A cement, in the broad sense, is any substance which will cause various materials to adhere to each other. Clay was probably the first material to be used by man as a cement or binding agent. Water occurs in or is mixed with the clay to make it plastic, so that it can be formed in place. The sun and air remove the water from the clay and on drying strength is developed. The clays unless fired are not too resistant to water, therefore, their use is best when restricted to dry areas. Gypsum used as a cementitious material is not the subject of this paper, but its use dates back thousands of years. Gypsum mortars were used by the Egyptians in building such massive masonry structures as the pyramids. The Egyptian mortar consisted of a mixture of sand with burned gypsum (of an impure type of 81.5 per cent calcium sulphate and 9.5 per cent calcium carbonate) for the cementitious material. The burning of this type of cementitious material took place at relatively low temperature. These burning reactions will be covered later when the dehydration of gypsum is discussed. The setting of the partially dehydrated gypsum is considered to be crystallization from a supersaturated solution which deposits crystals of dihydrate (gypsum). In low water-content mixes, the interlocking of the needle-like crystals helps to produce higher strengths. Slaked lime made from limestone burned at higher temperatures (1648 F is generally considered as the calcining temperature, although under certain conditions incipient calcination will take place at 1250 F) is another early-period cementitious material. During slaking with water, a colloidal or amorphous hydrated lime is formed. When it is allowed to dry, it hardens and develops low strengths. On exposure to the carbon dioxide of air in the presence of some moisture, carbon dioxide is adsorbed and part of the calcium hydroxide is converted to calcium carbonate. Structures in which a lime mortar is used continue to grow in strength as this reaction proflesses. Hydrated lime has the disadvantage of not setting under water.

The Candelaria copper-gold mine is located approximately 25 km south and east of Copiapo in Region III, Chile. The original concentrator was designed to treat 28,000 t/d (30,800 stpd) of chalcopyrite-bearing ore through a circuit consisting of a single 11.0 m(36 ft) diameter SAG mill, two ball mills, conventional rougher and scavenger flotation, column cell cleaner flotation, and ceramic disc filtration. The plant was commissioned in August 1994 and quickly reached design capacity and expected levels of metallurgical performance. In May 1996, a decision was made to double the capacity of the concentrator by the addition of a second line of equipment. The expanded facilities were commissioned in October 1997, less than 18 months after the decision to proceed, and well within the budget. The original concentrator facilities were replicated or duplicated as much as possible, however, a number of important equipment changes were made to take advantage of industry developments since the original concentrator was designed. These included the use of Eimco 120 m3 (4,200 ft3) cells for rougher and scavenger flotation and the installation of a Svedala VTM-800Vertimill for regrinding. This paper describes the rationale behind these changes and explores the reasons for the success of the project.

INTRODUCTION The Washington Metro, a rapid transit system that will serve the District of Columbia, Virginia, and Maryland, has been under construction for about two years. Construction of the Metro by the Washington Metropolitan Area Transit Authority involves a large amount of cut and cover, soil tunnel, and rock tunnel construction. To aid initial construction and improve future designs, performance observations were undertaken on tunnels in the initial construction phase. The University of Illinois Department of Civil Engineering was engaged to carry out a comprehensive program of field observations and measurements for this purpose. One part of the program was on the first soft ground tunnel constructed in the system. The tunnel is a 2200-ft (670 m) twin-bore section, designated Contract A-2, in downtown Washington. Two objectives of this program were to determine the relationship of construction procedure to settlements and to observe the pattern of soil movement around the tunnel as an aid in evaluating underpinning criteria for nearby structures. A test section, consisting t three instrument lines located across the tunnel path, was established prior to mining in Lafayette Park to measure in detail both vertical and lateral soil displacements as the tunnel was mined through the section. The site was selected because it is free from surface structures and access for installation and reading of the instruments was convenient. Load and distortion measurements on the lining were also made within the test section; observations of construction procedure were maintained throughout construction.

The basic concepts and processes of soil and rock melting as applied to excavation technology are reviewed. The electrically heated, small diameter prototype penetrator development sequence is presented. Emphasis is placed on the different methods of handling the fluid rock and soil melts and their significance in providing new solutions in hole support and debris handling problems. The refractory materials requirements, penetrator life and electrical heater technology are presented. Consolidating penetrators, which form stable glass-lined holes in low density rocks and soils, require no debris removal and will find applications in horizontal holes for utilities, cables, and pipeline installations. Extruding penetrators are being developed to make holes in dense, hard rocks. Melt is conditioned into a variety of debris forms, i.e., glass rods, pellets or rock wool, selected to match appropriate debris handling systems. Unique use in drilling into very hot rock or magma for geothermal exploration or production wells is projected. Some of the results of laboratory and field tests of these devices are compared with theoretically derived operating performance. Coring-consolidating penetrators for geological sampling in alluvium are projected to larger diameter self-propelled and guided coring devices for prospecting along proposed tunnel alignments. Application to the melting of annular shafts for pipeline support piles in difficult conditions such as permafrost has been scoped. Conceptual design studies of large diameter tunneling equipment have indicated the system contributions and economic aspects of rock melting relative to material comminution, wall and roof support and materials handling.

Ground freezing was utilized to provide complete stability of the excavation face and complete groundwater cut-off for the jacking of the three tunnel boxes for the Interstate 90 / Interstate 93 approach to the Fort Point Channel crossing. Through a wide range of geological conditions and large buried obstructions, the freezing provided complete stability of the face so that a 11.5 m (38 ft) high free standing vertical face could be mined without the need for any additional face support. Obstructions were incorporated into the massive frozen ground matrix, and held in place so that they could be excavated with a minimum of disturbance. The freezing provided an absolute groundwater cut-off, and permitted the work to be done without disturbance to the active rail system immediately above. With the use of instrumentation such as borehole thermocouples, the effectiveness of the freezing was guaranteed and the jacking proceeded with complete confidence and assurance of the ground conditions ahead.

From a vast army of workers to gargantuan machines to immense volumes of material being moved, almost everything about the Port of Miami Tunnel (POMT) project points to tunneling on a massive scale. Almost.The star of this underground and underwater show is a Herrenknecht tunnel boring machine (TBM,) nicknamed ?Harriet? by a local Girl Scout troop. With her 12.9-m- (42.3-ft-) diameter cutting head and a total length of 139 m (457 ft), Harriet is boring through thousands of cubic meters of clay, dirt and sand, which is often mixed with coral and other materials, to create two 1,280-m (4,200-ft) traf?c tunnels connecting Watson Island and the Port of Miami (Dodge Island) beneath Biscayne Bay, FL. But in the midst of all of the oversized equipment and machines, a strong contender for the best supporting nod goes to a relatively tiny machine: the Brokk 400. Bouygues Civil Works Florida crews are using the compact, remote-controlled and electric-powered machine to excavate five cross passages between the twin traffic tunnels. The pas-sages will be essential to the safety of people who drive their vehicles under the bay every day.

On Oct. 1-3, SME?s Twin Cities chapter (SME TC), in cooperation with the University of Minnesota ? Duluth?s Precambrian Research Center (UMD-PRC), cohosted a symposium on silica sand mining and processing. The conference was held at the Earle Brown Heritage Center near Minneapolis. The symposium was followed by a day-long field trip to operating mines, processing plants and loading facilities located in southwestern Wisconsin. Speakers and attendees at the symposium included university professors, industry experts, regulators, mining company representatives, equipment suppliers, consulting engineers and service companies. Approximately 320 people attended the conference. In addition, about 50 people who oppose mine development and the oil and gas industry showed up to voice their displeasure with the event and those companies that operate in this space.

Oil sands processing generates huge volumes of slurry, known as tailings, that is being stored in tailings ponds. The volume of produced tailings is a very important factor in oil sands surface mine planning, because the available area for dam construction is limited to the lease areas. On the other hand, oil sands operators cannot leave mine sites without reclaiming the tailings ponds. Since most of the reclamation material is generated in either oil sands mining or processing, it is reasonable to include reclamation material requirement as part of long-term mine planning. In this paper, an integrated optimization framework is proposed to maximize the net present value (NPV) of the produced oil sands, with respect to tailings capacity constraints and reclamation material requirements. A mixed integer linear programming (MILP) model is developed to find the optimal solution for long-term mine planning problem. A sample bitumen processing flow sheet is used to formulate the volume of produced tailings, based on Clark hot water extraction method. To verify the proposed model, it is coded in Matlab and run using CPLEX. Run results for real-case oil sands dataset show that the optimal production schedule meets material requirements for reclamation, tailings volume is within tailings capacity range in all periods and the production schedule follows the predetermined horizontal direction.

The Zarafshan/Newmont Joint Venture operates the Muruntau heap leach project, located in the Kyzylkum desert of central Uzbekistan. The mine produces more than 12.4 t/a (400,000 oz/year) of gold from low-grade oxide ore stockpiles adjacent to the Muruntau open pit. It is op¬erated by the Navoi Mining and Metallurgical Combine and is one of the largest gold resources known (Fig. 1). Since commissioning in 1995, total heap leach production has exceeded 21 t (675,000 oz). The joint venture uses four-stage crushing and screening to produce a final product for heap leaching, Merrill-Crowe processing and local refining.

The application of gob-side entry retaining (GER) in steeply pitching seam longwall mining with a hard roof has always been a difficult problem. Based on the simplified roof beam mechanical model, the traditional gob-side entry retaining by packing (GERP) roof structure evolution process and its problems with use in steeply pitching seams are analyzed. Therefore, based on the unique characteristics of the gangue rolling and accumulating in the steeply pitching seam, this contribution proposes an innovative method of gob-side entry retaining by roof cutting (GERRC) in steeply pitching seam and details its technical process. The roof structures of the GERRC and the GERP are compared. Taking the Chang Gouyu Coal Mine as a case study, field experiments were carried out. This research finds that the GERRC can both overcome the impact of rolling gangue on roadside support and make the rolling and stacking gangue become a roadside support. The roof structure of the GERRC is in a one-time statically indeterminate state, which is conducive to the stability of the roadway. In the field test, the total displacement of the roadway roof and floor is 97 mm, the supporting pressure of the serried single props is less than 28 MPa, and the props have no obvious bending phenomenon.

The trona deposits near Green River, in southwestern Wyoming are world class in size and quality. They contain more than 25 times the reserves of the next largest trona deposit at Lake Magadi in Kenya. Based on present rates of production, the Green River reserve should last for more than 500 years. Since their discovery in 1938, the Union Pacific Corp. has been instrumental in the promotion, development and production of soda ash in Wyoming. Union Pacific spent several years drilling the deposits and trying to promote them to chemical companies. In 1947, Westvaco and Union Pacific entered into what became the first trona lease agreement. Today, the Green River Basin leads the world in soda ash production, accounting for about 25% of the world's supply. Green River producers process more than 14.5 Mt/a (16 million stpy) of trona to produce more than 8 Mt/a (9 million stpy) of soda ash. The future for Green River soda ash looks good, with more of the world looking towards the cheaper and higher quality source of soda ash coming from the natural deposits. Production from the Green River deposits should continue to grow as trade barriers and tariffs begin to fall in Europe and energy and environmental costs force the synthetic producers to exit the market.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing that has been used in other contexts. The International Seabed Authority or another entity will need to coordinate and promote this licensing regime through governance of intellectual property derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

The development of information concerning mesothelioma in South Africa started with the 1959 finding of Dr. J. Christopher Wagner of cases of mesothelioma in persons living in the vicinity or working in crocidolite mines in Cape Province. After more than 40 years, the data from South Africa now provide important insights into the differences in mesothelioma risk associated with different asbestos fiber-types. Three case series reports and one analytical report were reviewed in this session. In total, information on 504 proven cases was presented. There were 28% of cases arising from occupational exposure in mining, 35% from non-mining occupations, 23% from environmental exposures; 14% where no exposure was established and 9% where the exposure was unknown. Among the 129 cases for which occupational exposure and asbestos fiber-type were established, 115 cases were associated with occupational exposure to Cape crocidolite; 1 case associated with occupational exposure to Transvaal crocidolite and 9 cases with occupational exposure to amosite (grunerite asbestos) and 4 cases with occupational exposure to mixed fiber-types. There were no cases associated with chrysotile asbestos. There were 33 cases of environmental mesothelioma linked to Cape crocidolite exposure and 2 to exposure to amosite and crocidolite but none to Transvaal amosite alone or to chrysotile. The evidence shows that amosite is capable of causing mesothelioma but that the major risk in South Africa is associated with Cape crocidolite.

Steel fiber reinforced concrete segmental rings are the final tunnel lining for approximately 85% of the alignment for a 6.706-meter (22-foot) internal diameter tunnel being built as part of the East Side Combined Sewer Overflow Tunnel Project. This paper describes the approach adopted for the design of the steel fiber reinforced concrete segments, the development of the performance criteria for the segments, and the testing program used to confirm the performance of the materials and segments in the laboratory and in the field.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Metropolitan Washington Airport Authority is currently undertaking the first Phase of Metro?s Extension to Northern Virginia. A wide range of tunnel options was considered for the Tysons Corner segment that involves about 20,000 feet of track and four stations. After consideration of many options that involved EPBM single track tunnels, NATM tunnels and large bore tunnel concepts for the entire Tysons alignment, the design now being progressed into construction involves two 520 meter (1,700 feet) long soft ground NATM tunnels with several hundred feet of cut-and-cover construction. The paper discusses the process that led to selection of the short NATM tunnels as the most feasible of the options considered for Tysons.

Grunerite asbestos (amosite) has been shown in epidemiological and experimental animal studies to cause lung cancer, mesothelioma and pulmonary fibrosis commonly referred to as asbestosis. An overview of the human and experimental animal studies describing the health hazards of grunerite asbestos (amosite) is presented. Of the many human studies describing the health hazards of asbestos, only three factories using mainly, if not exclusively, grunerite asbestos (amosite) have been studied. The first is a series of reports on a cohort of 820 workers from a plant located in Paterson, NJ. Among this cohort, 18.7% died of lung cancer and 17 mesotheliomas occurred. The Paterson factory closed in 1954 and moved to Tyler, Texas where it operated until 1972. Among the 1130 former workers in the Tyler plant 6 mesotheliomas were reported with 15.8% lung cancer mortality. The third grunerite asbestos (amosite) exposed cohort was an insulation board manufacturing facility in Uxbridge, United Kingdom. Here 17.1% of the workers died of lung cancer and 5 mesotheliomas occurred. The lung content from 48 Uxbridge workers was analyzed by analytical transmission electron microscopy for mineral fibers. The relationship between grunerite asbestos (amosite) concentrations in the lung correlated with grades of fibrosis and asbestos bodies and was lower than the concentration found in the cases with malignant tumors. The lung cancer cases contained more grunerite asbestos (amosite) than mesothelioma cases, and in the cases of non-alignant disease the concentrations were still lower. In both types of malignancies the concentration of grunerite asbestos (amosite) was very high-over a billion fibers per gram of dried lung tissue. Occupational exposure to airborne concentrations of between 14 and 100 fibers of grunerite asbestos (amosite) per milliliter after 20 year latency causes marked increases in lung cancer, mesothelioma and pulmonary fibrosis (asbestosis). © 2007 Elsevier Inc. INTRODUCTION The subway line B of Toulouse (France) has been realized with three different tunnel boring machines (TBM) techniques: Contracts 2 and 5 are excavated with earth-pressure balanced TBM, Contract 4 with a slurry shield TBM, and Contract 3 with a compressed-air TBM. The first three machines are around 7.7 m in diameter, while the last one is 5.3 m. Moreover, a small part of the line (50 m) has been excavated by a conventional method. The tunnels run through the Toulouse molasses, composed of hard sandy clay with pockets and lenses of dense sand. Geotechnical investigations have shown that in these formations, K0 is greater than 1, around 1.8 at a depth of 25 m (Serratrice,2005) and that geotechnical characteristics are homogenous on the whole layout (? =22 kN/m3, Su = 300 kPa, c' = 30 kPa, F' = 32°). The water table is found between 2 and4 m below ground level. As geology, stratigraphy and tunnel cover (between 10 and 20 m) are almost identical, a comparison of movements induced by the excavation by each of the four excavation techniques is possible. This paper presents the soil mass movement measures in the case of the conventional excavation method and in the case of TBM sections. It shows how tunneling parameters may explain the different surface movements observed during excavation. For the sake of simplicity, only the results of Contract 2 (earth pressure balanced TBM)will be presented. Caterpillar has introduced its 5090B front shovel, to work with 40 to 70 st (36 to 63 t) trucks. The new unit replaces Cat’s 5080 hydraulic excavator. The 5090B offers more engine horsepower, higher flow, greater digging forces, higher swing torque, faster swing speed and more drawbar pull than its predecessor. It can also handle larger bucket sizes than the previous model. These improvements enhance productivity and make the 5090B a high-volume material handler for hard rock and aggregates producers.
