Nowadays more infrastructure tunnel projects are procured using design-build method. In this environment, the Owner’s engineer would typically provide performance requirements for the design-builder, and the Contractor’s designer would work with the contractor to design the tunnel lining based on the Contractor’s means and methods and manufacturing process. This paper will describe the typical requirements provided by the Owner based on its design objectives, and the means and methods by the Contractor that would significantly impact the design. Project examples and recommendations for Owner’s requirements will be provided that can optimize the design and still achieve the Owner’s performance objectives.

The Port of New York and New Jersey is one of the most heavily used transportation arteries in the world, handling nearly 40 per-cent of the North Atlantic shipping trade and directly providing nearly 230,000 jobs to the local economy. In 2004, $100 billion worth of consumer goods moved through the port. To accommodate future cargo volumes in the port, which are expected to double over the next decade and possibly quadruple in 40 years, deeper shipping channels are needed to provide access for a new generation of cargo mega-ships with drafts exceeding 13.7-m (45-ft) when loaded. Current channels within the harbor range in depths up to 13.7-m (45-ft), thus preventing carriers from using these larger ships, or requiring significant reductions in cargo to achieve lesser drafts to operate safely within the harbor. As part of the Harbor Deepening Project, the Anchor-age Channel would be deepened to 15.2 m (50 ft) below mean low water (MLW), for a length of 5,790 m (19,000 ft). The New York City Department of Environmental Protection (NYCDEP) owns, operates and maintains two existing water siphons in the harbor. Due to their shallow depth, both existing siphons must be relocated before dredging of the Anchorage Channel can be completed. Tom Costanzo, manager of capital programs for the Port Authority of New York and New Jersey (PANYNJ), says that ?While the re-location of the existing siphons under the Anchorage Channel is vital to the success of the deepening program, it is also a story of cooperation among key agencies at different levels of government resulting in improvements that will benefit the people of this region greatly.?

Today a large number of open pit mines use computer-based mine management systems to automatically assign haul trucks, track equipment, and manage information. Now advances in digital communications allow the use of these systems in underground operations. Underground mine management systems help maximize production by providing impressive gains in areas such as equipment and manpower utilization, draw point equalization in block caving operations, preventive maintenance, and safety. Current systems use allocated or "locked" train and LHD dispatching. While allocated dis-patching rarely optimizes open pit production, it offers an efficient mode of operation underground where options are more limited.

To prevent mine floor heave, the mechanisms of floor heave must be fully understood. Based on the field study, the mechanisms of two types of floor heaves are analyzed in this paper. The mechanical models for the two types of floor heaves are developed. The floor heave can be predicted by the developed mechanical models and the control measures are recommended.

Petro-diesel is a common collector for coal flotation, but the partitioning of diesel range organics (DROs) in process streams has not been widely studied. Preliminary research suggested that under normal dosing schemes total residual DRO contents in process waters should be limited to the sub-ppm water-soluble fraction (WSF). Further, polycyclic aromatic hydrocarbons (PAHs) should partition proportionately with DROs. The purpose of this study was to confirm these findings in laboratory flotation tests. Total DRO and specific PAH contents were measured in the waters associated with the concentrate and tailings streams. The results show that concentrate waters consistently had higher amounts of DROs than tailing waters. Moreover, the DRO contents in both streams generally increased with increasing diesel dosage. In line with preliminary research, DROs appeared to be limited to the WSF, and PAHs tended to partition proportionately with DROs. Under typical operating conditions, it appears that residual DROs should not present an environmental concern, but conditions should be avoided that allow significant overdosing of diesel.

Investigaciones preliminares sugieren que bajo esquemas de dosificación normales los contenidos residuales totales de DRO en aguas de procesos deben estar limitados a la fracción soluble en agua (WSF por sus siglas en inglés) sub-ppm. Es más, los hidrocarburos aromáticos poli-cíclicos (PAH por sus siglas en inglés) debería segmentarse de manera proporcional con los compuestos orgánicos de diesel (DRO). El propósito de este estudio fue confirmar estos resultados en pruebas de flotación realizadas en laboratorio. Se midieron los contenidos totales de DRO Y PAH en aguas asociadas con los flujos o corrientes de concentrados y relaves. Los resultados muestran que las aguas con concentrados tenían de manera consistente mayores cantidades de DRO que las aguas de relaves. Es más, los contenidos de DRO en ambos flujos generalmente se incrementaban con el aumento de la dosis de diesel. De acuerdo con la investigación preliminar, los DRO parecían estar limitados a la fracción soluble en agua (WSF) y los PAH tendían a segmentarse proporcionalmente con los DRO. "The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. ITA’s membership is comprised of member nations as well as sponsors and affiliate members.The United States has had a prominent role in ITA since its 1974 inception, when it was formed as a result of a worldwide survey conducted in the early 1970s by the Organization for Economic Cooperation and Development (OECD). "When utilizing high recovery underground mining methods, such as longwall or high-extraction room-and-pillar mining, the movement and deformation of the overburden propagate toward the surface and may affect the integrity of overlying surface streams (Peng et al, 1996). Published studies cite three major mechanisms of subsidence as most likely to impact streams: displacement, slope and strain. While subsidence-induced vertical displacement cause little structural damage to the stream bed, it may create adverse drainage and stream flow issues as the subsidence trough allows for ponding (Dawkins, 2003). Subsidenceinduced changes to the slope, or tilt, of a stream may have adverse effects on water flow. As the stream enters the subsidence trough, the gradient increases providing potential erosion control problems. When exiting the subsidence trough, a reduction of the gradient may inhibit stream flow, causing localized ponding (Peng, 2008). While vertical displacement and tilt both may have detrimental effects to surface streams, the resulting strains have been documented as being the most damaging to surface streams and structures causing distortion, fractures, or failure (Singh, 1992). When stream beds are subjected to high tensile strain, tensile cracks may form at the surface level allowing for the direct loss of stream flow through fissures. When stream beds are located in areas of high compressive strain, rock layers forming the stream bed can fail as the stream bed ruptures, upward, blocking stream flow or having the stream diverted into the fracture zone at the base (Iannacchione, et. al., 2010).Recent investigations on the effects of underground mining on surface bodies of water suggest that to determine the degree of stream impact one must also consider the geologic structure and thicknesses, surface topography, watershed drainage areas, width of river bed and rate of mining. Due to the complex nature and number of parameters affecting surface streams, subsidence modeling tools and software packages should be implemented throughout all stages of subsidence planning, prediction and control. The Surface Deformation Prediction System (SDPS) utilizes the influence function for the calculation of final subsidence deformations with respect to the angle of influence, supercritical subsidence factor as a function of the percent hard rock, edge effect offset distance, and surface topography. Developed more than 25 years ago, SDPS has been continually updated with new analysis and prediction features, providing a reliable and versatile program for subsidence management methodologies. Most recently, the program has been updated to evaluate the effect of varying surface topography in the prediction of horizontal displacements, referred to as ground strain, allowing for the accurate three-dimensional representation of surface deformations in mountainous terrain (Agioutantis and Karmis, 2014). Ground strain has become one of the predominant deformation indices used in the evaluation of potential damage to surface structures (Karmis et al., 1995). Ongoing work with SDPS software seeks to investigate the calculation of ground strain in SDPS and its ability to accurately and realistically predict damage to surface streams due to underground mining operations."

The precious metal mining industry in Nevada handles and generates a certain amount of hazardous materials and waste on a regular basis. These products range from processing material additives to wastes from laboratory testing, heap leaching, and hydrocarbon treatment and disposal. The volume of materials and wastes is dependent upon the amount of ore processed. Handling, treatment and disposal is dependent on the type of material handled and the waste generated. Owing to the health and safety concerns and due to the existing regulations that control handling and disposal of hazardous materials and wastes, the mining industry is obligated to comply with all applicable requirements for proper handling of these products. Plus, in an effort to minimize any impacts from this effort, the industry is continually looking for alternative methods to accomplish these requirements and to also minimize costs. This paper will discuss the general, and in some cases the specific conditions, by which the industry is coping with the issue and efforts to minimize any impacts from handling, treatment and disposal for hazardous materials and wastes. The subject of compliance with the Toxic Release Inventory (TRI) requirements and bio-treatment of wastes and other technologies will be discussed.

Since 1980 a number of significant changes have been introduced at Palabora in an effort to offset the effects of reduced product price and increased unit costs of production. These changes and improvements include major equipment rationalization programs, the introduction of trolley-assisted truck haulage, adoption of a sophisticated computerized truck control system, pit design enhancements, improved drilling practices, use of emulsion explosives, and the installation of an in-pit crushing and conveying system. The various changes, their effect on the operation, and their contribution to cost reduction and improved productivity at Paihbora are considered.

An underground limestone mine in eastern Ohio was experiencing significant floor heave and roof falls, attributed to high horizontal stresses. Areas of the mine showing floor heave were monitored with roof-to-floor extensometers and photogrammetry surveys to determine the rate and magnitude of heave. Extensometer data were recorded hourly at four locations across adjacent entries while photogrammetry surveys of the floor were performed at the same locations every two to five weeks. A final survey was performed using an I-Site 8200 laser scanner. Following instrumentation, floor heave up to 10.1 cm (4 in.) was measured by the extensometers, photogrammetric reconstructions and laser scanner over a six-month period. The extensometers were biased by the location where they were placed, failing to consistently capture the location and extent of floor heave and cracking. The photogrammetry surveys were not precise enough to capture small magnitude movements. Mining in the area was halted and within several months the floor movement and incidence of roof falls were significantly lessened.

The West Kentucky Division of Island Creek Coal Company, which is a wholly owned subsidiary of Occidental Petroleum Corporation, operates the new Hamilton Mine. It is located six miles West of Morganfield, Kentucky, in the Northwest section of Union County, adjacent to the Ohio River in Lock 50. On July 15, 1968, a unique new coal conveying system was put in operation. This system consists of eight conveyor units carrying coal from the bottom of the mine slope ultimately to barges on the Ohio River. It is over two miles in length and has a total of 3175 connected horsepower. The river loading conveyor is the longest 72" wide conveyor in operation in this country.

To assist in the reduction of environmental degradation resulting from milling operations, the Bureau of Mines has developed, and successfully demonstrated, chemical, vegetative, and combined chemical-vegetative procedures for stabilizing milling wastes under varying environmental conditions. Costs of achieving reclamation using these stabilization procedures are compared with those of other physical and vegetative approaches. The Bureau's chemical-vegetative procedure for establishing vegetation directly on fine-sized wastes compares favorably with other stabilization processes that have been used.

Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35°C (95°F) [1]. The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by >5.6°C (10°F) in mines with elevated mine strata and air temperatures. In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35°C (95°F) AT limit in mines with elevated temperatures. The information in this paper is useful for RA manufacturers and mines that may choose to implement a cryogenic air system as a heat mitigation strategy. INTRODUCTION The apparent temperature inside an occupied RA could be significantly affected by the surrounding environment’s thermal conditions, such as mine air temperature and mine strata temperature. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and air velocity. It is used to assess the perception of indoor temperatures. Depending on factors such as geographic location and season, mine air temperature, relative humidity, and mine strata, temperatures can vary significantly [2]. RAs located in cold mines may pass the 96-hour 35°C (95°F) AT limit test that poses a challenge for RAs located in hot mines. One solution in these cases is that the occupancy of the RA could be derated (i.e., the RA occupancy could be reduced) to ensure the AT limit is not reached. However, this would require mines to purchase additional RAs to accommodate all personnel in the mine. For mines with high temperatures (above 26.7°C or 80°F), the occupancy might have to be reduced so much that the necessary number of additional RAs would be impractical. In these cases, RA cooling systems could provide a solution.

The aim of this study was to investigate desulfurization and de-ashing of a mixture of subbituminous coal and gangue minerals by the agglomeration method. For this purpose, experimental studies were conducted on a mixture containing subbituminous coal, pyrite, quartz and calcite. The effects of some parameters that markedly influence the effectiveness of selective oil agglomeration, such as solid concentration, pH, bridging liquid type and concentration, and depressant type and amount, were investigated. Agglomeration results showed that the usage of various depressants (Na2SiO3, FeCI3, corn starch, wheat starch) in the agglomeration medium has a positive effect on the reduction of ash and total sulfur content of agglomerates. It was found that an agglomerate product containing 3.03% total sulfur and 25.01% ash with a total sulfur reduction of 56.71% was obtained from a feed that contained 7% total sulfur and 43.58% ash when FeCI3 was used in the agglomeration medium. Soda ash, an essential raw material for major industries, such as the glass, chemicals, soap and detergents, pulp and paper, mining and water treatment industries, is traditionally produced by chemical and thermal treatment of trona ore. The treatment processes for trona ore are not only chemically expensive but also energy intensive. Hence, the production of a high-purity trona concentrate at a lower energy and operating cost is of considerable interest to the trona industry. In this study, we describe a possible two-stage process for concentrating trona ore, involving dry magnetic separation followed by flotation, to remove insoluble impurities from the trona ore. The results showed that a trona concentrate of 91.7% purity with a recovery 91.1% can be obtained by two-stage magnetic separation, which could be further improved to 98.1% purity at a recovery of 83.8% by subsequent flotation of the non-magnetic trona product. The purity of trona concentrate is limited by the particle size and impurity content of the trona ore. The operating parameters for magnetic separation and flotation have been identified to obtain an acceptable quality concentrate.

At the turn of the century the keys to industrial success were coal and iron. At that time, Pennsylvania was the ranking mineral producer among the States and close to 90% of the Nations energy output was generated by coal. The growth of this Common-wealth into the greatest industrial State in the nation has been due to the huge resources of easily accessable coal found by the early settlers. It was the development of these deposits that provided the United States with a new source of fuel energy. For nearly a century, the Commonwealth was the chief powerhouse of our nation and the chief source of its industrial blood and bone. In 1928 it was truly said that coal was king in Pennsylvania. Pennsylvania that year mined a billion dollars worth of coal. A single train carrying this output would reach more than twice around the world at the latitude of Pennsylvania. Coal formed nearly 67% of the freight of Pennsylvania and was responsible for its four billion dollar iron and steel industry. Coal was the real reason why Pennsylvania although 32nd in size was second and not tenth or fifteenth in wealth, population and industry. Pennsylvania was slow to take-up her heritage as the greatest coal producing State in the union. But the knowledge that coal was present was not slow in accumulating. In fact the Indians were aware of its existence long before the white man arrived. They knew that many of the hills were underlain with black stones that would burn. It is reasonably certain that Arnold Viele, the first white man to cross the mountain in this State saw coal in them in 1692. But awareness was not enough. The population in these days was confined to southeastern corner of the State and the population at this time had little need or interest in the resources further inland. Pennsylvania anthracite was discovered in 1762 but was first regarded only as a curiosity. Commercial productions started in 1820. This stimulated the development of many native industries and extensive canal system and afterwards an elaborate net-work of railroads were constructed at great costs to bring the products of the hard

Evidence of the fact that the beneficiation of sand and gravel is now going on is readily observed by visiting various and and gravel plants almost throughout the U.S.A. of necessity this beneficiation process is concentrated more in certain areas than in others, and it is steadily increasing. Therefore, it can be said that beneficiation is now one of the processes inn the manufacturing of sand and gravel, It started some ten to twelve, years ago when the need for beneficiation made itself known, and when the manufacturers of sand and gravel producing machinery began to make equipment available to the industry.

The Garfield Mine is a legacy vanadium mine in western Colorado with multiple mine openings, waste rock piles, and adit seepages that Cyprus Climax Metals Company (a Freeport-McMoRan Inc. subsidiary) voluntarily remediated through the Colorado Voluntary Cleanup Program (VCUP). The process to obtain a No Further Action determination from the VCUP is presented. Water treatment of the adit discharge, which is not part of the VCUP, is also presented. The remedial action objectives (RAOs) included preventing direct human or biotic exposure to the waste rock and radiation emitting from the waste rock; reducing metal concentrations and radionuclide activities in adit discharge and keeping the discharge from leaving the site; maintaining the existing undeveloped character of the surrounding landscape; and eliminating the need for a stormwater permit. The design included regrading, installation of an infiltration barrier and rock cover, a diversion channel, and a biologically based passive remediation water treatment system. An initial lab-scale evaluation provided design criteria for the full-scale system, which consists of a sulfate-reducing biochemical reactor and post-treatment aerobic polishing cells. The system has been operational since construction was completed in late 2016. Results indicate that the treatment objective of 90% bulk removal of constituents of potential concern (COPCs) is largely being met. The system also provides year-round operation and non-point discharge of effluent. After 20 plus years of site investigations, the remedial action was completed in 2016 with all RAOs met and a No Further Action determination granted in 2018. INTRODUCTION The Garfield Mine is a legacy vanadium mine located approximately 11 miles north-northeast of Rifle, in Garfield County, Colorado. It was leased and operated intermittently from 1929 to 1975 but was never operated by Cyprus Climax Metals Company (Cyprus) (a Freeport-McMoRan Inc. subsidiary). Prior to reclamation, site features included: • six mine openings—five adits and a vertical opening; • two adits discharging mining-influenced water (MIW)— Adit 1 at less than 4 liters per minute (L/min) and Adit 2 at 7 to 10 L/min; • main waste rock pile (13,500 m3) and small waste rock pile (minimal volume); • debris (small structure, mattress, bottles, shells, etc.) indicating site used for recreational purposes; and, • unimproved road, which has been used to access forest fires.

The Crandon deposit, located in northern Wisconsin, is a 65.8 million ton Precambrian volcanogenic massive sulfide deposit which averages 1.4% copper and 5.8% zinc. The deposit is classic in origin, mineralogy and shape. Comprehensive understanding of the geology of both the deposit and the project site has been fundamental to the credibility and success of project feasibility studies and regulatory permit preparation. Mine development in the current investment and regulatory climate requires thorough and timely application of geologic tools. From 1977-1980 geologic activities were focused on the typical objectives of orebody delineation, reserve estimation, depositional geology, and general site investigation. Results from these programs formed the basis for the project's preliminary feasibility studies. Since 1981 further geologic investigations have provided criteria for project design, site management, and operational permitting. Activities have included mine entry position definition drilling, devel reserve modeling, large diameter (150 mm) core drilling for mill pilot samples, rock mechanics testing, and evaluation of the glacial overburden/deposit geohydrology for computer simulation.
