The mineralogy of the Biwabik Iron Formation changes dramatically from west to east as the formation nears the basal contact of the Duluth Complex. This reflects a contact metamorphism that took place with the emplacement of the igneous Duluth Complex at temperatures as high as 1200 °C. However, the mineralogy of the Biwabik Iron Formation also varies vertically through the stratigraphy of the unit. This variability in both the vertical and horizontal dimensions makes it difficult to predict exact horizons where specific minerals will occur. The iron-formation has been subdivided into four broad stratigraphic units (lower cherty, lower slaty, upper cherty, and upper slaty) and into four lateral mineralogical zones (1-4). Zone 1, the westernmost zone, is characterized by quartz, magnetite, hematite, carbonates, talc, chamosite, greenalite, minnesotaite, and stilpnomelane. The silicate mineralogy in Zone 2 of the Biwabik Iron Formation changes very little. However, the minerals begin to change dramatically in Zone 3. Most significantly, Zone 3 is characterized by the appearance of grunerite in both a tabular form and a fibrous form. In Zone 4, the original silicate minerals have completely reacted, and a new suite of minerals occupies the iron-formation. India is targeting to boost its electrical capacity from 100 GW to 200 GW within the next 10 years. The National Hydroelectric Power Corporation (NHPC) has decided in2001 to take execution of the 800 MW Stage-II of the prestigious 2,051 MW Parbatihydrol electric project in Kulu district of the northern province Himachal Pradesh. Two parallel 30° inclined underground pressure shafts of 1.542m in length each will be excavated in different geological formations and lined with hexagonal concrete segments by a hard rock double shield TBM. That kind of heading will be a novelty to India and an innovative method for inclined pressure shafts. The 4.88m Mitsubishi DSTBM will be assembled underground on a swivelling steel platform especially designed for the launching as well as for the acceptance of the TBM in the upper cavern of each shaft. The hexagonal segmental lining system causes a significant higher job safety than an open TBM with conventional support. Each ring consists of four honeycomb segments with 20 cm thickness. After finalisation of the excavation a steel liner will be installed and concreted. The Joint Venture Jäger-Seli will perform the two pressure shafts as a sub-contractor for the Indian company Gammon India Ltd.

The Southern Company is one of the nation's largest electric utilities and is the parent firm of five operating companies: Alabama Power, Georgia Power, Gulf Power, Mississippi Power and Savannah Electric and Power. Another subsidiary is Southern Company Services (SCS) which provides engineering and technical sup-port to the five operating companies. This technical support includes the procurement and supply of over 40.9 Mt (45 million st) of coal annually for the 22 coal fired plants in the system. Approximately 80 percent of this tonnage is purchased under long term contracts and the remaining 20 percent is purchased on the spot market. The coal is principally supplied from Alabama, Illinois Basin and the eastern Appalachian coal fields. Most of the coal is delivered by unit train and barge but one plant in Alabama receives all its coal by truck and conveyor belt.

Introduction In terms of the world's recoverable coal reserves, Canada ranks 10th, providing 0.6% of the world's total. The US is first with 27.8% and the Soviet Union follows with 24.1%. Figure 1 shows the principal coal mines in Canada. Several provinces contain substantial coal deposits, but the largest deposits are found in the western provinces of Alberta, British Columbia, and Saskatchewan. Conservatively, 90% of the lignitic, 80% of high volatile bituminous, and nearly 100% of subbituminous, and low and medium volatile bituminous coals are located in these three provinces. During the past decade, Canadian coal production of all types increased from 18.8 Mt (2 million st) in 1972, to 25 Mt (28 million st) in 1975, to 61 Mt (66 million st) in 1984. About 38 Mt (43 million st) of this output was classified at thermal and 23 Mt (25 million st) as coking and metallurgical coal (Table 1). The three western provinces currently produce 57 Mt (62 million st) of coal - 95% of Canada's total. The remaining 3.6 Mt (4 million st) (5%) is produced in Nova Scotia and New Brunswick on the east coast. The majority of western coal (98%) is produced by surface mining methods. On the east coast, though, mining is predominantly underground and only 15% is produced on the surface. In 1985, Canada exported close to 28 Mt (30 million st) of metallurgical coal and thermal coal. During the same period, 15 Mt (16 million st) of coal were imported, mostly from western US for use in Ontario and Quebec. Almost 60% of the imported coal was used for thermal applications. The remaining 40% was metallurgical coal for the steel industry. It is generally cheaper to import coal into central and eastern Canada from the eastern US to augment local supplies rather than from western Canada. The two candidates in the upcoming presidential election in the United States each say that they have their own solution to the nation?s energy problems - solutions that will increase the amount of energy available, lessen the nation?s dependence on foreign sources and reduce the amount of pollution released to the atmosphere. Democratic nominee Sen. Barack Obama and Republican candidate Sen. John McCain both advocate research funding for coal-to-liquids and clean coal technologies. McCain also supports increased oil and gas drilling offshore. And Obama has even made some noises in that direction, although his plan leans heavily on the increased use of renewable energy sources. The energy debate is not new to this election. Congress and whichever party is in the White House has for years been trying to craft a comprehensive energy policy. One difference in this latest debate is that the increased use of nuclear energy has gained more attention. Current President George W. Bush has said he favors the increased use of nuclear power as part of the nation?s energy package. And McCain said he supports the building of more nuclear power plants. Obama has not said much about that. The American public is also showing signs of changing its stance on nuclear energy. To be sure, images of Three Mile Island and Chernobyl are still alive in some minds. However, the American public has said it wants cheaper energy and they want it produced more cleanly. With nuclear, the nation can have both. In the United States, nuclear accounts for slightly less than 20 percent of the electrical power used (see interview with Gary Steele of Energy Fuels on page 27). Globally, that figure is about 15 percent. And there are several nations that derive better than half of their power from nuclear sources. Add to that the world?s increasing need for more energy and the future of nuclear is bright.

The kinetics of the dissolution of galena was studied by monitoring the mixed potential of a galena electrode in ferric sulfate solutions. The results show that the mixed potential of the galena electrode fluctuated with time in a regular pattern in a 0.1 mol/L Fe2(SO4)3 solution of pH 1.66 and in a 0.01 mol/L Fe2(SO4)3 solution of pH 2.33 at 35°C. The periodic accumulation and precipitation of lead ions at the galena electrode surface and the cyclical variation in pH at the galena electrode surface caused the oscillation phenomena.

The design requirements for mine ventilation seals have undergone a radical transformation in recent years, and these revisions have greatly increased the cost of the seal designs and their construction. For example, in the past two years, new federal regulations have increased the minimum design requirement to withstand explosion pressures from 138 kPa (20 psig) to 345 kPa (50 psig) or 827 kPa (120 psig), depending on whether the sealed mine volume is monitored continuously or not. Moreover, there is still a possibility that under certain conditions (such as detonations) even higher pressure requirements may be necessary. The ability of a monolithic, stand-alone mine seal to reliably withstand the full range of current and future pressures is becoming increasingly difficult and expensive. In an effort to develop a practical alternative, the West Virginia Office of Miners? Health Safety and Training (WVOMHST) and the National Institute for Occupational Safety and Health (NIOSH) have collaborated in a research effort to develop a practical, economic, and safe mine sealing technique that can enable mines seals to meet the full range of new explosion pressure design requirements. The basic idea is to use a barrier of common mine gob and rubble in combination with a conventional mine seal so that the pressure resulting from a gas explosion is reflected, absorbed, and attenuated, so the pressure on the ventilation seal is reduced. This paper discusses some concepts and preliminary test results for a ?Passive Mine Blast Attenuator? (PMBA) that can provide a useful alternative to increasingly larger and stronger stand-alone mine seals. Numerical models and full-scale experiments conducted at the NIOSH Lake Lynn Laboratory Experimental Mine (LLEM) show that the use of a PMBA can signficantly reduce the blast pressure and impulse on conventional ventilation seals. The Barrick Zaldivar mine is an openpit, heap-leach copper mine in Region II of northern Chile at an elevation of 3,300 m (10,826 ft), approximately 1,400 km (870 miles) north of Santiago and 175 km (109 miles) southeast of the port city of Antofagasta. In 2006, Zaldívar produced 307 million lbs of copper, with reserves estimated at 5.7 billion lbs. The mine uses conventional methods of openpit mining: Pure cathode copper is produced by three stages of crushing and stacking the ore, followed by heap leaching and bacterial activity to extract copper from the ore into solution. A solvent extraction and electrowinning process then removes the copper from solution and produces the cathode copper. A flotation plant also recovers copper contained in the fine fraction of the crushed ore. In 2006, an existing A-frame structure that covered copper ore from the mine?s secondary crushing operation was damaged beyond repair. The material delivery configuration of this original structure had the conveyor carrying incoming ore directly over the low roof to drop ore into the building at its peak, and ore trickling from the sides of the conveyor had accumulated on the roof, overloading it. A better solution had to be found, and fast: First, the Chilean Commission does not permit uncovered piles of this type since the extremely fine material leads to serious pollution problems. Second, Barrick Zaldivar is very concerned about worker safety, and the amount of dust created by the uncovered pile was not acceptable. Since its discovery, Cuba has been called the “Pearl of the Antilles.” The country remains that, albeit a little tarnished these days. In Havana, many of the buildings are being refurbished, while some new ones are under construction. Since 1991, the laws have been relaxed so that Cuba is developing a mixed economy of central control with free market. Joint venture agreements have been signed with businesses from many countries. This does not include the United States due to its embargo. But even these regulations have been relaxed some.

The Washington State Department of Transportation (WSDOT) is constructing a new tunneled route under Seattle to replace the existing State Route 99, Alaskan Way Viaduct (AWV), which follows the historic waterfront for several miles. The viaduct separates the businesses that rely upon the tourist trade from the down-town area. The reconnection of the city to the waterfront areas will occur following the completion of the SR99 Re-placement program that replaces the aging structure that was severely impacted by the 2001 Nisqually earthquake, with a state-of-the-art, twin-deck highway with a world record-breaking 17.4-m (57.3-ft) bored tunnel. Constructed in the 1950s, the double-tiered viaduct is nearly 3.2 km (2 miles) long and runs parallel to city?s waterfront. The viaduct, which is partially supported by the seawall, is a vital local and regional transportation link and carries about 110,000 vehicles each day. The seawall, built from concrete and timber in the 1930s, extends along Seattle?s waterfront and supports the soil behind it. Studies in the 1990s showed that the viaduct was nearing the end of its useful life, apparent by its exposed rebar and weakened columns. The 2001 Nisqually earth-quake further damaged the viaduct, forcing WSDOT to temporarily close it for inspection and limited repairs. The viaduct and nearby seawall are vulnerable to an-other earthquake and continue to show signs of age and deterioration. The design concept requires the construction of the permanent support system, consisting of 24 concrete filled perimeter drifts, before excavating the mass core. The Jollyville Transmission Main will be a 10.5-km- (6.5-mile)-long, 213-cm (84-in.) diameter rock tunnel. The tunnel will pass beneath the Balcones Canyonlands Preserve, which was established to protect two endangered bird species, six endangered cave invertebrates and a threatened salamander. To address the sensitive habitat that the transmission main is to pass through, the city of Austin developed an environmental commissioning (EC) process that brought together environmental engineers and scientists, the city?s project management team and the designer team to work collaboratively to meet the city?s goals of producing a cost-effective design while also protecting the environment. This paper describes the environmental commissioning process and the benefits it brought to the project and environment through some unique environmental mitigation measures to protect this sensitive area.

Supply and Demand After a dismal first half, the industry saw a marked improvement in its markets during the final six months of 1983. Domestic consumption was 17.6% higher in the second half of the year, primarily due to a surge in electric power requirements. The sharp increase in demand for electric power during the third and fourth quarters afforded utilities the opportunity to lower stocks that had accumulated to record levels during 1982. Consumer stocks were reduced from 179 Mt (197 million st) at the end of June to 153 Mt (169 million st) by the end of the year. That is the largest inventory drawdown on record during a six-month period without a major coal strike. Despite the huge depletion in inventories, coal production in the second half of 1983 rose 1.3% above output in the second half of 1982. However, because of the disappointing first half, production in 1983 totaled only 712 Mt (785 million st), 6.4% less than the 760 Mt (838 million st) produced in 1982. Demand The extent to which the economic recovery affected coal markets in 1983 varied: • total domestic coal consumption increased 4.2%; • electric utility coal consumption increased 5.3%; • exports declined by about one-fourth; • coal consumption at coke plants declined 9.5%; and • coal consumption in the other industrial sectors increased 2.9%. Domestic coal consumption totaled 667 Mt (737 million st) it 1983, 27 Mt (30 million st) more than 1982. Electric utility consumption increased from 539 M1 (594 million st) in 1982 to 567 M1 (625 million st) in 1983. Coal consumption at coke plants declined from 37 Mt (41 million st) to 34 M1 (37 million st). Residential and commercial use increased 181 kt (200,000 st) - from 7.4 to 7.6 Mt (8.2 to 8.4 million st). Electric Utilities: Electric power generation increased 3.1% in 1983. Demand for electric power increased in all major consumer categories. Residential and commercial use rose 2.7% and 3.3%, respectively. The most striking increase, however, and indicative of the economy's strong upturn, was the increase in industrial electric power use. Industrial power requirements, which declined 9.8% in 1982, rose 4.1% in 1983. Optimizing final pit limits for stochastic models provides access to geologic and economic uncertainty in the pit optimization stages of a mining project. This paper presents an approach for optimizing final pit limits for a highly variable and geologically complex gold deposit. A heuristic pit optimizer is used to manage the effect of geological uncertainty in the resources within a pit shell with multiple uncertainty rated solutions. The uncertainty rated pit shells follow the meanvariance criterion to approximate the efficient frontier for final pit limits. Stochastic dominance rules are then used in a risk management framework to further eliminate sub-optimal solutions along the efficient frontier. This results in a smaller set of final pit shells that could be further analyzed for production scheduling. Additionally, the original solutions are analyzed for changes in the mining limits and two regions are targeted as potential regions for further exploration.

NIOSH’s Pittsburgh Research Laboratory is currently involved in research to identify silica dust generation in underground metal/nonmetal mines. The ultimate goal of this research is to develop control technologies to reduce worker exposure to respirable silica dust. Commodities and job classifications with the highest silica dust exposure have been identified through analysis of the Mine Safety and Health Administration (MSHA) compliance dust sampling database. Dust surveys were conducted in an underground limestone and gold mine to investigate silica dust sources, generation levels, and controls being used. A summary of the mining operations, sampling procedures, resulting data, and suggested methods to improve the dust control will be provided.

The existing Tappan Zee Bridge was built in the late 1950s and has been working over its design traffic load for some time now. A new project, which is being jointly sponsored by the New York State Thruway Authority and Metro-North Rail Road, is looking at new alternatives to provide new road and rail crossings of the Hudson River. These include 2 to 5 mile and potentially longer tunnel crossing options that include hardrock TBM and EPBM opportunities. The paper describes the project needs and tunnel concept design work done on some of the alternatives. It also relates to the current EIS process for the project and talks about a possible double-stacked tunnel option. It also talks about the geology and environmental constraints relating to tunneling and provides and introduction to the tunnel ventilation work necessary for tunnel crossing of this magnitude. It does not report on the bridge engineering options being evaluated.

Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”
