The role of large, ultra-high-powered arc furnaces in a fully integrated steelworks for the production of flat products is outlined, and an account is given of the technological improvements that have been implemented over the past few years to enable the arc furnace to remain competitive against the conventional route using blast furnaces and top-blown-oxygen steelmaking (LD). Modern secondary refining facilities have been installed, enabling the arc furnace to operate at high production rates in the manufacture of high-quality flat products.

Cassiterite is considered to be the only economically significant tin mineral in the earth's crust. In its purest form, cassiterite contains 76 per cent tin. The mineral is hard and heavy but also extremely brittle. and is therefore ideally suited to gravity recovery techniques. Cassiterite deposits can be categorized into two main types, i.e. alluvial or 'soft' rock deposits, and 'hard' rock deposits. The former are relatively simple to upgrade owing to their relatively coarse nature and their high degree of liberation. Hard-rock deposits, on the other hand, require considerably more sophisticated gravity methods to achieve the required degree of beneficiation. Various types of gravity recovery devices, both old and new, are described, and their respective roles in the flowsheets used are illustrated.

It is generally accepted that alkalis attack and degrade the carbon fraction of coke in a blast furnace. Because South African cokes contain relatively high amounts of ash, the influence of alkalis on the ash fraction was investigated, the carbon and ash fractions being separated and studied separately. Potassium engenders the formation of liquid, with a resultant expansion of volume and a decrease in the strength of the coke ash. However, the ash did not play a significant part in the degradation of the coke, and it was found that the catalytic effect of potassium on the Boudouard reaction was the overriding factor in the coke-degradation process.

The successful application of solid electrolytes in electrochemical cells for high-temperature thermodynamic studies depends to a large extent on an accurate knowledge of the P. value of the electrolyte (the oxygen partial pressure at which the ionic conductivity and n-type electronic conductivity of the electrolyte are equal). Consequently, the P. value of an electrolyte must be determined prior to its use in electrochemical cells. This paper describes the successful application of a coulometric titration technique in the quantitative assessment of the P. values of a commercially available ytria-stabilized zirconia electrolyte that has been used extensively by local investigators. The experimentally determined P. values of the electrolyte are reported and compared with P. values reported in the literature for a similar electrolyte.

This paper describes detailed fractographic analyses of several specimens that had undergone corrosion-fatigue tests at high stress ratios in simulated pressurized water-reactor environments. The distribution and morphology of non-metallic manganese sulphide inclusions are shown to strongly affect the growth of environmentally assisted cracks (EAC), and certain features suggest that a hydrogen-assisted mechanism is responsible for the observed EAC growth. The incidence of transient EAC growth in isolated regions suggests that the critical conditions that trigger this type of growth are the 'right' local chemistry at the crack tips and imposed mechanical conditions.

A strong incentive exists for the coal-preparation engineer to improve plant efficiency by modifying circuits and upgrading process equipment, since these result in lower production costs and more valuable plant products. At the Grootegeluk Coal Mine, it was found that the overall plant efficiency could be improved by modifications to the dense-medium circuits, the installation of additional process equipment for the recovery of fine coal, and improvement of the fine-material processing circuit. Apart from these modifications, there is still potential to increase the plant efficiency, particularly in the utilization of plant waste, the recovery of slimes, and even the improvement of cycloning performance as a result of new cyclone design. This paper points to the potential wealth locked up in existing coal-preparation plants, and shows how the coal-preparation engineer, with new technology at his disposal, can unlock this wealth.

Nuclear energy - its interactions with mining and metallurgy - PRESIDENTIAL ADDRESS given by J. P. Hugo Pr. Eng., B.Sc (Eng.) (Rand), Ph.D. (Sheffield) Energy is the life blood of the modern technological era in which we live and it was, I think, Benjamin Franklin who said that the manipulation of energy was the basis of all science and technology. This is perhaps an oversimplification, but there can be little doubt that our life today, and the improved standard of living we aspire to, are governed almost entirely by our ability to generate and manipulate energy. This ability has made it possible for Man - each specimen a feeble twentieth of a horsepower - to travel to the moon, to recover valuable minerals from the depths of the earth, to do arithmetic at unbelievable speed, to lessen the drudgery of manual labour. For these and virtually every aspect of our life we are dependent on energy from external sources. It is, therefore, not surprising that the per capita consumption of energy, and more particularly electricity, has become one of the most reliable criteria by which to measure the standard of living and technological advancement of a country.

The block caving mining method is used to mine large orebodies in weak rock types. The layout for block caving requires that a considerable amount of development is carried out on the extraction drives and drawpoints at the bottom of the caving block. The development further weakens the rock mass, and stability problems arise in the extraction drives and extraction pillars. This paper describes the application of three-dimensional boundary element models in analysing alternative extraction level layouts for a block caving mine. The objectives were to establish whether the use of lateral pillars between drawpoints was warranted, and whether the lateral pillars should be offset or not. The stability of the rock mass within the pillars as well as the stability of the extraction drives were taken into account. The results showed that after undercutting, the horizontal and vertical stresses in the extraction level would be reduced. The lateral pillars would significantly improve the stability of the extraction pillars and extraction drives. There would be a minor improvement in stability if the lateral pillars were offset.

The paper reviews the restrictions imposed by the Department of Mines (now the Department of Mineral and Energy Affairs) on the surface use of ground that has been undermined at shallow depths (down to a depth of244m). The reasons for the restrictions are discussed, with special reference to the early records kept by the Department of Mines on subsidence and fracture of the surface. A discussion of the nature of the strata overlying the ore-body, and the effect of undermining, is followed by a detailed account of investigational work, particularly since 1970, on the stability of shallowly undermined ground. The significance of the data collected during the investigations is considered next, with special reference to the social and economic implications. These are so farreaching, that it is proposed that the already flexible approach of the Department of Mineral and Energy Affairs in considering what structures may be built on undermined ground should become even more flexible. To this end, the appointment of a Commission is proposed to collect as much information as possible on the stability of ground undermined at shallow depth, and to revise the current overrestrictive conditions or guide lines that are in use.

In 1999, INCO Limited Mines Research, in Sudbury, Ontario, Canada, took delivery of a MeycoRobojet Logica Spraymobile, a computerized concrete spraying system. The Spraymobile is a self-contained mobile machine capable of applying spray-on ground support in underground applications. The Logica component of the Robojet is designed to control the operation of the Robojet, as well as scan and map the tunnel geometry prior to the spraying operation. The Robojet can be operated in various modes, from manual to automatic operation. In the automatic mode the computer controls the standoff distance, angle, and motion of the spraying jet. In 2000, INCO Limited, working with Meyco Equipment of Switzerland (a division of MasterBuilders Technologies), detailed a plan to create a tele-operation package for controlling the spraying process from a surface location at INCO's Mines Research Test mine. With the RobojetLogica operating in automatic mode, the operator at the machine becomes a process monitor. Since the Logica system controls the key spraying parameters of nozzle distance and nozzle angle to the sprayed surface, the operator could easily monitor and control the Robojet Logica from aremote location. The benefits of operating underground mobile mining (drills and LHDs)equipment from a surface location has been demonstrated at INCO Limited, however, the abilityto control a ground support operation (shotcrete spraying) from surface has not been attempted until now. This paper will describe the Spraymobile shotcreting system, the development of the tele-operation package for the Robojet Logica, as well as modifications to the original Spraymobile for implementing the tele-remote package on the Robojet Logica at the Mines Research test mine.

I read your paper in the Journal of The South African Institute of Mining and Metallurgy with great interest, and must compliment you on its brilliance. However, there are some questions I should like to ask, and certain points I should like to highlight. I should appreciate your comments. Written contribution by J.F. Curtis The comprehensive and finely detailed survey of, and proposals for, engineering education in South Africa reflects the author's wide experience in the needs for, and the provision of, such education. This paper wil make a major contribution to the enhancement of the profession of engineering and the improvement in quality of engineering activities in South Africa. Contribution by G.W. Annandalet I have studied your paper in some detail, and am of the opinion that it makes an important contribution to the topic of the development of technological manpower, which is currently being debated in South Africa at al levels. Debate on this topic has risen above the level of academic discussion; it has been discussed by the Economic Advisory Council of the President, and is being considered at Ministerial level. Author's reply to L.J. Besaans Thank you for your contribution and complimentary remarks. As you have pointed out, there are certainly many aspects that will have to be addressed in the resolution of the crisis in engineering education. I trust that the following comments satisfactorily answer the queries you have raised. Author's General Comments Since publication of the paper, attention has become focused on the provision of employment opportunities an aspect not dealt with specifically in the paper. The following comments serve to indicate some of the directions in which job opportunities will have to be developed in the numbers that will be required.

This study was aimed at a comparison of the efectiveness of a new axial-flow type of mixer impeller (the Prochem design) with the traditional inclined-blade turbine. The intended application of the mixers was in carbon-in-pulp plants for the extraction of gold from cyanide-leached pulps. The first part of the project involved water and ion-exchange resin, and measurement of the power drawn by the various sizes of impeller to fully suspend the resin. The rate of reaction between the resin and the solution was measured as a function of the power input to the mixer. In the second part of the project, use was made of activated carbon, silver cyanide solutions, and ore pulps. The rate of absorption of silver from the solutions and pulps was determined, as well as the rate of attrition of the activated carbon caused by the various impellers in clear water. The Prochem design of axial-flow impeller was shown to fully suspend solids at only one-quarter of the power requireabyan inclined-blade turbine of similar size. The axial-flow pattern produced was responsible for the more uniform vertical concentration profile of suspended beads produced by the Prochem design. These measurements verified the observations of other researchers that the rate of reaction is not affected by the ;design of impeller provided that al the solids are fully suspended. The Prochem design of impeller therefore achieved the same reaction rate as the conventional turbine at a quarter of the power input. The atrition rates of activated carbon could be correlated, in terms of the energy absorbed, by the same equation for al the impellers. Higher concentrations of activated carbon increased the amount of carbon fines produced. These results emphasize the importance of designing mixers for minimum power consumption.

P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. AMERICAN SOCIETY OF MINING ENGINEERS 1970 FALL MEETING AND EXHIBIT The Secretary for Commerce has passed to us a letter received from the American Society of Mining Engineers, reading as follows: "We would be delighted to have South Africa attend our meeting next year and to exhibit some of their mining equipment in our Technological Information Exchange. "In my Presidential address last year `The Institute in Retrospect and Prospect', I briefly reviewed the past activities of our Institute, I commented on the dynamic growth of the mineral activity of this country and of the great contribution towards this growth made by members of this Institute. I maintained that there was still further growth to come, pointing out that our future would be very much dependent on the availability and skills of our mining and metallurgical men. This Institute had, therefore, a most important task ahead to ensure that this country would have the necessary skilled engineers to develop our mineral industry so that we would be able to compete successfully in the wide world. In my address I highlighted many of the major achievements of our members and of our Institute. In today's review, I have no wish to repeat myself and I would, therefore, ask members and visitors to regard this review as complementary to my presidential address. I must also refer you to the very full resume of our affairs written for a special brochure in March, 1944, by E. H. Johnson, a founder member, on the occasion of our 50th Anniversary. There is no need to repeat what was given there, rather I will attempt to bring that history up to date. Our Institute was founded under the name of Chemical and Metallurgical Society of South Africa on 24th March, 1894, by a group of chemists and metallurgists The name was changed to Chemical, Metallurgical and Mining Society of South Africa early in 1903, and in July, 1956 became The South African Institute of Mining and Metallurgy. We were not the first technical organisation in South Africa, the S.A. Association of Engineers and Architects having been formed in 1892. In that year also the British Institution of Mining and Metallurgy started in London. Splaine, in opening the discussion on Mr Perlman's paper, asked whether the model, as fitted by data up to 1963, predicted the rise in the price of copper in 1967, and whether the model could be used to capitalize on short-term price fluctuations.Answering the second question first, Mr Perlman said that the horizon used is six months to one year. In the very short term the activities of speculators obscured the effect of the fundamental econometric variables. This effect, however, was removed if one moved to a longer term, say, quarterly. In 1963 the model had predicted a price rise in 1964 and 1965 and a drop in price in 1966. The rise in 1967 had been caused by a strike, and imponderables such as large strikes were difficult to include in the model since they were unpredictable. Model simulation can be used to show the effect of strikes on price and the effect of small strikes is small.Mr B. R. van Rooyen said that because models are both calibrated and tested on historical data a bias was introduced which gave rise to an overoptimistic estimate of the accuracy of the forecasts. To this Mr Perlman replied that there seemed to be no alternative to the use of historical data for calibrating and testing models, and thus little hope of avoiding the bias. A second point made by Mr. van Rooyen was that manage¬ment tended to be suspicious of complex models and that frequently more heuristic models were sufficiently accurate and preferable for investment decisions. He added that if management were not involved in the model building the econometrician might easily go astray, Mr Perlman replied that symbiosis between data analysts and users of the model was essential and that the experience of the practitioner must be reflected in the model.Mr M. R. Fuller-Good remarked that a clear understanding of future price trends was essential for effective capital planning, and asked, first, how one went from the compiled data on supply and demand to the determination of their effect on price, record, whether necessary data, for example, capacities, could be obtained timeously, and, third, when strikes restricted supply, whether stockpiling by consumers induced large price fluctuations."

This paper was presented at the Coloquium on Management Techniques in the Mining and Metallurgical Industry, which was organized by The South African Institute of Mining and Metallurgy and held in Pretoria during June 1988. The author asks whether technical audits are of any use to management. Technical auditing he defines as an evaluation undertaken by an outsider of whether a technical activity is being carried out correctly. After examining the types of technical auditing, and its prerequisites and procedures, he describes its application in regard to quality, and to production processes and their adequacy. He then answers his question by saying that, not only are technical audits very useful, but they form an essential element in the provision of quality products. In addition, they give management the opportunity of testing whether the activities of the organization are being conducted correctly. This is their most important function in that they alert management to areas of potential growth, modernization, and innovation. However, the use to which technical auditing is put remains the key to its value; that is, its value depends on the positive action that each manager takes as the result of a technical audit.

After a brief account of the differences between the control of underground fires and those on the surface, the paper describes the analogue detection system used on the mines of the Anglo American Corporation of South Africa Limited. The system comprises Spanair gas analysers, Becon combustion-particle detectors, a telemetering system, a surface signal-recording and-processing system, and an alarm system. The use of the system is described and illustrated.
