This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

"INTRODOCTIONIn an earlier communication 1 from our laboratory it was reported that mechanical crushing of coal and quartz under normal air atmosphere generates of free radicals on the particle surfaces, and that these radicals decay with time, hence pointing to a higher toxicity of fresh dusts in relationship to pneumoconiosis and silicosis. More recently Fubini et al.2 have also reported the detection by electron spin resonance (ESR) of the formation of SiO. and Si-type of radicals from quartz particles crushed under atmospheric conditions. In agreement with earlier ESR studies on single crystals of quartz crushed under high vacuum ( -10-10 torr>3 and subsequent exposure to air,3 and to other gases,4 these radicals were identified2 as being formed by the homolytic cleavage of the Si-0-Si bonds and the reactions of the Si• and SiO- radical with atmosphere. Fubini et al.2 also suggested that these radicals might be involved in the mechanism of the fibrotic action by silica, either by transforming the particle surface into a selective oxidating agent or as an initiator of a sequence of reactions leading to fibrosis. Earlier Gabor and Anca5 bad reported that lipid ·peroxidation caused by free radicals on the silica surface might be involved in the red blood cell membrane damage. Thus far, however, no parallel cytotoxicity, fibrogenicity, and free radica1 studies on a given quartz dust sample have been reported, except for some earlier work from our laboratory.1·6·7 We now present more recent results obtained from parallel cytotoxicity, fibrogenicity, and free radica1 measurements on a freshly made quartz dust. The dust's free radica1 content was measured using ESR spectroscopy while its cytotoxicity potential was estimated via hemolysis. Hemolysis was employed as the toxicity test because it is a widely used method for estimating the potential of a dust for disrupting the cell membrane. 8 The fibrotic potential was followed by measuring the dust-induced lipid peroxidation, using linoleic acid as a model lipid. As discussed below, the results obtained suggest new clues to the mechanism of the quartzrelated cytotoxicity and fibrogenicity. MATERIALS AND METHODSReagentsCrystalline quartz particles with a size range of 0.2-2.5 mm were obtained from the Generic Respirable Dust Technology Center, Pennsylvania State University, University Park, Pennsylvania. These particles were crushed in air to obtain quartz dust samples with particle sizes smaller than 20 microns. We chose to work with a dust with mixed particle sizes, rather than a specific range, as an effort to simulate the mining atmosphere. An agate mortar-pestle arrangement was used for the crushing and grinding because of the close similarity of the structure of agate to that of quartz. Diethylenetriaminepentaacetic acid (DETAPAC) were purchased from Sigma. All other chemica1s were purchased from Fisher or Aldrich.Hemolysls ExperimentsHemolytic activity of silica was measured, following an established procedure,9 as the amount of hemoglobin released from a 2 % suspension of sheep erythrocytes after incubation with 10 mg of silica dust for one hour at 37 °C. The hemoglobin release was estimated via the absorbance at 540 nm using a Gioford spectrophotometer. The procedure was calibrated by substituting the silica dust by a phosphate buffer solution as a negative control (background) and O.S % Triton-X-100 as a positive control (100% hemolysis). The Vicksburg mining property lies in the southeastern foothills of the Star mining district, Beaver County, Utah (fig. 1). Within a few miles of the Vicksburg mine, lying in a semicircle from south to northwest, are such past producers of lead-silver ores as the Moscow, Hoosier Boy, Red Warrior, Wild. Bill, Harrington-Hickory, and many others. Farther to the north, in the San Francisco district, are the famous Horn Silver and Cactus mines. The formation at the Vicksburg property consists of interbedded limestone, shale, and dolomitic limestone. These beds have been metamorphosed by the intrusion of irregular masses of porphyritic igneous rocks grading from quartz-monzonite to granodiorite. Ore deposition is in north-trending fissures of sheeted zones, contact metamorphic in type. These depositions were subsequently altered to gossan. A preliminary investigation of the Vicksburg property involving surveying, mapping, and sampling was made by W. A. Young and F. H. Gunnell, engineers of the Bureau of Mines, in the fall of 1946. As a result of the investigation, a project was set up to investigate the possibility of ore occurrence at greater depth on the fissures under the mineralized zone by diamond drilling.

The presence of salt in crude petroleum has been known for many years, but recently the percentage of chloride salts of calcium, magnesium, and sodium produced with some crude oils has increased to such an extent that the removal of the salty compounds is imperative for some refiners and their presence causes considerable apprehension for others. The exact reason for this increase of salts is not known definitely, but in all probability a combination of factors contributes to the condition. The most important are acidizing of wells, development of new fields producing crude oils of greater salt content, and the depletion of old fields with an attending increase in the production of emulsified brine. "INTRODUCTION Sulphuric acid of various concentrations has long been used as a reagent in the determination of olefins and aromatics in hydrocarbon oils 4 such as gasoline, kerosene, and neutral oils from coal—tar distillates. Despite its long use, however, there is no general agreement as to optimum conditions and concentration of acid, and numerous methods and modifications have been recommended. In most cases, treatment of the neutral oil with 60 to 90 percent sulphuric acid, followed by distillation to the original endpoint to remove olefin polymers, is recommended for the estimation of unsaturated hydrocarbons. The distillate thus obtained is taken as olefin—free oil and used in later stages of the anlysis. Aromatic hydrocarbons generally are determined in the olefin—free oil by suphonation with more concentrated acid (96 to 100 percent and fuming sulphuric acid are recommended), the hydrocarbons not attacked and removed as water—soluble sulphonic acids being considered as saturated hydrocarbons. In some cases the saturates are examined further by differentiatingbetween cyclic (naphthenes) and acyclic hydrocarbons (paraffins). Generally this is achieved by physical methods, although strong sulphuric acid is known to react preferentially with some types of saturated hydrocarbons,It was the purpose of the present work to make a general study of this type of analysis and to investigate the reactions of hydrocarbons under conditions often used in analyses that employ sulphuric acid reagents. Since previous work is not in good agreement, the optimum concentrations of acid for the different stages of the analysis were determined. Several sulphuric acid methods previously recommended and new modifications were compared, two synthetic solutions being used as the reference oil. The results obtained are presented below under separate headings."

The Bureau of Mines designed and constructed a series of calibration models for geophysical borehole logging. A nominal hole diameter of 3 inches was selected as representative of typical core holes drilled for mining and engineering purposes, although additional hole diameters of 2, 5, and 8 inches are provided in one of the models for determination of empirical correction factors for variations in hole diameter. The physical properties of the models were determined by laboratory analyses of drill core samples and evaluated statistically for reliability. This report outlines the location of the models, elements of design and construction, and results of the laboratory tests. The models are available at the Denver Federal Center, Denver, Colo., for use by Government agencies and private industry to calibrate logging equipment for measurements of density, sonic velocity, magnetic susceptibility, and electrical resistivity.

One of the principal objectives of the Bureau of Mines program for developing super refractory materials is to obtain fundamental data on the physical properties of refractory oxides. This particular investigation obtained accurate thermal expansion coefficients for alpha alumina and evaluated, critically, those coefficients with other published values. High-temperature X-ray diffractometer measurements, by the Bureau, showed that alpha alumina expands anisotropically with expansion parallel to the c axis approximately 10 percent greater than parallel to the a axis. Thermal expansion characteristics of four different alumina samples were determined up to 1,200° C.; the results are presented in both tabular and graphical form. The combined random and systematic errors in the measurements are considered less than 3 percent above 500° C, and approximately 2 percent at 1,000° C. No differences in expansion were observed between the samples or between the heating or cooling cycles.

The rapidly increasing use of motor vehicles in the United States has introduced an entirely new problem in the proper ventilation oftunnels , subways , and other confined spaces through which such machines must pass . This problem was brought to the attention of the Bureau of Mines by the New York and New Jersey State Bridge and Tunnel Commissions with reference to the ventilation of the proposed vehicular tunnel under the Hudson River . This tunnel , consisting of twin tubes 29 feet in diameter and 8500 feet long between entrance and exit , presented an unprecedented problem in ventilation both on account of its length and on account of the traffic density , which is expected to reach a maximum of 1900 vehicles per hour . An exhaustive study by the tunnel engineers of all available data on the amount and composition of automobile exhaust gas disclosed very little information on the percentage of carbon monoxide in motor exhaust gas from the average run of automobiles and trucks under actual operating conditions on the road. It was well known that carburetor adjustment and other operating factors changed the percentage of the poisonous constituent , carbon monoxide , from practically 0 to 12 or 13 per cent ; but no safe estimate could be made of the most probable figure without further investigation .

Upgrading of commercial red cake and recovery of vanadium oxide from uranium-vanadium mill solutions were investigated by the Bureau of Mines. Alternative procedures potentially useful for manufacture of high-quality vanadium oxide at the mill site were explored and developed. The simplest and best procedure for converting commercial red cake containing about 10 percent combined sodium and potassium oxides (Na20) (K20) into a 98- to 99-percent vanadium pentoxide (V205 product appeared to be a metathesis in an ammoniacal solution of ammonium sulfate. Molybdenum, as well as the alkali metal oxides, was removed from the red cake by this procedure at a modest expenditure of labor and reagents. When preparing vanadium oxide of higher grade, it was necessary to dissolve the red cake and reprecipitate the vanadium as ammonium metavanadate. Calcination at 450° C, decomposed the metavanadate and yielded oxide of about 99.5 percent V205. By recyrstallizing the metavanadate before decomposition, an oxide product approaching 99.9-percent purity was obtained.

"In this report, we demonstrate that NF-KB, a ubiquitous transcription factor, plays an essential role in silica-induced inflammatory mediator production in the mouse macrophage cell line RAW 264.7. Compared to the effect of lipopolysaccharide (LPS), silica mediated a stronger activation of NF-KB p50/p50 homodimer at early phase of poststimulation. Furthermore, activation of NF-xB by silica and LPS appears to be mediated by different signal transduction pathways. Both silica and LPS increased mRNA expression in these cells for cyclooxygenase II, inducible nitric oxide synthase, tumor necrosis factor-a and interleukin- I a. This expression was attenuated along with the inhibition of NF-KB activation. It is well documented that exposure of alveolar macrophages to silica can initiate excessive production of inflammatory mediators and cytokines from several early response genes (1-3). At the DNA level, a common structural characteristic of these genes is the presence of one to five NF-lCB binding sequences (KB) in the 5'-flanking region (4-6). In resting cells, NF-KB is retained in the cytoplasm in an inactive form by binding to inhibitory protein known as hcBcx, hcB~. p 105 (precursor of p50) and p 100 (precursor of p52) (7-9). Upon cellular stimulation, these inhibitory proteins are proteolytically degraded or processed by certain proteases, which allows the liberated NF-KB to translocate into the nucleus as an activated form to initiate or regulate early response gene transcription by binding to its consensus element (GGGRNNYYCC)(7).In this report, we demonstrate that silica can efficiently induce NF-lCB activation in RAW 264.7 cells, and that silica displays different characteristic from LPS in the activation of NF-KB, both with respect to NF-KB subtype composition and the signal transduction pathway that leads to the activation of NF-KB. In addition, abrogation of NF-KB activation by inhibiting the protease can dramatically reduce the mRNA expression of cyclooxygenase II, inducible nitric oxide synthase, tumor necrosis factor-ex (TNF-o.) and interleukin-lex (IL-lex). These findings strongly suggest that NF-KB plays an essential role in silica-induced inflammatory mediator production in the monocyte/ macrophage cells."

A performance study of oxygen self-rescuers from the United States and other countries was undertaken as an assessment of present worldwide technology. The apparatus were tested a an breathing and metabolic simulator in the Life Support laboratories of the Bureau of Mines. Parameters monitored during the testing were inhaled levels of C02 and 02, inhaled gas temperature, and breathing resistance. The metabolic demand placed on the apparatus represented the average demand of the 50th percentile miner performing a 60- min man-test 4, as described in 30 CFR 11H. Results presented include ;apparatus service life and subjective comments as well as averages and peaks of monitored parameters.

For years many oil producers have believed that often low-pressure oil- and gas-bearing strata have been over coked in fields where the rotary system of drilling has been used. Collom3/ gave as a reason for this condition that because the mud fluid was thick, the oil or gas stratum was plastered and sealed as the tools passed through it and no oil showed at the surface. Although this observation was made 15 years ago, it may often still be true notwithstanding modern developments in coring and electrical logging. Operators have believed, also, that mud fluid does not solidify behind the casing. Lewis and McMurray4/ stated: "All the evidence obtainable from practical experience points to the fact that the mud fluid properly mixed and employed does not solidify behind the casing, even in deer wells and after long periods."

"Accidents at coal mines in the United States in September 1926 resulted in the loss of 170 lives, according to information furnished to the Bureau of Mines, Department of Commerce, by State mine inspectors. Of this number 125 occurred at bituminous mines and 45 in the anthracite field. As the bituminous output of coal for September was 48,976,000 tons, and the production of anthracite was 8,444,000 tons, the fatalities reported represented a death rate of 2.55 per million tons for bituminous mines and 5.33 for anthracite mines. The industry as a whole showed a fatality rate of 2.6 per million tons of coal produced in September 1925 the rate for bituminous coal mines was 3.29; the anthracite mines were idle in September last year due to a strike.During the first nine months of the present year 1,759 men have been killed by accidents at the coal mines throughout the United States, resulting in a death rate, per million tons of coal produced, of 3.76 as compared with 3.95 for the same period in 1925. Reports for bituminous mines alone showed a nine-month fatality rate of 3.53 which was about the same as the corresponding rate from January to September in 1925. The anthracite rate for the present year, however, shows a decrease of about 17 per cent; that is, the rate has declined from 6.36 to 5.28.Records covering the first nine months of 1926 show that 12 ""major"" disasters, that is, disasters in which five or more men were killed at one time, have resulted in the loss of 271 lives as against 10 disasters and 199 deaths in the corresponding months in 1925. The fatality rates for these disaster: alone were 0.579 and 0.465, respectively. One major explosion occurred at Tahona, Oklahoma, on September 3, 1926, in which 16 men lost their lives.An analysis of the principal causes of the 1,759 fatalities for the first nine months of the present year shows a reduction in the death rate as a whole and for falls of roof and coal and for explosives, but an increase in haulage, gas and dust explosions, and electricity. In 1989, the U.S. Bureau of Mines conducted a mineral investigation of the Mallard study area near Elk City, Idaho. The study area comprises most of the original Mallard RARE II area (1-847) plus some additional lands. The investigation is part of an ongoing, multi-year study of north-central Idaho that is being conducted in cooperation with the Idaho Geological Survey and the U.S. Geological Survey (USGS). The only identified resources are rock suitable for road metal. Five lode prospects and a pyrite-bearing rock quarry, which is operated by the Forest Service for aggregate, were examined for metals. One of the prospects warrants additional exploration for silver in quartz veins, but the chance of finding an economically minable deposit is limited. Several rock and stream sediment samples were anomalous in various metals. Two of the more promising localities for gold and/or other metals are adjacent to a unit of the Frank Church-River of No Return Wilderness that the USGS classified as having a moderate potential for gold deposits related to fossil hot springs.

The electrokinetic properties of MgO have been utilized to simultaneously filter suspended solids and remove trace amounts of dissolved heavy metals from synthetic mine water. Greater than 95 pct removal of metals from influent at neutral pH containing 1 to 6 mg/L of dissolved Cd, Cu, Mn, Ni, and Zn can be routinely achieved by filtering through a granular bed of MgO at flow rates typical of rapid sand filtration (0.3 cm/s). Filtrate concentrations of most metals can be maintained below 0.1 mg/L for 160 bed volumes or more loading. The more mobile metals (those with larger solubility products) are more difficult to remove, and are strongly bonded to the MgO granules so that chemical stripping with chelating agent is required to clean the bed. Less mobile ions are easily removed by the filter and are effectively stripped by conventional filter backwashing. The fraction of metals recovered by chemically stripping the loaded MgO filters correlates to the zero points of charge of the metals. This process may be applicable to removal and recovery of trace amounts of heavy metals in mine drainage that is partly neutralized by liming. Also, since many of these metals are critical and strategic, the technique can be adapted not only to recycle process water from mineral and milling waste streams, but also to reclaim their metal values.

Shortage of natural gas is reviving interest in low-Btu fuel gas made by gasifying coal in fixed-bed producers. The Bureau of Mines gasified strongly caking Pittsburgh bed coal over test periods lasting four days in an experimental gas producer located at Morgantown, W. Va, Mechanical stirring throughout the fuel bed was effective for keeping the fuel moving and this stirring made the operation successful; hence, the gas producer was named the stirred-bed producer. Nuclear density gages were applied as control instruments to indicate coal flow and fuel level, and to record the frequency and location of void spaces in the bed, The gas, of nominal 140 to 165 Btu/scf calorific value, could be burned in a boiler for generating steam.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations No. 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the sixth. The data are accompanied by maps showing the loca.ion of holes, drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test geophysical anomalies. The locations of those holes are shown on figure 13 in Volume I. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township is given with the discussion covering that area.
