Several bauxite residue sands and muds produced by Bayer plants in the U.S. and overseas have been fractionated using dry and wet magnetic separators. The magnetic sand fractions typically contain about 60 wt% iron and the bulk of the radioactivity in this waste. The muds are more difficult to process than the sands, but some fractionation is possible using a combination of flotation and magnetic separation techniques.

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. The Cable belt Company has been building single flight conveyors for a number of years. The simple design concepts of this type conveyor, introduced over thirty years ago, when distances of one to two miles were considered major advances in technology, remain relatively unchanged. Conveyors that are 6 to 20 miles (9.0 to 32 kilometers) long are being built and are presently in operation through- out the free world. The Cable Belt conveyor is not conventional in its construction. Cable welt differs from conventional troughed idler conveyors in that the driving medium and carrying medium are separated. Motion is provided by two endless steel cables running the length of the conveyor. The cables are driven by a single drive unit incorporating a differential gear which insures identical cable linear speeds and equal tension in both cables at all times. The belting is located and supported by "V" shaped shoeforms moulded to the belt which form a wedging action. The friction between the belting and rope is sufficient to prevent slippage (See figure 01).

The new underground facilities for the LINAC Coherent Light Source project at the Stanford Linear Accelerator Center in Menlo Park, CA, are constructed in very weak sedimentary rock interspersed with uncemented zones. In addition to several 21-footwide (excavated) tunnels, the NATM excavations include a large, 49-foot wide (excavated) cavern, an unprecedented size in this geology. The critical design issues include characterization of the weak rock, some shallow rock cover areas, and very stringent criteria for final invert slab movements within the tunnel. The design also incorporated severe seismic criteria, since the site is in close proximity to the San Andreas Fault.

Overcoring tests were conducted at the Near-Surface Test Facility(NSTF) to assess the suitability of five techniques (U.S. Bureau of Mines borehole deformation gauge (BDG), Commonwealth Scientific and Industrial Research Organization (CSIRO) hollow inclusion stress cell, Luleå triaxial gauge (LuH gauge), and Council for Scientific and Industrial Research (CSIR) doorstopper) for in situ stress determination in a closely jointed basalt. This effort is in support of the Basalt Waste Isolation Project, which is studying the feasibility of locating a nuclear waste repository in the basalts of the Hanford Site in southeastern Washington. This paper presents the results from the overcoring study that formed the basis for selection of two techniques to be used during the further exploration of the basalt formations at depth.

The mining industry generates an estimated 2.3 billion tons of solid waste each year and the total accumulated mineral resource solid waste at both active and inactive mine sites, approaches 30 billion tons. Five industries generate 85 percent of mine solid waste: copper, phosphate, iron, uranium, and coal. Over the past several years, the Federal government has shown increasing interest in the proper disposal of solid wastes generated by the mining industry. Three new pieces of federal legislation have been passed recently beginning with the most comprehensive regulatory authorization passed in 1976, the Resource Conservation and Recovery Act (RCRA) which has been amended to the Solid Waste Disposal Act Amendments of 1980. RCRA is implemented and enforced by the Environmental Protection Agency (EPA) and intended to control municipal and industrial solid wastes. Next came the passage of the Surface Mining Control and Reclamation Act (SMCRA) of 1977 which is implemented and enforced by the Department of Interior to control coal surface mining and the surface effects of underground coal mining, and finally, the recent Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978 implemented by EPA and enforced by the Nuclear Regulatory Commission (NRC) to control uranium mill tailings disposal.

The answer is the Point Lake diamond strike in Canada’s Northwest Territories. It led to the development of the Ekati and Diavik mines.

Seven pairs of drop and ventilation shafts, between two and nine feet in diameter, will convey combined sewer flow to a 230-foot-deep, 26-foot diameter storage tunnel. This paper will present case histories for each site. Discussion will include functional requirements, program and site access constraints, structural design, geology, the variety of excavation and lining construction methods used, and lessons learned. Noteworthy observations include the importance of assuring competent ground sup-port at the soil-bedrock interface and of achieving tight verticality tolerance using both top-down and raise bore excavation methods.

This paper describes some of the results of a project for the design and demonstration of subsidence monitoring systems for underground coal mines. The project was designed to test monitoring systems described in an earlier feasibility report (O'Rourke and others, 1979). General objectives of the project were to develop reliable cost- effective monitoring systems for use above caving- type mining operations, over supported mines, and in urban undermined areas. Topics selected for discussion in this paper include a description of the instrumentation systems, the site conditions, problems of installation, resulting recommendations and an over- view of subsidence performance data obtained. There were some particularly difficult problems of installation to overcome at this site. Some of these could be experienced at any surface or under- ground project, others are probably more directly related to Western coal fields. Almost any subsidence monitoring program may face the following difficulties:

St. Marys Cement Company operates two cement plants in Southern Ontario, Canada. The original plant, located at St. Marys, a town 20 miles north of London, Ontario, began operations in 1912. A second plant, located at Bowmanville, Ontario, 40 miles north east of Toronto, began operations in 1967. In June 1973, St. Marys Cement began feasibility studies of modernizing their wet process plant at St. Marys. Over its 61 year life, this plant had been expanded from 335 m. tons per day (375 s. tons per day) to 2000 tpd (2200 s. tons per day), with all the original equipment retired several years ago. The objectives of the feasibility study were to develop a conceptual plan for a dry process plant and to de-, fine the appropriate process method and equipment. This study proceded along four fundamental fronts: a) How could the clay raw material, a glacial till with up to 20% boulder content, be processed in dry form and beneficiated? b) Were the raw materials suitable for the most efficient form of dry process kiln, the 4-stage preheater? If a 4-stage preheater kiln is selected should it utilize a precalciner? c) What type of clinker cooler should be used? d) What environmental constraints would be imposed on this plant and how can they be reconciled with capital and operating limitations? During the feasibility stage, pilot plant work was done on two possible solutions to the clay problem, operating plants in Europe were visited and discussions held with kiln and mill vendors.

This paper presents analysis of damages and rehabilitation design for three major French rail-way tunnels built in mid-19th century. The La Nerthe tunnel underwent ovalization deformation with excessive displacement at the springline, and pinching and bursting of the liner bricks at the crown due to tectonic residual stresses with very high lateral earth pressure. The Saint-Louis les Aygalades tunnel invert was subjected to undulatory deformation resulting in tracks misalignment, which was caused by non-homogeneity of mechanical and hydraulic properties of the ground. The Roches de Condrieu tunnel required widening to comply with the increase in dynamic envelope of trains due to their larger cross section and higher speed. The applied rehabilitation methods and constraints of work in these busy mainline railway tunnels have been discussed in detail.

The mining industry in Colorado faces the same problems the industry faces throughout the United States and the world — record low commodity prices and increasing regulatory and environmental restrictions that seemed designed to curtail mining activities. Despite those obstacles, the mining industry in Colorado still contributes about $8 billion annually to the state’s economy in the form of base and precious metals, industrial minerals, coal and associated service businesses and jobs. So the 300 attendees at the102nd National Western Mining Conference felt reason-ably positive about the industry in their state. The meeting is the Colorado Mining Association’s annual conference and was held at the Broadmoor Hotel in Colorado Springs in November. The theme was “Mining in the New Millennium — Achievement + Innovation = Survival.” Experts from Colorado’s mining industry and abroad discussed the challenges faced by the mining industry as it enters the new millennium. They offered insights into how the industry will operate during the early years of the 21st century and how it will survive low prices and increased regulatory restrictions.

London Underground is the oldest and one of the deepest Metros in the world. The temperature of the Underground has been increasing over the last 100 years, mainly as a consequence of increases in train service. Further increases in train service are planned in the coming years to meet the predicted growth in passenger demand. Unabated, the additional service will increase temperatures on the Underground. London Underground Limited (LUL) has therefore set up the Cooling the Tube Programme (CTP) to tackle the issues of thermal conditions on the Underground. Some of LUL?s studies and cooling methods have borrowed experience and techniques from the mining industry; some of methods used or proposed may in turn be of interest to the mining community. This paper presents a background into the sources of heat on the Underground network, the manner in which the heat is presently dissipated, the analysis of future temperatures and criterion and a number of means and methods being used or proposed to cool the network in an environmentally sensitive manner.

The desire for dry passageways promotes the NATM as it provides a final support system most suitable for the installation of a waterproofing membrane. Waterproofing during construction is a cost effective way to enhance safety and function as well as increasing the life of an underground structure. The NATM approach utilizes the surrounding mass as an integral element of the "ringlike" support system. At the Pennsylvania Turnpike Commission Lehigh Tunnel No. 2 various rock classifications were determined to require support measures ranging from 2 to 12 inches of shotcrete along with spiling, wire mesh, deformed bar, lattice girders and rock bolts as needed. Field instrumentation and monitoring programmes are a key factor for the success of the NATM. When the support "shell" stabilizes smoothing shotcrete, waterproofing and a final liner can be placed.

The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

SUMMARY Commitment by all parties to partnering goals established early in the contract aided Affholder, Inc. in constructing 2,360m (7,700') of soft ground tunnel in Rancho Cordova, CA. Despite two zones of known contamination, encountering a zone of loose cobbles and boulders in a matrix of flowing sand, some perched water tables and a flooded tunnel after 2 upstream safety plugs failed, the Contractor finished the work 33 days early and only 1.91% over his original bid.

The Los Angeles Metro Gold Line Eastside Extension (MGLEE) extends Metro’s light rail system to the densely populated and growing East Los Angeles communities. Much of the 6 mile alignment consists of at-grade track, but the project also features a1.7 mile underground segment in cut-and-cover and twin-bored tunnel structures. In light of past experiences with open shield construction, The Metropolitan Transportation Authority (Metro) specified, for the first time, use of Pressure Face Tunnel Boring Machines (TBM’s) to advance tunnels through soft ground. This paper describes the history of the tunnel design, construction management, and construction methods adopted that resulted in successfully completing the tunneling segment.

The Uetliberg Tunnel in Switzerland is the longest tunnel in Zurich?s new Western Bypass Expressway, connecting the Birmensdorf bypass in the west with the existing Zurich-Chur national motorway in the east. Thus the tunnel links the Zurich-West motorway interchange with the Zurich-South interchange (shown in Figure 1). The Uetliberg Tunnel project comprises two parallel tubes, each about 4.4 km long. The two tunnel tubes are connected every 300 m by a transverse walkway and every 900 m by a transverse roadway (Figure 2). The SOS niches are spaced 150 m apart. Portal stations with machinery rooms are located at the west and east portals. The tunnel falls with a gradient of 1.6% from the west portal at Wannenboden to the east portal at Gänziloo. The Project costs are about CHF 1.12 billion. The carcass construction started in March 2001. The Opening of the Uetliberg Tunnel is planed in spring 2009.

INTRODUCTION The Point Lepreau nuclear generating station was constructed in the late 1970's and early 1980's by the New Brunswick Electric Power Commission. Point Lepreau is a small peninsula on the north shore of the Bay of Fundy, about 55 km west of St. John, New Brunswick. Cooling water for the plant was to be obtained from and discharged into the Bay of Fundy by the system of shafts and tunnels illustrated in Fig. 1. The design engineer for the cooling water system was Albery, Pullerits, Dickson and Associates, Ltd., Toronto. Ferrera-Resco Ltd, Windsor, Ontario, was contractor for construction of the cooling water shaft and tunnel system, which was done between 1976 and 1979. The senior author was project manager for Ferrera-Resco, the junior author served as consultant to Ferrera-Resco on evaluation of certain geotechnical questions which arose during construction. SITE CONDITIONS Geology Except for limited overburden soils at the onshore shaft sites, the tunnels and shafts were constructed entirely in Triassic conglomerate, sandstone, and siltstone, with some shale interbeds. The bedding strike averaged about N6°E, The dip was to the west at about 30° along the Discharge Tunnel and 40° along the Intake Tunnel. Rock along the Intake Tunnel was mostly sandstone and siltstone and more thinly bedded, with RQ D generally in the range of 50 to 60%. Rock along the Discharge Tunnel tended to be coarser sandstone and conglomerate and more thickly bedded, with higher RQ D averaging about 80%. Potential improvements in equipment and methods on the near-term horizon are discussed. The problems and potentials that lie in the long-term future of oil shale mining are examined in light of the demands which must be met by this developing technology.
