Design considerations and construction techniques were implemented to address groundwater infiltration from a confined aquifer during the excavation and lining of the Cady Marsh Flood Relief Tunnel. This 3-m finished diameter, 2-km long tunnel was successfully completed cost-effectively in an urban setting near East Chicago, Indiana. The soft ground was mined using a conventional tunnel boring machine with hydraulically actuated flood doors and supported with steel ribs and timber lagging. The tunnel was lined with cast-in-place concrete. Dewatering was implemented in settlement prone, boulder-laden ground in residential neighborhoods during construction to depressurize and partially dewater the aquifer at the tunnel horizon. This paper describes the design decisions and construction methods utilized to mitigate and limit infiltration into the tunnel during construction and operation, as well as manage ground settlement.

The Joint Water Pollution Control Plant (JWPCP), operated by the Sanitation Districts of Los Angeles County (the Districts), treats wastewater generated by over3 million people and processes wastewater solids generated by over 5 million people. The JWPCP Tunnel and Ocean Outfall Project, if constructed, would be one of the major marine outfall projects in the world. The new tunnel and ocean outfall system would provide relief to the existing outfall and allow inspection, maintenance, and repair of the existing tunnel and outfall system, portions of which were constructed as early as the 1930s. Geologic conditions are challenging along the alignments within the study are a being considered. Conditions include saturated alluvial soils, weak sedimentary rock, mixed face conditions, and squeezing ground conditions. Other significant challenges include the potentials for encountering up to 11 bars of water pressure, crossing seismically active faults, and encountering gassy and contaminated ground conditions. This paper discusses the details of the proposed project and the associated challenges.

This paper presents the optimum auxiliary fan(s) location to control air recirculation in dead-end workings where dieselpowered vehicles operate. Investigations were conducted with various secondary fan locations from the dead-end crosscut with varying the intake air quantities using a 30 m3/ s capacity twin 75 kW auxiliary fan and 45 m3/ s capacity twin 110 kW auxiliary fan to control air recirculation and DPM. The results showed that if the drive intake airflow rate matches the fan capacity, air recirculation will occur even when the fan is located 10 m away from the crosscut entry. Results also showed that if the intake drive air quantity was greater than or equal to 150% of fan capacity, no recirculation was observed when the twin 75 kW fan location was at least 5 m and the twin 110 kW fan location was at least 10 m away from the dead-end crosscut access.

In 2008, the authors developed a methodology for assessing underground coal mines for high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later using a sample of 103 mines with 2008 and 2009 data, injury measures and MSHA citation data were combined into a Safe Performance Index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performances as compared to large and medium-sized mines.

GENERAL DESCRIPTION At the Star mine, Hecla Mining Co., located in Burke, Shoshone County, ID, the mining method is horizontal slicing (timbered or untimbered) cut-and-fill using hydraulic sand backfill. Back stoping as well as breast stoping is used; see Fig. 1. The annual produc¬tion from all cut-and-fill mining is 259 816 t (286,400 st). The average depth ranges from 366 to 2408 m (1200 to 7900 ft). A majority of the tonnage comes from an average depth of 2240 m (7350 ft). Average travel time to the stope is 1 hr. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size and Ground Conditions The ore body is 610 to 1219 m (2000 to 4000 ft) along the strike and 2408 m (7900 ft) on the dip, with an average vein width of 2.6 m (8.5 ft). The dip is essentially vertical. The ore body is heavily sheared and broken on the main fault structures; it is more competent on the wall veins but everywhere subject to rock bursting at depth. The hanging and footwalls are strongly fractured on the main fault structures, again more competent but still fractured on the wall veins. All host rock is Revett quartzite. Value and Production Requirements The ore value is $56 per ton. Production require¬ments are 1089 t/ d (1200 stpd), five days per week. Why Cut-and-Fill? The slusher extraction method is the most satisfac¬tory and practical for narrow vertical veins with sheared walls. The method must be quite selective to be com¬mercial. The veins are too narrow for rubber-tired ex¬traction and the grade is not high enough to make resuing practical. DETAILED DESCRIPTION Development Access to the main shaft is by the 3.2-km (2-mile) main haulage tunnel. The level intervals in the vertical timbered shafts are 61 m (200 ft). Vein development is by crosscut and laterals located 30.5 m (100 ft) into the vein wall. Vein crosscuts are on ±61 m (200 ft) centers. Access to the vein is by raises carried up with the stope. The raises are equipped with four wood¬cribbed chutes (two orepasses reinforced with angle irons, one manway, and one timber slide, Figs. 2-6). The initial cut is located 6.7 m (22 ft) above the main level (Fig. 1). Stoping Cycle Detail Sampling: Grab samples are taken from the mine cars. Channel sampling of the faces and backs is done when necessary. Drilling: For stope drilling, Ingersoll-Rand 300M percussion drills are used, with Ingersoll-Rand 300M and Gardner-Denver RB83M stopers, used for back stoping. Breasting down is done with Gardner-Denver S83FM jacklegs. The back stoping rounds are 0.9 to 1.8 m (3 to 6 ft) and the breast stoping rounds 1.5 to 3m (5 to 10 ft). Blasting: For stope blasting DuPont Tovex 100 watergel with fuses and igniter cord is used primarily. Approximately 60% of the blasting is done with am¬monium nitrate-fuel oil (ANFO). For development headings and shaft sinking, DuPont Drivex watergel with Ensign Bickford Nonel Primadet primers is is used. Mucking: Broken ore is removed entirely by slusher in the stopes. These are mostly 3.7-7.5-kW (5-10-hp) Ingersoll-Rand air-powered or 7.5-37.3-kW (10-50-hp) Ingersoll-Rand electric-powered. In the horizontal de¬velopment headings Eimco 12B and 21 and Atlas Copco LM-56 overshot mucking machines and a 0.76 (1 cu yd) hydroelectric Wagner HST-1 LHD (load-haul-dump) unit are used. Rockway for Extraction: The cribbed chutes (Fig. 7) are nearly vertical and hexagonal in shape and are made of spaced 152 x 203-mm (6 x 8-in.) timber, reinforced with varying weights and sizes of angle iron, depending on wear requirements. Rectangular cribbed chutes are used where ground pressure is not a problem. Cribbing is added in 2.4 or 3-m (8 or 10-ft) extensions accord¬ing to the floor height (whether timbered or untimbered). See Figs. 8 and 9. Backfilling: Backfilling is done with hydraulic sand consisting of classified mill tailings at 65% solids. The fill contains approximately 20% 325-mesh fines. The tailings are pumped 3353 m (11,000 ft) at 50-55% solids 22.7 dry t/h (25 dry stph) with a duplex piston pump. Cycloning increases the tailings density to 65% solids. An aggregate resource study was done for southern Washoe County, Nevada, which contains the Reno-Sparks metropolitan area and a population of about 300,000. The study included an inventory of existing operations, projection of future demand, identification of potential aggregate resources based on geology, and determination of economic potential of these resources. Economic potential was determined by the integration of GIS layers that included aggregate potential, distance from market, distance from major and minor transportation arteries, and elevation. The investigation resulted in a determination that resources of high quality aggregate sufficient for future consumption are present in southern Washoe county; the limiting factor for future utilization is accessibility.

By integrating field observations, OSHA data analysis, systems mapping, and a hierarchical occupational health pyramid, this framework identifies site-specific hazards while addressing broader socio-cultural dynamics. The approach improves upon existing safety programs by suggesting actionable, locally sensitive solutions that prioritize higher-order controls such as hazard engineering interventions and administrative controls. This study contributes to enhanced worker safety, efficient environmental restoration, and engagement in marginalized communities with abandoned mine lands.

The number of Native Americans presently working as mining engineers is extremely low-perhaps three in the entire US. At the New Mexico Institute of Mining and Technology, it was felt that introducing high ability students to mining engineering at the high school level would encourage more to consider mining engineering as a career. New Mexico Tech, in Socorro, NM, has initiated a continuing summer college program for Native American high school students. The program, which began in the summer of 1980, is designed to introduce participants to college life, enrich their high school curricula, and expose them to the problems and challenges of a career in mining and related engineering fields. Students From reservations throughout New Mexico with a demonstrated aptitude for science and mathematics were encouraged to apply for admission. Preference was given to high school sophomores and juniors since it is hoped that students will want to return for a second year before graduating from high school and beginning university studies. The program seeks to impress upon the students the need fir Native Americans in the fields of seience and mineral engineering.

The paper provides an overview of dramatic developments in geotechnical instrumentation, and its applications in the U.S. and around the world for enhancing the understanding of ground response to mining-induced changes in stress, resulting in improvements in ground control technologies.

Two new inorganic-organic hybrid polymers, Al(OH)3-polyacrylamide (Al(OH)3-PAM) and Mg(OH)2-polyacrylamide (Mg(OH)2-PAM) were synthesized and successfully applied for the treatment of oil sand tailings. The results indicate that both Mg(OH)2-PAM and Al(OH)3-PAM were unaffected by the change in pH, and could be applied to oil sand tailings with varying sand-to-fine ratio (SFR). The optimum dosages for the Mg(OH)2-PAM and Al(OH)3-PAM were about 330 g/ton and 650 g/ton, respectively for SFR 3.75. The flocculated oil sand tailings dewater quickly producing 66-68% solids. The flocculated tailings produced similar filtration rate before and after shear. Mg(OH)2-PAM treated oil sand tailings produced twice the filtration rates (220 ml/min) compared with Al(OH)3-PAM. This study clearly indicates that Mg(OH)2-PAM and Al(OH)3-PAM is a viable solution while decreasing the mass-production of tailings and increasing the rate of water-recycle.

Dust surveys were conducted at six underground coal mines to determine if deep-cutting practices expose face workers to higher levels of respirable dust. The surveyed mines were able to successfully mine deep cuts without significantly increasing the dust exposures of face workers. For exhausting face ventilation, field data indicate that scrubber airflow is the most important factor for controlling dust. Data collected for this study indicate that 20-mesh screens should be cleaned for every 40 ft of advance because 22% of the deep cuts surveyed for this study experienced a 20% to 35% decrease in scrubber airflow over the course of the cut. For blowing face ventilation, field data and past research indicate that dust control is aided by maintaining a proper curtain-to-scrubber airflow ratio of 1.0 (measured before scrubber activation) as well as a curtain setback distance that allows the miner operator to stand at the mouth of the curtain for the entire cut. Dust levels on the bolting faces did not appear to be affected by the longer cycles associated with deep-cut mining when good ventilation practices were used.

The design methodology of the planned Second Avenue Subway Project (SAS) led to development of the initial support design to estimate cost and quantities in the Preliminary Engineering (PE) stage. Careful selection of the cavern design rules that recognized the impact of rock quality, rock cover, excavation geometry, and excavation sequence helped to overcome the design challenges of large, shallow caverns for the initial ground support. In the course of the design verification process prescribed by the design methodology, the design team was continuously reviewing and updating the support quantities. The design procedure includes methods using different approaches of empirical, continuum, and discontinuum analyses, which are currently advanced in the Final Engineering (FE) stage. The paper is a continuation of the RETC 2005 “Trials and Tribulations” and focuses on the procedures that led to the changes in the initial support as a result of the ongoing design development.

Traditionally (with a few exceptions) tunnel boring machines (TBMs) have been utilized on tunnel projects where the risks associated with deep tunnels (rock burst, squeeze, etc) are low (or expected to be low). This has generally been due to the extremely adverse consequences of entrapping or damaging a TBM under such conditions; but also due to the relative difficulty of dealing with these ground conditions in the confined working area of a TBM, in comparison to a drill and blast heading. This paper review the constraints of operating a TBM in a deep tunnel and discusses related project experience, particularly recent and current experience with TBMs in the deep Alpine Base Tunnels. Potential future applications of TBMs in the development of large, deep underground mines are also discussed.

Amax Coal Industries Inc.'s Delta Mine is a medium-sized. high-sulfur coal producer that has lived up to the challenges posed by nearly six decades of a highly competitive domestic coal market. The mine now faces one of its biggest challenges - the same one staring at the dozens of other high-sulfur producers in the Midwest - the Clean Air Act Amendments of 1990. The 59-year-old mine, located in the coal fields of southern Illinois, has remained one of the state's oldest continuously operating mines by rolling with the ups and downs of the coal market and by incorporating new technologies and innovative productivity improvements into its operation.

Development of the Batu Hijau copper project was completed in the fourth quarter of 1999 with the formal handover and start-up of ore processing facilities. The project began in August 1996 when the owner, PT Newmont Nusa Tenggara (PTNNT), awarded an engineering, procurement and construction (EPC)contract to Fluor Daniel (FD) for the development of the project. This included a copper concentrator, port, power plant, town site and infrastructure. PTNNT managed the development of the mine and the procurement of the mine equipment. In 1996, Batu Hijau was the largest mining project ever undertaken. Developing the Batu Hijau Mine was complex. It involved the work of thousands of people in all parts of the world to plan, engineer, procure, fabricate and manufacture equipment, supply and deliver materials and equipment, and build the plant.

Miners work in dangerous terrain, around the clock, with heavy equipment. Is there room for improvement in safety and standardization in the mining industry? Recent history would suggest there is a need for action. At a 2011 Spring Thaw conference in Denver CO, one speaker commented, ?We are having a number of incidents with workers getting ?pulled? into rollers or ?trapped? at transfer points when trying to manually clean (it) while the conveyor is still in motion.? It?s a troubling thought. These actions are specifically prohibited under U.S. Mine Safety and Health Administration (MSHA) regulation 57.14202. Another official from MSHA earlier this year indicated with today?s technology and policies presently in place, ?we should not be repeating the same incidents and violations year after year as we currently do.? But we are doing exactly that.

Precipitated calcium carbonate is used as a filler and coating material in the manufacturing of paper because of its high brightness and light scattering characteristics. However, beneficiated calcite has similar potential, given the fact that the industrial specifications are already achieved. For paper industries, the requirement is that the desired product should be pure and have a brightness of 93 to 95 percent. A very-high-grade calcite deposit of around 92 percent is located in the north of Norway, which is used as the raw material for ground calcium carbonate (GCC) feed for the paper industries. There is a substantial amount of calcite resource, which has pyrite and pyrrhotite as major impurities. These sulfides, even when present in minor concentrations, impart color to the end product (paper). Removing these minerals is estimated to increase utilization of the deposit by 10  percent, which represents several million tonnes of calcite marble. Due to the requirement for environmentally friendly reagents and chemicals by the mineral industry, fatty di-amines are being tested for pyrite and pyrrhotite flotation. The interaction mechanism of diamine with the main components of the ore were studied and optimum conditions for removal of sulfide impurities are outlined.

A common problem recently encountered with the increase in the rate of input feed at Enrichment Plant 2 of the Sarcheshmeh Copper Complex is the loss of value to the tails, translating to lower recoveries. The feasibility of the direct transfer of part of the high-grade concentrate from rougher stages to an appropriate position along the circuit was studied, and two positions were proposed for direct transfer of the concentrate. One position was the feed flow into cleaner cells, and the other was the feed flow into the recleaner cell. The results indicated that transferring the concentrate from the first unit of the rougher stage to the feed flow into the cleaner cells was feasible, with no limitations, while the second position required the installation of a set of hydrocyclones. It was found that the transfer of concentrate to the proposed positions not only addressed the problem of limited cell capacity, resulting in debottlenecking of the circuit, but also improved metallurgical separation efficiency up to 1.4%.

Masbate Gold Mines, dormant since WWI I, are now back in operation. The ore treatment plant incorporates carbon-in-pulp processing, utilized because of the ready availability of coconut shell charcoal in the Philippines and the high clay content of the ore. A detailed description of the plant, including the surprisingly fast and efficient alcohol stripping facility is presented. Operating data for the plant is provided together with an interesting performance evaluation of mechanical versus air- lift agitated leach tanks.

New Gold?s New Afton Mine, located 8 km (5 miles) west of Kamloops, British Columbia, is a 4.5-Mt/a (5-million stpy) block cave mine, making it the highest tonnage underground hard rock mine in Canada. The reserve is estimated at 52.5 Mt (55.9 million st) with grades of 0.65 g/t (0.02 oz/st) gold and 0.93 percent copper (2012). Commercial production was achieved in July 2012 and nameplate production was achieved ahead of schedule in September 2012, with the cave breaching to surface in 2013. The mill has a SAG and a ball mill with a froth flotation circuit.
