Paddington processing plant is located approximately 30 km north of Kalgoorlie on the Menzies Highway and is owned by Placer Dome Asia Pacific. First mining was from the Paddington Pit, but in subsequent years the plant has had a history of treating ores from a large number of sources, and has used several different methods to reconcile mining and mill production. Reconciliations are necessary to keep a check on the quality control of mining and grade control processÆs. There is a need to be able to identify and resolve issues that will affect the profitability of the organisation quickly. They are also used to check the quality of the resource/reserve statements, and allow the accurate and timely payment of royalties to stakeholders. During the formation of the Kalgoorlie West operations when Delta Gold Limited and Goldfields Limited merged in 2001, the complexity of reconciliations increased dramatically. The expansion of the scope of reconciliations to include two mills, four underground mines and seven open pits, and ore from one deposit to both mills meant that a revised strategy was essential. A variety of issues have arisen over the years with discrepancies occurring when reconciling both tonnes and grade. There are many ways to approach reconciliations, and in recent times these philosophies have been widely debated on site. A consistent and logical approach that takes into account many different sources of ore, as well as different methods of delivery to the Run of Mine stockpiles is therefore necessary. This would standardise the different approaches taken by the various operations that combined to form Kalgoorlie west. The new method reconciles mill production back to the individual ore sources, and produces reconciled-mined tonnes and grade based on the mill throughput and the change in stockpiles. There will generally be a small discrepancy between the claimed mined tonnes produced (and grades) and the mill production. This needs to be highlighted to the operations concerned if it considered unacceptably large. Paddington mill over the last few years has had up to ten sources of ore each year, and up to 15 different stockpiles being processed during each month from those various pits. This combined with the need for a blended oxide/fresh feed, whilst striving to deliver a consistent (grade and hardness) product to the mill, has meant that reconciliations have been very difficult.

I would like to start by thanking The AusIMM and CSIRO for organising this excellent conference and inviting me to give a keynote address. Today I will focus on some broad observations of our industry, and leave the technical discussion to my colleagues who are presenting specific papers covering a wide range of topics. In preparation for this paper, I did a little research into the early history of the Pilbara iron ore industry. I was fascinated to read a quote attributed to Harry P Woodward, the Government Geologist in the late 19th century, before Federation. Mr Woodward described the Pilbara as an iron ore country and observed that æthere is enough to supply the whole world should the present sources be worked outÆ. Mr WoodwardÆs prediction could be viewed as wishful thinking and certainly at Hamersley Iron I would gladly envisage the Pilbara supplying the worldÆs entire iron ore needs! In reality, Western Australia accounted for 162 million tonnes or 36 per cent of seaborne trade in 2001. An impressive effort, but not quite the total world supply as Mr Woodward imagined. But we shouldnÆt dismiss these historical musings out of hand û perhaps we could see it as a challenge for the industry to æwork outÆ the present sources. We all know there is abundant iron ore in the Pilbara, and I expect it is only a matter of time until our collective technical expertise and sheer hard work will enable us to utilise its greater range of ore types. Opening up new markets will be a key pathway to creating additional value from the Pilbara ores. Today I will examine the state of play of our industry and the major influences that shape our business at present, before considering what the future might hold for us. I canÆt guarantee the accuracy of my crystal ball, but the stability and long-term nature of our industry does enable some reasonable hypotheses on where we are heading. I will also spend some time examining the way in which the iron ore producers are working to maximise the value of their resource base and obtain more from their existing capital assets.

To those who have been engaged in the construction of mining and metallurgical plants during the war and post-war periods, it is quite unnecessary to point out the large increases and violent fluctuations in prices of basic commodities and the steady and persistent rise in labour costs. It may, however, be of interest to present these facts in graphic form, and survey the relative heights of the various maxima and the lead and lag of individual waves. Since Descartes demonstrated for us moderns the analogy between geometric form and algebraic statements, the two-dimensional graph has found widespread application. Mathematicians have developed for our information, if not for our confusion, the triangular diagram and the solid three-dimensional figures, which have proved so useful, at least in the hands of the metallurgists at Port Pirie. The model (Plate 1.) which is exhibited here does not pretend however, to indicate the connection between any three inter-related variables, and it is not proposed to burden members with any abstruse mathematical expression for the irregular surface of the blocks. While time is an ordinate common to all sections of the model, each illustrates separately the variation in cost of some particular quantity between the years 1914 and 1922. It is an easy matter to record such individual variations, but it would be an impossible task to state any equation describing accurately the dependence ot the prices, say, of hardwood or of galvanized iron upon that of labour at any particular point of time. The cost of living curve, which has attained such prominence, if not notoriety, in the last few years, is the result of an attempt to show the mass-effect of the components. It is the difficulty found in "assigning the correct weight to the separate items which makes the aggregate curve somewhat misleading at times.Turning to the model, it will be noticed that each section consists of half a dozen pegs.. The first in each row,that coloured red, represents the cost of some particular quantity, such as bricks, timber or coal, at Broken Hill in 1914. The microbial, microaerobic, biodegradation of cryptomelane-rich and pyrolusite-rich samples of manganese oxides was studied in repeated five-day static batch cultures over II weeks. Manganous ion was leached/reduced faster from the cryptomelane-rich samples (average 510 mg Mn2+/1/d) than from the pyrolusite samples (average 442 mg Mn2+/1/d).Cultures contained 20 per cent (w/vl) manganese mude, five per cent (w/v) molasses nutrient and the end-of-batch bacterial cell numbers were approximately 1010 cells/ml. The cryplomelane-rich sample incubates became more acid with time than the pyrolusite-rich incubates. The breakdown of pyrolusite proceeds in a relatively uniform way, while cryplomelane indicates a stepwise destabilisation.

Chile, which hosts around 30 per cent of the worldÆs copper resources, is now the largest producer and exporter of copper. Chilean copper output accounts for more than one-quarter of total worldwide production. An increase to around 40 per cent is forecast by the end of the century. In addition, Chile ranks eighth in silver production and 11th in gold output. In Chile, mining generates more than eight per cent of the countryÆs GDP and the total value of mineral exports is more than US $7.85 billion corresponding to more than 25 per cent of South AmericaÆs mineral production. The rate of growth of Chilean mineral production is indeed impressive. Table 1 shows that in the period 1969 - 1998, copper annual production increased 564 per cent from 667 000 t to 3 764 000 t. Gold production went up 27 times from 1827 to 49 770 kg. Silver output grew 1219 per cent from 95 650 kg produced in 1969 to 1 166 380 kg in 1998. Several facts explain this dramatic increase of production, but the most important was the success of exploration sustained over the same period. This resulted in the discovery of several world-class deposits which when developed into mines, account for much of the production increases. Therefore, this summary review shows the success of basic exploration carried out during the last 30 years in the Chilean territory. The review is based on data already published in different specialised mining books or magazines. It only includes those world-class discoveries not the lesser discoveries important at local scale. All figures were calculated using 1998 $US dollar and average estimated metal prices valid for 1999: copper $US 1653 per t ($US 0.75 per pound), gold $US 9452 per kg ($US 294 per ounce) and silver $US 177 per kg ($US 5.5 per ounce).

The past decade has seen the widespread implementation of computerised real-time operational management systems in open pit mines. While these systems have made a significant impact on operational efficiency at a process level, surprisingly little work has gone into integrating these systems with other IT systems, including those used for tactical planning and enterprise resource planning. As a result of this gap in the information hierarchy, the goal of optimising an entire operation, or multiple operations, remains elusive. Implementation of computerised operational management systems in underground mines has been much slower. This is a significant, though often overlooked, reason why the productivity for underground mining is generally so much lower than for open pits. The historical reluctance to implement computerised operational management systems underground can in part be attributed to the underground environment, particularly the difficulty in establishing effective communications. Another factor retarding the implementation of systems underground has been the perception that the nature and scale of underground mining does not lend itself to computerised operational management. This perception can be challenged, not only by a process level examination of the underground mining, but also by a holistic examination of the entire industry. In recent years, the mining industry as a whole has destroyed rather than created wealth and underground mines are major culprits. The degree of value destruct has been more pronounced with underground mines, as the usual problem û low commodity prices û has been exacerbated by the harsh environment, low productivity and a æfog of warÆ no longer generally found in open pits. Faced with these realities, underground mines will have to adopt modern management tools or suffer extinction at the hands of an unsympathetic investment community. All is not gloom and doom, however. Technological advances have largely overcome the difficulties associated with the underground environment. As a result, there is a small, but growing, number of underground mines using computerised operational management systems to directly improve the bottom line. Much greater improvements can be realised if the industry takes advantage of the recent convergence in technology, to integrate process information with tactical and enterprise resource planning systems in order to provide a solid platform for all decision-making. This would result in the æeÆ mine. Given that the underground fraternity is essentially starting with a blank sheet, they have the opportunity to æsteal a marchÆ on open pit mines, who may be constrained by legacy systems. The benefits of the æeÆ mine are presented through a hypothetical case study that examines the shortfalls of the non-æeÆ mine. The paper ends by presenting a future vision for the æeÆ mine.

Since the days of mandatory high cost pilot plant testing in 6 ft + 2 ft SAG mills autogenous griding/semi-autogenous grinding (AG/SAG), mill specific energy is now calculated by various empirical formulae and pilot testing carried out in small laboratory mills. Barratt (1989) described a method using Bond Indices than adding a single factor of 1.25 to arrive at the AG/SAG specific energy. In 1991 the Canadians developed the SAGPower Index (SPI), test using 2 kg of material in a 300 mm diameter mill. This test has been further developed by Starkey, Hindstrom and Orser (2006). This test now includes a Bond Ball mill work index test.The Macpherson test is still being offered by some testing facilities. This dry test requires at least 180 kg of material.Morrell (2004) formulated an AG/SAG specific energy generator based on a drop weight index Value (DWi). This DWi value is related to the Ab parameter and the material specific gravity. Morrell reconfigured the BondÆs Third Theory formula to cause extra power requirements to be inputed. This technique incorporates the material specific gravity (SG). The AG/SAG specific energy values produced using this method are susceptible to higher values of crushing and rod mill work indices.This paper offered describes a more simple method to generate AG/SAG specific energies. This programme incorporates Bond work indices, the JKMRC parameter Ab measuring impact breakage and the parameter ta measuring the abrasion rate, then employs a series of efficiency values nominated for each transition size (AG/SAG T80). These efficiency values have been compiled over the years from actual operating plants and documented reports.CITATION:Burgess, D, 2012. Queensland Alumina Limited (QAL) is the worldÆs largest producer of smelter grade alumina, located in Gladstone, Queensland, Australia. The plant employs evaporative cooling towers for waste heat rejection. Process water requirements include red mud residue disposal, steam venting to the atmosphere and Calcination feed moisture. Raw (untreated) water consumption in 2001 was 37 700 m3/d or 3.8 m3 per tonne of production. The Gladstone region experienced a water shortage in the period 2001 to 2003, resulting in progressive water restrictions. Industry operated under a ten per cent restriction from April 2002 and in November 2002 a 25 per cent restriction came in force. The maximum restriction level of 50 per cent was anticipated for the middle of 2003. Water restrictions of these magnitudes have the potential to result in significant production limitations, which would have major economic consequences for QALÆs owners, customers, suppliers and employees. Therefore it was imperative that measures be found to mitigate the impact of these restrictions. Furthermore, as one of the largest water users in the Gladstone region, QAL had an obligation to the community to minimise water usage as much as possible. A thorough analysis of water usage on site was conducted, focussing on all water streams leaving the plant. The philosophy used was that by minimising water outputs, the inputs would follow suit. Where possible, preference was given to solutions that provided lasting water savings. This occurs when the value of the water saving justifies the project cost, irrespective of water restrictions. By June 2002 an average water saving of 19 per cent was achieved, almost double the required saving. By end November 2002 further projects had increased the total water saving to 29 per cent, mainly through the re-use of GladstoneÆs municipal treated effluent as wash water. Further measures to reach the target of 50 per cent reduction were investigated. The evaporative cooling system was to be replaced with seawater cooling, using cooling towers to minimise the seawater pumping cost. Another benefit of this concept was the ability to dispose of the cooling tower bleed stream with the existing system for neutralised red mud disposal. This would avoid the need for an additional environmental outfall from the plant. In February 2003 the Gladstone region received over 500 mm of rain, which boosted water reserves to five years supply at forecast usage rates. This led to the lifting of all water restriction. As most of the implemented water savings measures are economically viable in the absence of water restrictions, raw water usage at QAL is still less than 75 per cent of pre-2002 levels.

This paper focuses on the significant impact that geological information has in relation to the valuation, both equity market and accounting records, of mining companies. There are many different measures adopted by investors and analysts in valuing mining companies. In particular, focus is primarily on calculation of profit as it is the authors primary expertise. The importance of geological information to the calculation of profit (and to many other measures of a mining company performance) is not always understood by the geologist. The aim of this paper is to raise the awareness of geologists (particularly those who are competent persons under the JORC code) of the impact that reserve statements û and changes to û have on profits. This is the first time that this subject has been presented directly to geologists. Similar versions of this paper have been presented at other forums where other important users (directors, auditors, accountants, analysts, investors) or preparers of financial statements have been made aware of the importance of the geological information. In essence, all mining companies prepare annual financial statements, which are adopted by directors and audited. The major items that require judgement generally revolve around two areas û commodity price outlook and the accuracy of reserves and resources. Reserves and resources are important, and that there is undoubtedly a lack of understanding about the assumptions and accuracy of reserves and resources by accountants, directors and auditors, and a general lack of understanding by geologists as to how the information that they prepare is used. Across the globe the majority of mining companies are listed on stock exchanges (with the main exception being nationally controlled mining companies û eg Codelco). In a very simplistic manner, I have divided all mining companies into three types: exploration plays û these companies are still in the finding or proving modeÆ and typically the stock market and investors rely on geological information and remaining cash in determining their assessment of the company; single mine companies û the major items that investors and the stock market look for are reserves, inferred resources, commodity price outlook and discounted cashflow calculations; and multiple mine companies û the investment community and stock market are looking at reserves, inferred resources (generally to a lesser extent at this stage), commodity price outlook, discounted cashflow calculations and profit and loss accounts. Regardless of the type of company, the equity markets, including analysts, try to determine appropriate valuations for mining companies. In doing this the major two areas that require judgemental consideration are the commodity price outlook and the level of reserves and resources. Generally speaking, most mining companies have a strong understanding of their cost structures û in particular their cash costs as distinct from their accounting costs of production û and therefore this area generally gets less consideration than the other two matters mentioned above.

The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

David Pollard will raise this matter in more aetail in a later paper, but mere are some obvious points that I wish to make. It is a relatively straightforward exercise to assess the competency at a low level in the workplace where the consequences of a worker's actions can be observed immediately. Assessing competency at higher levels which may involve creative, planning, design or supervisory functions is more difficult, especially where managerial responsibility and accountability for the output of others is involved. This is generally the case with the daily activities of most mining professionals, whether they be in operations, in a consulting capacity, in research, or in government.

Life inside the mining family was regulated by the mine. The whistle shrieked the change of shift to the Cornish, Welsh and German miners digging the alien soil for copper at Burra in the 1840s and the deep quartz gold mines at Bendigo in the 1880s.During the golden years of alluvial mining in the 1850s, and later out on the frontier fields of Kalgoorlie and Jarrahdale in Western Australia, the lure of the mine dominated family life. How could it do anything else? The canvas tent, bark hut or weatherboard cottage in which the mining family lived close by the mine facilitated prompt access. The working man of the family attended to the demands of the mine first, and those of his family afterward. Who then organized and nurtured the mining family? The role of the mining wife was multi-fold. She played the traditional roles of home-maker and comforter, raising her children, tending her house and vegetable garden and supporting those friends and acquaintances who had lost children to disease, or menfolk to the mine. Epidemics of measles, the whooping cough or influenza carried away children in infancy or at too young an age. The death of a husband through accident or disease (pthisis was a likely killer) forced upon the mining wife another role, that of provider. When Elizabeth Vigus' husband died in a Bendigo mine accident in March 1880 Elizabeth set up a grocery business to support her young children.' But in other cases the mining wife supplemented the family earnings by part time work, not in the mines for the Mines Act legislation of 1842 forbade the working of women underground, but in auxilfiary occupations which were in demand.2 Ann Mitchell, a herbalist ,found plenty of work in the goldfield towns of Daylesford and Maldon in the 1860s and 1870s.3 So too did Susan Rule and her daughter Catherine who conducted a sewing and millinery establishment in Beechworth in the 1870s.4 The making of the family's clothes was another task of the mining wife and mother.Until the wonderful invention of the sewing machine, this was a tedious and time-consuming task. James Slater Edmonson bought his wife a Wertheim for the sum of 12 pounds in June 1886, just before leaving her and his chil- dren in the Adelaide suburb of Goodwood whilst he went alone to the goldfields of the West. In October of that year he wrote to Louise telling her how he missed the childrens' wondering "whether Slater wore my old shirt now. I always think of him as he sat on my knee at breakfast in that old shirt; and how pleasant it would be if I could rock both of them and sing as I used to do".5

Hindustan Zinc Limited (HZL) is one of the leading base metal producers in India. It operates a two-smelter Complex at Visakhapatnam, Andhra Pradesh. At this zinc-lead smelter zinc is manufactured by the conventional hydrometallurgical route and lead is produced by Blast furnace technology generating residues or wastes which contain substantial quantities of metal values. Disposal of such wastes is a problem in any non-ferrous industry. Both the stringent environmental regulations and the changing industrial scenario emphasise the need for industrial research to find economically viable and environmentally friendly technologies to recover the metal values from these waste materials. The in-house R&D Centre at Vizag Zinc Smelter (VZS) thinking globally re-engineered its activities and major thrust was given for converting waste to valuable metals and metal compounds. Basic analytical chemistry with the hydrometallurgical concepts has been adopted in developing these innovative technologies. In this paper attempts are made to provide a clear history of the different waste raw material, the process developed for each raw material and their superiority of over other parallel work. Most of the processes described here are pilot plant tested and under patenting. The process flowsheet, results obtained and advantages of each process are presented. This paper provides a consolidated approach through which the varied smelter waste materials can be processed with cost effective and eco-friendly innovative technologies. In-house R&D efforts at VZS with its contribution and achievement in converting æwastes into wealthÆ technologies are presented in this paper on the following the major thrust areas:recovery of zinc from liquid effluent; recovery of zinc from effluent treatment plant (ETP) gypsum sludge; production of highly pure electrolytic zinc metal powder from zinc bearing gypsum residue/sludge generated at the effluent treatment plant; hydrometallurgical recovery of copper as copper sulphate solution which can be used for CuSO4.5H2O, copper cathode/copper metal powder from copper-cadmium cement; recovery of manganese, lead and silver from anode mud generated at Zinc Cell House and 4-metal extraction/recovery of manganese, cobalt, copper and nickel from Indian ocean bed manganese nodules; recovery of zinc, lead, silver and sulphur values from silver concentrate residue generated at the froth flotation process; recovery of silver and lead as lead-silver sponge/lead-silver sulphide concentrate from lead bearing residues; recovery of lead, silver and copper from copper matte; recovery of antimony as antimony metal or lead-antimony master alloy from antimony bearing dross; and recovery of nickel and dimethylglyoxime from Ni-DMG complex.

This paper reviews the proportion of energy attributable to comminution within the Australian gold and copper mining sector. The need for this is motivated by inconsistencies in the quoted energy usage data and the lack of a common basis for reporting the fraction of energy in mining that is attributable to comminution. This study should form a reliable basis from which to assess both demand and opportunities to reduce energy consumption.The proportion of milling energy was calculated for the major producers in the Australian gold and copper sector. A sampling methodology created by Powell et al (2003 - 2010) was initially used to provide an accurate and meaningful measure of the energy used in the comminution process. However, no useful method for grouping similar mines was found. Fortunately, a surprisingly large amount of high quality data was found from a number of different sources, allowing the development of robust relationships to be used to estimate a high proportion of the unknown values. The fraction of energy attributable to comminution was found to be dependent on how the total energy consumption was defined. For instance, comminution accounted for 52 per cent of the electrical energy, but only 21 per cent of the total energy publicly reported by the mines because a substantial proportion of energy used on a mine is in the form of transportation fuel (mostly diesel). Critically, the measured electrical energy consumption does not account for transmission and generation losses, while diesel energy usage is typically quoted according to its calorific value. This review proposes that diesel should instead be converted via the mechanical efficiency factor for diesel engines. Using this conversion, comminution was found to account for 36 per cent of the available energy on average. This approach allows a useful basis of comparison for mines regardless of whether milling energy is obtained from electrical or diesel generation. A summary of the results are shown in Figure 7 with other values obtained from literature. The total comminution energy assessed in this study accounts for 1.3 per cent of AustraliaÆs electricity consumption, this figure will increase as the other mineral commodities are added to the study.CITATION:Ballantyne, G R, Powell, M S and Tiang, M, 2012. Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.

To explain in any depth the industrial relations of Broken Hill I believe that it is necessary to trace some of the many happenings that created the present industrial climate. While appreciating that our relations with the local industry are relatively good, it must be pointed out that to preserve and improve this present situation a duty is owed to everyone connected with the industry (workers, share- holders, etc.) by management and unions to see that just and reasonable agreements are found for any disputes. If the companies ever take the local position for granted it would soon die, killed by someone who may get some short term benefit, but who would lose something of incalculable worth in the long run. It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.

In submitting the accompanying sketch and description, the writer mentions that he has found this "gadget" a useful assay office adjunct.He believes that some millmen and assayers have been confronted, from time to time, with large samples of mill pulp for assay purposes and that although the commonly used method of coning and quartering dry sample is simple and effective, provided the samples are of reasonable proportion, the operator is frequently confronted with samples of pulp, sometimes up to 50 gallons. The writer stresses the advantage of being able to handle these samples. This fact inspired the design of the "gadget,"which was developed at the Kalgoorlie State Battery and has been found to give very reliable results. It has considerably eased the work of the assay office.Description. - A cone of suitable dimensions according to requirements (this one is about six gallons' capacity) is mounted on a light angle-iron frame and has a small hand-operated agitator paddle let into it far mixing purposes. The agitator and head frame are removable to facilitate cleaning. Four outlet pipes at the bottom at right angles to each other are controlled with one common plug, externally operated for discharging the pulp.Each operation of the machine delivers four equal parts; one or more of these can be used for further division as conditions require. Samples can thus be reduced to suitable assay room size in a few minutes.The dotted lines, enclosing the shaded portion, represent the four-bladed paddle.Each paddle is slotted with three parallel slots. Ashton Mining Ltd (Ashton) and Lynas Corporation Ltd (Lynas) have established a joint venture partnership to develop and process rare earth oxides (REOÆs) from the Mt Weld deposit in Western Australia. The deposit is located in a deeply weathered volcanic carbonatite structure that contains approximately two million tonnes of rare earth oxides at an average grade of 20 per cent REO. As part of the 1999/2000 feasibility study currently being undertaken by Ashton and Lynas, an extensive laboratory beneficiation test program was undertaken by CSIRO Minerals on diamond drill core samples from the Mt Weld orebody. The aim was to develop a flowsheet, based primarily on flotation that could be confirmed at pilot plant scale. The target concentrate grade was 52 per cent REO with a REO recovery of at least 35 per cent. Two main ore types, nominated as CZ (limonitic siltstone) and LI (nodular limonitic ironstone) were identified for separate laboratory evaluation. The lower grade LI-type ore overlies the higher grade and more extensive CZ-type ore. The majority of the work was conducted on the CZ ore; only limited testing of the LI ore was undertaken. The latter contains a clay component that will present difficulties in processing due to its poor filtering and settling characteristics. Two processing options for treatment of CZ ore were presented for pilot plant consideration. One (Option 1) includes gravity concentration prior to flotation while the other (Option 2) includes finer grinding and four stages of open circuit cleaning. The benefits of each scheme are discussed in detail. Neither has been fully optimised and the definitive flowsheet is most likely to be a hybrid of the two schemes, incorporating the best features of each. Typical metallurgical results from each scheme were final concentrate grades of 49 per cent REO, 10-16 per cent Fe2O3 and 3.2-4.8 per cent CaO. REO recoveries were above 35 per cent in both cases. Features of the processes developed by CSIRO were the inclusion of a gravity concentration stage prior to flotation, a modified flotation reagent scheme, a change in the method of feed preparation, and incorporation of magnetic separation to upgrade final flotation concentrates. Metallurgical results obtained from flotation tests on LI ore were much poorer than those obtained for CZ ore. The best rougher/scavenger result, with the limited amount of testing so far completed, was an REO grade of 32 per cent with a recovery of 28 per cent. Further work is needed to develop a viable processing route for this ore type.

A short discussion of the salient aspects of a dispersed flow model in relation to the gas flow in blast furnaces is given. The use of the theory in assessing vessel performance is mentioned. Tracer results of a blast furnace (688 m3) from three furnace levels and different radial positions are analysed and results presented as D/ud values. The significance of the shapes of experimental tracer curves are included and comparison is made with results obtained on other furnaces.
