The aim of this program was to develop a reliable and meaning-ful basts for assessing certain safety aspects, namely fire and, in particular, toxicity hazards of articles employed in underground coal mining operations. This investigation was centered on the thermal oxidative degradation of "pure" ingredients used specifically in the formulation of conveyor beltings. To achieve this goal all products formed on thermal oxidative degradation of the materials studied were analyzed, identified I and the amount of each individual species present was determined quantitatively on a weight of product per weight of material basis. The weight/weight data thus obtained can then be factorized to reflect the relative toxicity of each individual species present, using for example the Threshold Limit Values adopted by the American Conference of Governmental and Industrial Hygienists, whereby an overall "toxicity index" can be arrived at which makes it possible to compare the different potential formulation components in a quantitative manner insofar as their "toxicity" is concerned. Furthermore, knowing the off-gassing characteristics of the commonly used additives I their contribution to the product mix obtained from actual belting can be postulated. Conversely, from the species obtained on thermal oxidative degradation of conveyor belts the type and to a degree the content of additives can be deduced. Based on the se data meaningful regulations governing the material selection for underground use can be developed. For these studies a quiescent system at 370°C was employed. Thermogravimetric and differential thermal analyses were performed to supplement and extend the sealed system investigations and to provide information regarding thermal oxidative behavior under dynamic conditions.

The heat capacity of columbium (niobium) carbide (CbC ) was measured over the temperature range from 51 ° to 298 ° K, and the entropy at 298.15° K was evaluated . Also , the heat content above 298.15 ° K of columbium carbide was measured to 1,800 ° K. The results were combined with the known heat of formation at 298.15 ° K to obtain values of the heat and free energy of formation over the temperature range from 298.15 ° K to 2,000 ° K.

"The copper industry has had a long and interesting history associated with leaching, involving vat, dump, heap, and in situ methods. The Bureau of Mines has also had an interest in copper leaching and has researched the techniques of solution recovery, particularly concentrating on in situ methods. In situ mining is a relatively low cost method and has been proven commercially successful by nine operations. It has been most commonly used for final recovery in old workings at the conclusion of conventional mining operations.This report brings together information about 10 commercial in situ operations as well as 14 experimental projects. These 24 sites comprise most of the in situ copper mining activities that have taken place in the United States. Background information, geology, ore preparation, solution application, and recovery and processing are provided for each operation. Production data and tables summarizing the engineering statistics for each operation and an extensive in situ mining bibliography are included. INTRODUCTIONThe purpose of this Bureau of Mines report is to summarize the documented in situ copper leach mining activities that have taken place in the United States. It was prepared to provide a source of engineering and operating data upon which future in situ copper mining activities can be based. Twenty-four different sites are discussed. These are all of the sites that are known to the authors from the extensive in situ copper leach mining bibliography developed at the Bureau's Twin Cities (MN) Research Center (Appendix B).In situ copper leach mining activities fall into the following categories:1. Commercial operations with ore body preparation.2. Commercial operations in old mine workings.3. Experimental programs.Ore body preparation includes such activities as blasting, block caving, and hydraulic fracturing (hydrofracing) specifically to fragment the ore body. Operations in old mine workings include those done in open pits, worked out block caved areas, and backfilled stopes where leaching is done as an afterthought to conventional mining. Experimental programs are small-scale tests of the feasibility of a commercial operation. Some of these programs did not progress to the point where leach solutions were applied to the ore.Each operation (locations shown in figure 1) will be discussed in terms of background information, geology, ore preparation, solution application, recovery and processing, and engineering and production data. Information was collected from published reports, communications with company personnel, and site visits."

"Previous investigations, too numerous to be listed in entirety, have been performed to determine the physical properties of rock. When considered according to their objectives, most of these investigations can be grouped as follows: First, the geologic group (1,2),4/ in which the purpose was to obtain information on the physical properties of the rocks that make up the earth's crust. Particular emphasis has been placed on the determination of the elastic constants--that is, Young's modulus, the modules of rigidity, and Poisson's ratio – as these quantities determine the propagation characteristics of seismic waves. Second, the structural properties group (3 - 11), in which the physical properties of architectural or monumental stone, concrete and aggregate rock, road blocks (cobblestone), and the like were desired. The tests have been quite general and include, besides the elastic properties; the compressive and tensile strength, and the toughness, hardness, and weathering properties of many types of rocks.To .a lesser degree, investigations have been carried out to determine the physical properties of mine rock. A few reports (12 - 14) present data on the crushability and grindability of mine rock, and a large number of papers discuss grinding and crushing procedures and methods of analyzing the data (for example, see references 15 - 17). Some of the latter group also have given the results of tests on mine rock; however, comparatively few include an adequate petrographic description or information on other physical properties of the rock. A few papers,(18 - 22) have reported studies of the strength of rock specimens in respect to the strength of parts of mine structures, such as pillars, roof, arches, etc. Other papers (23 - 26) have discussed investigations on such subjects as primary and secondary crushing, diamond and pneumatic rock drilling, explosive breaking and shattering of rock, rate of drifting and miring, and other allied problems. The majority of these reports have given no more than a cursory, description of the rocks and have included no statement regarding the physical properties. When statements have been given regarding the physical properties, they have usually referred only to isolated tests, making correlations between variations in the physical properties and variations in the .test under consideration difficult, if not impossible. Some reports have included handbook values on such characteristics as the crushing strength, hardness, and toughness. This practice is not satisfactory, because these values are usually given for col¬lective types of rocks, such as granites, limestones, and marbles, and it is known that the variations of the physical properties within these groups is often larger than the differences between the groups."

For many years, much thought and effort have been devoted to the achievement of safety in the use of explosives by those interested in the preservation of human life and the protection of property. As a result, we now have adequate rules pertaining to the safe use of explosives , which, if observed, would prevent many, perhaps ail , of the explosives accidents that yet occur . Although the rules respecting the use of explosives are believed to be well - known, many accidents occur because they are disregarded . The mental awareness aroused by a tragic accident usually will cause safety precautions to be taken for a while ; however , this awareness gradually disappears unless a sincere effort is made permanently to prevent similar accidents . Frequently, because safe methods are more irksome than unsafe methods , the lessons taught by accident experience are forgotten in a short time , vigilance is relaxed , and there is a gradual return to unsafe , easy methods of performing work. If the preservation of human life is important , the unfortunate experiences of others and the lessons taught by them should be applied to reduce unnecessary loss of life . The value of a life lost as the resuit of accident should be calculated not only from the monetary and humanitarian standpoint but also according to what the accident could contribute in the way of saving other lives and suffering . This saving of other lives can and will , if the lessons from unfortunate accidents are applied , convert a loss to a gain a gain of such magnitude that the accident victim could be considered

Toward the end of 1920 , the average grades of ground feldspar offered to the pottery industry were so poor and so generally unsatisfactory that many of the largest consumers decided to take active steps for their own protection . A few of the potters made arrangements to grind their own feldspar , while others asked the Bureau of Mines to make a detailed study of the problem and to suggest methods of improvement . Accordingly such a study was undertaken, the partial results of which are outlined in this preliminary report . The outstanding features of the present feldspar industry which are of interest in this connection are stated below. (1 ) Many grinding companies do not own or control all or even a major part of their sources of crude material , but buy in job lots from many sources . (2 ) There is great need of more adequate engineering and chemical control over mines and mills . ( 3) ~ Out of date , inefficient methods and equipment for mining and grinding are in common use . (4) Little or no cooperation exists between feldspar producers , but on the contrary many feldspar companies are exceedingly secretive . This tends towards (a) preservation of obsolete methods ; ( b ) want of knowledge of the essential features of production , market requirements , and the relation between total milling and consuming capacities of the country; ( c ) inefficient and often mistaken trade practices ; ( d) unprofitable and even ruinous competition in dull periods . (5) The small size of many feldspar deposits precludes maintenance of an efficient organization at each individual mine . ( 6 ) Many of the best deposits of feldspar situated close to railroads are becoming depleted , which results in gradual lowering of grades , and increase in cost for better grades . (7) There is a lack of exact mowledge of the ceramic properties and behaviour of feldspar by some consumers , which results in ( a) purchase of feldspar on the basis of price alone , thus encouraging low production costs at the expense of quality , and ( b) inefficient and expensive cross- hauling of both crude and ground feldspar .

In the past, Westmoreland County together with Fayette County produced about one-third of the bituminous coal mined in Pennsylvania. The Pittsburgh bed in Westmoreland County has furnished enormous quantities of coal to the by-product and beehive ovens, gas-manufacturing plants, and general industrial manufacturers over a wide area until about 20 years ago. Little attention was paid to the thinner beds because of the superior quality of the Pittsburgh. The approaching exhaustion of Pittsburgh coal will require accelerated-exploitation of these coals if Westmoreland County is to continue as an important source of bituminous coal, Much of the Pittsburgh coal in Westmoreland County is low-sulfur and requires no mechanical cleaning for the preparation of a metallurgical fuel. Even those areas where the sulfur percentage increased to a maximum of about 2 percent, a relatively easy washing operation usually produced a cleaned coal, which found ready acceptance by the coke industry. Davis reported the remaining recoverable reserves of the .Pittsburgh bed in Westmoreland County to be 255,439,000 tons as of January 1, 1937. Since that date, more than 100,000,000 tons of Pittsburgh coal has been extracted so that the time is not too distant when this important coal bed will be depleted. A study of the Pittsburgh bed in Westmoreland -County has not been made a part of this report as the remaining reserves of the coal can be used in coke making with a, minimum of preparation. The production from the Upper 'Freeport bed will increase as the supply of coal from the Pittsburgh bed diminishes, and as of the present time it supplies a substantial proportion of the county's coal output.

"REASONS FOR AND PURPOSE OF WORKIn 1924 the United States Public Health Service was requested to undertake a special study of stream pollution. At that time the proposal that the United States Bureau of Mines take up the study was made by the Public Health Service because in point of training and experience the personnel of the latter was considered not to be as well, suited to this type of investigation as was that of the Bureau of Mines. H. Foster Bain, then Director of this bureau, promised to undertake the work, and, accordingly, field investigations were begun in the spring of 1925. The problems of mine-drainage wastes and of gas-house and coke-oven waste were investigated in the laboratory, and a method of treatment by sodium hydrate and benzol was found to be promising. The idea was obtained by A. C. Fieldner, chief engineer of the Bureau of Mines experiment stations, while in Germany in 1924, where he was shown a practical application of the process, but no information was obtained as to definite chemical or mechanical processes. Because of the then pending American patent application by the German firm, we made no attempt to develop our findings further. Shortly after, a similar method of treatment was developed in the United States, and since that time we have devoted our attention entirely to mine drainage. This paper is a presentation of some general facts and information gathered during the past five years on coal-mine drainage.SCOPE OF WORKAt the time our work was begun there was such a diversity of opinion on the whole subject and apparently so little was accurately known, that it was decided to undertake a basic study from which (1) certain definite information might be evident, and (2) what might be considered side issues of the original investigation would be suggested for subsequent study.A stream in a district thought to be representative of those in low to average sulphur bituminous coal fields and another in a high sulpbur district were selected for study, A fair (weber of factors entered into the tentative selection of these streams, the chief ones being their accessibility and freedom from other industrial or domestic pollution, besides, of course, the presence of mine drainage in these streams."

This U.S. Bureau of Mines report presents the documentation for COALVAL, a coal property evaluation software package developed on Lotus 1-2-3,4 version 2.2, spreadsheets. The software is compatible with version 3.1 as well, and may provisionally be run on the earlier 2.01 version. COALVAL is a menu-driven program that produces a prefeasibility-level cost analysis of mine-planned coal resources. The package contains cost models for each of five coal mining methods commonly employed in Appalachia: auger, contour strip, mountain top removal, continuous miner, and longwall. Other models, such as a dragline cost model, will be incorporated as the Bureau's Coal Recoverability Program matures. COALVAL allows mine operators, evaluators, consultants, and Government entities to input resource data and the various production, operating, and cost variables that pertain to their property. The program can evaluate up to 25 seams, each to be mined with up to five different mining methods, within a given area. Summary spreadsheets listing the cost per clean ton to mine the resources, f.o.b. the tipple, are produced for each property, seam, and mining method/seam combination.

This Bureau of Mines study assesses the economic significance of the Florida phosphate industry to selected counties in Florida, the State of Florida, and the Nation: it also includes a brief survey of the industry's international impact. Based on forecasts of Florida phosphate production in 1981, and using constant 1977 dollars. estimates are given for 1981 for regional and national output the value of this output, income, and employment created by the phosphate industry in Florida, Federal, Stale, and county tax revenues generated by the State's phosphate industry are also estimated for 1981. The concentrated impact of the phosphate industry on certain areas of Florida and on the State?s regional industries is examined using economic base analysis complimented by an industrial complex approach. The industry's impact at the Stare and national levels is examined through input- output analysis. In addition, an attempt to forecast for 1990 the effects of constraints on phosphate rock mining as a result of economic conditions and other factors is included as an appendix to the report. Also discussed is the phosphate industry's importance to the U.S. balance of trade: U.S. agricultural production. Including forward linkages; the U.S. sulfur industry; and the phosphate industry's importance to the production of fluorine and uranium by- products from fertilizer manufacturing.

This report is the second of a series of three that will evaluate, in order, the metallothermic, carbothermic, and electrolytic methods of magnesium production. The historical development of the carbothermic process is outlined. Production costs varying from 38.9 to 21.8 cents per pound of magnesium are estimated for different versions of the process. Additional suggested process modifications are listed. The technical and economic potential of the different versions are compared. Areas deemed most promising for future research on the process are delineated.

In 1992, the Bureau of Mines conducted a mineral resource investigation of the 27,034-hectare Steel Mountain/Yuba River study area and the 16,544-hectare Breadwinner study area. There were approximately 535 lode and placer claims in or partially in the Steel Mountain/Yuba River study area, and 84 lode and placer claims in or partially in the Breadwinner study area. In the Atlanta and Rocky Bar mining districts, both adjacent to and in the Steel Mountain/Yuba River study area, 30,232.4 kg (972,000 02) of gold and 62,838.3 kg (2,020,000 02) of silver had been produced. Most of this production came from outside the study area. Placer properties adjacent to (and a few in) the Breadwinner study area had production of 93.1 kg (2,992 oz) of gold and 20.0 kg (642 02) of silver. Twelve properties in the Steel Mountain/Yuba River study area have potential for resources; eleven have alteration and/or mineralization similar to that found at Atlanta with potential for gold, silver, and tungsten resources, and one has alteration and mineralization associated with polymetallic vein type deposits with potential for gold, silver, copper, lead, zinc, and tungsten resources. Adjacent to the study area, large bars of gold-bearing gravel can be found along the Middle Fork Boise River. Four properties in the Breadwinner study area have potential for mineral resources; one has alteration and mineralization associated with skarn, polymetallic vein, and, possibly, copper-molybdenum and molybdenum porphyry types of deposits; two have alteration and metal assays associated with polymetallic vein, and possibly copper-molybdenum and molybdenum porphyry types of deposits; and one has alteration and mineralization similar to that found at Atlanta. These four have potential for gold, silver, copper, lead, zinc, molybdenum, and tungsten resources Adjacent to and extending into the Breadwinner study area are large bars of gold-bearing gravel along North and Middle Forks Boise River.

A retort was constructed in which fine particles of shale, entrained in steam or other gaseous media, could be retorted at controlled temperatures and residence times and the effects of retorting variables upon quality and quantity of products could be determined. Studies of the effects of temperature upon products obtained from Green River (Piceance Creek Basin, Colo.) and Chattanooga (Tenn.) oil shales were completed. The feasibility of using the retort to process a shale of extremely high moisture content from Brazil also was investigated. Air was used as the entraining medium in a series of studies in which combustion of some of the products of retorting within the retort tube supplied a major portion of the process heat. In another series, shale oil from a conventional retort was cracked thermally to obtain data for comparison with results of retorting en-trained shale. In still another series the effects of rates of steam flow and solids feed upon rates of heat transfer from the furnace to the process stream were studied. Crushed quartz rather than oil shale was charged to the retort in this series. A study was begun in which raw shale was partly retorted, the products separated, and the partially retorted shale recharged to the retort. The shale was to have been recycled until it was completely retorted in an effort to improve oil yield by recycle retorting; however, the project was terminated before the investigation was completed.

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

This report describes the preparation characteristics of the significant coalbeds in Harrison County, W. Va. It is one in a series of Federal Bureau of Mines reports planned to determine coals suitable for the production of metallurgical coke, either as mined or after beneficiation. Over 6.5 million tons of coal was produced in Harrison County, W. Va., in 1958, of which over 3.7 million tons was cleaned mechanically in seven preparation plants. All of the coal cleaned was from the Pittsburgh bed. It has been estimated that more than 1,816 million tons of coal remains in the county in beds 12 inches or more thick. The Pittsburgh and Redstone beds were selected by the Bureau for a study based on current production rates and estimated minable reserves. Sample locations were selected following a study of the literature, conferences with mining engineers and mining company officials in the field, and examination of the available sites. Six samples were collected from the Pittsburgh bed, and three samples came from the Redstone bed, Float-and-sink tests of the samples collected from the Pittsburgh and Redstone beds showed that neither coal could be upgraded to a metallurgical fuel under the standards set up for this study, even after intensive preparation. Finer crushing of the samples moderately increased the yields and slightly reduced both the ash and the sulfur contents in the 1.30-specific-gravity float fractions. Finer crushing slightly decreased the yields in the 1.58-specific-gravity float fractions, whereas it reduced the sulfur content 0.11 percent for the Redstone sample and 0.46 for the Pittsburgh sample.

This publication reviews recent U.S. Bureau of Mines studies of frictional ignition of a methane-air environment by coal mining bits cutting into sandstone and the effectiveness of remedial techniques to reduce the likelihood of frictional ignition. Frictional ignition with a mining bit always involves a worn bit having a wear flat on the tip of the bit. The worn bit forms hot spots on the surface of the sandstone because of frictional abrasion. The hot spots then can ignite the methane-air environment. A small wear flat forms a small hot spot, which does not give ignition, while a large wear flat forms a large hot spot, which gives ignition. The likelihood of frictional ignition can be somewhat reduced by using a mushroom-shaped tungsten-carbide bit tip on the mining bit and by increasing the bit clearance angle; it can be significantly reduced by using a water spray nozzle in back of each bit, which is carefully oriented to direct the water spray onto the sandstone surface directly behind the bit and thereby cool the hot spots formed by the worn bit. A bit replacement schedule must be used to avoid the formation of a dangerously worn bit.

Research and testing in a small scale equivalent of a commercial flota-tion plant was completed on four low-grade, iron-bearing materials from the western Mesabi range. Closed circuit-flotation of calcium-activated silica with fatty acid collector developed data for comparison with the batch process and highlighted problems not evident from previous bench testing. The four ore samples contained from 27 to 39 percent Fe and were equally represented by nonmagnetic taconite and semitaconite type materials. Iron concentrates containing 6.0 percent, or less, SiO2 were made 5, all four samples. Of the two material types, the semitaconite was the ore amenable to treatment, yielding iron recoveries of about 90 percent as cc pared with 70 to 80 percent for the other. Pilot plant tests showed that concentrate grade made in batch tests could be duplicated in the closed circuit and demonstrated that the amount of recoverable middling iron varied considerably between ore samples. The continuous tests also showed that water temperature strongly influenced results in the treatment of one ore but apparently was of indifferent consequence in another. Progress in thickening and filtration of flotation concentrates was made through introduction of tapioca flour to serve the dual role of iron mineral depressant and flocculant.

Colorado coal-mine fatalities, which have gradually decreased since 1914, have shown a marked decline since 1924. Data on coal-mine fatalities in Colorado published by the U. S. Bureau of Mines5 indicate that the deaths per thousand 300-day workers have decreased from 9.13 in 114 to 6.14 in 1926, and that the deaths per million tons produced have decreased from 9.18 in 1914 to 4.98 in 1926. Table 1 gives fatality rates in Colorado and in the United States from 1914 to 1926 inclusive. [ ]

"Reserves This investigation shows that the Poplar Creek is the most important bed in Scott County from a production standpoint. Although the Poplar Creek bed contains the largest reserve, the Big Mary has a larger recoverable reserve. Estimates of reserves also have been made for the Pewee, Red Ash, Windrock, Upper Pioneer, Jellico, and White Oak beds.Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 143 million tons as of January 1, 1954. Of this total, 74 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager for making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.Recoverable reserves of coal are estimated in beds 28 inches and more thick. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian region. The weighted average recovery for all beds in Scott County, as determined by this investigation, is 52.4 percent. This percentage is based on the total thickness of coal in the bed (less partings three-eighths inch or more thick) rather than on the thickness of the coal mined. Based on the weighted average percentage of recovery for all beds in Scott County, the recoverable reserves of coal are estimated to be 39 million tons as of January 1, 1954.Coal Analyses Chemical analyses of coal samples taken for this study show that the coal in Scott County is of high-volatile a bituminous rank except the Upper Pioneer bed, which is shown to be high-volatile B bituminous. The Pewee bed shows typical low-sulfur characteristics. The high ash and sulfur in the Big Mary are characteristic of that bed. The Poplar Creek is moderately low in ash and sulfur in areas where there is no parting in the bed."

A number of the pegmatites in the southern Black Hills of western South Dakota contain sheet mica; and as the demand increased during World War II the area became an important producer of strategic qualities of mica. During this period of maximum activity, the U. S.. Geological Survey made detailed studies of the geological structural control, the mineralogical associations, and the production Of many pegmatites in the Black Hills. On the basis of results of this study, and at the suggestion of the Geological Survey, several of the pegmatites were examined by the Bureau of Mines, and a few were selected for further investigation. Accordingly, the White Bear, Silver Dollar, Buster Dike, and Hot Shot mines were diamond-core-drilled in 1947. The Hot Shot mine was investigated further by deepening the shaft and crosscutting the pegmatite in 1948. The mica-bearing deposits occur in lenticular intrusions of pegmatite in schists of various mineral composition. Eleven diamond-drill holes, totaling 2,111.4 feet in length, were completed on the four deposits. The shaft on the Hot Shot deposit was deepened 44 feet to the 112-foot level, and crosscuts were driven from the bottom of the shaft to the hanging Wall and foot wall of the pegmatite. This publication briefly describes the location, ownership, and history of the deposits and gives details of the work done by the Bureau of Mines and the Geological Survey.
