A special inlet system has been developed for a TOF mass spectrometer that allows the equilibrated high-temperature vapors from an atmospheric-pressure flow reactor to be leaked into the ion source of the mass spectrometer without undergoing any compositional changes. Using this flow reactor - mass spectrometer system and a modified transpiration system (one that allows for the carrier stream to be equilibrated with two different condensed samples) a series of fundamental vapor transport studies were undertaken. The results of these studies are summarized as follows: 1. The vapor species in equilibrium with condensed copper (I) chloride were determined to be Cu3C13, Cu4C14, and Cu5C15. The gas mixture is fifty percent tetramer near the melting point (703°K), with the percentage of tetramer decreasing with increasing temperature. The following thermodynamic results were obtained.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The Bureau of Mines constructed a process research unit (PRU) to demonstrate new technology for extracting zinc from sphalerite concentrates. Up to 9 kg/hr of sphalerite (ZnS) concentrate was reacted at ambient pressure in the PRU with 80 pct sulfuric acid at 160° to 180° C to produce zinc sulfate and elemental sulfur. The PRU consisted of a three-stage glass reactor system: a 4-liter premix stage in which feed was slurried with 78 to 82 pct H2S04, a 40-liter stirred reactor, and a ISO-liter settling stage in which high reaction conversions were effected and excess H2S04 for recycle was separated from insoluble ZnS04 and sulfur. Evolution of sulfur-containing gases was minimized by sub-surface addition of acid feed slurry to the stirred reactor and by exclusion of air from the reactor to prevent the oxidation of elemental sulfur. Conversion of zinc to zinc sulfate averaged over 99 pct at the optimum acid concentration of 80 pct. Total sulfur losses (primarily S02) were less than 2 pct of the sulfur in the sphalerite. Elemental sulfur remained in the insoluble portion of the settled reactor product after leaching with simulated spent zinc electrolyte containing sulfuric acid. The sulfur residue contained 75 to 89 pct sulfur. Neutral zinc sulfate, required for zinc electrowinning processes, was separated from the sulfuric acid leach solution by crystallization at -15° C as zinc sulfate heptahydrate (ZnS04?7H20). The crystallization operation simultaneously effected a partial concentration of the recycled electrolyte solution by removing water.

The Federal Bureau of Mines conducted a field survey of 153 bituminous coal strip and auger mines to estimate coal recovery from surface mines in the Eastern United States. Recovery was calculated from field data by measuring coal losses resulting from mining coal and leaving barriers. Mean total recovery for strip mining in States east of the Mississippi River was 83.0 percent and ranged from 72.3 percent for Tennessee to 91.3 percent for Maryland. Mining losses and barrier losses were 10.1 and 7.7 percent, with standard deviations of 4.8 and 10.4 percent, respectively, indicating that barrier losses, although less than mining losses, were more variable. Mean total coal recovery varied only slightly for the two regions studied; 82.7 percent for Appalachia and 84.3 for the Midwest. Total recovery grouped by mining method--contour, area, and mountaintop removal--was 79.8,84.7, and 85.3 percent, respectively. Mean auger recovery was 35.9 percent; of the total average loss of 64.1 percent, over one-half resulted from design limitations while the remainder was attributed to operating losses. The wide recovery range at individual mines indicates the variability of the eastern surface coal mining industry. Because of this, care should be exercised in applying the results of this report to reserve estimates other than those of a general nature.

The Bureau of Mines is conducting research that is aimed at making the mining industry more efficient in term of both productivity and the health and safety of the worker. As part of this research the Bureau of Mines has integrated a testbed composed of computer and related peripheral hardware to form an intelligent base for performing autonomous mining machine experiments. Although this particular application was con- figured for use on a Joy 16 CM mining machine, its generic structure facilitates its attachment to a variety of mining machine types. The multitasking multiuser computer can be set up for other applications by changing a bubble memory cartridge. The Joy 16 CM implementation includes 96 digital input-output (1-0) ports, 32 analog inputs, 8 analog outputs, 2 serial data channels, and 1 printer port. Operation of the machine can be performed either through a local terminal or remotely through a modem hookup. This report describes a testbed for autonomous mining machine experiments (TAMME)--its hardware, software, and complete system integration--so that it can be used as a foundation for other applications.

One of the first matters to receive attention from the Bureau of Mines when it was authorized to undertake investigations relating to wastes in the mineral industries was the smoke problem at smelting and ore-roasting plants. This bulletin is published by the bureau primarily for persons who seek information on the subject of metallurgical smoke but are unacqllainted with the technical language of metallurgy. It is, of course, not possible to free a techniCal subject entirely from teclmicalities, but, 80 far as possible, statements are made in plain and simple English. Metallurgical smoke causes considerable friction between the metallurgical industry and agriculture in certain parts of the country. Owners of smelting plants are making every effort to devise ways and means to do away with possible damage and annoyance from smoke and are meeting with success. The problem is peculiarly difficult in this country because of the large tonnages of material that must be handled. The solution of the problem is not yet at hand and much work still remains to be done. As the mineral industry is one of the great basic industries of the country and of necessity is entitled to full consideration, it should be accorded freedom to work out the smoke problem to the benefit of all concerned. The effort is made in this paper to present the problem of metallurgical smoke as it actually exists, without bias of any kind. The writer takes this opportunity to express his indebtedness to the sources of information on which he drew, many of which are enumerated in the selected bibliography at the end of this paper. In connection with the author's use of the present tense in describing plants and methods, the reader should note that none of the references in that bibliography is of later date than 1913. Much information was obtained by personal visits and by correspondence, and thanks are hereby tendered to all persons who kindly furnished data. The writer desires to thank particularly F. G. Cottrell, chief chemist of the Bureau of Mines, for criticism and comment.

From the standpoint of tonnage and dollar value copper is the most important nonferrous metal mined in North America. The opening of copper mines has had an important bearing on the development and settlement of many sections of the continent. The prosperity of many of the mining States or provinces depends directly upon the copper-mining industry. Normally, about 35,000 men are employed in the copper mines, mills, and smelters of the United States. The United States is the most important producer of copper among the nations; more copper is mined in North America than in any other continent, and for many years the United States alone produced about half of the copper of the world. During the last 10 years increasing production in South America and Africa has reduced the relative importance of North America and the United States.

In studies conducted by the Bureau of Mines, two test areas were hydraulically stimulated and exposed by mining: One in the Pittsburgh coalbed at the Vesta No. 5 mine, Washington County, Pa.; and one in the Illinois No. 6 coalbed at the Inland mine, Jefferson County, Ill. Induced fractures were contained totally within the coalbed with no adverse effect on the stability of associated rock strata. Induced fractures were vertical and were propagated normal to the direction of least residual tectonic stress. Gas production was increased fivefold to twentyfold by hydraulic stimulation.

The U.S. Bureau of Mines investigated Fe-base alloys containing 8 pet Crwith Ni, AI, and Si additions as substitutes for standard AISI Type 304 stainless steel (SS) in high-temperature oxidizing applications. The objective of this study was to reduce the amount of Cr required to make an austenitic stainless steel while retaining satisfactory workability, mechanical properties, and oxidation resistance. Alloys prepared in this investigation had a composition of Fe-8Cr-lMn-0.07C with varying amounts of Ni, AI, and Si. A minimum of 10 pet Ni was required to achieve an austenitic composition. The microstructures of the austenitic alloys were very susceptible to room-temperature, deformation-induced martensitic transformations. When the alloys were cold worked or stressed, the materials had far greater tensile strengths than Type 304 SS at room temperature. At higher temperatures, tensile strengths and workability of several of the alloys were comparable to that of Type 304 SS. Although martensitic transformation caused the room-temperature properties of the experimental alloys to be quite different than those of Type 304 SS, the superior oxidation resistance and similar hot workability of several alloys encourage their use as replacements for Type 304 SS.

The Bureau of Mines conducted a brief laboratory study on the 10-mm diam Dorr-Oliver nylon cyclone to investigate (1) whether high wind speed (>300 ft/min), or sampler inlet orientation with respect to wind direction, can introduce errors when sampling respirable dust, and (2) whether any such errors can be reduced by using an inlet shield. Being preliminary in nature, the study was not structured to produce definitive results, but rather to discern likely trends and to indicate whether or not a more in-depth study of the problem is warranted. Photometric mass sensing measurements suggested that as the wind velocity increased, the cyclone sampling directly into the high-velocity airstream tended to oversample, relative to the cyclone sampling in a low-velocity airstream. Orientation of the sampler introduced measurable differences in sampling efficiency at higher wind velocities. A shield placed around the cyclone diminished the effects of wind velocity and sampler orientation on sampler performance. Results of this work offer sufficient evidence to substantiate the need for a more in-depth study.

A study of the accident statistics in the coal mining industry convinces one that an organized effort must be put forth to prevent the vast destruction of human life in this industry . The fatality rate in Pennsylvania has not improved in the past several years and during 1928 it was higher than the average for the period 1916 to 1927 , inclusive . Although the accident rate for this State is less than that of the coal mines of the United States as a whole , nevertheless the rate is unduly high ; however , there are many companies which have exceptionally good records as regards both fatal and nonfatal accidents . A study of the methods used by some of these relatively good- record companies to reduce accidents in their mines shows that they exert an organized effort to prevent accidents , and that their safety organizations usually affect every employee in and about the mine from the highest official to the check boy . The chief executive must be actively and personally interested in accident prevention if real safety results are to be obtained ; when he shows this interest it is almost invariably reflected in the officials under him and throughout the organization . Safety organizations vary in form and are readily changed or adapted to the varying conditions found in the bituminous field . The companies whose organizations were studied in preparing this report are all getting good results , and it is their opinion that the safety organizations have been a big factor in obtaining these results . At their request the identity of some of the companies whose organizations were studied has not been divulged in this paper , but this does not affect the value of the information concerning their safety organizations .

"INTRODUCTION Industrial sands, characterized by specific physical and chemical proportion, are,essential new materials for the manufacture of glass, sodium siliante and other products. Sands of suitable characteristics are used extensively for molds and cores in the casting of metals as a granular medium in municipal water filters, as abrasives, as traction sand to prevent the slipping of driving wheels of self-propelled vehicles on trucks and in various ceramic and other structural forms. In addition to the use of common silicon sands in concrete, cement, and mortar, special sands find use in sand-lime brick oxychloride cement, and flooring, for coating prepared roofing, and for placing ware in saggers although sand for sandpaper has been mostly displaced by other harder mineral or synthetic grains, other abrasive uses are numerous and include sandblasting stone sawing, glass burnishing and finishing."

This summary of State laws or explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful In determining whether relevant statutes exist, and In locating them quickly,-with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

The Federal Bureau of Mines conducted a study to determine if residues from fractional distillation represent a potential source of mineral values. A literature review and discussions with tar sand specialists failed to disclose the mineralogical nature of residues remaining after bitumen extraction. To develop this information, pilot plant tar sand residues or toluene-cleaned tar sands from 23 deposits were examined. The nature of the residues was determined by standard mineralogical methods and the chemical compositions were determined by X-ray and ICP (inductively-coupled plasma spectroscopy). None of the sands or concentrates examined contained sufficient valuable minerals to be economically important.

The Bureau of Mines conducted a series of experiments using Illinois No. 6 coal to determine the effect of asymmetric wear on airborne respirable dust (ARD), specific energy, cutting force, and normal force. Plumb-bob-type bits--one new bit and four ground with different sized flats--were used. Constant-depth linear cuts at 0.32, 0.64, 1.27, and 2.54-cm cut depths were made. Both cutting force and normal force increased as the flat area increased. Specific energy demonstrated a statistically significant increase with flat area at the 0.32-and 1.27-cm cut depth only. Specific ARD showed a statistically significant decrease with increasing flat area only at the 0.64-cm cut depth. Increasing cut depth increased cutting force but decreased specific energy and specific ARD. Normal force increased with increasing cut depth for the new bit but exhibited a maximum at 0.64 cm for the bits with flats.

THE Synthetic Liquid Fuels Act (30 U.S.C., 321-325, and amendments) become law April 5, 1644, and a period of intensive research and development in this field was begun by the Bureau of Mines. As part of this program bulletins were published on a pressure hydrogenation,3 the Fischer-Tropsch synthesis,4 and oil shale.5 The Bureau also has published a short bibliography on coal gasification,6 mostly of a theoretical nature. Because coal gasification is prerequisite to Hither the Fischer-Tropsch or coal-hydrogenation processes, publishing this sizable, collection of technical information in this form will be valuable. The material is presented in three parts, as follows: I. United States Patents. II. United Kingdom, Australian, Canadian, and South African Patents. III. Belgium, French, German, Italian, and Swedish Patents. The domestic patents for this bulletin were collected between 1963 and 1955. Some of the Foreign Patents were collected at the same time and a few of them later in 1961. Part I was published in 1960; Part II was published in 1962.

The Juneau Office of the U.S. Bureau of Mines has undertaken a study of the environmental permitting process for major mines in Alaska to identify the effects ecosystem management has had or could have on the permitting process. To date, ecosystem management affects major mine permitting in Alaska primarily through the NEPA environmental assessment process. In Alaska, only the Forest Service has instituted ecosystem management in an overt and organized manner, while other agencies are doing so less directly. In recent Bureau of Mines publications, the mine permitting process has been described using case studies of several recently permitted mines in Alaska. The insights into the permitting process and the conclusions of these reports are reviewed and summarized. Several ecosystem management issues were identified in the case studies, including the need for: effective communication between agencies; standardization and coordination of NEPA environmental impact assessment and environmental monitoring programs among agencies, and assessment and selection of alternatives based on risks to ecosystems regardless of jurisdictional boundaries or environmental media-specific regulations. Ecosystem management could be used as a way to systematize, organize, standardize, and coordinate permitting and monitoring requirements and management perspectives among government agencies and project proponents.

The potassium mineral polyhalite (K2SO4.MgSO4.2CaSO4.2H20) found in large deposits in western Texas and southeastern New Mexico is associated with varying amounts of halite (sodium chloride, NaCl) and anhydrite (calcium sulphate, CaSO4). Although the anhydrite, because of its low solubility and slow rate of solution, is relatively inert, the halite is dissolved immediately in any process solution with which the polyhalite comes in contact. Limited quantities of sodium chloride in the liquors used for the hot extraction of polyhalite materially improve the results obtained,4 but only a very small sodium chloride content may be desired in the entering polyhalite in other procedures, such as Bureau of Mines process 75. In. all of the processes suggested for the recovery of potassium sulphate from polyhalite the control of the sodium chloride content will be desirable, if not absolutely essential to efficient operation. OCCURRENCE OF HALITE IN POLYHALITE A preliminary estimate of the amount of halite associated with typical deposits of polyhalite may be derived from drill cores, although it should be remembered that only 50 or 60 core tests have been made in the many hundreds of square miles of the Permian basin. From a mineralogical study of 41 of these cores, Schaller and Henderson6 state: In many of the sections of core that seem when viewed by the unaided eye to consist essentially of polyhalite, both halite and anhydrite are present in greatly varying quantities - with very minor quantities of clay and magnesite.
