Ventilation is undoubtedly the greatest single safety factor in the operation of a coal mine. Any condition or occurrence that interrupts the ventilating current or changes its normal course through the mine workings is a distinct hazard and should be considered as such by every coal-mine owner, operator, and worker. The hazard, of course, is much greater in a mine that is emitting gas, as an explosive mixture can accumulate in a very short period if the ventilating current is interrupted. It is common to find one or more entries producing 600 cubic feet or more of methane per hour. If the ventilating current were short-circuited from these entries for 15 minutes, there would be an accumulation of 150 cubic feet of methane, which, when mixed with enough air to dilute it to the lowest explosive point, would make about 3,000 cubic feet of explosive mixture; this gas could be ignited in almost any normally operated mine by a cutting machine or other electrical equipment. The ignition of this quantity of an explosive gas-air mixture can readily cause an explosion of coal dust that would completely wreck the underground workings and possibly some of the surface structures. In fact, the ignition of one-tenth of the above quantity of an explosive mixture of gas and air might readily start an explosion that would, extend through every part of a large mine. The possibility of occurrence of interruptions to the ventilating current has received comparatively little consideration from mine owners, operators, and workers in many parts of the United States. Such a possibility should be considered in connection with every mine that gives off explosive gas, and steps should be taken to prevent it.

This U.S. Bureau of Mines report provides a detailed description of the Bureau-designed modified shearer clearer system. Engineering drawings are provided for all major components of this system. The modified shearer clearer system is a revised version of the original system and is intended to improve the ventilation around both cutting drums. The original shearer clearer technique was solely a dust control technique that has been effective in lowering shearer operators' dust exposures. The technique uses a series of water sprays that not only knock down a portion of the dust cloud but also act as small fans that move a substantial amount of air and keep the dust cloud from dispersing over the shearer body. The modified version is composed of two additional spray blocks for improved air movement around both cutting drums, thus lowering methane levels and the likelihood of an ignition. A laboratory study performed with the modified version in a full-scale longwall gallery resulted in a 73-pet reduction in methane concentrations at the shearer machine for both cut directions. The air-moving capabilities of the system provide more turbulence at the cutting drums and reduce methane levels.

The Bureau of Mines has undertaken beneficiation investigations on samples representing large tonnages of oxidized taconites in order to develop and evaluate applicable technologies for producing iron oxide concentrates from these materials. Information derived from the investigations can be used to expand the domestic iron raw-materials base and to establish the impact these taconite deposits may have on future national iron ore requirements. This report describes a process that includes reduction roasting, magnetic separation, and flotation, applied to a western Mesabi Range sample taken near Coleraine, Minn. The sample contained 36.8 pct iron and 46.0 pct silica, and represented 0.5 to 1 billion tons of crude material. An average of 962 lb/hr of oxidized taconite was roasted with 33 lb/hr of lignite in a 35-foot-long rotary kiln. Pulverized lignite and natural gas maintained the kiln operating temperature at 850° C. The roasted taconite was beneficiated by magnetic separation and cationic flotation in a 900-lb/hr pilot plant and yielded a product analyzing 68.1 pct iron and 4.6 pct silica, and containing 82.4 pct of the iron in the kiln feed.

Arsenic-containing flue dusts are currently being stockpiled by several nonferrous smelters in the United States. These stockpiles are a source of environmental concern since the dusts can be transported by wind and contain water-soluble arsenic. The stockpiles also represent an alternate source of metals. To provide a quality environment, the Bureau of Mines investigated a process to make environmentally acceptable the discard of arsenic obtained from the treatment of arsenical flue dust. The process includes (1) leaching arsenic from a lead smelter copper dross flue dust, (2) fixing arsenic as an insoluble compound, and (3) recovering other metal values. Overall results of acid-leaching tests on lead-smelter flue dusts showed that H2S04 dissolved 80 to 90 percent of the As, Zn, and Cd, and up to 86 percent of the In. Pb, Ag, and Au remain in the residue, which can be recycled to the smelter. Indium was recovered from the strong acid leach solution by solvent extraction; arsenic was fixed in a stable form by precipitation with Fe2(S04)3 and CaO or CaC03.

3. Preliminary Evaluation of Mine Sealing Techniques As the first stage in the development of a technique for the remote sealing of mines, a state-of-the-art survey of various mine sealing techniques was conducted. This was expanded to include a review of different materials offering some potential for use as a mine sealant. Techniques for the remote placement of materials for other applications were evaluated, and system concepts for dis¬tributing remotely placed materials were developed. This preliminary review led to the development of a functional description of a general mine sealing technique to meet the specified conditions. Various potential system configurations were synthesized. These were subjected to a preliminary evaluation based on estimated confidence in system performance, development risk, cost, and sealing time. Based on this preliminary evaluation, promising mine¬sealing techniques were selected for further development. This section presents a review of the following: (a) Techniques for constructing permanent seals from within a mine. (b) State of the art in remote sealing for mine fire control. (c) Techniques for remote placement of materials for other applications. (d) Systems for distributing remotely placed material. (e) Materials for mine sealing. (f) Synthesis of remote mine sealing concepts.

"INTRODUCTION The Ward copper deposit was brought to the attention of the Bureau of Mines in September 1943 by John J. Knob, 217 E. Penn Street, Long Beach, N. Y. At that time all Bureau of Mines work on Seward Peninsula was being directed to the exploration of deposits of tin, a metal high on the strategic list. It was not until September 1946 that the Bureau could make a preliminary examination of the Ward prospect.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Introduction This Instructor’s Copy contains most of the materials trainers will need in order to use Drill Rig Incident (DRI). It includes suggestions for using the exercise, performance objectives for the training, master answer sheets, a scoring key, and a set of discussion notes that provides additional subject information. Four appendices are also included. Appendix A is the complete exercise problem booklet. It may be reproduced so that every person in the training class has one. Appendix B contains answer sheet blanks. The blanks are furnished if you choose to have the invisible ink answers that appear in appendix C printed on them at your location.3 Answer sheets are consumable. One is needed for each group of three to five persons who work the exercise together. An alternative is for each individual trainee to have his/her own answer sheet. Eliminate accidental tramming of a cleanup tractor. Approach A switch was installed in the operator's seat cushion to pre-vent the cleanup tractor from tramming without an operator in the driver's seat. How It Works The operator must be seated, and the Forward/Reverse Switch (that controls tramming direction) must pass through the NEUTRAL position before the vehicle will tram. See Figure 1. A pressure-sensitive seat cushion switch, a solid-state relay, and a double-contact relay were added to the control circuitry of an S & S BMUAT -88 cleanup tractor to create this tramming interlock. The weight of the operator on the cushion closes the seat cushion switch (Figure 2, A). This activates the solid-state relay (B), which completes the initial circuitry. Moving the For- ward/Reverse Switch (C) to NEUTRAL energizes the coil in the double-contact relay (D) and closes both contacts. One contact completes a sustaining circuit which keeps the double-contact relay energized. The second contact transfers power to the remaining contacts within the Forward/ Reverse Switch. These circuits are shown in greater de- tail in Figure 2.

The empirical nature of this investigation required measurements of variables under operating conditions in underground coal mines. The variables to be measured were based on the postulated character¬istics of the loading function, as described in the previous chapter. One class of variables presumed to influence the loading function are geological variables. Accordingly, the sites for data collection were selected in different bituminous coal seams at dispersed locations in order that variation in geological conditions would exist. Seven mines in central and western Pennsylvania and one mine in northern West Virginia were selected as data collection sites. Five different coal seams were represented by these mines. The remaining classes of variables - geometric, mechanical, and procedural - were measured as they occurred in the mines. A description of the measurements, and the conversion of these measurements to forms which could be-analyzed for effect on the loading function is given. Mining Dimensions At the underground working face, the following dimensions were measured: a. Thickness of coal excavated. b. Thickness of shale excavated. c. Total height excavated. d. "The use of helmets during the war has accentuated interest in the advisability of using stiff hats in mines to protect the miners against falling rocks. About forty per cent of the accidents in mines are due to falling rocks or roof. A large number of these accidents could be prevented if the miners wore stiff hats or helmets.The use of head protective devices in minas is not new, for they have been in use for many years in Europe and in the Lake Superior District in the United States. In practically all of the mining districts in Europe stiff hats of some kind are required by the mine management. George S. Rice, chief mining engineer of the Bureau of Mines, reported that in Germany, Belgium, and France stiff hats made of papier mache or felt rosin are in use. Similar hats are generally employed in the Lake Superior District. In building the subways of New York and Philadelphia it was the practice of engineers and workers to let the hair grow very long and to wear a close fitting cap or felt hat. In Germany the hats are high like the military helmets, whereas in France and Belgium they fit more closely to the crown. In England the practice is mixed. As a rule the miners use soft padded caps, but in Yorkshire many of the miners use sole leather, tight-fitting caps of jockey pattern with the seam forting a little ridge down the middle of the cap. These hats are very useful allow thin beds of coal, as in crawling one is very likely to strike his head a sharp piece of rock or on a timber. Of course, such mishaps are more likely to occur to a man not familiar with the mine. It must be admitted such hats do not stick on well, though this is usually due to their not being especially fitted. The German hat is particularly unsuited to an American-shaped head.It is interesting to note that on the continent tight cotton caps are generally worn over the hair and under the hard hat. This is a measure for cleanliness which is excellent. In low beds of coal share much crawling on hands and knees is necessary the dirt and coal dust sift down, making the miner black and dirty. In metal mines stiff hats are of especial use in shaft work; also in raises or high stapes. A small fragment of rock falling some distance either down a shaft or raise would kill a man if it struck him squarely on the head. A stiff hat or helmet may protect him and save his life. At a station in a shaft where men are loading the cage or skip, some kind of adequate head protector should be compulsory. A head-protecting hat or cup which is also a good insulator should be worn where there is danger of striking one's head against a wire carving an electric current."

In overview, the world's mineral industry in 1989 registered gains over its 1988 performance, but these gains were by no means as pronounced as had been those of 1988. The traditional statistical measures of mineral industry performance, namely production, trade, and consumption levels, reflected significant growth in most industry sectors from crude material extraction through the gamut of down- stream processing. Growth in market economy countries generally exceeded growth in the centrally planned economy countries as a result of a variety of causes that will be covered subsequently, but even among the centrally planned countries there were some upturns. In contrast to these measures of the soundness of the industry, the situation for nonfuel mineral and metal prices was less satisfactory than in 1988, and low crude oil prices continued as a problem for the all-important petroleum sector, despite some gains during the year. The oil price situation mitigated against price increases for competitive fuels. Although this was unfavorable for fuel producers, it remained advantageous to consumers, including nonfuel mineral producers, processors, and transporters. Thus it cannot be viewed as a negative factor for the whole of the global mineral industry. Global crude mineral output value was estimated at nearly $1,420 billion in current dollars, an increase of 9% over the 1988 level, and an increase in current dollar terms for the seventh consecutive year. Measured in terms of constant dollars, however, adjusting for inflation, the increase was only 4.7% compared with the 1988 level. Despite the prolonged growth trend, the 1989 crude mineral output value level was still 3.2% below the record high set in 1980, which was $1,467 billion in terms of 1989 dollars.

So many subjects are covered in State mine-safety regulations that any attempt to compare different State laws in their entirety would be futile. On the other hand, if one selects a single phase or branch of safety work, such a comparison may prove profitable. The subject selected for study in this paper is limited to legislation or regulations dealing specifically with safeguarding (electric) motored equipment used in gassy mines. T When one reads glowing accounts of the safety activities being carried on here and there it is easy to believe that everything which is right and proper is being done to safeguard the mine.workers; but, when one takes time to look into the weakness of many State regulations, it is evident that there is still room for improvement. Undoubtedly it would have been much better for the safety of mines if electrical equipment had been introduced into mines 50 years earlier. If electricity had been in general use when the first mine regulations were pre- pared, those formulating the rules would have covered this hazard along with other hazards, but as electricity came in at a later period, safe mine legisla- tion regarding it has been woefully neglected. Today the United States in general is far behind most other coal-producing nations in the provision of adequate safety rules or laws for the installation and maintenance of electrical equipment and wiring. Returning to the subject of our study, approximately 30 of the 48 States mine coal. More than 20 of these States' produce coal in large quantities. How- ever, of the 30 States only four, 3 Pennsylvania, Utah, Washington, and West Virginia, have laws which specially call for the use of explosion-proof types

Research was conducted to develop operating techniques and define some of the limiting parameters for microbially converting hydrous calcium sulfate to hydrogen sulfide. The work was carried out in either glass stoppered flasks or anaerobic fermentors. Using the criteria of pH, temperature, number of bacteria per milliliter of test solution, and hydrogen sulfide produced, it was shown that hydrous calcium sulfate could be microbially converted to hydrogen sulfide at a rate of 7.3 g H2S/1 of fermentor volume per 24 hours. The various parameters defined were pH, temperature, and medium exchange rate. These were shown to be a pH range of 7.2 to 8.8, a temperature range of 30° to 35° C, and a medium exchange rate of 70 percent of the ferment or volume per 24 hours. It was also shown that a daily waste was between 50 and 77 percent as effective as sodium lactate in supporting the production of hydrogen sulfide and that by utilizing a gas to purge the fermentation system, a 1.7-fold increase in hydrogen sulfide was obtained.

Recent research conducted by NIOSH, Pittsburgh Research Laboratory showed that electrical current levels permitted under parent regulations may not limit cable temperatures to less than 90 °C in reeled trailing cables. Reeled cables, tightly wrapped with many turns, ell carrying current in an enclosed space, can become overheated due to poor heat transfer. This overheating can cause the cable insulation to soften and become easily damaged. The damaged insulation reduces the life of the cable and can lead to shock, electrocution, and mine foes. This paper describes a method of measuring the conductor temperature of untie trailing cables during no anal operation. The temperature is measured using a 50/175 micrometer Graded Index Multimode Optical Fiber located in the center of the metallic conductors. Distributed temperature measurements arc made using an Optical Time Domain Reflectometer (OTDR). This system is capable of measuring temperature with an accuracy of plus or minus one degree centigrade over a length of 4 km at 1-m intervals. With this unique way of measuring temperature, tests can be conducted simulating actual mine conditions and provide important data to allow MSHA's Approval and Certification Center to develop approval criteria for cyclically rated reeled machines.

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted at the Bureau's Mount Weather Testing Adit, Mount Weathe, Va. The Bureau of Mines, U.S. Department of the Interior, is investigating several types of low-grade uranium deposits. Projections indicate that an increased percentage of future production will be derived from such sources. One material studied was from the Coso Mountains of California; this material contained 0.04 to 0.12 percent U3O8. The deposit contains at least two distinct types of mineralization. The material representing the bulk of this deposit was amenable to acid leaching; 80 to 85 percent U308 extraction resulted from leaching with 20 to 40 pounds per ton of sulfuric acid. No oxidizing agent was required. This ore fraction could be treated by either agitation or percolation leaching. Uranium recovery and purification from the acid leach solution was accomplished using anion exchange followed by precipitation with hydrogen peroxide and ammonia. The second type of mineral was very refractory to acid leaching; a maximum extraction of only 44 percent was obtained with sulfuric acid. Nitric and hydrochloric acids were ineffective also.

Introduction The Cost program was developed to provide the planning engineer with a tool to evaluate the cost implications of the technical mine design decisions. Direct costing methods are employed, where feasible, to provide greater detail and accuracy in the primary cost centers. Options have been provided in the cost computation, economic analysis, and output data subsystems to increase the flexibility of the system. Computer Program The program is written in Fortran IV for use in the IBM System 360/370 computers. i. Main - The main routine reads and stores input data from three sources, user input, Cost Data Library, and data transfer from the Master Design Simulator. Data is trans¬ferred to the appropriate subroutines, as they are called, by means of labeled common blocks. ii. Subroutine CSTCOM - is a data modification routine which computes the peripheral charges related to labor and supervisory costs. iii. Subroutine MANPWR - interrogates section data to determine the total labor and supervisory costs for each cost center. iv. Subroutine CAPCST - computes the total capital investment for each cost center, including the economic life and salvage value of each element. Sulfur content data from Bureau of Mines routine analyses of 1,060 United States crude oils were used with crude oil production data for the years 1956-66 to prepare tables and charts that illustrate the volume and percentage distribution according to sulfur content of crude oil produced in 10 geographical areas of the United States. Similar relationships for foreign crude oils based on analyses of 201 crude oils and production during 1966 are illustrated for Africa, Canada, Middle East, and South America. Tables are included giving field name, sulfur content, geologic name and age of producing formation, depth of producing formation, and production during 1966 for 882 United States crude oils and 201 .foreign crude oils. Between 1955 and 1966 the average sulfur content of crude oils produced in the United States decreased from 0.73 to 0.67 percent.

The association of automotive fuel composition with exhaust reactivity was studied in an experimental program that involved testing with different automotive engines and with gasolines of varied composition. Results showed clearly the exhaust reactivity to increase with increasing levels of polyalkylbenzenes in the fuel. No other systematic patterns of high significance were detected in the association of exhaust reactivity with several broadly defined groups of fuel components. For the purposes of this study, had it been possible, fuel composition should have been defined and expressed in terms of component groups such that the potential for exhaust reactivity would be the same within each group and different from group to group. Classification of fuel components in terms of the paraffins-olefins-aromatics groups does not meet the latter requirements. For appropriate classification of fuel components more information is needed on the combustion .of hydrocarbons in the multicylinder internal combustion engine. Statistical analysis of the mass emissions data showed significant car and fuel effects on hydrocarbon, carbon monoxide, nitric oxide, total aldehydes, and formaldehyde emission levels and on total photochemical reactivity. Car-fuel interactions were not significant at the 90-pct level. Correlations were found between mass emission parameters and fuel composition.
