The separation of rare earth elements is a complex process that is industrially carried out using liquid/liquid extraction. Detailed flow sheets of solvent extraction plants for the separation of rare earth elements are rarely available in the literature which limits the opportunity to teach and test the application of data reconciliation, process optimization and control to these types of plants. The basis of a simulator for a rare earth elements separation plant is described in this paper. The simulator is used to adjust the organic phase and stripping acid flow rate in a separation circuit of heavy rare earth elements from light one?s.

Gypsum, the dihydrate form of calcium sulfate, has a history of usefulness to man dating back several thousand years, and a worldwide industry has been built on the mining and processing of this versatile industrial mineral. However, anhydrite, the other prin¬cipal calcium sulfate mineral, has very limited use, so much so that separate statistics for it are not always kept, but are usually included with those for gypsum. Although often found in close association, the two minerals have important chemical differences in that anhydrite is the anhy¬drous form of calcium sulfate (CaSO4) whereas gypsum is the dihydrate (CaSo4.2H20). These two molecules of combined water result in significant differences in hardness, density, and solubility of the two minerals. Of most importance, however, is the difference in thermal properties wherein gypsum, upon the application of a modest amount of heat, can be converted to the hemihydrate of calcium sulfate (CaSO4 '21H20) or plaster of paris, an intermediate product upon which is based over 90% of the value of all calcium sulfate end products. Anhydrite, on the other hand, is inert at these temperatures and its uses have been limited to only those few cases where calcium sulfate in the anhydrous form may have an advan¬tage. The earliest known use of gypsum plaster dates back some 5000 years to the time of the Pharaohs of Egypt who had discovered that gypsum rock, when exposed to fire, broke down into a powder which, when mixed with water, would form a putty that could be plastered on a rough mud brick or stone wall to make a smooth finish. It was used down through the centuries in a limited way for ornamental purposes, but did not achieve wide acceptance because of the quick (25 to 30 min) setting or hardening time which made it difficult to use. The first real understanding of gypsum chemistry was developed in France about 1755, and the gradual growth of its present utilization dates from that time. In the United States, the first utilization of gypsum was to grind it to a fine material for use as a soil conditioner at about the time of the Revolutionary War, and the term land plaster for ground gypsum was coined and has remained in use. Another cementitious material-lime or calcium oxide-had become the usual plastering material, but by about 1870 a method for retarding the set of gypsum plaster was discovered; today it has almost completely replaced lime as a plastering material. In recent years, gypsum products sold in the United States have reached a total valuation of approximately $2 Gpy as illustrated in [Table 1].

PROJECT DESCRIPTION The York Durham Sanitary System (YDSS) Interceptor in the Town of Richmond Hill located just north of Toronto, Ontario, Canada will see the construction of a tunnel extending along 19th Avenue for a length of approximately 3.8 Km from Yonge Street, east to Leslie Street and will have a minimum internal diameter of 2.1 m. t to Leslie Street and will have a minimum internal diameter of 2.1 m. The tunnel will connect into four shafts, for which two of the shafts will be constructed using the slurry wall construction method given the high water table and difficult ground conditions encountered at these locations. The two shafts noted as Access Shaft No. 2 and No. 3 were designed and constructed to meet regulatory conditions, which required a sealed shaft construction method. GEOGRAPHICAL PROFILE The ground conditions in the Toronto region consist predominately of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits, and beach sands and gravels. The shallow geological formation found in the project area consists of four types of deposits: Oak Ridge Morain deposits, Halton Till, Glacial lake deposits and Organic soils. The Oak Ridge Morain is the dominant deposit encountered along the tunnel alignment. This formation consists of three deposits: The Upper Till, Middle Sand and the Lower Till. Standard penetration tests (SPT) carried out in these deposits measured N-values ranging from 2 to more than 100 blows/300mm which indicate very loose to very dense soil conditions. The Middle Sand deposit will be the dominant feature within the slurry wall construction at access shafts 2 and 3. Access Shaft 3 The base of the slurry wall will be 20.5 M below the ground surface. Slurry wall excavation will be within peat and organic soils found at the upper 3 M, followed by 5 M of the Upper Till. The remainder of the excavation will be within the Middle Sand. The piezometric head elevation is found at the ground surface. Access Shaft 2 The base of the slurry wall will be 22.5 M below the ground surface. Slurry wall excavation will be entirely within the Middle Sand 2.The piezometric head elevation is found at 7 M below the ground surface.

Disc cutters have determined excavation rates of rock tunneling projects for more than 50 years. First developed in 1956 by James S. Robbins, disc cutters (then 279 mm or 11 in. in diameter) were used to bore limestone of 190 MPa (27,500 psi) unconfined compressive strength (UCS) and were loaded with 7.12 t (15,700 lbs) each. Modern cutters have reached up to 508 mm (20 in.) in diameter and are typically loaded with up to 31.7 t (70,000 lb) to economically bore through the hardest of rock up to plus 400 MPa (60,000 psi) UCS. New developments, such as larger cutter diameters, are geared to increasing the bearing capacity and wear life of the cutting structure. This, in turn, increases cutter life, cutter load and cutter penetration. Disc cutters have also been re-designed on a small scale for use in hard-rock utility installations. Additional variables also affect the three factors, including cutter spacing on the cutterhead, cutterhead diameter and cutter materials.

"Minnesota has robust reclamation standards and have proven results in the taconite mining industry. Reclamation of overburden spoils, lean ore spoils and fine tailings from taconite production has generally been successful on the Iron Range, using a low input standard reclamation practice. Success at reestablishing vegetation on these landscapes is likely due to fairly favorable chemical and physical properties (e.g., few limitations due to acidic generating materials, metal toxicities and water and nutrient holding capacities). However, coarse tailings reclamation has proven more difficult, presumably due to lower nutrients and challenges with moisture holding capacities. Research efforts conducted since 1990 have struggled to develop a reclamation strategy for coarse tailings that meets the Minnesota Mineland Reclamation Rules, Chapter 6130. However, new breakthroughs in scram mining technologies are producing fine and coarse tailings that have not been encountered nor reclaimed in northern Minnesota. Scram mining in Minnesota is defined as those mining operations that produce natural iron ore concentrates. Innovative research is underway to investigate and determine successful reclamation strategies to reclaim scram mining tailings from these scram mining operations. The research program is conducted through collaboration with SEH, Prairie Restorations, Inc. (PRI) and Mining Resources, LLC with funding support from the Iron Range Resources and Rehabilitation Laurentian Vision Partnership minescapes grant program.The research program was divided into three phases:Phase I. Bench-scale testing to identify successful treatments to reclaim and restore scram tailings through evaluating surface soils amendments, viable seed mixes and plant germination, growth and densities. Phase I was completed in early 2015.Phase II. Field-scale pilot trial to test larger scale effectiveness of the treatments deemed successful in Phase I and test various vegetative assemblages and planting techniques focused on the unique challenges with scram tailing basins. Phase II was completed in late 2016 with a summary monitoring report.Phase III. Produce a technical report of results for the research undertaken in this study, as well as compile prior reclamation results used during previous Minnesota iron mining reclamation projects on tailings basin applications. Phase III was completed in 2017 with a summary monitoring report and recommendations."

PRINCIPLES OF MINE PLANNING During the initial planning stages, all mining operations are analyzed and evaluated in a similar fashion. This similarity holds true because the mine-planning procedure can be reduced to a network of interrelated systems that are tied together by a common philosophy of mine planning: namely, that the resource is to be extracted in a manner which is safe, efficient, and profitable. The success of the mining operation cannot be guaranteed unless each of these three requirements is met. Fig. 1 shows a flowchart for the initial planning of any mining operation. Notice that there is a preplanning stage that leads to the planning of four interrelated systems. The preplanning stage includes property exploration, estimation of production and manpower requirements, and the establishment of construction timetables. The four systems, evaluated after the pre-planning stage, are broken down into the following: (1) Excavation and handling system, (2) Strata control system, (3) Operating support system, and (4) Service support system. The Excavation and handling system includes the selection of all the equipment for the removal of the resource from its in-place deposit (e.g., draglines, continuous miners, rock drills, etc.) and for the transportation of the mined material from the face (e.g., belt conveyors, trucks, etc.). The Strata control system incorporates all those considerations which maintain the integrity of the roof, ribs, floor, and overburden both during and after the extraction phase; typical considerations in this area include pillar sizing, artificial support of the immediate roof in mine entries, and subsidence protection. The Operating support system contains the "necessary evils" of mine planning; the system consumes a large percentage of the mining engineer's planning time but does not contribute to the actual extraction of the resource. However, if proper attention is not paid to the various components of the system, such as ventilation, drainage, and power, then the mining operation will not perform to its capabilities. Finally, the Service support system is composed of those operations which keep the mine running efficiently; typical examples of these include maintenance and sup- ply. One important concept that Fig. 1 is designed to emphasize is that the four systems are interrelated; typically, a slight alteration of one can affect the performance of another. If these interrelationships are ignored, the effects on the system can be disastrous. The mine preplanning stage and the four subsequent system evaluations constitute the Analysis portion of the mine planning flowchart. After this portion of the study is completed, the overall projected operation can be evaluated by techniques such as financial analysis. This last step in the study is referred to as the Synthesis of the previously calculated parameters into an overall plan. Much has been written about the overall evaluation of mining properties, but, over the past thirty years, very little has been written about the analysis of mine- planning systems in a coordinated manner. Further, those texts which attempted this topic have failed to give sufficient examples for successful implementation, thus supporting the operating engineers' lament that it is easy to discuss theories but difficult to show applications. This text is intended to bridge this gap. Examples of the various stages of the analysis portion of the mine planning flowchart shown in Fig. 1 will be covered in this text, with the exception of the Service support system, since this system is oriented more toward day-to-day planning than long-term mine planning. INTERNATIONAL STANDARDIZATION The benefits that can be derived from an international standardization of the units used in mining engineering calculations are numerous. The interchange- ability of equipment parts and the ability to analyze and compare performance and design specifications on an equal basis are just two of the goals desired by both manufacturers and mine operators. Unfortunately, conversion to an international standard has not been rapidly achieved by engineers in the United States, due to their training under the English system. The Society of Mining Engineers of AIME has made the commitment for the adoption of the Systeme International d'Unites (SI) in all mining engineering calculations. Since many practicing mining engineers and students in undergraduate programs still find difficulty in relating to SI units, the calculations in this textbook will use the English system, with Table 1 available for conversion into SI units.

12.1-BASIC AND PARAMETRIC CRITERIA IN THE SELECTION, DESIGN AND DEVELOPMENT OF UNDERGROUND MINING SYSTEMS STEFAN H. BOSHKOV AND FRED D. WRIGHT The criteria governing the selection of an underground mining system relate to several factors the importance of which varies with geographic location, the state of development of the industrial technology, the economic climate in the Nation and, perhaps, in the world-all these as functions of time. Thus, the best choice of a mining method depends upon sets of definable and undefinable values for numerous factors that may be considered fixed at the precise point in time. Subsequent changes in economic and/or technological developments may necessitate modification or complete revision of the existing mining system. A classification of criteria for selecting a mining system must be based on the broadest definitions. Specific cases may present simple solutions or pose very intricate questions, the answers to which are frequently based on judgment rather than explicit logically reasoned and derived results. Specific criteria may be of negligible consequence in some instances and of overriding importance in other cases. It would be foolhardy to attempt to point out, in the limited space available, all possible variations and interplay of factors, as well as to define the setting in which this interplay can take place. The reader is, therefore, referred to the case histories described in the subsequent parts of this section where actual practice will point out the variability of the problems encountered in the selection of a mining method. A popular thesis suggests that the proper approach to selecting the method of mining should be rooted in the inverse solution, whereby the limitations of the various methods in use serve as criteria to eliminate most of these methods from consideration in the specific case. This narrows the ultimate selection to one or perhaps two most appropriate methods. At this stage, a critical comparison analysis will lead to the ultimate choice. Although such a negative approach un¬questionably is valid in discarding obviously inapplicable mining systems from consideration, it falls short in defining the best system, which in practice quite often turns out to be a variation of a textbook standard, or a combination of two or more such standards. Because the deployment of capital and manpower over a long-term commitment closely follows the selection of the mining system, the decision-maker can well afford to spend a great deal of time and effort in evolving the optimum solution for the peculiarities of his specific case. Within the basic engineering tenets of economy and safety to which the design of a mining system must adhere lie numerous factors of constraint which may be grouped, somewhat arbitrarily but for ease of discussion, into several categories. The criteria that enter into the choice of a mining method derive from the following groups of factors: 1. The shape, size and spatial position of the ore deposit.

When addressing Germany’s resource supplies, we need to distinguish between those domestically available and imported ones. Resource extraction ostensibly competes with the designation of protection areas. However, the parallel existence of wildlife and plant life, and operations in the areas used for resource extractions is continually underestimated. The European Commission has compiled guidance documents facilitating the extraction of resources from protected areas. With regard to resource productivity, the market appears to be the appropriate instrument for minimising resource consumption. Policy makers are now called upon to create a legal framework leading to a consensus accepted by society.

Explosions in underground coal mines have been a serious safety concern since the advent of mining; despite significant technological advances, they are still occurring. Parameters such as barometric pressure, geological changes, and changes in ventilation can contribute to an explosion. These factors can be monitored with available and developing technologies to create algorithms that predict when explosions are more likely to occur. This paper reviews current underground atmospheric monitoring systems and related regulations around the world. In addition, suggestions for improvement and implications for explosion prevention are discussed.

The Galore Creek Mine project is one of the newest major mining projects under development in Canada. The project is located in a very remote area of northwestern British Columbia and is being developed by NovaGold Resources and Teck-Cominco of Vancouver. The mine project comprises one of the largest and highest grade undeveloped porphyry-related gold-silver-copper deposits in North America. In order to access the mine site a new 120 km road is required including a 4.4 km mine access road tunnel. Glaciers with heavy snow pack cover approximately two-thirds of the tunnel alignment with a maximum cover of 1200 m. The size of the access road tunnel is about 50 m2 and has been designed as a large single lane road tunnel to accommodate the transport of large size mining equipment for mine start up and ongoing operations. The rock conditions along the tunnel alignment comprise very strong volcanic rocks. Key services for mining operations will be incorporated into the tunnel comprising diesel and power as well as the concentrate pipe-line. Structural portal canopies and portal houses have been incorporated into the tunnel design due to the risk of rockfalls and avalanches in the portal areas. The mine access road tunnel is a significant and critical-path component to the overall project to provide vehicular access to allow construction of the mine site. In order to meet the expected mine start up date the construction of the tunnel works have commenced prior to any other works at the mine site and will be constructed entirely by helicopter support. The tunnel works commenced in the summer of 2006 with the advanced excavation of the overburden materials at the portals. Tunnel construction from the North portal commenced in the spring of 2007. When completed, the mine access tunnel will be the longest private road tunnel in North America. The key design and constructability issues for the mine access road tunnel project are presented and discussed along with a construction status update as of late 2007.

Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. A site-specific blasting model has been developed for the Asarco Mission mine. The main inputs to the model are the in-situ block size (F80), the post-blast fragmentation (P80) and the intact tensile strength (To). The output from the model is the specific blast energy (ESE). Modern techniques are being used to obtain the input parameters for the site-specific blast fragmentation model. In particular, image processing software is used to obtain both the in-situ block size and the post-blast fragmentation, and the Schmidt hammer is used to obtain the tensile strength at numerous locations throughout the rock mass. An initial model was developed using five test shots in one area of the mine that contains Argillite and is relatively homogeneous. This also included calibrating Schmidt hammer readings against actual Brazilian tensile measurements. The model for Argillite will be updated as more tests are conducted, and the model will be extended to the other four primary rock types at the Asarco Mission mine.

The mining industry has had three difficult years. Commodity prices have remained low and investor confidence in the industry has been shaken. And even though the Asian economy appears to be improving, it will be some time before this improvement will translate into better commodity price conditions for mining. In addition, increased environmental and social restrictions that have been placed on the industry in developed and developing countries have made mining a more difficult proposition. And, if that is not enough, the global mining industry has found itself in fierce competition with Internet businesses for investor capital. Despite that gloomy picture, more than 10,500 mining industry professionals from about 70 countries gathered in Toronto, Ontario March 5-10, 2000 for the Mining Millennium 2000 conference. This meeting was a joint effort between the Canadian Institute of Mining, Metallurgy and Petroleum(CIM) and the Prospectors and Developers Association of Canada (PDAC).The joint meeting also featured two trade exhibitions and more than 150speakers. PDAC’s trade show attracted about 400 exhibitors and an additional 200 in the concurrent Investors’ Exchange. CIM’s exhibition attracted about 600 equipment and service companies.

Deformable materials are sometimes added to ventilation stopping constructions to prevent damage caused by convergence in coal mines. However, adding deformable materials can significantly reduce the capacity of a stopping to resist transverse loading. As part of its mining health and safety program, the National Institute for Occupational Safety and Health (NIOSH) has conducted research on the effect of various materials with different deformation properties on the transverse loading capability of a stopping wall. Based on a three-point hinge method of failure, a half-wall method of testing in the NIOSH Mine Roof Simulator was used to simulate full-scale wall behavior. This simulated the fracture initiation and eventual failure of the stoppings from transverse loading. The impact of the modulus of elasticity of various deformable materials was examined in this study. A polystyrene foam block with a low modulus of elasticity, which is commonly used as a deformable material, was shown to degrade the transverse load capacity of the stopping by as much 95%. Other materials with higher modulus of elasticity preserved more of the transverse load capacity of the stopping, but were not able to absorb as much convergence. This paper presents the results of a parametric study that quantifies the impact of various deformable materials in block stopping construction under transverse load conditions. Spontaneous combustion in underground coal mines has become a serious problem particularly in the caved area (gob). Recent statistic has shown that approximately 17% of total 87 underground coal mine fires in the United States are attributed to spontaneous combustion (De Rosa, 2004). Spontaneous combustion results from a self-heating process in exothermic conditions. The accumulated heat, if not removed, is conducive to the rapid increase of temperature and may result in mine fires or explosions. It is well accepted that the interaction between oxygen and coal substances is the main cause for spontaneous combustion, while other factors such as pyrite, moisture, and bacteria play a secondary role to the self-heating of coal. Therefore, only coal oxidation is considered in this study. Coal oxidation occurs as coal comes into contact with air. This process involves complex phenomena in terms of heat transfer, chemical surface absorption, and energy balance related to inherent properties of coal (Wang et al., 2003). For simulation purpose, overall reactions can be simplified as suggested by Mitchell (1990): C + O2 CO2 + heat [65°- 94°C] (1) CO2 + C 2CO + heat [100°- 150°C] (2) Stoichiometric reactions (1) and (2) show that 2.66 grams of oxygen are required to oxidize 1.0 gram of carbon. Once the temperature exceeds 100°C, the reaction has little chance to stop. The crucial step in reducing spontaneous combustion risk is locating the ignition point of spontaneous combustion (hot spot). This information is useful in the effort of developing a preventive method effectively. In this study, this was conducted based on the best gathered information: ventilation surveys conducted in an existing longwall mine located in the western US; the laboratory experiments performed on a physical gob model; and the CFD models to investigate the flow behavior in the gob, the oxidation of coal, and heat transfer phenomena. The hot spot location is determined as a function of oxygen concentration and gob temperature. The critical values are the following: 5% (by volume) for oxygen and 100°C for gob temperature. CHARACTERISTICS OF GOB MATERIAL AND MODELS Permeability Concept Permeability is one of the key parameters in any study dealing with porous medium. This is determined by particle size and the ratio of void volume to the total volume (porosity) of porous medium. This relationship is known as the Carman-Kozeny equation (Scheidegger, 1957) and is given mathematically as [ ] where k* = theoretical specific permeability, m2 dm = the mean particle size, m n = porosity However, permeability tests with various particle sizes were carried out at the University of Utah?s ventilation model (Figure 1) to verify this relationship. These tests indicated a necessity to modify this theoretical relationship. A factor of 0.898 was obtained to make up the different between theoretical permeability and the experimental one. The modified version of (3) is given by: [ ] This equation is used to determine permeability of the simulated mine gob throughout the study. [ ] Mine Gob Material The gob is represented by zones filled with material of given size distribution. For physical measurements and CFD simulations, the material used were crushed rock and coal. Due to compaction, three different characteristics of gob material were used in the model: unconsolidated, semiconsolidated, and consolidated. In the real condition, the largest coal-rock particles are more likely to be located in the area behind the shields. This material is freshly broken and unconsolidated. The size of these broken particles is based on a study carried out by analyzing images taken from the area behind the shields in three coal mines in the United States (Pappas and Mark, 1993). The results have shown that the mean size of materials behind the shields is about 1.22 m. The permeability associated with this size was then obtained from (4) and permeability tests. This was 4.68 x10-7 m2. For semiconsolidated and consolidated zones, due to the lack of experimental data, these were determined through CFD simulations. These simulations were designed by assigning a permeability of 3.15 x 10-8 m2 for consolidated zone and 7.98 x 10-9 m2 to the other zone. The airflow pattern in the gob assigned with given permeabilities was expected to follow the experimental distribution (Brunner, 1985). The mean particle sizes for the semi-consolidated and consolidated zones were 0.02 and 0.006 m, respectively; smaller than those of the unconsolidated zone. Figure 2 shows the 3D view of permeability changes in the gob.

Collaboration between education providers is the key to long-term sustainability and improved quality in mining education. The mining industry is now, more than ever, an industry doing business on a global basis. Staff are recruited by global mining companies in many different countries and can find themselves deployed anywhere in the world. The mining engineer of tomorrow must be willing to take on this international challenge, and must be educated to a level where he or she has a comprehensive grounding in technical aspects of mining engineering, but also a well-founded appreciation of management, social, environmental and cultural issues that may be encountered around the world. In order to deliver such an education, academic providers must collaborate at both a national and international level. This paper provides an overview of progress that has been made in Australia through the national joint venture ? Min¬ing Education Australia (MEA). Supported by the mining industry in Australia, through the Minerals Council of Australia (MCA), MEA has been operational since 2007 and is seeing the development of a range of innovative courses and delivery methods, together with a high level of staff cooperation across the country. MEA has also commenced some international teaching initiatives that are seen as a catalyst for a far greater degree of international collaboration in the future. Such activity is not only to the benefit of the students who are taught by experts from around the world, but it also ensures that individual univer¬sity programs remain viable in terms of staffing numbers and financial performance. The paper also presents some statistics on recent upward trends in mining engineering student numbers from around the world, in response to the global shortage of mining engineers.

Worldwide minerals exploration slipped in 1992 from 1991 levels. Although industrial production figures showed the US economy emerging from recession in early 1992, it was not until February 1993 that the lagging indicator of unemployment dropped to 7%. Most other industrialized countries are still in recession. Preliminary data for 1992 showed industrial production dropping in Japan (5%), Germany (1.4%), the United Kingdom (0.5%) and France (1.4%). The slowdown in industrial production led to reduced mineral demand. This resulted in lean cash flows from mining operations, which squeezed exploration funding. Although mineral prices were steady during most of 1992, some mineral commodity prices began falling in late 1992 and early this year. Exploration 1991-1992 According to Metals Economics Group (MEG), planned 1992 exploration expenditures were down by about 5%. Geographically, the leading exploration target was the United States with 21 % of the expenditures, followed by Australia (19%), Canada (18%), Latin America (15%), South Africa (9%) and the western Pacific (7.5%). The remaining 10% was split between Europe and Africa. There were absolute increases in exploration expenditures in the United States and Latin America. Latin America showed the largest increase. The change in the Mexican mining law allowing foreign ownership of mines should result in the inflow of direct foreign investment in Mexico's mining industry.

Public-private partnership efforts are working to create green landscapes from abandoned industrial sites. Fabricated soils, potentially an essential element of such landscapes, are designed to substitute for topsoil on the areas free from ground cover and plant community. The aluminosilicate matrix and humus form the soil micelle - the primary unit of any soil complex. Humus formation is a process based on carbon-nitrogen interaction. Sources of carbon can be materials rich in easily composted products like cellulose and polyphenols (plant leaves) or aged lignin polymers (saw dust from different woody plants). The pathways of carbon-nitrogen complexes are discussed. Properties of the fabricated soil components were examined by bio-tests and plant models.

Through a unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT) Center, a video packed, dazzling CD-ROM training program was developed for new miners entering the aggregate industry. Why this product was developed, and why the aggregate industry, will be discussed along with the challenges faced throughout the project. Cooperation from every one involved including MSHA made this the product of which all other training materials in the mining industry will be measured against in the 21st Century. This product's versatility and wide application makes it a tool that is as critical to a mine's success as any earth moving machine. Developed with both state and federal grant moneys allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.
