely a "tailing off" effect of the main hardening reaction. Another point of view was advanced by Kurd-jumov and Maksimova"' * who reported that the austenite-martensite reaction could be suppressed by rapid cooling of a 6 pct Mn-0.6 pct C steel in liquid nitrogen and that as much as 25 pct martensite could be formed by reheating to and holding at subzero temperatures above that of liquid nitrogen. These investigators came to the conclusion that martensite is thermally nucleated at certain special regions in the austenite and subsequently grows to observable dimensions. Isothermal transformation of austenite to martensite was cited by Fisher, Hollomon, and Turnbull" as evidence supporting another nucleation and growth theory of martensite formation. According

THE alloying of various elements with gold to produce different colors is an old art, but the effect of each element or combination of elements is not generally known. Investigations have been made in this field by F. E. Carter,1 E. M. Wise,2 and L. Sterner-Rainer.3 It is the intent of this paper to present in schematic diagrams the effects of various ele¬ments upon the color and the melting point of gold alloys. In this investigation 2-oz. melts made in a high-frequency induction furnace were used for all tests. The melting points were determined by the use of a calibrated chromel-alumel thermocouple sealed in a thin-walled alundum tube. The couple was then submerged in the molten metal and the freezing and melting points were determined by using a Leeds and Northrup potentiometer. By checking several melts using copper, zinc and gold, it was found that the accuracy of determining the melting point was within ± 5° F. To determine the differences in colors and to classify them, a wet tissue paper was placed over the polished samples and examined under a uniform white light. The 2 by ½ by 0.045-in. samples were cut from 50 per cent cold-worked strip. The original ingot was 3 by ¼ by ¾ in. This visual comparison, although not scientifically exact, served as a quite satisfactory means for determining and classifying these differences. The base alloys, or "hardeners," were first made up and analyzed, after which the gold and silver were added. This method of making up the alloys was chosen so that the same base alloy could be used for the gold alloys of different karats. The first series consisted of gold, copper, zinc and nickel, the copper comprising from 85 to 65 per cent of the content of the "hardener" and the zinc and nickel replacing copper. The second series consisted of gold, silver, copper, zinc and nickel, the copper comprising from 85 to 65 per cent of the content of the hardener with the silver, nickel and zinc replacing copper. There was no particular reason for choosing these combinations, except that they gave a color range from red-pink to white.

(written discussion).-The subject discussed in this paper has long been debated by operators in European fields, where very strong views are held regarding the advisability of controlling gas pressures by shutting in wells. While unwilling to theorize on the subject of restricted flow, the writer has always been disposed to associate himself with those who hesitate to impose any obstruction to a natural transitory state that breaks up the oil-containing strata and establishes a feeder system which no subsequent events, natural or artificial, can approach in intensity. In both Russia and Roumania, where the oil is concentrated in discontinuous, disturbed, and irregular lenticles of sand varying, within short distances, in coarseness of grain, extent of impregnation and degree of cementation, it has been the practice to let the wells run wild in order to provoke disruption of strata. By encouraging violent eruptions, an extended feeder system is created and the ejection of enormous quantities of sand, rock, and clay creates a sump and seepage area that it would be difficult to imitate by any artificial means, not excluding actual mining. Before discussing the somewhat novel method suggested for enlarging the infiltration area, the writer would like to confirm the fact that many valuable data applicable to oil are forthcoming from a study of water phenomena. Long association with water-supply problems in many parts of the world has shown how closely the phenomena of underground movements of water and oil are related, so that it is pleasing to note the author's use of water formulas. I.-I am glad that Professor hemp has referred to the Philippine ores in his paper, inasmuch as I have had the privilege of examining, in a preliminary way, the ores there. I must say, from the resume given us, that the Daiquiri ores seem to be similar in origin and character to the magnetite-hematite ores in Bulacan Province, Philippines. Professor Kemp has also referred to C. M. Weld's description of the magnetite-hematite ores at Hongkong and to the similarity of these ores to the ores at Daiquiri and to those in Bulacan. There is a minor feature of apparent difference in origin in the Hongkong and Bulacan ores. Mr. Weld believes the iron ores at Hongkong to have resulted from the intrusion of the Hongkong granite, a distinctive rock of wide distribution in the Orient, into sedimentaries which are probably of much greater age than those which have been replaced in part by the ores in Bulacan. Associated with some of the ores in Bulacan and elsewhere in the Philippines there is a granite which may be the equivalent of the Hongkong granite; but the Bulacan ores are not related in origin to the intrusion of this granite, which is clearly older than the ores, but to the later intrusion of dikes and small bodies of basic rocks into the granite and into associated tuffs, breccias, and sedimentaries, including limestone. I gather that the intrusives to which the mineralization is related at Daiquiri are also small in volume and later than larger bodies of associated igneous rocks, from which it would appear that the Bulacan ores are even more closely related to the Daiquiri type than are the Hongkong ores. The deposits in Bulacan are inaccessible and are not large, the largest one containing about 1,000,000 tons, according to an estimate based solely on its outcrop dimensions. Ores of similar character, however, occur in Camarines Province in apparently larger quantity and in a situation on the coast adjacent to deep water.

By an extension of drilling activities in 1938, the Polish oil industry succeeded not only in maintaining production but even in increasing it slightly. This increase, however, was from present oil reserves and not due to the discovery of any new fields. Most of the new wells were drilled in the Jaslo district, particularly in the Lipinki-Libuszal oil field, because of the shallow depth of the producing sands. At the Boryslaw field the 12,332 meters drilled could not compensate for the steady drop in production. A drilling campaign similar to that of the previous year in the Stanislawow district resulted in a slight decline of production. A number of the new wells have been subsidized by the Fund for the Advancement of Drilling2 in Poland. As the present sums at the disposal of this fund are insufficient for a great exploration program, they are chiefly used for the maintenance of the actual production. New wells on known folds, but more than 1000 m. outside the present productive areas, are entitled to a subsidy. Applications for wildcats outside the known productive areas have not been received in 1938. Even when the Polish oil industry was prosperous, wildcatting was not frequent and in their present impoverished condition the oil companies are no longer able to bear such financial burdens. The only way to start a large-scale drilling campaign on the still existing promising areas seems to depend on the granting of new substantial subsidies from the Treasury. Such measures are being considered by the Polish Government. It has been suggested that a fund for wildcatting might be raised by a small increase in the price of benzine. An advance of one grosz per liter of benzine would raise, on present home consumption of 108,000 kilogram-tons, about 1.3 million zloty, an advance of 5 grosze more than 6 million zloty.3 This small increase in price would hardly be felt by the motor-car owners, as it would mean an extra expense of 80 to 400 zloty in a year.
