The CIM Estimation of Mineral Resources and Mineral Reserves Best Practice Guidelines (MRMR Best Practice Guidelines) were prepared by the Canadian Institute of Mining, Metallurgy and Petroleum's (CIM) Mineral Resources and Mineral Reserves Committee (CIM MRMR Committee) to update an earlier version that was accepted by CIM Council on November 23, 2003 (CIM, 2003). These 2019 MRMR Best Practice Guidelines supersede and replace the November 23, 2003 version of the MRMR Guidelines. These 2019 MRMR Guidelines are not intended to be prescriptive and are not intended to provide detailed and exhaustive instructions for preparation of Mineral Resource and/or Mineral Reserve (MRMR) estimates. Rather, they are intended as general guidance to assist professional geoscientists (or equivalent) and engineers (or equivalent) in preparing high quality estimates of MRMR that incorporate sound geoscientific, engineering, evaluation and design practices. They are based on well-established estimation and mine planning principles and are designed to provide general guidelines of best professional practices employed in the preparation of MRMR estimates. Although the 2019 MRMR Best Practice Guidelines are intended for use by Canadian-based mining/exploration practitioners, many of the concepts and practices presented herein are in general agreement with current industry practices in jurisdictions with membership in the Committee for Mineral Reserves International Reporting Standards (CRIRSCO). For this document, persons preparing MRMR estimates are called Practitioners. Preparation of MRMR estimates should be carried out by Practitioners who either hold the status of Professional Geoscientist (or equivalent) or Professional Engineer (or equivalent), or who prepare the estimates under the supervision of a Professional Geoscientist (or equivalent) or Professional Engineer (or equivalent). For the purposes of this document, all references to reporting describe such necessary reports and related documentation that are created as part of the normal-course work flow of preparing MRMR estimates for internal purposes. For clarity, all public disclosure of MRMR estimates made by, or on behalf of, an issuer and intended to be, or reasonably likely to be, made available to the public in a jurisdiction of Canada must comply with the requirements of National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI 43-101), as amended from time to time. At least one Qualified Person (QP) must take responsibility for each part of the estimation process when publicly disclosing the results of MRMR estimates. The intended audience for these 2019 MRMR Best Practice Guidelines includes Practitioners at all levels of skill and experience, government agencies, academic institutions, and the public.

The Chibougamau area is the eastern segment of the MatagamiChibougamau greenstone belt. The Archean rocks of the area consist of two mafic-to-felsic volcanic cycles ( Roy Group) overlain by a sedimentary-volcanic sequence (Opemisca Group). The Roy Group volcanics are intruded by many coeval and comagmatic differentiated gab bro sills. The Supracrustal rocks of the Roy Group and Opemisca Group have been folded about north-south axes, refolded isoclinally about east-trending axes and metamorphosed to the greenschist facies. The same lithologies have been identified east of the Grenville Front at amphibolite grade. The first volcanic cycle consists of 3000 metres of porphyritic pillowed basalts and comagmatic gabbro sills (0batogamau Formation) overlain by a thin sequence of felsic pyroclastics, porphyritic dacites, and iron formation (Waconichi Formation). The Dore Lake Complex is a sill-like layered complex intruded in the upper part of the Waconichi Formation. The second cycle consists of 3600 metres of pillowed basalts and gabbro sills (Gilman Formation) overlain by a volcanosedimentary assemblage less than 1000 metres thick (Blondeau Formation). The Cummings Complex consists of the Roberge sill (dunite and peridotite) at the base, the Ventures sill (gabbro) and the Bourbeau sill (leucogabbro and quartz ferrodiorite) at the top. It is emplaced within the Blondeau Formation. The Opemisca Group sediments and minor porphyritic K-rich andesites (Stella, Hauy, and Chebistuan Formations) form narrow belts preserved in the synclines of the area. The Proterozoic rocks of the Chibougamau area consist of conglomerates, arkoses, and argillites with dropstones of the Chibougamau Formation. North of Chibougamau, the Mistassini Basin forms an elongate northeast-trending basin filled with sediments of the Mistassini Group. Conglomerates, sandstones, argillites, dolomites, stromatolitic dolomites, and iron formation are the principal sediments within the basin.

Increasingly, gold producers are forced to treat ever more refractory ores. While ores containing pyrite, arsenopyrite and carbonaceous material have been subjected to complete pressure oxidation (PDX) as the standard process for such ores, recent improvements in fluid bed roasting technologies have led to a resurgence of interest in roasting as a viable alternative. The lower capital and operating costs of roaster installations add further impetus to this trend. The Extractive Metallurgy Group at Xstrata Process Support operates four fluid bed reactors of various sizes which have been utilised on a large number of projects to treat highly refractory ores. Preliminary mineralogical modelling of both the physical and chemical aspects of the roasting process and subsequent testing under carefully controlled conditions has allowed clients to obtain gold recoveries approaching or matching those achievable by PDX. The flexibility of the units to operate in various modes- " bubbling bed", circulating bed, two stage, sub-stoichiometric and combinations of these, and the range of sample sizes accommodated, from a few kilograms to a few tons, has enabled XPS to accommodate clients with a wide variety of gold bearing refractory ores from all over the world. This paper outlines the key challenges of fluid bed roasting of refractory gold ores, describes the methodology used to design the testwork program and provides some results from select test campaigns.

"In response to “Arctic Mineral Wealth —Equitable Participation with Aboriginal Landowners – A slow or fast process?”, this author’s impression is one that, to her, seems obvious — this is definitely going to be a slow process. To question this issue seems ridiculous, unless the mining industry is considering following the same patters of the past, thereby adding to the suppression and injustices to which the aboriginals are so accustomed. To make genuine progress, where trust and good communication has been achieved with time as a factor in proceeding, the author feels, without a doubt, that the triangle of industry, government and aboriginals will seriously have to be restructured or eliminated. Anytime you mix government with progress, along with other problems, you are looking at bureaucracy, and that takes time. Issues such as the settlement of land claims have not been resolved, and in all likelihood could take forty years to finalize. Aboriginals have been suppressed for centuries by governments and industries with ethnocentric ideologies, and now that they are in a position to reclaim their lands, attain their own economies and government, and truly secure a wealthy, self-sufficient legacy for their descendants, how can anyone imagine they’ll move quickly? This author also strongly disagrees to some sections of Mr. Wakefeld’s article and will expand on her objections.We question whether aboriginals under-stand the process of mine development. If we encounter an electrical problem in our home, o we not call an electrician without having to learn the trade ourselves? This comparison seems simplistic, but does convey a point. As cited, “there are now over 100 000 aboriginals who have completed post-secondary education.” Are the numbers revealed in Mr. Wakefeld’s paper there to scare us? Is he suggesting that without the industry’s haste, the aboriginal’s new found intelligence could pose a problem to the mineral explorer. While it is true that not all are highly educated, the aboriginals have specialists in market fluctuations, feasibility studies and the needed skills. They have specialists, such as their representative organization of COPE 1984, (the Committee for Original People’s Entitlement), who under-stand their cultures, language and desires. Their education should expedite the negotiations and end the power struggles equitably. Aboriginal people are not stupid. Once they have reason to be proud, regain their communities and know the direction that they’re headed, their self-determination will return."

During the hydrometallurgical processing of the major base metals Cu, Zn, Ni and Co, the presence of iron is normally a serious complication, and iron separation from the pay metals usually constitutes one of the main challenges for the metallurgist. There are many instances, however, where the presence of iron is beneficial, or is even required. Two cases are presented where iron is required during the processing of base metals. The first example deals with the use of ferric sulphate to oxidize sulphides, more particularly copper and zinc sulphides, under atmospheric conditions. The results presented confirm that ferric ion leaching is efficient, particularly when the oxidant is regenerated during the process. The second case is the use of iron to solubilise refractory cobalt oxide minerals; examples, including pilot plant results, are presented for various ores from Africa and Central America. In both cases, this paper reviews the basic concepts involved and provides details of their application.

Kimberlites and associated diamonds have been the focus of extensive exploration in central Saskatchewan since 1988. During 1989, Uranerz Exploration and Mining Limited identified 71 shallow magnetic anomalies in the Fort a la Corne area from detailed aeromagnetic surveys. By the end of 1991, 18 of these targets had been proven, by drilling, to be kimberlite bodies encased within Cretaceous sedimentary strata. From 1991 to 1997, the number of drill-confirmed kimberlite bodies increased to 69. Our current view, drawing on an integration of geophysical and geological information, is that the kimberlites are composed of individual bodies and multi-vent clusters of coalesced bodies, all apparently constructed of stacked, temporally distinct layers of pyroclastic crater-facies kimberlite. Diamond recoveries and geochemical results from associated heavy minerals at Fort a la Corne remain highly variable, although continued minibulk sampling is expected to improve the estimation of diamond grades for the most prospective bodies.

Lithium-ion batteries (LIBs) find wide range of applications from portable electronics to electric cars and stationary storage or renewable energy. LIB electrode fabrication is done through mixing the active material (Li-ion host) with carbon (conductive component) and polyvinylidene fluoride (PVDF), which acts as a binder. These components are dissolved in N-methyl-2-pyrrolidone (NMP) to form a paste which is then doctor bladed onto the aluminum current collector. NMP is a toxic chemical and the overall fabrication process remains costly. Efforts are made of eliminating NMP by (1) replacing the binder and (2) using a new fabrication method. Of particular interest among these new methods is electrophoretic deposition (EPD). Via the application of DC potential, particles in suspension can be electrophoretically deposited on different conductive substrates in a relatively fast rate rendering EPD feasible for industrial application. A key aspect for successful application of EPD is the formulation of a stable suspension. Within the McGill HydroMET group, we explore the potential of EPD in fabricating LIB electrodes having demonstrated its effectiveness in the case of P25 nanotitania/carbon anodes. The performance of EPD fabricated TiO2/C electrodes is compared to standard PVDF-based electrodes and shown to have comparable charge capacity. This method is now being extended to other electrode materials. In this paper an introduction to the EPD method will be made and subsequently its use in fabricating LIB electrodes will be described. The performance of the fabricated batteries is evaluated via galvanostatic charging/discharging and cycling tests.

"The major Archean gold deposits in the Red Lake greenstone belt, which have produced over 374 million grams of gold since 1930, occur near the top of the lower komatiitic to tholeiitic mafic to ultramafic metavolcanic sequence. The upper calc-alkalic mafic to felsic rocks form three discrete and separate ediftces overlymg this lower sequence.The gold deposits are classified according to their stratigraphic or lithologic associations into:1) mafic-volcanic-hosted deposits;2) felsic-intrusive-hosted deposits; and3) stratabound deposits.Group 1 and to a lesser extent Group 2 deposits occur within zones of alteration several square kilometres in extent. The nature of this pervasive alteration can be characterized by comparison of petrochemical data from the altered rocks and their fresher equivalents some distance away. The altered rocks have substantial addition of SiO2> CO2, K2O, As and Sb and subtraction of Na20, CaO, MgO and total Fe. Cr, Ni, Co and Zr appear to have been relatively immobile. Hydrothermal alteration and gold deposition probably accompanied early fumarolic activity and continued during subsequent deformation the metavolcanic sequence, with gold eventually being mobtltzed and concentrated into major vein structures to form the present orebodies. The smaller Group 2 deposits formed by emplacement of felsic intrusions into already altered, anomalously gold-bearing mafic metavolcanics, with the heat from the intrusions setting up parasitic hydrothermal systems which mobilized the gold and deposited it along with minor sulphides in fractures in the cooling intrusions."

In the stretch-bend or bending-under-tension test, a strip is rigidly clamped and restrained at each end and bent by central transverse loading using a radiused punch: The strip deflection at failure has been used as a measure of formability for high-strength low-alloy (HSLA) steels by other investigators. In this work, a detailed study is made of strains developing during stretch bending of an 80,000-lbf/ in 2 (552 MPa) yield stress steel using different punch radii. It is shown that toward the end of the process, the bending strains at both the inner and outer surfaces are tensile and suddenly increase at a rapid and approximately equal rate. The strain ratio in the failure region departs significantly from plane strain , even using a large width-to-thickness ratio of about 10. The effective fracture strains appear to be independent of bend ratio (punch radius/thickness) and significantly below the fracture s train in simple tension. Metallographic and tensile data were obtained for the subject material and, for one bend ratio, the effects on stretch-bend parameters of annealing both on this material and a. carbon steel were compared.

The past twenty to thirty years have seen unprecedented research activity aimed at understanding the performance of flotation froths. In 1990, Finch and Dobby coined the term froth recovery factor, Rr, to represent the efficiency of the froth in delivering particles from the pulp-froth interface to the concentrate. Originally defined for flotation columns, Rr has also been found useful in modeling mechanical flotation cells, and a number of techniques, based on quite different approaches, have been developed for measuring the froth recovery in industrial flotation cells. None of these techniques is universally successful. This paper reviews the concept of the froth recovery factor, and the basis of each of the techniques that have been proposed to measure Rr, and examines the reasons for this parameter being so difficult to pin down. It is the purpose of this paper to examine a number of the recent developments in powder metallurgy, being most concerned with those which are yet to prove themselves rather than those which have achieved commercial maturity. Such developments include the production of very much coarser and very much finer powders, down to the near-micron size range. Also considered are activated sintering, direct powder rolling and extrusion (both hot and cold), brazing and welding, hydrides of reactive metals, oxide dispersion strengthened alloys and theoretical evaluations. Introduction T HERE surely can't be very much argument with the fact that powder metallurgy has made large advances on many fronts during the past ten or more years (1). These advances have taken place in raw materials, in processing, in product development and in a better understanding of many of the phenomena which occur in the various steps involved in powder metallurgy. "The Red Dog Mine has increased mill throughput for most years since startup. Although flotation equipment has been added over the last 10 years, the Red Dog metallurgical performance has been restricted by a lack of adequate flotation capacity. Two reduced tonnage trials conducted in 1997 as well as numerous SAG relines have consistently indicated the potential to significantly increase both zinc concentrate recovery and grade with additional flotation capacity. Late in 1999, a new circuit was designed with increased flotation capacity while simplifylng the current circuit, providing for three stages of dilution cleaning, and creating a retreat section. The purpose of the retreat section is to target the more complex particles and allow the chemical environment to be fine tuned for improved iron depression. In total, twentyone (21) Outokumpu OK50 mechanical flotation cells and four (4) 3.66m dia. column cells will be added to the current flotation circuit. The VIP (Value Improvement Program) Mill Optimization project is also addressing thickening, water treatment and power issues and has a total budget of $US105 M. Startup of equipment will be phased in to minimize the impact on current operations and is expected to be complete by the end of Q3-2001.INTRODUCTIONRed Dog Operations started production in November 1989. The mine is located above the arctic circle in northwest Alaska. It is linked by an 80 km road to a port-site facility where the concentrate is stored. Concentrate is shipped to markets throughout the world during the one hundred (100) days of open seas. Typical of sedimentary exhalative deposits, the metallurgy proved to be challenging and coupled with many mechanical shortcomings, the initial few years were very difficult. The start-up issues were slowly resolved and in 1998, a major grinding expansion, the PRI (Production Rate Increase) project, was completed. The project was designed to allow a 40% increase over the 1995 throughput. In 2000 mill throughput was 3,050,000 tonnes to produce a total of 960,000 and 140,000 dry tonnes of zinc and lead concentrates respectively, making Red Dog the largest zinc concentrate producer in the world. To address a shortage of flotation capacity remaining from the PRI grinding expansion, a project designated as the VIP (Value Improvement Program) Mill Optimization project was initiated. The mill optimization project is targeted to produce 1,100,000 tonnes of zinc concentrate at 56% zinc grade and 87% zinc recovery. The project will add twenty-one (21) Outokumpu OK50 (50m3) flotation cells, four (4) 3.66mO column cells and address water treatment, thickening and power generation capacities."

THE gold mining industry, in Canada as in other countries, has passed through trying times in the past year. The strains and stresses of war have drawn away much of its man-power, both from the labour and the management. The urgent needs of the war machine have greatly curtailed the amounts of steel and explosives that can be allotted to the mines; and the loss, by enemy action, of supplies of such essential things as rubber, bids fair to reduce operations still further, if not cripple them entirely in time. And, as if these difficulties were not enough, war on the psychological front has been declared on the gold mines. Earnest supporters of the war effort, well-meaning theorists, and perhaps others whose intent is less disinterested, have all combined to clamour against the continuance of gold mining. We have been asked, what is the use of taking gold out of one hole in Canada to put it into another in Kentucky. We have been assured that gold will never again have any value, except for filling teeth. We have been repeatedly adjured to look at Germany, how well it has got along without gold. We have been told that it is unthinkable, when this nation is girding her loins for war, that labour and materials should be diverted to this useless effort. Gold miners should be diverted to the base-metal mines, where they can produce something of real value to the war effort; or to war factories; or, in fact, almost anywhere, so long as they are got out of the gold mines. And, what has made the situation even more disturbing, it has seemed as if all this clamour might be convincing governments. In fact, as you all know, the government of the United States did actually take the step of ordering its gold mines to cease operations. Fortunately, however, for Canada, the facts that no large favourable effects resulted from that action, and that, in Canada, gold mining is a much larger part of the national economy than in the United States, have caused our government, so far at least, to avoid this drastic step. In talking about this, however, let me emphasize that I have no more inside information on the subject than any of you. Like Will Rogers, all I know is what I see in the papers.

Dans ce contexte il est présente ici les résultats d'une étude, en vraie grandeur sur chantier, ayant porte, d'une part sur des essais d'arrachement conventionnels et d'autre part sur des essais déflagrée barres d'ancrages instrumentées et scellées à l'aide d'un coulis de ciment dans un massif rocheux sain et compètent. Les résultats décrits ici, particulièrement les profits de contraintes de cisaillement le long de l'ancrage, obtenus à partir des valeurs de déformations relevées sur les jauges, ont permis de préciser le niveau de chargement correspondant à la décohésion initiale du coulis de scellement, d 'examiner l'effet de la décohésion sur la distribution des contraintes et de caractériser le fluage du système barre d'ancrage/coulis de scellement.ABSTRACTThe load transfer mechanism and the debonding process along grouted rock anchor, subjected to tention loads, can be examined through the instrumentation of the anchor with the aid of strain gauges. In this context, the resultsof a full-scale site investigation including classical pull out tests and creep tests are presented in this paper. These tests were performed on instrumented bars which were cement grouted in a competent rock mass. Results presented in this paper concern, among others, shear stress pro/ties along the grouted anchors which were determined from strain values obtained from the strain gauges. These results have been used to: (1) predict the load level corresponding to initial debonding of the grout; (2) study the effect of debonding on shearstress distribution along the anchor; and (3) characterize the creep behavior of the bar anchor/cement grout system."

"THE Mattagami district of Quebec has, during the past few years, experienced intense exploration by virtually every mining company operating in Canada. As a result of this activity, a number of well-mineralized zinc-copper bearing bodies have been found, some of which will almost certainly go into production. Much of the area has undergone what is now termed ""Saturation Prospecting"" or intense and detailed geological and geophysical surveying, followed by the drilling of nearly all possible bets. Considering only the airborne geophysical surveying, some blocks of ground have been flown by virtually every geophysical instrument which has to date been installed in an aircraft. A list of these different geophysical instruments would include: l. Fluxgate-type total field magnetometers 2. Vertical field magnetometer ,3. Nuclear-precession magnetometers 4. Single-frequency out-of-phase electromagnetometers 5. Dual-frequency out-of-phase electromagnetometers 6. Horizontal component measuring electromagnetometers 7. "The Stobie No. 7 shaft, 14 ft diameter, double- drum skip hoist, was installed at the INCO Limited Frood Stobie Complex in 1942. Figure 1 shows the hoist layout. The hoist was originally equipped with babbitted journal bearings on the main drum shaft and pinion gears. In 1990, the hoist was modernized with a new braking system, two new 2000 hp D.C. drive motors, a thyristor armature supply and a PLC control system. The new drive motors were connected to the drive pinion gears with a gear type flexible coupling. The pinion gear journal bearings were refitted during the refit in 1990 as the existing babbitted bearings showed signs of wear. The pinion gear journal bearings had always run warm and had external cooling applied during the warm summer months. Figure 2 shows the journal bearings on the pinion shaft. The skip hoist main bull gear and two pinion gears were replaced in 1997 because of cracked bull gear spokes. New drive couplings were installed on the pinion gears and the pinion journal bearings were modified to allow some self-aligning properties to try to reduce the heating and wear on the babbitt. The modifications did not significantly reduce the heating problems and a decision was made in the spring of 1998 to convert the bearings to self-aligning, anti-friction-type bearings.The traditional roller bearings used on double helical pinion drive gears in hoist applications has always been double-row spherical roller bearings due to their high load-carrying capacity and misalignment allowances.Unlike single helical gears, double helical arrangements do not exert axial thrust on the pinion gear bearings, therefore, both bearings in the pillow blocks must float easily with any pinion displacement. Drum misalignment, thrust bearing end play and a multitude of other influences causes continuous axial displacement of the pinions when in operation. This constant displacement or “hunting” of the pinion gear to maintain its centre on bull gear often exceeds the axial clearance limits of spherical roller bearings thus resulting in a continuous sliding motion of the bearing outer rings against the housing seats. With time, the housing fit eventually wears, creating an out-of-round condition for bearing housing (maximum allowable cylindricity tolerance is IT4/2). When this happens, the pillow block housings must be replaced or re-machined to specification. Premature bearing wear and overheating will occur if a housing out-of-round condition is encountered."

History The birth of the mining industry of Canada took place about 1670. According to Salone (Salone E., La Colonisation de la Nouvelle France, page 205) the first discovery of ore in the country was made by an iron-master, Monsieur de la Potardiere, near Trois Rivieres, Quebec. Under French rule some prospecting was done; but at this time no one seemed to consider the working of mines practicable. It was not until the time that Begon became Intendant, when the Marquis of Vaudreuil was Governor, that mining was attempted. Begon was a patron of industrial arts and did his best to promote home manufactures. The mining industry was developed under his regime and discoveries of copper and lead ores were made in 1730. About this time the St. Maurice Forges were erected to treat bog-iron ore, and they were in operation for many years. Prior to 1747, iron pans to the value of £21,000 were manufactured, together with bar-iron and plough-shares. About 1769, that is, ten years after the conquest by Wolfe, stoves and other articles, and, later, potash kettles, appeared. What is still more interesting to us-or was, at least, to General Wolfe-is that cannon balls made at the St. Maurice Forges delayed his operations. A map dated 1744, a copy of which appears in the report of the Ontario Bureau of Mines for 1913 (Vol. XIX), indicates the extensiveness of the wanderings of the French and also shows the location of the lead mine on the east shore of Lake Timiskaming. Bog-iron ore was turned into metal, with charcoal for fuel, at Norman-dale, Norfolk county, Ontario, in 1813, and at Clementsport, Nova Scotia, in 1825. In a volume published in 1672, reference is made to the occurrence of coal on the Atlantic seaboard, and in 1677 Monsieur Duchesneau, the Intendant, levied a royalty of twenty sous per ton on all coal taken from Cape Breton.
