The Mine Safety and Health Administration's (MSHA) Ventilation Division continues to evaluate proposed explosion-resistant seal designs. There are currently eleven specific designs for explosion-resistant seals that are suitable for construction in underground coal mines. Seal construction in operating mines must be equivalent to those constructed in the Experimental Mine during the explosion testing program. Accidental failures of seals have occurred due to explosion pressures below 138 Kpa (20 psi). The possibility exists that the failed seals were not properly constructed. Also, conditions in the vicinity of the seals may change. Water may accumulate against the seals, heave or sag may cause detrimental effects on the seals, and sloughage of the ribs may negate hitching. If seals are not properly installed or maintained, they could fail when subjected to explosion pressures. If seals fail for any reason, the possibility exists for explosion propagation throughout large areas of the mine. There could be catastrophic consequences to an event of this nature. This report will present a limited discussion on the construction of each of these seals and will address related issues.

The adsorption and desorption of gold cyanide by activated carbon is significantly influenced by particle size of the activated carbon particles and the chemical environment. A series of adsorption and elution experiments have been performed with ten different particle size fractions. The tests indicate that although the ultimate adsorption capacity is independent of the activated carbon particle size, the adsorption rate is strongly affected by the particle size. Further, desorption characteristics using traditional Mintek and atmospheric Zadra procedures reveal interesting trends with variation in particle size and will be discussed in this paper.

Waste phosphatic clay presents a difficult disposal problem and a significant loss of P2O5. Recent developments make this study on the use of phosphatic clay as a feed material for H3PO4 production worthwhile. (a) New data from Florida Industrial and Phosphate Research Institute (FIPR) suggest that the Bclay^ waste can be effectively treated by improved solid separation coupled with flotation to produce feed material for recovering additional phosphate. (b) The use of BOLI Flowsheet^ provides capability to predict performance of aqueous-based processes for a range of possible operating conditions. Using the new FIPR data and BOLI Flowsheet^ enabled the design of a new process that can potentially extend the usefulness of current P2O5 ore deposits. Predictions using OLI Flowsheet were able to identify process conditions that effectively overcome the difficulty of high Mg content of phosphatic clay. Estimated manufacturing cost in the current study lead to valuation of the P2O5 content of the phosphatic clay recovered/utilized at 60 to 70% of that of the phosphate rock feed material currently used. Phosphatic clay should be considered as a valuable material that is currently given zero value. A great deal of effort is being expended by mineral processing engineers to acquire a basic knowledge of modelling and optimization techniques. Stimuli such as immediate process improvement, expanded process understanding, optimal flowsheet design and re-design, and the development of new and better control systems are goals which excite the imagination in terms of increased profits. To reach these goals, process models and efficient optimization strategies, regardless of their purpose, assume an important role. Consequently, few of us can argue that such efforts are of no value. The purpose of this paper is to review empirical modelling methods and optimization strategies which appear to be of value to mineral engineers.

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Recent developments in the design of concentration plants have reflected the increased recognition that has been given to the economic and metallurgical advantages of autogenous grinding. This has manifested itself in the increasing adoption of primary auto genous grinding in iron ore 'beneficiation plants in North America. Table 1 lists eleven major iron ore beneficiation plants which have either been put in operation since 1961 or are under construction at present. Seven out of these eleven plants have adopted primary autogenous grinding. Four of them have coarse grinding mills (8 to 14 mesh) and three have fine grinding primary circuits (48 to 65 mesh). Their nominal capacity totals 26. 2 million ltpy of concentrates or pellets, representing very nearly 75% of the aggregate capacity 135. 3 million ltpy) of the eleven concentrators listed. For a long time there was a tendency to consider that primary autogenous grinding was only applicable to suitable coarse grained ores, However, extensive testing of a very wide variety of ores, and actual operating performance in several commercial plants, seem to have established beyond reasonable doubt, that the majority of mineral ores which the beneficiation engineer may be called upon to process can be ground autogenously. The basis for the selection of autogenous or conventional grinding mills, becomes principally economic and depends on the liberation characteristics of the ores under consideration and their relative hardness and grindability.

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. Conflict is commonly considered in a two-party sense, but this can deeply over-simplify the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

This paper will review thickening theory, from the ( ) of the practicing engineer, with particular emphasis on ( ) uncertainty or disagreement. It will attempt to outline broadly what we know and what we don't know. This should serve two purpose First, it will warn the process engineer where he might get into trouble. At least it will alert him to the risk involved in uncritically accepting any of the recommended design procedures. Second, it will identify for researchers some areas in which further work might be fruitful. Not too many years ago there would have been little to write on such a subject. We had been designing thickeners for decades, using the classic Coe and Clevenger procedure. As far as we were generally aware, they all turned out to be about the right size. And so if there was anything we didn't know, It certainly wasn't hurting us much. Today we know better. While it is true that in most cases units designed by the Coe and Clevenger procedure (1) will perform satisfactorily, we now know of cases in which they don't. And during the past few years there have been many developments and advances in basic thickening theory. So there is now a lot more room for disagreement, and a whole lot more to be uncertain about. What is "thickening" "Thickening" means different things to different people. For this paper we define it to mean sedimentation behavior characterized by line settling. Solids subside with a clear line of demarcation between settling solids and supernatant. Although the supernatant will usually be clear, in some cases it may be turbid. Line settling must entail that all particles just below the pulp-supernatant interface have the same subsidence rate, so that

INTRODUCTION In June of 2004, at the North American Tunneling Conference in Atlanta, an all-day workshop was conducted to review the application of Geotechnical Baseline Reports (GBRs) for underground construction. The moderator for the program was Bart Bartholomew, former President of Fruin Colnon Construction Company. The program involved commentary by a panel of engineers, owners, contractors, and legal representatives within the North American tunneling industry, as well as an extended audience discussion. The panelists were: Peter Douglass, President, Peter Douglass, Inc. Randall Essex, Executive Vice President, Hatch Mott MacDonald Joseph Gildner, Deputy Director for Technical Services, Sound Transit Randall Hafer, Esq., Kilpatrick Stockton Robert Fitzgerald Esq., Watt, Tieder, Hoffer, & Fitzgerald Kirk Samuelson, Senior Vice President, Kiewit Construction Group DEVELOPMENT OF PROGRAM FORMAT The focus of the program was to assess the state of the practice in the preparation of GBRs, and to discuss improvements that could and should be made with regard to their preparation, interpretation, and application. The approach used to achieve this focus in the broadest possible way was unique, in that it involved the panelists’ preparation of the workshop format and materials months before the presentation of the workshop. First, each of the six panelists was selected by the moderator based on their reputation and involvement in their respective fields of expertise, taking care to maintain balance and contrast within the collective pool of talent assembled. Following selection and agreement to serve on the panel, each panelist was asked to independently submit to the moderator a list of the six most pressing issues involving GBRs that they each frequently encountered in their individual professional experience. Each was asked to rank their issues in descending order of perceived importance. This process resulting in a pool of thirty-six potential or “candidate” issues for use in the workshop program. Contrary to the moderator’s expectations, there was surprisingly little duplication among the thirty-six issues submitted.

"The history of Duluth commences with Daniel de Greysolon du Lhut, one of the explorers of the Upper Mississippi who came to the head of the lakes in the summer of 1679. Radisson and Groseillier, and Claude Allouez, a Jesuit priest, are supposed to have visited the head of the lakes, -but there is no authentic record previous to that of du Lhut.In 1792, the fur traders established a fort at Fond du Lac, fifteen miles up the St. Louis River from Lake Superior, but within the limits of the present city •of Duluth. In the early 50's, there were a few scattering settlers at Oneota and around the George Stuntz trading post on Minnesota point. In 1855-6, the settlement on Minnesota point was called Duluth, commemorating the name du Lhut, and organized as a town in 1857. The first board of trustees and town council consisted of -William Nettleton, J. B. Culver; Robert E. Jefferson, Grin W. Rice and William Old: In 1870, the city of Duluth was incorporated, and five years later a portion of the same territory was incorporated as the village of Duluth, and the two municipal corporations were still in existence on March 1, 1887, when the city and the village of Duluth were incorporated as the present city.The first saw mill in Duluth was erected in 1856-57, on the present site of the ship canal. It cut logs from a virgin forest at the upper end of Minnesota point.The first railroad was built to the head of the lakes in 1870. The charter for this road had been granted in 1861 to the Lake Superior and Mississippi Railroad Company, afterward called the St. Paul and Duluth, and which is now a part of the Northern Pacific Railroad."

Currently, mineral producers are suffering through a major downturn in prices for their products, even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical down-turns that often reoccur every 5 to 7 years or so. This paper uses time trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of mineral prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

Standing supports have been used in coal mines for decades to enhance roof support capability. Sometimes standing supports are used as a tool to resist the lateral movement of spalled ribs. Researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting a testing program for different types of standing supports (steel and timber) to investigate the effect of lateral loading on their vertical loading capacities and the factors affecting their lateral loading capacities. In this paper, the mine roof simulator (MRS), at the NIOSH Pittsburgh research facility, was used to determine the response of steel props to vertical and horizontal loadings. Finite element models (FEMs) were developed and verified using the tested steel props. To justify the testing program for testing standing supports with end-conditions of rock-like materials, the verified prop models were used to study the effect of a wide range of roof and floor materials (gray shale, shale, and claystone) on the critical buckling loads of the steel props. Also, several lateral loading scenarios were evaluated in which the steel props were laterally loaded at different heights. The critical buckling load for steel props setting up against a claystone roof and floor was found to be one-half of that shown by the MRS test where roof and floor platens are made of steel. Minimum prop performance was observed when the lateral load was applied at the mid-height of the steel prop, especially at small lateral displacement (less than 2 in).

Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.

Composite materials are finding new applications daily, ranging from automotive parts to synthetic lumber. The variety of applications seems almost limitless. However, these emerging products bring both new opportunities and new challenges to the field of industrial minerals. One of the primary challenges is from alternative materials other than industrial minerals. Thus the question is asked whether industrial minerals will truly benefit from the growth in market applications for composite plastics. This article highlights some of the opportunities for industrial minerals while focusing on performance and competitive demands on mineral products intended for use in this developing market.

Most tailings storage facility (TSF) failures occur in active, upstream-type TSFs, often due to extreme and unexpected weather conditions—specifically, heavy rainfall and strong winds. This case study of a TSF in southern Arizona examines the use of the optimum safe beach distance (Doptimal, the optimum distance between the crest and decant pond) as a tool for monitoring geotechnical stability and reducing catastrophic failures. A digital model of the TSF was used to determine the critical beach distance (Dcritical) under normal weather conditions, and Doptimal was then determined by adding incremental distances to account for the effects of heavy rainfall (Drainfall) and strong winds (Dwind). To overcome accessibility issues, a drone was used to map the TSF geometry and create a digital model. This model served as the basis for conducting a coupled stress-seepage, finite-element (FEM) analysis with a safety factor of 2.0 to assess geotechnical stability (Dcritical). The safe beach distance increments were determined using the PMP (probable maximum precipitation) and possible maximum wind speed. Based on this analysis, the optimal safe beach distance at the study site was identified as 202.2 m. Since the current beach distance (371 m) exceeds this value, the TSF was considered to be stable and satisfied the design safety factor of 2.0. However, this distance should be reassessed periodically to account for changes in the TSF geometry and other conditions. Furthermore, it applies only TSFs that are well-managed and feature a smooth, non-undulating beach surface with a consistent slope.

Australia’s mineral valuation code continues to evolve, while mineral valuation standards are also being written for Canada and Southern Africa. The author is leading a task force for writing the extractive industries addition to the International Valuation Standards. Meanwhile, the International Accounting Standards Board is continuing the development of an extractive industries addition to its International Financial Reporting Standards, with an emphasis on valuation reporting. This paper analyzes the need, content and ownership for a U.S. minerals appraisal standard in the context of both these developing international standards and also existing U.S. regulations and appraisal standards. The author provides many questions for research and debate.

Worldwide production of natural zeolites during 2001 was estimated to be about 3.5 Mt (3.85million st). Construction and agriculture continued to be the major consumers. Estimated production in North America during 2001, including the United States, Canada and Mexico, was about 40 kt (44,000 st). In the United States and Canada, the zeolitic tuffs are ground, extruded or modified for use as adsorbents, desiccants, ion-exchange media and carriers. In Mexico and the rest of the world, the zeolitic tuffs are cut into dimension stone that is used in construction. Zeolitic tuffs are usually composed of the minerals clinoptilolite, mordenite or both. They occur in a variety of colors and are easy to cut and shape. And they have low thermal conductivity. This construction application is classified with dimension stone rather than with chemical and agricultural uses.

Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the U.S. could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the U.S., with Australia’s internationally respected VALMIN Code providing the benchmark. In the U.S., the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its antiquated rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The U.S. is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia’s VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the U.S. should work jointly on updating VALMIN for global use.

The Owner, Engineer, and Contractor need to have a thorough understanding of the project’s design concept, how it is going to be built, and what it is going to cost. This paper presents the opinions of three engineering professionals who are well established in their sectors of heavy civil underground public works construction. This paper will outline and summarize the considerations that the three principal contracting parties of Owner, Engineer, and Contractor need to make to obtain good price quotes at the time of bids.
