"In August 2013, the Appraisal Practices Board of the U.S. Appraisal Foundation issued its “APB Valuation Advisory #4 - Identifying Comparable Properties,” which contains analysis and examples that may suggest a broader meaning of the term “comparable properties” than is current convention in real property value appraisal in the United States and internationally. The advisory is directed at the appraisal of real property of all kinds, including interests in mineral properties, as indicated by the inclusion of two mineral property appraisal papers in the appendix that lists suggestions for further reading.This paper firstly reviews as background the historical meaning of a comparable property, with its perceived constraints, against real-world examples of transacted mineral properties that are adjusted to subject properties to provide market value indications. The advisory’s findings are then examined and evaluated as to whether they may influence and benefit the work of mineral property appraisers, particularly in situations where their sales comparison analyses may be challenged. The conclusion is that the combination of constraints that the advisory’s findings specify for use of the term “comparable” will for mineral properties be met infrequently or rarely. As a result, mineral property appraisers are advised to avoid using the terms comparable or “comp” when referring to transactions of mineral properties that they analyze to derive data for appraising the value of their subject mineral properties. IntroductionA mineral property appraiser rarely finds a sale of a mineral property that meets the literal meaning of the term “comparable sale,” by being directly comparable to the subject property of the appraisal in all factors of significance in the determination of the value of the property interest being appraised. Real estate appraisers have long used a more liberal interpretation of the meaning of comparable sale and its commonly used abbreviation, “comp.” Real estate appraisers compare sales to their subject property on the basis of price per hectare or acre of land and price per square meter or square foot of building floor area. Adjustments totaling to within the range of +30 to -30 percent from the sale property to the subject, before factoring in the property area, have generally been viewed as appropriate for the sale to be considered a comparable sale."

Water is the mainstay for the beneficiation of fine-size coal and minerals, but it is also the least desirable constituent of the final product. The basic concept of the novel process described in this paper is based on the differential surface heat absorption capacity of the individual particles. When a differentially heated solid mixture is placed on a moving belt that has been coated with low-temperature melting resin, the hotter component of the mixture will stick to the belt while the relatively cooler component will stay free on the belt and fall off at the end of the belt run. Experiments were conducted with pyrite, coal and quartz particles of 6 × 18 mesh size. The goal of the test program was to find the optimum conditions at which there exists a required temperature difference between minerals and coal particles by controlling the operating and system variables. Preliminary test results show that there is a potential for separating mineral matter from coal using the thermo-adhesive separation technique.

The capital investment to build a new metallurgical facility or open a new property has traditionally attracted substantial investigation, analysis and management attention. The areas of mineral exploitation, financial feasibility, engineering and construction have been studied extensively and their management, although still difficult, have become refined disciplines.

The control of pH in solvent extraction circuits is an old technique (1,2) but one which has a large potential for future use. The equilibrium position of any reaction which has hydrogen or hydroxide ions, either as products or as reactants, can be controlled by pH adjustment. Several examples of reaction types which are important in solvent extraction systems and which also show a pH dependence are shown in Figure 1. The examples were chosen to show the wide variety of reactions which fit the above criteria, but it is not meant to be a complete listing of all the possible reaction types, Some of the reactions are presented in a simplified form. It is the intent of this paper to discuss pH controlled solvent extraction reactions for some relatively simple systems through more complex ones.

The Rocky Mountain region contains part of the paleocontinental shelf that lay in Arizona and New Mexico through Utah, Colorado, and Wyoming into Montana and North Dakota. The shelf was bounded by the northeast-southwest-trending Transcontinental arch and the Cordilleran miogeocline in late Paleozoic and early Mesozoic time. Major tectonic features that affected middle Phanerozoic sediments on the shelf were the Big Snowy trough and Williston basin in the north and the ancestral Rocky Mountains in the central part of the region. The Zuni uplift and similar positive areas occurred along the axis of the Transcontinental arch in the southern part. The late Paleozoic and early Mesozoic sedimentary rocks record transgressive-regressive marine cycles in which the Cordilleran shelf and much of the adjacent craton were inundated by epeiric seas. Early in the Carboniferous, an epeiric sea covered most of the shelf. Greater topographic relief developed in Late Mississippian, was at a maximum in Middle Pennsylvanian, and then diminished through Permian and Triassic time. The development in the Pennsylvanian Period of horsts and grabens along northwest- trending faults on the northwest flank of the Transcontinental arch resulted in the ancestral Rocky Mountain system. The eastern part of the region was emergent by Middle Triassic, and the emergence lasted until Middle Jurassic, owing to uplift along the Transcontinental arch. During the early part of the Mesozoic, the sediments were dominantly terrigenous and were deposited mostly in shallow littoral marine environments shifting to continental. Most middle Phanerozoic structural elements within the area of the shelf are characterized by lineaments that have either an east-northeast or a conjugate north-northwest trend. The east-northeast lineaments closely parallel the northeast trend of the continental slope (miogeocline) in Nevada to southern Idaho. The conjugate set closely parallels the northwesterly continuation of the miogeocline north of an approximately right- angle bend in south-central Idaho. The northeasterly trending Transcontinental arch and the northwest-trending margin of the Canadian Shield are parallel structural elements with the north- east and northwest trends of the miogeocline. The rectangular lineament pattern on the shelf suggests a system of rectilinear fractures within the underlying Precambrian crystalline basement rocks that moved several times in the Phanerozoic in response to external forces applied against the continental crust. Movement of these blocks influenced erosion, deposition, and lithofacies of the sediments in middle Phanerozoic time. Zones of crustal weakness, represented by the lineaments bounding these blocks, probably were influential in localizing sedimentary mineral accumulations and petroleum deposits, as well as later igneous intrusions, volcanism, and emplacement of hydrothermal ores. Igneous activity in this region was rare during the middle Phanerozoic, but these conjugate fractures seem to have been avenues for later passage of hydrothermal solutions responsible for ore emplacement.

"Surface subsidence caused by underground room-and-pillar mining operations and by solution mining operations have been studied separately but never in combination. In 2008, FMC Minerals began using solution mining at its Westvaco Mine as a secondary extraction method in an area that had been previously mined using the room-and-pillar mining method. Mining regulations require that subsidence associated with underground mining activities be monitored and measured annually. Using Salt_Subsid, a subsidence software package from the Solution Mining Research Institute, and ArcGIS, Esri's mapping platform, researchers at Montana Tech were able to develop a relationship between measured surface mine subsidence and solution mining that can be used at the Westvaco Mine to estimate the production of trona from solution mining operations. Project backgroundFMC Minerals has increased the production of trona from its Westvaco Mine near Green River, WY, using solution mining as a secondary extraction method in an area previously mined using the room-and-pillar method. The area of interest was mined until 2001 with the use of a borer miner at a depth of approximately 488 m (1,600 ft). Currently, FMC determines the amount of trona produced using its solution mining operations by measuring the dissolved solids pumped from the mine. This approach, however, does not account for the location from which the trona was removed.The location from which the trona is removed and the size of the cavern created by the solution mining operations are important to FMC’s mine planning. FMC believed that with proper investigation of the subsidence at the Westvaco test site, a correlation might be found between surface subsidence measurements and the amount and location of trona production from the solution mining activities. The primary goal of this project, conducted by Montana Tech, was to find relationships between the measured subsidence and the solution mining activities. The project attempted to develop an equation that could be used to predict solution trona production based on measured subsidence. The project attempted to model the relationship between the measured surface subsidence and solution mining production using Salt_Subsid, an existing subsidence software package from the Solution Mining Research Institute (SMRI, Clarks Summit, PA) to estimate the location, size and shape of the solution mining cavern. This study would determine the program’s usefulness for locating and developing the cavern created by secondary solution mining activities. The subsidence and production data sets used in this study were collected over a seven-year period from 2008 through 2014."

"INTRODUCTIONThe Port of Miami Tunnel (POMT), designed and constructed by Bouygues Civil Works Florida between 2009 and 2014, was a Public Private Partnership between the Miami Access Tunnel Concessionaire, Florida Department of Transport, Miami-Dade County and the City of Miami. The project comprises dual 11.3m internal diameter, 1.27km long, twin lane road tunnels running between Watson and Dodge islands under the main shipping channel in Biscayne Bay. Five cross passages (CPs), spaced at 200m centre to centre, provide emergency access between the two tunnels, as shown in Figure 1.The CPs were constructed by open-face excavation methods but the particular geological conditions at the project site (loose and variable carbonate sedimentary strata with very high permeability) required specific ground treatment solutions to provide safe excavation conditions and to ensure the long term serviceability of the permanent works construction. Where access allowed, ground treatment was performed from the ground surface using deep-mixing techniques; however, at two locations (CP2 and CP3) surface access was restricted and ground treatment by freezing, performed from the tunnels, was required. The CPs are 12.3m long with an excavation diameter of 5.8m and are located up to 30m below the water table partly or wholly within the Key Largo limestone (termed Layer S7 in the ground model). Layer S7 is a coralline limestone having a metastable honeycomb structure and high variable porosity. At CP2 the upper portion of the excavation was within the overlying Anastasia Formation limestone (Layer S6), comprising a highly permeable coquina. The geological profile along the project is shown in Figure 2.This paper presents aspects of the freeze design and the risk mitigation necessary to successfully achieve the construction of the CPs in the unique geological conditions."

Increased emphasis on industrial pollution control has intensified investigation of waste treatment technology for methods of reducing the amount of pollutants discharged by industry. The mining and mineral processing industry can point to a record of considerable accomplishment in the field of wastewater treatment and reclamation because these operations are so frequently an integral part of the entire operation of an ore dressing facility. This is amply demonstrated by metal producers in the arid regions of the Southwest where water shortages require maximum use of available water. For example, the copper industry in Arizona during 1960 employed an estimated 184 billion gallons of water of which 87% was reused water. (1) Only 0.0003% was discharged to streams and the remainder was consumed by evaporation (8%) and seepage (5%). The most severe pollution problem facing the mining and ore processing industry today is that resulting from acid mine drainage. This problem is largely associated with the mining of coal although it occurs to a lesser degree with the mining of other materials. The degradation of streams by acid mine drainage in the vicinity' of the Appalachian coal fields has been widely publicized and a major effort is underway to determine the best means of correcting this situation. Other forms of pollution from mining operations are less well-known, but it is anticipated that improved or advanced waste treatment techniques will be required for segments of the industry to comply with new pollution control regulations. The current emphasis on redefining hazardous levels for heavy metals and various chemicals with regard to the total environment will in all likelihood lead to tighter discharge controls in some cases. Since 1986, we have developed a series of electromagnetic (EM) sounding systems at the Laboratory for Advanced Subsurface Imaging (LASI). These may be categorized by their frequency ranges: low frequency (LF, 30 Hz to 30 kHz), medium frequency (MF, 1 kHz to 1 MHz), and high frequency (HF, 30 kHz to 30 MHz). We have applied these EM systems to a variety of targets, including: mapping of plumes of contaminated groundwater, tracing leachate for an in-situ leaching operation, locating buried hazardous waste, identifying subsidence-prone zones and detecting buried voids. These systems are also applicable to exploration for ore bodies. Currently, our sounding system uses a vertical magnetic field vector. Previous systems of this type required a slow and relatively inaccurate manual rotation of the sensing coils. The systems also used occasional calibrations of the measuring system. We have developed a 3-dimensional mathematical rotation procedure for the data, as well as a simultaneous, high-accuracy, calibration method. These new developments have greatly increased the speed of the measurements, as well as improving the accuracy of the ellipticity data. We use stepped-frequency measurements along with narrow-band filtering to allow accurate measurements, even in high-noise areas. We typically obtain ellipticity measurements at eleven frequencies and along densely sampled profile lines. We use neural networks to help interpret the measured ellipticity patterns. Neural networks can be trained to relate the measured ellipticity patterns to earth resistivities or to discrete targets buried in the earth. The neural network training may use theoretical EM responses calculated from computer codes for relatively simple structures. The theoretical EM response for many complex targets that are of interest cannot currently be reliably calculated, even with the largest supercomputers available. We have therefore chosen to do some of the training using theoretical EM responses generated in a full-scale modeling tank located at our Avra Valley Geophysical Test Site. We have also developed data-visualization software to help interpret the large data sets produced by this system.

A coal-fired fluidized bed combustion (FBC) system will be installed at the Owatonna Tool Company, Owatonna, Minnesota. Two FBC combustors will burn solid fuels: coal, petroleum coke, and wood and paper wastes. Crushed dolomitic limestone will be used to control sulfur emissions to EPA limits. The combustors will supply indirectly heated hot air and hot water for paint drying operations, washing processes, and space heating. The program is sponsored by the United States Department of Energy and the Owatonna Tool Company, and is one of five programs designed to demonstrate industrial applications of coal-fired fluidized bed equipment. The paper will describe the combustion system and the results of development tests with dolomitic limestone for sulfur emission control.

Many studies have been made of the microflotation of quartz (1,2,3,4,5,6) and alumina (3,5,6, 7,8) using various anionic and cationic hetero- polar hydrocarbon surfactants as collectors. A few studies have been made on these minerals using amphoteric hydrocarbon collectors ( 9,10, 11,12) and only a few studies have been made on the use of fluorocarbon surfactants as flotation collectors (13,14). The present investigation compares microflotation response of the two minerals in hydocarbon and fluorocarbon collector systems of the anionic, cationic and amphoteric types. An attempt is made to relate flotation response of the minerals to their electrokinetic behavior and the pKa values of the collectors.

It is widely recognized that Semiautogenous Grinding (SAG) circuits require the use of effective process control techniques to achieve their full processing potential and to protect them from the harmful effects of overloads and grind-outs. This requirement is even more essential as the variability of the ore being processed increases. The new Chino Mines Company concentrator located near Santa Rita, New Mexico started operation in June of 1982. At least eight major rock types are mined and milled. Ore hardness, feed size, and specific gravity are quite variable. Typical feed rates per grinding line are 850-900 tph but extremes of 260-1200 tph have been encountered. Normal feed rate variations of between 400 and 1100 tph are encountered on a weekly and sometimes daily basis. Feed size varies with rock type from a maximum of eight inches for the harder ores to two inches for the softer ores. One somewhat unique characteristic of the Santa Rita ore body among major copper mines is the wide variation in ore specific gravity. Specific gravities of the major rock types range between 2.7 and 3.6. The specific gravity variations are due to large changes in magnetite concentration throughout the pit. The result of this is large variations in SAG mill throughput which can have a harmful effect on downstream ball milling and flotation performance. Due to these wide fluctuations in ore characteristics, it was recognized soon after startup that successful operation of the grinding circuit and the plant at large was dependent upon the development of an effective automatic grinding control strategy. Research at the University of Utah has suggested that control based upon critical but difficult or costly to measure variables would improve automatic control performance. A project team made up of the Chino process control staff, Kennecott's Process Control department and the University of Utah Metallurgy Department was established to assess these concepts at Chino. This paper describes the development and on-line plant implementation of an Extended Kalman Filter that uses simple models of the SAG milling process, to predict the volumetric loading, the rock mass, the water mass, and the ball mass within the SAG mills at Chino. The on-line estimation of these parameters is the first step in the development of an integrated SAG mill/ball mill control strategy which is hoped to L eventually maintain the grinding circuit at its maximum capacity, while balancing the grinding load between the SAG and ball mills. Examples of long term estimation with the models and filter are shown for typical operating conditions as well as a SAG mill overload and grind-out.

Two methods are developed whereby; (1) mineralogic data can be arranged in order of typicality, and (2) mineralogic data external to a model can be compared with the model and the degrees of association computed. Thirty arbitrarily selected base metal mining districts in the conterminous United States were classified as copper, lead, or zinc districts on the basis of tonnage of the major base metal produced. For each of the copper, lead, and zinc districts binary-occurrence distributions were compiled for primary (unoxidized) and secondary (oxidized) minerals. Primary and secondary minerals were then arranged in order of decreasing typicality. Model copper districts are most typified by primary chalcopyrite, pyrite, and secondary malachite. Model lead districts are most typified by primary galena, quartz, pyrite, sphalerite, and secondary anglesite and cerargyrite. Model zinc districts are most typified by primary sphalerite, galena, pyrite, quartz, and secondary smithsonite and cerus-site. The Park City district was removed from the model and its primary and secondary mineralogy was compared with the model copper, lead, and zinc districts. The primary mineralogy of the Park City district is about equally associated with the model copper and lead districts, but the secondary mineralogy is much more akin to the model copper districts. Thus, with respect to the model data, the geochemical target presented by the Park City district resembles a copper district more closely than a lead district.

Introduction Brine reservoirs along the Texas and Louisiana Gulf coasts are currently under study to investigate the technical and economic viability of production wells designed to extract methane gas in solution. The effect of well pressure drawdown on reservoir rock and associated overburden material is important to well performance predictions and the analysis of potential subsidence problems. Consequently a series of compaction tests have been conducted on sandstone and shale cored from a test well drilled near Hitchcock, Texas, in order to determine the variation of mechanical properties to be expected over the producing life of the formation. Previous Work The referenced tests are part of an extended study of geopressured-geothermal reservoir behavior, including compaction (Jogi, Gray, Ashman, and Thompson, 1981 and Jogi, Kalra, Gray, and Thompson, 1981) and creep (Thompson, Jogi, Gray, and Richardson, 1981) tests of reservoir rock and related reservoir performance studies (Rago, Okhuma, Seperhnoori, and Thompson, 1985). Recent work has considered the nonlinear constitutive behavior of sandstone (Fahrenthold and Gray, 1985 and 19861, while additional experimental work is reported here. Geological structure and composition of the Hitchcock field from which the core samples were obtained is discussed by Light (1985). Experimental Procedure Compaction tests were conducted on cylindrical cores, nominally 2.75 inches in length and 2 inches in diameter, with independent control of the axial, confining, and pore pressures. Axial and radial deformation of the samples were measured in tests over a range of effective stress states expected to develop over the reservoir lifetime. The term effective stress as used here refers to the algebraic difference of the total stress and pore pressure, with compression taken as positive. Three types of compaction tests were conducted on the sandstone. In the uniaxial tests, axial total stress and radial strain were held constant as the pore pressure was reduced, similating one dimensional compaction which may occur during reservoir depletion. In the triaxial tests, radial total stress and pore pressure were held constant as the axial total stress was increased, duplicating conventional rock compaction test procedures. In the pore pressure drawdown tests, axial and radial total stresses were held constant while the pore pressure was reduced, in order to investigate differences in sample response to mechanical and pore pressure loading. Compaction tests were also conducted on shale material obtained from the reservoir overburden. The field coring process provided few consolidated shale sections sufficiently large to allow preparation of samples with the dimensions described above. With additional attrition during sample preparation of this brittle material, ultimate yield of the coring effort was limited. The few available samples were tested in uniaxial and triaxial tests similar to those described above. The use of displacement transducers to measure sample deformation avoided the difficulty of strain gauge installation on this material. Test Results The sandstone and shale both demonstrated nonlinear stress-strain behavior, with hysteresis and residual strain present upon unloading. Polynomial interpolation of the stress-strain curves was used in the calculation of incremental values for the loading and unloading moduli. Figures 1 and 2 show example axial effective stress-axial strain curves for triaxial tests conducted on sandstone and shale samples. The figures plot incremental stress and strain variables, defined as deviations from the state of prestress to which the sample was subjected. The state of prestress was varied between tests in order to investigate material behavior over the entire stress and strain space of interest. This paper presents a rock mechanics investigation of the time-dependent behavior of the rock immediately surrounding the excavation in a hypothetical one-entry coal mine based on the geology of the Illinois coalfields Research in the area of time-dependency is almost nonexistent and, therefore, this research was performed to make inroads into this neglected research area. Numerical analysis of a typical one-entry coal mine in an Illinois basin was performed using the commercial finite difference program FLAC3D. The immediate roof of the coal entry was assumed to be a shale formation. Shale in other formations has shown a tendency to creep with time. Therefore, in this study the authors modeled the shale in the roof using time-dependent characteristics. The input properties were taken from laboratory creep tests performed on shale. Model runs were performed at different stages, mimicking the progressive excavation of the entry. The model results showed that stresses in the roof attained the limit of yielding. Using Mohr-Coulomb failure criteria, potential zones of failure were also predicted. The results showed that the current computational capacities are sufficient to explore this previously uncharted territory of ground control.

"The wash ore area on the Mesabi iron range covers a regionof the iron bearing formation extending from Grand Rapids on the west to the Hibbing district, about forty miles eastward. Not all of the developed ore bodies are of wash structure; some are of such grades that they can be shipped direct as merchants able ore. It is safe to say, however, that 65 per cent of the ore is of a possible wash structure and of too high a silica content to be classified as merchantable ore. The increase in the number of washing plants completed each year on the western Mesabi shows that ,the product must be of a structure desirable for furnace operation. Early studies in the carbonate leaching of uranium ores led to the investigation of pressure leaching as a method to enhance the dissolution of the metal values in this system. The initial investigations conducted at the University of British Columbia supplemented by the work done by the group at the A.E.C. Grand Junction pilot plant, all established the higher efficiency and better economics of the alkaline pressure leaching system. This work was conducted either in laboratory autoclaves using oxygen overpressures, or in pilot plant sized horizontal autoclaves with air as an oxidant. Both of these testing vehicles utilized agitation provided by relatively high speed impellers (300 to 700 rpm), which apparently enhanced the oxidation of the uranium to the hexavalent state. The installation of vertical autoclaves on a production scale, which through design considerations require relatively slow agitator speeds (68 rpm), led to the studies of the utilization efficiency of the air addition and the use of catalytic type oxidants to effect a greater usage of the oxygen added through the aeration system. In addition to investigating the effects of the chemical additives, studies were also conducted on the effect of different impeller configurations on the extraction of uranium, which in itself is a measure of oxidation efficiency. The material presented in this paper was compiled in the Ambrosia Lake district of New Mexico, and the majority of the data was obtained in the Homestake- Sapin Partners mill, located at Grants, New Mexico.

December 3, 1972, James Wm. White presented the results of an instrumentation and process control survey which was sponsored by the Anaconda Company at the annual Tucson Subsection AIME meeting.(1) Twenty-six responses were obtained from questionnaires sent to 48 operating plants throughout the world. The survey results were discouraging in that there were more failures and problems than examples of success. The following quotes are taken from the text of the paper. "We run our mill by the seat of our pants." 'If these blue sky Ph.D.'s (in the instruments and controls area within research) had some operating experience they wouldn't make a lot of the suggestions they do."
