The U.S. cement industry experienced its best year ever during 2004 in terms of production and shipments of cement. Clinker, portland and masonry cements production and shipments were up considerably. Clinker production as reported to the U.S. Geological Survey (USGS) was 87.75 Mt (96.73 million st), an increase of 5.4 percent. Gray and white portland cement production from domestic and imported clinker was estimated to be 91.6 Mt (101 million st), up 5 Mt (5.5 million st) from 2003.

Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1

El Abra has mining concessions granting the right to exploit minerals in more than 130 km2 (32,122 acres). SCM El Abra owns “rights to occupy” the surface of these claims. The company also owns the surface rights over the process plant area and over land conveyor route. The project has procured all material easements relating to the mine area, processing facilities and access rights of way. Engineering, procurement and construction Figure 1 sets out the development and construction schedule for the project. Development is already well under way. As of early January 1996, about 70% of the project was complete and more than 80% of the capital expenditures were committed.

Potash production from natural brines of the Bonneville Salt Flats has a comparatively long history dating back to the start of World War I. However, it vas sot until the late 1930's that a successful commercial potash operation was achieved by a firm known as Bonneville Ltd. While improvements in operating techniques, pond design and equipment have been incorporated as they became available it should he understood that the basic technology developed in the late 30's and early 1940's by Bonneville Ltd, for potash production has not been changed significantly. The purpose of this paper is to present a brief review of the history, geology and hydrology of the Bonneville Potash operations and discuss the cur¬rent methods employed for brine collection, solar evaporation and the recovery of potash and other brine chemicals. A detailed study of the hydrogeology of the Bonneville Salt Flats wan made by L. J. Turk,1 Ph.D. thesis for Stanford University in 1969, under the auspices, of Kaiser Chemicals the Industrial Chemicals Division of Kaiser Aluminum & Chemical Corporation. Turk's thesis furnished much of the information presented in this paper.

Recent changes in the field of ore and bulk commodity handling has forced a reevaluation of previously conceived notions. When vessels were small, and sources of raw material were reasonably close to areas of need, the role of the shipping terminal was of secondary importance. Now terminals must be built to take advantage of the economic benefits of the supercarriers. The shipping rates of the 80's will not be determined by the 60,000 DWT or even 150,000 ton capacity bulk carrier, but rather by the supercarriers in the 250,000 DWT class or larger. When the Suez Canal was closed, the shipping industry took a hard look at the economics of the large bulk carrier. Naval architects overcame the problems and successfully designed large supertankers, which today are plying the seas in excess of 350,000 DWT. Orders have been placed for tankers of 480,000 DWT. The shippers of dry bulk materials are now coming to similar conclusions about the economics of supercarriers. As of today, over 40 orders have been placed for vessels in the 250,000 DWT class, representing an investment of over 11/2 billion dollars, and many more are being considered. These vessels are being designed as combination ore/oil (0/0) or ore/bulk/oil (OBO's) carriers. The oil industry has seen the need for terminals which can accommodate these supertankers. The dry bulk shippers, and particularly ore shippers, must now act.

Sixteen companies mined fuller’s earth in 11 states during 2004. Production during 2004, based on a preliminary survey of fuller’s earth producers, was 3.96 Mt (4.3million st) valued at $340 million. This compared with3.6 Mt (3.9 million st) during 2003, valued at $346 million. The 3.96 Mt (4.3 million st) probably includes some crude clay tonnage. And production of finished product probably was closer to 3.2 Mt (3.5 million st) in 2004. Georgia was the leading producer state of attapulgite-type fuller’s earth, followed by Florida. Georgia also was the leading producer state for montmorillonite-type fuller’s earth. It was followed, in descending order, by Mississippi, Missouri, Florida, Virginia, Illinois, California, Tennessee, Kansas and Texas.

Acid mine drainage (AMD) is difficult to treat due to its physicochemical characteristics, such as high pH and high heavy metal concentrations, so it causes great harm to the environment and human health. If acid mine drainage is discharged arbitrarily without treatment, it will lead to a series of environmental problems and cause long-term environmental pollution. In this paper, the source and hazards of acid mine drainage are introduced in detail. And the principle, the mechanism, the application, and basic information of the current primary technology of the treatment for acid mine drainage are comprehensively introduced and summarized. The summarized treatment technologies for acid mine drainage mainly include neutralization, sulfidization, constructed wetland method, adsorption method, microbiological method, ion exchange method, membrane technology, and microbial fuel cell technology. Also, the primary technology of treatment for acid mine drainage is systematically compared and evaluated. Moreover, some suggestions on the development direction of water treatment technology in the future are put forward. This paper provides a scientific reference for scientific and technical works to treat acid mine drainage.

Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.

Mine planners are under pressure to evaluate the impact of changing economic times and newly acquired data on their mine plans. Incorporating changes such as commodity prices, customer sales, fluctuating cost assumptions and newly acquired geologic data requires quick turnaround for model building and planning to keep mine plans on pace with changes as they occur. Because of the length of time required to perform some of the geologic modeling and mine planning tasks, planning frequency may not be keeping pace with the frequency of change. To meet these challenges, one leading North American mining company successfully increased the frequency rate and accuracy of its mine plans to stay current with incoming data, ensuring its mine plans reflect the latest information, thereby minimizing or eliminating production cost variance.

"Diesel-powered equipment has allowed the mining industry to raise production rates and significantly improve productivity, as it is rugged, mobile and reliable, but its widespread use in underground mines has generated concerns regarding the exposure of mine workers to harmful diesel engine exhaust gases and particulate components such as diesel particulate matter (DPM), which has recently been classified as a human carcinogen by the International Agency for Research on Cancer. The agency expressed further concerns that workers’ exposure to high DPM concentrations can increase the risk of cardiovascular, cardiopulmonary and respiratory illnesses. Three emerging technologies could have the ability to replace dieselpowered equipment and remove DPM from underground mines: fuel-cell-powered mining equipment, battery-powered mining equipment and advanced material handling systems. This paper reviews them and assesses whether they have reached the point where the pollutants emitted by diesel-powered equipment can be removed from underground mines through the introduction of zero-emission mining equipment and power systems. Information is also provided from the results of a feasibility study, including a detailed cost benefit analysis, carried out at six Canadian and nine U.S. underground mines, which looked at the possibility of replacing diesel-powered production equipment with fuel-cell-powered equipment. The remarkable pace at which battery technology is progressing is also reviewed, and the feasibility of replacing diesel-powered mining equipment with battery-powered equipment is assessed. IntroductionHazardous pollutants in underground mines. Why is it important to remove diesel particulate matter (DPM) from underground mines? Over the past 40 years, diesel-powered equipment has allowed the mining industry to achieve rising production rates and major improvements in productivity, as the diesel engine is an economical source of power and diesel-powered equipment is usually rugged, mobile and reliable. On the negative side, the toxicity of some diesel exhaust gases is well known (Grenier et al., 2001), and the widespread use of diesel-powered equipment in underground mines has generated increasing concerns about the occupational exposure of mine workers to harmful diesel engine exhaust gases and particulate components such as DPM. Diesel equipment also entails other hazards like heat and humidity. Exposure to excessive heat can cause heat illnesses, such as heat rash, heat exhaustion and heat stroke (Donoghue, 2004; Roghanchi et al., 2016), and a hot and humid underground environment negatively affects the efficiency of the workforce, which may result in a decline in production output (Roghanchi et al., 2017)."

Rockfall hazards are ubiquitous in mining environments making their control critical for safe mining operations. The complex processes involved in rockfall events necessitate a probabilistic modeling approach with well-calibrated material properties. The controls designed to mitigate rockfall hazards need to be reliable, efficient, and safe to deploy to meet the constraints present at an active mine. This paper presents an innovative solution to rockfall at Rio Tinto’s Bingham Canyon Mine. The solution incorporates the site-specific calibration and creation of a predictive rockfall model with the design, field testing, implementation, and monitoring of the rockfall controls.

Stockpiles have always been a necessary part of coal mining except, perhaps, when a person was mining only for the needs of his family from a seam on his home place or coal mined for the use of a small hamlet and carried to each man's house as it was mined. Then it may have been stockpiled at each man's place for several days or on the village common. Mining with this limited production required waste stockpiling. Stockpiling of the products of coal mining, both coal and waste material, has always been a necessity. Very little coal has ever been moved directly or immediately from the working face to the point of consumption and burned. It has always been expedient to stockpile the coal some- where and store the waste.

As the mining industry continues to hire young professionals to supplant the growing number of retirees, a well-developed engineering curriculum, coupled with practical, real-world training, can prepare mining engineering graduates to make meaningful contributions in the industry. Successful companies can be measured not only by their reserve base and annual production but also by their retention of mining engineering graduates with zero to five years of operational experience. My personal experience in the industry during the last five years has been varied and rewarding. The knowledge and experience I have gained have taught me valuable lessons that prepared me for my current role.

Tunnels and underground projects are inherently more risky than vertical projects, which typically utilize more conventional design and construction approaches and are undertaken in the context of relatively ascertained and defined conditions. On tunnel and under-ground projects, there are a host of special risk factors, including unknowns and uncertainties as to the physical and behavioral characteristics of the ground, the inextricable interdependence and necessary interaction of design decisions and construction means and methods with those ground conditions as well as the manner in which risks are allocated among project participants for un-anticipated subsurface conditions. Public-private partnerships (PPP) projects, in their own respects (and independent of any major subsurface component), pose significant risk for all private sector participants. The main driver of owners to procure projects using PPP is financial, as often all, or substantially all, of the design and construction risk are transferred to the private sector consortium, including the design-build (D-B) team. For a concerning number of those public owners, that risk transfer regime includes rather onerous and aggressive contractual terms that allocate to the private sector participants substantially all risks associated with the encountering of unanticipated subsurface conditions. These aggressive risk allocation provisions, while directly impacting project participants upstream of the consulting engineer, have an indirect and corresponding risk intensifying effect upon consulting engineer professional liability exposure. There are many factors that result in increased professional liability exposure for consulting engineers involved in PPP projects. The Tessenderlo-Kerley Leachprocess has been shown to be effective in the removal of residual copper from molybdenite concentrates. Concentrates of varying mineralogy, including those containing relatively large amounts of chalcopyrite, have been successfully leached on laboratory and pilot plant scales. The lixiviant system is ammonia andammonium bisulfite with air / oxygen addition. An abrasive is added which greatly enhances the kinetics, and it is subsequently screened out and reused. The dissolved copper is easily recovered using existing technology. Extraction profiles, reagent consumptions, and mineralogical data are presented.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. To further understand this field, background research was studied pertaining to blasting emission gas formation, laboratory and field measurements, harmful effects of blasting emission gases, and relevant government regulations. Federal regulations require the installation of refuge alternatives in underground coal mines. Of the inuse refuge alternatives, more than 95 percent are mobile refuge alternatives, with the remainder being built-in-place (BIP) refuge alternatives. Heat/humidity buildup has been one of the major concerns with mobile refuge alternatives. For BIP refuge alternatives, however, there is a lack of in-mine heat/humidity test data to determine the extent of heat and humidity buildup. To quantify heat/humidity buildup in BIP refuge alternatives, the U.S. National Institute for Occupational Safety and Health (NIOSH) performed a series of heat/humidity tests on a 60-person BIP refuge alternative with and without a borehole air supply. At various times during the year, tests were performed with cooled, heated or unconditioned borehole air to examine how various outdoor temperatures may affect the thermal conditions inside a BIP refuge alternative. The results show that the air supplied to a BIP refuge alternative may require heating or cooling, depending on the outside air temperatures and the temperature of the mine. For example, during tests with an external ambient temperature above 21 °C (70 °F) and a relative humidity of 90 percent, providing 13 °C (55 °F) dew point air at 775 scfm, which is slightly higher than the mandated flow rate of 12.5 scfm per person, kept the internal apparent temperature below the mandated 35 °C (95 °F). Results for each test case are presented.

Smooth roll crushers are widely used as secondary crushers, operating most effectively when set for size reductions in a ratio between 3 or 4 to I. The feed supplied to these units varies from 13 to 102 mm in size and the product obtained ranges from 13 mm to about 20 mesh. Smooth roll crushers produce very few fines and absolutely no oversize. The diameter otfhe rolls varies with the clearance between them, feed size, and the coefficient of internal friction ofmaterial to be crushed, Detailed calculations of this relationship may be found in Unit operations of Chemical Engineering, (McCabe, W. L., and Smith, J. C., 1967, McGraw Hill, NY, Chapter 26, pg. 825). The geometrical arrangement of the roll crusher is shown on the accompanying sketch. The steepness of the slopes of an open pit mine has a substantial influence on the financial return of the mine. The paper proposes a novel design methodology where overall steeper pitwalls are employed without compromising the safety of the mine. In current design practice pitwall profiles are often planar in crosssection and the profile in between ramps especially tend to be planar and defined by a constant inter-ramp angle. Sometimes rock layers exhibiting different strengths require the inclination of the profile to vary with depth, but the inclination across each layer is usually constant. Here instead, a new geotechnical software, OptimalSlope, is employed to determine optimal pitwall profiles of depth varying inclination. OptimalSlope seeks the solution of a mathematical optimization problem where the overall steepness of the pitwall, from crest to toe, is maximized for an assigned lithology, geotechnical properties and Factor of Safety (FoS). Bench geometries (bench height, face inclination, minimum berm width) are imposed in the optimization as constraints which bind the maximum local inclination of the sought optimal profile together with any other constraints such as geological discontinuities that may influence slope failure. The obtained optimal profiles are always steeper than their planar counterparts (i.e. the planar profiles exhibiting the same FoS) up to 8 degrees depending on rock type and severity of constraints on local inclinations. The design of a copper mine is first carried out employing planar pitwalls, secondly adopting the optimal pitwall profiles determined by OptimalSlope. The adoption of optimal slope profiles leads to a 34% higher net present value and reductions of carbon footprint and energy consumption of 0.17 Mt CO2 eq and 82.5 million MJ respectively due to a 15% reduction of rockwaste volume.

Globalization was the key word for the mining industry during the 1990s, just as productivity was the key word of the 1980s. And globalization will remain the key word as the industry enters the 21st century, according to speakers at the Colorado MPD Meeting held in Colorado Springs, CO in May. The meeting, put on by the Colorado Section SME Minerals Processing Division, drew about 120 people to the Broadmoor Hotel. “Operating Globally” was the theme of the 49th annual conference. Speakers addressed the reasons why mining companies have limited their spending in the United States and have moved into Third World and developing nations.
