Social licence to operate is developed and kept through managing both operational impacts and the relationship between local community and company. However, CSIRO research has demonstrated that in determining how accepting community members are of a mining operation, relational factors, such as procedural fairness and trust, are much more important than operational impacts, such as impacts on employment and the environment (Moffat and Zhang, 2015). Companies seek to develop relational factors through their engagement with local community; such engagement has many aspects, including, initially identifying stakeholders and positioning the company as part of the local community (Lacey et al, in prep; Thomson and Boutlier, 2011). These relational factors involve the social identities of people living in the community. Social identities are a part of people that shape their beliefs, based on their connections with various groups in their lives (Hogg et al, 2004).An engagement process, intentionally or not, inevitably interacts with the social identities of stakeholders (Crane and Ruebottom, 2011). For example, traditionally, at the very beginning of engagement processes, community members are assigned to categories using conventional stakeholder mapping and categorisation methods, often based on assumptions about stakeholders’ interests, which equates to assumptions about stakeholders’ social identities (Colvin, Witt and Lacey, 2016; International Council on Mining and Metals, 2012). Yet, there has been limited empirical inquiry into whether such categories reflect the social identities of stakeholders and if there is a bearing on relational factors, including, the perceived fairness of consultations and trust in mining companies (Crane and Ruebottom, 2011). Also at this time, companies commonly seek to create a presence in communities, for example, joining Chambers of Commerce and participating alongside community members. Again, there has been limited empirical inquiry into whether community members and companies identifying with the same overarching group and thus sharing aspects of social identity, influences relational factors (Crane and Ruebottom, 2011). In this study, we examined the effects of changing aspects of social identity by changing how stakeholders were identified and companies were positioned, on how stakeholders’ perceived a new mining operation, specifically how they perceived the procedural fairness of the proposed consultation process and trusted the company, two factors that underlie a company’s social licence to operate.CITATION:Carr-Cornish, S and Moffat, K, 2016. Coal preparation is an integral part of producing coal for thermal powerplants and metallurgical processing plants. Coal processing plants use various unit processes to separate gangue and ash content from mineral coal, thus increasing the specific energy content.A flow sheet and a simulation model was established for a typical coal processing plant using Microsoft Excel. This model used the mass balance and split factors for run-of-mine (ROM) coal, tailings and water usage from a typical, generic coalmine.The common method of coal preparation initially involves several stages of crushing to reduce the size of coal. It is then sent to the processing plant for further washing. The typical method in Australia for coarse coal material processing is the use of dense medium cyclone (DMC) (Kininmonth and Baafi, 2009). Flotation cells are used for processing of fine coal. The fine products are utilised for coking coal only. In our case study, the intended coal product is for thermal powerplants. The Tooloom gold field is located within the New England Fold Belt in the far northeast of New South Wales, approximately 130 km south southwest of Brisbane. Gold was first discovered at Tooloom in 1857. Within a few years up to 10 000 people were mining placer gold deposits in the Tooloom valley and a few tried their hand at mining hard rock occurrences as well. Mining of alluvial gold continued in a small way at Tooloom until very recently, but only in the last few years, since Malachite Resources acquired its interest at Tooloom (now 100 per cent), has the full potential of this large, reduced intrusion-related gold field been appreciated. By the mid 1870s, once the alluvials were largely worked out, most of the early miners had made the 270 km trek north to the newly discovered Gympie gold field and Tooloom slipped into obscurity. Such was this obscurity that the Tooloom gold field was not recorded on published Government geological maps until 2001, four years after Malachite became involved. The many hard rock prospects that Malachite has identified in recent years were largely or completely unknown. Tooloom is a good example of blinkered thinking when it comes to modern mineral exploration. The New England province in NSW has long been the æpoor relationÆ to the much better known and more highly favoured Lachlan Fold Belt in NSW. It has also suffered serious neglect compared with the Queensland part of the New England Fold Belt that hosts such major gold deposits as Mt Morgan (>7 Moz), Gympie (>3 Moz) and Cracow (>1 Moz). Tooloom is proof that prospective geology does not stop at state borders.

A positive mill reconciliation at a mine is a double-edged-sword. Much back slapping happens. The bank and the board can’t get enough until the downside becomes apparent. Over a prolonged period, there becomes an issue with market perception and the potential for shareholders to be misinformed regarding the potential value of the project. In addition, there are impacts on mine scheduling, waste allocation (or lack thereof), government expectations, and the potential for misguided external assumptions regarding the ‘unexpected’ results. The PT Agincourt Resources Martabe Gold Mine has shown a significant under-call, in the order of 20% total gold metal, between the Mineral Resource (MR) estimates and Grade Control (GC) estimates since production commenced in 2012. Recently, the under-call has been reduced by incorporating the use of grade control drilling in the MR grade estimates. Despite recent improvements in reconciliation, drilling in 2017 at both Purnama and Barani open pits shows that infill reverse circulation (RC) drill holes often produce significantly higher grades than those predicted in the MR block model. Predicting the physical characteristics of various ore types has for long been a difficult problem during mining. Grade control practices tend to concentrate on the chemical grade of the ore. Estimation of physical characteristics such as beneficiation behaviour is commonly limited to the simplistic application of historical averages. Large amounts of geochemical data are often gathered during the exploration and mining stages of a project, especially in ferrous and base metal deposits. In addition to the elements of principal economic interest, samples are often analysed for suites of gangue constituents to determine whether the mineralisation lies within target specifications. This multi-element data is often put to no other use than this simple chemical classification, yet it may present the geologist or metallurgist with valuable insights into the mineral content and physical characteristics of the deposit. Normative mineral estimates have been used as a method for characterising igneous rocks for almost 100 years. The method establishes and applies a set of sequential rules, by which the chemical components of a sample are assigned to mineral components. Provided that it is possible to make some realistic assumptions about the mineral species likely to be present in a rock unit or deposit and their paragenesis, this approach can be extended to a variety of mineral deposits. The geochemical data that are routinely collected when, for example, drilling iron ore and base metal deposits, can be used to derive estimates of normative mineral content. These estimates can be used to characterise physical or metallurgical aspects of the ore, such as density, beneficiation behaviour and metal recovery. This paper examines the application of normative mineral estimates to a variety of practical resource characterisation problems. The potential for predicting the lump and fines proportions of iron and manganese ores is also discussed.

‘Grade Engineering<sub>®</sub> is an integrated approach to coarse rejection that matches a suite of separation technologies to ore specific characteristics and compares the net value of rejecting low value components in current feed streams to existing mine plans as part of a system-view’ (Walters, 2017). Two of these technologies are directly recoverable through screening stages: Natural Deportment and Induced Deportment. The potential for taking advantage of “Natural Deportment” by size following blasting and crushing has been demonstrated for a range of ore types. Simple and low cost screening can in some cases generate a fine product with improved grade and a lower grade oversize which can be directed to leach or to waste. Where an ore body consists of many different ore types, the traditional approach of blending to metal grade will often add to complexity of treatment, which will reduce the effect of “natural deportment” by size.CITATION: Jokovic, V, Walters, P, Adair, B and Morrison, R, 2018. Iron and steel production is responsible for approximately 6.3 per cent of global anthropogenic CO2 emissions. Direct reduction of iron with hydrogen is a potential route for decarbonising the iron and steel industry. Extensive small-scale laboratory experiments have been performed to test the feasibility of hydrogen-direct reduction of iron ores sourced from diverse geographical locations. However, test results from the batch reduction of small-sample do not necessarily translate to continuous commercial-scale processes. Establishing a small-scale continuous test reactor for H2- DRI process is challenging, requiring substantial resources and investment. The limited availability of small-scale reactors that enable testing under relevant conditions has become a major obstacle for H2-DRI development, leaving a big gap between laboratory success and proof of commercial feasibility. Here, we report on the recent commissioning of a continuous counter-flow vertical shaft reactor, which has a processing capacity of 6 kg/hr iron ore pellets at up to 100 NL/min H2 flow. We believe this to currently be the largest H2-DRI facility in the Southern Hemisphere. In this talk, we will discuss the design and construction journey for this reactor, starting from the initial system design to the initial demonstration of H2 reduction of titanomagnetite ironsand pellets. This reactor now enables a range of research capacities, including the validation of laboratory results on a larger scale with practical operational variables, feasibility assessment of hydrogen direct reduction of different iron ores on a commercial scale; identification of scalability, sticking, and other potential issues before building a full-scale plant; and a viable solution for producing small-quantity DRIs for downstream melting investigations. Overall, this new research facility offers significant benefits for assisting the transformation of iron and steel production to a more sustainable and green industry.

Hard rock TBMs are very often open machine layouts, with just a part roof shield over the front of the machine. The whole system is designed for fast face advance and the economy of the project often depends entirely on the rate of advance. Typically, hard rock conditions will demonstrate stable and good ground for a major part of the tunnel. However, short sections of crushed shear zones with clay and gouge material may cause serious time delays. Spiling rock bolting has been proven to be very efficient under such circumstances, provided the fully grouted rebar bolts can be placed in a controlled and practical manner.Environmental restrictions are becoming more and more a part of tunnel excavation projects. Even hard rock TBM tunnelling may require a strict ground water control, because of consequences on the ground surface from lowering the ground water level. Such consequences may be surface settlement, negative influence on ground water resources or damage to vegetation.Pressure injection ahead of the advancing tunnel face (in this paper named pre-injection), using microfine cement and chemical grouts, is today a proven technology. As examples can be mentioned (Garshol, 1997) about 100 km of pre-injected tunnels below Oslo City and about the same length of subsea tunnelling elsewhere in Norway. Examples from other parts of the world are also available, like below Stockholm, Sweden, the Inland Feeder project and Hollywood Metro both in Southern California.To take advantage of spiling rockbolts and pre-injection, it is an obvious prerequisite to be able to drill the necessary boreholes in the right positions and at the correct angle. In drill and blast excavation this is simple, but in TBM projects it has repeatedly turned out to be difficult. More than once owners have accepted bids containing reassurance from the contractor that the drilling method will be sorted out later. Experience shows that if ælaterÆ means after start of the TBM operation, it is often too late.

Haymont (2012) notes that in parts of Australia significant areas of mining disturbance cannot be relinquished. In Queensland it has been estimated that by 2010, just 0.3 per cent 507 ha of mining disturbance had been rehabilitated to the regulator’s satisfaction (Short, 2015).One reason for this poor record is the presence of inappropriate, unachievable or unmeasurable rehabilitation targets (Glenn et al, 2014; Butler, Anderson and Sexton, 2015). In the authors’ experience in Queensland many mature operations have licence conditions that hinder the achievement of sustainable outcomes or prevent successful validation of rehabilitation success. This creates a lack of certainty for industry and a lack of confidence in the community that the sector can deliver good rehabilitation outcomes (Short, 2015).This extended abstract presents a framework approach that has been applied at two contrasting operations. Without the changes presented, the goal of progressive rehabilitation certification, reduction in financial assurance (FA) and a path to surrender at these sites would have been impossible. The PT Kaltim Prima Coal (KPC) operation is a large scale coalmine operating on the east coast of Kalimantan (Borneo), Indonesia. Originally developed under a coal contract of work (CCOW) with the Indonesian Government, new legislation has led to uncertainty as to the actual life of the mine, the size of the operating lease or mining area, the rehabilitation compliance requirements and other areas of concern. The actual life-of-mine (LOM) plan is therefore in a constant state of flux and must be updated and modified with every new piece of information.Under the CCOW system, the mine life ran from the first year of production (1992) for 30 years (2021), with the potential to extend for a further two ten-year periods. KPC has always intended to run until at least 2041. Under the new legislation, the potential term of the CCOW (to be replaced by a mining license) is open to interpretation, resulting in KPC having to prepare plans allowing for a LOM that may end in 2021, 2031, 2041 or a range of other possible periods of time.Uncertainty about legislation (and hence the mine life) possible production rates and available work areas; variable coal prices and costs; varying management contexts; the substantial reserves available; difficulty sourcing dump space; potential rehabilitation costs and the dependence of a community of over 100 000 people on a single operation sees the LOM and mine closure teams preparing dynamic yet thoroughly robust plans that are updated on multiple occasions per year.This paper will describe the procedure followed by KPC and the potentially show stopping issues that must be dealt with.CITATION:Bennett, S M and Manege, I, ?2014. A better understanding of the detonation performance of an explosive charge can be gained by directly measuring pressure, temperature and velocity of detonation (VOD). This is particularly important with explosives used in the mining industry because their performance is directly influenced by the degree of confinement given by the borehole diameter and the surrounding rock mass. A project funded by the Australian Coal Association Research Program (ACARP) was initiated in early 2009 with the view to design and build cost-effective prototype instrumentation to measure the relative differences in detonation pressures and temperatures of commercial mining explosives. The project’s primary focus was on low-density explosives. Low-density (also referred to as low shock) explosives have been available in various forms for nearly 20 years. There have been significant advances in the availability, reliability and flexibility of these explosives, which now offer a range of densities and degrees of water resistance. Their detonation performance is not well understood and cannot be accurately predicted with current ideal and non-ideal detonation codes. It was therefore viewed as important to be able to directly measure pressure and temperature during the detonation process of these complex mixtures in production blastholes. Identifying the pressure release patterns of both conventional and low-density explosives under different geotechnical conditions should provide the necessary information to both validate detonation codes and better define input parameters for breakage and fragmentation models. This paper gives a general description of the prototype instrumentation developed and reports on the results obtained to date in full-scale conditions.

Dissolved air flotation (DAF) in wastewater treatment as a separation process of submillimetre biological flocs is based on the generation of bubble/floc aggregates. DAF is a complex process but has got advantages, such as allowing a high hydraulic load, compared to sedimentation. A thorough knowledge of the physics of the DAF process is, however, still lacking. This paper will present results of experimental studies on three aspects of significance to the separation process û the flow structure in the flotation tank, rise velocities of aggregates, influence of floc size on the separation efficiency. Flow structure. Measurements were performed in a pilot plant mapping and visualising the velocity field. The dispersion water (bubbles) had a decisive influence on the flow structure due to the effect of the bubbles on the bulk water density. Stratified conditions with a less dense, bubble-containing upper layer and a clear water, denser bottom layer were important for a good separation. A simple model of the stratified flow structure was elaborated making it possible to interpret the function of the aggregate rise velocities. Bubble/floc aggregates. The dynamics of single flocs, bubbles, aggregates were visualised using a borescope + CCD video camera + digital recorder + image analysis. Sequences of video frames made it possible to determine the rise velocities of the single aggregates. These velocities were found to be in the range 1 - 9 mm/s with a tendency for large flocs to have higher rise velocities. Separation versus floc size. The floc size distribution was measured in the DAF process. Data from three different DAF cases showed, that large flocs (> about 100 ¦m) were entirely separated, whereas small flocs experienced a less good separation. It was, moreover, found, that a very significant separation of flocs took place in the very upstream end of the separation zone in a pilot plant case.

The gold treatment plant of Great Western Consolidated N.L. is at Bullfinch, Western Australia, 22 miles north of Southern Cross, which is 100 miles west of Kalgoorlie. A railway to Southern Cross connects the mine with the main Perth-Kalgoorlie line.The plant, which commenced operations on the 31st October, 1952, was, designed by Messrs. Alex: Stewart & Co. in consultation with the technical staff of Western Mining Corporation Ltd. to treat 1,000 long tons a day, made up of approximately equal parts of quarry oxidized ore and underground sulphide ore, by moderately coarse grinding (2-3 per cent plus 65 mesh Tyler) and straight cyanidation without straking. The design had to allow for future treatment of all sulphide ore at the rate of 40,000 tons per 28-day periodand to make provision for the possible later inclusion of preaeration treatment.The test work on .which design was based was done on representative development samples, the mine being divided into zones for this purpose, to check possible local variations from average treatment behaviour. Proposed mill feed mixtures were made up from time to time for complete ore dressing tests, which were conducted in the Western Mining Corporation laboratory at Kalgoorlie.The chief feature of the design was that the plant had to handle the extremes of very soft, poor settling and filtering oxidized ore and very hard, good settling and filtering sulphide ore. On one hand, crushers and mills had to be large enough to handle the sulphide ore and on the other, thickeners and filters had to be large enough to handle the oxidized ores.The design is marked by simplicity, the use of large units of equipment, and flexibility to cope with a variety of ores.

A pilot plant has been constructed for the low temperature carboni-zation of Wallarah (N,S,W6) coal at the rate of 300 pounds per hour. The plant was built and tested at Australian Mineral Development Laboratories for Broken Hill Pty, Ltd. Char product was required within the specifi-cation 15.5 `S' 1 per cent volatile matter. The design was based c atz an entrained state carbonizer developed by Parry and U.S. Bureau of Mines co-workers at Denver, U.S.A. The method involved the carbonizatioan of fine coal by entrainment with air in an externally heated reactor.. The heat required for carbonization of tits coal was supplied to the be, both through the reactor walls and also by internal cambustion of products .

A laboratory investigation was carried out to obtain data on the explosive character- istics of selected coals mined in New South Wales. Seven coal seams were sampled and the volatile matter content of the coals tested varied between 28 and 37 percent. A mod- ified Hartmann apparatus with a volume of 1250 ml was used in the investigation. Dust clou' generation was produced by an air blast delivered radially through a mushroom type valve and the ignition source was a-continuous A.C. spark produced by a 20 000 V, 50 mA transformer. The coal dust parameters invest- igated were the maximum pressure developed, the average and maximum rates of pressure rise at dust concentrations between 200 and 1500 3 g/m.

The Circum-Pacific is defined to include back arcs and continental areas of volcanism. Volcanoes must be regarded as dormant, if the time since their last eruption is less than about ten times the average interval between eruptions, even if they have not erupted for tens of thousands of years or longer. It is important to establish a complete history, over as long a period as possible, for varying volumes of eruptions. In order to assess risk, the average interval between eruptions should be calculated for each range of erupted vo4ume~, in orders of magnitude from about 10 m up to the maximum volume possible at each volcano. Eruptions are considered to consist of individual explosions, and are grouped into eruptive sequences, with the sequences grouped into overall cycles of activity. Frequency of eruption versus volume erupted is a linear relationship for most andesitic and basaltic volcanoes, but is often bimodal at rhyolitic volcanoes, 3 with a slower eruption rate above about 10 km. Worldwide, during the last 7000 years, there have been three known e~uptions with volumes of ejecta of > 100 km , a9d, since 1638 A.D., 7 with volumes > 10 km , and 48 with volumes > 1 km . Average recurrence intervals are about 71 years for eruptions of > 20 km , 39 years for those of > 10 km , and 7 years for those of > 1 km . Rough esti- mates can be made for larger volumes erupted. Mean intervals in the Circum-Pacific are about twice the length of those for the world as a whole. During the last 400 years, about 61% of the world's eruptions of > 1 km3 have taken place in this region.

Submarine tailings disposal is conceptually an attractive option for managing reactive mine wastes in coastal regions by virtue of reduced sulfide oxidation under a water cover and no infrastructure to maintain after mine closure. However, the lack of detailed knowledge of metal leaching, dispersal of fine tailings and biological impacts in the marine environment has led to no operating permits currently in effect in Canada. Detailed chemical and ecotoxicological assessments at two historic copper mine sites (Little Bay and Tilt Cove) in the north coast of Newfoundland with tailings disposed in an estuarine to shallow (=100 m) marine environment have demonstrated reduced reactivity of sulfidic tailings when submerged under water. Only non-acute toxicity is detected in biota inhabiting the immediate vicinity (A review of another historic shallow marine tailings operation in the southern tip of Vancouver Island (Jordon River) with a high-energy setting also reveals problems with unconfined tailings dispersal and temporal biological impacts. Documented studies at two deeper (140 - 360 m) marine tailings disposal operations at the northern tip of Vancouver Island (Island Copper) and northwestern coast of British Columbia (Kitsault) again illustrate imperfect predictions of tailings re-suspension and dispersal. At these sites, bioaccumulation of tailings-derived metals appears to be minimal. There is evidence of rapid re-colonisation of the tailings surface by benthos but of different species than the original population. Integrating these observations with reported metal fluxes and biological diversity associated with submarine hydrothermal vents, the risks and benefits of deep-sea (>1 km) tailings disposal are discussed. To determine if submarine tailings disposal in deep, confined basins on the seafloor is environmentally friendly, detailed multi-disciplinary research incorporating physical, chemical, biological and toxicological components will be indispensable.

The iron ore producer Rana Gruber AS is situated in northern Norway just below the Arctic Circle, and has been producing hematite and magnetite concentrates for more than 60 years. Since the late 1990s, the major part of the production comes from a sublevel stoping underground operation after many years of open pit mining. Despite moderate mining depth, the operations have experienced considerable rock stress problems due to quite high tectonic, horizontal stresses. To manage the problems, comprehensive rock mechanics investigations have been carried out by SINTEF, a major contract research organisation. This has included in situ rock stress measurements, laboratory investigations and numerical modelling. Based on this and practical experience, satisfactory design of vertical and horizontal pillars was achieved. At depth, the ore width increases from 30–40?m to more than 100?m. This, together with a major planned increase in production, called for a change of the mining method. After thorough investigations and considerations, it was decided to change to sublevel caving, very much like the LKAB system. The development of the new system has been closely followed up by rock mechanics measures, including 3D numerical modelling and comprehensive monitoring of deformations and rock stress changes. To achieve a satisfactory caving of the hanging wall, all vertical and horizontal pillars in the sublevel stoping area had to be removed. This has been a challenging task, and the development of the caving has been slow until recently. Airblast overpressure legislative limits can be extremely difficult to meet throughout Australia, which has by far the most stringent limits of any nation in the world. As the difficulty in meeting the limits is strongly dependent on the scale of mining, it is not surprising that the Australian coal mining industry is experiencing particular difficulties in meeting these limits. Eight full scale overburden blasts have been modelled with respect to overpressure impact for a strip coal mine, involving both dragline (cast) blasting and pre-strip (non-cast) blasting. Overpressure levels in the range 100 to 125 dBL have been measured at distances varying from 2.4 to 5.7 km, and modelling has successfully estimated both the amplitude and shape of overpressure waveforms to within an average of 1.2 dBL. Typical errors of prediction are around 0.6 dBL. This accuracy of prediction has been achieved by considering the impact of only the face holes, and the accuracy of prediction of both shape and amplitude suggests that it is these holes which dominate the environmental overpressure impact at distances in the range two to six kilometres, for cast and pre-strip blasting operations. Modelling has been based upon the Elemental Overpressure Wavelet proposed by Richards and Moore (2002), incorporating actual hole coordinates, actual delay timing, and assumed delay scatter statistics. The incorporation of delay scatter statistics has been particularly significant, and allows the determination of the range over which the peak overpressure levels are expected to vary. To date, modelling has considered only the use of conventional pyrotechnic delays, though simple adjustment to the scatter definition would allow estimation of overpressure levels, and their variability, with electronic delays.

The Mungana group of mines, in the Chillagoe district, yielded 334,000 tons of ore giving 31,831 tons of lead, 7,907 tons of copper and 3,228,600 ounces of silver. The Girofla mine produced approximately 220,000 tons of ore, and with the Lady J ane mine supplied most of the ore from this centre. The deposit was discovered in 1888, but active development did not commence from the main shaft until 1898. A subsidiary of the New Chillagoe Railway and Mining Co. Ltd., the Mungana (Chillagoe) Mining Co. Ltd., worked the mine from 1902 until 1914, selling copper, copper-lead, lead ores and fluxes to the smelters at Chillagoe. The smelters stopped operations in 1914 when the richer ores of the Girofla had been worked out and production from the Lady Jane had ceased due to heavyground and fire. The Girofla shaft was 823ft. deep with a cross-cut at 810ft. At the 710ft. level contour drives had delineated the orebody, which had been stoped about 10ft. above the level. Except for flux ores which had been stoped only for favourable smelter tariffs, the orebody was practically exhausted above the 610ft. leveL Under company ownership the mine yielded 139,265 tons of an average grade of 4.QlYr copper, 16.2% lead and 12.5 oz. per ton silver.In 1921 the Queensland Government re-opened the mine and worked it until 1927. The North Lode (Fig. 2) was discovered almost immediately at the 100ft. level and was worked down to the 410ft. leveL The ore from this branch and the completion of the stope at the 710ft. level yielded about 80,000 tons of ore averaging 0.4 copper, 9.8 lead and 7.8 oz. per ton silver during this period.
