During the next five years, there will be a trend toward performing belt cleaner maintenance while the conveyor is in operation. Most mines and industrial sites that use belt conveyors have an in-house safety rule that the belt must be stopped before maintenance work can be performed on any belt-cleaning device. This is a good rule. Most cleaning devices are positioned against the belt with hardware that requires the service technician to reach or climb into the chute to change the cleaning blades. But this simple rule becomes more complicated as production demands require higher conveyor availability and provide fewer conveyor outages. In many cases, today’s conveyors are expected to be available 98% to100% of the time.

The Monsanto Company's Henry Mine is located 17 miles northeast of Soda Springs, in the southeast corner of Idaho. Ore being mined is phosphate rock which lies in the Permian Phosphoria formation. The ore is the raw material for Monsanto's three furnace elemental "P" plant near Soda Springs. The finished product from the furnaces is elemental phosphorus which is subsequently used in the manufacture of detergents, food preservatives, fire retardants and other consumer items. Mining is by open pit methods using 0-9 crawler tractors to rip and push-load rubber tired scrapers in stripping and mining operations. The equipment spread consists of six D-9G crawler tractors, four Caterpillar 6578 scrapers, eight Euclid S-24 scrapers, one Reich T750 drill and one Caterpillar No. 16 patrol plus various support equipment. Stripping is performed on a 12-month basis, two shifts per day. Mining is performed mainly in the summer months on a one shift basis. The hauling season begins May 15 and ends November 1 due to freezing weather and snow conditions. Annual production is 1,000,000 tons of phosphate rock and 2,500,000 to 3,000,000 yards of stripping. Stripping, mining and hauling is performed for Monsanto by Dravo-Soda Springs, a mining contractor. Dravo-Soda Springs owns, operates and maintains all equipment used in stripping, mining and hauling. The contractor is paid for stripping by the bank yard and for ore mined and hauled on a tonnage basis. The Monsanto elemental phosphorus plant began production in 1952 with ore being trucked to the plant from the Ballard Mine. Haulage was over public roads in 15, 24-ton semitrucks. A private haul road was constructed from the Ballard Mine to the Monsanto Plant in 1958 and 1959 to accommodate trucks with two twenty-yard trailers. This summary of international mineral exploration activities for 2012 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for 2012: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2012 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.

As part vi the development of the Coal Quality Expert (CQRN) --a computer program capable of predicting the impacts of coal quality on power plant performance, costs, and emissions control--several nationally important coals are being characterized to augment the coal quality database associated with the software. The project is sponsored by the U.S. Department of Energy and the Electric Power Research Institute (EPRI) under the Clean coal Technology Program. Since 1989, CQ Inc. (a subsidiary of EPRI) has characterized seven bituminous coals from Alabama, Illinois, Kentucky and Oklahoma and six sub-bituminous coals from the Powder River Basin (PRB) in Montana and Wyoming. Coals from the PRB region--being burned more frequently in Midwestern and southern power plants to reduce emissions of sulfur oxide compounds--can sometimes contain significant concentrations of potentially toxic elements. Although no limits were imposed on air toxics emissions from fossil-fuel fired utilities by the Clean Air Act Amendments of 1990, future regulations may be implemented at the conclusion of Federally-mandated emissions studies. One possible result is that any increased utilization of coals, including those from the PRB, may depend on the potential for removing toxic trace elements prior to combustion.

The support of the roof in coal mines remains a critical safety issue with 3 fatalities from roof falls in 2007 and 430 injuries from roof falls in 2006. A snapshot survey by the authors of room design and support details as well as unplanned falls of ground in the industry revealed some useful data concerning support use, seam details, fall dimensions, bolt lengths and spacing and the stand-up time.

Coal mine safety of the past was plagued by disasters that took the lives of thousands of miners. Through the years new mining methods, improved laws, and a commitment from the mining industry has reduced the frequency of such incidents to a minimum. History tells us that coal was mined in the early 1700's in Virginia primarily for use by blacksmiths -- most of that mining was done in the Richmond area. It was in those mines that methane was encountered; as workings became more extensive, methane explosions became more frequent. In the early 1800's the first recorded explosion occurred near Richmond, Virginia -- 40 men were killed.

This paper presents an innovative mining method with the application of the water jet. The basic principle of this mining method is to mine a thin panel slice with a water jet system and to allow the roof to deflect elastically and subsequently to be supported by the coal floor without artificial roof support. Through the sequential mining of layers from top to bottom, the entire seam is extracted and the roof rests upon the mine floor. The advantages of this method are that the safety of underground operation can be greatly increased and the surface overburden disturbance will be markedly reduced. . An economic evaluation of such a system is presented for the total cost estimated per ton of coal mined at the face. This evaluation is then compared to that of a continuous mining section utilizing a room and pillar mining method.

Developed at an investment cost of C$35 million, they are ready for commercialization, having been demonstrated on the laboratory, pilot and demonstration scales.The DST process is differentiated from the Plattner chlorination process, which was in use from 1851 to 1916, by moderate process conditions of atmospheric pressure and ambient temperature — the result of using sodium hypochlorite solution, or bleach, instead of direct injection of chlorine gas — and new, cheaper materials of construction, such as polymers, plastics, fiberreinforced plastics and Teflon, resulting in lower capital and operating expenditures."

When one's attention moves from the control of a process unit or from the control of a department of similar units, to the control of an entire plant, two things must change. One is the techniques of control, and the other, the goal or purpose of control. The goal is no longer maintaining a certain quality of product or maintaining a particular flow rate through a process unit. The goal becomes economic - how to make the most money out of the plant. The principal control techniques become those of optimizing, rather than regulating. It is quite common to discuss the control of an entire plant in terms of three levels of control l; regulation, supervision, and optimization. Regulation is the control of inputs to a process unit at desired values. This is accomplished by two or three mode analog controllers or DDC loops. The second level of control is the selection of these desired values, e.g., set-points of the regulation controllers. The third level is to make such adjustments or corrections to the supervisory calculations so as to optimize the plant profit. It is immediately evident that supervisory control and optimizing control are intimately related, and a distinct dividing line cannot always be drawn between the two. Some authors prefer to add even more levels such as adaptive control and management information systems, but we believe our point is well made without further division of the functions which are necessary for complete plant control. To accomplish the economic goal, that is, the optimizing (maximizing) of the profit of a mineral processing plant, the plant should ideally be operated as if it were a separate company, buying its raw materials on the open market and selling its products on the open market. While petrochemical plants endeavor to operate in that manner, unfortunately this is not true of a mineral processing plant. The plant manager has to accept the amount and quality of ore the mining department delivers to him, and the products (concentrates) are delivered to another department of the company for further refining. Heap leaching has become one of the prime technologies used for the recovery of precious metals from low-grade ores over the past ten years. The recovery process involves mining and stacking the ore on engineered leach pads, with or without crushing and/or agglomeration, followed by leaching with a low concentration sodium cyanide solution. The metal-bearing, pregnant solution is then processed by zinc precipitation or activated carbon absorption to extract the precious metals. The leaching process continues until all economic metal values are removed at which time the spent heap leach pads, the leached materials and excess process solutions require decommissioning. The management of these solutions may present a potential challenge for successful and environmentally sound decommissioning due to their composition, volume or continuity of generation from the spent ore even though active leaching has been terminated. The principal objectives of solution management in decommissioning spent heap leach pads are to meet all operative environmental regulations in a cost-effective manner and to leave the pads in a condition where they do not present a long-term liability either to the operator or to the environment. This involves the reduction in volume of the residual process solutions and/or treatment of these solutions to where they meet applicable water quality criteria. In the past, the environmental and economic aspects of decommissioning and solution management have been overlooked or under-estimated during the planning of mining operations. As a result, there is a potential for long-term liabilities and costs to be recognized only at the end of active leaching, a time at which operating revenues and cash-flow are minimal. Therefore, the decommissioning process requires addressing at the mine planning stage and agencies now require that a plan for solution management after the cessation of operations be submitted prior to initiation of mining. This paper discusses aspects of process solution management during decommissioning, both in terms of quantity and quality, and how potential issues may be recognized and planned for in the initial stages of heap leach design.

Uranium ores leached with sulphuric acid typically have poor dewatering properties. Applicability of controlled neutralization where gypsum precipitates as crystalline particles, improving dewatering properties of material was examined. Neutralized material was then dewatered using paste thickener to increase underflow density. The objectives are to maximize water recovery due to water scarcity and to produce suitable cemented paste fill material for optimizing underground ore recovery. Work was performed on acidic slurry samples collected after leaching but before the resin-in-pulp uranium recovery. Controlled neutralization greatly reduced volume of neutralization precipitates giving higher densities and improving the dewatering (filtration) properties. As a result it would be possible to increase the water recycled to the mill. Another benefit is that sulphate in the recycled water was reduced to saturation limit minimizing scaling of process equipment. Additional test work is needed; however, Unconfined Compressive Strength results imply that controlled neutralization increases the strength of paste fill and possibly offers opportunities towards a viable backfill option.

This paper gives a review of promising technologies for phosphate processing, and covers flotation, analysis and process control, as well as tailings treatment and utilization. Air bubbles of less than a µm in size, combined with relatively large bubbles, have been demonstrated, both in the lab and on a pilot scale, to improve flotation dramatically, by reducing reagent use while improving product grade. Innovative use of polymers has allowed rapid dewatering of fine tailings with a final product that does not segregate. The first online laser-induced breakdown spectroscopy (LIBS) analyzer was created, allowing rapid analysis of wet samples using the laser technology. Many large commercial projects are successfully pursuing the utilization of phosphogypsum.

This paper discusses the challenges to complete the construction of two large underground Metro stations and connecting tunnels in the Tren Urbano system. The completion work includes the installation of specialized mechanical and electrical systems, extensive architectural finishing as well as coordination with systemwide power and controls installed by others. A unique feature of this project was the simultaneous design and construction of the structural/civil/architectural/mechanical/electrical works by KKZ separately from the power and control systems under the management of the Owner, its consultants and other contractors. Completion of this project comes after almost six years of continuous design and construction in a dense urban environment. The project was confronted by many challenges that could only be met with the combined efforts of the Joint Venture team in close cooperation with the Owner and its System wide Contractor. This paper will also address many of the major design and construction changes implemented to suit the Owner’s requirements.

"INTRODUCTION Project Background The U.S. Army Corps of Engineers (USACE)/Port Authority of New York & New Jersey (PANYNJ), as part of their New York and New Jersey Harbor Deepening Project, will dredge this shipping channel to a depth of 16.5 m below mean low water (MLW). By deepening the channel, the new generation of larger, “post-panamax” container ships coming to U.S. waters as a result of the expansion of Panama Canal can be accommodated in local marine terminals, helping to retain the nearly 300,000 jobs and $12 billion in annual wages the PANYNJ provides to the region. The existing siphons are situated at a depth that could be compromised by the planned dredging of the channel (nycedc.com). The purpose of this project is to build a new 1.83 m diameter water main inside a 3.66m diameter tunnel replacing the two existing siphons in order to provide the necessary backup water supply to Staten Island across the Anchorage Channel within the Upper New York Bay from Brooklyn. The proposed tunnel is approximately 2.9 km long and at a depth of at least 26 m below MLW. The project is funded jointly by New York City’s Department of Environmental Protection (NYCDEP) and PANYNJ and is managed by New York City Economic Development Corporation (NYCEDC). The contractor of the project is Tully/OHL JV, the designer is CDM/HMM JV, and the CM is LiRo/PB JV. History of New York City’s Soft Ground Tunneling The New York City area has a relatively long history of soft ground tunneling, commencing in the late 19th century. Construction of the first Hudson River tunnel crossings was begun (but not completed) in 1874 for the Hudson & Manhattan Railroad using compressed air supplying a shield. The work continued intermittently until the project finally opened for service in 1907. These 1.72km long tunnels (maximum depths of 29 m) are still in operation and now operated as the PATH Tunnels. They are approximately 5.5m diameter utilizing cast iron segments. The river bed consisted of primarily silt with shallow rock near the New York side. Air “leaks” occurred during the compressed air excavations resulting in some serious “blows” with water and soil entering the tunnel, including one incident with 20 deaths."

The iron ore beneficiation plant at Serra-Azul Mines of ArcelorMittal, Brazil operates at a rated capacity of 3.2 million tons per year. The ore is concentrated using magnetic separation, jigging, hydrocyclones and spiral concentrators. The tailings from the process plant are generated from classifier overflow of 135 tons per hour dry solids and thickener underflow of 48 tons per hour dry solids. A systematic experimental program was carried out using Multi-gravity separator (MGS), and wet high-intensity magnetic separator (WHIMS) for recovering the iron values from both of the tailing streams while minimizing the total quantity of tailings to be discarded. The classifier overflow contained 32.3 percent iron, 49.9 percent silica and 2.18 percent alumina and was 45 percent finer than 45 microns in size. The thickener underflow sample contained 47.3 percent iron, 27.6 percent silica and 2.49 percent alumina and was 16 percent finer than 45 microns in size. Separation results on the classifier overflow sample with the MGS indicated that a concentrate containing 62.1 percent of iron, 10.8 percent silica and 0.36 percent alumina can be achieved with a weight recovery of 24.5 percent. The results with WHIMS at 6500 Gauss indicated that concentrate containing 62.6 percent iron, 8.3 percent silica, and 0.65 percent alumina can be achieved at a weight recovery of 34.7 percent. 4.7 percent. WHIMS studies at 6500 Gauss on thickener underflow sample indicated that a concentrate containing 61.4 percent iron, 8.8 percent silica, and 1.74 percent alumina can be achieved at a weight recovery of 57.2 percent. Based on these results, and further in-house test works, a WHIMS installation was adopted for the recovery of iron values from the tailings in the operating plant at ArcelorMittal Serra Azul Mines, Brazil.

The Bureau of Mines' Tuscaloosa Research Center is conducting research to develop a basic understanding of solid-liquid separation in order to improve the dewatering of fine particle slurries. In the present investigation capillary suction time (CST) of kaolin slurries was determined. The average specific resistance of the cake was also determined by fitting the CST data to the theoretical equations used in this paper. The experimental data were analyzed by a powerful computer-based method, chemometrics, that uses statistical techniques to remove error and to find the number of physically significant factors contributing to the data. Results showed that two significant factors explain the CST data.

Surface mining of coal in the South developed into a major industry during the 1960's. The economic significance of the industry is much greater than is readily apparent when one considers only the value of the coal mined. The abun-dant supply of relatively inexpensive steam coal for electric power generation that has been derived from the surface mines has provided the foundation for the industrial expansion that has occurred throughout the South. The region, in gen-eral, has enjoyed the benefits of plentiful low cost electric power. However, re-cent political decisions, at all levels of government, threaten to destroy or severely curtail the surface mining of coal and eliminate the economic advantages once enjoyed by the region. These political decisions are rapidly changing the basic rules of operation and fundamental economics of surface coal mining. Recent changes, resulting from the enactment of environmental and health and safety laws and various bureaucratic rules and regulations, have had a three-fold effect: 1) Greatly increased operating cost, 2) increased lead times for mine development, 3) limited potential reserve base for future mining. Also current legislative proposals are casting a shadow of uncertainty over the future of all coal mining operations that has created serious delays and in-creased cost for the expansion of the coal industry necessary to meet our project independence goals. BHP Iron Ore initiated research programs in January 1995 to develop long-term plans for decommissioning waste rock material at its Mt. Whaleback operation. More than 2 Gt (2.2 billion st) of waste rock were deposited during the past 30 years. Ultimately, a total of 4 Gt (4.4 billion st) will be deposited in waste rock dumps constructed near the open pit. The Mt. Whaleback operation is located in a semiarid climate adjacent to Newman, Western Australia. The primary research program includes the development of technology for the long-term performance of the waste rock dumps with respect to vegetation, slope stability, surface runoff, erosion and water infiltration. This paper focuses on the design and implementation of a cover system to prevent water infiltration to the underlying waste rock. Data obtained from a laboratory program and from soil-atmosphere modeling was used to design horizontal field test plots. The construction of the horizontal surface field test plots is discussed together with the field instruments installed to monitor performance. The cover system is designed to maximize infiltration during wet periods for subsequent evapotranspiration while minimizing surface runoff. The result is a near-zero net infiltration to the underlying waste material. An important feature of the design is the use of run-of-mine waste material as the cover material. Monitoring is in progress and will continue for at least two annual wet/dry cycles. The optimum cover system should minimize the net infiltration of water to the underlying waste rock while maintaining physical and ecological integrity for long-term performance.

From 1999 through 2008, groundfall events resulted in 75 fatalities, 5,941 injuries and 13,774 noninjury roof falls in U.S. underground coal mines, according to the U.S. Mine Safety and Health Administration (MSHA). A comprehensive analysis of these events was conducted to better understand where and why these incidents occurred. The first segment of the study used the MSHA database to evaluate groundfall injury rate trends related to mining method, year, locality, seam thickness, mine size, coalbeds and seasonal effects. In the past decade, roof fall injury rates have dropped 50%, but rib fall injury rates have remained constant. Room-and-pillar mines had a roof fall injury rate that was nearly 2.5 times the longwall rate. High groundfall rates occurred in the Illinois Basin, a finding that correlates with other studies that have shown that roof rock in the Illinois Basin is weaker than that in the central Appalachian coalfields. Finally, noninjury roof fall rates in the eastern and central United States were found to be 50% higher from July through September, possibly because of the changes in humidity levels that may cause shale mine roofs to deteriorate. The second segment of the study evaluated the root causes of failure by reviewing all MSHA groundfall fatality reports for 1999-2008. Pillar recovery was the leading cause of groundfall fatalities (19%), followed by rib falls, roof skin falls and traveling under unsupported roof (16% each). Defining prominent ground control incident trends and hazards will identify areas where additional study is needed and where innovative solutions need to be developed to reduce these severe occupational hazards.

The US Bureau of Mines has designed and evaluated total mill ventilation systems (TMVS) at two mineral-processing operations. Both systems have proven proficient at cost-effectively reducing respirable dust levels throughout the mills. An 11.8-m3/sec (25,000-cfm) system installed at a clay-processing mill provided about 10 air changes per hour(acph). This system reduced respirable dust concentrations by about 40% throughout the mill building. The second evaluation was performed at a silica sand operation. Tests were performed with 23.6 and 47.2 m3/sec(50,000 and 100,000 cfm) of ventilation to the mill building, corresponding to 17 and 34 acph. Average mill-wide respirable dust reductions were 36% and 64%, respectively. This work was done to determine general guidelines and design criteria for operations that may be interested in implementing TMVS. TMVS should be designed to draw clean make-up air in near the base of the mill. This air provides general purging and may clear some dust-laden areas throughout the mill structure. It is discharged at or near the top of the structure. Without the TMVS, dust can exit the building through open doors, windows, etc. and contaminate outside plant workers. This dust can also be recirculated back into the mill building causing additional contamination problems. TMVS is not a stand-alone system. It is a supplemental technique to assist other localized dust control systems (Mody et al.,1987).
