European Union's transition to a low-carbon and digital economy highly depends on securing the strategic autonomy of the Critical Raw Materials (CRMs) supply chain. This paper introduces a European Commission-funded research and innovation action, AGEMERA, which aims to create detailed geological and people's concerns maps to unlock the CRMs potential in Europe. Furthermore, the project will develop educational packages for schools and universities, publish online CRM-related games and news flashes, and arrange public events to ensure a basis for socially accepted and sustainable exploration and mining of CRMs in Europe. 1. IntroductionCritical Raw Materials (CRMs), crucial for shifting to a low-carbon and digital economy, should focus on maintaining Europe's overall supply-demand balance (Birol, 2022). Therefore, to proactively address the surge in demand and ensure the strategic autonomy of European industrial supply chains, the exploration and extraction of CRMs must be scaled out across the continent. Moreover, mobilizing Europe's domestic potential is vital for the EU to become more resilient and to establish open strategic autonomy as the demand for CRMs continues to increase quickly on a global scale (European Commission, 2021). Base metal extraction and mining have a long history in Europe. Nevertheless, CRMs mining projects have shown less success, although these have a lot of potential (Guzik et al., 2021). The main barriers are a lack of investment in mining and exploration, complicated and drawn-out national permitting processes, and low levels of public support (European Commission, 2020). It is necessary to have a vast amount of knowledge and intelligence about CRM's potential and market impact. Novel non-invasive geophysical survey techniques that enable sustainable exploration must be created and used to enhance mineral system models of ore deposits incorporating CRMs. The minerals policy framework significantly influences the mining industry's performance, stability, and sustainability. However, the EU Member States' mineral policy frameworks differ significantly (MINLEX, 2017). In addition, the Fraser Institute Annual Survey of Mining Companies offers concrete information on how managers and executives of mining companies view key policy areas that impact mining activities in the jurisdiction in which they operate or are familiar (Jackson & Green, 2015).

It is common practice when thermally drying coal from wet coal preparation facilities that the coarse +0.5mm fractions and fine fractions (-0.5mm) are combined and fed to a thermal dryer. There are very good reasons for this concept. The coal feed is much easier to handle in this condition for it is not as likely to stick inside the dryer or hang up in the material handling equipment, and is easier to feed and discharge. However, it is generally only the -0.5mm fines that really need to be dried. The +9.5m fraction of the cleaned coal will leave the dewatering screens, or drain and rinse screens, at an acceptable surface moisture, probably 5 or 5 ½ percent. The 9.5m x 0.5mm mesh fraction can be centrifuged to about 8 percent. The -0.5m fines can range from 18 to 22 percent or more, depending upon the type of equipment employed to dewater, and upon the size distribution within this size range.

The sensitivity of radiochemical techniques makes possible the study of the initial stage sulfuric acid leaching kinetics of chalcopyrite and other copper sulfide minerals. High-grade Transvaal chalcopyrite was neutron irradiated in a TRIGA reactor to produce radioisotopes copper-64, iron-59, and sulfur-35. Dissolution rates were measured in the time interval zero to 60 minutes during which time significant anomalies were observed. First, an initial period of rapid dissolution lasting a few minutes; second, an arrest or "plateau" region usually lasting from 6 to 10 minutes; third, a second period of dissolution of lesser rate than the first. The effect of solution variables such as pH, oxygen partial pressure, and ferric ion concentration at different temperatures were measured. The initial rate data were correlated by considering the rapid reaction to be due to the dissolution of surface oxidation products or the formation of an iron depleted surface layer. This paper reviews the recovery of potassium from different rocks and mineral sources. Global demand for potassium is rising steadily due to the growth of agricultural production. Fertilizer manufacture consumes the majority of the world’s potassium production, with other uses including those in the pharmaceutical, glass, ceramic, food and detergent industries. The availability of soluble potash (K2O) minerals, such as sylvite, kainite and carnalite, in countries like Canada, the United States, Israel and Russia makes them major potash producers, whereas agriculture-based countries like Liberia, Somalia, Central African Republic, Thailand, Indonesia, Malaysia and India meet their potassium requirements through imports only. In these countries, the huge availability of potassium-bearing rocks/minerals like nepheline syenite, feldspar, mica and glauconitic sandstone, containing around 4 to 17 percent K2O, brings up the prospect of commercial production of potassium. Potassium recovery from minerals/rocks is complicated due to the uniform distribution of potassium throughout the crystal structure. Different physico-chemical separation methods like bioleaching, chemical leaching, flotation and roast-leaching have been discussed for the successful recovery of potash values from these rocks/minerals. Although seawater is vastly available, the recovery of potassium from seawater using chemical precipitation, solvent extraction, membrane separation and ion-exchange methods is not cost-effective due to low concentration of potassium.

Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). INTRODUCTION The Tokyo metropolitan region, inclusive of the three neighboring prefectures (Kanagawa, Chiba and Saitama), has the highest concentration of population and industry in Japan; with an area of 13,500 km2 or only 3.6 percent of the national land, but a population of 31.8 million or 26 percent of the national total, and a Gross Regional Product (GRP) of146 trillion yen (US$1.33 trillion) or 36 percent of the overall GDP of Japan as of 1990. Tokyo Bay, embraced by the metropolitan region as shown in Figure 1 (a), (b), is open to the Pacific Ocean as a marine gateway and is ringed by large cities and coastal industrial zones together with port facilities, all constituting a concentration of prime importance for socio-economic activities. The Trans-Tokyo Bay Highway (TTB highway), which crosses Tokyo Bay and provides a direct transportation link between the west and east sides of the bay, has long been a sort of “dream-come-true” project in Japan. As shown in Figure 2, linked to the Tokyo Bay Shore Highway, Metropolitan Inter-city Expressway, Tokyo Outer Ring Road, Tateyama Express-way, and others, it will play an important role as an integral part of the regional highway network to help promote spatial redistribution and multi polarization of urban functions, thus strengthening cooperation between cities and restructuring the metropolitan region. The TTB Highway is a project of 15.1 km in length designed as a toll highway to cross the bay by tunnel and bridge, and will require ten years to complete at a total cost of more than 1,438 billion yen (US$13.077 billion). Following more than 20 years of feasibility and environmental assessment studies, construction of this giant offshore highway project commenced in May 1989 as the first large-scale highway project with private-sector participation under the prevailing Road Law in Japan, and is now steadily proceeding toward the goal of completion in fiscal1997. This report outlines the entire TTB Highway project, including the waterproofing measures against high water pressure and the rapid construction method applied in the construction of shield tunnel sections.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modi tying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel, et al., 1997) to: identity and quantity operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project was completed in 1998.

Experimentation was performed on the flotation of apatite and dolomite separately using anionic collectors in the presence of Mycobacterium phlei. Also, the flotation of mixtures of dolomite and apatite in the presence of anionic collectors and in the absence and presence of the bacterium were studied. It was found that M.phlei functions as a depressant for both minerals. However, it functions as a better depressant for dolomite than for apatite. Experimentation was extended to two different Florida dolomitic phosphate rocks. In this investigation a concentrate grade of less than 1.0% MgO was achieved.

The Bureau of Mines, U.S. Department of the Interior, is investigating biodegradation of cyanide as a means of decommissioning heap leach operations. Biological oxidation decreased weak acid dissociable (WAD) cyanide in process solutions1from 50 to 170 ppm down to 0.1 ppm. The tests were conducted both in trickling column reactors, using quartz as the growth surface, and in upflow columns, using activated carbon as the growth surface. In addition, exploratory tests indicated that bacteria will destroy residual cyanide in leached ore. A flowsheet has been proposed for closure of heap leach operations in which the metals processing portion of the plant, possibly the carbon adsorption columns, or a collection pond is used as a bioreactor. The cyanide in the process solution is destroyed in the bioreactor and the treated water is used to rinse residual cyanide from the spent heaps. The water is recycled until the effluent WAD cyanide concentration meets discharge standards.

The Bardon Trimount, Inc. stone quarry in Ashland, Massachusetts was the recent subject of a quarry closure review report. The quarry produces aggregate using standard drilling and blasting techniques. Stone is processed at an on-site plant. Noise monitoring data collected during the closure review indicate that the quarry generally operates within the quiet range. There is a decrease in noise while the quarry is not operating. Levels of dust associated with the quarry are low. Unpaved roadways are the greatest contributors of fugitive dust associated with the mining operation. The quarry cannot be seen from any homes within the town of Ashland, except during the winter months. The visual impact of the quarry on surrounding properties is minimal. Further quarry development is likely to reduce visibility of the quarry from some areas.

Ironically, many of these characteristics are rewarded in business organizations, which may explain why there seems to be so many narcissists in management positions. Assuming we will be dealing with narcissists throughout our career, it makes sense for us to understand what makes them tick, and more importantly what we can do to work with them in a constructive manner.

Increasing consideration is being given to simplifying traditional methods of tracing pipelines and maintaining required temperatures of stored fluids. Because of their reduction in capital costs, virtual elimination of maintenance. ease of control and "cleanliness"; interest in electrical techniques has accelerated. 1,2 Resistance cable and other heaters have been given some attention. but less well known in the recent introduction of thermal conductive coatings. This paper is addressed to the use of thermal conductive coatings for heating fluid-transport piping and storage tanks. Emphasis will be given to the simplicity, efficiency, and versatility of design and application which their unique properties further contribute to the general economics of electrical heating.

Accurate prediction of recoverable reserves are key to the development and planning of a mining operation. Recovery functions for tonnage, quantity of metal and ore grade are defined and two approaches for their estimation are proposed. The indicator kriging (IK) approach draws on the data rank orders, whereas the multi-gaussian (MG) approach relies on a grade multi-variate distribution hypothesis. Although based on different premises, both approaches yield remarkably similar--and accurate--estimates for recoverable reserves.

Single-unit separations in mineral processing are typically not able to meet the strict purity requirements for consumer markets. As a result, multistage separation circuits are often employed. Because these circuits represent a large and inflexible capital investment, process engineers are careful to ensure that the circuit is optimally designed to meet the desired objectives. The set of interdependent decisions that constitute the circuit design may involve the selection of different unit operations, different equipment specifications, different operational parameters, and different unit interconnections. To assist circuit designers in assessing these options, researchers have attempted to establish standard design methodologies that involve various techniques and tools.

"While Wearable Technology has been garnering attention in the consumer market, enterprise and industry have just begun exploring its potential applications. Since February 2014, Motion Metrics International has been working in collaboration with Vandrico Solutions Inc. to apply Wearable Technology to improve productivity and safety in the mining industry. This paper discusses the value proposition of using Wearable Technology to deliver critical notifications in mining. The advantages and disadvantages of various form factors are explored. The challenges, both specific to mining and in general to Wearable Technology, are defined. Finally, the concept of MetricsGear™, the first Wearable Technology platform developed for mining by Motion Metrics International in collaboration with Vandrico Solutions Inc., is described. MetricsGear™ is designed to notify the user with minimal distraction to keep the user focused on their primary task, and aware of mission-critical events. This focus and awareness allows the user to work more efficiently and safely. INTRODUCTION The mining process consists of a series of intricate stages, where certain events or conditions in one stage can have a huge impact on other stages. The notification of these critical events or conditions is vital for ensuring the overall efficiency of the mining process. Critical notifications can be classified as two types: time-critical events and contextual information. Time-critical events are situations where a timely response from a responder can have a significant impact on seizing an opportunity or mitigating cost. Some Human-Computer Interaction (HCI) experts classify notification types based on the Interruption, Reaction, and Comprehension (IRC) framework. Time-critical events are classified to have high interruption, high reaction, and low comprehension due to their urgency. The responder should have just enough information to identify the crisis and react as soon as possible (Chow, E. 2014). For example, when a tooth is lost during shovel operation, it is necessary to recover the missing tooth before it jams the primary crusher. The consequence of missing this critical time period is a jammed crusher that can cause the mine to be out of production until the jammed tooth is extracted (Baumann, M. 2013). In this case, the responder only needs to see an image to confirm if the tooth is missing, and information to identify which equipment and when the tooth went missing (see Figure 1). Contextual information is relevant information that is valuable for the receiver to be aware of as it can present an opportunity to improve efficiency or save cost. According to the IRC framework, contextual information is classified as low interruption, low reaction, and high comprehension. They are not as urgent as time-critical events, but provides more detailed and informative information to assist the receiver. For example, when a shovel’s worn tooth is predicted to require replacement soon, a notification to a GET technician can help him or her schedule a pre-emptive replacement of the tooth in an already planned maintenance to prevent having to reactively schedule another one when the tooth is critically worn. This helps reduce the amount of equipment downtime to maximize production (Baumann, M. 2013). In this case, the receiver will look at the information when he has a moment to spare to get a quick forecast, and make use of this information as needed (see Figure 2)."

Surface water quality is determined by complicated interactions between water and land. Runoff--the flow of waters in surface streams and rivers-¬represents the total amount of water collected in a drainage basin or watershed that appears at the outlet of the basin. As the water flows through the basin, it is in contact with land and can pick up impurities from the land. Thus, surface waters are not pure--they contain impurities, or "pollutants," in vary¬ing concentrations determined by the nature of the land which they drain. The composition of surface waters thus tends to represent a steady state equilibrium between interactions of water and land. However, when man utilizes the land in the drainage basin or watershed, the natural equilibrium between water in the runoff and the land is disturbed. Such disturbances usually effect adverse changes in surface water quality, as new equilibrium conditions between land and water are established. These adverse changes in surface water quality can be thought of as "nonpoint pollution." Esti¬mation of nonpoint pollutant loads thus ultimately reduces to determining the magnitude of the differences between water qualities before and after man's disturbance of land within a watershed. The important key in making such an estimation lies in the determination of water quality in the natural or "back¬ground" condition of the watershed. In subsequent discussion in this paper, tools for making an estimation of background water quality will be described.

"The overall goal of this study was to develop a suitable flowsheet to extract rare earth elements (REEs) from coal ash. Only the findings from the first part of this study is being reported at this time. A total of fourteen coal samples of different ranks were examined for REEs concentration. An anthracite coal sample, originating from Pennsylvania having more than 700 ppm (in the coal ash) was selected for the REE extraction tests. The experimental program completed so far included high temperature leaching using nitric acid, followed by the solvent extraction tests. A 4x2x2 experimental design was used to conduct a total of thirty two high temperature leaching tests by varying acid molarity (at 4 levels), solid content (at 2 level) and leaching time (at 2 level). The highest LREE (light REE) recovery of 90% and HREE (heavy REE) recovery of 94% were obtained from the most optimum leaching test condition while maintaining the impurity recovery to the leachate at less than 40%. Solvent extraction experiments were conducted to recover the REE’s from the above leachate solution using a variety of organic extractants including, TBP, Cyanex, D2EHPA and their combinations. D2EHPA was found to be the best extractant during this SX text series providing nearly 99% recovery of REEs. INTRODUCTION The demand for rare earth element and other strategic metals (REM) in the world is rapidly increasing due to their use in a variety of high technology applications. More than 100,000 tons of rare earth oxides (REO) are being used worldwide on an annual basis. However, we have less than 10% of the world reserve of rare earth element (REE) mineral deposits in the US. More than 60% of rare earth oxide (REO) was imported to the US from outside (mostly from China) in the year of 2013. However, China’s institution of export quota has significantly reduced the supply of REMs to the U.S. Hence, new ways of producing REM and/or finding substitutes for those metals for the high-tech applications need to be invented/discovered in a timely manner. Coal Combustion Byproducts (CCBs), which are discarded as waste materials in most cases, are known to contain REEs (in low concentration) that could be extracted using a suitable process flowsheet. This may be a worthwhile route to pursue considering the short supply of REMs and the abundance of coal ash in thousands of ash ponds in the US. On an annual basis, more than 110 million tons of Coal Combustion Byproducts (CCBs) are being produced while satisfying our nation’s need for electricity (ACAA, 2014). However, less than 50% of these CCBs are being successfully used in various applications and the remainder is being dumped as waste materials in the landfills and ash ponds."

Established in the 60-ies, the Zlatna Panega quarry is a cement raw materials quarry supplying 95% of the needs of the Zlatna Panega Cement Plant with limestone, marl and other silica-aluminates. The two major types of raw materials are formed by accordingly dipping strata of Upper Jurassic limestones and lower Cretaceous marls. Between them there is a ?transition-zone? or ?contact-zone? of a high-silica content layer, about 5-m thick, defined as ?flint? by investigations including spot sampling throughout the quarry. For many years this ?contact-zone? layer was neglected due its negligible thickness. Further, with the increasing demand on the quality of the raw materials feed to the Plant and the focus on variability of the chemical and mineralogical components, it was decided not to mine any of the parts of the quarry contaminated by this material, for about three years. The latter had an impact on the availability of operating benches that could result in a substantial decrease in the total recoverable re-serves of Zlatna Panega, particularly with respect to marls. There were considerations for resorting to a partial, selective excavation of the quarry pit with a reduced lifetime for the lime-stones and re-opening of an other (currently in-active) marl quarry at a distance of 6 Km from the Plant. The Quarry Team of the Zlatna Panega quarry was assigned to study the problem. The ?contact? layer was duly confirmed with systematic geological (including mineralogy) studies, statistical analysis of available data, surface sampling and shallow exploration drills, resulted into distinguishing a third type of reserves and their credible subsurface delineation by means of geological 3-D modeling and quarry design. A new quarry design was finally elaborated with a view of providing flexibility in mining, utilization of the total volume of all available reserves and maximizing the mine life of Zlatna Panega quarry. An industrial test took place in December 2005, by using the contaminated parts of the quarry (co-mining of the ?contact-zone? materials) at a contribution of 15-20% in the raw materials mix, as dictated by their contribution in the total recoverable resources of the quarry. The purpose was to investigate the viability of this solution ? in line with improved quarry planning ? without compromising the quality of cement production and the efficiency of Plant Operations. Results were overall successful.

The Musaimeer pump station and outfall project (MPSO) is in Doha Qatar. This technical paper will discuss and explain the three major stages of geotechnical investigation employed. Stage one the tender geotechnical data and how this was used to design the TBM and identify various areas of risk. Stage two was the selection of supplementary geotechnical investigation methodologies. Stage three was the geotechnical investigation by specialist equipment installed on the TBM and providing further data on a real time basis as the TBM was advancing. Analysis of all the data will be provided along with the lessons learned.

In recent years, a great deal of attention has been focused on developing mill liners to increase wear resistance, improve grinding efficiency and reduce energy consumption in milling applications. The installation of an appropriate mill liner is critical as it affects the overall cost and product quality. A mill liner has two specific functions. The first is to protect the mill shell and mill ends from direct contact with the abrasive grinding media (in this case, the liner serves as a wear surface). The second function is to transport the grinding media, creating energy for size reduction. The liner acts as a lifter, mechanically transporting and cascading the grinding media. The mill lining is a major cost in the milling operation. The costs associated with the mill lining include the capital cost of the lining, downtime required to replace the worn liner and the labor for installation. Generally, in hard rock mining, the life of a mill liner in secondary ball mills is 12 to 24 months.
