The determination and publication of data o the chemical and physical properties of American coals have been primary functions of the Bureau of Mines since its creation in 1910. In recent years this program has been expanded to meet increasing needs for information on the suitability of coals for the production of coke, gas, and byproducts, and within the last year an experimental coal-hydrogenation plant has been completed. With this addition, the Bureau is able to cover every phase of coal utilization, including combustion, carbonization, liquefaction, and complete gasification. The need for this information is increasing not only to meet the requirements of consumers but also to give the data required to establish the classification and minimum selling price of coal by the National Bituminous Coal Commission.

Three complete connector assemblies and six separate contacts were submitted to a series of tests to establish the connectors permissibility and compliance with U. S. Bureau of Mines research Contract #H 0110423 D.C. portion. Test Procedure TPC-0118 was coordinated, and the test plan approved by the Bureau as fully complying with the intent of the contract for the direct current connectors. The components and connector assemblies have been demonstrated in testing that they meet or exceed all the requirements of the test procedure.

1.0 Control House (DWG. NO. 56-401-G) - 1.1 Physical Description The Control House is a single story, 2728 square foot building with an adjacent transformer yard. A four foot overhang provides shade protection for the walls. The building is heated and air conditioned. The HVAC System has an elevated outside air intake and provides a positive pressure environment within the structure in order to prevent the infiltration of heavier-than-air, noxious gases. Although electric utility companies have been active in grounding and bonding within substations, the mining engineer or mine electrical engineer is not involved to the extent that he can be fully up-to-date on the most effective practices for substation construction. The coal mine power system is grounded in a fundamentally different way from most other industrial power systems and is subject to considerable Federal and State regulation. At this time, there is little information that is directly applicable to the mine situation, especially if the substation must be built in an area of limited size or in low-conductivity earth. The objective of this guide is to provide specific engineering information to the mining; industry. Using as little theory as possible, it was written to be general enough to cover most substations, but specific enough to provide direct help with each substation. It will attempt to recommend practice that is in agreement with present Federal rules and regulations.

Recent advances in microcomputer technology have opened the way for systems which can track the location of underground mining personnel from the surface. A computerized system has been designed which is capable of not only tracking the location of the miner but also of monitoring underground parameters, communicating between work stations and sounding alarms when underground conditions are judged to be unsafe. For the system described herein, the locations of the underground personnel are detected by a network of underground terminals which routinely emit RF pulses to interrogate miniature transponders worn by the miners. Each transponder is uniquely programmed to delay its response in such a way that the RF terminal can identify the individual transponders by the time slots in which the responding pulses are received. The underground terminals are then interrogated by the host computer on the surface which keeps a running account on underground mine conditions and personnel. The underground portion of the system is designed to operate even during mine emergencies, deriving its power from rechargeable battery supplies which are float charged during normal operation. Nine mines were visited on this program and the industry reaction to the system was generally favorable. By slanting the system design for daily use in the mine, the chance of its acceptance by the industry is enhanced. Furthermore its likelihood of being operational in the event of an emergency is significantly increased.

This Bureau of Mines report summarizes the results of modifications in the borehole deformation gage design and subsequent changes in the overcoring techniques. Modifications in the borehole deformation gage have greatly improved the creep characteristics and enhanced the versatility of the gage. In situ field tests in competent rock near St. Cloud, Minn., provided sufficient data to compare the reliability between gages and new techniques in obtaining good engineering estimates of stresses. Near-surface horizontal stresses at the test sites are compressive and biaxial in nature.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing minerals substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.

Although the titaniferous iron occurrences at Iron Mountain have been known since 1850, exploitation of the deposits has been discouraged by the metallurgical difficulties encountered in treating the complex magnetite-ilmenite material. Because of the intimate association of magnetite and ilmenite, the material is not amenable to known ore-dressing practices. During World War II, industries started moving south and west from the industrial East; iron-ore reserves in the East were being depleted at a rapid rate; and titanium came into demand as a pigment. Imports of ilmenite from India, then the main source, were practically suspended because of lack of shipping space. These factors created interest in possible exploitation of the Iron Mountain deposits as a source of iron and titanium.

A study was made of the effectiveness of dust-control methods being employed in connection with continuous-mining operations. Airborne dust exposures of workmen and dust loadings of return air were determined for six types of continuous-mining machines. The conditions required for control of dust exposure are summarized and include ventilation of the working face by an exhaust system. Return-air dust loadings ranging up to 13 pounds per hour are reported.

A reconnaissance for sources of scandium and a metallurgical investigation of recovery methods for byproduct scandium from uranium mill solutions were conducted by the Bureau of Mines. The work on scandium was undertaken to obtain information on domestic resources and to explore and develop recovery procedures in consonance with the Bureau's long-range program for conservation and wise utilization of mineral resources. The element scandium is widely distributed in the earth's crust in trace amounts, but it seldom occurs as an important constituent in any mineral. An exception is thortveitite, (Sc,Y)2 Si207) a rare mineral that contains various amounts of scandium and yttrium and may contain up to 42 percent scandium oxide (SC203). Knowledge of the chemistry of scandium has expanded rapidly in recent years (1, 4, 9)4 but only fragmentary information is available about the metal because it is still largely a laboratory curiosity without established uses (2, 3). A recent study shows some of the physical proper-ties of the metal are (1) density of 3.05 grams per cubic centimeter) (2) melting point of 1,540° C, (3) hexagonal close-packed structure) (4) hardness of about 50 Brinell (500-kilogram load), and (5) an alloy behavior similar to yttrium and rare-earth metals (2). The price of $2,850 a pound for scandium oxide of 99.9 percent purity and $2,700 a pound for oxide of 99 percent purity reflects the scarcity and complex chemistry of the element.

The NASA Lewis Research Center, under U.S. Bureau of Mines program direction, performed an assessment of alternative mobile power sources for mining applications. A wide variety of heat engines and energy systems was initially examined to ascertain which could be considered as potential alternatives to presently used power systems. The present mobile power systems are electrical trailing cable, electrical battery, and diesel - with diesel being largely limited in the United States to noncoal mines. Each candidate power source was evaluated in terms, of the following requirements: (1) Ability to achieve the duty cycle (2) Ability to meet Government regulations (MSHA certification) (3) Availability (production readiness) (4) Market availability (5) Packaging capability An initial screening reduced the list of candidates to the following: (1) Diesel (2) Stirling (3) Gas turbine (4) Rankine (steam) (5) Advanced electric (batteries) (6) Mechanical energy storage (flywheel) (7) Use of hydrogen evolved from metal hydrides This list of candidates was divided into two classes of alternative power sources for mining applications - heat engines and energy storage systems. There are no producing or developing mines or active mining claims in the Deschutes Canyon RARE II study area. Only two prospects were found; they have no identified potential for mineral resources. Thin diatomite deposits occur in the Pliocene Madras Formation. Development of sand and gravel deposits in the area could not favorably compete with similar deposits in the surrounding area which are closer to points of use. By mid-1982, active oil and gas lease applications covered about 25 percent of the area, a reduction from nearly 100 percent in early 1981. No holes were drilled for oil and gas exploration. INTRODUCTION Personnel of the Bureau of Mines, Western Field Operations Center conducted a mineral investigation of the Deschutes Canyon RARE II area during the summer of 1982. The area, about 10 mi (16 km) southwest of Madras, Oregon, covers 10,890 acres (4,407 ha) in the Crooked River National Grasslands (fig. 1). The Deschutes River has incised a deep canyon into the north sloping elevated lava plain near the transitional boundary of the High Lava Plains and the Deschutes-Umatilla Plateau geomorphic divisions (Baldwin, 1964, p. 20).

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is ordinarily termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

This study by the Federal Bureau of Mines concerns different methods of face haulage used with various types of continuous-mining machines, mobile-loading machines, and track-mounted equipment under varying roof and bottom conditions and in coalbeds of varying thicknesses. This report is the ninth in a series on mechanical mining in bituminous coal mines. Reference to the reports previously published is made in appendix III, p. 106. Use of modern mining equipment in bituminous coal mines has resulted in increased productivity at the face. This especially is true where continuous-mining machines are used, and the supervision is good. Previous methods and equipment for moving coal from the face became inadequate and had to be improved to restore balance to the mining systems. Sometimes new equipment was needed to improve the face haulage, and in some instances, a new combination of existing equipment was used. Detailed studies of face haulage methods were made at 13 mines in Pennsylvania, West Virginia, Ohio, and Illinois to compare their effectiveness and to describe fully the conditions under which each method was used.

A model for the leaching of oxide ores is developed and II correlated with laboratory tests for percolation leaching of copper oxide are. Using the model, recovery of metal values and lixiviant concentration of the effluent solution at any time may be evaluated. For the copper oxide ore a simplified version of the model is examined for the leaching mechanism consisting of: 1) a surface flush reaction with the highest rate of lixiviant consumption; 2) penetration of lixiviant to react with copper minerals and gangue constituents; and, 3) slow lixiviant consumption, mostly by residual gangue materials. The simplified model is able to explain reasonably the leaching behavior of copper oxide ore by introducing a concept of effective initial size to correct for packing in a bed of fine particles.

The work was done in the cooperative Microscopic Service Laboratory, which was equipped by contributions from the following companies: Utah Copper Co., International Smelting & Refining Co., American Smelting & Refining Co., United States Smelting, Refining & Mining Co., Tintic Standard Mining Co., Silver King Coalition Mines Co., and Park Utah Consolidated Mines Co. The salaries and the other costs involved in operation of the laboratory were met by contributions from certain supporting companies. This U.S. Bureau of Mines report presents an analysis of surface coal mining accidents involving mobile equipment for the years 1989 through 1991. Mobile equipment is defined as haulage trucks, front-end loaders, bulldozers, scrapers, and road graders. These five pieces of mining equipment accounted for 20 pct of all surface coal mine accidents and 41 pct of the fatalities. The general discussion of these accidents covers the accident causes, the primary activity of the accident victims, and other contributing factors. A more detailed analysis of accidents associated with each piece of mobile equipment is also provided. This report will provide mine managers and mine safety personnel with a better understanding of the hazards associated with mobile mining equipment. It identifies where improvements in mobile equipment safety can be made and those areas requiring additional safety emphasis, such as safety training, work procedure changes, or engineering changes to the equipment or work environment. The analysis was performed by a team of researchers using accident data and narratives provided by the Mine Safety and Health Administration.

Many hydraulic backfills are deposited at low density and provide less than optimum support strength to stope walls. This laboratory study shove that fill strength can be considerably increased. Placement methods used to increase the fill strength were the head, vibratory, cementation, double-planed (dblplod), and combinations of these methods. An experimental facility van designed to study the placement cathode and resultant strengths of the fills. Physical property tests made on the fills included laboratory penetration and vane shear plus several supplementary tests, such as grain size distribution and relative density. Test results were compared to fills planed by conventional methods and to those results reported by other investigators. When compared to fills placed by conventional methods, the penetration modulus was increased by 4.3 tines when the uncemented-vibrated-head concept was used and 71 times when the cemented-vibrated-head-dblplod concept was used. Apparently, hydraulically fill strength can be substantially increased. Conceptual mining plans are also included on suggested ways of placing and using high-modulus backfills.
