The court in Baleni v Minister of Mineral Resources [2019] 2 SA 453 GP and [2020] 4 All SA 374 (GP), deliberated on the protection of rights of a community holding informal land tenure under Customary Law. The contention related to the necessary level of consent needed to acquire a mining right over such land. Moreover, whether consultations with such communities (Section 23, Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA) or consent (Section 2, Interim Protection of Informal Land Rights Act, No. 31 of 1996 (IPILRA)) was required to acquire such right. The case has a significant bearing on the granting of mining rights in South Africa, and the discretion of the Minister of Mineral Resources (the Minister) in this regard. However, the objectives of the MPRDA and IPILRA do not dovetail, therefore consultation and consent are not mutually exclusive (Tlale, 2020). This note argues that, despite the resounding victory of this case, the peripheral basis surrounding the decision and the various levels of engagement require serious deliberation. Equally, the degree of reliance on the IPILRA requires clarity to avoid aborting the fundamental objectives of the MPRDA. This paper provides considerations and recommendations that may reduce or eliminate the tensions between the statutory and socio-economic rights in the application of the two statutes.

Blaine number has long been used to evaluate the pelletising ability of iron concentrate in the industry. Much information and practical data are available about the effect of Blaine number on pelletising efficiency of different concentrate types. But not many researchers have focused on the effect of Blaine increasing method on pelletising behaviour of coarse concentrates. In this paper the effect of two different grinding methods (i.e. HPGR and Ball Mill) on physicochemical properties of coarse magnetic concentrate green and fired pellets were investigated. Microstructural studies by Field Emission Scanning Electron Microscope (FESEM) showed that the concentrate for which the Blaine number had been increased through HPGR grinding, has flake-like morphology. In contrast, increasing the Blaine number through ball mill grinding results in more granular particles. Two samples were prepared using HPGR and ball mill. The Blaine number of the HPGR product and ball mill product were 900 cm2.gr-1 and 1200 cm2.gr-1 respectively. The results revealed that pellet properties of this HPGR product are comparable to that of the ball mill product; this is due to the fact that the flake-like morphology leads to enhanced pelletising performance of coarse magnetite concentrates. The generally accepted view in rock blasting is that the sources of energy for the fracture and movement of rock reside in the shock wave and gas action resulting from the explosion, and yet the mechanisms by which these sources interact with the rock have remained unclarified. It has also been noted that up to 50% of the work capacity of an explosive released in a blast cannot be accounted for by field measurements of energy partitioning. In this study, we describe a physical model that details the response of rock to both shock wave and gas action. An analytical model based on momentum conservation is derived to describe the dynamics of shock-driven expansion of the blasthole. Radial expansion of the hole is the key parameter that permits the derivation of the following characteristics of rock response to shock loads: hole expansion time; volume of displaced rock; energy consumed per unit volume; expansion energy efficiency; stress wave pulse length; gas pressure in enlarged hole. Soon after the completion of hole expansion, the shock wave degenerates to an elastic stress wave that runs through the burden. Blasthole expansions of between 50% and 300% of diameter are completed in under 1 ms and, depending on rock properties, consume 32% to 42% of the detonation energy or about 55% of the available mechanical (Gurney) energy. Gas pressure in the enlarged holes in five rock types is between 35 MPa and 650 MPa, and drives the mass movement of burden rock.

In this study, the effects of heat treatment on phase formation and surface morphology of the Cr-Pt coated system are investigated using X-ray diffraction and electron microscopy techniques. The CrPt andCr4Pt (Cr3Pt - A15 type) phases were formed after heat treatment of the coated samples. Heat treating at 1000°C renders a distinct island coating morphology that is non-continuous in nature. A diffusional model is proposed for this coated system with regards to the surface morphology formation after heat treatment.

International Solvent Extraction Conference 1971 ISEC '71, which will be held in The Hague, The Netherlands, from 18th to 23rd April, 1971, is being sponsored by the Society of Chemical Industry in association with the Koninklijk Instituut van Ingenieurs, the Institution of Chemical Engineers and the Koninklijke Nederlandse Chemische Vereniging. The Working Party on Distillation, Absorption and Extraction of the European Federation of Chemical Engineering is participating in the Conference, which is the 101st event of the Federation. The scope of the Conference covers the entire science and technology of liquid-liquid extraction as applied in all branches of industry. Thus sessions will cover both chemical and chemical engineering aspects of the subject as applied to both inorganic and organic solutes. The conference aims to bring together academic and industrial workers in the field from all parts of the world. The programme includes over 100 papers by authors in 26 countries. In order to meet this need, this Department has for some years run one year M.Sc. courses. Engineers, often sponsored by their employers, have a choice of three courses which are respectively devoted to mining, applied rock mechanics or mineral process design. The course in Mining is divided into five subjects, which are treated from the business management point of view. It is intended to provide middle management with a knowledge of those techniques that are required by the mining engineering function in the preparation of modern projects. The course in Mineral Process Design provides a systematic use of mineral sciences, engineering and economics for ore testing and process design, so as best to balance the technical and financial requirements for specific mineral resources. The course in Engineering Rock Mechanics is designed to provide a specialized training in the engineering applications of rock mechanics for engineers and geologists, so that they are equipped to treat a wide variety of problems in mining and civil engineering. Prerequisite qualifications are a good first degree in a related subject, plus industrial experience: The rewards include an M.Sc. of the University of London and the Diploma of the Imperial College (DIC). Kriging estimates of geological resources are sometimes conditionally biased because the kriging plan contains too few samples. This may be done purposely in order to match the variance of the estimates to the true block dispersion variance. This work aims at evaluating the influence of conditional bias over the ultimate optimum pit design in relation to its shape, size and NPV (Net Present Value of profits). It has been restricted to two real case studies: a ‘carrot shaped’ gold porphyry in northern Greece and a manto-typeexotic copper deposit located in northern Chile. The methodology applied to each deposit consisted of generating a ‘real block model’ and four resource estimates by the use of conditional simulation and the application of four different kriging plans to the drillhole databases respectively. The estimation models vary in smoothness and conditional bias. Ultimate optimum pits were determined for the ‘real’ and the four different kriging models. Pit comparisons lead to the following conclusions: •In the worst case, conditional bias overestimated the project's NPV by 32% and 5% for the gold and copper deposits respectively. •The overestimation of high grades is more relevant than the underestimation of low grades. This resulted in a tonnage over-extraction of 148% and 1% for the gold and copper deposit respectively. This difference was attributable to the vastly different geometry of the deposits. •The smoothing effect of kriging, without or very little conditional bias, produced open pits that were different to the ‘true’ (ideal) ones and furthermore, underestimated the project's NPV by 10% and 6% for the gold and the copper deposits respectively. •Other factors that influence the optimum open pit design and to some extent control the effect of conditional bias are: the cut-off grade, the orebody geometry and distribution of grades within it and the amount of over-burden. Dense medium separation (DMS) is critical to the operation of coal and diamond beneficiation plants. It is also utilised in iron ore, manganese, chromite and andalusite beneficiation as well as pre-concentration for platinum-bearing UG2 ore. Gravity concentration plays an important role in the processing of diamonds, coal, gold, platinum, titanium minerals, zircon, chromite, iron ore and manganese. The DMS and Gravity Concentration operations and technology in South Africa conference will focus on the operation of DMS and Gravity Concentration circuits in the South African Mining Industry. The current status of the technologies and equipment employed will be presented as well as future developments. The conference was set up to showcase South African DMS and Gravity Concentration operations and provide a forum where operators, technology and equipment suppliers can engage in knowledge sharing. The papers cover a wide spectrum of topics, including descriptions of operations, optimisation projects, new capital projects, equipment applications, process monitoring and process selection. Most commodities and unit processes associated with DMS and Gravity Concentration are covered. The conference venue was selected to be the CSIR Convention Centre in Pretoria. The CSIR has contributed to DMS research in South Africa and it is located not far from many coal, diamond, gold, platinum and chrome mines that extensively utilise DMS and Gravity Concentration in their beneficiation plants. I believe that the papers and presentations submitted for this conference will provide a valuable future reference for DMS and Gravity Concentration, thus making the work of all the contributors to this conference highly rewarding and worthwhile.

The Chairman declared the meeting open and extended a welcome to all visitors including Mr R. C. J. Goode, President of the Institute. MINUTES OF PREVIOUS GENERAL MEETING The Minutes of the General Meeting held on the 26th June, 1969, were read and adopted. CHAIRMAN'S REPORT The Chairman presented a report outlining the activities of the Branch during the past year. Membership of the local Branch had increased from 80 to 99 during the year. DECLARATIONOF OFFICEBEARERS The Chairman announced that owing to his transfer out of the Witbank area, he was unable to accept the nomination as Chairman for a further year of office. The outgoing committee had elected Mr J. Meintjes Chairman and Mr A. Bain Vice-Chairman for the ensuing year. Mr J. Meintjes then took the chair. Mr J. Meintjes thanked Mr C. G. Sowry for his successful steering of the Branch during its period of inauguration. ELECTION OF COMMITTEE MEMBERS The Chairman then read the Scrutineers' Report and declared the following eight members elected as Committee Members for the 1969-1970 year: Messrs I. Botha, A. W. "SynopsisThe development of techniques and equipment for single-pass high-seam longwall mining in China is reviewed. Some methods used to obtain the fractured zone height are discussed. The boundary between the caved and fractured zones is generally not clear, but one important difference that distinguishes the two zones is that horizontal compressional forces exist only between blocks of fractured zone. Based on this, a theoretical method is presented to investigate the destabilizing modes of the main roof (by sliding or rotation) and is used to determine if the main roof is in the caved or fractured zone. This method considers the mining height, immediate roof thickness, bulking factor, main roof thickness, main roof strength, main roof periodic weighting interval, and vertical stress in the overlying strata. To verify the method, a representative physical model of Wangzhuang coal mine is developed. The movement of overlying strata and fractured zone height are thus obtained. According to the results, the total collapsed height of the strata reaches about 70 m above the coal floor; the first main roof bending interval is 45 m and periodic bending distance is 10–15 m; the maximum strata subsidence is around 62 mm; and the presence of a three-hinged arch causes the fluctuation of subsidence in the same stratum level. Based on the theoretical and experimental analysis, the middle of the main roof is considered the boundary between caved and fractured zone; the caved and fractured zone heights are about 21 and 49 m respectively.IntroductionThick coal seams (>3.5 m) account for about 44% of the coal rescource/reserves and more than 40% of the total annual production in China (Zhao 2004; Wang 2009). Three mining methods – slice mining, top coal caving, and single-pass high-seam longwall mining – are frequently used in underground thick-seam operations. Compared with slice mining and top coal caving, high-seam single-pass longwall mining significantly simplifies the mining processes, reduces roadway excavation, and improves coal production, productivity, and recovery. The favourable economics, high production, and technical simplicity make high-seam single-pass longwall mining one of the most popular underground mining methods for thick coal seams in China."

An industry research project has been established to examine the issue of rock mass failure in large open pit slopes. The approach began with numerically modelling failure at the laboratory scale with a displacement discontinuity program. The interim results from the program suggest the output failure mode is dependent upon the input parameter cohesion weakening. Es wurde ein Forschungsproject mit unterstützung von Bergbauindustrie bearbeitet. Die Zielsetzung der vorliegenden Arbeit war die Analysierung des Böschungsgefähr im größen Festgesteinstagebauen. Das Verfahren besteht aus der numerischer Modelierung mit Ansatz einen sonderen Rechnerprogram. Die erste Ergebnis zeigt, daß die Aufgabe am Angabendaten (cohesion) abhängig sein wird. Un project de recherche industriel fût conduit avec le but d’examiner les éboulements de roche dans les mines a ciel ouvert. La premiere étape a été de modelliser numériquement les éboulements dans un laboratoire en utilisant un programme de déplacement discontinu. Les resultants préliminaires du programme indiquent que la prédiction des ébouliements est directement reliée à la magnitude de la cohesion.

"Mining companies are under constant pressure to reduce their cost structures to sustain profitability. In mines using an open stoping mining method, dilution often has a significant effect on profitability. At Target mine in South Africa, dilution in some open stopes was found to exceed 10%, falls of ground being a major contributor to the problem. This dilution can reduce the recovered grade from 5.5 to 4.5 g/t, resulting in a potential loss of about R21 million per month based on a gold price of R240 000 per kilogram. In addition to the cost of dilution, the cost of damage to, or loss of, trackless equipment as a direct result of falls of ground in open stopes is significant. Other associated costs include transport, hoisting, secondary blasting, milling, and plant treatment of waste material. Stable open stopes are essential in order to reduce falls of ground. Back-analyses of stope instability at Target mine have indicated that conventional rock mass failure criteria are unsuitable for stope design. An alternative strain-based criterion has been developed, and has proved to be very successful, allowing the stability of open stopes to be calculated reliably. Since its implementation in 2010, dilution and equipment damage have decreased markedly, creating value for the mine. IntroductionMines that make use of an open stoping mining method aim to extract only the ore, leaving the waste behind. Many orebodies have well-defined boundaries between the ore and the waste rock. In such orebodies, the introduction of waste into the ore due to overbreak dilutes the grade. In massive disseminated orebodies, dilution is less problematic. Overblasting, falls of ground, or other causes may result in dilution. A study undertaken in Canada (Pakalnis et al., 1995) found that approximately 51% of all underground metal mines utilized open stoping mining methods and, from surveys conducted at these mines, open stoping operations experienced dilutions of up to 20%, and occasionally more. Dilution of this magnitude has a significant economic impact on any mining venture. Research carried out in Australia by Capes (2009) came to the same conclusion."

INFACON 7, the seventh International Ferro Alloys Congress, took place in Trondheim, Norway, in June 1995. The main aim of the Congress, which was held under the auspices of Euroalliages and the Norwegian Ferroalloy Research Organization, was to present the challenges facing the ferro-alloys industry on the road to the 21st century. Halyard Tveit, Chairman of the Technical Committee, summarized these as: ? the transition to a single global market economy ? new demands with regards to quality arising from customer needs, and ? increased awareness of the global environment. In the Plenary Sessions Kouichi Nakamura (Nippon Steel) outlined, from the steel industry's point of view, the relationship between technical advances in the products and more demanding ferro-alloy specifications. Advances in steel manufacturing technology and higher product quality have been supported in the past by raising the quality standards of ferro-alloys. Future requirements are bound to bring about more severe standards, and these need to be established by common agreement between both industries.

Computer Integrated Mining (CIMG) is a process of using computer networks to transform islands of enabling technologies into a highly interconnected mining system. CIMG involves the integration of advanced technologies at various levels in the mine business to achieve higher flexibility, better quality of processes and control, and improved profitability. Justifying the benefits of CIMG are difficult as many of the advantages are derived from improved flexibility, quality, and control. Justification is based on the evaluation of the benefits to be gained, compared to the required capital investment. Management tools used in mining are currently inadequate in assessing the value of advanced technology whose benefits are primarily qualitative. A key aspect of successful implementation is management acceptance, which has to be won through the capability to justify the technology's financial costs and the true value of all of its benefits. The manufacturing industry faced similar justification difficulties when adopting advanced technology in factories. A significant amount of funding and research was invested into developing management strategies and approaches to justification. Many of the problems that faced the transformation of the manufacturing industry in the late eighties and early nineties are now facing mining. The solutions derived for manufacturing may help mining in its transition to an increased reliance on integration technology. Reviewing the industrial history of computer integrated manufacturing identifies several tools and strategic frameworks that can be adapted for mining. Historical approaches to the problem of flyrock based on correlation studies and regression analysis, including artificial neural networks and similar techniques, are inherently incapable of addressing two core issues – root causes of flyrock and projection velocity. A further shortcoming of correlation techniques is that they give no information on the influence of rock size and shape on the flight distance. The scaled depth of burial model for crater blasting in the collar zone and bench face does not specifically address the question of flyrock velocity. A third approach, based on flight trajectory calculations, often neglects the very significant effects of air resistance on the trajectory. Some trajectory models incorporate air resistance but use an implausible fragment velocity model that cannot propel sizeable rocks to distances much beyond 150 m. Nonetheless, trajectory calculation incorporating the effects of air drag affords the most promising approach to the prediction of flyrock range. A unique and insightful feature of the proposed realistic flight modelling is that it collapses all suspected causes of flyrock, many of which are not well understood, to just a single parameter – the launch velocity. This indicates that the root causes of flyrock lie in the mechanisms of momentum transfer to broken rock and suggests new avenues of study.

Using complex thermal analysis methods, flotation concentrates were classified depending on what the organic and nonorganic carbon form is. The possibility of ultrafine particles of valuable components (noble metals and diamonds) extraction using physical actions of different genesis in the processing of ‘unconventional’ mineral raw materials is considered in the paper. Electromagnetic treatment is one of new technologies in the field of mineral processing. The features of the electromagnetic effect on substances include uniform heating throughout of the volume, high speed and low inertia of heating, as well as the possibility of selective heating. A selection of studies including gravity, flotation and extraction methods of enrichment using energy effects, as well as thermal analysis was conducted to establish the availability and possibility of extracting valuable components. Due to microwave and high-temperature exposure, minerals and gas-liquid inclusions are decremented, and crystal-chemical water is released, resulting in additional defects. As a result, self-cleaning of sulphide minerals from atoms of scattered gold occurs by distilling it into peripheral parts of grains and intergranular space, where ultradispersed individuals are formed. (Hons.) in chemistry (1949) from the University of the Witwatersrand. Mr G. C. Thompson matriculated at Dale College in 1951. He then attended the University of the Witwatersrand, where he obtained a B.8c. (Min. Eng.) in 1959. Mr P. T. Fewell was born and educated in the United Kingdom. After obtaining the degree of Bachelor of Engineering (Mining) in 1958 at Sheffield University, he emigrated to South Africa. DtP. R. Jochens, Pr. Eng., has been a member of Council since 1974, serving as President in 1980-1981.

It is argued that the present value of the future corporate income tax flow derived from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit.The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits.Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels.Computer simulations can be run of discounted cash flow models at various taxation levels to show the impact of taxation changes on future tax revenues."

Introduction Zircon is a natural occurring mineral and may exhibit natural low level radioactivity. It contains trace levels (90 to120 pCi/g and 110 to 115 pCi/g respectively or 3.3 to 4.4Bq/g and 4.1 to 4.3 Bq/g) of naturally occurring radioactive uranium and thorium. This mineral is often found in a suiteof minerals (rutile, ilmenite and monazite) Due to the overlap in physical properties of monazite (containing 4–7% thorium) with some of the zircon (slight magnetic susceptibility) it often contaminates the zircon, adding to the levels of thorium in the product. Hazards associated with the products from zircon and its processing is inhalation of respirable dust (generated by milling) containing radioactive uranium and thorium which may cause cancer of the lungs. Legislature regulates the transport, use, workplace environment exposure and storage of radioactive material. In America the general regulation for the unlicensed use of low levels of radioactive materials limits the concentration to 500 ppm (U plus Th). Europe (IAEA) specifies a limit of10 Bg/g (Bequerels per gram) on the parents for transport only which is a higher level of U+Th. Companies selling into these markets need to comply with these regulations and certification is therefore required, not only of the major constituents determining the price, but of the U and Th levels as well. Exceeding the limits for U and Th may result in material being returned to the country of origin. However, for the analyst the requirement is to analyse for these elements throughout the production process as well as the analysis of the ‘tails’ that is returned to the mine area. This requires a wide range of concentration to be analysed. Methods of analysis A wide variety of methods exist for the analysis of U and Th in a range of matrices. (Table I) All these methods have been used with varying degrees of success in terms of accuracy. Overall precision for the different techniques varies from 5 to 25% relative. Time to produce results from these methods vary from a few minutes to several days. The Production Chemist is expected to produce between5 and 10 analyses per hour for process control purposes. A suitable technique that fits this requirement is X-Ray Fluorescence. Both Wavelength Dispersive (WDXRF) and Energy Dispersive X-Ray (EDX) instruments are suitable. X-Ray analysis in general has a few major advantages over competitive techniques. •It is fairly simple to set up and interferences are known and easy to correct •It has multi-element analysis capabilities •Clean spectral lines for U and Th (in zircon specifically) •Uncomplicated and easy to measure background •Low detection limits (3 to 5 ppm) •A very high degree of precision •Sample preparation is uncomplicated and fast (pressed powders and fused beads). In Zircon (ZrSiO4) processed sands the matrix is constant(>99% ZrSiO4) and the background is thus essentially constant. Standards As with any other comparative technique XRF analysis relies heavily on the quality of the standards used. SYMPOSIUM ON NICKEL The 'Gesellschaft Deutscher Metallhiitten-und Berglaute' is holding a Symposium on nickel on 24-25 September, 1970 at Wiesbaden, on the occasion of the G.D.M.B. Annual Meeting. Some 24 papers will be presented by metallurgists from many important companies around the world. VISIT TO THE COUNCIL FOR SCIENTIFIC AND INDUSTRIAL RESEARCH On 23rd June, 1970, members of the Institute visited the C.S.I.R. in Pretoria. More members had booked for this tour but the current flu epidemic caused cancellations which was unfortunate. The visit was organised with military precision, which prevented detailed discussion of any particular subject, but provided a bird's eye view of a large number of interesting projects. The visit was packed with interest for all and those requiring further information were invited to contact the relevant divisions afterwards. Or Denkhaus welcomed the delegates and stressed the importance of integrating research efforts with industry's requirements. An excellent colour and sound film was shown which depicted the work of the Rock Mechanics division. This showed very clearly methods used for preparing rock samples and demonstrated the machines and instruments for the various tests. It made one realise the extent to which this research has been integrated with the actual mining situation. The fullscale experiments underground showed the failure of pillars under applied loads and were very interesting. This is undoubtedly a film which all mining people should see. After the film the rock mechanics laboratories were visited where the actual machines were seen and described. We then visited the metal and strength mechanics sections where the metallurgists were able to see some interesting experiments and tests. We also visited the Aeronautics Research group where a large 1 000 hp wind tunnel was inspected. We were told enough about this to realise something of the complexities involved in the design and operation of a closed circuit tunnel of this type. The tunnel is used for tests on models which are necessary for the design and modification of aircraft. After a very excellent lunch at the C.S.I.R. recreation centre, the delegates attended two lectures-one by Mr. Mandersloot of the Chemical Engineering group, who outlined the varied functions of this group and told us something of their work. Of particular interest was the research into the suitability of various South African manganese ores for dry cell batteries. Work on the thickener settlement studies interested the metallurgists. The second lecture was given by Mr Donaldson of the National Building Research Institute. This Institute has about ten divisions each of which covers a particular aspect of building research. The work of the soil mechanics division was described in detail and illustrated by coloured slides. This was particularly interesting and demonstrated clearly how building failures result from lack of attention to detail of construction where unstable soil conditions exist. Cracks in walls of compound blocks brought the subject home forcibly to the mining delegates. This division has also caried out important work on sinkholes and sUmes dams and produced some positive results. Altogether the visit was most interesting and enjoyable. It was made more worthwhile because the emphasis was on the work being carried out and not on just seeing the laboratories. The Institute is greatly indebted to the C.S.I.R. and its staff for the very excellent arrangements made.
