The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4/ issued by the Bureau of Mines, the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

This report covers the calendar year 1954 and has been prepared and submitted to the Congress of the United States in accordance with the provisions of Sec. 106(a) and Sec. 2l2(c) of the Federal Coal-Mine Safety Act (66 Stat. 692; 30 U.S.C. Sec. 451-483). Background The Federal Coal-Mine Inspection program was established to carry out the provisions of Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. This act has since been amended to be known as Title I -Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also includes Title II -Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal-Mine Safety Act.

Introduction MINING IS THE BRANCH OF INDUSTRY involving the exploration and removal of minerals from the earth (figure 1). Mining is one of the oldest and most important endeavors of humankind, because it provides the raw ingredients for most of the material world around us and, like agriculture, is the lifeblood of civilization. The main objective of any type of mining is to remove the valuable material economically and safely with minimum damage to the surrounding environment. The Earth has many natural resources on which we depend that must be mined. Coal, oil, gas, and other mineral fuels are used for heating electricity, and numerous industrial processes. Nonfuel minerals such as iron ore, precious metals, and industrial metals, and nonmetallic materials like sodium and potassium are used in chemical and agricultural applications. Even crushed stone used in road building and other construction projects must be mined. Mining affects our standard of living and impacts almost everything we do. A myriad of items that we use in our homes and offices and for transportation, communications, and national defense all require minerals (figure 2). For example, more than 30 different minerals are needed to make a television or telephone! Table 1 lists several commonly mined materials and some of the end uses in our daily lives.

Wyoming contains many petroleum and natural-gas fields, and more than 250 geological structures have been mapped; however, only about 85 have been found (July 1938) to contain petroleum or natural gas, or both, in commercial quantities. To January 1938 approximately 434 million barrels of oil and 915 billion cubic feet of gas have been produced, and it was estimated that proved oil reserves in Wyoming amounted to 300 million barrels.' The Salt Creek field, the largest in the Rocky Mountain area, alone has produced 64 percent of the State's oil and 46 percent of its gas. This field ranked thirteenth among the producing fields of the United States in total cumulative production as of January 1, 1938. On this basis it ranks with the Kern River and Huntington Beach fields of California and the Butler County fields of Kansas. The Salt Creek field has declined in relative importance; in 1937, while still the largest oil-producing field in the State, it produced 31 percent of the oil and 11 percent of the gas extracted from all wells in Wyoming.

Tremendous interest has been evidenced in the subject of dewatering and drying ooal for the past 10 years, and yet little effort has been made to summarize the literature, at least so far as this country is concerned. Only a few published articles have dealt solely with dewatering and drying coal. In most cases the subject has been discussed briefly, either in general terms or as to specific installations. It is desirable that a compendium be prepared collecting in one place information on the dewatering and drying of coal, the needs for this process in various fields, the available equipment, and the current American practice in regard to it. This work was underta..lten by the :Bureau of Mines in cooperation with the University of Alabama. New coal-washing plants in which various types of dewatering and drying equipment were in operation were visited in-Pennsylvania; Ohio, India...~a~ and Illinois. The dewatering·and drying of coel has .been studied in this coimtry by the Surface Preparation ·Committee of the ·coal Operato~s• Committee of the .American Mining ·Oongress. The objective of this task was to perform theoretical analyses related to identifying and increasing the understanding of wireless propagation mechanisms in mines, and for predicting the performance ranges and limitations of proposed systems. This was to be achieved by building on and extending previous ADL work* and utilizing experimental data as they became available in the radio frequency bands of interest. B. TASKS Theoretical radio wave propagation investigations undertaken on this task centered on three areas. The first area dealt with extending previous UHF wireless propagation results*: to estimate the losses caused by the presence of haulage vehicles such as trains in coal mine tunnels; to estimate the propagation losses and wireless communication ranges expected along a longwall coal face tunnel; and to assess the applicability of previous analytical approximations to tunnels having reduced crossectional dimensions, such as those found in low coal and in the presence of haulage vehicles. The second area dealt with the development of a suitable propagation model to adequately explain the unexpected, highly favorable LF to MF band wireless radio wave propagation behavior experimentally observed in Consolidation Coal Co.'s Ireland mine. The third area dealt with the formulation of a model for evaluating the overall system transfer function and transmitter requirements for a hoist shaft LF communications system, taking into account the hoist rope/shaft transmission line characteristics, the cage and sheave wheel line terminations, the signal inductive couplers, and hoist shaft signal and noise data.

This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

This paper is the third of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. The second papers deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in the second paper applies to all forms of placer mining. The present paper treats of dredging and other forms of mechanical handling of placer gravels, and drift mining.

In a previous report,6/ results were given that showed the amount of natural ventilation in a manhole having a capacity of 74.1 cubic feet when the number of ventilation openings in the cover was varied from no openings to a maximum of 48. The result s showed that the ventilation (air changes per day) in the manhole was proportional to the area of the openings in the cover, and also that the number or area of the openings was the factor that chiefly affected the ventilation.

"INTRODUCTION A letter from S. D. Strauss, vice president of Metals Reserve Company, Washington, D.C., dated May 22, 1945, to the chief of the Metallurgical Branch, Bureau of Mines, in Washington; includes the following: Because of the present critical shortage that exists in the supply of corundum required by certain industries in war production, the Reconstruction Finance Corporation, Mr. W. C. Keeley, Vice Chairman for Metals and Minerals, War Production Board, has recommended that the Reconstruction Finance Corporation though Metals Reserve Company, proceed with preliminary mill testing of the corundum ore in Gallatin County, Montana, and that the results of that testing be transmitted to the War Production Board. If the results of the testing work are considered satisfactory, Metals Reserve Company will then provide for the actual mining and milling of the ore for the production of corundum concentrates.Pursuant to the above stated recommendation by the War Production Board, Metals Reserve Company desires to make -use of the facilities of the Bureau of Mines testing plant at Rolla, Missouri, for conducting sink and float and other concentration tests on representative samples of the Montana corundum ore. Two, and possibly three samples of ore are to be tested which will have an aggregate weight of approximately 50 tons."

The Bureau of Mines conducted research to evaluate the optimum design for a rock-breaking explosive charge that could be fired unconfined in a gassy or dusty coal mine without the danger of igniting the flammable atmosphere. Charges of various shapes, with and without cavities, were tested in a gallery using 3-by 3-by l-ft concrete blocks as simulated boulders. For these tests the optimum charge, in terms of cost, weight, and convenience in handling, consisted of a flat l-1/2-lb charge of permissible explosive seven-eighths of an inch thick and 7 in in diameter encased in a l/2-in thick layer of fine salt (NaCI). This work demonstrated that it should be possible to produce an inexpensive explosive rock-breaker charge that would be safe to use in underground coal mines.

"To prevent the propagation of mine explosions, the Bureau of Mines recommends:1. That all coal and lignite mines, except anthracite mines shall be rock dusted.2. That rock dust shall be distributed upon top, bottom, and sides of all underground openings of every description, to within. at least 4o feet of all working faces and the areas not rock dusted shall be kept wet.3. That the rock dust shall be maintained in, such quantity that the incombustible material in representative samples of dust collected shall not be less than 65 percent. Where methane gas is present in the ventilating current, the minimum percentage of incombustible matter in the mine dust shall be increased 1 percent for each 0.1 percent of methane.4. That when the rock dust in any area becomes caked so thatit cannot be dispersed readily as a cloud in the air, that part of the mine shall be redusted immediately.5. That the dust to be used shall not contain more than 5 percent of combustible matter nor. more than 25 percent of quartz or free silica; all of the dust shall pass through a sieve having 20 meshes per linear inch and 60 percent or more shall pass through a sieve having 200 meshes per linear inch; the dust shall not absorb moisture from the air to such an extent as to cake and destroy its effectiveness as a dry dust.6. That rock-dust barriers shall not be regarded as a substitute for generalized rock dusting.Research and experience have shown that maintenance of an adequate percentage of rock dust in all underground openings, whether gassy or not, of bituminous and subbituminous coal and lignite mines (anthracite dust does not propagate explosions) is the best means of preventing coal dust explosions. In rare instances where all fine coal particles on the floor, ribs, roof, and timbers are in a muddy condition continuously rock dusting is unnecessary.The term ""underground openings"" refers to all unsealed openings whether they contain track or not, and includes rooms, entries, crosscuts, breakthroughs, rock tunnels, slopes, haulageways, airways, and travelingways. The sealing of unused or abandoned parts of a mine in accordance with Mine Safety Board Decision avoids the necessity of rock-dusting the sealed-off openings.The kind of rock dust to be used should have the approval of the State Mine Inspection Service. Pure limestone or pare dolomite produces the best rock dust, as these dusts have low silica content, little tendency to cake, and a light color that aids illumination. To reduce tendency to cake it is preferable that not more than 75 percent of the dust pass the 200-mesh sieve. All sieve sizes are those of the Tyler screen scale. If the mine personnel is repeatedly exposed to breathing high concentrations of the dust, the percentage of free and combined silica should be as low as possible, preferably less than 5 percent. Persons engaged in the application of rock dust should wear approved dust respirators as listed in Bureau of Mines Information Circular 7030 or revisions thereof."

Electrical arcing injuries are the most common form of electrical injury in mining. MSHA data show that 381 "non-contact electric arc burn" injuries occurred in the mining industry from 1996 - 2005. A more detailed study of data from 1990-2001 showed that five types of apparatus - circuit breakers, conductors, nonpowered hand tools, electrical meters and test leads, and connectors and plugs were involved in two-thirds of the lost workday injuries. Many of the protections from electrical arcing injury available to workers in other industries stem from the application of National Fire Protection Association Standard 70E - Standard for Electrical Safety in the Workplace (NFPA 70E). NFPA 70E is a generally accepted industry guideline document, but excludes underground mining from its scope. Many of its practices and procedures, however, can be applied in the mining workplace to supplement the existing electrical safety requirements of Title 30 Code of Federal Regulations. This paper describes how NFPA 70E can be applied to mining workplaces after an analysis of the mine power system electrical arcing hazards has been completed (and Hazard/Risk Categories determined) using the tables from NFPA 70E or the calculation method as described in IEEE 1584. NFPA 70E can then be used to determine the levels and types of personal protective equipment (PPE) needed to protect miners against burn injuries. Appropriate lockout and tagout (LOTO) procedures for use in the mining industry are also described. Suggestions for better selection of electrically-rated hand tools are included. Recommendations for electrical meter selection and use based on transient withstand capability are also discussed.

This appendix contains the list of equipment, their corresponding number and their specifications with the quotations from the vendors/ manufacturers who can supply this equipment. The listings are arranged by process plant areas.

"In 1912 bauxite was discovered in the Andersonville district, which lies in the 28th and 29th land districts of Georgia and comprises parts of Sumter, Macon, and Schley Counties. Mining was begun in May 1914 by the Republic Mining & Manufacturing Co. Considerable ore has been produced in this region since that time by individual interests and by the American Cyanamid & Chemical Corp., which acquired the property formerly owned by the Republic Co.The area was examined in the fall of 1941 by representatives of the Bureau of Mines and the Geological Survey, after which a prospecting program was begun by the Bureau. Drilling was started on December 26, 1941, and continued until November 18, 1943. A total of 1,192 holes was drilled in the district, and 3,679 samples were taken and analyzed.Mineral exploration agreements were signed by 146 property owners covering 42,128 acres. Holes were drilled on 121 of these properties, which have a total area of 38,778 acres.Drilling under this project disclosed several new deposits, of which four have been completely delimited. Previous prospecting in this area by mining companies did not find bauxite, as it lies under heavy overburden. Work by the Bureau indicates 14,412,000 long tons of ore containing 30 percent or more alumina. The total tonnage is divided as follows:Georgia State Highway Routes 26 and 4-9 traverse the district. The Central of Georgia Railroad passes through the center of the entire district (see fig. 1).The project was initiated by J. R. Thoenen, supervising engineer, Non-metals Mining Section, Mining Division, Bureau of Mines. It was under his general supervision until July 1942, after which it was under the general supervision of E. J. Lintner and Rowe McCrae, district engineers for Georgia, South Carolina, and Flordia, respectively.John C. Feeley, Jr., was project engineer from December 1941 to April 1942. Other engineers who assisted in the work on the project are R. E. Babcock, T. M. Romslo, Don M. Coulter, and Walter T. Lewiecki.Acknowledgment is due the metallurgical staffs at College Park, Md., and Tuscaloosa, Ala., for analyses of samples and beneficiation tests.Acknowledgment is also expressed to Alfred D. Past failures of coal refuse embankments have resulted in more intensified efforts in inspections of coal refuse sites. Inspections, however, are mainly qualitative and time consuming. In August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photointerpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Bibliographies of literature reviews in the area of past coal refuse embankment failures, monitoring instruments and methods, and photogrammetry are included.

[Utilization of small stone is recognized as one of the important problems of the lime industry. The term ?small stone' is used to designate material that is too small for calcination in tie shaft kilo. The maximum dimension A such stone rosy be placed at four inches. The introduction of any considerable quantity of stone having demensions lee: than this into the charge of a kiln impedes the draft and readers successful operation of the kiln difficult on impossible. Attempts design a shaft kiln which would calcine stall stone satisfactorily have not been successful to date. Thousands of tons of this small stone arc produced daily, and while part of it finds a market, for it has many uses, the profit is usually small an competition is teen and prices are low. Production of the material is, however, so greatly in excess of market that surplus of hundreds or possibly thousands of Jose axe place daily in stock piles and classified as waste. in a few instances a fortunate combination of circumstances, such as a program of or other work requiring large quantities of concrete aggregate, may mate it possible some quarries to market this stone later at a profit, teat in general the chances A profitable utilization are slight, and the quarry operator has the expense of handling this waste stone and providing a storage site for it. The brittle nature of limestone makes it impossible to quarry the stone and crush, it to size suitable for the shaft kilns without producing an excess of undesirable fines. Elimination of fines by changes in quarrying or crushing practices cannot lee expected. On the contrary, the adoption of more modern methods of quarrying in recent years has increased the proportion of small material. The tendency is to blast the roan with large charges of explosives and crush it with mechanical crushers, which produces more fines than the older methods of careful blasting with small char yes and sledging the rock by hand.. We increasing use of underground mining of limestone has also increased the production of small stone, as blasting in the confined space of an underground stope shatters the rocs more completely than quarrying in the open. The use of the very friable limestones, such as the limestone of Florida for the manufacture of lime adds a new factor to the calcination of small stone. The conditions under which the researches of the Bureau of Mines on petroleum and natural gas were conducted in 1952 were little changed from those indicated in the last report,2/ which dealt with activities during 1951, immediately after crossing of the 38th Parallel by the North Korean Army. Although only a small part of the program was classified in the military sense, there was a feeling of the clash of world forces which called for even cheer scrutiny of the research problems so that the emphasis could be placed without delay where the greatest needs for na¬tional defense seemed to be. The reports of the work accomplished were so directed as to have the greatest immediate value to persons charged with supply planning for the military forces and included information on the availability and characteristics of a wide variety of crude oils, fuels, and other petroleum products. Actually, the approach, direction, and conduct of the work do not differ greatly under the two circumstances, as has been pointed out in earlier reports; only the tempo changes.

The productive potential of the Nation's principal active and inactive silver mining districts has been evaluated, using 1964 economic conditions and assumed silver prices ranging up to $3 per ounce. On this basis, the United States has an estimated 5 billion ounces of unmined silver, excluding minor byproduct silver in gold deposits. Approximately 3.5 billion ounces are contained in deposits requiring higher silver prices to be economically minable, and about 1.3 billion ounces are in currently operating mines. An analysis of silver consumption trends since 1954 indicates that the free world industrial market will climb to nearly 800 million ounces annually by 1985. U.S. industrial silver consumption has been projected to increase at an annual rate of 4 percent from 1965 to 1985. Average annual increase for the remainder of the free world has been 8.1 percent since 1953; this is expected to level off with an estimated average increase of 5 percent to 1975 and 4 percent from 1976 to 1985. Foreign silver production has, in the past, exceeded consumption, but in 1960 the supply deficit was over 100 million ounces. U.S. production, also traditionally exceeding demand, was suddenly overtaken at the start of World War II. By 1964 the annual deficit, excluding coinage, was over 84 million ounces. World coinage requirements of silver are fast declining and expected to total only 25 million ounces annually by 1985. In fact, coins are already becoming major short-term source of silver to fill the large deficit between industrial demand and current production. The larger, long-term deficit (to 1985, the limit of this study) must be balanced by silver from the hoards and new production from silver deposits. Eventually all of the deficit must be met by new production or silver prices will rise until consumption is greatly curtailed. To balance free world supply and demand, it is estimated that the free world must produce an additional 85 million ounces by 1975 and 375 million ounces by 1985. The estimated proportion expected from U.S. deposits is 17 million ounces by 1975 and 74 million ounces by 1985.

This report, summarizing the results of two studies sponsored by the Bureau of Mines, presents information on the types of mobile machines used in surface coal mines in the United States, and the amount of noise to which miners are exposed. Data consist of a calculated value of the probability of noise overexposure caused by specific equipment. These data are extrapolated to estimate the number of overexposed operators. Bulldozers were identified as the major contributors to noise overexposure, and the report presents results of a Bureau-funded program on the feasibility of providing retrofit noise control on bulldozers.
