Continuing the series of cost bibliographies which was initiated with the publication of Information Circular 7516 in October 1949, the present report covers the period from January 1959 through December 1959. The abstracted articles, concerned with all facets of cost engineering in the field of petroleum and chemical plants and related facilities, were obtained from the following sources: 1. This agreement provides for the publication of the annual bibliography under the sponsorship of both groups with the work load involved in the preparation divided equally between the two. As a result, the present report partially reflects the efforts of the members of the Association.

General The underground mining environment has traditionally been hostile and as early mines were developed, coal seams with particularly difficult natural conditions were bypassed in favor of those more easily exploited. Barring the discovery of new and novel sources of energy, the depletion of petroleum and natural gas reserves will eventually force the United States back to the use of coal as its primary energy source. Figure 1 illustrates the trend away from coal which has taken place over the past half century. Today, the demand for coal requires a re-evaluation of all coal seams to meet the needs of the energy market. Difficult mining conditions may result in an increase in the consumption of roof control materials, require greater investment in pumping and ventilation systems, and increase the need for in-depth engineering of far greater safety in production plans. They may also cause delays in mine development and curtail production, all of which combine to drive up the unit production cost. It is reasonable to expect that conditions will continue to deteriorate as current reserves are depleted, thus bringing this factor into greater prominence in the future. For several years now, it has become apparent that in addition to economic objectives, coal companies must set and achieve several concomitant objectives to accomodate society's interest in the conservation of natural resources. Government action to meet this interest has taken the form of two categories of Federal legislation, environmental protection and employee health and safety. "INTRODUCTION The Mining Branch of the Bureau of Mines has used the wagon drill to sample mineral deposits in New Mexico. This method of sampling was successful and con¬stituted an important phase of the work on five exploratory projects undertaken in 1943, 1944, and 1945. The deposits varied in topographic features, geology, mineral content, and in the physical characteristics of the rocks drilled. The altitudes ranged from 630 to 7,800 feet. Three hundred and seventeen holes totaling 6,852 feet were drilled. The deepest hole was 66 feet; the average depth was a little less than 22 feet.The results of the above-mentioned work form the basis of this report. Special attention is given to the later and more improved techniques used. This report was written with the expectation that the procedures might prove advantageous to others in the exploration and sampling of near-surface mineral de¬posits, and that a more extended use of the technique might result.AcknowledgmentsAcknowledgment is due Charles H. "It is well known that the lost coal left in the ground in mining, under such conditions that recovery is practically impossible, constitutes a large proportion of the coal in the beds worked. A recent estimate, in a paper on ""The World's Fuel Supply"" presented by Prof. L. P. Breckinridge, of Yale University, before the Annual Meeting of the. American Society of Mechanical Engineers, places the average loss in bituminous coal mining as one-third left in the ground.The bald statement that there is a loss of one ton of coal for every two recovered may seem to those not familiar with coal mining to imply inexcusable and wanton waste. Perhaps a better way of expression is in terms of total recovery rather than in terms of losses. Many mine superintendents and mine owners will readily concede that their total recovery may be only 60 to 75 per cent, but to state that they are wasting 25 to 40 per cent arouses antagonism. The suggestion is of willful waste, whereas the majority of the operators try to the best of their ability to get a high recovery under the adverse and complex conditions that confront them. These involve natural, commercial, and labor conditions, and the requirement in many cases of boundary pillars under railroads and buildings, which may be called for in the deed or lease, or in the absence of specific exemption in the deed or lease, the common law requirement that a surface owner is entitled to the support of the surface."

A study of certain gas making and fuel problems peculiar to the gas industry of California has been made by the Bureau of Mines. The work was done at the request of, and in cooperation with The California Gas Research Council 2, for the purpose of obtaining basic information on the gas-making fuels available to California, and their applicability to the present and future needs of the gas industry in that State. The data obtained have been applied in outlining a construction program, and indicate the possibilities in efficiently utilizing fuels in making gas by other than the oil-gas process. This paper presents an outline of the study and a summary of the principal results obtained, with some of the more important conclusions and recommendations based on this data. Gas is produced in California by processes which are both unique and different from those common to other parts of the United States. The bulk of the manufactured gas is made in and distributed from two main districts which are centers of population - namely, the Los Angeles district and the San Francisco Bay district. The gas manufactured in the Bay district is, almost exclusively oil-gas, whereas that produced in the southern part of the State, where natural gas is available, is mostly mixed natural gas and reformed-gas, but oil-gas is the chief product when the supply of natural gas is inadequate. Practically all of the gas companies are equipped with oil-gas generating apparatus, and anticipate using it in the future. As the continued use of the oil-gas process to the exclusion of all other processes, depends upon a continued supply of oil at a low cost, and the prospect of obtaining such low-priced oil in the future is somewhat uncertain, the questions have arisen: What will the future gas-making process or processes be? When will it be necessary to make plans for the installation of different gas generating equipment, and what will that equipment comprise?

In studying the chemistry of lubricating-oil fractions from so-called ?paraffin-base? crudes, one of the first requisites is a method for the separation and removal of waxy material. A method utilizing solvents for this purpose is described in this report, together with preliminary experiments with solvents that led to its development. The solvents actually used are secondary butyl alcohol, acetone, and mixtures of these.. Isopropyl alcohol was also studied. Preliminary Experiments In previous work on "intermediate-base" crude oil, following the work of Wyant and Marsh acetone had been used for laboratory separations of oil and wax. Then acetone was tried for the separation of the waxes and oils of "paraffin-base" crude, the volume of acetone required (80 parts to 1 part of oil) was found to be too great for large-scale work. For this reason the effectiveness of other solvents was studied; the separation by acetone, however, was used as a standard.

The investigation reported in this paper is one of several included in a broad program of developing new or improved concentration processes for the oxidized and partly oxidized deposits of lead and zinc, A sample from the Playter lease, Newton County, Mo., containing pyromorphite was successfully concentrated by fatty acid flotation to a grade of over 62 percent lead. Owing to the presence of a high content of slime-size values, the overall recovery of lead at that grade was limited to 44 percent. DESCRIPTION AND HISTORY OF PROPERTY The mineral pyromorphite is a chlorophosphate of lead containing 76.4 percent lead, and, although it occurs frequently in association with other lead minerals, it is considered a minor ore mineral of lead. The manner of occurrence of oxidized lead minerals, including pyromorphite, which frequently are no larger in grain size than the clay with which they are found, militates both against development of a simple beneficiation process and high recovery. The profitable exploitation of such deposits depends not only on a successful treatment procedure but a highly favorable metal market as well. For these, and perhaps other reasons, very little research has been done on the recovery of pyromorphite from its deposits.

A previous report4 has explained that pipe lines for the transmission of natural gas should be buried to minimize temperature fluctuations because when excessive the latter decrease accuracy in measuring gas volume and increase leakage of gas due to expansion and contraction in the pipe joints. These effects are governed by the rapidity of the temperature fluctuations and by the total variation over a period of time. The temperature of gas flowing through a pipe line depends to a large extent, upon the temperature of the ground adjacent to the pipe; hence, fluctuation of the ground temperatures at various depths determines the economic depth at which pipe lines should be buried. Scope and Purpose of Report This report covers a record of the daily atmospheric temperature fluctuations at Bartlesville, Okla., for 12 months and a-similar concurrent record of the temperature variation 1, 2, 3, and 4 feet below the surface of the ground.

Improve the effectiveness of person-wearable self-contained self rescuer (PWSCSR) training by enhancing the memory retention of trainees in proper donning procedures. Background In the fall of 1989, a total of 185 miners and inspectors were trained by Bureau of Mines personnel to don the SR-100 PWSCSR using the Bureau's 3+3 method. With the exception of a few individuals, miners were trained underground in an area set up within their working sections. The instructional protocol was as follows: (1) after placing an SR-100 simulator (equipped with a cleaned and disinfected mouthpiece assembly) on the mine floor in front of the worker, a researcher guided him or her step-by-step through the complete donning procedure, (2) the miner was required to perform each step slowly, methodically, and correctly while being talked through the sequence, (3) following this pre-practice instruction, the apparatus was repacked and the subject donned the device without coaching, while being evaluated, (4) if an error was made, the worker received corrective feedback, the unit was repacked, and the entire donning trial was redone. This procedure was repeated until the miner achieved a perfect 3+3 sequence.

The chief object of the Electrical Section of the United States Bureau of Mines is the study of causes and means of preventing accidents resulting from the use of electricity in mines . A large part of this work for the last 20 years has been the inspection and testing of mining equipment under the provisions of schedules which give the minimum requirements considered essential for the safety of equipment intended for use at or near the working faces of dusty or gassy mines . During the first few years of this work , particular attention was paid to the explosionproof features of the various accessories such as motors , controllers , and other parts . The knowledge of the essentials necessary for safe designs of enclosures has since been augmented by field experience and by data obtained in testing a large number and variety of designs . With our present knowledge it would seem that a disproportionate stress was placed on making the various enclosures explosionproof , but not enough thought was given to the danger from wiring and connections outside of explosionproof enclosures . The list of equipment that has met minimum requirements for safety and has been approved as permissible by the Bureau of Mines includes storage - battery locomotives , power trucks , drills , loading machines , conveyors , cutting machines , room hoists , pumps , concrete mixers , and rock-dusting machines . The wiring on some of the machines is comparatively simple and sometimes , except for the trailing cable , may be entirely within the explosionproof enclosures . In general , there is outside wiring between enclosures , and on the larger machines the wiring may be extensive and complicated . In considering the safety of wiring for mining machinery , attention must be given the severe service and unfavorable surroundings imposed by mining conditions . Some of the matters that require consideration are : ground . The lack of care of the exterior wiring to be expected in the average mine . The lack of adequate periodic inspection of the wiring . The absence of adequate facilities for satisfactory inspection and repairs under- The severe conditions of moisture , dirt , mechanical injury , and low voltage encountered in mining service .

This paper is a tabular compilation of data contained in a series of information circulars dealing with mining methods and costs at a large number of mines in the United States and some foreign countries. There circulars have been published from time to time during the years 1929 to 1934 inclusive. From time to time, as enough data became available in these circulars, other circulars and. bulletins have been published in which the data bearing upon different phases of nine operation were summarized, discussed, and analyzed. The present paper is a compilation of data on costs of drifting and crosscutting contained in earlier circulars, .designed to assemble this information in a convenient form for reference without attempting lengthy discussion of details of drifting and crosscutting practice. For such details the reader is referred to the circulars on individual mines.

Fires in metal mines have resulted in some of the worst disasters in American mining history insofar as loss of life is concerned. One fire caused the death of 163 miners and individual less spectacular fires have cost the lives of scores of workers. Metal mines are often very deep, and the men working on numerous levels far removed from direct communication with the surface. In many instances they cannot be warned quickly of an emergency or a mine fire by telephone or other usual method of communication, or by messenger, flashing lights, gongs, sirens, or whistles. Telephones are not paricularly effective as a means of warning unless placed at all strategic points and with attendants always on duty; though telephones well placed have a definite value in any well-pla.mied emergency procedure in mines of all kinds. Messengers are slow and men working in remote parts of a mine would not receive a warning quickly enough. Most metal mines are not electrically lighted, except at or adjacent to shaft stations and in principal haulageways, and this limits the effectiveness of flashing lights. Electric gongs and sirens or whistles have been tried as warning signals, but the sound is quickly deadened and does not travel upward into the stopes, especially those of an extensive volume. Shutting off the compressed air is by no means satisfactory as a warning, as not infrequently it is stopped accidently, so that it loses its value as an alarm. The introduction of water into compressed air lines is undesirable as a fire warning and necessitates considerable care, especially in deep mines; pressure-reducing valves must be provided to reduce pressure that otherwise would break connections or split the pipe. A quick, effective method of warning miners underground of the existence of an emergency requiring them to leave the mine immediately, such as a fire on the surface or underground, is provided by the introduction of stenches in the compressed-air lines. This paper is one of a series on mining methods and costs being published by the United States Bureau of Mines. In April 19.74 the St. Joseph Lead Co., at Atlanta, Elmore County, Idaho, was mining and milling about 225 tons of gold ore daily with a total force of 150 men. The mine, which comprises the old Boise-Rochester and Monarch properties, is at an elevation of about 6,000 feet. Snow lies on the ground about 5 months each year but does net interfere greatly with local operations. However, the road to Mountain Home, the shipping point 80 miles distant, passes over a high range and usually is closed by snow from about November 15 to June 15. Heavy supplies are brought in and concentrates trucked out during the summer. In winter the district is served by a biweekly mail plane and a passenger and express plane making 4 to 6 trips weekly. Mine timber is cut locally. A plentiful supply of water is obtained from a stream brought to the property through 7,500 feet of plume.

Owing to an upsurge in export earnings. Cameroon made substantial economic Progress in 1978 and 1979. With a real growth estimated at 6%, the gross domestic product (GDP) for 1979 surpassed $5 billion.2 Crude petroleum production was providing a new potential in 1978 and 1979 for achieving national self-sufficiency. Among other benefits, crude petroleum exports were helping to offset the escalating costs of refined petroleum imports and to reduce the 14% to 17% annual rate of inflation. Over the 4 years prior to 1978, Cameroon's petroleum imports increased by 12.1% in volume annually, while the import cost increased by 24.5% annually to about $105 million. Total export earnings for 1978 were $805 million,3 to which crude petroleum contributed $25.3 million and crude aluminum product exports contributed $25.9 million. Petroleum exports had increased to about $240 million in 1979 and were in third place after coffee and cacao. Total imports for 1978 were valued at nearly $1 billion. The volume of petroleum imports decreased in 1979 to 552,000 tons, compared with 622,000 tons in 1978. The European Economic Community (EEC) countries purchased over 75% of total Cameroonian exports and provided most of the Nation's imports. The United States purchased $12.4 million in petroleum exports from Cameroon in 1978. Domestic consumption of aluminum metal from imported Guinean alumina continued. to grow; thus exports of this metal to France (valued at $2 million in 1978) and Japan

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are investigating those materials-handling tasks in underground mines that appear to generate a high number of injuries. Data from the Mine Safety and Health Administration for the years 1989-1999 were studied to find out if there were any trends in materials-handling accidents and if so, to determine what tasks were involved and the sources of injuries. Several underground coal and metal mines we revisited to document innovative materials-handling technologies. Considerations for safety training and mechanization needs for continued reduction in materials-handling injuries are described.

Increased activity in the beneficiation of taconite, particularly the magnetic variety, has shown the need for more information on the rate of oxidation of magnetite to hematite. This oxidation occurs in the pelletizing step of the beneficiation process. Magnetic taconite is an intimate association of magnetite and a siliceous gangue. It must be ground to approximately 70 to 30 percent minus 325 mesh to liberate the magnetite from the gangue. With sufficient liberation, magnetic concentration will yield a product high enough in iron and low enough in silica for blast-furnace use. The magnetic concentrate must be agglomerated before it can be used in a blast furnace. Agglomeration is the general term applied to all methods of compacting or consolidating fine iron-oxide materials, sintering and pelletizing being the two most common methods. Sintering is clone on a Dwight-Lloyd or Greenawalt sintering machine. Pelletizing consists of balling fine, moist oxide in a rotating drum, followed by baking at .a temperature below that of incipient fusion to develop a permanent bond within each pellet. The magnetic concentrate from taconite is too fine for good sintering practice but fine enough for good pelletizing practice.

Vanadium, molybdenum, and a titanium-10 percent vanadium alloy were evaluated for their susceptibility to stress corrosion cracking in a number of corrodents. Tests were conducted utilizing conventional U-bend techniques with subsequent evaluation in a pneumatic constant-load apparatus. Vanadium and molybdenum were generally resistant to stress corrosion cracking in the media studied. U-bend specimens of vanadium showed evidence of stress corrosion cracking in 6 li hydrochloric and 18 li sulfuric acids; however, tensile stress specimens exposed to these solutions did not exhibit stress cracking. Similar results were obtained when U-bend specimens of molybdenum were immersed in 10 percent formic acid. Titanium-10 percent vanadium alloy was susceptible to stress corrosion cracking in 10-percent (2.85 li) hydrochloric acid solution. Heat treating the alloy greatly reduced its corrosion rate and its susceptibility to stress cor-rosion cracking in this medium.

Diamond -drilling blast holes at Eastern Magnetite Mine C is proving economical in boundary shrinks , in removing pillars not readily accessible for percussion drilling , and in driving scraper drifts . The cost per foot drilled is greater than for percussion drilling , but savings in associated factors outweigh this handicap . The rocks drilled include trap rock and magnetite ore . The mining method is the panel , block- caving system utilizing scraper sublevel drifts instead of branch raises to convey the ore to the haulage level . Diamond -drilling blast holes was begun early in 1945. Three rigs equipped with noncoring bits are now in active operation two shifts per day . They are owned by the company , and the drill operators are paid by the day . In shrinkage stopes the drill is mounted on a horizontal bar set against opposite walls of the stope . Stoping holes are horizontal , which gives better results in blasting and requires fewer set ups . In scraper drifts the drill is mounted on a horizontal bar clamped to two columns about feet apart . Trim holes around the periphery of the drift and reliever holes are drilled 50 to 80 feet in length . A 10 - foot wedge cut drilled with a stoper is blasted in conjunction with a corresponding length of the trim holes to effect a 10 -foot advance of the full- sized drift . Recent drilling averages 97 feet per machine shift , excluding time utilized in setting up and moving the machine , hand mucking , and barring down . The feet drilled per bit at present is 417. These data represent the average for drilling in both rock (waste) and ore . Percussion drilling utilizes three types of wet drills . Detachable bits are standard . Gage changes for new bits is 1/8 inch and for reconditioned bits 1/16 inch . The life of a bit is five uses . Resharpening is on contract . A drill carriage is used in haulage headings .

The mineral industry of Afghanistan improved substantially in 1976 as asbestos production was begun and feasibility studies were made of possible copper and iron and steel industries. The remarkable event of the year was the introduction of Afghanistan's 7-year economic and social development plan which covered the years 2976-82. The 7-year plan established ambitious goals for a gross national product (GNP) annual growth rate of 6.3% during its duration. To achieve this target, large increases in expenditures for economic development were programed in virtually every sector of the economy. Foreign assistance, in particular, was expected to finance a large share of new development projects. The major components of the plan were the development of transportation (highways and railroads), oil and gas exploration, construction of a copper smelter to exploit the copper deposits near Kabul, and development of an iron and steel industry to exploit the rich iron ore deposits in the central part of the country. Exports during the plan period were to continue to be principally agriculture products and natural gas to the U.S.S.R.

This paper presents arguments which show that a velocity seismograph should be used to measure building and ground vibrations produced by blasting . However , portable velocity seismographs suitable for this type of measurement are not commercially available . The paper describes how a velocity seismograph can be assembled from commercially available velocity gages , amplifiers , and recorders . Also , specifications are given which could be used in the design and manufacture of a portable velocity seismograph suitable for measuring vibrations from blasting .
