Success of The Carter Mining Company's safety program can be primarily attributed to "total immersion" of all operating and staff personnel in program design and implementation. Currently, the Company operates two surface coal mines in Campbell County, Wyoming. Total employment is about 440 and current annual production is about 15 million tons. The safety program has evolved from one which was administered primarily by staff personnel (the Safety Department) to one which requires active participation by line management and operating personnel. Lost time accident frequencies have declined from a high of 1.86 per 200K hours worked in 1978 to zero in 1982. Reportable accident frequencies have declined from slightly over 5 to slightly over 2 during the same period. Analysis of program results indicates that the most important achievement by the company has been to gain strong commitment to safe operation by all employees. It is important that program format and content be frequently changed and modified so that: 1) The requirement for safe job performance is communicated well and often, 2) The safe job performance message is trans- mitted in new and interesting ways, and 3) Operating personnel participate in design and implementation of the program.

Depletion of easily accessible coal reserves and stringent competition in coal marketing has led to the coal industries' need to more accurately assess alternate development scenarios and to develop well-conceived produc¬tion plans. This, in turn, has encouraged the active use of the computer during resource eval¬uation and mine planning. Morrison-Knudsen, (M-K) has developed proprietary software, known as "EAGLES", to support not only its own mine planning and development activities but also the mining industry in general. The EAGLES system provides complete geologic modeling, mine planning, production modeling, equipment modeling, and cost and financial modeling capabilities. In addition, EAGLES can be used for geotechnical studies, environmental assessments, and surface and groundwater hydrological evaluations. Another important tool used in today's mine development is Landsat (remote sensing). Landsat is especially useful in the evaluation of mining activities at remote mine locations and for megascale assessments of geologic structures and hydrologic regions. The use of scientific systems in the development of surface mines is being well integrated into today's mining operations and will be a major factor in the planning, development, and operation of mines in the future.

The Saskatchewan industry has the advantages of an ore body of a size and consistency unmatched anywhere else in the world, and large, efficient mines with production costs that compare favourably with those in other countries. On the minus side, Saskatchewan is remote from most major markets, and producers face a distribution challenge to reach the offshore markets which is the main focus of this presentation. One of the characteristics of the world potash business is that all of the major sources of production are located in the developed areas of the world, while there is no significant production in any of the highly populated developing countries. The major potash producers are located in Canada and the United States, in West Germany, France, Spain and the U.K., in Russia and East Germany, and in Israel and Jordan. There is currently no significant production in any of the countries in Asia (with the exception of Jordan where a plant is currently in the start-up phase), Africa, Latin America or Oceania, and all of these areas must, therefore, import a11 of their potash requirements from the producing countries.

A compressed-water hydraulic pulse generator (HPG) for nonexplosive blasting of rock and concrete is described. Energy is stored in the HPG by compressing water to ultrahigh pressure. A large, fast-opening valve discharges the compressed water, resulting in a high-energy impulse. The HPG can be used for small-scale bench blasting by discharging the water through a nozzle that is closely fitted into a borehole. A bench blasting system requires an HPG, a drill and an indexing mechanism to allow insertion of the HPG nozzle into a drilled borehole. Systems with discharge energies ranging from 40 to 250 kJ have been used to excavate hard rock, including andesite, granite and quartzite. The largest system can excavate 15 t/h (16.5 stph) of massive quartzite based on a 2-min cycle time for hole drilling. Blasting with an ultrahigh -pressure hydraulic pulse generator was demonstrated as an effective means of excavating hard, massive rock under the confined conditions of a tunnel opening or underground sloping panel. Hydraulic blasting provides a continuous mechanized mining capability that is well suited for deep-level mining and urban excavation sites where explosives are prohibited.

Differential reduction and expansion or shrinkage of hematite under the influence of intimately associated foreign oxides may be a source of stress formation and sinter degradation during blast furnace reduction. To study specific effects, synthetically prepared hematite powder evenly doped with 1 % by weight of several elements present as oxides, was pressed into tablets and sintered at high temperature prior to reduction. Continuous theimogravimetric and dilatometric analyses were performed on the sintered tablets as these were being subjected to reduction under simulated blast furnace time/temperature/gas composition conditions up to 1183 K. These findings were coupled with observations on the microstructure of tablets removed from various stages of the reduction process. The results indicate that the degree of expansion or shrinkage of hematite during reduction is highly dependent upon impurities associated with the original material; marked differences in reduction rate and microstructure were observed as well. An important finding is that the influence of a particular additive can also strongly vary from one reduction stage to the next. The reduction behavior appears to be affected by the physical and chemical nature of the associations formed by the added elements.

System simulation is an increasingly popular technique for analyzing and improving existing as well as newly designed underground mining operations. An engineering firm that specializes in simulation helped a major metals producer build a long-range planning model of an existing underground mine. Subsequently the team adapted this model to assess technology alternatives in the design of a new mine. The two models differ in the level of detail used for modeling the development process. This paper discusses the differences in approach between the models along with the experiences gained and challenges faced during the construction and use of the models.

It has been estimated that about 45 tonnes of mercury are emitted annually in the USA in the atmosphere as a result of burning coal in power-generating plants. A similar situation had existed in the metallurgical industry particularly in zinc production plants but this problem has been solved long ago by introducing scrubbing systems. Methods of mercury removal and recovery are discussed.

The emphasis will be placed on the macro engineering view of integrated multiple operation plants such as those that typically involve stages of size reduction, sol id-sol id separation, solids storage, chemical reactions involving sol ids, sol ids disposal, etc. The macro engineering view is chiefly concerned with balancing and optimizing the bigger picture of how various unit operations interact technical and economically with each other in an approximate sense rather than how a specific unit operation can be technically described and optimized in detail (micro engineering.)

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. INTRODUCTION Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of contaminant metal ions and other chemicals on the flotation. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances, cations such as Ca2+, Mg2+, Fe2+, and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions. Some adsorption (abstraction) experiments were also performed. Experimental materials and methods The barite used was a high-purity, naturally occur¬ring mineral sample (Kings Creek, SC). The material was ground in a porcelain mill and a fine fraction (mean particle size 11.49 µm) separated out by air elutriation. The mean size was determined by an aqueous sedimentation method using a CAHN electro-balance. In the method, an 0.6-g sample of the barite was dispersed in 450 cm3 of pH 7 water containing 0.01 g of sodium tripolyphosphate. The mean particle size was denoted X0. The stability of the barite suspensions was determined by a comparison of the mean size of the investigated barite suspension aggregations with the mean size of barite powder determined in the presence of sodium tripolyphosphate. The mean sizes (X) of the barite aggregations were determined using the same amount of water and barite sample as in the measurements of dispersed barite particle size but without the presence of polyphosphate. The ratio X/Xo is thus a measure of the stability of a suspension (the greater the ratio, the less stable the suspension). The adsorption (abstraction) experiments were carried out in polyethylene bottles containing 1 g of barite powder in 200 mL of solution. The solids were added to a solution containing a known concentration of metal chloride salts (AlCl3, FeCl2, MgCl2, and CaCl2) . The pH was controlled by both HCl and NaOH addition. The suspensions were agitated in a shaker for three hours. The final ion concentrations in solution were determined by atomic absorption analysis. The electrokinetic measurements were made using a Komline-Sanderson Zeta Reader in a conventional manner. All experiments were carried out in the presence of 1.0x10-3 k.mol/m3 NaClO4. The authors have been interested in stress measurements in the rock mass for a long time. This paper describes the development of new apparatus for stress measurements in a rock mass. The principle of stress measurement by this device is based on the relief method as applied on the conical shaped surface of the bottom of a borehole. The design started based on the experience of K. Sugawara and Y. Obara who have been using the compact conical borehole over-coring system (CCBO). The conical shape of the strain gauge probe CCBO makes the fixation of the probe in borehole easy and, also, makes the measurement of stress in independent directions possible. The principle of the measuring method, the preparation of the borehole, the design of the probe for continuous measurement of stress during the course of overcoring are described. Also, a simplified version of the probe for long term monitoring of stress variations in the rock mass by means of the inserted body method and the initial laboratory results and in-situ testing of the development sample are described. Additionally, testing was done regarding the possible glues in relationship to the creep effect for this case.

The Mississippian Salem Limestone, from which dimension stone is quarried in Indiana, is principally a calcarenitic rock formed of fossil bryozoans, echinoderms, and specimens of Endothyra. Numerical associations of the fossils, binding materials, oölitically coated fossils, and voids were determined by counting points on the surfaces of 278 thin sections of the limestone. Median sizes, coefficients of sorting, and skewness numbers were computed from measurements made of constituents in these thin sections. Many other samples and numerous exposures of the Salem and contiguous parts of adjacent formations also were studied. The organisms that furnished the skeletal material for formation of the Salem Limestone were chiefly gregarious and communal. Salem rocks are formed of nearly whole skeletons, of dismembered or slightly damaged skeletons, and of skeletons thoroughly ground up, because currents in the Salem sea varied in their ability to move and damage these materials. Locally the sediments are of uniform grain size because of sorting by currents and because related organisms grew to similar sizes. Rocks of the formation contain different proportions of the fauna both because the animals lived in these proportions and because their skeletons were mixed together by currents. The proportional relationships between members of the fauna were constant locally and for short periods of time. Study and mapping of the faunal associations, numbers of oölitically coated fossils, bedding structures, and size parameters enables geologists to suggest sedimentologic histories and sequences in areas of various sizes. Interpretations based upon such areal studies are necessary for evaluation of the dimension-stone potential within the Salem Limestone.

The U. S. Army Corps of Engineers is seeking empirical slope data from mining companies and other organizations to help establish guides for engineering Judgment in crater excavation for canals and other civil works. Slopes from about 100 open pits and other excavations range in heights to greater than 1000 ft. Factors known or expected to affect stability (and optimum slope inclination) are: geological structural orientation, geological structural ordering, method and technique of blasting, design life of slope, groundwater conditions, depth of excavation, climate, and height. These and other more subtle factors appear to combine and produce an overall effect brought out best on a family of empirical curves relating slope height and inclination.

Characterization and analysis of multiphase particles and/or particulate systems (such as the packed particle bed) are of great technological importance for mineral processing applications. In general the performance of these applications depends on the statistical characteristics of particle microstructures, such as composition distribution, surface exposure of mineral grains, pore network structure, etc. For continued technological progress in the field of multiphase particulate processes, the need for quantitative spatial analysis of multiphase particles in three dimensions has increased sign6cantly. Such quantitative information must be accurate enough that the measured values can be used as parameters for simulation models, process design procedures, and control strategies. Modern 3D image-acquisition techniques, such as X-ray microtomography (XMT), offer a unique imaging capability that can produce high-resolution (a few micrometers) three-dimensional images of the internal structure of multiphase particulate samples. These three-dimensional image data present new challenges for image analysis, image processing, and visualization. Furthermore, important issues should focus on how to use the 3D information and derive new insights into the improvement, design, and operation of mineral processing processes. In this paper, utilization of XMT for characterization and analysis of leaching process involving multiphase particulate system is discussed.

Mining managers trying to rapidly reduce production costs tend to implement a traditional set of topdown managerial practices: reductions in production volume, employee layoffs, renegotiation of supplier contracts, cancellation of employee training, restrictions on travel, reductions in office supplies, and so forth. While these practices do reduce costs, the benefits are often limited in both magnitude and duration, and the workforce is usually left demoralized. Successful cost-cutters take a different approach. They make the continuous reduction of costs a priority for all members of the organization, whether managers or workers. The culture of these firms emphasizes the commitment, voluntarily given, of individuals and work groups to this goal. Cost-cutting practices often reject all of the traditional methods mentioned above, but are far more numerous, innovative and successful. This culture of cost reduction is the result of a set of leadership competencies that establish direction for the organization, align the organization's various constituencies with this direction, and motivate and inspire the organization. Cost reduction then becomes a routine task rather than a heroic achievement.

Interest and research in biorecovery of metals has focused mainly on cell-based metal leaching and precipitation. However, production of non-enzymatic metabolic products by microorganisms related to metals bioprocessing also deserves attention. For example, it is well known that biogenic inorganic (e. g. H2S04 ) and organic acids play a role in metal dissolution. There are other metabolic products of microorganisms which can catalyze useful metals transformations. These include methylated metabolites such as alkyl halides which can dissolve metals from ores and also reduce certain metal ions in solution to pure metallic particles. This paper describes some of our research on metal dissolution and precipitation by such metabolites. Examples include the production of high purity elemental metal particles of gold, platinum and palladium by volatile metabolic products.

Vibratory hand-tools can produce Hand Arm Vibration (HAV) Syndrome in their operators. This disease, often called Vibration White Finger, can cause varying levels of hand-arm discomfort and, in severe cases, impairment. In addition to the human suffering, there are also significant economic repercussions for industry. These include reduced operator efficiency, lost time through increased absenteeism and increasing compensation awards. In the mining industry, jackleg rock drills are a particularly troublesome source of hand vibration exposure. As a result, a significant amount of work has focused on redesigning rock drill handles to minimize hand-transmitted vibration. This paper details the results of a study undertaken to determine the effectiveness of using elastomer covered ("cushioned") handles in place of the standard steel design. The results indicate that, for a particular cushioned design, the overall acceleration level experienced at the hand-handle interface can be reduced by as much as a factor of three, relative to the steel handle. It is also shown that this reduction takes place predominantly in the frequency range above 500 Hz, with performance improving with increasing frequency. Qualitative evaluation of the cushioned handles by the drill operator indicates a significant increase in comfort over the standard steel handle.

Teeter-bed (i.e., hindered-bed) separators are used throughout the mineral processing industry for both classification and density separation. The high capacity and sizing characteristics of these units make them ideal for feed preparation prior to coarse flotation (+0.100 mm) circuits. Teeter-bed separators are typically easy to control with two basic operating parameters, including fluidization water rate and bed level. However, data show that these two parameters greatly interact with one another. Given this finding, a high-level automatic control scheme was developed and implemented on a full-scale separator. In addition, dialogue with plant operators has led to several simple changes to an already established design that improves operational and maintenance characteristics.
