I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

In February 2001, Kalgoorlie Consolidated Gold Mines (KCGM) commissioned its first full-scale ultra fine grinding (UFG) plant to supplement existing roaster concentrate treatment capacity. This process involves the fine grinding of refractory pyritic concentrate to 10µm, followed by direct cyanide leaching for the recovery of gold. By this means gold is economically extracted from the concentrate without the need to first oxidise the host pyrite. This paper details the history of the project from initial laboratory testwork comparing possible treatment options, to current performance of the 12 tph plant. This includes the cost comparison of the major treatment options, the laboratory and pilot scale UFG performance, the UFG mill selection, cyanide leaching of UFG product, commissioning and plant performance to date.

INTRODUCTION East Side Access (ESA) Contract CQ028 is located in the New York City Borough of Queens. The contract involves construction of a 230-meter (760-foot) long open-cut excavation with a permanent deck supporting Amtrak yard tracks over a semi-circular TBM launch wall on the east end, and the 36.5-meter (120-foot) long Northern Blvd. Crossing on the west end. The Northern Boulevard Crossing will be mined under an existing New York City Transit (NYCT) five-track subway tunnel; Northern Boulevard, a heavily traveled five-lane truck route; and an existing NYCT three-track elevated line; connecting to an existing open-cut shaft adjacent to the existing 63rd Street Tunnel bellmouth. When completed, Contract CQ028 will provide access for future Manhattan and Queens tunnel contracts. The footprint of the open-cut was determined by the geometric requirements of the future Plaza Interlocking facility to be constructed within in another future ESA contract. See Figure 1. This paper discusses design risk mitigations for the key elements of the contract, namely the Northern Blvd. Crossing and the semi-circular TBM Launch Wall. PROJECT OVERVIEW The Metropolitan Transportation Authority Capital Construction Company—East Side Access Project for the Long Island Rail Road will provide Long Island commuters with direct access to Manhattan’s East Side via a new rail line between the Harold Interlocking in Queens and Grand Central Terminal in Manhattan. The project connects the unused lower level of the existing tunnel under the East River at 63rd Street to new connecting tunnels in Queens and Manhattan. Contract CQ028 Scope and Construction Schedule This contract consists of the excavation of an open-cut from the east side of Northern Boulevard, through an existing MTA-owned rail yard and into the western limits of Amtrak’s Sunnyside Yard. In 1998, the Concentrator Modeling Center was established within the Coleraine Minerals Research Lab to develop models for simulation of iron ore processing plants, and to assist plant operators in improving performance of their aging plants. The short-term objective was to develop necessary models for reliable simulation using conventional techniques, while the long-term objective was set as liberation-based modeling and simulation of these plants. The short-term objective was achieved in 2002, after the development of models for magnetic separators, hydroseparators and fine screens. A project funded the US Department of Energy was carried out to demonstrate the capability in improving iron ore processing at the Mittal plant. As a result of this study, a 10% improvement in throughput at the plant was obtained, and simulation became a desired tool for plant operators. A significant step in the long-term objective was reached in 2005 with the development of a liberation model. This was followed by incorporation of models capable of processing liberation data into the software. By early 2007, the Center had the capability of performing liberation-based simulation of entire plants.

In order to search for a more economical and effective roasting additive for extracting vanadium from stone coal and solve the question of the disposal of PVC waste, PVC waste was proposed as a novel roasting additive to enhance extraction of vanadium from stone coal and realize the comprehensive utilization of resources. By adding this roasting additive, the leaching rate of vanadium reached 94.5% under the conditions that the PVC waste addition was 10 wt%, the roasting temperature was 800 °C, the roasting time was 1 h, the sulfuric acid concentration was 15 vol%, the liquid-to-solid ratio was 1.5 cm3 /g, the leaching temperature was 95 °C, and leaching time was 4 h, which increased by 8.4% compared with that of blank roasting. The thermodynamics calculation showed that the decomposition reaction of mica was performed easier with the participation of HCl produced by pyrolysis of PVC. Meanwhile, The SEM-EDS and aperture test analyses demonstrated that more cracks and voids appeared in the roasted sample by roasting with PVC waste, which could facilitate the release and extraction of vanadium. Additionally, the TG-DSC analyses indicated that PVC could provide large amounts of heat for the roasting process to promote the decarbonization and roasting efficiency of stone coal because of its high calorific value.

The Environmental Protection Agency (EPA) is beginning to provide compliance assistance visits to various industries, including mining, for Emergency Planning and Community Right-to-Know Act (EPCRA) compliance. The EPA inspectors may consist of a multi-media team deployed to review systems and procedures for EPCRA Sections 302, 304, 311, and 312. The Team’s focus may include emergency response plans, training programs, qualifications of personnel, and release notification protocols. This presentation takes a look at the EPCRA compliance challenges faced by Arizona copper mining and processing facilities.

Large amounts of manganese-rich slag were generated from smelting low-grade manganese ore containing high iron and high phosphorus in electric furnace or blast furnace, which contain 25–40 mass% Mn. This paper describes an efficient hydrometallurgical process for the utilization of high manganese slag instead of conventional usage of pyrometallurgical route for manganese recovery. Pressure acid leaching of manganese-rich slag using air as pressurized gas is studied systematically. The effects of mass ratio of manganese-rich slag to pyrite, concentration of sulfuric acid, leaching temperature, partial air pressure, leaching time, and liquid-solid (L/S) ratio on the separation of manganese with other main impurity components were investigated comprehensively. Under the following optimal process conditions, weight of manganese-rich slag powder,100 g; mass ratio of manganese-rich slag to pyrite, 20:1; sulfuric acid concentration of 140 g/L; air pressure of 0.6 MPa; leaching temperature of 140 °C; leaching time of 1 h; L/S of 7:1; ore size of 75–80 μm; and stirring rate of 600 rpm, the extraction rate of Mn reached 94%, and the dissolution percentage of Si, Al, and Fe are as low as 2%, 6%, and 10%, respectively. The leaching slurry presented a good solid-liquid separation characteristic. The silicic acid formed during sulfuric acid leaching manganese silicates was converted to filterable dehydrated SiO2 particles which precipitated in the residue under the condition of higher temperature with higher pressure. The effect of adding pyrite may be to reduced iron ions and decreased the output of iron hydroxide colloid and also reduced MnO2 to manganese sulfate in sulfuric acid leaching. Thus the formation possibility of colloid such as silica gel and iron hydroxide was decreased, and higher yield of manganese sulfate could be achieved.

A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob.

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2·H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can then be further converted with NaOH solution to form REE hydroxides. However, present literature has paid little attention to how to minimize the consumption of reagents in this recovery process. In the current study, a process model was built using HSC Sim software, and metamodeling of the simulated flowsheet was conducted with the design of experiments (DOE), after which the basic functionality of the flowsheet was verified by experimental work, starting from sulfuric acid leaching of spent batteries. As the process is based on chemical circulation internally in the process, the objective was to investigate the accumulation of the elements in solution, specifically Na+ , K+ , SO4 2− ions and impurities liberated in the NaOH conversion step. It was found out that metamodeling could be utilized in obtaining first estimate of the process behavior, prior to any experiments. Flowsheet functionality with circulated solution was confirmed, obtaining at best 96.9% La recovery.

"As the concept of autonomous haulage systems (AHS) moves from prototypes to production-ready applications, the operating performance of the haul road will become critical to the overall success of autonomy in mining. Deterioration in road performance will require remediation, human intervention and significant, albeit temporary, changes to operating procedures, to accommodate road maintenance. With autonomous trucks comes the opportunity to reduce road formation and operating width. This will, therefore, generate potentially significant reductions in stripping ratios and improvements to mine economics, but only if the design of the road, and its associated deterioration rate, is predictable and manageable, based on the materials used to construct the road and the maintenance interventions to be carried out on the road.This article presents the assessment of a digital photogrammetric approach to the characterization of a mine haul road surfacing, or wearing course material. Design and maintenance parameters for these roads are currently determined partly from physical particle size distribution (PSD) assessments of ‘in-road’ material. However, this approach does not accommodate the need, nor leverage the benefits from, AHS. The digital imaging approach is assessed in this article, using two standard digital analysis software tools, together with in-service mine haul road wearing course samples and images that are analyzed to determine the applicability and reliability of the approach to deliver a real-time assessment of haul road surfacing conditions and thus to identify the road maintenance interventions required to address deterioration.Enhancements in mine road design, construction and management for the past 20 or more years has largely been focused on short-term tactical needs. With 13.7km of TBM tunneling in Atlanta’s hard gneiss well under way, drill and shoot work continues on several sites throughout the city. In order for the City of Atlanta to meet the consent decree imposed by the federal government, an aggressive construction schedule was a necessity. Construction consists of two deep, large diameter tunnels, four construction shafts, a pumping station, one overflow shaft, three large intake structures, and two connecting tunnels. Due to the multitude of blasting insensitive urban environments, a high standard of seismic and air-overpressure criteria, coupled with time restrictions, was adopted for the project. At any given time, drill and blast operations were under way at four of the seven sites requiring a certain amount of coordination between the TBM excavation, surface work, and the forces of Mother Nature. This paper addresses the challenges faced and the techniques used to safely and successfully complete the rock excavation of the West Area CSO Tunnel and Pumping Station project.

Occupational noise-induced hearing loss (NIHL) has been recognized by the National Occupational Research Agenda (NORA) as the most common job-related disease in the United States. Roughly 30 million workers are exposed to excessive noise levels or toxins that are potentially hazardous to their hearing. The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR)is investigating noise controls to reduce operator overexposures caused by haul trucks used in underground metal/non-metal mines. To identify the most significant contributors to the overall sound level, Source Path Contribution (SPC) analysis was conducted. Noise dosimetry and time-motion analysis were also conducted to quantify operator noise exposure. SPC analysis determined that, under high idle conditions, a source near a hydraulic pump mounted to the rear of the engine and the engine cooling fan were the major noise sources. The time-motion/dosimetry analysis showed that the operators accumulated more than 90% of their noise exposures while they were hauling ore to the dump site and traveling back to the load site unloaded.

At the Prospectors and Developers Annual Convention (PDAC) in Toronto, Canada mining and exploration companies of all sizes were on hand to discuss the year that was and those that will be. The following is a look at some of the companies with Canadian operations that were on hand for PDAC 2009. Iamgold Corporation is a leading mid-tier gold mining company producing approximately 31 t (1 million oz) of gold from seven mines on three continents. With record revenues of $870 million ? up 28 percent when compared to 2007 ? the company is focused on growth with a target to reach 56 t (1.8 million oz) gold production by 2012. During 2008, the company acquired the Essakane project in West Africa. The project is fully permitted, under construction and will contribute more than 9.3 t (300,000 oz) of lower cost production by late 2008. Iamgold increased its reserves by 55 percent, to 385 t (12.4 million oz) and its resources in-creased by 16 percent to 821 t (26.4 million oz) in 2008. Going forward, Iamgold has three areas of focus ? West Africa, Guyana Shield and Quebec ? with seven gold operations, five advanced projects and the Niobec niobium mine included. The Rosebel Mine in Suriname is Iamgold?s fl agship property. With measured and indicated resources of 300 t (9.6 million oz), it accounts for 30 percent of Iamgold?s production. Production there was up 20 percent compared with 2007 and further production increases are expected in 2009 and 2010. Mill expansion and optimization increased throughput from 8.9 Mt/a (9.8 million st) to 10 Mt/a (11 million stpy). In West Africa, Iamgold has joint ventures at Sadiola in Mali; Tarkwa in Ghana; Yatela in Mali and Daman in Ghana. Iamgold also has 100 percent ownership of the Mupane gold mine in Botswana and the Doyon gold mine in Quebec, Canada. Also in Quebec, Iamgold has 100 per-cent ownership of the Niobec niobium mine in Quebec. Niobium is used in high strength specialty steels.

Laboratory studies were carried out at West Virginia University to investigate the rock fragmentation mechanism by continuous miners using an automated rotary cutting simulator. The primary factors influencing the fragmentation process were found to be: bit spacing, bit geometry, depth of cut and cutting drum rotational speed. This paper presents the influence of these parameters in achieving optimum energy consumption and minimizing dust generation during rock fragmentation process. Tree bits were used simultaneously on Indiana limestone while the bit tip angle was varied from 60° to 900. Bit spacing was varied from 2.54 cm (1 in.) to 5.08 cm (2 in.) while the cutting process was assessed for varying cutting depths. Restorable dust generated during the course of the experiments was analyzed utilizing cascade impactors. Assessment of these parameters has led to a better understanding of the cutting mechanism by continuous miners in terms of energy consumption and dust generation.

SUMMARY A review is presented of the state of development of high pressure water jet equipment and of large impact hammers for rock tunneling. Information from the U.S.S.R. is based on published literature and three personal visits. Applicable papers which were presented at the International Symposium on Jet Cutting Technology in Coventry, England in April 1972 are reviewed. Data are presented on continuous jet systems, pulsed water cannons, and hydraulic-powered impact hammers with respect to the specific energy of rock breakage and potential application in tunneling machines. INTRODUCTION It has been estimated that the cost of underground excavation during the period 1970-1979 in 15 countries of the Organization for Economic Cooperation and Development will be over $54 billion, an increase of 104% over the period 1960-1969. It is expected that 55% of the tunneling construction will occur in hard rock (Ref. 1). Present tunneling machines are generally limited to soft and medium-hard rock. When used in hard rock, the cost of replacing mechanical cutter bits is high. The economics of a mineral processing circuit is dependent on the numerous sensors that are critical to optimization and control systems. The sheer volume of sensors results in mines not being able to keep the sensors calibrated. When a sensor goes off calibration, it results in errors which can severely impact plant economics. Normally, these errors are not detected until the error grows and becomes a large (“gross”) error. Undetected errors are not remedied until the next calibration, which on average are a year apart Beamex (2019) [1] across all industries. Classical statistical methods that depend on linear relationships between input and response variables are typically used to find gross errors, but are not effective for highly non-linear and non-stationary operations in mining and mineral processing industries. Calibration of sensors is time-consuming and generally requires physical intervention that results in equipment downtimes causing production losses. Therefore, in situ detection methods are warranted that do not require physical removal of sensors to compare with standard measurements or well-calibrated sensors. Data-mining based techniques and algorithms have high success rate in tackling such problems. This paper presents results from a groundbreaking multi-year big data research project whose goal was to develop data-mining-based original techniques in a multi-sensor environment to identify when sensors start to stray, rather than wait for errors to grow. The carbon stripping (gold) circuit in the Pogo Mine of Alaska was selected for this project. Maintaining strip vessel temperatures at optimum levels is crucial for maximizing gold recoveries at Pogo, and hence the focus was on the temperature sensors of the two strip vessels. An automated algorithm to detect errors in strip vessel temperature sensors was developed that exploited data from multiple sensors in the strip circuit. This algorithm was able to detect with a high success rate when bias errors of magnitude as low as ± 2% were artificially induced into strip vessel temperature data streams. The detection times of about 1 month were much less than the industry average calibration frequency of 1 year. Thus, the algorithm helps detect errors early, without stopping the circuit. The algorithm alarms can serve as triggers when calibrations are done. Experimental methodology along with results, limitations of algorithms, and future research are also presented in this paper.

The detection times of about 1 month were much less than the industry average calibration frequency of 1 year. Thus, the algorithm helps detect errors early, without stopping the circuit. The algorithm alarms can serve as triggers when calibrations are done. Experimental methodology along with results, limitations of algorithms, and future research are also presented in this paper.
