The Beacon Hill Station and Tunnels portion of the Sound Transit Central Link Project consists of one mile of twin rapid transit tunnels, an underground station, portals and ancillary works constructed in an urban environment. Presently under construction, the station will set a number of North American firsts including deepest soft ground excavation carried out using the Sequential Excavation Method (SEM).Located in highly variable glacial soil deposits ranging from soft, water bearing sands to stiff, slickensided clays, the station complex and running tunnels proved to be technically challenging during design. Meeting these challenges necessitated an extensive geotechnical investigation, a trial shaft, and state-of-the-art numerical analyses to develop ground conditioning, pre-support, excavation support and structural design. A comprehensive risk identification and mitigation program, and innovative procurement strategy were incorporated into the design and contract bid documents.

Beginning on June 11, 2007, as many as 36, kindergarten-to-grade-12 (K-12) teachers will participate in a program designed to educate them all about the mining industry. The 39th Annual A Total Concept of the Mining Industry – All About Mining, will be conducted by the Colorado Mining Association Education Foundation, Inc. (CMAEF) and the Office of Special Programs and Continuing Education (SPACE) at the Colorado School of Mines. This flagship program includes four intensive weeks at the Colorado School of Mines. During that time, more than 75 volunteer lecturers will “educate the educators” about mining and its importance to the United States and the world. During the learning process associated with obtaining a basic understanding of mining and all its aspects, the teachers will be hosted by hundreds of other industry professionals at 10 Colorado mining operations. Also visited will be a government earthquake center, a museum of mining and industry, an earth mechanics laboratory, a metallurgical research center, a metallurgical concentrator, an electric power plant and a steel mill. Questions before, during and after visits will be answered by another select group of volunteers who will travel with the teachers to the various sites.

THE PROBLEM Two and a half years have gone by since the December, 1976 Civil Engineering article on subway costs caused such a furore. What has happened in this interval? Even after discounting the crushing inflation rate, costs are still increasing, and there is no sign of a turndown, even in the rate of increase. Some steps outlined in the article have been taken. In April this year, the first D.O.T.-sponsored Peer Review Group, made up of managers of other transit properties, met in Boston to review MBTA's $500 million Red Line Extension-Northwest for cost effectiveness. While the impact of a review at the end of the design phase, with substantial segments under contract, cannot be as effective as a review early in the design phase, it is nevertheless a start. This first meeting will be followed by a review of Boston's Orange Line relocation, the final design for which is just underway. In the industry at large two facts are evident: 1. We are failing to reduce underground construction costs. 2. Underground construction is in danger of pricing itself out of the market place. It has always been a greater challenge to design a Chevvy than to design a Cadillac, but it is the Chevvy we need today. Much attention has been focussed in the past on engineering design in the narrow sense: areas such as ground loading conditions and concrete design. The Wyoming Mineral-Conoco Crownpoint Project represents the first time that big hole drilling has been exclusively used to develop totally a privately financed mine below a depth of 1000 feet. Three shafts, one ten feet in diameter and two six feet in diameter, were successfully drilled to depths of 2243', 2188' and 2188' respectively and cased with hydrostatic designed steel casing. The largest shaft is to be used to handle muck and water from station excavation and enlargement of the other two shafts. A reverse circulation system with potassium chloride base mud was used for drilling. The mud was cleaned by settling in steel lined tanks with assistance by cyclone type separators. Deviation was monitored by gyroscopic surveying at 30 foot intervals and did not exceed 16 inches off plumb. Casing was designed to withstand hydrostatic pressures with a 1.5 safety factor to the large shaft and 1.25 safety factor for the smaller shafts. All casing welds were x-ray tested prior to lowering the casing in the hole. Cementing the annular space completed the operation. The total time to mobilize, drill and move off the three shafts was 363 days. The drilling operation was completed ahead of schedule and under budget.

Due to increased production of fine coal during mining during this century and inefficient fine coal recovery technologies, a vast reserve of high quality coal currently exists in refuse ponds. A novel fine coal circuit consisting of a hindered-bed classifier, an enhanced gravity concentrator and a flotation column has been evaluated for the recovery of fine coal from refuse ponds. The treatment of a pond derived from Pittsburgh No. 8 seam coal resulted in the production of a premium fuel containing less than 5% ash and a calorific value of about 30,173kJ/kg with 60% mass yield. The results from the treatment of two refuse pond materials will be presented in this publication.

Overexposure to respirable dust remains a widespread health hazard to roof bolter occupations in underground coal mines. Recently implemented mist drilling technology was evaluated for its effectiveness in controlling respirable dust exposures for roof bolting personnel. This work presents the findings from NIOSH field and laboratory studies comparing respirable dust levels on mist drilling roof bolter machines to dust levels measured on machines using a conventional vacuum drilling system. Gravimetric and instantaneous respirable dust samples were collected for multiple drilling cycles. These dust measurements were used to assess the potential dust control capabilities relative to conventional drilling. Controlled laboratory tests found 0.3 mg/m3 more respirable dust with mist drilling than with the conventional vacuum method. A separate field investigation of the two techniques observed higher dust levels around the mist bolting machine.

Many utility fuel choices 1990-95 defied expectations, with utility decisions and coal market developments ever more closely linked. The Central Appalachian coal boom never occurred; clean-enough coal was developed in the hard-hit Midwest; Colorado-Utah coal surged; Pittsburgh seam production strengthened; utilities embraced Powder River Basin coal; and emission allowance prices collapsed. Competition drove productivity gains, but the future is not a simple repeat. Phase 2 brings fewer viable compliance options. Mega-railroad pricing has become a key risk factor -- will this be countermanded by merging utilities and power market competition? Revenue losses from vintage contracts are problematic. Uncertainty also plagues natural gas, in spite of unanimity across major forecasts, since recent experience has been so heavily influenced by the gas bubble.

At least three hydroelectric tunnels constructed during the last decade through the lower Himalayan region in India have met with serious problems of supporting in squeezing ground conditions. Steel ribs under went intolerable deformations requiring rectification to provide space for concrete lining which delayed the projects inordinately. In an attempt to choose a rational method of predicting rock load, the authors have compared rock loads estimated from various classification systems and elasto-plastic theory with observed values. The deficiencies of the classification systems have been highlighted to show that the combination of elastoplastic theory and tunnel instrumentation programme provides better guidelines for the design of tunnel supports in squeezing ground conditions.

Soon New York City will have a new train station. A tunnel project is under construction to extend Line 7 to a new station that is located near the Jacob K. Javits Con-vention Center. This is also part of the Hudson Yards redevelopment project that is intended to aid redevelop-ment of the west side of Midtown Manhattan around the Long Island Railroad?s Caemmerer Railyard. The station, or ?cavern? as it?s called by those excavating it, will be the portal for that growth. In the city, public transportation means high-rise residential proper-ties will have better access to the business district, and those outside the area will have greater access to event facilities ? two factors that are critical for development investment.

The current state of knowledge concerning mesothelioma risk estimates is reviewed. Estimates of the risk of mesothelioma exist for the commercial asbestos fiber types chrysotile, amosite and crocidolite. Data also exist on which to assess risks for winchite (sodic tremolite) and anthophyllite asbestos. Uncertainty in estimates is primarily related to limitations in measurements of exposure. Differences in the dimensions of the various fiber types and of the same fiber types at different stages of processing add a further complication. Nevertheless, in practical terms, crocidolite presents the highest asbestos related mesothelioma risk. The risk associated with sodic tremolite (winchite) appears to be similar. In chrysotile miners and millers, the mesothelioma risk has been linked with exposure to asbestiform tremolite. Exposure to chrysotile in a pure form seems likely to present a very low if any risk of mesothelioma. While the majority of mesothelial tumors result from exposure to the asbestos minerals, there are other well established and suspected etiological agents. While a practical threshold seems to exist for exposure to chrysotile, it is unlikely to exist for the amphibole asbestos minerals, especially for crocidolite. To date there is no indication of an increased risk of mesothelioma resulting from non-commercial fiber exposure in the taconite industry. © 2007 Elsevier Inc. All rights reserved. INTRODUCTION In radon dosimetry diffusion chambers with passive [a]-detectors are now in current use to investigate the long-term accumulated indoor exposure of radon and daughters. For the diffusion chamber developed at Karlsruhe the electrochemical etching technique (ECE) was applied to reveal [a]-particles in polycarbonate plastic detectors. Compared to conventional etching, the main advantages of the ECE are the large track diameter, simple track counting in a single field of about 1 cm2, stability of the latent tracks to humidity and temperature and ability for a long-term accumulation up to 1 year. The electrochemical etching system was designed to etch in one run about 101 foils by using a 200 W high voltage generator. The commercial available radon dosimeter system is applied for a country wide program of measuring radon in dwellings. Because of an increasing interest of radon monitoring in mines, environmental monitoring and personnel dosimetry the properties of several track etch detectors have been studied. In the comparative study, Makrofol E, LR 115 and CR 39 were used in the diffusion chamber to investigate the etching techniques, the relative efficiency, the measurable [a]-energy range, and the counting statistic for the measurement of radon concentration. THE KARLSRUHE DIFFUSION CHAMBER The design of the Karlsruhe diffusion chamber is presented in Fig. 1. The upper part of the chamber is closed by a fibreglass filter to separate radon from aerosols, heavy dust particles and radon decay products. Inside the diffusion chamber [a]-particles from radon and daughters are detected by two passive radon detectors, one on the bottom of the chamber and the other in front of the filter. With the fibreglass filter applied the diffusion time is about 1 minute for radon. Therefore, also short-term variations in the radon concentration are recorded by the track detector. Mainly because of the short halflife of thoron (56 s) only about 7 % of the thoron concentration is expected in the diffusion chamber. Radon monitoring provides the estimation of the long-term accumulated mean value of the radon concentration with a lowest detectable concentration of 0.1 pCi/1 after 3 months accumulation by using polycarbonate track etch detectors, an electrochemical etching technique and track counting in a single field of 1 cm2. The diffusion chamber was optimized for the polycarbonate track detector with respect to chamber geometry and detector position [1]. Table 1 presents data for 3 different diffusion chamber designs. The radon sensitivity of the diffusion chamber depends on the [a]-energy discrimination and the angular response of the [a]-track detector. The difference between foil No 2 and foil No 1 can be explained by an additional plate-out effect of radon daughters on foil No 3. The high sensitivity of foil No 3 compared to that of foil No 2 is caused by an increase of the effective volume and the effective area for [a]-particle from radon and from plated-out decay products, respectively. Additional experiments have been performed in order to investigate the electrostatic properties of the plastic material and the properties of the diffusion filter [1]. The properties of bare a-detectors were compared with those inside the diffusion chamber. In contrast to laboratory results, dust particles deposited on the detector surface or in the environment of the detector obviously affect the reproducibility of the bare detector significantly. After 4 months exposure in dwellings the scatter of 10 dosimeters exposed in the same room exceeds a factor of 3 compared to 15 % for the diffusion chamber. COMPARATIVE STUDY OF TRACK ETCH DETECTORS Detector types and evaluation technique In the comparative study the properties of the following plastic track etch detectors have been applied: - LR 115 from Kodak Pathé, France, is a red dyed cellulose nitrate layer of 13 µm thickness on a 100 µm thick polyester support. The holes appears as bright spots in a dark red background. In an optical microscope counting of through etched [a]-tracks which must penetrate the detector layer - CR 39 from Pershore, England, is an ally1 diglycol carbonate plastic of about 300 m thickness. The normal etched [a]-tracks are counted by an optical microscope and the ECE [a]-tracks by a microfiche reader.

Surface analysis by X-Ray Photoelectron Spectroscopy (XPS) of samples taken from the galena flotation section of the Hilton Concentrator of Mount Isa Mines Limited are presented. Flotation rate and pulp chemical data taken during the sampling period are also presented and discussed. Surface analysis suggested that, under normal operating conditions, an overlayer of precipitated calcium sulfate existed at the surface of the sulfide minerals. In particular, there was a decrease in the surface concentration of calcium sulfate for the concentrate samples relative to that occurring on the tailing samples. This suggests that the flotation process was selective against minerals which have calcium sulfate predominating at the surface. Heterocoagulation of hydrophilic calcium sulfate on to the galena surface considerably reduced galena flotation rate. Methods to control calcium sulfate precipitation, which include sodium carbonate treatment of the pulp, are also discussed. Sur- face analysis results of samples taken from the Hilton Concentrator during sodium carbonate addition to the grinding circuit are also presented. This shows clear evidence for the removal of calcium sulfate from the mineral surfaces without concomitant surface precipitation of calcium carbonate. Reasons for the apparent dispersion of precipitated calcium carbonate are discussed. Galena flotation rate was increased by the addition of sodium carbonate apparently due to the removal of interfering calcium sulfate.

It is difficult to remove cadmium from raw indium using only electrolytic refining because their standard potentials are similar. In this paper, physical and chemical methods were used to remove Cd from raw indium. Indium metal is vacuum refined for two hours at 400°C with a vacuum pressure of 20 Pa. In this process, 99.70% of the Cd can be removed. The removal rate of Cd reaches 90% to 95% when indium is further smelted for 10 minutes in a 20% glycerin solution of KI and I2 at 180°C. When pre-indium is electrolytic refined in an In2(SO4)3-H2SO4 system, in which the indium content is 80 to 100 g/L, the pH is 2.0-3.0 and the current density is 80 to 100 A/m2, the contents of the impurities decrease and the purity of the indium product reaches 99.99%.

Primary cementing is the process of placing cement in the annulus between the casing and the formations exposed to the wellbore. Portland cement was first used in 1903 in the Lopoc Field in California for well cementing. Since then, the major objective of primary cementing has always been to provide zonal isolation in oil, gas and water wells, i.e. to exclude fluid(s) in one zone from another zone in the well. To achieve this objective a hydraulic seal must be created between the casing and cement and between the cement and the formations, while at the same time preventing fluid channels in the cement sheath. This requirement makes primary cementing the most important operation performed on a well. Without complete isolation in the wellbore, the well may never reach its full producing potential. The industry knowledge on cements relies heavily on empirical data, but the chemistry, physics and structure of cement are not fully understood yet. The strength of concrete can be increased essentially by reducing its porosity through optimizing the size distribution of its components and filling the residual porosity of the hydrated cement phase with inorganic fillers. This approach has successfully utilized in different ways and several technologies for placing high performance oil and gas well cements have been developed over the last few decades. There are reasons to believe that the next source of improvement will lie in the fine-tuning of the hydrates themselves and of the different parameters that drive short (ionic?covalent bonding) and long (ionic correlation) interactions.

Tectonic stress is an important parameter for understanding the dynamics of underground engineering and for the exploitation of coalbed methane. Multiple-period structural features usually have complex spatial relationships in tectonic superposition areas, which provides evidence for identification of the sequence of the tectonic stress period. Conjugated joints and slickensides are used to reconstruct the tectonic stress of the No. 8 Mine in Pingdingshan. Based on the geological unit division and field measurements, data on hundreds of joints and slickensides are collected from 33 stations. The tectonic stress results indicated by the conjugated joints show that there are mainly four directions of tectonic stress: NEE-SWW, NW-SE, NE-SW, and NNESSW. The tectonic stress results of the slickensides indicate that there are mainly four directions of tectonic stress: NNE-SSW, NNW-SSE, NEE-SWW, and NW-SE. According to the systematic analysis of the joints and slickensides, this paper separates the superposed joint and slickenside sets and identifies the tectonic stress periods with their abutting relationships. Three tectonic stress periods are determined and the sequence of the tectonic stress periods is NE-SW, NW-SE, and NEE-SWW. The results are consistent with other tectonic stress measurements for both the region and the locality.

Bench-scale selective-flocculation tests were conducted on samples of Florida and Western phosphate process tailings. Physical, mineralogical, and surface characteristics were determined for both types of samples. The flocculation tests investigated dispersant and flocculant types and doses, pH, and slurry percent solids, while other parameters were held constant. Where selectivity was achieved, phosphate minerals remained dispersed, whereas silicate minerals flocculated and settled. In single-stage tests, flocculants having low to medium anionic character effectively upgraded products at moderately elevated pH. Multiple-stage tests, and tests in which flocculants of lower molecular weight were used as site-blockers, gave improved results.

Introduction The US Office of Surface Mining (OSM) is proposing changes to the Code of Federal Regulations in the interest of minimizing the adverse effects of excess-spoil-fill construction on the “prevailing hydrologic balance, fish, wildlife and other environmental values” (70 FR 35112). The proposed changes will require: (1) minimization the amount of excess spoil generated at a mine site; (2) minimization of the size of the fills constructed; (3) consideration of alternative configurations for disposal; and (4) development of a disposal plan that would minimize adverse impacts to the environment.1 To achieve those objectives, mining companies operating in steep-sloped Appalachia will likely build excess spoil fills (also called valley fills) that toe out at higher elevations in the hollows (i.e. to prevent or limit burial of streams). Consequently, the slopes of fill foundations will generally be steeper. Whereas the authors of this paper support these measures to protect the hydrologic balance and general environment, we wish to point out that placement of fills on steeper foundations can negatively impact the stability of the fills if proper care is not taken during their construction. It is important to note that in addition to impairing human safety, valley fill instability can negatively impact streams, the riparian habitat etc., and thus defeat the very purpose of the spoil minimization measures proposed. We do not, however, propose additional regulatory requirements pertaining to valley fill stability. Rather, we intend to emphasize the importance of engineering requirements already on the books, especially as they apply to the predominant type of valley fill constructed: the durable rock fill. We believe that the practice of restricting valley fills, to higher elevations in the watershed leaves less room for error in the design and construction of stable structures. This paper gives a quick review of the nature of excess spoil generation; methods and requirements of excess spoil fill construction, and the to-date stability record of the fills. The interest in excess spoil minimization and how it affects valley fill construction is also discussed. Most importantly, we will review long-standing issues pertaining to proper design and construction measures with respect to durable rock fills and discuss how they will become more critical as spoil minimization is practiced.

Sequential excavation of the Beacon Hill Station has been accomplished in highly complex and inter-layered sand, silt, and clay soils with multiple perched groundwater tables. Successful excavation has required the installation of a deep dewatering well system used to depressurize sand layers above and within the excavated tunnel faces. In addition, the presence of sand layers in the crown of the Platform Tunnels required jet grouting at depths of up to 49m (160-ft). This paper discusses the design intent, construction, and effectiveness of the dewatering system and the selective jet grouting of sand horizons and shaft break outs for the successful construction of the deepest SEM station excavation ever completed in the United States.
