This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The use of a suspended growth system of T. ferrooxidans attached in a film to individual particles of bentonite and operated as a sequencing batch reactor has been shown to be a practical way of oxidizing ferrous iron in acid mine drainage. This component followed by limestone neutralization is both a technically and economically feasible approach to the treatment of these wastewaters in comparison to existing and proposed methods. The advantages, in addition to less expense, are greater safety, acceptable treatment at a lower pH, lower solids buildup, less danger of overtreatment, and greater flexibility in operational characteristics. In this report data on the continuous bench scale operation of the system under a variety of conditions shows sustained levels of oxidation in excess of 9%. A cost analysis projects capital and operating costs of $80/1,000 m3 of wastewater.

To allow routine measuring of the exposure of underground workers to N02 from diesel engines and residual gases from blasting. The Approach: A miniature sampler absorbs NO2 which can be measured using a simple method adaptable to both multiple automatic analyses or individual on-site analysis. How It Works: The NO2 sampler is encased in a plastic tube approximately half the length of an ordinary ball point pen and clipped to an underground worker's hard hat. Removal of the end cap activates the personal sampler. Air from the working place enters the open end and diffuses at a controlled rate down the tube interior. The diffusion rate is dependent on tube dimensions (ratio of cross-sectional area to length). The closed end of the tube contains stainless steel mesh which is coated with triethanolamine (TEA) for absorbtion of all NO2 reaching it. Other oxides of nitrogen are not absorbed. The amount

Many mining operations rely on bulkheads to provide a barrier between impounded water or slurry and active mine workings. However, bulkhead failures could cause and have caused catastrophic flooding that puts the underground workforce at risk. The National Institute for Occupational Safety and Health1 (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) is conducting research to evaluate the adequacy of existing design practices for water and slurry bulkheads. A key component of this research effort is documentation of the performance history and design parameters for bulkheads installed in underground coal mines during the last 20+ years. This research is part of a larger effort to develop general design guidelines and procedures for constructing and maintaining bulkheads that will help to ensure their long-term structural integrity, while significantly reducing the inundation risk for miners. This paper presents the results of NIOSH’s research to identify state-of-the-art bulkhead designs, including design criteria, leakage monitoring systems, and emergency warning systems. Underground observations and evaluations of existing bulkheads suggest that the most important design factors influencing their performance are the interface of the bulkhead with the surrounding strata and the potential magnitude of the hydraulic pressure to which they may be subjected. When a bulkhead has failed, leakage has generally been through the surrounding strata or along the bulkhead/strata interface, with the failure potential along the interface increasing with hydraulic head. It was also determined that development of a monitoring program to ensure the long term structural integrity of bulkheads is an important safety consideration. Current monitoring procedures range from weekly visual inspections to constant monitoring via pressure transducers and fluid level indicators. Where possible, these devices are used in conjunction with a computer based mine monitoring system to alert mine personnel when an emergency condition exists at the bulkhead installation.

This work, conducted under Bureau of Mines contract, deals with the development of a computer graphics software package that will: 1. display mine ventilation schematics and other representative Illustrations for a real-time data acquisition system under development by the Bureau, and, 2. utilize the Bureau-owned Minefire and Ventilation Code for display of ventilation on and contamination predictions. The software package has been written try operate on a 64K, Z-80 based microprocessor-computer. The project has been divided into two phases. The first phase dealt with the development of the graphics software The sec rind phase dealt with the retrofit of the Minefire and Ventilation Code to the Z-80 microprocessor-computer.

The current laboratory methods for assessing the vibration attenuation performance of seats involve repetitive trials with a number of human occupants, and raise certain ethical concerns. Moreover, the measurements with human subjects yield considerable variability in the data. Alternatively, several anthropodynamic manikins have been developed for effective assessments of the coupled seat occupant system [1]. The effectiveness of a manikin in predicting the response of a coupled seat-occupant system lies in its ability to reproduce the biodynamic response of the seated human body in terms of force-motion relationship at the body-seat interface, such as apparent mass (APMS). A number of prototype manikins have thus been developed on the basis of biodynamic characteristics of vertical vibration-exposed seated occupants of different body masses in the vicinity of 5th, 50th and 95th percentile male population. This study concerns with the analysis of a passive prototype manikin to enhance its ability to reproduce the idealized APMS response characteristics of the vibration-exposed seated human subjects defined in ISO-5982[2] for mean body masses of 55, 75 and 98 kg. Methods The APMS responses of a prototype anthropodynamic passive manikin were thoroughly characterized in the laboratory under different excitations and body mass configurations. The manikin was designed with sufficient flexibility to configure mechanical-equivalent models corresponding to seated body masses of 55, 75 and 98 kg, by adding/removing specified masses and springs (Fig. 1). The manikin, configured for a specific body mass, was positioned on a rigid seat without a backrest, which was fixed to the force platform of a whole-body vertical vibration simulator. The simulator was programmed to synthesize random vertical vibration with flat acceleration power spectrum in the 0.4-20 Hz frequency range with two different magnitudes: 1 and 2 m/s2 overall rms acceleration. The total static and dynamic forces of the manikin to and the seat were measured using the force platform, while a single axis accelerometer was installed on the seat pan to measure acceleration due to vertical excitation. A field study was conducted to evaluate seat designs on shuttle cars. Eight operators participated in evaluating seat designs on the basis of perceived levels of vehicle jarring/jolting and discomfort. Researchers also measured the levels of vehicle jarring/jolting. Four basic seat designs were compared on low and mid-coal seam shuttle cars during production operations at two underground coal mines. Two seats were currently used on the shuttle cars and another two were NIOSH designs. Objective data were collected using accelerometers with pre-amplifiers and filters connected to a data recorder; whereas subjective data were gathered with a visual analog scale (VAS) and a questionnaire. Results from measured levels of jarring/jolting showed that the NIOSH Seat L2A smoothed out bumps better than any other seats. Using the VAS, mid-seam and low-seam shuttle car operators rated the levels of jarring/jolting and discomfort lower with the NIOSH seat than the other seats. Questionnaire responses indicated that operators rated NIOSH seat designs as more comfortable. This research will provide the industry with better seat designs for isolating jarring/jolting in vehicles. Furthermore, researchers plan to improve the NIOSH seats using information gathered in this study.

This final report describes the work performed by Gulton Battery Corporation under USBM Contract No. HO-112033, entitled "Research and Development on Lithium-Nickel Fluoride Batteries For Mint Life Support Equipment". The lithium-nickel fluoride couple was chosen For this investigation because of its high theoretical energy density (626 Wh/lb), its ability to operate at ambient temperatures and the fact that it showed promise as a secondary system. The theoretical energy density of the lithium-nickel fluoride couple is ten times greater than that of the widely used lead-acid battery and three times greater than the silver-zinc battery which has the highest theoretical energy density of the commercially available secondary systems. The experimental program first evaluated the cell components individually. The results of these studies then formed the basis for investigations of cell performance using experimental three-plate cells. These cells consisted of one nickel-fluoride and two lithium electrodes. All work was performed in a glove box under an argon atmosphere which was sufficiently pure to maintain the shiny appearance on freshly prepared lithium surfaces. The major portion of the work effort was concerned with the nickel fluoride electrode. Binder, conductive diluent, fabrication technique, as well as the nickel fluoride active material itself, were considered. Criteria for binder materials were established and six classes of materials encompassing thirteen binders were evaluated. The candidate materials were initially screened for appropriate chemical and physical properties and finally evaluated in three.-plate cells, Two epoxy powders emerged as the most promising binders. Two types of conductive diluent were evaluated. The first is a carbon black of low bulk density and high surface area. This material is a good conductive diluent; however, electrodes fabricated with it lacked good mechanical strength. It was hypothesized that a uni¬form, small particle size, low specific surface area would improve the mechanical properties of the electrodes. Therefore, two samples of graphicic materials, milled to uniform powders in the one-to-ten micron range were evaluated. Electrodes prepared with the graphitic materials had superior mechanical properties, However, their electrical performance was significantly poorer and voltage losses of 0.2 to 0.3 volts were observed. Several electrolyte solutions were evaluated. N-Methyl-2-Pyrrolidone was tested but found to be incompatible in the presence of lithium. Lithium perchlorate, lithium hexafluoroarsenate, and lithium bromide were tested as two-component electrolytes in propylene carbonate solvent and their performance compared with that of the single electrolyte solutions, Lithium perchlorate gave the best performance. Lithium hexafluoroarsenate was also evaluated in methyl formate and appears to give equivalent performance. The lithium perchlorate-propylene carbonate system is preferred as it is easier to handle and less expensive.

Thermal, mechanical, and physical properties of virgin and heat-treated Pittsburgh seam coal were determined as part of a comprehensive study of combustion of monolithic coal block. The information was sought to help characterize pyrolysis and combustion processes in underground coal mine fires but should also prove useful in the study of in situ and surface coal gasifiers. Measured properties include thermal conductivity, specific heat, thermal expansion, density, compressive and tensile strength, porosity, and permeability. The transport property data were obtained (when feasible) in two mutually perpendicular directions of the anisotropic virgin coal material, and coal samples carbonized for 5 hours at temperatures of 350° C, 475° C, 500° C, 650° C, and 850° C. Other coals (Pocahontas No. 3, Sewell, and Illinois No. 6 seams) were investigated for porosity and relative permeability. Interdependence among all properties was evident from the results; however, only a few correlations could be developed owing to inhomogeneity of coal material and specimen variation, which had the effect of reducing the accuracy of measurement and increasing data scatter.

The development of Alaska depends on the existence of an adequate fuel supply in the Territory. The need to investigate coal deposits was recognized as early as 1911, when the first investigations were conducted in Alaska by engineers of the Bureau of Mines. Conditions existing in the Bering River and Matanuska coal fields, as found by Dr. Robert A. Holmes, former Director of the Bureau of Mines, are described by the Honorable W. L. Fisher, former Secretary of the Interior./ Following Dr. Holmes' investigation, a party of Bureau of Mines engi¬neers headed by R. Y. Williams visited the Bering River field in 1912 in cooperation with the Navy Department. A detailed examination was made of the Bering River field, and 855 tons of coal were mined from three prospects on Trout Creek. This bulk sample was delivered to the Navy for steaming and other tests. A description of the work of the field party and results of tests of the coal by the Navy Department and the Bureau of Mines has been published.

This investigation was divided into two major phases. Phase I of the study was an examination of the occurrence and production of acid water within the Bunker Hill Mine in northern Idaho. The second phase of the project involved the study of water movement through an abandoned tailings pile. Mineralogy and hydrogeology were determined to be the two most important factors in the acid mine drainage problem. Low pH water was formed in the mine in areas of lead-zinc ore rich in pyrite. Water movement in the mine was important in the production of acid and the transportation of heavy metals. Areas of recharge to the mine were identified. A data collection network was installed to monitor water quality and quantity changes. The quantity of acid drainage from the mine was found to vary directly with surface runoff events. The study of the abandoned tailings pile was performed to determine the characteristics of water movement through the tailings material and the resultant impact on the hydrologic environment. The Page Tailings Pile, abandoned in 1969, was utilized as a study area. An extensive network of piezometers and meteorological data collection sites were installed in and near the pile. Data collected to date indicate the presence of a ground-water mound under the east half of the pile. Some transfer of ions from the tailings pile to the ground-water system has been detected.

This report summarizes the results of several field tests conducted by Collins for the Bureau of Mines under contract S0122076 and contract H0232056. The field projects represent a part of Collins continuing effort on a broad study of coal mine communications. These experiments analyze the propagation characteristics of radio signals in a working coal mine environment. The intent of the program is to provide basic propagation loss characteristics by which we may evaluate various approaches to an integrated mine communications system. The goal of such a system is to satisfy both operational and emergency communications needs in the mine.

This work is a continuation of a program of study of the measurement and correlation of fundamental thermodynamic data inaugurated several years ago by the United States Bureau of Mines. Previous bulletins in this series were concerned with (1) The Entropies of Inorganic Substances (66),3 (2) High-Temperature Specific-Heat Equations for Inorganic Substances (67), (3) The Free Energies of Vaporization and Vapor Pressures of Inorganic Substances (68), (4) Metal Carbonates-Correlations and Applications of Thermodynamic Properties (71), (5) Heats of Fusion of Inorganic Substances (69), and (6) A Revision of the Entropies of Inorganic Substances-1935 (70). The present bulletin has as its primary purpose the correlation of the thermodynamic properties of elementary sulphur and its inorganic compounds and the presentation, after careful consideration of all available information, of a self-consistent system of thermodynamic relationships for these substances. It is believed that such a set of relationships, concerning substances of such great metallurgical importance as sulphur, sulphur oxides, hydrogen sulphide, metal sulphides, and metal sulphates, is of considerable value in indicating directions of possibly profitable experimental work and in clarifying subjects of technical interest upon which direct experimental information is difficult and expensive to obtain. It cannot be doubted that many problems of technical importance that at the outset appear almost hopelessly complex or obscure either may be solved, if enough information is available, or the specific lacking information clearly indicated by the adoption of the thermodynamic viewpoint. This has been demonstrated many times in the work of the Metallurgical Division, Pacific Experiment Station, Berkeley, Calif. Even when only crude basic information is available, a semiquantitative picture often may be developed by thermodynamic means in which general trends and approximate limits of a proposed process or modification of practice may be clearly portrayed and thus used as guides in further considerations and experimentation.

A study of copper cementation on iron was initiated to determine the effect that deposited copper has upon subsequent cementation. A microscopic investigation of cementation on an iron surface showed that cupric ion precipitates predominately on a growing copper deposit attached to the iron surface. A kinetic study of the cementation process in a revolving drum showed that the cementation rate is enhanced by the copper deposit attached to the iron surface and by the discrete copper particles of a cement copper slurry. The kinetic study also indicated that the character of the deposit is affected by the major anion in the solution. The cementation process is visualized to occur as a series of electrochemical cells in which cupric ion precipitates on copper dendrites attached to the iron surface.

The results of designing, constructing, installing and operating a ventilation monitoring system throughout an entire commercial coal mine is presented. Measured parameters were airflow, methane, carbon monoxide, temperature, relative humidity and differential pressure. A central computer provided for automatic system operation. Preliminary tests of two remotely controlled ventilation regulators were performed in conjunction with the monitoring system.

On the night of June 8, 1917, the flame of a carbide lamp accidentally set fire to the uncovered and frayed insulation of an armored power cable near the 2,400-foot level of the North Butte Mining CO.'s Granite Mountain shaft. How this, insulation accidentally became exposed is explained on page 15. The highly flammable oiled fabric set fire to the shaft timbers, and as this is a downcast shaft the fire spread with great rapidity, soon filling the mine workings with smoke and gas. At the time 410 men were working underground, 247 of whom escaped by various means, but most of the 163 remaining were probably overcome soon after the fire started, and perished. Only two men were actually burned. The cause of the disaster was purely accidental. The immediate effect was the unexpected reversal of normal conditions; the ultimate effect was great loss of life and the destruction of the main hoisting shaft, putting it temporarily out of service. The work of rescue and fire fighting continued eight days. The following pages present an attempt to draw some practical conclusions and suggestions from this disaster. The property of the North Butte Mining Co. consists of about 220 acres in the northeastern part of the Butte district, Montana. Next to the Anaconda Copper Mining Co. it is the largest producer of the district. In 1916, the year before the disaster, there were 1,160 men employed. The output was 560,947 tons of ore, which yielded 24,498,181 pounds of copper, 1,047,063 ounces of silver, 1,712 ounces of gold, and 412,953 pounds of zinc. The profit was $2,479,595. The total development work for that year was 21,694 feet. During the first half of 1917, the year of the accident, the daily tonnage of ore averaged 2,000, an increase of 400 tons over that of the year 1916.

The primary objectives of this project are (1) the determination of manpower demand in primary lead and zinc production for the years 1985 and 2000, and (2) the estimation of the availability of the required manpower for these years. In order to meet the first of these objectives relationships between employee requirements and metal production in the various states were established, The total primary lead and zinc production from United states mines in 1985 and 2000 has been predicted by the U.S. Bureau of Mines. These forecasts and the 1974 figures are as follows: [1974 1985 2000 Lead metal, tons 669,000 700,000 900,000 Zinc metal, tons 494,000 585,000 995,000] Mining By analysis of ore reserve data and industry characteristics, the authors estimated the portion of the primary production which each state would yield in the future years. As manpower requirements are determined by the tons of ore produced and by worker productivity, these figures were determined for each mining state and district by developing relationships between lead and zinc metal production, ore production, ore to recoverable metal ratios, employee productivity, and number of employees required. The number of new employees required annually to compensate for attrition and production growth is provided, also.
