Mrs. Kuhlmann is President of Citizens for Total Energy, an International volunteer grassroots organization with the purpose of educating the public on energy alternatives. CITE strongly advocates responsible citizen participation in the establishment of energy policy.

President Robert M. von Storch, General Superintendent, Coal Mines and Quarries, Columbia-Geneva Steel Division, United States Steel Corporation, Dragerton, Utah, called the meeting to order at 9:30 a.m. in the absence of John Peperakis, Past President, who was usable to attend because of a mine fire. He welcomed the members with a paper entitled "With Serene Confidence." He also showed a short movie, "The Waiting Harvest," with his speech. Following the president's speech, the first business meeting of the Institute was held. Secretary-Treasurer Fred Whiteside presented the Treasurer's Report. Motion made by Mr. Whiteside, second by Stan Shubart that this report be accepted. Motion carried. Because the minutes of the last meeting were published in the Institute's booklet, the reading of the minutes was dispensed with, and the President announced the members of the various committees: General Chairman ? Our presiding officer for this session is someone we are all proud to be associated with. One who is dedicated to Public Service and Safety in the State of Colorado, and known in the mining field and the Colorado Mining Association. We are very pleased to introduce Mr. Donald Haske, Chief Mine Inspector for the State of Colorado: Donald Haske: Officers, Members and guests. It is certainly my pleasure to be here today and an extra special pleasure to be presiding over this session. As some of you know, from natural up, heavy equipment is rapidly coming to the field of mining. This may seem a long way off at the present, but it certainly isn't. We are getting all the old annuals (Bi) together to be compiled for a guide and public attraction. However, we are unable to locate an (1894 panel). If any of you know of any of these please let us know.

Zatek, Product Specialist, Portable Instruments; Mine Safety Appliances Company, Pitts¬burgh, Pennsylvania. His presentation was illustrated by slides and subject, "Problems of Noise as Applied to Coal Mining." (See Index for printed text of Mr. Zatek's paper.) Mr. Zatek has been with Mine Safety Appliances Company for the, past 14 years) Prior to going with M.S.A. he was Indus!, trial Hygienist for Pennsylvania Department of Health, a position he held for 10 years He attended the University of Pittsburgh, Pittsburgh, Pennsylvania, and graduated with a B.S. degree in Chemical Engineering. He is a member of Air Pollution Control Association, American Society of Safety Engineers, Instrument Society of America and the American Industrial Hygiene Association. He is certified by the American,' Board of Industrial Hygiene in Compre¬hensive Practice of Industrial Hygiene and also by the Bureau of Mines to be an Instructor in Noise Measurement and Control.

SECRETARY SHUBART: This letter will not surprise you. (Reads) UNITED STATES DEPARTMENT OF COMMERCE Bureau of Mines Washington Sept. 4, 192G. Benedict Shubart, Secy, Rocky Mountain Coal Mining Institute. Denver, Colo. Dear Sir: "Sorry not to be able to be with you but since my function in the Institute has been largely along the line of `stirrer up of trouble' (of course always with the aid of Dalrymple), I do not wish to fall from grace now so am sending you a pamphlet on the last page of which is a' tabulation as to accident indices of various coal mining states and it seems to indicate that the states comprising the Rocky Mountain Institute have the poorest accident record of all the states producing coal. "It seems to me that even allowing for possible deficiencies in connection with placing accidents upon basis of hours of exposure, our western states need to `tighten up' as to safety practices, hence I hope that the Safety Committee report will be both drastic and progressive and that western coal mines apply the drastic proposals in addition to approving them as the policy of the Institute. Why wouldn't it be advisable to have a committee appointed to ascertain why the safety record of the states comprising the Institute is so bad as to coal mines? Wishing the Institute all kinds of success." (Signed) D. HARRINGTON. SECRETARY SHUBART: He encloses this pamphlet issued by the Bureau of Mines. On the back of it is this table; and it is a fact that the Rocky Mountain States are down at the lowest in almost every case, at the lowest point, with the highest accident rate in almost every kind of accident. Maybe he is wrong; maybe he states this for reasons. That is a rotten looking table for us.

MR. McCLURE: Mr. Chairman, you sprang a surprise on me; I really came over here for a good time. Gentlemen, I am not at all qualified to pose as an expert on pulverized fuel; I have merely been making some rather interesting observations, and unfortunately at the present time, a great deal of substantial data, the technical data, I don't happen to have with me; it is still in the process of being calculated, but I will be very glad to tell you some of the observations as I have made them, and in as truthful and complete a way as I can. The question of how we would handle fuel became a very pressing subject in this new Valmont electric plant, which is now under progress. We have studied the methods of burning fuel for a number of years on different types of stokers at the existing plants in Denver; we are burning it with a natural draft chain grate and with underfeed and with forced draft chain grates, and I am very frank to confess at the present time that I have no answer as far as stokers are concerned for a better solution of the problem of burning lignite. In other words, I could not tell you that this or that is a better type of stoker to use for that coal. However, to boil the thing down, after considerable trials, the underfed stoker was chosen as the one most adaptable for the utilizing of lignite fuel if stokers are to be used. In other words, the chain grate was put aside. I might say in support of the chain grate, the prime reason for which that type of stoker was condemned, as far as lignite goes, is the initial investment charge and the large maintenance which is involved.

PRESIDENT LITTLEJOHN: Is there any member that has any question to ask Mr. McCleary on the subject? MR. TESCHER: What do you figure it costs to do this? MR. McCLEARY: Between one and a half and one and three-quarters cents per kilowatt hour. MR. TESCHER: That includes all charges? MR. McCLEARY: All charges, fuel and labor. PRESIDENT LITTLEJOHN: Mr. McCleary, you were talking about a ten-inch top on the cars. Don't you find there is considerable spillage when raising or lowering the cars? MR. McCLEARY : Not after the men get accustomed to loading cars properly; at first, they just loaded it on in any old way, but wall it onto the cars solidly after a few days at the mine. I do not think we have that condition now. PRESIDENT LITTLEJOHN: Did I understand from the paper there that the rock dust you are using contains 90 per cent silica? MR. McCLEARY: Twenty; less than twenty. PRESIDENT LITTLEJOHN: I got that figure wrong. Are there any other questions to ask? MR. SCHLOSS: I would like to know what kind of machinery Mr. McCleary is using for rock dusting and are they rock dusting the rooms, or not? MR. McCLEARY: We have only recently started rock dusting, and the machine that we are using is Mr. Tescher's machine. We start in at the face of the main entry and move against the air current rock dusting every room and the entry every 50 feet. Every 50 feet, we stop the machine fifteen or twenty minutes at that point and rock dust up in the room and around the entry at that point. PRESIDENT LITTLEJOHN: Do you do any water sprinkling at the faces-at the working face? MR. McCLEARY: Yes, sir, every working face is sprinkled every day, and at least every two days at all points in the mine. PRESIDENT LITTLEJOHN: Does it affect the rock dust in any way? MR. McCLEARY: That was true before we started rock dusting. The faces only are sprinkled now. PRESIDENT LITTLEJOHN: Where you stop to sprinkle with water, you do not figure on rock dusting? MR. McCLEARY: I will just change that around. Where we do rock dusting, we do not expect to sprinkle. Where the faces of the coal are fresh, from day to day, that is where the sprinkling will be clone. PRESIDENT LITTLEJOHN: That is the fresh faces? MR. McCLEARY: Yes. I might add right here, I believe Mr. Tescher made the statement that cross-cuts up an 8 per cent pitch were the steepest that

It is indeed gratifying to note the marked improvement in the methods used in the coal- mines today compared to the methods in earlier days. Away back in the decade of 1900 to 1910 many of the mines were conspicuous for their absence of sprinkling and humidifying systems, as a result much of the natural moisture was absorbed by the dry air current and carried out of the mine and the mine was left dry, dusty and dangerous. This dangerous condition was intensified by large accumulations of fine coal dust on the haulageways where fire flashed from poorly lubricated rollers and bullwheels-trip riders used a torch with a flame reaching to the back of their necks, and large supplies of blasting powder were kept in the mines. Accidents and disasters were very frequent as we, in our ignorance flirted with danger. Staggered by the numerous accidents, and the nature of them; men began thinking along lines of safety, they worked out schemes and after many disappointments succeeded in having, some very whole some legislation enacted covering coal mining operations only to find that much lawlessness was still being practiced by the miners whom they sought to protect; step by step these safety men forged ahead, enlisting the co-operation of a few men about the mine whom they called a safety committee, until, today, we have an ironclad mining law which all have to respect. We have sprinkling and humidifying systems, the miners electric lamp, permissible explosives and many other devices making for greater safety in the operation of our coal mines. Our mines are no longer veritable gasometers and powder storehouses, as I. knew them to be in South Wales, Britain, where I started to work in the mines. Instead, the mines of this day are healthy, well lighted and ventilated workshops and too much cannot be said in the praise of safety engineers who, fought altruistically in their efforts to bring about the wonderfully improved conditions in the coal mines of this day. While the possibility of a mine fire starting, in these days of scientific mining, is remote every one admits there still exists a possibility and to deal with a fire, should one start, most coal miners are equipped with fire extinguishers. Extinguishers of all designs conceivable are on the market, the different extinguishers are charged with different chemical substances, Some are charged with patented chemicals and others with baking soda and sulphuric acid and so on, however, many of them are equipped with about eighteen inches of rubber hose and bear the conventional "FOR FIRE-TURN UPSIDE DOWN" but nothing is said to indicate how close it may be necessary to take the extinguisher to the fire before doing the "TURN UPSIDE DOWN" act, neither is anything said as to what effect the contents may have upon the' hands, face or body of operator should he come in contact with the liquid, nor is any warning given as to the dangers in the fumes which may come from the contents of the extinguisher in contact with the fire.

Much has been written by men connected with the coal mining industry, and mining laws have been enacted for the safety of the men employed in the mines, and for the protection of property connected therewith. It seems almost impossible for anyone to select a subject that has not already been read, discussed and put into effect, especially in the coal mines of Western America. There is, however, a subject of much interest to the mining public, and to which I have given a great deal of study and consideration, and which I believe will be received by this convention, and will be given due consideration in the future in applying it to the safety of the mine,- "Efficiency in Shot Firing." Beginning with 1865, and for a period of 28 years in the state of Colorado, the annual reports of the chief inspectors show that 1159 coal miners were killed in the following manner: Five hundred eighty-two by falls of rock and coal ; 517 by gas and dust explosions; 6o by careless handling of explosives and the shooting of coal by the, individual, miner. It is my firm belief that 75 per cent of these fatal accidents might have been avoided, if a safe and proper shot firing system had been installed, at each and every mine. This may sound unreasonable, but I believe that the blasting of coal by the individual miner, and the use of black powder, squibs and fuse has, in reality, caused the death of many miners, from shock after blasting, the shooting out 'of timbers, and working in powder smoke, which fatal accidents were attributed to falls of rock or coal. These conditions led the people of Colorado, through their representatives of the General Assembly of Colorado, to enact a new coal mining law, and in 1913 this law became effective, containing twelve sections devoted to the subject of Efficiency in the System of Shot Firing. During the period 1913 to 1920, the employment of a shot firer, the use of permissible. powder, and the electric hand battery has resulted in safer mines, safer miners and safer shot firers, and I believe every coal mine in the state should employ first-class, certified shot firers, use permissible powder and fire the shots with an electric hand battery. I believe where gas generates in dangerous quantities, which is generally determined by inspection of the mine, and the daily report, the shooting in. such a mine should be done by electric battery located outside of the mine. Where permissible powder is used, I have seen the shot firer start down the mine with a belt around his waist containing one hundred caps, a safety lamp to test for gas, and an open light to ignite the fuse. Would it not be much safer for the shot firer if he used the electric hand battery? In non-gaseous mines where black powder is used, I have. seen the miners carry fuse into the mine, and shot firers have been known to partly tamp the holes, which was

(The following discussion took place on this screen lecture in the dark.) MR. SHUBART: Would you give us a little .explanation as to the operation of this machine and what you are doing with it? MR. TESCHER: There is a 20- horsepower motor, rheostat, crusher, and a fan mounted on one base plate and operating on one shaft. The fan is overhung on the shaft. The only bearings you have are the bearings on each side of the crusher and the motor hearings. On one side of the ma- chine there is an opening for feeding shale. The machine is operated at 1,200 revolution per minute and as the shale is pulverized, the fan automatically exhausts fine dust from the crusher from an opening in the top of the crusher. The machine pulverizes 3,000 pounds in eight hours, reducing the materid to one hundred mesh. The last ma- chine we put in has been operating continuously fifteen hours a day for the past sixty days, without repairs of any kind. PRESIDENT LITTLEJOHN: Where is the machine in operation? MR. TESCHER. At the Royal mine. We have used ordinary mining ma- chine cable in local movements of the machines. This has enabled us to have twenty-two locations throughout the mines. The mine is highly gaesous, and the machines had to be placed on intake air. MR. SHUBSRT: What type of crusher do you use? MR. TESCHER. A No. 16 Universal, operating at 1,200 revolution per minute. M. SHURART: What material do you feed to it? MR. TESCHER: We have shale three-quarters of a mile from the mine. In the winter months we have been troubled with moisture. We build a kiln and get this shale and load it into the kiln for drying and then place it into a pit car and take it into the mine. The material must be dry. We have also used slate in the mine and have had good success. The slate at the mine is fairly hard. I presume, however, that the slate will probably carry a high silica content. MR. SHUBART: Mr. Harrington claims that silica does not do the harm, as was formerly supposed. MR. TESCHER: There is still a question as to whether it is harmful or not. PRESIDENT LITTLEJOHN: Are there any of these machines in operation closer than Aguilar? MR. TESCHER: There is one at the Alamo mine. Mr. Quealy also purchased a couple of them for use at his Wyoming mines. PRESIDENT LITTLEJOHN: Are there any other questions you would like to ask Mr. Tescher regarding his rock dusting machine while it is on the table for discussion? MR. A symposium concerning "The Image of the Coal Industry" was presented at 2:00 p.m. in the Conference center and chaired by Charles W. Margolf, RMCMl Program Chairman and Vice President, Western Coal Development, W. R. Grace & Co. MR. McKEEVER: I'd like to do one thing and that's to introduce our Program Chairman, Charlie Margolf, who will be handling this portion of the program. Charlie and I have been acquainted since late 1973. He has worked together with me on several projects at W. R. Grace here in the west; a dear friend and one that I just want to say thanks to again. I think I have a little token of that appreciation here for Charlie. Here you are Charlie. (present given) I turn the command over to you. Mr. Margolf, a native of State College, Pennsylvania, received a Bachelor of Science Degree in Industrial Engineering from Pennsylvania State University in 1950 and a Juris Doctor Degree from University of Pittsburgh School of Law in 1953. His professional experience has beem as an attorney in the Law Department of Reynolds Metals Company, Richmond, Virginia, where he served as legal counsel to the Geological Department the mining subsidiaries of the parent company both foreign and domestic, the Power Department and the Oil and Gas Division. He was closely associated with Reynolds Mining Corporation's project at Lake DeSmet, Wyoming, from its inception in 1954 and became Manager of the Wyoming Division of Reynolds Mining Corporation when it was established in 1966, holding that position until September 1972 when he joined Cameron Engineers, Inc. of Denver, Colorado as Vice President in charge of its coal, water and environmental activities. Mr. Margolf joined W. R. Grace & Co. in January 1974 as Director of Western Coal Operations. Memberships are held in the Virginia Bar Association, the Wyoming Bar Association, the American Bar Association and its Section of Natural Resources Law, the Wyoming Engineering Society, the Colorado Mining Association, the Rocky Mountain Coal Mining Institute which he has served as vice president for Wyoming, the Society of Mining Engineers of the American Institute of Mining, Metallurgical and Petroleum Engineers, the Minerals Information Committee of the Denver Chapter of AIME and the Denver Coal Club which he has served as Chairman of its Board of Directors. He has also been a member of the Montana Coal Council and served as a director, the Wyoming Water Development Association which he has served as a director for industry and as first vice president and the Wyoming Mining Association. He has been reappointed by Governor Lamm to the Governor's Scientific Advisory Council. He was appointed by the Federal Power Commission, Gas Policy Advisory Council, to its Supply- Technical Advisory Task Force - Synthesized Gaseous Hydrocarbon Fuels and served as Vice Chairman of that Task Force. He has been reappointed by the Secretary of the Interior to the Solid Fuels Unit, Department of the Interior, National Defense Executive Reserve. He also serves on the Advisory Council to the Industrial Ecology Institute of the Colorado School of Mines and was recently elected a member of the Board of Directors of ROMCOE (Center for Environmental Problem Solving).
