In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

Many reports have been written about the issues surrounding small scale miners’ challenges in Namibia; yet little has been done to address these challenges. There has been a fragmented approach to address these challenges. Various government arms and donor organizations have utilized piece meal methods in the past in trying to make improvements on the productivities across the sector, but with no meaningful success. This has led to the design and implementation of inappropriate technologies and support services for the sector. The structures of many of the semi-precious stones mining businesses are informal, with very little royalties received by the government. Miners often work informally or illegally and they fear government interference and they distrust outsiders, resulting in them withholding production information. The presence of small scale miners is quite often associated with major challenges, including poor safety and environmental management standards, the spread of communicable diseases and poor working conditions. The majority of the miners employ uncontrolled extraction techniques which damage the crystals and mineral specimens, resulting in intermediate and final products of low quality along with high wastage at the extraction stage. The vision of the Namibian government is to expand the range and value of semi-precious stones and jewelry products processed within Namibia, while curbing illicit flows of raw stones. This will simultaneously secure maximum benefit for the country. This study investigated the interventions aimed at making the small scale mining sector in Namibia sustainable. A baseline study was conducted to analyze the current situation and characterize the industry, including a SWOT analysis. Information was collected through questionnaires, interviews, consultative meetings, field visits and workshops in order to profile the sector. The baseline study results were used in developing interventions for improving artisanal and small scale mining operations. The main challenges for the Namibian semi-precious sector were identified as: factual information about raw material resources and its beneficiation are insufficient or not available, lack of skills, lack of education and access to finances, rudimentary exploration and mining practices, trading and logistics that are not functioning effectively and inadequate sector governance. One key finding of this study was that Namibia is not benefiting through value addition due partly to illicit flows of the uncut stones and to the fact that lapidary is not much pronounced to a greater extent. The following strategic interventions were identified as key in ensuring the sustainability of the small mining sector in Namibia: conducting geological assessment to identify new deposits and quantify the existing ones, improving exploration and mining practices, investing in education and training, creating an enabling environment and improving the sector governance and strengthening the sector organization and supporting the infrastructure.

At our annual meeting in St, Louis, Mo. in February 1961, we presented a comprehensive paper (No. 61-B-22) on the subject of "Blending and Handling of Materials for Agglomeration". In that paper you will find a discussion on the difference between "blending" and "mixing". With regard to "blending" we brought out the facts of its usefulness for the preparation o materials in an agglomerated mass to attain controlled chemical and physical uniformity. "Mixing" was discredited as not being useful for the attainment of uniformity of any kind.

Although the economic importance of recovering copper by leaching of mine work dumps from open-pit operations has been realized for some time, serious attempts to understand and to improve such operations through scientific research has been made only in recent years. This progress report covers the results of chemical, physical, and biological studies pertaining to the dump leaching process and discusses salient features and parameters that may be helpful in improving such operations.

INTRODUCTION Tunnel construction has always been an extremely high risk form of contracting primarily due to the inaccessability of information concerning the ground conditions to be encountered during excavation. We certainly make every effort to overcome this problem through borings, geological research, site visits, etc.; but at best owners, engineers and contractors alike are only able to interpolate a relatively small amount of factual data from isolated sections of the project into a forecast of ground conditions for the entire project. In essence this becomes an "educated guessing game" with risk to reward ratios (and subsequently the bid price) in direct relationship to the contractor's confidence in the quality of the guess. In many instances it is economically or physically infeasible to obtain information and of course the total picture is never known until the project is complete. This problem effects the contract format as well as price. The contractor's ability to handle unforseen problems on the project become extremely important as to the project's overall success. The following pages contain an actual case history of a project which affords an excellent example of the entire spectrum of situations resulting from tunnel construction in difficult ground conditions.

During 1980-2000, the Florida Phosphate industry will deplete its Central Florida Polk County reserves. As a result, new mines will be built in the ?so-called? Southern Florida Reserve areas. These new mines will require new mining, beneficiation and tailings disposal technologies in that the southern reserves have different characteristics than have been encountered in the Central Florida deposits furthermore, government regulations will necessitate the development of new tailings and clay disposal methods. This paper reviews these challenges for the phosphate industry and how these opportunities can be expected to effect plant design and plant operating practices.

Large deposits of eudialyte, a low grade zirconium bearing mineral, occur on the Southern Coast of Greenland in the Ilimaussaq intrusion. Various processes were tested in the laboratory to recover eudialyte from these ores, including flotation, leaching, gravity and magnetic separation. A combination of dry and wet magnetic separations has the advantage of simplicity and the least environmental impact for the location. This paper summarizes the results of laboratory testwork to develop a two-stage treatment process to recover the eudialyte by magnetic separation.

"Urban tunneling projects are usually extensively monitored. Most of the instruments used rely on benchmarks providing a sustainable datum throughout the life of the project. The monitoring program also is based on a predicted model of deformation induced by specific construction methods. Events can interfere with those assumptions and eventually alter the stability of these datum. In addition, the anticipated ground conditions and hence the theoretical deformation model often differ from reality. Satellite Radar Interferometry provides useful information to overcome the weakness of the hypothesis made before construction. It is also a powerful tool to ensure the continuity of the monitoring program throughout the life of the project, accurately describing the true effect of the project on the surrounding environment. This paper emphasizes the benefits and limitations of this technique for urban tunneling applications, illustrated by examples of major tunneling projects around the world. MONITORING URBAN TUNNEL PROJECTS Why Monitoring? Retrofitting existing tunnels or constructing new tunnels – including access and retrieval shafts, portals and cross passages – implies an alteration of the neighboring soil structure. Excavating, dewatering, grouting, loading tie backs, etc. artificially modifies the natural equilibrium of the pore-water pressure, of the water table level and of soil stability. In many cases, the effects are immediate: ground loss, deformation of utilities, settlements of buildings, and distortion of infrastructure are a few examples resulting from construction activity.Instrumentation and Monitoring Scope To control and mitigate the risks of damage associated with the above effects, tunnel projects usually include an instrumentation and monitoring program. Depending on the level of geotechnical, structural and environmental risk, the magnitude of this program varies. Projects with a low exposure to risk may restrain the program to conventional methods such as limited topographical surveys and intermittent manual readings of geotechnical instruments. On the other hand, iconic projects with high risk or with controversial history may implement complex and extensive instrumentation plans, involving highly technical solutions such as Automated Motorized Total Stations (AMTS – see opposite Picture 1), Multi-Point Borehole Extensometers (MPBX), In-Place Inclinometers (IPI) and a wide series of fully automated geotechnical, structural and environmental sensors. In this case, all the devices are usually connected to field data loggers collecting raw data around the clock at frequencies ranging from days to seconds, depending on the sensors."

On Nov. 4, 1981 A/S Sydvaranger's 1-kt/h (1,100-stph) wet-process, iron ore ball mill completed its first four months of uninterrupted, full-load operation in Kirkenes, Norway. This 6.5-m-diam (21-ft-diam) mill is driven by a gearless ring or wraparound 8.1-MW (10,860-hp) motor at 13.1 rpm-a first of a kind in this segment of industry. This article examines reasons for selecting this type of drive over more conventional schemes, lists specific advantages of such large mills, and describes the installation in Norway. History For almost a decade, good operating experiences have been gained with 28 gearless ring motor drives in the cement industry, driving 2.5 to 4-m-diam (8.2 to 13-ft-diam) tube mills with drive powers ranging from about 3-4 MW (4,000 - 8,000 hp). Why then did the mineral ore processing industry hesitate until 1980 to adopt this successful concept for similar applications on ball, semiautogenous, and autogenous mills? There are a number of good reasons in the eyes of conservative mill builders and operators, the most commonly cited ones are: • No operating experience in this segment of specialized industry. • More severe environmental conditions in the wet ore grinding process. • An indifferent attitude of mill builders and electric motor manufacturers towards new drive technologies. • Limited confidence in solid-state power supply systems, such as frequency converters of the required size. There have been and still are numerous problems associated with low-speed geared mill drives of any kind, especially with individual motor/gear sizes approaching or exceeding about 4 MW (5,360 hp). Every mill builder knows about them, but operators learn to accept them as inevitable. The Decision to Change Three things combined to break this technological stalemate: the courage and progressive spirit of one major iron ore processor in Scandinavia, the cooperation of three experienced manufacturers, and an unusual application problem that could not be solved by any conventional approach. The last factor was surely the decisive one, but the first one does not come as a surprise either. The Swedes near Kiruna and the Norwegians around Kirkenes are experienced ore miners and processors, and much credit goes to them for technological breakthroughs in the industry. At A/S Sydvaranger in Kirkenes, above the Polar circle at about the latitude of Alaska's northern tip, the existing grinding facilities, with a total of 14 100 to 240-t/h (110 to 264-stph) ball mills, can not be expanded. Nevertheless, to increase mill throughput, only installing a larger mill in place of an existing smaller one was a practical alternative. For this replacement, the owners set requirements that seemed impossible to meet: • The old 100-t/h (110-stph) ball mill should be replaced with a new ball mill with 10 times the rated throughput, without significantly impairing the operation of the remaining mills, and without significantly changing the mill building. • The new mill should have a variable-speed drive to ultimately optimize the grinding process by means of a closed-loop process¬computer-controlled grinding cycle, and to minimize the specific energy consumption. • Availability, efficiency, and life expectancy of all new components must be higher than those being replaced. • Inrush-current and harmonic loads on the rather weak electric supply line must be minimized to ensure safe plant operation. All old ball mills at A/S Sydvaranger are the geared type, using single synchronous and wound-rotor, slow-speed motors with ring-and-pinion gears. Operators are familiar with the limitations and problems associated with such drives, and they are aware that the following items become major concerns when drive powers are drastically increased: • Gears are subject to wear and tear, require frequent maintenance, and eventual replacement of major parts. • Gears are sensitive to misalignment, overload, and thermal distortion, limiting their useful life. • On dual or quadruple drives, load-sharing and torque oscillations between motors can be a major reason for concern. • At these speeds, ring-and-pinion gears reach their torque transmission capabilities altogether at around 4 MW (5,360 hp) per motor/pinion. To obtain the desired variable-speed performance of the new drive, the only practical and economical conventional solution would have been a frequency-controlled, low- or medium-speed dual motor drive with about 8 MW (10,720 hp) of power. This, however, was not feasible because of limited floor space. Therefore, bids were solicited for the alternative drive method, the gearless ring motor. General Considerations Why are such large mills considered? After all, one could avoid all the problems by simply staying with smaller mill unit sizes. Under competitive pressures of free markets, however, grinding efficiencies and specific energy consumption become key factors in selecting new equipment. Potassium, is one of the three basic plant nutrients along with nitrogen and phosphorus. There is no substitute for potassium compounds in agriculture; they are essential to maintain and expand food production. Potash is found throughout the world in both soluble and insoluble forms. It is only the soluble forms that are economically attractive to process, primarily chlorides and sulfates, with potassium chloride by far the most important potash salt. Sylvinite ore, a mechanical mixture of sylvite (KCl) and halite (NaCl), is a natural mineral of potassium. This ore is found in commercial quantities in the Permian sin region near Carlsbad, New Mexico. Vast tonnages of high-grade de, low-clay-content ores have been mined and concentrated during the past 40 years; however, these deposits are rapidly being depleted leaving high-clay, low-grade ore reserves of over 135 million tons. These ores, containing 13 to 22 percent K20 and 3 to 8 percent clay slimes; cannot be effectively processed by current commercial flotation methods. The present concentration processes for potash minerals in Carlsbad relate mainly to ores containing 1 percent or less of clay-slimes with a K20 content of 20 to 25 percent to yield products to meet the requirements of the agriculture market, namely, 95 percent KC1 equivalent to 60 percent K20. Discoveries of potash ore in Saskatchewan, Canada, have shifted the emphasis on expansion outside the United States. Presently, the American companies are looking to Canada for future growth, expenditures, and expansion. Four of the seven companies operating near Carlsbad are produces of Canadian potash despite the large investment sons required for shaft sinking and milling installations.

Kerr-McGee has operated the Ambrosia Lake uranium mill since startup in 1958. Tonnage milled per day has varied from 3500-7000 tons. The mill capacity is currently rated at 7000 tons per day. The process consists of two parallel circuits following crushing and sampling, \\lhich include open circuit rod mill grinding, sulfuric acid leach, cyclone classification, and counter-current washing circuits of sand classifiers and slime thickeners. Pregnant solution is clarified and polished by precoat pressure leaf filters prior to amine solvent extraction. Yellowcake is precipitated from the pregnant strip solution with ammonia, filtered and dried.

"Stainless steel castings are used in abundance in the mineral processing industry. In rotary kiln-based processes, these castings are typically exposed to high loads, corrosive elements, mechanical abrasion and cyclical temperature exposure. In the processing of iron ore pellets, it is typical to use a traveling grate preheater or a straight grate furnace to heat the pellets. Both machines have a conveyor that is mainly comprised of high temperature stainless steel castings. It is these castings which are the focus of this study. The expected life of these castings can be quite short, their cost quite high and the effort to replace them very labor intensive. The goal of this study was to gain a better understanding of the failure modes of these castings. With that basic understanding, modifications to the alloy content could be made to achieve a new operational paradigm. That paradigm could be a cheaper casting, a longer lasting casting or a casting tailored to special operating conditions (for example, highly corrosive gases or sudden temperature shocks). Over the past 4 years, Metso Minerals has sought to achieve a better understanding of the failure modes through modeling, laboratory testing and sampling of used castings from various end-users. In addition, we have tested new alloys in a laboratory setting and also in the field to see how they would perform compared to the existing ""standard casting"". Our testing has revealed interesting data concerning the impact toughness, sigma phase content and formation, chloride attack and other performance attributes of various grades of stainless steel when exposed to cyclical temperatures. Interesting results were also obtained concerning the addition of rare earth elements (Niobium, Boron, etc), nitrogen and manganese to a typical ASTM A297 grade of stainless steel. To date, a few hundred test castings have been installed in iron ore pellet plants worldwide. Many of these test castings have already experienced a year or more of operation with good results.INTRODUCTION Cast stainless steels (ASTM A297 and similar) are a main constituent used in the construction of iron ore pelletizing equipment. A typical straight grate pelletizing machine would contain upwards of 160,000lbs of ASTM A297 Grade HH castings. With a typical casting lasting only two to four years, and a casting costing around $35USD, it is easy to see that the castings are a main contributor to the overall cost of producing the pellets. Grade HH and HI (see chemical composition listed below) became the “go to” materials in the 1960’s and very few changes have been made to this day (the exception being plants that switched to flux pellet production in the 1980’s)."

Fault-slip bursts induced by mining activities can result in severe damage to nearby mine development. In general, engineers designing rock support in burst-prone mines not only need to consider stress redistribution resulting from excavation, but also dynamic loading that results from seismic waves generated by large mininginduced fault-slip events. In this study, we simulated dynamic waves in sedimentary rock from a blasting source and from a mining-induced-seismicity source using a Universal Distinct Element Code (UDEC) model with discrete fracture networks (DFNs). Our purpose was to investigate the stability of openings and the adequacy of existing support systems at an underground limestone mine in South Korea. A baseline model with only static loading was also simulated, which verified observed stability under such conditions. The results indicate that the current support system of shotcrete lining is likely to work well under dynamic loading caused by blasting. However, when the dynamic source was a far-field fault-slip event, the dynamic loading exceeded the support capacity of the shotcrete lining. Thus, if a mine is operating in ground with an elevated risk of mininginduced fault slip, mine engineers should consider seismic wave propagation and ground motion distribution from a remote, mining-induced fault-slip event to determine a suitable support design.

Longwall mining has not received a great deal of attention in the United States; however, this system offers many advantages over the conventional room-and-pillar methods now being used. In order to conserve the coal resources of this country, the U. S. Bureau of Mines has investi¬gated the feasibility of adapting European longwall mining methods to American coal seams. Their studies showed longwall mining to be well suited to thinner seams and, greater depths; and, in addition, permitted almost 100 percent recovery of the coal. Most, experiments with this method resulted in higher overall production-costs than were commonly obtained with highly mechanized room-and-pillar techniques This high cost-was largely due to the excessive amount of labor required to maintain adequate roof support with conventional longwall mining techniques. With the substitution of hydraulic-powered, self-advancing roof support systems for conventional supports, this excessive labor cost has been decreased, and longwall mining costs are now competitive with those of modern room-and-pillar mining.

The selective depression of pyrite obtained from Kentucky No.9 seam in coal flotation with various kinds of inorganic and organic chemicals was systematically examined. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates has been explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta potential measurements. It was shown that pyrophosphate reacts strongly with iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

Geophysical borehole logging is a valuable and inexpensive tool for coal deposit evaluation, development, and production. In addition to the usual determinations of depth and seam thickness, geophysical borehole logs can effectively and accurately determine the coal ash, moisture, and heat contents in situ. Location and evaluation of the partings can be done quickly and accurately. Overburden character determination, such as roof competence, dewatering parameters, ripability, trace element content of the coal and overburden, and sulfur content can be done with existing tools and techniques. The quality of such determinations depends upon the quality of planning and calibration.

Dry magnetic separation of feebly magnetic minerals and wet magnetic separators suitable for highly magnetic minerals have been commercially utilized for a number of years. The beneficiation of magnetic taconite ores by conventional, low intensity magnetic separators in combination with flotation is well established technology (1). However, over the past decade much effort has been expended in developing techniques for the upgrading of feebly magnetic oxidized iron ores (2,5). Such research and development have been stimulated by the limitations of the above-mentioned techniques in application to ores containing fine material; for example, ores requiring fine grinding for liberation or slime-forming ores such as the oxidized taconites or semi-taconites. Wet separation has allowed the reduction of the minim particle size that can be effectively treated from that allowable for high intensity dry magnetic separation. Consequently, the development of high intensity wet magnetic separation methods has received much attention in the search for an effective method to treat the weakly magnetic minerals. Recently Lawver and Hopstock (5) have provided an excellent review of the state of know- ledge of this technology. In addition, a valuable compendium of available laboratory and commercial devices is included. Nonetheless, the feasibility of the use of high intensity magnetic separation in a particular application is largly empirical in nature and requires experimentation to chazacterize the response of a particular ore. The purpose of this paper is to assess the incorporation of high intensity magnetic separation for the beneficiation of a non- sliming specular Michigan hematite. Particular attention is focused on the existence of a lower limit of particle size that can be treated effectively and is inherent in the use of these techniques. Additionally, a rationalization of various models presented in the literature is attempted.

Chemical mining is the in situ extraction of metals from ores located within the confines of a mine (broken or fractured ore, stope fill, caved material, ores in permeable zones) or in dumps, prepared ore heaps, slag heaps, and tailing ponds on the surface. These materials represent an enormous, untapped, potential source of all types of metals. The field of chemical mining, now in its infancy, encompasses the preparation of ore for subsequent in-place leaching, the flow of solutions and ionic species through rock masses and within rock pores, the leaching of minerals with inexpensive and regenerable lixiviants under prevailing conditions of the in-place environment, the generation and regeneration of such solutions, and the recovery of metals or metal compounds from the metal-bearing liquors. It is not inconceivable that eventually our ore reserves will consist largely of low-grade, refractory, and inaccessible new deposits and low-grade zones near previously worked deposits, caved and gob-filled stopes, waste dumps, tailing ponds, and slag-heaps. Chemical mining promises economic recovery from these types of deposits. Before it can come of age, however, a much better understanding is needed concerning its chemical and physical aspects.

While preparing this paper, I soon realized I had a problem in defining what injuries should be classified as "personal." Admittedly, in some cases, falls of persons, sprains and strains, pulling and pushing injuries, and back injuries may have been caused by the individual. But, I believe the number of injuries directly attributed to an individual's carelessness is relatively small in comparison to the total number of injuries in those categories. For discussion purposes, the injuries most often considered to be personal, that is, caused by individuals are those classified as back injuries. My paper will be devoted to back injuries because this category represents the greatest number of injuries occurring in coal mining. A man's best friends are his wife, his back, and his dog. The back, however, has a reputation of not being as faithful as his other two friends.1 "Industrial back injury is one of the major occupational health problems plaguing industry to- day. According to national surveys, back injury accounts for more lost time than any other occupational injury and costs companies thousands of dollars in compensation, medical fees and over- time pay."2 A study conducted by USA Today found that back ailments afflict an estimated 75 million Americans, have totally disabled about 2.5 million adults, lead to as many as 200,000 required surgeries each year, are a leading cause of absenteeism and disability, are the second leading cause of hospitalization, are responsible for 18 million doctor visits a year and cost about 93 million work-days annually. The cost to industry is estimated at $14 billion a year.3 During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, this effort has not produced any great change in the incidence of the injury. Back injuries should be of the utmost concern to everyone here today. I don't need to tell you what the incidence rate is for back injuries, nor will I use any statistics to inform you of the incidence rate for the coal mine industry or any specific mine. It is only important to know that the number of back injuries is excessive. Back in- juries resulting from lifting have been and continue to be one of the most constant and undiminishing problems in the occupational environment. The fact is, we use our backs to per- form work that the back was not designed to do. Historically, manual materials handling related accidents have consistently accounted for the largest percentage of all industrial accidents. In fact, over 25 percent of all industrial accidents are related to handling of materials.4 In underground coal mining operations, material handling accidents account for even larger percentage of lost time injuries. In 1983, for example, they accounted for 34 percent of all lost time injuries and 32.6 percent of all non-lost time injuries. 5 I want to use one example of a task that will illustrate what I have just said: the building of a concrete block stopping. Each solid concrete block will weigh from 60 to 70 pounds. To build a stop- ping 6 feet high and 20 feet wide will take approximately 80 blocks. On the average, these 80 blocks will be handled at least four times from loading into the conveyance for transportation to being placed while constructing the stopping. INTRODUCTION This paper is for the mining manager, generally meaning mine superintendent, chief engineer, and others who have control over the mine operation responsible for feeding the insatiable beast called the mill or processing plant. The author is not from mine management but from the field of technical mine engineering consulting. This fact illustrates the authors gross inadequacy to comment on this subject. On the other hand, the consulting profession allows visits to many mine operations, worldwide, supplying many different commodities. The common complaints and misunderstandings that have been heard worldwide will be shared within the following few paragraphs. In order to discuss optimization, one must first define it. There certainly will be many papers in the following sessions that claim to optimize something, or other, based on a technical definition of cost, efficiency, throughput or some other quantifiable basis. DEFINE OPTIMIZATION Actual optimization of an operation is not as easily achieved as most of us in the technical world would like. Borrowing terminology from the technical world, the boundary conditions and the optimization function are usually not well defined. The problems in many cases do not lend themselves to quantification. Typical management procedures are to establish goals or strategies that set the approach or general boundary conditions to the overall plant. Three simple cases are listed below as possible corporate strategies to optimization of a mine-process plant complex. 1) Maximized discounted cash flow 2) Minimized long term cost of product 3) Maximized resource utilization This list seems simple when presented in the above context, uncluttered by constraints such as market position, capital availability, or environmental limitations.
