For many years, the combined efforts of machinery manufacturers and mine operators have endeavored to achieve greater productivity from the men involved and the machinery and capital invested, by developing methods to drill blast holes more effectively. Obviously, this means much more than simply developing a drill that will drill a single hole faster. Considerable attention over these years has also been given to methods of carrying and positioning the drilling machine on versatile jumbos, whereby the man's time can he better utilized by the faster drilling machines. Likewise, the art of blasting to utilize the holes that were drilled to achieve the maximum amount of fragmented ore and the methods of moving the broken ore have also progressed. But each phase of the production cycle just described must be made to balance with the other phases of the work. Obviously, major breakthroughs in only one phase don't always generate more "rock in the box" per manshift. Yet, through the persistent effort of the machinery developers and the researchers, the progressive attitudes of mine managers, backed by corporate capital investments, and battle after battle at the operating level, progress is made. Then, if the innovated system is good enough to "stick", in a few years it becomes the system that the newer method must replace, after the same repeated struggle. This is the situation that many mine operators find themselves in today, Looking at their production cycle, which is assumed to be efficient and balanced between drilling, blasting and materials moving capabilities, they tend to guard any visable disruption of the balance of that day's production, and many would prefer to maintain the status quo indefinitely. Refractory sulfide flotation or gravity gold concentrates are coated onto a sized support matrix and placed in a heap configuration for biooxidation. The surface coating is typically less than 0.05 in. thick and the support matrix is preferably composed of 0.375 to 0.75 in. diameter material. The exposed thin coating of sulfides reduces biooxidation rate limitations due to oxygen mass transfer. The large spaces between matrix particles reduce resistance to fluid percolation and aeration in the heap. The capital and operating costs for this biooxidation configuration are significantly less than for concentrate biooxidation in stirred tanks. After 30 to 90 days of biooxidation, sub- sequent gold recoveries exceed those seen in whole ore heap biooxidation and are comparable to recoveries obtained from stirred tank biooxidation processes. Results from laboratory and pilot testing indicate that this technology is a viable alternative for pretreating sulfide refractory gold ores.

Successful longwall gate entry design requires control of both vertical and horizontal stresses. Vertical, or overburden, stresses are most severe in the tailgate where they are concentrated by longwall panel extraction. Horizontal stresses, which are generally tectonic in origin, can be highly destructive during the development and headgate phases of longwall mining. The goal of this paper is to present the current state-of-the-art in detecting and controlling horizontal stresses. The information presented was collected through site investigations at 45 U.S. longwalls and an international literature review. The paper begins with a discussion of the present knowledge of regional in situ stress fields in the U.S. A review of available underground stress measurements from coal mines is presented, along with data collected by structural and petroleum geologists. The combined evidence indicates that a persistent ENE-EW trending stressfield is present throughout the eastern coalfields. Experience with horizontal stress in longwall mines is addressed next. The paper focuses on the northern Appalachian region, where the effects of horizontal stress have been most evident. Three case histories are discussed in detail, and the solutions each developed are highlighted. Observations made in the Southern Appalachian, Alabama, and Illinois coalfields are also described.

A 0.5 m (20 in) diameter high pressure natural gas pipeline crosses over a coal mine located in Central Utah. Ground movement induced by the mining operation could possibly place excessive strain on the pipeline causing it to rupture. The mining operation extracts coal from two seams using the room and pillar method. The seams are situated one on top of the other and both lie directly under the pipeline. At present, only the upper seam is being mined beneath the pipeline. However, in the future, the mining operation of the lower seam will also affect the pipeline. As would be expected, mining of both coal seams causes surface subsidence. This is especially true when the pillars are extracted during retreat.

A comprehensive flotation study has been carried out on a Chinese fluorspar ore using the packed flotation column developed at Michigan Technological University. The results are compared with that of a conventional mechanical flotation method on the same feedstocks. Key factors controlling flotation performance of both methods are evaluated based upon a simple statistic design. The flotation concentrate produced in one stage of the packed column has 4-S% higher recovery and much lower silica impurity content than that produced by up to six stages when a conventional mechanical cell is used. The results also show that the packed column flotation process is particularly suitable for recovery of finer fluorspar particles.

"The Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) owns and operates the Tunnel and Reservoir Plan (TARP) system which was adopted in 1972. TARP is a network of 110 miles of deep tunnels and ultimately 3 large reservoirs to combat waterway pollution and flooding within a 350 square mile area served by combined sewers. The original TARP concept included additional tunnels to convey CSOs from the largest storms to the reservoirs. With the initial TARP tunnels complete and the reservoirs nearing completion, MWRDGC commissioned hydraulic and hydrologic modeling studies to analyze the benefits of additional conveyance tunnels. These updated studies optimized the configuration of additional tunnels considering integration with potential future local sewer system upgrades. The alternatives considered several routes of 25, 30, and 35 foot diameter tunnels, ranging from 10 to 18 miles. Alternatives were analyzed based on projected reductions to basement flooding compared to the relative costs. TUNNEL AND RESERVOIR PLAN After World War II the Chicagoland area underwent rapid growth and development. With the Metropolitan Water Reclamation District of Greater Chicago's (MWRDGC) service area becoming increasingly impervious, the flat Chicago landscape was increasingly at risk of significant flooding. In the mid and late 1950's, Chicago experienced multiple extreme storm events that had significant impacts on the city and generated the momentum necessary to initiate what would ultimately become one of the world's largest civil works undertakings. In 1957 a Flood Control Coordinating Committee was formed, consisting of representatives of the MWRDGC, Illinois Department of Public Works, Cook County, and the city of Chicago, to review various plans and develop recommendations for a course of action. With more than 50 alternative concepts being identified, the Tunnel and Reservoir Plan (TARP), which itself is a composite of various alternatives, was adopted the by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) in 1972. The need to adopt a long term plan was further influenced by the Clean Water Act, which was enacted only 8 days prior."

The height of permanent slopes at the Panguna mine of Bougainville Copper Limited will vary from 350 to 950 metres. A few degrees difference in slope angle has a large effect on the ore/waste stripping ratio. Optimum slopes can be achieved if longer batter slopes (exceeding 45m height) are excavated using bulldozers to trim parallel to controlling fracture surfaces. Unnecessary slope flattening by incorporating benches can cost millions of dollars in lost ore. Faults and other major weaknesses, which can result in wedge failure or erodible zones have been treated successfully with shotcrete, rockbolts and cable dowels. To minimize support effort and interference with mine production, early identification and treatment of unstable areas is important.

Coal has traditionally been an integral part of life in Kentucky. Coal mining produces a large part of revenue for the Commonwealth of Kentucky and provides a significant number of jobs to the residents of eastern (less in western) Kentucky. Recently, however, the coal industry of Kentucky has had to endure many hardships. The Clean Air Act set forth sulfur dioxide emission standards which have severely affected much of the coal mining industry in Kentucky, because much of the coal mined in Kentucky has a high sulfur content. In this paper, the background around the effects of Clean Air Act on the coal industry is introduced. The economic and social effects of the Clean Air Act on the Kentucky coal mining are addressed.

Powell Bend Mine, located in Bastrop County, Texas, is owned by the Lower Colorado River Authority (LCRA). The mine is operated under contract by the Powell Bend Mining Company (PBHC), an affiliate of Pittsburg and Midway Coal Mining Co., and produces 210,000 tons of 6500 BTU/LB lignite per year for LCRA's Fayette Power Project near La Grange, Texas. PBHC operates the surface strip mine one shift per day, five days per week with a total of nine employees; six operations/maintenance and three office/supervision. The mine's productivity in 1988 averaged 100.3 tons per manshift using an l8-cubic yard dragline to uncover the lignite. Delivered cost to LCRA, F.O.B. mine, is $6.11 per ton, which includes water control and final reclamation.

Aragonite "sand," an oolitic lime-stone, is distributed throughout the Bahamas on the Grand Bahama Bank, adjacent to Southeast Florida. Bahamian deposits hold 75-100 billion tons of recoverable Aragonite. Aragonite's precipitation from seawater over 700 years ago assures low contaminates, making it a pure material for such industries as cement, glass, etc. A 90-acre, man-made production island was built south of Bimini, adjacent to ocean shipping channels mining is by cutterhead, suction dredge, dewatering, and stockpiling for further drainage and shipping. Aragonite is transferred to the U. S. East and Gulf Coasts via bulk carriers to points of sale.

The 25th Peruvian Mining Convention (Convención de Ingeneieros de-Minas del Perú) was held Sept. 10-14, 2001, in Arequipa, Peru. The biennual meeting, sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru), is designed to showcase the Peruvian mining industry and to ?promote progress in the national mining sector.? The convention consisted of technical sessions, forums, field trips and social activities. The technical sessions featured 80 papers selected from more than 200 papers submitted. The well-organized 2001 meeting was held at the Tecsup Institute of Technology of Arequipa. The meeting was held in conjunction with Exposición Technologica Minera (Extemin), a mining trade exhibition. The2001 Extemin had representatives from more than 400 companies in attendance. In addition to the many Peruvian companies present, the trade exhibition featured pavilions representing the United States, Canada, Germany, Australia and Chile. Registration at the 2001 meeting was about 3,300, a conference record. The theme for the 2001 meeting was Mining: Society and Development. Mario Brescia was chairman of the organizing committee. He said in his opening remarks that ?this year?s meeting seeks to emphasize the commitment on the part of the [mining] companies to treat our natural resources responsibly, controlling any adverse impacts and giving priority to group benefits.? Consistent with this theme, many of the technical papers stressed environmental and social responsibility. Many successful examples of environ-mental and social responsibility on the part of the mining industry were presented in the technical sessions.

The consumption of grinding media forms a significant part of the operating cost of a mineral processing plant. An estimated half billion pounds of steel in the USA and over one billion pounds in the world are consumed each year in wet grinding alone. However, there is some conjecture as to the interacting roles of abrasion and corrosion. In order to provide a more complete picture of the conjoint action of abrasion and corrosion, marked ball tests were conducted on different grinding ball compositions in a laboratory ball mill and the metal losses were measured on varying the conditions, i.e., pH, PO2, in wet grinding a Cu-Ni gabbroic rock and compared with taconite grinding. Ball wear rates ere discussed with respect to ball composition and microstructure and the varying conditions used in the grinding tests.

"The Safety Pays in Mining web application, developed by the National Institute for Occupational Safety and Health (NIOSH) Mining Program, helps mines determine the potential costs associated with mining injuries. This web app groups injuries by type, either by the cause of the injury or by the nature of the injury. When the user selects one of over 30 common types of mining injuries, the app provides information on the distribution of costs of workers’ compensation claims for that type of injury. Based on other user inputs, Safety Pays in Mining will estimate the total costs of the selected injuries, including an estimate of additional indirect costs, the estimated impact of total injury costs on mining company profits, and provide some examples of other items (services, equipment) on which companies could spend the savings that result from the prevention of injuries. This paper reviews the Safety Pays in Mining web application by discussing the development of the app, how it is used to show the true costs of mining injuries, and how mines can benefit from using this app. INTRODUCTION Injuries on the job cause pain and suffering. They can also profoundly affect profits and daily operations. In addition to paying direct costs or increased premiums for workers’ compensation insurance, a company might need to pay overtime for other workers to fill an injured worker’s job role, cover training costs for a replacement worker, or divert administrative resources in the wake of an injury. Safety Pays in Mining is a web app that estimates the distribution of these injury costs and assesses the impact that occupational injuries have on a company’s profits. The costs of specific types of occupational injuries in mining are not readily available as mining and insurance companies don’t usually share this information. As a consequence, companies only have cost information based on previous experience with their own employees. Therefore, if a mine never experienced a finger amputation for one of its miners, it would not be aware of the possible costs associated with this type of injury. In addition, injury costs are unique in that the cost distribution is so wide — with half of the injuries in our dataset having mean costs higher than 90th percentile costs — just using the average cost of a specific injury type does not provide adequate information. Some injuries involve immensely high costs, and even though the risk of these high-cost injuries occurring is low, mines need to be aware of their potential impact on their company’s financial health."

Fan performance graphs are generated by digital computer using two programs, RUN- FANS and FANPLOT. RUNFANS calculates fan performance data from stored specific-volume, specific-speed data for a given fan type with appropriate allowances for fan diameter, rotational speed and air density. FANPLOT accepts specifications for drawing the graph and accepts either user-supplied pressure-quantity data or RUNFANS- calculated data as input, Operational procedures for both programs are detailed and examples of their interactive query routines are included. An exploration bore core sample of coal ought to be reduced from its original cylindrical form to a particle size distribution and particle composition that reflects, insofar as possible, a process stream of? raw? coal it represents. Often, coal cores are reduced with a laboratory crushing machine, the product of which may not match the raw coal size distribution or size fraction composition. This study employs drop-shatter impact breakage followed by dry batch tumbling in a steel cylinder rotated about its transverse axis in order to characterize the core material in terms of first-order and zeroth-order breakage rate constants. These are indices of the propensity of the coal to degrade during excavation and handling. Initial drop-shatter and dry tumbling tests were done with synthetic cores, to reduce material variables and . conserve difficult-to-obtain coal cores.? Cores of three different coal beds --Illinois No.6, Upper Freeport, and Pocahontas No. 5 -were subjected to drop-shatter and dry batch tumbling tests to determine breakage response. Comparison of coal preparation plant feed with a crushed bore core and a bore core prepared by drop-shatter and tumbling (all from the same Illinois No.6 coal mining property) indicated that the size distribution and size fraction composition of the drop-shattered/tumbled core more closely resembled the plant feed than the crushed core.

The National Mining Hall of Fame and Museum (NMHFM) in Leadville, CO will induct the class of 2011 on Sept. 10, 2011. Representing the coal, metallurgical/processing, research and development, marble and lead industries, this year?s inductees cover a diverse crosssection of the mining industry. William Francis Diamond, Wayne Hazen, Redfield Proctor and Jeffrey Zelms will join 210 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 24th Annual Induction Banquet and Ceremony. The members of this year?s class were selected for being visionaries, leaders and ambassadors both within their own sectors and across the industry at large. Diamond had an illustrious engineering and managerial career that spanned four decades with Island Creek Coal Co. During that time, he was responsible for the engineering and construction of the deepest coal mines producing in North America at the time.

The Mine safety and Health Administration (MSHA) formed the Mine Ventilation Bleeder and Gob Training Committee in 1993. This committee was charged with developing a training course designed to enhance the knowledge and understanding of practical bleeder ventilation systems. The course will probably include a discussion on the theory behind bleeder system design, an in-depth look at the strengths and weaknesses of the basic bleeder system types, case studies, and a review of the systems currently in use. A database on active underground bituminous coal mines, gob areas, and the bleeder systems presently used was developed from questionnaires distributed to nine Coal Mine Safety and Health (CMS&H) districts. Representative systems were selected for thorough investigation to develop case studies. This paper introduces some of the material to be included in the course, including a description of basic bleeder system designs, a review of a portion of the database, and facts about the gob areas and bleeder systems investigated for the development of case studies.

Every few years we are treated to a battle over trade policy when the Reciprocal Trade Agreements Act comes up for consideration. In 1962 it is especially appropriate to consider the problem of mineral import -policy and the closely related problem of general import policy, for this year's struggle is different from those of the past in two ways. First, proposals have been made which are a substantial departure from past trade agreements legislation, and second, the formation and growth of the Europe Economic is Community may have an important bearing on the kind of legislation that is adopted. But this anticipates what is to come later. My task is to examine the problem of mineral import policy, although we shall find soon enough that general trade policy must be considered in order to get an indication of what is in store for minerals.
