Increased production through the plant was limited due to thickener circuit constraints. To overcome these constraints and maximize plant throughput to match grinding circuit capability, two options were considered: A. Adding 2000 TPD CIL circuit to operate in parallel with the existing CCD circuit. B. Adding a CIL circuit to treat the entire 4600 TPD while retaining some thickeners for tailings thickening. Option B was selected based on simplified plant operations, reduced operating costs, minimal capital requirements, reduced solution losses, and bullion grade improvement.

The continuous balling? operation whereby a moist particulate mass is tumbled in a horizontal revolving drum with recirculation of the undersize product can be extremely unstable. Product and recycle rates are subject to wide fluctuations. Although the problem seems to be well-recognized, there is little published information or quantitative data readily available, especially in relation to industrial-scale circuits. Probably the best available published results are in the Russian literature, an illustration of which is given in Figure 1. These data, taken from a study') of some of the factors which influence the stabilization of the pelletizing process, illustrate the wide variations in circulating load and circuit productivity which may be encountered over a period of operation. The problems of balling circuit stability may be traced to random seed or nuclei generation and uncontrolled agglomerate growth. The situation is analogous to that in crystallization processes where (4 considerable attention is given to nucleation control. "The mining industry suffers from a number of incorrect perceptions, one of which is that it is an outdated industry that has not changed for hundreds of years. But the truth of the matter is that mining is a vibrant, highly complex industry that not only employs highly skilled and educated professionals but is also often on the cutting edge of technology. It is an industry with projects that are ever-evolving and among the most challenging engineering feats in the world.Take for instance the U.S. 53 Highway Relocation project in Virginia, MN. While more of a civil engineering job than a traditional mining project, it is still a complex engineering challenge taking place in a mining environment that has called on the skills of eight state agencies, three federal agencies, a host of contractors and many consultants, including many from the local mining industry in the Iron Range of Minnesota.In 1960, the Minnesota Department of Transportation (MnDOT) constructed U.S, Highway 53 on a private easement owned by US Steel that cut across a massive taconite deposit. MnDOT constructed the highway with the agreement that if the highway needed to be moved to access the taconite deposit before 1987, US Steel would foot the bill. And if the move was required after 1987, the responsibility would fall to MnDOT. In 2010, MnDOT received the notice that the highway would have to move as property owner United Taconite planned to access the ore, setting in motion one of the greatest engineering challenges, and the highest risk project, in the history of the states’ transportation department.Pat Huston, U.S. Highway 53 Relocation project manager, opened the 90th SME Minnesota Section Conference in Duluth, MN on April 19 with a presentation about the project that includes 5 km (3.2 miles) of fourlane highway and a new 345-m (1,132-ft) bridge that will be the tallest in Minnesota when it is completed later this year.“This project was not business as usual,” Huston told the packed crowd. “Highway 53 connects Canada and the Iron Range to Duluth and Lake Superior. Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska -- and probably the oldest in the Pacific coast of North America -- was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced- the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Association constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. LOCATION OF COALS IN ALASKA Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. Figure 1 shows the locations of Alaskan coal fields. The only fields that have been developed extensively are the Matanuska and Nenana. Figure 2

In the past few years the world petroleum industry has increasingly felt the weight of changes in the principal economic factors affecting pro¬fits. As a result of, these changes, it has been necessary for many oil companies to acquire certain new facilities in order to strengthen their competitive positions and thereby protect their tremendous investments in crude oil reserves, pipe line facilities, refining operations, and marketing outlets. Principally these needs have been met by new capital outlays. A supplementary, method of acquiring needed facilities, however, has been to obtain existing facilities through complete or partial acquisition of other companies.' properties. It is this method of meeting competitive pressures with which this paper is concerned. This paper presents a statistical breakdown of the mergers and acquisitions which occurred in the oil industry between January 1, 1954, and October 1, 1959, showing the frequency' with which certain types of properties were acquired in each of the years studied. In addition, it discusses the principal economic conditions which stimulated many of these property trans¬fers, comments on the effects of these mergers on the consuming public, and indicates the types of, mergers and the rate at which they may be expected during the next three or four years. The basic data upon which the statistical analysis presented in this paper is based were taken from several published sources. Obviously they are somewhat incomplete because not all mergers and acquisitions were reported However;, a careful search was conducted through, The Wall Street, Journal, The Oil and Gas Journal, Potroleum Week, and The Oil Daily with the result that the data should be reasonably complete and comparable for each of the years studied, It is believed, therefore, that the statistical analysis which' follows provides a reasonably accurate indication of the general trend in mergers and acquisitions during the period studied.

The ASTM standard method D 5744-96 was developed to provide a well-defined kinetic test protocol, conducted under controlled reaction conditions, with the intent of generating reproducible results. The US Bureau of Land Management, American Assay Laboratories, and the Minnesota Department of Natural Resources cooperated in a intralaboratory and interlaboratory testing of the protocol. Intralaboratory testing was conducted on duplicate samples of gabbro (8) and siltite-argillite (5) rocks for periods of 20 to 125 weeks. The difference between replica& intralaboratory pH readings on drainage from the gabbro for the drip-trickle leach alternative typically did not exceed 0.1 units, although differences as high as 0.4 units were observed. The difference from the mean for rates of sulfate, calcium and magnesium release was typically within 10%. Intralaboratory results for the siltite-argillite samples were generally similar, although a one unit pH difference was observed for one sample. Three different laboratories tested a gabbro sample for 125 weeks, with a maximum difference from the mean pH of 0.5 units. The percent difference from the mean for sulfate and calcium release rates was typically within lo%, although values as high as 30% were observed. Data on intralaboratory and interlaboratory agreement on the flood rinse alternative of the method were limited. Replication on the sample tested was comparable to of better than that observed for the drip-trickle method testing of the same sample.

An abandoned waste impoundment located within a portion of the Kellogg, Idaho Superfund site constitutes a field research area for studying the feasibility of recovering heavy metals in-situ from unsaturated mine and mill wastes. A prototype in-situ leaching cell has been evaluated using liquid-phase tracer tests and other hydro-geologic tests prior to introducing a lixiviant. The results of the tests suggest that: (1) the cell can be operated excursion-free with a low-density lixiviant at an injection/withdrawal rate of approximately 0.32 l/s; and (2) each hydro-geologic unit is highly heterogeneous at the different scales studied.

Mine seismicity is influenced by the mechanical properties of both near-seam rocks and overburden and the prudent selection of mining methods and mine layout designs. Using finite-difference modeling, experience in many U.S. mines and measurements of the pressure arch width, the author has reviewed the engineering design factors that control seismicity in room-and-pillar retreat operations for stiff stratigraphic conditions in deep western U.S. mines. By back analyzing the overburden response in now understood to have been inadequately designed historic room-and-pillar mine, the overburden collapse mechanism is addressed as well as the need for improvements in designs including panel and barrier pillar widths, and sequence of retreat.

The block cave mining method utilized by PT Freeport Indonesia (PTFI) generates fines and allows the inflow of water. Both constituents have contributed to unfavorable characteristics: an increase in ore material plasticity and fluidity. Unfavorable material needs to be monitored and managed as it passes from intermediate ore stockpiles through feeders and then to milling operations. We describe an implementation of several Video Data Analytics (VDA) algorithms on smart cameras to quantify the potential fluidity and plasticity by measuring the apparent velocity and agglomeration of material flowing through ore feeders. This approach to VDA on smart cameras is a cost effective, self-contained, solution to identify these unfavorable characteristics. The solution allows the operators to manage the related operational risks, maintain safe production and govern feeder rates when material is unfavorable, which is expected as PTFI proceeds deeper into the underground orebody

Although roof bolting has been a major means of strata support for nearly two decades, little attention has been directed towards the design of bolt Installations. The variables involved are interdependent and their study complex. However, some simple tests may be employed to serve as guides to the efficient design of roof bolt systems. Local conditions are continually varying and are important to pattern design. This paper discusses such considerations and suggests techniques which may be employed to effect improved roof control with bolts.

Carbonaceous materials (CM) from ores of varying preg¬robbing activity from Barrick Goldstrike Mines Inc. (BGMI), Nevada, were characterized in terms of their functional group contents, hydrocarbon contents, elemental composi¬tions and humic acid contents. Fourier transform infrared (FT-IR) analyses did not show the presence of hydrocarbons or carboxylic, phenolic or sulfhydrolfunctionalities. The FT¬IR bands present included C=C stretching in aromatic rings and C-O-C stretching, indicating the presence of oxygen as ether linkages or thiocarbonyl functionality in the carbon matrix. Calculated atomic oxygen to carbon (O/C) ratios did not reveal a trend between the maturity of the CM and the preg-robbing behavior, possibly due to the low resolution inherent in electron microprobe analyses. However, the atomic O/C ratios agree with other chemical analyses, indi¬cating that the organic carbon is very mature, similar to or higher than anthracite grade coal. Gas chromatography¬mass spectrometry and nuclear magnetic resonance analy¬ses corroborated the relatively featureless character of the carbon, indicating that the carbon structure is virtually completely aromatic (graphitic).

Capital budgeting and investment analysis have, to this point, been beyond the scope of this text. However, a recent conceptual development by John K. Shank and Vijay Govindarajan in the capital budgeting literature is of interest to operations managers because it (1) employs some of the cost management tools outlined earlier in this text and (2) provides a useful framework for using cost management techniques to improve the competitive position of the firm. ft Shank and Govindarajan present a method of analyzing proposed expenditures that is not based on discounted cash flow measures. Their approach employs a combination of three analytical tools: value chain analysis, strategic positioning analysis, and cost driver analysis. In each of these, cost and revenue information is used in ways normally not associated with conventional budgeting. Using this framework, capital projects are selected based on their ability to improve the firm's strategic position. Shank and Govindarajan have termed this approach "strategic cost management."

When systematically compared to other engineering fields, mining engineering is distinctive in 1) having a total systems concern. 2) dealing with encumbered space and 3) requiring full spectrum practice. The total systems concern results from having to design and then co-ordinate in space and time several major systems: excavating and bulk handling, ground control, life support and normal support. This requirement favors a generalist rather than a specialist approach. In coping with encumbered space especially in underground coal mining, the uncertainties of geologic conditions are compounded by tightness, roughness, remoteness and hazards. Into this difficult setting the total systems * complex is "stuffed," adding congestion and interference. Because of significant ground deterioration a flexible "rapid in-out" approach is usually vital to mining. Full spectrum practice arises from the need to manage, as well as to plan and design, a labor intensive operation. Since market conditions can also fluctuate most aspects of administration are needed in many respects, mining engineering functions relative to civil engineering in a way similar to industrial to mechanical engineering, with encumbered space being crucial. On this basis stress is placed on: 1) personal relations, 2) field work and 3) entrepreneurship, viewing time as money. Specific recommendations for improving engineering, safety and management and leadership are made. Since most new deposits are marginal, by applying these recommendations with high technology they could possibly now be mined on a widespread basis.

The results of an experimental study on the dispersion and deposition characteristics of fine coal dust in mine airways are presented. Experiments were conducted at various flow velocities using bituminous and semi-anthracite-coal dust which had a large proportion of dust in the respirable size range. Cross sectional variations in the concentration of dust at various points in the airway were also measured. Instruments used in the experiments included gravimetric samplers and impactors. Concentration measurements were made both for the respirable and total airborne dust. The experimental design, sampling procedures and results are discussed. The study is aimed at providing a better understanding of the temporal and spatial behavior of dust particles in underground mine airways.

Underground construction environments, especially those with limited airflow such as shafts, cross passages, and stations, necessitate effective dust control. This requires combining existing measures with adapted approaches for more efficient and productive operations, cleaner jobsites, and decreased worker exposure to contaminated air. This paper will discuss new configurations and trends in dust collection on Australasian infrastructure projects including WestConnex, Melbourne Metro Tunnel and City Rail Link, all of which have applied innovative methodologies for mobile at-source dust collection. Mobile dust collectors can be track-mounted dust collectors operate alongside equipment, use hydraulic stepping systems to advance with roadheaders, or compact castor-mounted units are used within cross passage confines.

The expansion of surface mining has led to the development of very large off-highway trucks currently capable of hauling payloads in excess of 290t. Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Since truck haulage costs can account for 10%-50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, vehicle operating and maintenance costs would also increase prohibitively. There is thus a need for improved design technologies encompassing the construction and management techniques of mine haul roads, appropriate for the wheel loads of vehicles now in use. The aim of the paper is to present the different components of a mine haul road design and management system and to demonstrate the value of its application through case studies. The system has been applied at several South-African surface mines and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and also provided better service, whilst the optimal selection and management of wearing-course materials provided better functionality at lower total transportation operating costs.

Both water pollution and proposed solid waste disposal regulations have a definite effect on the copper leaching industry and some of the major factors affecting the industry are discussed in this paper. New developments of the NDPS are discussed with emphasis on the "toxic" or priority pollutants and EPA's philosophy on the control of these pollutants, The protection of groundwater is the prime aim of RCRA through solid/hazardous waste management. Some of the major elements of the RCA regulations that will affect the copper leaching industry are discussed.

Data from triaxial compression tests per- formed at confining pressures between 0 and 100 MPa are used to evaluate parameters in a contitutive model that is based on microcracking. The tensorial formulation is reduced to equations that are specific to the simple Loading imposed in triaxial compression tests. Procedures for evaluating the model parameters are described, dependence of parameter values on confining pressure is discussed, and prediction of failure is assessed.

"INTRODUCTION Shield tunnelling is often used in constructing underground infrastructure in cities due to the ability to limit settlements and damage to existing buildings. However, in an urban environment with soft overburden and buildings on pile foundations such as the North-South Line project in Amsterdam, there is a tendency to design the tunnel well below the surface and below the pile tip level in order to reduce interaction between tunnelling process and piles. This results in deep tunnels and deep station boxes. When the tunnels are located close to the surface and above the pile tip level, this would reduce the required depth of the station boxes and the construction cost. Moreover, other benefits of shallow tunnels are the low operational cost in the long-term and shorter traveling time from the surface to the platforms. Still, the tunnels should be constructed in such a manner that existing buildings are not structurally damaged, which results in a minimum required distance between tunnelling process and existing buildings. In this paper, the extent of the area that is influenced by tunnelling will be investigated in order to determine the limit distance from tunnelling to existing foundations without inducing too large building deformation. From analysing empirical data of many shield tunnels, Peck (1969) firstly presented the settlement trough on the surface induced by tunnelling in soft soil as a Gaussian distribution. This is also confirmed by other authors (Cording and Hansmire, 1975; Mair et al., 1993; Ahmed and Iskander, 2010). In this study, the Gaussian curve is used to investigate the ground movement when tunnelling in order to find the effects on existing structures. Based on the results from centrifuge test and empirical data, Mair et al. (1993) showed that the subsurface settlement profile distributes as the Gaussian curve also. The width of settlement trough at the depth z depends on the depth of the tunnel z0 and a coefficient K depending on depth. Other studies by Moh et al. (1996), Grant and Taylor (2000) and Jacobsz (2003) based on Mair et al. (1993) proposed a limited change of K in various kinds of soil."
