Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

Grunerite asbestos (amosite) has been shown in epidemiological and experimental animal studies to cause lung cancer, mesothelioma and pulmonary fibrosis commonly referred to as asbestosis. An overview of the human and experimental animal studies describing the health hazards of grunerite asbestos (amosite) is presented. Of the many human studies describing the health hazards of asbestos, only three factories using mainly, if not exclusively, grunerite asbestos (amosite) have been studied. The first is a series of reports on a cohort of 820 workers from a plant located in Paterson, NJ. Among this cohort, 18.7% died of lung cancer and 17 mesotheliomas occurred. The Paterson factory closed in 1954 and moved to Tyler, Texas where it operated until 1972. Among the 1130 former workers in the Tyler plant 6 mesotheliomas were reported with 15.8% lung cancer mortality. The third grunerite asbestos (amosite) exposed cohort was an insulation board manufacturing facility in Uxbridge, United Kingdom. Here 17.1% of the workers died of lung cancer and 5 mesotheliomas occurred. The lung content from 48 Uxbridge workers was analyzed by analytical transmission electron microscopy for mineral fibers. The relationship between grunerite asbestos (amosite) concentrations in the lung correlated with grades of fibrosis and asbestos bodies and was lower than the concentration found in the cases with malignant tumors. The lung cancer cases contained more grunerite asbestos (amosite) than mesothelioma cases, and in the cases of non-alignant disease the concentrations were still lower. In both types of malignancies the concentration of grunerite asbestos (amosite) was very high-over a billion fibers per gram of dried lung tissue. Occupational exposure to airborne concentrations of between 14 and 100 fibers of grunerite asbestos (amosite) per milliliter after 20 year latency causes marked increases in lung cancer, mesothelioma and pulmonary fibrosis (asbestosis). © 2007 Elsevier Inc. "ABSTRACTFour strain-gage instrumented bored piles were constructed in a sedimentary, dense to very dense, fine to medium sand in Santa Cruz, Bolivia. Two of the test piles were the normally used bored pile constructed with bentonite slurry and two piles were Bauer Full Displacement Pile (FDP). One of each pair was equipped with the Expander Body, an inflatable steel cylinder that on pressure-grouting provides an enlarged pile toe. Head-down static loading test were performed on three of the piles and a bidirectional test was performed on the fourth pile, a standard pile with Expander Body and a bidirectional cell placed immediately above the EB. The latter pile was tested in 3 phases. First by activating the cell, second, by a head-down test, and, third, by a repeat bidirectional cell test. The static loading tests proved the shaft resistance of the FDP pile to be about twice that of the standard bored pile and that the Expander Body more than doubled the toe stiffness. The strain-gage records showed that the standard bored piles had multiple bulges and neckings, which affected the evaluation of the axial stiffness and load distribution of the piles. The testing programme was used for a prediction event with 60 persons, ahead of the tests, submitting predictions of the load-movement curves for the test piles and also a capacity appraised from the curves.1. INTRODUCTIONOn April 23 - 26, 2013, the First International Conference and Seminar on Deep Foundations was held in Santa Cruz, Bolivia under the auspices of INCOTEC SRL, the UAGRM University, and the Bolivian Association of Civil Engineers and Chamber of Construction. To coincide with the conference, a research study on construction and static and dynamic testing of four instrumented bored piles was undertaken. To ""add spice"" to the conference, a prediction event was organized on the test programme. This paper presents the soil conditions at the site, the type and construction of the test piles, the outcome of the prediction event, and the results of the static tests.2. SOIL CONDITIONSGeotechnical studies comprising SPT and CPT tests with routine laboratory analysis were performed on recovered soil samples. Three SPT boreholes were put down at three of the locations of Pile TP1, TP2, and TP3, at 5.0 m distance from each other. The SPT procedure consisted of manual hoisting of the weight by three crew members pulling on ropes over a pulley supported by a tripod and letting the weight fall by gravity. The groundwater table lies at 3.5 m depth.Figure 1 shows diagrams of the SPT N-indices and the distribution of water content in the three boreholes. During recent years, the Bureau of Mines has conducted an extensive investigation of the materials for making iron and steel. This work includes iron ore concentration, agglomeration, direct reduction of iron ores and concentrates, the production of pure manganese, chromium, and cobalt by electrolytic processes, the production of ferroalloys from low-grade domestic ores, and the development of special alloys to utilize these products. As a part of this general program, a Congressional appropriation allowed the con¬struction of an electric-furnace, semicommercial, ingot-producing plant at Shasta Dam near Redding, Calif. The primary objectives of the pilot plant were to determine the costs and operating problems involved in the production of steel and ferrous alloys in which sponge iron was used as melting stock, and to determine the physical properties of the materials produced. The pilot-plant equipment and the results of sponge iron-melting tests in the basic lined, electric arc furnace have been reported in previous publications.3/4/

"Plant 2 at the Kinross Paracatu gold operation in Minas Gerais State, Brazil, was commissioned in late 2008. Designed to be the largest tonnage, lowest grade gold milling operation in the world, Plant 2’s throughput has steadily increased towards its design capacity of 5087 tons per hour.The plant employs a gold-specific flotation scheme to recover the majority of gold, which is present as discrete free gold particles. Additional gold is recovered by jigs in the grinding circuit, and the jig concentrates are reground, upgraded and subjected to intensive cyanide leaching. The flotation cleaner concentrate is reground and leached using a conventional CIL circuit.One year after start-up, with the plant stabilizing operationally, plant circuit surveys were completed by a joint team from Kinross Paracatu and Blue Coast Metallurgy Ltd. The surveys audited the flotation and concentrate treatment circuits to investigate the metallurgical performance.This paper describes the Plant 2 operation and how the surveys were designed and executed. Some of the quality control systems that were employed to provide meaningful data from such a low grade gold ore are described and findings and actions taken to improve metallurgy as a consequence of the surveys are discussed.INTRODUCTIONThe Paracatu mine is located two kilometres north of the city of Paracatu, in the north western portion of the state of Minas Gerais, Brazil, 230 km southeast of the national capital Brasília (shown in Figure 1). The present day Paracatu mining operation, fully owned by Kinross Gold, through its Brazilian subsidiary Rio Paracatu Mineração (RPM) is designed to be the largest tonnage, lowest grade free milling gold operation in the world.The deposit currently hosts some 1.2 billion tonnes of ore at a grade of ~0.41 g/t gold, hence contains a total gold reserve of over 20 million ounces. At a designed plant throughput rate of 61 Mt/year the mine life goes beyond 2030."

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. This paper is the result of a comparative study of ultimate coal analyses made and published by the United States Geological Survey. This study, at first casually undertaken to devise an acceptable classification of coals based on chemical analyses, was continued in connection with a microscopic examination of a number of the coals. The initial comparisons, made from a relatively small number of analyses, not only confirmed a previous conviction that the elimina- tion of oxygen incident to the development of a coal is economically far more important than has been generally suspected, but also showed that oxygen is very nearly as harmful as ash in coal. The immediate purposes of the present study were: (a) To deter- mine more definitely, from a comparative examination of a large number of ultimate analyses, the relative importance of oxygen as an impurity in various coals; (b) to illustrate the transition between various grades of coal of similar origin-transition mainly due to progressive devolatilization, brought about more or less directly by dynamic influences; (c) to ascertain the relative proportions of oxygen, hydrogen, and carbon in coking coals, especially with refer- ence to a theory tentatively framed to explain the coking quality; and (d) to forecast the probabilities of successfully treating a large number of coals so as to render them amenable, in a softened condition, to satisfactory study under the microscope. Although the hypothesis as to coking quality finds but partial support in the chemical analyses, its consideration has led to a method of predicting from an analysis with a fair degree of certainty whether any given coal will coke by the ordinary process. The unbroken transition between coals originally similar but now classed in widely different groups, whether of the same age or of different ages, as a result of dynamochemical action, appears demonstrated by the analyses as well as by field observation. In the irradiation of ore particles by microwave energy preferential absorption of this energy occurs in minerals having specific dielectric properties (Bradshaw, 1999). This leads to a selective heating of the various components of within the ore particle matrix. The result is a differential thermal expansion of such components and the resulting induced stresses become ideally concentrated at mineral grain boundaries (Kingman et al., 2000). Dependent upon the relative composition of absorbent, opaque and reflective components this may lead to enhancement of the inter-granular fracture of the ore particles in the initial comminution process (Fandrich et al., 1997). The potential is thus a greater proportion of free mineral grain within the fractured ore particle that may lead to improvement in subsequent mineral separation processes. As the composition of the ore dictates the result of such a treatment (Kingman et al., 2000) it is essential to evaluate the response of each ore sample on an individual basis. This paper reports on results obtained from two ore samples: the one being the zinc ore from the Black Mountain mine (South Africa) and the other a pre-concentrated sample of handpicked cobalt?copper mixed oxide ore from the Gecamines (DRC). The equipment and methods used to simulate the comminution of the samples and evaluate the level of the value liberation will be described along with the results obtained. Using King (1975), Kanellopoulous and Ball (1975), and Gungor and Atalay (1998), a comparison between the behaviour upon microwave irradiation of sulphide and mixed oxide ores leads to conclude that while the technique (i.e. microwave irradiation) is appropriate to the zinc sulphide ore, it does not seem to lead to exceptional results for the oxide.

Colloidal interactions play a critical role in mineral processing, including grinding, physical separation (particularly flotation), dewatering, and tailings management. Despite great energy input in comminution to liberate valuables from gangues, heterocoagulation between valuables and gangues would prevent the separation of valuables from gangues. On the other hand, selective coagulation/flocculation to increase the size of desired fine particles could enhance physical separation and dewatering, while dispersion is needed for fine grinding. To control the state of colloidal dispersions by creating favorable conditions, it is of paramount importance to study colloidal interactions in a relevant system and understand underlying mechanisms. This review summarizes recent advances in developing the-state-of-the-art techniques and novel methods of measuring colloidal forces, including atomic force microscope, surface force apparatus, zeta potential distribution measurement, quartz crystal microbalance with dissipation, and our recently developed integrated dynamic force apparatus. The basic principle of each technique was introduced first, followed by a summary of critical information derived for the relevant mineral processing systems. Finally, the pros and cons of each technique were discussed to emphasize the use of complementary techniques that assist in solving fundamental problems in mineral processing.

Diatomite, also known as diatomaceous earth, diatomaceous silica, kieselguhr, and moler, has been used extensively for many years, but only during the past two decades has it become an important industrial mineral. United States sales for 1.936-38 totaled almost 280,010 tons,7 but relatively little (with the exception of that sold by an Oregon company affiliated with a larger California company) was sold by Pacific Northwest producers. In attempting to develop some of the many Pacific Northwest diatomite deposits, these producers have been handicapped by lack of published technical information regarding processing methods and the suitability of different deposits for specific uses. To determine some of the physical and chemical properties of known Pacific Northwest diatomites, the present investigation was started in 1938 by the Bureau of Mines in cooperation with the College of Mines, University of Washington. Figure 1 shows the location of deposits sampled. Because most relatively pure diatomites can be used as concrete admixtures or as inert fillers in rubber, paints, and plastics, this investigation concentrated upon determining some filter-aid characteristics and their relationship to other physical properties. A filter-aid is a powdered material that, when added to solutions to be filtered, improves flow rate, filtrate clarity, or both. Some chemical analyses also were made.

A state of the art CFA instrumentation and data management process has been developed in the UK. The key components of the instrumentation, GSM data service and the central database are described. Many benefits to the business have been realised and, where possible, these are quantified.

In order to optimize carbon injection into oxidizing slags, in terms of carbon and iron yield, we must have a detailed understanding of the kinetics of the reactions involved. The current study measures the rate of carbon oxidation during injection at steelmaking temperature by means of injections of coal into EAF slags. The compositions of analysed outgoing gas were used to calculate gas flow rate and hence the gasification rate of carbon. A fundamental equation to predict residual carbon in slags was developed. The predictions using this model at moderate injection rates are in good agreement with experimental data. The reaction rate of EAF slag with carbon is under mixed control by the slag gas and the gas carbon reactions. The relative importance of each step depends mainly on the v-ratio of slags. A relative reactivity parameter ? has been defined and it is found to be important to carbon-slag reaction kinetics and slag foaming. Key words: carbon-slag reaction, kinetics, slag foaming.

A physical modelling study has been carried out to simulate the slag-metal dispersion induced by a high-strength bottom gas injection. Water and kerosene were utilized to simulate metal and slag respectively. A water model of CLU (Creusot-Loire Uddeholm) vessel was used with three different nozzle orientations, namely, off-centre, triangular off-centre and centre. The gas flow rates changed from 0.00599m3/sec to 0.01081m3/sec. Height of heavy and light phases was kept fixed at 0.23 m and 0.02 m respectively. The dispersed phase holdup was determined at various axial and radial distances, gas flow rates, and tuyere configurations. The observations revealed that at a fixed gas injection rate, as the vertical distance increased in the centerline, straight off-centre orientation resulted in greater dispersed phase hold up values than those of the centre configuration and the triangular off-centre orientation. The dispersed phase holdup was found to increase with gas injection rate and decreased with axial distance. The variation of the dispersed phase hold up with the dimensionless axial distance and the gas injection rate was correlated by using the Modified Froude Number. The experimental values of the dispersed phase holdup were found to be in good agreement with the correlated values obtained from the modelling equations. The findings of the present study may be utilized in the ferroalloy refining vessels in terms of designing tuyere locations for optimum processing conditions.

During the dissolution of gold in fully aerated cyanide solutions the CN ion is the active agent, and consequently the usual method of evaluating the dissolving power of such solutions is to determine the CN- concentration analytically. The presence in the solutions of copper and/or zinc which themselves form complex cyanides, may result in erroneous conclusions as to the free cyanide ion concentration determined by titration.In this paper the theory of titration of such solutions has been developed, and potentiometric methods have been used to follow the behaviour of complex cyanides of copper and zinc. The results for cuprocyanides show Cu (CN)s to be the most important copper complex, and in addition they explain the reported low rates of solution of gold in copperbearing solutions which when titrated in the usual way, appear to have adequate free cyanide. An explanation of the misleading value of the titration is given, and suggestions for recognition of the condition are offered. Preliminary results for zinc-bearing solutions show that there is no satisfactory end-point for the titration of CN- in excess of that in the complex Zn (CN) 4=, which dissociates to CN and Zn(CN)g-.

INTRODUCTION The subway line B of Toulouse (France) has been realized with three different tunnel boring machines (TBM) techniques: Contracts 2 and 5 are excavated with earth-pressure balanced TBM, Contract 4 with a slurry shield TBM, and Contract 3 with a compressed-air TBM. The first three machines are around 7.7 m in diameter, while the last one is 5.3 m. Moreover, a small part of the line (50 m) has been excavated by a conventional method. The tunnels run through the Toulouse molasses, composed of hard sandy clay with pockets and lenses of dense sand. Geotechnical investigations have shown that in these formations, K0 is greater than 1, around 1.8 at a depth of 25 m (Serratrice,2005) and that geotechnical characteristics are homogenous on the whole layout (? =22 kN/m3, Su = 300 kPa, c' = 30 kPa, F' = 32°). The water table is found between 2 and4 m below ground level. As geology, stratigraphy and tunnel cover (between 10 and 20 m) are almost identical, a comparison of movements induced by the excavation by each of the four excavation techniques is possible. This paper presents the soil mass movement measures in the case of the conventional excavation method and in the case of TBM sections. It shows how tunneling parameters may explain the different surface movements observed during excavation. For the sake of simplicity, only the results of Contract 2 (earth pressure balanced TBM)will be presented. Copper feed materials processing is becoming more challenging, due to an incremental increase in the mineralogical and compositional complexity of these feeds. These complex and polymetallic feeds are now becoming more common and many sites have been forced to re-evaluate their operating strategies to process these materials at cost competitive rates, whilst meeting ever more stringent environmental regulations. Most operations must first evaluate the merits of pyrometallurgical and hydrometallurgical treatment routes. Although there are multiple copper smelting technologies available, only top-submerged lance (TSL) technology, supplied by Glencore Technology as ISASMELT™, has been applied in the real world to consistently and successfully smelt complex materials in integrated metallurgical facilities such as Glencore’s Kazzinc Ltd. operation in Kazakhstan, Umicore Precious Metals Refining in Belgium and Aurubis AG in Germany. Glencore Technology also offers hydrometallurgical processing, through the Albion Process™ technology, opening up viable flowsheet options previously not possible for these complex feeds. This paper describes a number of real world process flowsheets at global operations and Glencore’s own operations at Mount Isa and Kazzinc Ltd., which process complex feeds. These flowsheets integrate the ISASMELT™, Albion Process™, ISACONVERT™, ISAKIDD™ Tank house, and bottom blown oxygen cupel (BBOC™) technologies to provide an effective process solution for the treatment of complex polymetallic feeds to produce metallic copper and associated by-products. INTRODUCTION Traditional smelters and those built in recent times within the bulk smelting hubs of the world have been designed to treat standard/clean concentrates. In recent years the processing of complex polymetallic sulfide concentrates and the recycling of secondary copper and derivatives of waste electrical and electronic equipment, such as e-scrap, have become a focus for numerous companies (Alvear & Nikolic, 2013). Processing of these complex feeds, characterized by relatively high levels of minor elements (over 5% of elements such as arsenic, antimony, bismuth, lead and zinc) is more challenging. Facilities not designed for these types of materials may require significant modifications or a change in smelting technology to treat them. COAL'S importance in the metallurgy of zinc may be gauged by the fact that approximately a million and a half tons is so employed annually in the United States. This brief paper will show in what way the various steps in the treatment of zinc ores utilize this fuel, either in its primary form or as coke or gas, and to what extent. The first step in zinc metallurgy that requires the use of fuel is roasting the sulphide ore, which is the type of ore in which zinc commonly occurs. Since the roasting is nearly or completely autogenous, however, this use of fuel is too minor to warrant further attention. Concentration of zinc ores is usually carried out by conventional milling methods, but a pyrometallurgical method, the Waelz process, is used to concentrate certain low-grade ores, and to recover the zinc content of certain residues in concentrate form.
