Occupying a refuge alternative (RA) is an accepted practice in mine fires and explosions when escape is not feasible. MSHA has promulgated a final rule on refuge alternatives that includes a recognition that thermal environment is an important consideration. To this end, an environmental index was specified. The question remains about how to test a refuge shelter to demonstrate that it meets the final rule. The analysis followed five activities: A. Provide an estimate of heat generated by an individual refuge alternative occupant; B. Evaluate the Steadman Apparent Temperature criterion of 95°F; C. Discuss simulations based on body temperature or skin temperature limits; D. Suggest method of simulating human heat generation during refuge occupancy; and E. Suggest alternative methodologies/criteria for evaluating heat and humidity survivability inside a refuge alternative.

In modern mining, the core of mine planning and design is the block model, a simplified representation wherein the ore deposit is divided in a number of virtual rock cubes, each characterized by technical and economics parameters. Mining engineers use this model to design the mine and develop production schedules. Traditionally, sustainability issues are not considered in the mine design, planning and engineering processes but rather are incorporated in the later stages of the feasibility evaluation as necessary expenditures and operating costs. This paper describes the results of a research project aiming to develop a methodology to incorporate sustainability parameters directly into the block model, so that they become an integral part of the design, planning and scheduling processes. It is considered that the incorporation of sustainable parameters into the block model would yield a more responsible mine design and improve mining projects sustainability performance

The Iron Ore Company of Canada (IOC) is the largest manufacturer of iron ore pellets in Canada and its customer base covers North American, European and Asian steel producers. The company operates a mine, concentrator and a pelletizing plant in Labrador City, Newfoundland and Labrador, as well as port facilities located in Sept-Iles, Quebec. It also operates a 418-km (260-mile) railroad that links the mine to the port. IOC has approximately 1,900 employees. Its shareholders are Mitsubishi Corp. (26.18 percent), Labrador Iron Ore Royalty Income Fund (15.1 percent) and the international mining group Rio Tinto, which is its major shareholder (58.72 percent) and operator, with activities in more than 40 countries throughout the world. The IOC was incorporated in 1949 and by 1954 it had completed the Quebec North Shore and Labrador (QNS&L) rail line. IOC began mining in Schefferville, Quebec by 1954 and closed those operations down in 1982. In 1962, IOC commissioned the present day Carol Project consisting of mining, concentration and pelletizing facilities in Labrador City, Newfoundland. In 2004, IOC shipped its one-billionth tonne of ore on the QNS&L Railway. In 2005, IOC celebrated 50 years of mining history. The company expressed an interest in reducing the amount of oversize material (>1 m x 1 m x 1 m or 3.2 ft x 3.2 ft x 3.2 ft) being produced and its subsequent downstream effects, including in-pit sorting and reduction, damage to mobile equipment and significant delays in the loading pockets and the primary crushers. To achieve this goal, an oversize reduction project was undertaken by the mine that, to date, has significantly improved upon baseline measures. One key approach used to reduce the amount of oversize was the implementation of thicker emulsion. The introduction of a thicker emulsion provided more resistance to the forces created by dynamic water and reduced the infiltration of the emulsion into the cracks and fissures of the rockmass, resulting in reduced amounts of oversize and more consistent fragmentation throughout the muckpiles. Additionally, a significant reduction in nitrates leached into the mine water discharge has been realized. To determine the effectiveness of the oversize reduction project, IOC used a first-of-kind technology to assess fragmentation presented to the shovel at the digging face. A digital vision system (DVS) was installed on one of the shovels to capture images that were stamped with GPS locations. A large population of digital images were analyzed to produce a robust fragmentation distribution baseline that was used as one of the mine key performance indicators (KPI). Changes to blasting practice were subsequently measured against the baseline KPI to assess effectiveness.

Attending the Prospectors and Developers Association of Canada (PDAC) meeting and exhibit has become an annual tradition for many in the mining industry. Similar to last year’s synopsis, this report is an overview of the 2003 conference from the eyes of a consulting mineralogist. It is supplemented by conversations with other participants. And it examines the conference handouts. Certain segments of the mining industry have seen improvement throughout the year in terms of metal prices, stronger demand and renewed interest by the investment community. Other segments continue their decline due to depressed commodity prices, higher oil prices, a continued weakness in the global economy and war uncertainties. SARS was known to the world, but it was not a Toronto epidemic during PDAC. In short, this year’s PDAC was permeated by an air of anxiety about the Middle East.

A change of support model consists of a procedure to change a stationary histogram at a small data scale to represent a larger scale; typically a distribution of sample drill-hole data is changed to represent a chosen selective mining unit (SMU) scale. Most grade variables average arithmetically. Thus, the mean stays the same for different scales, and the variance changes according to well-established theory using average variogram values. The longstanding challenge has been to predict how the shape of the histogram changes. The discrete gaussian model is widely used because it appears reasonable and introduces few artifacts; there are no artificial minimum/maximum values and the target mean and variance are reproduced exactly. The resulting distribution shape, however, is strongly dependent on a multivariate gaussian distribution. The authors generalize the approach by taking advantage of a property of the isofactorial model, which allows one to specify where the random function falls on the spectrum between a low-entropy mosaic model and a maximum-entropy diffusion model. A measure of dissemination (MD) is computed using a ratio of the madogram and the variogram. The change of support algorithm is developed that uses a variable measure of dissemination (VMD) that is easily calculated and fit to data from the deposit. The resulting VMD change of support model is very flexible to represent different mineralization styles encountered in practice; global predictions of recoverable reserves are more accurate and decision-making is improved. A number of real examples are shown to demonstrate the approach.

The Red Dog Mine is the world’s largest zinc mine. It is located 145 km (90 miles) north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called the Northwest Alaskan Native Association (NANA) Development Corp. NANA acquired surface and subsurface title to this resource as part of its settlement lands under the Alaska Native Claims Settlement Act. In 1982, NANA entered into a lease agreement with Cominco. Cominco is an international mining company focused on zinc. It built and operates the Red Dog Mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language and traditions are as important to the NANA people today as they were in the past.

Introduction A subject long debated but rarely resolved involves the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is, unfortunately, too often treated as a controversy involving ethics and the profit motive. But, in fact, the two branches of society - industry and academia - are necessarily part of the same system. In the last 25 years, the realization has developed that research alone is not sufficient to bring about use of those results to benefit society through productivity gains and economic growth. The flow of events shown in Fig. 1 was generally believed to be the steps required for reaping the benefits of research. Today, research still has the very important role of creating new information or new ideas. However, it is recognized to be but one of many steps in a process that we now refer to as technological innovation. Charpie (1967) said, "Technological innovation is the driving force behind economic growth in the US. In this context, innovation means the process by which a new idea is successfully translated into economic impact within our own society, by providing better products, and simultaneously creating new jobs in the manufacturing of those products. Only after an investigation is put into sufficient use to have an economic effect, is it termed an innovation." One of the best depictions of the technological innovation process is shown in Figs. 2 and 3. These are adapted from Haeffner (1975), and modified by the Committee on Mineral Technology of the National Research Council (1981). Figure 2 identifies the many steps involved in the process. It designates a generalized form for interaction between the academic community and industry. Figure 3 identifies the steps in the "innovation activity" box of Fig. 2. Academia is generally responsible for developing of new knowledge and ideas, as well as maintaining and enlarging the collected body of scientific knowledge. Industry is responsible for developing new products, methods, and processes. Both institutions operate for the benefit of society, but under different driving forces. Planning of New York’s new subway line dictated the location of shallow underground station caverns and track crossovers. Clear span openings ranging from70 feet to 100 feet and lengths in excess of 1000 feet, coupled with low rock cover ranging from 25 feet to 40 feet required judicious selection of construction methods, equipment, and proper sequencing of the excavation stages. Rock classifications alone could not predict the behavior of the rock mass during construction. A robust design procedure that considered most of the important aspects of rock behavior and elements of shallow tunnel design, minimized the negative impacts of variable geotechnical data. This paper describes the intricacies of the planning and design of the $16 billion Second Avenue Subway with insight into how to overcome the design complexities and construction challenges of the urban underground.

"Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). The mining sector, which has an important place in terms of raw material and energy supply, is referred as a sector with one of the highest fatal accidents in comparison with other sectors. In this century, where occupational health and safety awareness has increased, it is important to review the past accident statistics and to determine the current deficiencies by using the information in the inventory. In this study, the Malmquist total factor productivity index (MPI) has been utilized to investigate the changes in the work accidents occurring in the Western Lignite Corporation (Turkey), where underground and surface production methods are applied, and to determine the measures to be taken. According to the results obtained, both the decrease in production amount and the increase in the number of accidents caused inefficiencies during the period in concern due to the expected 10-year economic life of the mechanized system operating in the underground production panel that came to an end in 2007 and the flooding took place in early 2017. Compared with the underground operations, it has been determined that production can be carried out at the appropriate scale despite the heavy working conditions encountered due to the changing climatic conditions and the progress of production in the surface operations.

The people within the organization then are empowered to find and to implement solutions quickly, as measured business results demonstrate in case histories of diverse mining challenges around the globe and over the decades.Urgent case for actionThe physics of mining does not change fundamentally over time, but the context in which it operates changes rapidly, periodically requiring a new face of mining. “The New Face of Mining,” which has been used as a metaphor for the campus-wide mineral resources research organization at the University of Arizona, has many facets, including societal, generational, technological, financial and environmental, but at the center, always, is humanity. The New Face of Mining is not necessarily about age, it is about people first imagining and then creating a new future for mining. The challenges facing the global industry evolve from year to year and differ in individual companies or mines at any one time.Quantified outcomes from case studies indicate that a methodology, now also offered annually in a four-day, open-enrollment leadership program tailored to the mining industry, is effective at generating breakthrough results in the mining business. Such challenges range from those with important technical components to others that are mostly social challenges. Our focus, however, is the centrality of people in aligning on and enacting the future of mining. We use the phrase New Face of Mining for leadership and ways to empower people in organizations that commonly are overlooked in the mining industry. Much has changed in the 26 years since that meeting:• The world GDP has increased from US$25.4 trillion to $75.8 trillion.• The annual number of U.S. patent applications increased from 186,000 to 629,000.• The number of websites has increased from 100 to 1 billion.• The number of academic references to artificial intelligence has climbed from more than 16,000 to more than 1 million.• The number of cell phone subscribers grew from 11 million in the United States to four billion globally."

In 1900, the average U.S. citizen’s average life span was 47 years. He traveled about 1,900 km (1,200miles) in a lifetime and resided in a home with an ice-box for food storage and oil or gas for lighting. He communicated by mail, telegraph and crude telephones with limited availability and range. By 2000, the average citizen’s life span was 77 years. He traveled an average of 19,000 km/a (12,000 miles/year) by automobile alone. He resided in a home with many electrical appliances, including refrigerators and electric lights. And he communicated almost instantaneously with any other part of the globe by several widely available means, including portable phones and e-mail.

The Lewis Street CSO Tunnel is an important element in the efforts of the Metropolitan Government of Nashville and Davidson County (Metro) to improve the treatment of waste-water in the area. The tunnel is approximately 1,675m (5,500ft) long with a finished diameter of 2,600mm(102inches). 116m (380ft) of tunnel was constructed in soil with the balance being in lime-stone rock. Excavation was with a 3,700 mm (12ft) diameter Jarva hydraulic shield in soil and a Jarva Mark 12 TBM in rock. The permanent lining of the tunnel comprised concrete pipe with steel end-rings and a vinyl liner. This paper describes the construction of the project with particular emphasis on the excavation and lining of the tunnel.

A series of gas inrush events occurred during development at Grosvenor mine resulting in exposure to elevated levels of methane at the production face. A total of 22 gas inrush events occurred releasing between 15 and 130 m3 of methane during each event. The presence of an undrained seam in the immediate floor, geotechnical characteristics of the floor, and the stress environment all contributed to these dynamic floor events, while the geological characteristics of the seam below, such as the seam thickness and ash content of 75%, prevented effective pre-drainage. However, events only occurred in headings mined parallel to the principal horizontal stress direction. In cut-throughs (C/Ts) perpendicular to the principal stress direction, no events occurred, and higher methane levels were observed at the production face.

The worldwide budget for non fuel mineral exploration was expected to increase by 27 percent in 2003 from the 2002 budget, according to the Metals Economics Group (MEG) of Halifax, Nova Scotia. The increase comes after five years of declining spending for mineral exploration. For the first time in several years, all regional exploration budget estimates for 2003 as defined by MEG would increase from similar 2002 estimates. However, MEG included 193 more companies in its 2003 survey than in 2002. As with previous MEG survey reports, estimates reflect anticipated expenditures rather than actual dollars spent. Caution, therefore, must be taken when comparing 2002 and2003 estimates or evaluating the magnitude of regional changes from year to year. Sample variations and currency exchange rates may influence year-to-year variations of MEG data. Even so, it is likely that the general climate of improved metal prices in 2003 encouraged companies that had previously left the mineral exploration sector or reduced their exploration activity to once again focus on minerals exploration or increase exploration activity and budgets.

When performing blasting operations in open pit settings, energy is released and transmitted through the geology. Some negative effects can have significant impacts on mining operations and adversely affect mine production. This technical paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. The paper includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blastinduced ground motion. Based on the results, a set of criteria is provided to implement in current and future mining operations that involve blasting near underground concrete structures. A set of techniques on how to improve vibration levels for safe operations is also presented. Knowledge of particle velocity and wave propagation for site-specific circumstances to determine a safe level of vibration is recommended. Emphasis is placed on making use of electronic detonators and early delay detonators to achieve successful levels of vibration. A dynamic analysis is necessary to determine if vibration from blasting can damage the concrete shaft structure. When reinforced concrete structures are subject to blast loading, both concrete and steel are subject to very high strain rates. As opposed to static loads, when subject to high strain rate loads these materials increase their strength significantly. In fact, they increase by more than 50% for reinforcing steel, by more than 100% for concrete in compression, and by more than 600% for concrete in tension. This finding is of significant importance in mining operations because it allows an increase in flexural capacity of individual members as a result of high strain rates. Therefore, an elevated ground vibration (PPV) or particle velocity is permissible when blasting takes place near concrete structures.

Durability risks for underground facilities can be underestimated during design phase as compared to well-known geological risks. However, unclear durability requirements can result in construction schedule delay and change orders. Unlike bridges or buildings, a unified underground durability code or standard does not exist. This paper will provide a durability approach for underground facilities, including degradation modes, mitigations, and compliance measures during construction. In addition, this paper will address how to clearly specify durability requirements in a contract document to reduce disputes during construction and discuss key durability tests that are time consuming and will impact construction schedule if not timely planned.

Sustainable development has brought social, environmental and energy efficiency concerns together with management and governance of natural resources. Cement manufacturing, an energy- and natural resource-intensive industry, is adapting to meet sustainable development goals. Emission standards for cement plants and increasing energy costs have lead to changes in the use of natural resources and recycled materials. Utilizing pozzolans or supplementary cementitious materials (SCMs) as mineral admixtures in blended cement or as a substitute for cement in concrete lowers energy costs and CO2 emissions. Although the western U.S. is rich in natural pozzolans, artificial products, particularly fly ash, have greater use as mineral admixtures. Pozzolans and SCMs have many beneficial properties, such as preventing alkali-silica reactivity, a common problem in the western U.S. Barriers exist for mineral admixtures in the cement and concrete industries because of past inconsistencies in quality or availability. New environmental regulations on the primary industries producing artificial mineral admixtures could adversely affect the quality and quantity of these materials in the future.
