INTRODUCTION The Tokyo metropolitan region, inclusive of the three neighboring prefectures (Kanagawa, Chiba and Saitama), has the highest concentration of population and industry in Japan; with an area of 13,500 km2 or only 3.6 percent of the national land, but a population of 31.8 million or 26 percent of the national total, and a Gross Regional Product (GRP) of146 trillion yen (US$1.33 trillion) or 36 percent of the overall GDP of Japan as of 1990. Tokyo Bay, embraced by the metropolitan region as shown in Figure 1 (a), (b), is open to the Pacific Ocean as a marine gateway and is ringed by large cities and coastal industrial zones together with port facilities, all constituting a concentration of prime importance for socio-economic activities. The Trans-Tokyo Bay Highway (TTB highway), which crosses Tokyo Bay and provides a direct transportation link between the west and east sides of the bay, has long been a sort of “dream-come-true” project in Japan. As shown in Figure 2, linked to the Tokyo Bay Shore Highway, Metropolitan Inter-city Expressway, Tokyo Outer Ring Road, Tateyama Express-way, and others, it will play an important role as an integral part of the regional highway network to help promote spatial redistribution and multi polarization of urban functions, thus strengthening cooperation between cities and restructuring the metropolitan region. The TTB Highway is a project of 15.1 km in length designed as a toll highway to cross the bay by tunnel and bridge, and will require ten years to complete at a total cost of more than 1,438 billion yen (US$13.077 billion). Following more than 20 years of feasibility and environmental assessment studies, construction of this giant offshore highway project commenced in May 1989 as the first large-scale highway project with private-sector participation under the prevailing Road Law in Japan, and is now steadily proceeding toward the goal of completion in fiscal1997. This report outlines the entire TTB Highway project, including the waterproofing measures against high water pressure and the rapid construction method applied in the construction of shield tunnel sections.

The integrated grouting method, as developed in the USSR, can be applied to multi-purpose operations that in¬clude the construction of shafts, drifts, and tunnels. In the USSR it has been used extensively for primary and final grouting of underground excavations in mining engineering and civil engineering projects. It has been applied in projects where the primary objective was waste contain¬ment. It has also been used to control subsidence beneath buildings located over mined out openings and to eliminate the flow of ground water beneath and around dams. This chapter considers several industrial applications in the form of case histories. The word integrated means that grouting activities were integrated with other activities. 9.1 CASE HISTORIES OF GROUTING FRACTURED ROCK WHEN SINKING VERTICAL SHAFTS The integrated grouting method has been applied most widely in the sinking of vertical shafts in fractured, satu¬rated rock. As explained previously herein, grouting oper¬ations preferably are carried out from the ground surface where they are integrated into the schedule of the setting up of the shaft excavation and construction equipment. Such integration reduces significantly the length of time required for preparation of shaft construction and the time required to sink the shaft. The increased efficiency is achieved by the elimination of cementing operations from the working face upon the penetration of each aquifer. Concomitantly, labor and energy consumption during shaft sinking are minimized because the more complicated and labor-intensive work is carried out at the surface section. Table 9.1 presents the essential parameters for the pri¬mary grouting of saturated fractured rock carried out by the integrated method when sinking vertical shafts. 9.1.1 NAGOL'CHANSK MINE NO. 1-2, VENTILATION SHAFT NO. 1 The integrated method of grouting saturated fractured rock through holes drilled from the surface was employed for the first time during the sinking of vertical shaft No. 1 at the Nagol'chansk mine No. 1-2 in the Don Basin. The shaft had an inside diameter of 6 m. The grouting operations commenced by using cement grout with a density of 1.7 to 1.8 g/cm3. Clay-based grout with cement and other addi¬tives was used only for grouting the aquifers where cement grout proved to be ineffective. By the time of the grouting of ventilation shaft No. 1, hydrodynamic analytical methods were well in hand and a preliminary method for designing isolation curtains had been developed. A method for designing and drilling ori¬ented directional drillholes whose natural curvature re¬flected the characteristics of the fracturing had been devel¬oped. The majority of the necessary equipment had been developed. Clay-based grouts were considered ready for the first industrial application. The hydrogeologic environment at the Nagol'chansk mine No. 1-2 contained many prolific aquifers. According to monitored drillhole data, the total expected inflow into ventilation shaft No. 1 without grouting was 425 m3/hr. This large ground water inflow rate was supported by in¬formation obtained during the sinking of the main shaft and from the auxiliary shaft of the "Nagol'chansk" mine No. 1-2. The construction contractor at the site began sinking ventilation shaft No. 1 to a depth of 217 m by cement grouting from the working face of the shaft. As a result of the cement grouting operations, the inflow of water was reduced from 105.4 to 40 m3/hr over this 217 m interval. However the residual inflow rate caused the shaft to become functional at the depth of 217 m. At this point all grouting operations were transferred to SPETSTAMPONAZHGEOLOGIA (STG) in an effort to improve the operation. In order to carry out preliminary grouting from the sur¬face, seven drillholes were installed and designed for re¬ceiving grout. Drilling was implemented by the ZIF-1200A rig to the design depth of the shaft. The geometry of the principal fracture system that would be encountered by the shaft was estimated while breaking ground using informa¬tion from other shafts. The drillholes were arranged so that they cut through the aquifers uniformly around the shaft. Some preference was given to intercepting the aquifers that were located along the rock dip above the shaft bottom because it was established that the ground water in the aqui¬fers flowed downward along the dip into the cone of de¬pression of the shaft. Investigations in the drillholes using the DAU-3M flowmeter described in Chapter 3 showed that all of the nine aquifers were penetrated by the time a depth of 690 m had been reached. The flowmetric information showed that aquifer numbers [1 and 2], [4, 5, and 6], and [7 and 8] had practically identical hydrogeologic characteristics; so it was decided to connect them into combined stopes and inject the grout using five stopes instead of nine. Table 9.2 shows the results of the grout injection into the aquifers. The volume of grout pumped into the separate intervals through single holes varied from 204 to 15 m3. The Bureau of Mines is conducting research to boost domestic production of manganese. Virtually no mining exists in the low grade and/or small deposits that occur in this Country. One large, low-grade manganese deposit located in westcentral Arizona--The Artillery Peak district--was extensively studied and sporadically mined during the 1940's and 1950's. Although manganese mining in the district has been long dormant, recent studies indicate that the deposits may be amenable to economical production by heap and/or in situ leaching methods. A conceptual design for an in situ leaching system features undercutting and blasting a block of ore, leaching with SO2, and extracting the manganese as a sulfate or oxide. Possible applications to other manganese deposits depend upon formation permeability and specific manganese mineralogy.

The deposition of metastable carbonate minerals in ar. aid, sheltered, coastal environment, leads to the formation of a flat, coastel, sabkha plain. The ground waters of the sabkha plain are modified by evaporation, precipitation of salts and reaction between ions in solution and the host carbonates. The resulting brine is similar to those found in fluid inclusions associated with Mississippi Valley type deposits. The aragonite and high magnesium calcite found in the sediments can concentrate lead and zinc from sea water. On diagenesis the lead and zinc are released into the sabkha brines.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modifying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (K. McDaniel, et al., 1997) to: identify and quantify operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project will be completed in early 1998.

With the sharp decrease of sulfide nickel resources, the nickel laterite is becoming more attractive as nickel oxide, nickel matte, and nickel-iron. This study investigated the mineral phase structure, chemical analysis, thermal properties, and element distribution characteristics of the rotten rock layer deposited in the Southeast Sulawesi Ophiolite Belt. The results show that the nickel laterite deposited in Southeast Sulawesi Island, Indonesia, belongs to the typical high-nickel and low-iron garnierite-type laterite. The concentrations of nickel and iron of the nickel laterite are 1.99 wt% and 17.55 wt%, respectively. The serpentine, olivine, clay, chlorite, hematite, and magnetite are the major minerals, and the pyroxene, actinolite, limonite, and chromite are the minor minerals in the nickel laterite in Southeast Sulawesi, Indonesia. Serpentine and olivine are the main nickel minerals with an average nickel concentration of 3.65 wt% and 1.73 wt%, respectively. The Fe and Ni have homogeneity and symbiosis in the serpentine and olivine, and their concentrations are often positively correlated.

Rare earth elements and critical minerals have recently become of great economic interest because of their necessity for many new technologies and recent geopolitical unrest affecting the supply and import of resources. The San Juan and Raton basins in northern New Mexico are two structural coal basins that contain elevated concentrations of rare earth elements and critical minerals. These two New Mexican coal basins will be assessed geochemically and petrographically to identify vectors of the rare earth element and critical mineral enrichment. Coalbeds, coal seams, overlying, and underlying rock units will be sampled and characterized to determine any economic viability. Historic data will be compiled into a new and comprehensive coal geochemical database, which will grow with new analyses, and serve as the dataset for this project; this coal resource database will be made available to the public.

Various coal mine robots (CMRs) and unmanned aerial vehicles (UAVs) are implemented to explore unknown mines for improving the safety and efficiency of mining. It is challenging for CMRs and UAVs to achieve accurate positioning due to the absence of GPS, poor lighting conditions, and similar geometric features in complex mine scenes. LiDAR-based localization and mapping methods are admittedly more accurate than others, while long-time running in large-scale scenarios will also introduce non-negligible cumulative errors. This study presents a semantic-aided LiDAR simultaneous localization and mapping (SLAM) with loop closure, which leverages the uniqueness of mine intersection structure to establish stable semantic loop closure. Specifically, we propose a semantic intersection descriptor of translation and rotation invariance, which encodes 3D point clouds of the same intersection from different positions and viewpoints into a unified image. By using the semantic descriptor, we can construct a constant loop constraint when the same intersection is revisited from different directions to reduce cumulative drift. We provide experimental validation using large datasets collected in two large underground mines, namely, a simulated Edgar mine deployed in ROS Gazebo and a public underground mine dataset provided by ETH. Experimental results show that the proposed method has higher localization accuracy and outperforms the existing LiDAR-based SLAM strategies.

Massive banded Fe-Zn-Cu-Pb sulfide deposits in the Bagdad are associated with metamorphosed eugeosynclinal mafic volcanic and intrusives rocks Precambrian age. The geologic environment is very similar to that of the Jerome-Prescott area which lies 70 km. east of Bagdad. Mining of massive sulfides deposits began in 1917 on the Copper King mine in spite of its early discovery and the discovery of the Old Dick mine in 1882. The first shipments of zinc ore from the Copper King were hand sorted and averaged 46.89% Zn, 5.7 oz. Ag, 3.58% Pb and 1.68% Cu. Oxidized copper was first produced from the Old Dick mine in 1943~ In all, five deposits of massive sulfide ores have been mined in the Bagdad for a total production of nearly 2 million tons with an average grade of 12.0% Zn and 3.6% Cu. The largest deposit, the Bruce mine is currently closed because reduced metal prices and has produced a total of 823,000 tons of Zn-Cu ore to date. Mining of massive sulfide ore in the Bagdad area is presently idle. However, the potential for locating yet undiscovered ore bodies is good. Exploration for new ore bodies is difficult at best due to the complex geologic history of the area, the small size of individual ore bodies and lack of understanding as to the formation of massive sulfide deposits. The purpose of this investigation was to obtain a better understanding of the host rock formations through detailed geologic mapping, petrography and chemical analysis.

Operational excellence is generally known as a management system integrated across critical functions that is geared towards continually improving operational performance. Functional areas such as health, environment and safety, quality and human resources are the focus of many corporate-wide operational excellence programs. Operational excellence also focuses on improving areas such as customer orientation, employee empowerment as well as process, and systems optimization. It is widely viewed as critical to sustaining business performance improvement. Although it is difficult to find a universally accepted definition, or even common foundation in many respects, operational excellence remains a popular term in the business world. Many organizations have developed their own version of organization excellence, influenced by such individual factors, other similar institutions or even third-party service providers. A mining organization is no different from other organizations in that adopting and implementing effective operational excellence programs can dramatically improve business execution and performance across regional or global interests. This paper brings together various perspectives of operational excellence and reconciles them for a useful composite for the mining industry. While most agree that operational excellence should include normal functions in a manufacturing operation such as production, maintenance and engineering and processes such as quality, environmental and continuous improvement, many other factors for operational excellence seem to vary from perspective to perspective. Thus, programs that manufacturers engage in may seem the same, but may, in fact, be different in key areas. This may affect organizational performance in tangible ways. Management must buy into the company?s definition of operational excellence and be dedicated to achieving it. A review of many of the existing definitions of operational excellence, explicit or embedded as part of a program, seems to yield the following common factors: ? It should help organizations better execute their processes and services. ? It should be geared towards improving quality ? It requires that the various operations should be aligned with the overall enterprise strategy. ? It should be geared towards continuous improvement. A composite of operational excellence definitions suggest that it is: ? Geared towards helping the organization achieve sustained profitability; ? tied to strategic alignment and business objectives; ? tied to solid investment strategies; ? integrated as part of the culture, process, time plan and performance; ? a relevant performance measurement system; ? extended to include all aspects of the supply chain (including external suppliers); ? integrated with health, safety and environmental (HSE) aspects. And, while the pursuit of operational excellence intuitively suggests that businesses should improve, it is very difficult to achieve given the difficult challenges facing companies today. Mining businesses face numerous pressures to perform in a global marketplace such as demand, energy cost, variable cost and pricing fluctuations as well as infrastructure challenges to further confound the environment. Molybdenite is the world’s principal source of rhenium (Re), a critical element in multiple high-tech applications. However, the Re contents in molybdenite vary by orders of magnitude on scales ranging from single grains to whole deposits. In order to better understand the systematics of this variation and what geochemical factors control molybdenite Re concentration, and hence overall Re resources, we examine global patterns in molybdenite Re contents through a compilation of > 3000 measurements of Re in molybdenite from > 700 mainly ore-bearing moderate- to high-temperature hydrothermal systems of different types. Our results are similar to but expand on those of earlier studies. Rhenium concentration in molybdenite has a lognormal distribution and varies systematically with type of geologic system, intrusive lithology, and Mo grade. The lowest-Re molybdenite occurs in greisens (geometric mean 1 ppm ± a multiplicative standard deviation of 9), quartz vein-hosted W-Sn deposits (2 ± 5 ppm), unmineralized granites and granodiorites (12 ± 8 ppm), intrusion-related deposits (24 ± 8 ppm), and porphyry W-Sn deposits (16 ± 11 ppm). Rhenium is most enriched in molybdenites from volcanic sublimates (23,800 ± 5 ppm), with skarn Fe and Au (560 ± 5 ppm and 540 ± 3 ppm respectively) and porphyry Cu and Cu-Au deposits next (470 ± 4 and 430 ± 7 ppm respectively). Among porphyries, skarns, and quartz vein-hosted deposits, Re is most highly concentrated in molybdenites from Cu and Au systems and its concentration decreases systematically through Cu-Mo, Mo, Sn, and W deposits. In nearly all cases, molybdenites from systems associated with intermediate igneous rocks contain more Re than molybdenites from systems of the same type with more felsic rock associations. The disparity between Re contents of molybdenite in felsic and intermediate systems is largest for porphyries, quartz vein-hosted, and skarn deposits and is near zero for subeconomic or barren granite and granodiorite Mo systems; felsic intrusion-related deposits have slightly higher molybdenite Re than their equivalents associated with intermediate intrusions. In most systems, molybdenite Re content does not correlate with metal grade, but may have an inverse correlation with Au grade in intrusion-related deposits (based on a small number of data points) and does exhibit a strong inverse correlation with deposit Mo grade. Dilution of Re through larger amounts (higher deposit grades) of molybdenite explains about 40% of this correlation, but the relative enrichment of Re in molybdenite from low-Mo deposits must also reflect some selective enrichment of Re/Mo in porphyry Cu systems compared to porphyry Mo systems. We found no evidence for secular increase or other systematic temporal variation in molybdenite Re content. The data regarding the use of molybdenite Re content as a proxy for mantle influence are ambiguous. Nearly all observed empirical correlations can be traced back to differences in redox state and sulfide concentration, the two geochemical factors identified here and by previous experimental work as the controlling influences on Re mobility under hydrothermal conditions. Hydrothermal systems with reducing conditions (W- and Sn-rich) tend to have low molybdenite Re even though compiled whole-rock data indicate that their source rocks have as much or more Re as those of more oxidized systems (e.g., Cu-rich). Vapor-phase exsolution, crustal assimilation, and mixing with external fluids may all enrich molybdenite Re concentrations in individual deposits and deposit types, but their extent and importance in overall hydrothermal concentration of Re is uncertain. Thus, it appears that the available molybdenite Re resource in an ore deposit largely depends on how the deposit’s redox and sulfidation conditions have varied over time and space during the timespan of hydrothermal activity. Oxidized, high-sulfide conditions tend to concentrate Re in molybdenite, whereas reducing conditions tend to leave Re dispersed at low concentrations in the bulk rock.

"The International Organization of Standards defines risk as “the effect of uncertainties on achieving objectives (15).” In mining, many uncertainties can influence the outcome of personal or professional objectives and are often difficult to predict. Risk management, the minimization and control of adverse effects from exposure to identified risks, is a well-established concept that can summarized as “being smart about taking chances” (12). Risk management now consists of management processes unique to numerous organizations across many industries, as varying sectors encounter a variety of needs, including the analysis and mitigation of risks related to physical security, product liability, information security, various forms of insurance, regulatory compliance, and workplace safety (12). The reoccurrence of multiple fatality events in the US mining industry, especially the underground coal sector, suggests an opportunity for improved methods of major safety hazard identification, assessment, and mitigation. A risk management approach would include ready identification and mitigation of these risks, inclusive stakeholder engagement, and rapid integration. While many solutions to reducing the risk of mine disasters have been proposed including stricter regulation and improved technology, a comprehensive risk management approach has yet to be fully integrated in the US mining industry. In December of 2006, R. Larry Grayson of the National Mining Association’s Mine Safety Technology and Training Commission called for “a new paradigm for ensuring safety in underground coal mines, one that focuses on systematic and comprehensive risk management as the foundation from which all life-safety efforts emanate (7).” A risk management approach has already been implemented with success in Australia’s minerals industry as part of a transition during the mid-1990s from a prescriptive based health and safety attitude to a more proactive, duty-of care [risk-based] philosophy (13, 16, 17).FUNDAMENTAL ELEMENTS OF RISK MANAGEMENT TECHNIQUES The fundamental components of a comprehensive risk assessment/management program are well-established within the realm of mining health and safety. Figure 1 depicts the elements of a typical mining hazard management framework. The first step in any safety-based risk management system is to identify and assess hazards by their location, nature, and magnitude within a mine. Next, a decision is made about choosing to eliminate, mitigate, or tolerate each hazard. Ideally, a hazard will be eliminated during the design stages of mining, though dynamic mining conditions often require continuous improvement and reevaluation of existing hazard controls. If elimination is not possible, hazard mitigation actions can consist of methods, rules, equipment, competencies, or other mechanisms. If a hazard is simply tolerated, as many inherent mining hazards must be, then specialized administrative controls must be utilized to minimize losses. During this process, the performance of each action is monitored and modified as needed (13)."

It is common practice when thermally drying coal from wet coal preparation facilities that the coarse +0.5mm fractions and fine fractions (-0.5mm) are combined and fed to a thermal dryer. There are very good reasons for this concept. The coal feed is much easier to handle in this condition for it is not as likely to stick inside the dryer or hang up in the material handling equipment, and is easier to feed and discharge. However, it is generally only the -0.5mm fines that really need to be dried. The +9.5m fraction of the cleaned coal will leave the dewatering screens, or drain and rinse screens, at an acceptable surface moisture, probably 5 or 5 ½ percent. The 9.5m x 0.5mm mesh fraction can be centrifuged to about 8 percent. The -0.5m fines can range from 18 to 22 percent or more, depending upon the type of equipment employed to dewater, and upon the size distribution within this size range.

This study presents the application of low-cost dust monitors (LCDMs) for real-time monitoring of respirable dust in a mining environment. LCDMs significantly enhance data collection by providing continuous, granular and cost-effective dust concentration readings. This case study demonstrates that by deploying LCDMs, mining operators can respond quickly to changes in dust levels, improving occupational safety and air quality management. The results show how such monitoring technologies can be integrated into routine operations to reduce dust exposure and prevent health hazards such as silicosis, especially when coupled with appropriate mitigation strategies.

The survival chances of trapped miners in underground mines depend on how quickly they can be located and rescued post-accident. During entrapments, emergency rescue is highly desired but can be hindered by the lack of positioning information when a fit-for-purpose missing-person locator system is not available. Various types of missing-person locator systems are available to aid search-and-rescue operations. From the wide range of the available systems, selecting the most suitable one becomes the next challenge. The available systems have not been measured if they are fit-for-purpose or not, and to what situation. This study proposes user requirements that can be used as a guideline to facilitate the system selection process. These user requirements provide a framework for the design and development of a fit-for-purpose missing-person locator system. The user requirements can also be used for evaluating the performances of a particular system, predict its success, and also drive future research toward developing new technology to enhance the capabilities of the current systems.

Many mineral oxide and multi-component oxide (basalt) specimens break down into powders upon expo-sure to sodium vapor at elevated temperatures for extended times. This paper examines several possible mechanisms of oxide breakage by sodium vapor, both experimentally and from a thermodynamic viewpoint. The oxides for which reduction by sodium was thermo-dynamically favorable all exhibited some degree of fragmentation. The oxides which were not favorable for reduction by sodium did not exhibit fragmentation, with the exception of rutile, a titanium oxide. The rutile fragmentation was caused by the reduction of iron that was in solid solution in the rutile crystal structure.

The Mineral Park Mine is an open pit copper-molybdenum mine located in northwestern Arizona, approximately twenty miles northwest of Kingman, Arizona. The concentrating facility has been regarded, with the expansion in 2011, as a plant capable of treating fifty thousand short tons of feed per day for the mixture of supergene and hypogene ores available. The grinding circuit consists of two 32? x 14? SAG mills and four 20? x 28? ball mills. As ores became harder with greater depth in the adjacent pit areas, however, the SAG mills became severely throughput limited. The traditional treatment for similar properties is the installation of a recycle pebble crushing circuit. Because the cost of such an installation is quite elevated, and preliminary testing and research was inconclusive regarding the predicted throughput increases, management and technical personnel set out to find another solution to the problem. The result entailed a redesign of SAG lifters/liners and a nearly unique circuit change which was, at best, a difficult step that defied current grinding logic. This paper describes these changes, events leading up to them, and the results.

I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN's holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN's coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN's investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company's strategy is to facilitate conversion to coal overseas through timely and sufficient investments.
