The United States Department of the Interior's Office of Surface Mining (OSM) is responsible for regulating active coal mining and reclaiming abandoned coal mines in the United States. In working with the State government agencies that implement these programs, OSM is building a new approach that moves away from traditional "command and control" regulation and towards an approach that focuses on providing long-term environmental and economic sustainability on lands disturbed by coal mining. This initiative called "Reclaim the Future!" looks to enhance opportunities for economic development, wildlife preservation and enhancement, reforestation, and other beneficial and productive uses of lands disturbed by coal mining. The initiative is also focused on ensuring that the landowners and the local public have significant involvement in determining how best to reclaim mine sites and what post-mining land uses are most appropriate for each individual abandoned mine reclamation project or active mine reclamation. Through the use of the best scientific input in an open, participatory process, OSM hopes to further sustainable development principles for coal mining within the framework of existing United States law.

Debate continues over whether barricading in refuge chambers is a good strategy to survive entrapment emergencies in underground coal mines, in particular fires and explosions. Unlike U.S. coal mines, Australian coal mines are not required to use refuge chambers and, instead, have adopted a strategy that focuses on instructing and training miners to self-escape to the surface. This paper analyzes the merits and problems of using refuge chambers or self-escape to the surface to manage emergencies in fires or explosions in an underground coal mine. We found that using refuge chambers may not be the best strategy during extensive fires or when multiple explosions occur. In these situations, mine rescuers are unlikely to be able to extract miners who are sheltered in chambers and, conversely, self-escape may save more lives than sheltering. Chances for successful self-escape are further improved by regular, externally assessed training such as the level 1 emergency exercises required in Queensland, Australia. These exercises put pressure on mine operators to ensure and maintain the effectiveness of their emergency management system.

This paper presents research on the environmental impact of digging and loading equipment used in surface coal mining. Environmental impact was assessed through the measurement of equipment exhaust and dust emissions, and sound level. In this study, exhaust emission refers to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx) and volatile organic compounds (VOCs). Dust generation refers to fine particles (PM2.5), inhalable particles (PM10) and total suspended particulate matter (TSP). Sound level refers to the sound pressure level at different distances from the equipment. Modeling of the environmental impact of digging and loading equipment was conducted using the Microsoft Visual Studio.NET software package. This research was a part of a broader project involving the development of a software system for the selection of productive, cost-efficient and ecofriendly mining systems, sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). This research may assist mining professionals in quantifying the environmental impact of digging and loading equipment, and developing strategies for reducing the overall impact of such equipment in surface mining.

Nearly three decades of intense research, corresponding with a period of unparalleled discovery and the advent of scientific advances and hypotheses of ore formation, has resulted in a great body process-focused research concerning how ore deposits form. The development of process models and their application has proceeded more or less in step. Discoveries have been made in mineralized regions such as provinces and districts but generally without a comparably developed understanding of why provinces and ore bodies exist and, except in general terms, where ore deposits are within districts and regions. The process of discovery is still referred to as search and exploration budgets are heavily weighted toward exploration drilling.

Land use planning is not a new concept in the United States but the emphasis has changed drastically since the early 1960's. Under the old interpretation we tried to expand our frontiers and develop our land, but as society has become more affluent and mobile the demand has grown to preserve those parts remaining undeveloped. There is something of a paradox inherent in this change of emphasis. While affluence has motivated our support to preserve the quality of the natural environment, industrial development is needed to support the affluence. Because we cannot accomplish all of each, sound planning and compromise will be necessary since it is unlikely that, the American people will want to surrender much of their life-style or their awakening environmental concern. Any industrial society, whether a goal reached or an aim yet ahead, is built largely on the use of mineral raw materials and energy, the physical base of nearly all activities and products. The standard of living which is important to us all is growing more dependent upon these minerals, metals, and energy fuels. Although reduction in consumption of raw materials may be acceptable to those at a certain economic level of a society, those who have not reached that level cannot be expected to accept a lowering of their present or anticipated standard of living.

The Macraes Gold Project, operated by Gold and Resource Developments NL, engaged Minproc Limited to assist with the evaluation of a pressure oxidation circuit, this being the key component of a recovery enhancement project. The initial study gave sufficient confidence in the process to enter into project execution. The project is the first to license Newmont Mining Corporation's pressure oxidation technology, which aims to improve gold recovery from the carbonaceous sulfidic flotation concentrate. This paper outlines the fundamental chemistry of the process followed by a description of the plant that was ultimately installed. A summary of the commissioning is given together with an overview of the production results for the first three months of operation. The project ramp-up was rapid, with design temperature and throughput being achieved within days of hot commissioning. Gold recoveries have exceeded expectations and the project has increased the nominal gold output at Macraes from 110,000 oz/y to 150,000 oz/y. Ongoing plant optimisation and problem solving, mainly associated with scale formation, is discussed.

Introduction For many major mining projects the time frame from initial planning to production can be measured in decades. Hecla's Silver Shaft project, scheduled to go into production by the end of this year, includes a complete surface facility, shaft with an ultimate depth of 2.4 km (7,700 ft), complete ore pass and loading pocket system, and 610 m (2,000 ft) of development drifting and stope preparation. The project was conceived in the fall of 1979, and the duration of a mere four years from conceptual engineering to production is testimony to what can be accomplished when a mining company and a contractor work as a team rather than developing into two warring camps, as often happens. Planning, as defined in Webster's New Collegiate Dictionary, is a detailed program of action designed to achieve an end. When developing a detailed plan to incorporate all the complex activities involved in a surface lignite mine, many elements must be carefully evaluated as to the individual and cumulative effects on the end result. The following elements are generally evaluated when planning a surface lignite mine: ? Reserve evaluation, including lignite quality characterization; ? Delineation of mining parameters, including lignite recovery factors, geotechnical factors, land control factors; ? Selection of mining blocks; ? Pit sequencing; ? Reclamation, including soil reconstruction design and land use planning; ? Overburden handling design; ? Selection of equipment; ? Sizing of equipment; ? Manpower requirements; and ? Other elements, including contract negotiations and execution, financing, investment return, operation economics, permitting and scheduling.

The engineering profession has traditionally devoted its efforts to understanding and modifying the Earth's environment in order to adapt it to man's needs. In appraising our overall performance, I would have to say it has been a mixed bag. In many areas, notably communications taken in the broadest sense, and development of creature comforts, we have done a good job. In others, we have failed, particularly in our assessment of the effect of our work on the environment. Our failures have been due in part to a lack of understanding or foresight, and in part to a disproportionate emphasis on lowest first cost. Now, with an increasingly large number of people living in a finite environment, there is an urgent need for reassessment. It is no longer possible to pursue a single objective without regard to its side effects. Our projects are too large, and there are too many of them. Environmental impacts must be taken into account in all important engineering decisions of the future. There are forces at work which will help to bring this about. Thinking people everywhere have realized that adverse alteration of our environment eventually affects every one of us. The majority of our citizens, who now live in cities, are beginning to appreciate the advantages of a good natural environment in a way which others who have been closer to the soil have appreciated for years. Our people have flocked to the cities because they wanted to be "where the action is." At the same time, there is a strong desire for what we have come to call the quality of life. The construction and erection of the Coleraine concentrating plant was commenced in April, 1909, and was completed (with the machinery installed) ready for use in 1910. Attached to the main building is 'a table house large enough to accommodate con¬centrating tables for five units and space for a small machine shop and supply store. For the handling of the' railroad cars in the upper portion of the mill there is provided on the north side of the main structure a trestle approach 650 feet long, and on the south or opposite side a tail track 300 feet long. The latter is so constructed as to permit its being incorporated directly in a possible future extension of the plant. The building, viaduct approach and tail, trestle, as well as the table house, are con¬structed of steel, the total amount used being 6,100 tons. The building is covered by corrugated' steel sheeting over 2 x 6-inch wood sheathing fastened directly to the structural steel. The north end of the trestle approach is connected with the main road-beds forming the track system for delivery of the crude ore to the plant over an embankment of a maximum height of 110 feet containing over 2,000,000 cubic yards of dirt.

The concept of mobile crushers is not new. Since their introduction about twenty-five years ago, mobile crushers have continued to gain widespread attention. Mobile crushers reduce minerals in the open pit mine to sizes which can be transported by belt conveyors thereby reducing or eliminating the need for truck haulage. Truck haulage is costly, often representing as much as 50% of the total mining cost. More than 80% of the cost of truck haulage is for fuel and lubricants, tire replacements, and operators' wages, and it can be anticipated that the cost of these items will continue to increase at a steady pace. Compared to truck haulage, transportation by belt conveyor is more energy-efficient, less labor-intensive, and less subject to inflation. Therefore, mobile crushers, used in conjunction with belt conveyor systems, offer one of the most effective available methods of reducing energy consumption and mining costs,

Selective-reductive leaching of manganese from low-grade manganese ore using tannic acid as a reductant in acidic media was demonstrated by XRD, SEM-EDX characterization, and batch leaching studies at room temperature. The pH change in the liquid phase before and after leaching revealed that selectivity of manganese over iron was due to the hydrolysis of iron. The acidity in the liquid phase during leaching was dictated by two mechanisms: proton-consuming reaction (manganese oxide reduction by tannic acid) and proton-producing reaction (ferric ion reduction by tannic acid to produce ferrous ion). Based on the leaching studies, the more prevalent reaction between these two was determined by initial leaching conditions: tannic acid concentration, sulfuric acid concentration, liquid-solid ratio, temperatures, and agitation time. Kinetic studies revealed that maximum recovery was attained within 6-h agitation, which indicated a product layer diffusion process.

This paper discusses the longwalling practices used at the San. Francisco Mine of Compania Minera Autlan in Mexico, in. the mining of a sedimentary, manganese deposit. Bethlehem. Steel Company is a part owner of this property. The San. Francisco Mine is located approximately 580 miles west of Mexico City, on the outskirts of the town of Autlan, in the State of Jalisco. The ore is shipped from the port of Manzanillo 120 miles southwest of Autlan. The mining method is a variation of the longwall retreat system, using friction. props that, until recently, had been used only in coal mining operations of Europe and the United States. However, due to the structure of the ore body and the modified longwall system that is practiced, there exists some unusual variations, such as: .1) friction props set by a mechanical two-step lifting device, 2) drilling and blasting, against the friction props, 3) a highly fractured and undulating, volcanic tuff roof; 4) displacement faults-up to 5 meters, and 5) a relatively stable, irregular floor.

The McKinley Mine is located in the northwest New Mexico, in McKinley County, approximately 25 miles from Gallup. The mine is operated by The Pittsburg & Midway Coal Mining Co. (P&M), a wholly owned subsidiary of the Chevron Corporation. P&M is headquartered in Englewood, Colorado. Since the McKinley Mine began operations in 1962 a total of 83,391,000 metric tons of coal have been sold through 1990. The 1991 production was approximately 5.000.000 metric tons. The mine operations are contained on a 109.000 square kilometers lease area of which 44.000 square kilometers are on the Navajo Nation. The present customer base consists of four utilities and one industrial account, all of which are located in Arizona. The utility customers are the Arizona Public Service Co. Cholla Station at Joseph City, The Salt River Project. Coronado Generating Station near Joseph City, and The Tucson Electric Company, Irvington Generating Station in Tucson. The industrial customer is the Stone Container Corporation, Snowflake Paper Mill.

Machine Situational Awareness (MSA) requires the ability to efficiently evaluate the probability of interaction of objects within the environment, without creating false alarms or ignoring materializing hazards. To do this, an MSA system needs to assign context to observed object activity and integrate as much information about object identity, kinematics, behavior, and current state as possible. This paper describes how known object characteristics, attributes, and activities (drilling, dumping, driving, etc.) can refine interaction probabilities and help identify rogue actors that introduce anomalous risks to the health and safety of miners. Path projections need to incorporate velocity and direction as a function of time while accounting for terrain, safety response, environmental factors, current assigned activity, etc. This paper also describes the methodology for properly prioritizing responses to place the highest value on human safety.

Kaolin is an important industrial mineral. It has unique properties, which combined with its low cost, make it suitable for use in a wide variety of products. Kaolin is defined as "any of a group of clay minerals, including kaolinite, nacrite, dickite, and anauxite, with a two-layer crystal in which silicon-oxygen and aluminum-hydroxyl sheets alternate; approximate composition is AlZ03-ZSiOZ-1/ ZHZO".-The kaolin discussed here is composed chiefly of the mineral kaolinite. Kaolin is also commonly referred to as "china clay". Approximately 4.9 kkg (5.4 million short tons) of kaolin was sold or used in the United States, and .8 million kkg (.9 million short tons) was -exported in 1974. In domestic usage, paper coating and filling accounted for 43% of the total, fol-2/ lowed by refractories, rubber, and ceramics.-Figure 1 shows the amount of kaolin sold or used by domestic producers for specified uses for the years 1963-3/ 1973.- Kaolin was produced at mines in 14 states, but Georgia accounted for 75% of the 1974 domestic production. The average value for all grades was $36.00/kkg 4/ ($32. 67/ton) .-

Potash is Canada's leading industrial mineral in terms of value of production, with 11.1 M tonnes of muriate of potash produced in 1992 for a value in excess of $1 billion U.S. Each tonne of potash produced generates about 2 tonnes of waste salt, together with slimes and brine. The disposal of these waste products, particularly the salt and slimes which are discharged on the surface, has recently become an environmental concern. This concern is forcing companies and regulatory authorities to review disposal practices. In New Brunswick, on Canada's east coast, Potash Company of America operates a mine at which 2 M tonnes of potash ore and 0.5 M tonnes of rock salt are mined each year. The mine is situated in an environmentally sensitive area, noted for its dairy farming and salmon angling. In such an area it was recognized that the storage of waste on surface would be unacceptable, and the mine was designed around this principle. Three main waste streams - salt, slimes, and brine - must be managed as an integral part of the mining system. Around 1.5 M tonnes of fine salt tailings from the milling process and the rock salt screening operation, are sent directly to the active cut-and-fill potash stopes to be used as backfill. Slimes and excess brine from the mill are piped underground as a slurry to be discharged into one of the basin shaped stopes created by mining of the rock salt. While the slimes settle out, the clarified brine is withdrawn from part of the stope to be pumped to surface as a feedstock for the evaporator - a process which recovers the contained potash values in the brine. By designing a system which integrates the mining, processing and disposal of all product streams, and by careful production planning, it has been shown that zero effluent potash mining is possible and points the way for the industry in the future.

Under normal circumstances, methane released along a longwall face represents only 10%-20% of the total me- thane emitted from the entire longwall panel. However, there might be a sudden surge of methane at the face which may cause a potential problem because the friction from shearer cutting, support movement, and scraper conveyor dragging can be ready ignition sources. Therefore, to predict the distribution of methane will be critical to prevent possible explosions. In this paper, methane dispersion patterns along a lognwall face are simulated under normal and abnormal conditions. With the simulation of methane released from the face, around shearer drum, and from the broken coal on the conveyor, places with possible high methane content can be identified by different phases of working process and shearer positions. Local ventilation measures are evaluated so precautionary measures can be planned ahead.

Paraphrasing the poetic repetition of Gertrude Stein - "Research is research, is research, is research --- ad infinitum." But research takes many forms and involves many facets. Perhaps the most simple of definitions is that attributed to the late "Boss" Kettering of General Motors who in advising a young trainee said, "Research is an intelligent effort to satisfy the curiosity of the human mind." Reclamation research is complex and requires a diversity of scientific knowledge. The overall aim of land reclamation research is directed to finding practical ways to develop efficient methods to restore mined lands to productive use, compatible with use of adjacent lands, as soon after mining as possible; and, finding practical ways to reduce or prevent damage to surrounding resource areas, which may be affected by the mining process. Research in the field of mined land reclamation is not entirely new, although in some respects we are exploring new areas each day.

On April 3, 1981, Harrison Western Corporation was awarded a contract by Amax Alloy - A Division of Amax Inc., to sink the Henderson #5 ventilation shaft. The project was located on the Henderson Mine site 88 kilometers west of Denver near the town of Empire, Colorado (Figure I). The Henderson No. 5 Shaft, located in an Alpine environment at an elevation of 3145 meters, was a 9.8 meter diameter concrete lined shaft with a total depth of 793 meters. Work started and continued with Harrison Western employees until January 15, 1982. At that time, Amax made the decision to continue the shaft-sinking with their own labor, and with Harrison Western providing supervision under a management service contract. Shaft sinking continued under this arrangement to October 1, 1982, at which time Amax put the Henderson No. 5 project on standby status until further notice.
