This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

In panel caving in underground mines, it is essential to characterise and monitor the stress and stability state of production level pillars to ensure the extraction of the mineralised ore column and the safety of workers. Pilar Norte is a sector in the El Teniente mine that forms a pillar between the undercut fronts of the adjacent Esmeralda and Reservas Norte sectors. It exists in a high-stress environment, which may induce damage to the rock mass production pillars. Generally, numerical models are calibrated using observed damage in galleries. This procedure does not discriminate between the structural condition and/or the blasting damage effects. This paper proposes a technique that uses borehole cameras to measure stress-induced damage. This has the advantage of being at the intact rock scale, meaning that the effect of geological structures is negligible and the blasting damage factor is eliminated. Comprehensive geotechnical characterisation and tomography monitoring has been undertaken at Pilar Norte to describe and determine the rock mass behaviour of the production pillars. By combining analytical, empirical and numerical models, a correlation between the measured overbreak recorded by the borehole cameras and the stress level of the pillar was developed. The early development patterns of both Australia and New Zealand were substantially in parallel and both were heavily indebted to gold mining for, providing the stimulus to growth. However, since the mining boom, of 1895 - 1899, the mining sector in New Zealand has progressively declined, while in Australia it has assumed an increasing importance in the economy. The continued dominance of minerals in Australian trade, and the fact that eight out of the top ten companies in Australia are directly involved in mineral exploration and production, has strongly influenced government and public attitude's to the minerals sector. Although the legal framework of mining and exploration Acts and Regulations are similar it is in, the method of administration, particularly in regard to exploration and prospecting licences, that the gulf across, the Tasman is apparent. Despite the relative ease of application and granting of licences in Australia, in the more settled south eastern part of the continent we are finding more and more land is being zoned unavailable for exploration. In the remote areas, the Aboriginals now control nearly ten per cent of the land area of Australia, virtually with drawing that portion from exploration. The concept of 'Australianisation' has softened a hardening attitude against foreign investment in mining on the part of the bureaucracy. This anti-mining attitude is fortunately, not shared by the public, and we can but hope that the will of the Australian people can filter through to our masters in Canberra, and ease the rapid increase in the number of regulatory bodies which does so much to inhibit the normal conduct of business. The delays caused by interminable hearings and committee investigations all cost money. This cost can only rebound back on the end consumer, who after all is a voter.

The McArthur lead-zinc-silver deposit is of the stratiform type. It consists of a mineralised bituminous shale sequence containing some tuffites, numerous graded beds and isolated slump breccia horizons. The principal sulfides; pyrite, sphalerite and galena, are essentially restricted to the shales and the genetically unrelated turbidites contain only minor mineralisation. The geochemistry of the deposit has been investigated with respect to the stratigraphic column and mineralogy of the sediments. A sedimentary origin is advocated for the deposit. Volcanism, thermal spring activity and high salinities, perhaps related to the Emu Fault, are considered as contributing factors to ore genesis. The metallurgy of this deposit is discussed in relation to its geologic history.

Detailed landform designs were completed for six (integrated) iron ore waste rock dumps at a Western Australian iron ore mine site to meet closure objectives and to optimise material movements for closure. The designs were based on specific physical and geochemical properties of waste material and the design was undertaken to enhance long-term stability of the dumps and optimise material movements, and therefore minimise closure cost. Construction of the re-shaped waste rock dumps have been completed. Following construction, surface material characteristics were found to deviate from those used in the design assessment. Materials present at surface following re-shaping were generally finer textured than those sampled for modelling. It is anticipated that the embankment slopes may experience increased rates of surface erosion compared to the rates predicted from modelling and used in design. The finer textured material is thought to be generated from exposing finer material that has migrated into the coarser matrix over time or that was not present in the sampled top surface of the landforms. This is due to armouring processes over time and this phenomenon is likely to recur following further wet seasons. The majority of the waste materials present in the waste rock dumps were subgrade banded iron formations (BIF) and chert, which are generally competent and geochemically inert. Some waste material was known to have an elevated risk of erosion but present in relatively small quantities. The presence of a large number of dolerite dyke swarms indicates appreciable volumes of dolerite were produced as waste from the pits. This material has an elevated risk of being highly erodible/dispersive. Clays and shales are also likely to be present in the dumps and are considered to be less competent material (relative to the BIF/chert). Oceana Gold (New Zealand) Limited (OceanaGold) has commenced mining operations at the Globe-Progress mine in the Reefton Goldfield, an area that historically produced 2.1 million ounces of gold from underground quartz lode deposits. During the construction phase of the operation, advanced exploration programmes targeting near-mine prospects commenced. The focus of this ongoing exploration is the discovery of near surface, refractory gold deposits that are amenable to open-pit mining methods and treatment through the Globe-Progress process plant.   One such discovery is the Supreme deposit, located along strike approximately 3 kilometres to the south of the Globe-Progress mine. The Supreme area was tested extensively with diamond drilling in 2006, defining a deposit with similar mineralisation styles and grade to the Globe-Progress deposit. The mineralisation comprises a central core of gold-bearing quartz veins, locally containing visible gold, surrounded by a more extensive halo of refractory, disseminated gold associated with an arsenopyrite-pyrite sulphide mineral assemblage. Three subparallel mineralised structures host the mineralisation. These structures are highly oblique to the country rock orientations, extending approximately 250 metres along a northeast-southwest strike and at least 220 metres down-dip, with an average thickness of 12 metres and moderate dip to the southeast. Records of historical workings indicate that mineralisation extends further down-dip and remains open at depth. 5175 ounces of gold were mined historically at the Supreme deposit. OceanaGold have defined an Inferred Resource for the Supreme deposit of 0.84 million tonnes at 1.46 grams per tonne for a total of 40 000 ounces (at a 0.8 grams per tonne cut-off). Higher-grade zones of mineralisation exist within the deposit and further drilling is planned to test the extent, continuity and geological controls of the mineralised structures.

Increasing demand for fine grinding to improve mineral liberation and metal recovery and the need for stricter control of the environmental impact of tailings deposition poses problems for tailings disposal. This has led to an increasing number of investigations of properties of tailings and their disposal. This paper describes laboratory model testing undertaken on Macraes mine flotation tailings to provide information on tailings behaviour under conditions of subaerial deposition. The in-place density or 'dry density' of the impounded tailings and the impoundment depth relationship are important for utilisation of the available impoundment storage facility and results of dry density to depth relationships are given for the Macraes mine tailings impoundment.

A Simulation Study on Two-Stage Grinding with High-Pressure Roller Mills By the application of high-pressure roller mill (HPRM) in the field of mineral processing, computer simulation can be used to predict overall performance of a grinding circuit based on data obtained from HPRM comminution test in pilot scale or industrial scale. Using the model developed by Klymowsky and Liu for HPRM comminution and an extended Plitt's model for classification, steady-state of a closed circuit grinding can be calculated by means of a virtual locked-cycle-test conducted on computer. This paper presents the result of a simulation study on two-stage grinding with HPRM as the comminution device. The emphasis is put on the influences of circuit-configuration and way of recirculating classifier's coarse-product on the overall circuit performance. The results show that two-stage grinding with HPRM has its merit and flexibility in meeting demands of various grinding tasks in mineral processing.

IF a straight line should be drawn on the map (See 1, page 96) through the northern half of the South Island of New Zealand, from Mt. Domett in the north to Arthur's Pass in the south, and another line drawn parallel to it and at a distance of ten miles to the west, according to the topographic scale, it will be found that within the belt thus drawn across the country all the most important mines, past and present, of the South Island are situated, with the exception of a few in Otago.The most important product of this tract being gold, and Reefton, the most important southern mining field, being situated at about its central portion, the zone may aptly be termed "The Great Reefton Gold Belt." A new strain of Thiobacil/us ferrooxidans (SPK I) has been isolated which has a higher copper to iron release ratio (2.04) than the standard T ferrooxidans (CPBI) (1.12). The diminished iron oxidizing ability enables almost quantitative release of copper (93 per cent) from a chalcopyrite-rich concentrate without interference by iron reprecipitation. In a single batch leach, Bougainville copper concentrate yielded 9.3 grams/litre soluble copper from a 4 per cent w/v suspension in 100 days at 32°C.Solvent extraction recovery of soluble copper is recommended as a final step in a leaching process.

Geological hazards such as faulting, basement ridges, and zones of "thin" (< 6 m) coal have a major impact on mining economics of underground operations in Huntly Coalfield. Experience has shown that drillhole-based investigations do not yield sufficiently detailed models of the coal seam to allow management of the planning risks associated with these hazards. Consequently, operational performance is affected by unplanned costs associated with lower productivity, loss of coal reserves, and expensive strata control remedies in problem ground conditions. Huntly Coalfield is a challenging environment for acquisition of good quality seismic reflection data due to the very thick (10-85m) weathering layer. Since 1994, successful acquisition of 2D and 3D data has been achieved through a combination of careful testing of technical parameters and experimental trials prior to committing to production recording. High resolution seismic reflection (HRSR) is proving to be an investigations technique which generates accurate and reliable models of the coal seam and associated structures, such as normal faults and topography of the surface on which the coal seam rests. The HRSR technique has been applied and developed in the Okowhao Sector where Huntly East Mine is developing and extracting coal reserves. Results of a recent 3D survey demonstrate that this technique is capable of revolutionising risk management in mine planning for underground mines in structurally complicated coal deposits.

The Tertiary gold deposits of the Hauraki area are predominantly epithermal vein types containing mineral assemblages of quartz, calcite, pyrite, sphalerite, galena, chalcopyrite, acanthite and native gold (electrum). Sulphosalt, telluride (eg hessite), seleniferous sulphide and selenide minerals are important locally. Studies of wall rock alteration mineralogy, fluid inclusions in gangue minerals, and sulphur isotopes of sulphide minerals indicate that the ore forming fluids had the following parameters: pH, near neutral at depth but acidic near surface; temperature, predominantly 320 - 270¦C for base metal dominated assemblages, 280 - 200¦C for precious metal dominated assemblages and generally below 200¦C for late stage barite; apparent salinity, six to zero equivalent weight per cent NaCl; and CO2 concentration, generally around one mole per cent CO2. There is fluid inclusion evidence for boiling during mineralisation in some deposits. Moderate values off S2 and FO2 are indicated for base metal and mixed base metal û precious metal assemblages of most deposits by the predominance of pyrite + chalcopyrite over other iron-bearing phases; primary bornite is absent, whereas pyrrhotite, hematite and magnetite rarely occur in the veins. The largest gold û silver deposits formed from solutions in which the sulphur species in solution were predominantly reduced. Near surface environments and some deep, predominantly base metal, deposits were formed from solutions with approximately equal concentrations of oxidised and reduced sulphur species.

High chrome grinding media has been used in the mining industry for quite some time, as it often proves economical on a wear basis. However, it is unusual for an operation to change to high chrome solely due to its metallurgical benefits. KagaraÆs Mount Garnet operation made the change from forged steel to high chrome media after laboratory testwork indicated that copper grades and recoveries would improve. The outcome was remarkable with positive changes in pulp chemistry throughout the circuit accompanied by marked improvements in copper, lead and zinc grades and recoveries. Reagent dosage rates were reduced, often by more than half, and the grinding media wear rate dropped to less than a third of the wear rate of the forged steel media. The economic analysis showed that out of the total increase of revenue and savings from metallurgical improvements and reagent and media consumption reductions the metallurgical improvements made up approximately 73 per cent, the reduced reagents saved 25 per cent and the savings through reduced media wear contributing by just over one per cent. This indicates that the popular view of high chrome media only being trialled in the plant for wear economics is outdated and the focus of operations should be shifted to using high chrome media for the metallurgical benefits.

In the plumbing of vertical shafts the methods employed and equipment used, are generally made to best suit existing conditions. Undoubtedly, there is no method that can be called standard or that can be used with equal ease and success on all shafts. At the Mount Isa Mines Limited property in Northern Queensland, Australia, local conditions have presented no major difficulties to be overcome in shaft plumbing work. In fact, compared to those at many shafts, the problem has been rather simple. There are three vertical shafts connecting main mine workings, with the greatest plumbing depth for any single lift, 350 ft.Other conditions pertaining to plumbing work have been generally normal.The method we have employed is, in principle, similar to the Weisbach orientation method with a variation that does not necessitate damping of the wires to bring them to rest. Although conditions encountered have not been such that damping the wires would have been inconvenient, we feel we have saved much time and eliminated unnecessary...

When the Mining Bill came before the Victorian Legislature not so many months ago, the question arose whether mining managers required education, and to what extent. Some members of the House expressed themselves in a way which appeared to leave the impression that mining managers would be all the better if they were not brought up in a scientific school.To try and prove what we owe to science I will give a short history of colonial mining from the earlier period to the present time and compare results.I believe I am right in saying that South Australia is the pioneer colony in mining and to her belongs the credit of not dnly being the first mining colony, but also that her beginning turned out so successful, as the history of the Burra Burra copper mine will testify. At about the same time a little galena mining was carried on nearer to Adelaide, but as this did not prove a success and was only worked by tributing parties, little notice was taken of it.

The Australian Coal Combustion Testing and Research Facility has been operating commercially for one year and during that period coal product evaluations have been conducted on behalf of four coal companies and one electricity commission. The facility is equipped to assess the behaviour of steaming coal in milling, combustion (including flame stability, burnout and heat transfer), ash deposition and erosion, fly ash collection and gaseous emissions. The relevance of the results of the pilot testing to industrial practice was demonstrated during the calibration of the facility using four coals burnt in Australian power stations. The calibration coals were from the Tarong and Gladstone Power Stations in Queensland, tluja Power Station in Western Australia and Bayswater Power Station in New South Wales. Also an opportunity arose to visit an overseas power station to observe a full scale test burn using one of the early coals tested on a commercial basis in the combustion test facility. The calibration trials showed excellent agreement with industrial coal performance in t:orms of flame stability, turndown, carbon burnout and gaseous emissions. Encouraging correlations were also found in the case of furnace radiation, boiler deposits (slagging and fouling) and electrostatic precipitation. In the case of the last group the only real reservations about the correlations are due to the non-availability or qualitative nature of results collected around the power stations. In all cases there is a high degree of confidence in the facility's ability to predict the relative performance of different coals and in some cases direct numerical predictions can be Made.
