"This paper discusses the evaluation and application of a portable parked-vehicle tailpipe emissions measurement apparatus (EMA). The EMA consists of an exhaust dilution system and a portable instrument package. The EMA instantaneously dilutes and cools a sample of exhaust with compressed nitrogen or air at a known dilution ratio, thereby presenting it to instruments as it is presented to personnel in the surrounding environment. The operating principles and governing equations of the EMA are presented.A computational method is presented to determine the engine operating and performance parameters from the exhaust CO2 concentrations along with an assumed engine overall volumetric efficiency and brake specific fuel consumption. The parameters determined are fuel / air ratio, mass flow rates of fuel, air and exhaust emissions, and engine brake torque and horsepower. These calculated engine parameters are used to characterize engine load when performing EMA in-field tailpipe sampling without a dynamometer, and to detect deteriorated engines.Evaluations of the EMA by comparison of diesel tailpipe measurements with those made using laboratory-grade instruments showed that the EMA measurements are accurate and reproducible. The results also show that the EMA is capable of detecting emission concentration changes resulting from engine faults. Calculated engine operating and performance parameters correlate and compare well with laboratory-measured values.The EMA in-field engine loading and tailpipe sampling procedures for parked vehicles are presented, and results of the EMA field measurements are also presented. Low coefficients of variation for repeat EMA tailpipe measurements on diesel-powered haulage vehicles in four underground mines indicate that the EMA in-field engine loading and tailpipe sampling procedures are reproducible.An analysis of EMA tailpipe measurements for three haulage vehicles in one mine shows that the EMA can: 1) identify haulage vehicles that emit excessively high pollutant concentrations, and 2) provide data needed to evaluate and determine the efficiency and effectiveness of tailpipe emission control devices.Finally, recommendations for a proposed commercial EMA system are presented. This commercial system would overcome many of the adverse features of the prototype EMA used in these tests."

"It has been recently suggested that the exceptionally high antitumor and antibacterial activity of natural fredericamycin A (FMA) is related to its ability to spontaneously generate the superoxide anion (02-) and hydroxyl (""OH) radicals in aerobic solutions [Hilton, B. D., Misra, R., & Zweier, J. L. (1986) Biochemistry 25, 5533]. With a view to understand the mechanistic details, attempts were made to reproduce earlier electron spin resonance (ESR) evidence for the oxygenated free radical formation in well-aerated solutions of natural FMA in dimethyl sulfoxide and dilute H 20 2• Little or no evidence was obtained for the formation of the 0 2- and methoxy (""OCH3) radicals, while the detected formation of the 'OH and methyl ('CH3) radicals was attributable largely to mechanisms not involving FMA. These results thus reopen the T question regarding the mechanism of its exceptionally high tumoricidal-bacteriocidal activity. This paper reports on an electron spin resonance (ESR) investigation of the formation of oxygenated free radicals in solutions of natural fredericamycin A (abbreviated as FMA) which has recently been reported to be a highly potent anti¬tumor antibiotic (Pandey et al., 1981; Warnick-Pickle et al., 1981). The impetus for this undertaking was provided by recent reports (Hilton et al., 1986; Stinson, 1986) suggesting that the strong tumoricidal activity with high therapeutic—toxic index of FMA was related to its ability for the spontaneous generation of superoxide anion (02-) and hydroxyl (OH) radicals. For example, the suggested mechanism for the formation of 02- by FMA was (Hilton et al., 1986)FMA-OH + O2 FMA-O + H+ + 02-Here FMA—OH is simply the FMA molecule emphasizing the —OH moiety which becomes FMA-O, the free radical rep¬resenting the oxidized form of the drug. While some other highly effective anticancer drugs in current clinical application, such as bleomycin, are also thought to exert their antitumor effects via the formation of reactive drug-based or oxygenated free radicals (Carmichael et al., 1985; Gianni et al., 1983), FMA was considered unique in that only in this case the free radical formation was thought to be spontaneous, rather than through a metal- or an enzyme-activated process (Hilton et al., 1986; Stinson, 1986). Thus it was suggested (Hilton et al., 1986; Stinson, 1986) that FMA could be the forerunner of a new class of anticancer drugs. However, we noted that while the hypothesis seemed plausible, the reported ESR spectral evidence appeared to be ambiguous. Because of the high significance of the earlier conclusions (Stinson, 1986), we undertook a systematic ESR study of the radical formation in FMA solutions, and as discussed below, our conclusions disagree with those reported earlier."

As part of its goal of maintaining an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines devised a processing sequence for recovering uranium from carbonaceous ores. Uranium extractions of 97 pct were obtained by contacting the ore with a solution containing 400 grams of ferric sulfate hydrate in 200 ml water for 3 hr at boiling temperature (96° C). Uranium was recovered from the leaching solution by solvent extraction with tri-issooctyl amine. The barren ferric sulfate solution was recycled to the leaching system. The leaching process resulted in no detectable dissolution of carbonaceous material from the ore. Work on the project was terminated in 1978 because of a transfer of responsibility to the U.S. Department of Energy.

The Bureau of Mines through contract with Ultrasystems, Inc., obtained gram per gram data of products formed on thermal oxidative degradation of selected compositions, both under dynamic and static conditions. Four broad classes of materials were studied! Polyvinyl chloride compositions, neoprene compositions, rigid urethane foams, and variously treated woods. Whenever possible, comparisons between pure components and composites were attempted. Thermogravimetric and differential thermal analyses were performed to gain understanding of the processes occurring and to explore the feasibility of using these analyses as a method of material identification. The toxic products detected and quantitated included HC1, H2S, CO, S02, CS2,COS, HCOOH, CH3COOH, formaldehyde, acrolein, C 6H6, chloroprene, chloroethanol, benzyl chloride, aniline, and furfural.

The Bureau of Mines investigated carbonyl processing techniques for the recovery of the critical metals Ni, Co, Mn, and Cr from domestic primary and secondary sources. In most cases, the source materials require reductive precarbonylation treatment to metallize the contained Fe, Ni, and Co compounds to render them reactive with CO. The critical metals were recovered either by direct conversion to the respective carbonyls or as upgraded products by carbonyl removal of an undesirable metal. Best metal-to-metal carbonyl conversion was under CO pressure, from 80 atm upward, and at 1400 C. Carbonylation was accelerated by the addition of HzS in small quantities. CO pressure, temperature, promoter and pretreatment trends, and other factors enhancing metal carbonyl formation are presented.

"This paper is the outcome of thorough investigation into the value of the previous methods used for deriving production decline curves. It is highly important that methods be employed that are fundamentally sound and also practicably applicable. Six methods commonly used were studied. Some of these were found to be fundamentally in error; some save reliable curves but involved much work and time in the preparation; others gave reliable curves with less time and effort.It was found that of the methods previously employed the ""family curve"" method described in Bull. 134 Amer. Inst. Feb. 1918, pp. 499-500 by Lewis and Beal, was probably the most satisfactory. The now method given in this paper ploys the same principles as the ""family curve"" method, but is mathematical instead of graphical,The engineer and the oil man should carefully boar in mind both the use and the limitations of the average production curve such as is derived by the ""family curve"" method or other methods mentioned. Estimations of future productions or of underground oil reserves of a particular tract or well should be made from the production records of the tract or the well itself wherever such records are satisfactory. The use of the average curve of a district or field should be applied only to those properties or wells where there are not sufficient data to construct individual or tract production records, or where the productive life so short that a satisfactory individual record can not be obtained."

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." GENERAL INFORMATIONSince its introduction into coal mines, the use of Airdox has grown in popularity, especially in the Indiana and Illinois coal fields. Its use permits breaking dawn coal on shift, whereas the use of explosives for blasting coal on shift is prohibited by law in those States. Many of the hazards connected with the use of explosives are eliminated. The accident experience in the use of Airdox has been excellent with respect to the number of fatalities or serious injuries per million tons mined.The Federal Mine Safety Code specifies that Airdox lines should be grounded at the compressor and at other points of low resistance along the lines but should not be connected to tracks, pipe lines, or other possible power conductors. The total production capacity of the natural-gasoline industry increased to 27,212,000 gallons (647,905 barrels) daily on January 1, 1950, from 21,322,000 gallons (507,670 barrels) daily on January 1, 1948. The rate of growth during these 2 years averaged 13 percent per year, compared with 9 percent per year from 1946 to 1948 and 6 percent from 1944 to 1946. The total number of operable plants on January 1, 1950, was 554, 5 more than at the beginning of 1948. The number of absorption plants increased by 12, the number of cycling plants by 7, and the number of combination plants by 4. The number of compression plants and charcoal plants continued to decrease. Absorption plants accounted for 67 percent of the total capacity on January 1, 1950, compared with 62 percent 2 years previous. Eighty-two per- cent of the expansion in these 2 years was in absorption-plant capacity. Cycle plants accounted for 24 percent of the total industry capacity at the beginning of 1950, compared with 27 percent on January 1, 1948. The average daily capacity of absorption plants increased from 38,400 gallons at the beginning of 1948 to 50,600 gallons at the beginning of 1950. During the same period, the average daily capacity of cycle plants decreased from 150,200 gallons to 144,100 gallons. Texas showed the largest gain in number of plants 13 absorption, 4 compression, and 4 cycling plants. The State accounted for 67 percent of the gain in capacity and on January 1, 1950 had 50 percent total national capacity. Louisiana followed with 7 additional plants. Pennsylvania reported 14 and West Virginia reported 13 fewer plants than in 1948. Most of these reductions were in the number of compression plants.

Coal-mine officials and those who are preparing to become officials should be familiar with the instruments and devices that are employed rather commonly in and around mines and should know how to use them with safety and efficiency. Among these axe instruments and devices used in determining the pressure, velocity, volume, and certain other conditions of ventilation and in detecting the more common mine gases, such as methane, carbon monoxide, and hydrogen sulphide, or a deficiency of that very important agent, oxygen. Water gages, anemometers, barometers, psychrometers, flame safety lamps, lamp-testing boxes, and methane, carbon monoxide, and hydrogen sulphide detectors are described and their use and operation discussed in this paper.

The Bureau of Mines made laboratory batch and small-scale continuous flotation tests of a sample of pegmatite rock from a deposit of the Lithium Corporation of America, Inc., near Kings Mountain, N.C., to determine the feasibility of producing commercial-grade spodumene concentrates. Various reagents and flotation procedures were tested to determine the optimum conditions for floating the spodumene and retarding the gangue minerals. The best results were obtained when sodium fluoride and lignin sulfonate were used as the pulp conditioner and oleic acid was used as the spodumene collector. The continuous flotation tests indicated that commercial-grade. spodumene concentrates analyzing 6.4 pct. Li2O could be produced with recovery of 77 pct. of the lithia in the ore.

In its program of investigation of deposits of strategic minerals, the Bureau of Mines did some development drilling at the Tapley deposit in an endeavor to find an additional source of copper. There are accounts that many years ago the property had some production; there are several old, inaccessible shafts apparently sunk on a vein in rhyolite or diabase. The waste dumps of these shafts contain considerable sulfides, chiefly pyrite and chalcopyrite. To cut the vein below the old mine workings, the Bureau of Mines? diamond-drilled five holes aggregating 1,204 feet. No significant copper mineralization was found.

This report summarizes the work performed by the Bureau of Mines on the development of analytical procedures for determining metallic and interstitial impurities in high-purity tungsten. Fourteen published methods and seven unpublished methods are briefly described. Carbon, hydrogen, nitrogen, and oxygen, in microgram to higher quantity levels, can be determined by several methods. Trace levels of 29 metallic impurity elements can be determined by optical spectrography, X-ray spectrography, and other instrumental methods.

Bench-scale studies were made on a reductive hydrometallurgical procedure to convert chalcopyrite flotation concentrate to copper metal or a readily leachable sulfide. Reductive conversion of chalcopyrite and dissolution of iron and sulfur were accomplished in hydrochloric or sulfuric acid solution by the addition of metallic copper, iron, or lead. Use of metallic copper as the reductant enabled extraction of 95 and 46 percent of the iron and sulfur, respectively. The products were ferrous iron, hydrogen sulfide, and a copper sulfide. Use of metallic iron or lead as the reductant enabled extraction of 95 percent of both the iron and sulfur. The products obtained with metallic iron or lead were ferrous iron, hydrogen sulfide, and metallic copper.

"Rhodesian asbestos is of high quality and is much in demand by American consumers. Production in Rhodesia was first reported in 1909. The production for this and each succeeding year is shown in the following table:The serious curtailment in production for the years 1912 and 1913 was occasioned by transportation difficulties. In 1914 a railway was projected to Victoria and thereafter production increased greatly. Up to 1916 asbestos was obtained,from the Victoria district only, but thereafter the Bulwayo district became an important,producer with minor quantities from Gwelo.In the Bulawayo district the productive area is about 2 1/2 miles long, with Shebanie mine at the north-west end, the Nil Desperandum at the south end, and the Birthday claims between them."

A hygroscopicity tandem differential mobility analyzer (HTDMA) technique is used to determine size-effect of nanoparticles (NaCl, (NH4)2 SO4, KCl, NH4NO3, MgCl2,CaCl2) on their hygro­scopic properties (deliquescence relative humidity (DRH) and hygroscopic growth factor (GF)). The HTDMA system uses a combination of two nano DMAs and two regular DMAs to measure particle size change in a wide dynamic particle size range. Particles are subsequently analyzed with a transmission electron microscopy to investigate the potential effect of particle structure or morphology on the hygroscopic properties. We found that structural properties of NaCl and (NH4)2SO4 particles also play an important role in determination of the DRH and GF and are more pronounced at smaller diameters. Data show that the DRH of NaCl nanoparticles increased from *75% up to *83% RH at 8 nm and that their GF decreased with decreasing size. The extent to which the GF of NaCl nanoparticles decreased with decreasing size was greater than theoretically predicted with the Kelvin correction. The GF of furnace-generated NaCl nano­particles that have pores and aggregate shape was found to be smaller than that of atomizer-generated particles that are close to perfectly cubic. For the case of atomizer-generated (NH4)2SO4 nanoparticles, we observed no signi?cant size-effect on their DRH, and the measured GF agreed well with predicted values using the Kelvin correction. For furnace-generated (NH4)2SO4 nanoparticles, a gradual growth at moder­ate RH without noticeable deliquescence behavior occurred. Their TEM images showed that contrary to atomizer-generated (NH4)2SO4 nanoparticles the fur­nace-generated (NH4)2SO4 nanoparticles are not perfectly spherical and are often aggregates having pores and holes, which may favor holding residual water even in the dried condition. For atomizer-generated KCl, MgCl2, and CaCl2 nanoparticles, we observed no signi?cant size-effects on their DRH and GF for the mobility size as small as 20 nm.

Researchers at the Bureau of Mines have developed a technique for re- generating chromic acid-sulfuric acid etching solutions used in metal surface treatment operations. The technique utilizes a diaphragm cell equipped with a cation-selective membrane to oxidize cr3+ to cr6+ at the anode and to remove copper, the major metallic contaminant, at the cathode. Normally, spent etchant is discarded after approximately 3 days of use. Using the electrolytic cell, the etchant can be used for a year without replacement, From data obtained from industrial-scale cells, the installation of a regeneration cell with a 1,000-gal catholyte- holding tank has been estimated to save at least $240 per day, The payback period for the investment is estimated to be about 10 mo or less. Because the magnitude of these cost savings will vary at different locations, several graphs are presented to aid in calculating payback for a specific site. Using these graphs and the capital costs presented in this study, the payback period can be determined for installing a regeneration cell with a 500- or a 1,000-gal catholyte-holding tank in an existing surface treatment plant.
