In 1993, the United States' economy grew at a rate of about 3%. The Gross Domestic Product rose to $6.4 trillion. With more than 258 million people - 599,000 in mining including petroleum - the United States has more than 100 million dwelling units and more than 190 million licensed motor vehicles. New private housing starts rose 7% to 1.3 million units, new car production fell 3% to 5.5 million units and truck and bus production rose 21 % to 4.9 million units. The rate of inflation was under 3% and the prime rate of interest 6%. The Producer Price Index (1982 = 100) was unchanged from 1992 for fuels and re¬lated products and power at 80 and met¬als and metal products at 119, while chemicals and allied products rose 2% to 128 and non-metallic mineral prod¬ucts rose 2% to 120. The merchandise trade deficit rose 27% to $116 billion.

"In the mineral processing, clay minerals have negative effects on the flotation of valuable minerals. In this study, we investigated how the floatability of malachite (CuCO3·Cu(OH)2) is affected by presence of the clay minerals in the fundamental aspects. Flotation experiments were conducted by using Na2S and PAX (potassium amyl xanthate), and the floatability of malachite was compared between the cases in the presence and absence of clay minerals. The results showed that floatability was greater in the absence of clay minerals than in the presence of clay minerals and decreased with increasing weight percent of kaolinite under same conditions applied. In addition to examine how clay minerals affect malachite floatability, we conducted flotation experiment with changing clay adding order. The results indeed showed that malachite floatability was affected by clay adding sequence. INTRODUCTION The demand of copper is growing as industrial development increases, but mineral resources are limited. Therefore, studies for Cu oxide flotation are being conducted to improve their recovery(1-3). However the mining industry is well aware of the difficulty in treating copper ores in the presence of clay minerals(4). Clay minerals have unique properties and these properties may affect flotation. In the previous studies, the effect of slime coating of clay minerals on flotation was investigated(4-6). For example, Zhao and Peng (2014), Peng and Zhao (2015), and Arnold and Aplan (1986) found that clay slime coating on chalcopyrite, chalcocite and coal surfaces through the electrostatic attraction reduced surface hydrophobicity and then depressed the flotation. Other researchers have also reported clay minerals have impact on pulp rheology. Especially in the case of bentonite, pulp viscosity increased with increasing amount of bentonite and the higher pulp viscosity have deleterious effect on copper recovery(7, 8). However, these studies only focus on slime coatings and pulp rheological behavior. Forbes et al. attempted to decoupling rheology and slime coatings effect on flotation but this study has limitation that individual role of two clay species either attached to mineral or suspended in bulk solution was excluded(9). Hence, in this study, we aimed to investigating the effects of individual clay (suspended and attached) on malachite flotation."

Fortunately, few mining professionals have dealt with what all mining professionals fear---a mine disaster. Unfortunately, many have dealt with ?accidents? which may or may not claim lives but nevertheless rise to the level of a ?disaster? given the fallout of liability and litigation in today?s society.1 The undersigned authors published an article some ten years ago regarding crisis management2 based upon their collective first-hand experiences in actual disasters to that point in history. Unfortunately, disasters have occurred since that time, prompting legislation, and a fresh analysis and expansion of those basic principles is certainly in order. Without question, no two disasters are ever alike, yet general guidelines for forming an effective plan of action can be formulated?and if a mining operation is to have any chance of survival after a disaster, such a plan is vital. The primary concern as any disaster evolves remains as stated a 2003 SME article3--the protection of human life. From that point, the focus moves to any assistance that may be needed given the magnitude of the situation. Permeating throughout this process is "damage control." The first step in dealing with a disaster, however, begins long before any threat of danger arises?formulation and implementation of an Emergency Response Plan.

"The history of the mining industry is littered with in-pit crushing and conveying (IPCC), which should not be confused with the International Protocol for Carbon Capture, projects that failed. The failure is not the technical one of “did it achieve the desired tonnage rate for a longish test period” but, rather, the far more important one of “did it provide return on the investment in the manner that was promised?” While quite a few can claim the former, very few system installations can claim the latter.The reasons for the many failures are numerous, but they are all characterized by a combination of an element of engineering optimism in any, or all of the production rates, the productivity, or the operating and maintenance costs and in predicting the continuity of operating conditions. In these days of big data, propagating such a situation is rapidly becoming unforgivable.In this article, the three most common scenarios put to the corporate board for approval, and the logic as to why they were selected, are examined (with the irony included intentionally).• Fully mobile crusher, fed by a shovel and conveyed out of the pit to a waste dump / process plant.• Semimobile crusher (much more expensive than a fixed crushing station but which apparently allows trucks to short haul inside the pit and improve productivity), which moves when the face moves.• Relocatable crusher (more expensive than a fixed crushing station but which gets relocated at great expense after all the fixed infrastructure impeding relocation is demolished) fed by trucks that don’t leave the pit mostly.This paper will also consider the truth about their operational performance and associate costs."

There is considerable interest in the iron and steel industry in the development of technologies that can reduce carbon dioxide emissions, as the iron and steel industry is the third largest producer of carbon emissions in the world, after automobiles and the power generation industry. The E-Iron Iron Nugget Making Process, invented by Dr. Komar Kawatra and Dr. Tim Eisele, provided a major breakthrough in the iron making process as the process uses biomass in the form of hard wood or soft wood as the reductant in the place of coal. Dr. Kawatra recognized that biomass is rich in both carbon monoxide and hydrogen, two important reducing agents. This resulted in initial experiments conducted by Dr. Kawatra and Dr. Eisele in the laboratories of the Chemical Engineering Department of Michigan Technological University (Michigan Tech) that prepared self-reducing pellets with wheat flour as the reductant and limestone/dolomite as the flux. Initial results were encouraging so they extended their work to include hardwood, which is in huge supply in the forests of Michigan and Minnesota, as the reductant. Dr. Kawatra has also applied the E-Iron Technology to other iron bearing minerals to produce pig iron grade iron nuggets. He used the E-Iron Process to convert red mud, a high iron waste product of the aluminum industry, into pig iron nuggets with the rare earth elements reporting to the slag. This work resulted in a patent with Dr. Kawatra and Dr. Michael Archambeau named as the inventors. Dr. Kawatra then extracted the rare earth elements as a separate high value bi-product using oxalic acid, which he produced from carbon dioxide. Dr. Kawatra also conducted a test program that produced pig iron nuggets from New Zealand beach sands. The vanadium in the beach sands was retained in the iron nuggets, recoverable as a valuable bi- product in a separate process. The titanium dioxide in the beach sands reported to the slag. This demonstrates the potential use of the E-Iron Process to convert the large ilmenite reserves in Northern Minnesota into pig iron and titanium dioxide. Another use of the E-Iron Process discovered by Dr. Kawatra was its ability to produce iron nuggets from manganiferous ores. Dr. Kawatra was able to direct the manganese into either the metal or slag by adjusting process temperature. The above discoveries are included in several patents that were assigned to Carbontec Energy. This presentation will only address the use of the E-Iron Process to produce pig iron nuggets from steel mill waste and un-pelletized, mid-grade iron ore. Carbontec Energy Corporation agreed to sponsor additional research directed at improving this new technology that would later be trade named, The E-Iron Process. Carbontec Energy conducted further work that proved that the E-Iron technology could also convert steel mill waste into metallurgically acceptable iron nuggets. Carbontec also collaborated with the Lawrence Livermore National Laboratory and Purdue University Northwest to conduct a Department of Energy (DOE) sponsored program that would use their high performance computer capability to both verify and model the E-Iron Process. Purdue University Northwest reported that the E-Iron Process can produce pig iron nuggets with 85% less carbon emissions than a blast furnace. The E-Iron Process is similar to the ITmK3 process, developed by Kobe Steel, that also produces iron nuggets but uses coal as the reductant.

Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau's responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau's mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman's appointment as acting director, he has spent considerable time on the road explaining his agency's redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau's 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau's history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency's eventual demise. We felt the Bureau's mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow's technologic advances. Don't confuse us with policymakers, we're not. But we are policy analysts; we're scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I'm biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. Introduction In October 1983, Rio Algom Ltd. decided to develop the East Kemptville tin deposit. This decision was the result of intensive geological and metallurgical evaluation work, as well as careful studies of environmental and marketing aspects. The property is located about 54 km (34 miles) northeast of Yarmouth, Nova Scotia, near the village of East Kemptville. Geology The geological setting is a granitic intrusive at the contact with metasediment. The tin mineralization is in the form of cassiterite (SnO2), which is about 80% tin. Sulfides are associated with the deposit containing silver, copper, and zinc, which are recoverable as byproducts. The mineralization is associated with quartz veins and greisen alteration. In the center of the deposit, the zones are so close together they have the appearance of a massive or porphyry type deposit. Ore Reserves The mine plan is based on 56 Mt (62 million st) at 0.165% tin. Up to the ninth year, mill feed will average about 0.2% and lower grade material will be stockpiled. In later years, the average grade will be 0.16% tin. A 0.08% cutoff grade is planned for the entire 17 years of production. East Kemptville is a relatively low grade tin deposit, and only a combination of favorable circumstances has made it economic. • The ore body is situated at, or very close to the surface, permitting mining by open-pit methods at a very low stripping ratio. • The tin occurs in relatively large crystals that allow for good recovery by gravity techniques. • It is ideally located in a well-settled area, with all essential infrastructural requirements already in place. • The positive and cooperative response from various governmental agencies involved are encouraging. Mine Plan The mine plan incorporates an initial pit, followed by three expansions to the ultimate pit. Mining will be at 14 kt/d (15,000 stpd) and will include 9 kt (10,000 st) of ore plus 5 kt (5,500 st) of waste and low grade. After five years, the mining rate will increase to 21 kt/d (27,500 stpd). It is planned to drill vertical 165-mm (6.5-in.) blast holes on a 6-x 6-m (20- x 20-ft) pattern. Bulk slurry explosives will be used to break the rock. Loading will be with hydraulic shovels into 70 t (77 st) haulage trucks. The trucks will deliver the ore to a 13 x 20 m (42 x 65 ft) gyratory crusher, where it will be crushed to 150 mm (6 in.). Secondary and tertiary cone crushers will be used to further crush the ore to 13 mm (0.5 in.). Process Design Tin extraction technology is practically unknown in North America, but Rio Tinto Zinc, which has a 53% ownership in Rio Algom, is involved in tin production in the UK. Rio Algom has used this experience and expertise in metallurgical evaluation work and in tin-related aspects of plant design. Mineralogical and metallurgical test work have been performed, both on laboratory and pilot plant scales. Mineralogical work was done largely in the UK, the laboratory test program was carried out at the Lakefield research facility in Ontario, and pilot plant work was conducted in Australia. This program has resulted in significant improvements in recovery and concentrate grades, over best projections that could be made before this work was carried out. Concentrating Process The concentrator is being designed to process about 9 kt/d (10,000 stpd). The first step is to reduce the size of the ore to -700 µm (-24 mesh) in a rod mill/ball mill grinding circuit. The ball mill will operate in closed circuit with high capacity banana-type screens. The environmental liabilities of coal waste disposal sites can have a major impact on a mining project's economic viability. Developing a waste disposal site is no longer simply an exercise in completing paperwork to obtain a permit, with the proliferation of environmental regulations in recent years, managing disposal sites now requires design creativity, short term and long term planning and detailed monitoring to maximize the benefits to the mining company. Operating costs and future capital costs for expansion of existing sites, new site development and regulatory compliance should be reviewed periodically and considered in the overall management plan. This paper discusses various management methods that are being employed in the industry to improve waste disposal operations both environmentally and profitably.

We define a specialized mineral market as follows: Specialized markets occur where a low volume of a given mineral is used to convey a large benefit to a specific product. Sales of these value added minerals to small markets generally require a different marketing approach than bulk or commodity markets for traditional minerals. Specialized markets are differentiated by several characteristics as listed in Table 1. [Table 1-Characteristics of Specialized Markets 1. Long-term sample evaluation 2. Small volume markets 3. Highly controlled properties 4. Customized specifications 5. Technical selling effort] Many of the specialized markets require long term evaluations before sales can be made. This can vary greatly depending on the type of industry and ultimate end-use of the final product. In some cases, complete evaluations may take from several weeks to years. Length of sample evaluation has no relationship to size of market. That is, the total market may be quite small or fairly large (e.g. from a few hundred pounds to a few million pounds). Uniformity of value added minerals from lot to lot is an extremely important characteristic for these markets. Variations that are of no consequence to one industry (or application) cannot be tolerated in another. This has led to customized specifications and test procedures for specific markets and applications. Because of the greater uniformity and customized specifications, the need for greater technical selling effort is required. This is particularly true in the initial developmental phases and contacts as well as in maintaining the account after the initial order. A small entrepreneurial organization can be used to advantage to achieve goals of sales and profit to these types of markets. The large commodity or bulk producer's sales and marketing organizations are not ordinarily equipped to give the necessary service or technical assistance to the specialized markets. The organization usually required for this type of marketing is given in Table 2. [Table 2- Specialized Marketing Organization Requirements 1. Flexible approach to technical and marketing problems 2. Versatile background in a broad range of industries 3. Laboratory backup when necessary 4. Marketing expertise 5. Technically competent management] In developing specialized markets, a flexible approach to both technical and marketing problems is necessary in understanding the needs and requirements of the industry and the applications involved. This flexibility is also helpful in adapting existing products to new market areas. Having knowledge of a range of industries as broad as possible can be very helpful. It often happens that a product developed in one area or industry can lead to its application in a different area with excellent results. Laboratory assistance for a wide range of tests and test procedures is an important asset in any development program for specialized markets. Laboratories can also assist in competitive evaluations. Marketing expertise and a management with some degree of technical understanding are necessary in to assign proper cost/ benefit ratios to a proposed new product or application of existing products. This is important since the total market volume can be small and the time required for initial contact to first sale can often be lengthy. Also, management's technical and marketing expertise is required in evaluating all possible options that can be considered viable when an application is presented. Once an organization of this type is in place, it is then possible to determine the needs of the marketplace, including when various minerals might have to be customized to fill those needs. There are generally two methods of marketing, as noted in Table 3. [Table 3- Method of Marketing 1. Product Driven -Develop a product with certain desirable properties and try to find a market to utilize those properties. 2. Market Driven -Know market well enough that when a need arises, it is possible to identify a product that will satisfy the need.] These approaches are not mutually exclusive and can be used at the same time. Marketing a value added mineral generally requires the "market driven" approach. Hence, the importance of a knowledgeable management as outlined above. To determine where needs and opportunities exist, several approaches can be used. Table4 lists some of the methods employed.

This paper discusses design and construction aspects of the tunnel, shaft and station for the Weehawken Tunnel and Bergen line Avenue Station. The project consists of a 1,269 m (4,156 ft) long existing railroad tunnel, which will be enlarged and equipped with a two-track light rail system. The project also includes construction of a deep underground station, with a large shaft connecting the surface station to the below ground station for access and ventilation purposes. Vibration and noise from blasting is a critical community issue and blasting adjacent to two 230-kV duct banks located in the tunnel invert required special blasting procedures.

Can your company afford to issue a check today for $100,000, $500,000, $2,000,000, or $22,000,000? This is what it might cost your company if it is on the losing end of a product liability suit. During the past 10 to 15 years, the number of product liability actions has grown from a handful per year level to a hundreds of thousands per year level. Settlements and awards in the tens and hundreds of thousands of dollars are not unusual in these days. The largest award that the authors haw heard about is a case involving a private airplane and the death of four men, which was awarded over $22,000,000. In the materials handling field, a fork lift truck, ordered with an overhead guard, was delivered without a guard because one was not available at the time. An accident with serious personal injury followed. Wouldn't it have been better to have waited until the guard was available before delivering the unit? Answer: a quarter of a million dollars better -- the cost of the settlement. Hoisting devices are also not without their liability precedents. In a 1960 case, an employee was injured when a load abruptly fell from a hoist. It was determined that the operator could not possibly have caused such a fall had the hoist been functioning properly. The case was compounded when the manufacturer of the hoist contended that the load had been improperly connected to the device, since the same hoist was used to remove the weight from the injured man without another malfunction.

The concepts of sea floor spreading and plate tectonics provide more logical explanations of some geologic processes than were possible a few years ago. I plan to premise my discussion of the regional features of Philippine porphyry copper deposits on this tectonic basis, recognizing that parts of the picture can be explained in other ways, but in the belief that this is the best explanation of the whole. The first operation permitted under Michigan’s Part 632 Non-Ferrous Mineral Mining Law, it opened in 2014 and is expected to produce 163 kt (360 million lbs) of nickel, 134 kt (295 million lbs) of copper and small amounts of other metals over its estimated nine-year lifespan.The company extracts approximately 2 kt/d (2,200 stpd) from the underground nickelcopper mine using a bench-and-fill stoping process. Accessed from the surface by specialized underground trucks, the vehicles carry about 45,400-kg (100,000-lb) loads through a 1.6-km (1- mile) long and 5.4-m (18-ft) diameter ramp shaft descending into the earth at a 13 percent grade. Stoping is a bottom-up method that involves systematically blasting columns of loosened ore that is then mucked by front loaders into trucks and backfilled using cemented and uncemented rockfill."

An incremental-analysis-based stope design and cutoff grade calculation method was developed for an underground metal mine project. Traditional stope design methods are typically very time consuming and lack consistency and accuracy by manually drawing stope shapes. For quick reserve calculation and economic analysis, a new method named "3D incremental analysis based stope design" was created for mine-wide stope designs. The key idea of this method is to replace engineers' manual checking of each incremental ring with one calculation of all the rings, and to build the final stope shape with the maximum values. This process was realized through a 3D ring grid setup and proper naming conventions for rapid calculations. With this unique but practical method, multiple options for a mine design were completed within a short time before the final selection of optimal cutoff grade and best stope designs for the project.

"INTRODUCTION The Liantang / Heung Yuen Wai Boundary Control Point (BCP) project, located in the north-east New Territories of Hong Kong, will form the seventh land crossing between the Hong Kong Special Administrative Region (HK) and Shenzhen in China (Figure 1). The BCP project comprises an 11km long dual two-lane trunk road linking the border crossing facility to the existing road infrastructure in HK and when completed it will facilitate future regional development and alleviate frequent traffic congestion at the existing Boarder control points.In December 2013 Dragages Hong Kong (a member of the Bouygues Construction Group) was awarded the 5.4km long Contract 2 section of the project, including the 4.8km long Lung Shan Tunnels, by the Civil Engineering and Development Department of the Government of the HK SAR. To overcome the difficult ground conditions anticipated along the Contract 2 section of the project the tunnels will be constructed using mechanical and drill and blast (D&B) excavation techniques together with a 14.1m diameter multi-mode Earth Pressure Balance Tunnel Boring Machine (TBM). Land constraints imposed on the project alignment require that the final 500m section at the northern end of the Lung Shan tunnels, under Princess Hill (Figure 2), takes an almost 90 degree turn towards the north. The resulting 354m radius curve restricts the sight-line of road users to below the minimum 110m at 80km/hr hence, the internal span of the tunnels needs to be increased from 12.6m, in the standard straight section, to 15.4m in this curved section to accommodate a widened shoulder which will provide the required sight-line distance."

The situation of The Consolidated Mining and Smelting Company of Canada Limited, or Cominco, may be somewhat unique in that the Company is not only a manufacturer of ammonium nitrate, but as a mining company is a major user of its own product. This situation has resulted in highly successful application of ammonium nitrate-oil explosives. Several noteworthy techniques have been developed and others have been improved. Use of this material in the mining industry has led ammonium nitrate producers to adopt the term nitro-carbo-nitrate or INN for ammonium nitrate-oil blends. A small blending plant at Cominco's largest mining property, the Sullivan Mine, at Kimberley, B.C., is producing more than 80% of all the explosive used at the Sullivan, and is supplying two other Cominco mines. Application has required intensive research to determine the best forms of ammonium nitrate for use in small holes drilled for development and long-hole stoping. It has led not only to experiments to determine the best blending oil, but also to development of loading techniques to the point where NCN is being moved through loading tubes over 700 feet. It has required research into mining practices such as hole arrangement and blasting of development cuts. It has resulted in the development of a special product for secondary breaking. All this has been accompanied by the recognition of the importance of insuring safe practices at every stage.

Stratiform uranium deposits occur in Canada along the north shore of Lake Huron near the base of the Middle Precambrian Huronian Supergroup. Outcrop of the Buronian Supergroup extends for over 400 km from Sault Ste. Marie in the west eastward through Sudbury and then northeastward to Cobalt. Maximum stratigraphic thickness exceeds 5 km. The predominant Huronian rock type is metamorphosed sandstone (quartzite), with sub- ordinate argillite, conglomerate, mixtite (possibly tillite), volcanic rocks, and minor limestone, Much of the quartzite is highly feldspathic. Substantial uranium ore was first discovered in Huronian rocks in 1953 and has been exploited continuously since the initial mine-mill plant was constructed at the Pronto ore body, 30 km south of the present townsite of Elliot Lake. Only one ore body remains in production, however. It is shared by Rio Algom and Denison Mines 14 km north of the town of Elliot Lake.

Underground coal mining machinery utilizes portable electric sables, "trailing cables." to obtain power from load centers or distribution boxes. Cables are frequently damaged since mobile equipment, poor lighting, and restricted space are inherent to coal mining operations. Normally, the damage is repaired by splicing--the joining of one or more severed conductors and replacing insulation and jacket. Figure 1 illustrates a typical single conductor splice. Although the repair seems simple, difficulty of the splicing process is exemplified by the many safety hazards and frequent production delays that result from defective splices. Forty-two cable splice related injuries were reported to the U.S. Bureau of Mines in 1972 and 1973. Additionally, 17 splices related fires were reported in the three year period prior to December 1972. Assuming the damaged area is quickly located, an average splice time for a two conductor cable is twenty minutes. Some operators estimate this delay is incurred once per day per operating section. If one ton per minute is averaged throughout the shift, each unit could loose 4800 tons per year from splice delays. An estimated cost for materials and labor to make a splice is $20. The expenditure could result in a $4800 annual cost per section. The estimated expense does not include wages of other personnel waiting for the repair to be completed. Nevertheless, labor and materials cost is minor compared to the income lost from decreased production.
