A comprehensive feasibility study should be submitted as part of the loan application to a financial institution for debt funding of a proposed project. Its scope should include technical, costing, marketing and other aspects pertinent to the project. The technical presentation should be sufficiently detailed to show that the assumpt- ions concerning future performance are realistic. A lender needs to be convinced that the capital and operating cost estimates are conservatively based with adequate allowances included for contingency and escalation. The marketing assumptions determine the level of revenue from which operating cost, debt servicing, and other commitments are to be met. The foregoing aspects establish the economic viability of the project, and are therefore relevant to the risk assessment and cash flow analysis carried out by a potential lender which determine his ultimate lending Decision

A full-length paper was not prepared for this presentation.The Middle Palaeozoic Gurvansaikhan Belt (Southern Mongolia) of the Central Asian Orogenic Belt is one of Central Asia’s most significant emerging porphyry copper provinces. The belt has become the focus of extensive exploration for porphyry copper-gold deposits over the last decade following the discovery of the giant Oyu Tolgoi porphyry copper-gold deposit. The Gurvansaikhan Belt is known to host porphyry deposits of Late Devonian (~370 Ma) and Early Carboniferous (~320 Ma) age. The characteristics of Early Carboniferous porphyry systems are poorly known compared to their older counterparts, despite their probable abundance and potential economic significance. Exploration within the Kharmagtai porphyry breccia complex has identified multiple cogenetic gold-copper-porphyry centres and late-stage mineralised magmatic-hydrothermal tourmaline breccias emplacement within a composite high-K calc-alkaline quartz monzodiorite intrusive complex. Early porphyry alteration and mineralisation at Kharmagtai are zoned around vertically attenuated early- and inter-mineral quartz monzodiorite dykes and stocks and comprises a complex sequence of calc-potassic, potassic and propylitic assemblages. Hematite dusting is a common alteration product that gives intrusions and the host rocks a distinctive pink-orange colour. Several of the systems have bornite-rich cores, where mineralisation is characterised by high gold grades (0.7 to >5 g/t Au) that zone outward to chalcopyrite-rich and then outer pyritic halos. Early stockwork mineralisation is overprinted by magmatic-hydrothermal tourmaline breccias. High-grade magmatic-hydrothermal tourmaline breccias form part of a major copper-gold mineralised breccia system with significant exploration potential. The Early Carboniferous porphyry copper-gold systems of the Gurvansaikhan Belt represent a substantial exploration challenge in an area of increasing exploration maturity. This paper summarises the characteristics of the Kharmagtai porphyry system that have helped to define the Early Carboniferous porphyry province of the Gurvansaikhan Belt and discusses implications for future exploration.CITATION:Stewart, A L and Baatar, M, 2015. Assessing the uncertainty and risk in mineral resource estimation is required for best practice and is implied by the public reporting codes in the categorisation of mineral resources and reserves. One industry best practice is quantifying the risk on future production for a given period, which can be done using two geostatistical approaches: conditional simulation and drill hole spacing studies based on estimation variances. Conditional simulation can provide a more complete and flexible answer to the problem, but it takes a fair amount of time to complete. Drill hole spacing studies are simpler, faster and can provide reasonable assessments of mineral resource uncertainty.This paper is a presentation of the principles, theory and practice of drill hole spacing studies. Various types of risk assessment are considered. Difficulties encountered in practice are discussed, and solutions are proposed. The important parameters impacting the results are reviewed. The need for a carefully prepared set of special conditions, to be used with general conditions of contract or, alternatively, a purpose written contract for adoption in tunnelling work in Australia is discussed. Recent decisions on the proprietor's liability for tender information and arbitrator's power to award interest are examined. A new clause for inclusion in contracts specifically giving arbitrators power to award interest is suggested. Similarly, a new clause covering delays due to environmental disputes is suggested, particularly for marine outfall tunnels. An alternative method for the settlement of disputes by negotiation is suggested for consideration and contracts and contract administration are discussed as the possible weak point in the construction process. At the conference it is intended to present a method or process to be used in contract administration which should reduce disputes, result in a better quality and efficiency of administration and ultimately in better contracts'.

Over the last 15 years the contract mining concept has developed into an integral part of the Australian mining industry. Today it is a $2 billion per annum industry with the potential to continue to grow at a rate of between ten and 20 per cent. Australian contract miners have also exported the concept overseas where growth prospects are unlimited. The industry today is at a cross-road where both contractors and mine owners must consider the current state of the contract mining industry and where it is heading. To look at the present and the future, it is necessary to look back at the history of contract mining and why it has developed. Current industry concerns can then be summarised and the areas that need to be considered to enable the industry to prosper, reviewed. The ultimate goal is to reach solutions with benefits to both the mining companies and the contractors.

One of the main energy efficiency opportunities identified from the majority of mine site energy audits is to optimize the comminution circuit to reduce energy consumption through improved throughput and product size distribution. Typical analysis reviews comminution process efficiency/inefficiency i.e. utilization of grinding mills, process bottlenecks and product vs. target size, to identify instances of overgrinding or undergrinding. From this, it is possible to establish the potential improvement that could be gained through formal plant optimization and what the optimization program would entail. It can also sometimes reveal immediate opportunities for process improvement. This paper presents steps that can be taken to optimize the efficiency of comminution circuits.

Bulk cargoes, including iron ore fines, must be shipped according to the rules agreed by the member states of the International Maritime Organization (IMO). One critical safety measure is the transportable moisture limit (T?ML) required for Group A cargoes (cargoes that may liquefy). A number of shipping incidents involving iron ore fines from India, where liquefaction of the cargo was suspected to be the cause, have brought the issue of iron ore fines T?ML into the spotlight. Extensive research has been undertaken by the major iron ore producers from Australia and Brazil to support the IMO in developing regulations for the shipment of iron ore fines. To this end, iron ore companies sponsored the AMIRA P1097 project to establish a modified T?ML test approach specific to iron ore fines. The project was undertaken by TUNRA Bulk Solids, CSIRO’s Centre for Bulk Solids and Particulate Technology and the University of Auckland, with project leadership provided by Creative Process Innovation. Xstrata Copper is extending the Ernest Henry Mine with a 6 Mtpa sub-level cave (SLC) mine being constructed under the pit. The SLC mine will maintain the EHM operation until 2024 after the pit is completed in August 2011. In February 2008, the first cut of the new underground mine at EHM was fired with the start of an exploration decline. Since then Xstrata Copper has continued the development and construction of a SLC mine. During this process a number of challenges arose, some of which had not been anticipated in the planning stages, that in turn has been addressed to ensure the development continued. The challenges have been many and varied and range from setting up the portal area and commencing the exploration decline development in an active large open pit, to management of underground water. Further challenges were presented by the effects of the GFC on investment recommendations, with the scale of the mine varying from a shaft mine to a smaller scale trucking only mine in mid-2009 and back to the full shaft mine in late 2009. The effect was the parallel development of two separate mining scenarios, with the challenge of maintaining commonality for as long as possible to keep both options alive until the final board approval was obtained. In 2010 the RSPT caused further impacts. This paper will describe the current progress of mine development as well as how the various challenges have been met and some key lessons learnt from these experiences.

Blasting is the primary comminution process in most mining operations. This process involves the highly complex and dynamic interaction between two main components. The first is the detonating explosive and the second is the rock mass into which the explosive is loaded. The mechanical properties of the rock material (such as dynamic strength, tensile strength, dynamic modulus and fracture toughness) are important considerations in understanding the blasting process. However, it is the characteristics of the geological defects (joints, foliation planes, bedding planes) within the rock mass that ultimately determine how effectively a blast performs in terms of fragmentation, all else being equal. The defect characteristics include, but are not limited to, their orientation, spacing, and mechanical properties. During the blasting process, some of the geotechnical characteristics of the rock mass are substantially changed. From the blasting outcome point of view, the most notable and important is the change in fragment size distribution that the rock mass undergoes. The pre-blast in situ defect-bounded block size distribution is transformed into the post-blast muckpile fragment size distribution. Consequently, it is fundamental to our understanding of and ability to predict the blasting process that both the blastability of a rock mass and its transformation into the fragment size distribution can be appropriately quantified.

The potential for bulk diversion was identified and quickly implemented following the development of bulk sensing technologies applied to conveyed flows. In the early 1980s real time analysis of ash in coal was intended to improve the understanding and control of quality variability. By the end of the 1980s approximately 5% of coal analysers installed were being utilised for bulk sorting; diverting flows to create stockpiles to improve blending flexibility and boiler feed consistency, diverting waste material, or bypassing the beneficiation process when the coal met product quality criteria. In the 1990s bulk sensing and sorting utilising natural gamma detection was applied to conveyed waste in gold-uranium mineralisation and allowed ore to be recovered and processed that would otherwise have been discarded. Further applications developed in the iron ore sector where product quality ore could be diverted to bypass beneficiation and save significant unnecessary processing costs and improve recovery by avoiding process inefficiency losses. Plant capacity was freed up to be utilised by material that required processing. Similar benefits became evident in the phosphate industry and in base metals where multi-elemental analysis using Prompt Gamma Neutron Activation Analysis provides ideal opportunities to representatively measure 30 second conveyed increments at high accuracies. This has been successfully adopted in copper, nickel, platinum and lead-zinc to improve waste removal after primary crushing to eliminate unnecessary expense and improve plant efficiency. The benefits include increased output from existing operating capacity, significant reductions in consumable costs and generation of fewer detrimental waste streams. The paper outlines the technologies and discusses case studies covering the above commodities, demonstrating the immense value that representative real time measurement of conveyed flows can create. Measurement data concurrently provides multiple benefits in operational performance besides sorting, through ore reconciliation, ore blending, feedforward control and metal accounting, adding further value.

Metallurgical accounting can be defined as the monitoring of the valuable metals from the time the ore is broken at the primary crusher until the time that we have the saleable products and residues. The overall purpose of metallurgical accounting is to provide management with up-to-date inform- ation that can be used to control mining and metallurgical oper- ations. The decisions that are taken on the basis of the information that the metall- urgical accounting system provides should result in improved control and, ultimately, increased revenue. The current state of accounting is a result of an extended evolutionary process and will continue as process plants bec- ome more sophisticated. Differences in mine æcall factorsÆ and grade control reconciliation can lead to frustration between the siteÆs geoscie- ntists and its metallurgists leading to a level of distrust in the mill grade. Metallurgical accounting is not included in sufficient detail in undergraduate courses and the acceptable industry standards have developed based on what is considered acceptable to industry personnel and consultants. There is now the AMIRA P754 Metal Accounting, Code of Practice and Guidelines Handbook or reference manual. Computer based databases and spreadsheets have transformed tedious bookkeeping into an important management tool. Over time these standards have improved with developments in analytical procedures, weighing technology and sampling. This paper provides anecdotal examples of problems and improvements observed over a number of years within the gold industry in Australia and overseas.

PasmincoÆs Century Concentrator in North West Queensland commenced operations in November 1999. The nameplate production capacity of 500 000 tpa of zinc metal production in concentrate was achieved in August 2002. Completion of the production ramp up was successful due to the culmination of a number of initiatives throughout 2001 and 2002. Mine to mill interaction to understand and eliminate head grade related bottlenecks affecting Concentrator production and reduce feed variation. Grinding circuit process development û operating and process control strategies to improve stability and reduce grind size to support zinc recovery. Pumping upgrades to control spillage in ultrafine zinc flotation Low density zinc flotation strategy û to improve silica-sphalerite separation to improve zinc recovery while maintaining acceptable silica in final concentrate. Flotation circuit process development û froth crowders, froth cameras and reagent control strategies to improve primary zinc flotation performance. Review and implementation of longer campaigns between planned shutdowns to improve availability. Team reorganisation û to improve setting and implementation of metallurgical strategies. This paper describes these initiatives and their contribution in achieving the production target. It also notes the ball mill motor failures that delayed the successful achievement of the ramp up, and CenturyÆs response to minimise the production impact. The paper also outlines the capital improvement program that was implemented to improve zinc recovery to design 82.5 per cent recovery once the production rate had been achieved.

The history of the rail and mining industry in Queensland over the past century is inseparable. Indeed it was mining that led to the construction of the line west from Townsville and that shaped its current alignment. The discovery of gold at Charters Towers started construction of the Great Northern Railway west from Townsville in 1879, with completion to Charters Towers in 1882. The line was extended to Hughenden in 1887 and to Cloncurry in 1907 - driven by copper mines both to the south west and the north west of Cloncurry. The mining industryÆs association with funding the construction of rail lines to service their individual mines began in this area when the Hampden and Mount Elliot mine companies agreed to pay 50 per cent of the cost of the line from Cloncurry. The line to Selwyn was completed in 1910. Copper mining saw the construction of many other rail lines in the Cloncurry area in the 1910 - 20 period before copper prices slumped. Included in these lines were the Malbon to Duchess line and the line to Kajabbi and beyond.

The last two years have seen a rapid change-over from mechanised cut and fill. stoping to the more economic and productive long hole open stoping method, such that today more than 80 per cent of total production is won from open stopes. At first drilling was by sub-level rings and/or parallel up and down holes from inter- mediate sill horizons using conventional exten- sion rod equipment. Sub-levels were developed no more than 40 metres apart to allow accurate drilling. Compact, crawler mounted in-the-hole hammer equipment was introduced as soon as it became available in Australia. Today, all open stope drilling is done with three Atlas Copco ROC306 rigs and two Ingersoll-Rand CMM jumbos. Fans of 115 mm diameter holes, varying from near vertical down holes to horizontal, are drilled with a burden of 3 m. Toe spacing varies from 3.5 m to 4 m. An Atlas Copco DG418 booster compressor is used to boost run-of-mine air from 700 kPa to 1400 kPa in the areas of longest drilling. This has improved overall drilling performance in these areas by 40 percent.

This paper describes the design and construction of three 7.2 m span access ramp-tunnels to the three level underground car park of the newly redeveloped Top Ryde City Shopping Centre in northern Sydney. The tunnels were to be excavated without significant impact on the overlying Devlin Street, one of the busiest arterial roads in the Sydney metropolitan area and a major link in the Sydney road network. The interpretation of the geological conditions indicated that the tunnels would be driven in a formation of heavily jointed, extremely weathered to fresh Triassic Ashfield shale with some structural features such as dyke, fault and shear zones identified in the available boreholes logs. Both empirical and numerical methods were used to design the tunnels and to predict the ground surface settlements. The design solution, which was influenced by the relatively small scale nature of the work and the current demands on the tunnel construction market, included presupport, initial support and permanent steel fibre reinforced shotcrete (SFRS) lining. The interactions of the driven portals with cut and cover sections and the proposed deep excavation of the new shopping centre were considered at the design development stage and in the construction phase to ensure the safety of the live road. The tunnels have been successfully constructed and are now operational.

Today, most organisations are familiar with the pressure to increase their effectiveness and efficiency, regardless of the nature of their business. Cost cutting and increased productivity are the main themes of many initiatives to ensure the profitability of operations and, ultimately, shareholder satisfaction. It is well known that the cost of comminution to liberate minerals such as gold from their respective ores is a major expense for mines. Comminution costs consist predominantly of grinding balls and electricity. However, there are no national or international standard specifications for grinding balls û on which a single mine may spend several million dollars per month. In addition, in the past mines generally did not specify the minimum requirements when purchasing grinding balls from suppliers. The result is that every supplier has its own grinding ball recipe (regarding chemistry and heat treatment), and is under no pressure to implement a quality assurance plan to ensure that a consistent product is delivered. The resulting variation in the quality of grinding balls leads to increased steel consumption rates and hence increased milling costs. A more stringent quality plan will generally not be welcomed by suppliers since this may entail further investments and/or reduce the production rate. In a sense, suppliers benefit from poor quality grinding balls as this leads to increased sales. Perhaps the main problem is a lack of understanding of the factors that influence grinding ball performance. This paper will describe the factors that influence the wear rate of grinding balls from both a microstructural perspective and a mill perspective. In addition, some insights are provided on the different grinding balls available and ways that users can verify their quality.

In a tailings storage facility, the chemistry of pore water is a function of oxidation and dissolution of sulfide minerals, containing metals and metalloids, the neutralising effect of gangue minerals and the geochemical processes controlling solute equilibria such as pH, redox potential, precipitation, ion exchange and adsorption. On the other hand, the changes in geochemical composition of tailings feed over time is a function of spatial variability within the orebody and modifications in processing method. Tailings properties such as pyrite content, pH, concentration of deleterious elements, surface chemistry, pore water chemistry and particle size are already shaped in the dynamic environment of a process plant.To engineer desired environmental outcomes, a new research framework is needed. The new approach should follow the physical and geochemical processes of tailings feed and construct models that can be used for the prediction of seepage water quality and dust propagation and evaluate the potential re-processing of tailings or production of tailings with desirable surface chemistry, particle size and internal structure. The challenge of developing tailings engineering model is not in laboratory techniques, but more of the overall communication of results and establishing the link between disciplines. It requires investigating geochemistry across mining and processing for improved environmental outcomes at tailings storage facilities.The paper reviews the current tailings management practices by comparing the geochemistry and mineralogy of tailings and the chemistry of seepage water from three Australian case studies in the context of geology, mineral processing and climate. As the surrounding environment continues to change and evolve, mine managers face a changing climate of expectations. TodayÆs mine managers must juggle competing pressures to deliver sound social, environmental and economic results. Leadership is a fundamental tool for the effective mine manager. Whilst mine managers require solid technical and operational skills, importantly the manager must be able to engage a workforce, build and retain employees and seize opportunity for growth and development when presented. An important tool for engaging employees in the business at Rio Tinto Aluminium is the business improvement programme. At Rio Tinto AluminiumÆs Weipa mine, the business improvement methodology Six Sigma is used to deliver measurable, sustainable outcomes for the business. The next step in Rio Tinto AluminiumÆs improvement journey is to implement Lean Manufacturing at all managed operations. The operating environment for mine managers continuously evolves and effective mine managers must be flexible and adaptive to meet challenges. Governance and regulation constantly change in an environment of commodity cycles and finite resources. This increases pressure on the economic return achieved by the operation. As such, effective mine managers must be aware of and manage the operating environment û the broader, issues-based environment not just the immediate day-to-day responsibility of mine managing. This includes delivering on safety, community and environmental priorities. At Rio Tinto Aluminium, part of managing the business is via investment in the area of social partnerships to engage employees and the broader community in Rio Tinto AluminiumÆs commitment to sustainability. The Future Reef partnership entered with the Great Barrier Reef Research Foundation in 2005 forms an important part of Rio Tinto AluminiumÆs climate change strategy. This four-year, A$1 million investment funds programmes looking at the effect of ocean acidification on the Great Barrier Reef. The partnership is a unique example of industry and science working together on an area of mutual and national concern. Modern mine managers require a broad set of skills to effectively deliver outcomes. The process of mine planning at AnacondaÆs nickel and cobalt laterite operation located at Murrin-Murrin in the Northern Goldfields of Western Australia is carried out in a number of stages in an endeavour to determine the optimum mining sequence in order to maintain supply to the 4 Mtpa plant subject to operational constraints. The 296 Mt @ 0.99 per cent Ni and 0.064 per cent Co ore reserve (based on a cut-off grade of 0.8 per cent Nickel) is spread geographically widely over three regions comprising Murrin North (15 km + 15 km), Murrin South (7 km + 16 km) and Murrin East (5 km + 13 km) (refer Figure 2). The nickel mineralisation has been broken up further within each region into 18 separate manageable block models representing the 32 different deposits. The models are based initially on the 50 m + 50 m resource drilling for long term planning and updated with 12.5 m + 12.5 m grade control drilling prior to mining. Each of the individual block models are optimised using Whittle 4X software to provide the shells used as the basis for each of the 126 pit designs. The pits are generally nested with starter pits targeting the higher value shells with subsequent pits incrementally cutting back ultimately to the life of mine shells. A series of steps including: the coding of the individual pits into the block model; data export; TCL scripting (to calculate additional economic and tracking information); importing; and re-blocking; completes the transfer of the data into a MineMax (mixed integer linear programming schedule optimising software) model. Using MineMax and the application of operational and production constraints allows the optimisation, assessment and economic evaluation of alternative scenarios in order to determine the optimum life of mine plan and schedule.

The availability of fundamental thermodynamic data and advanced thermodynamic tools greatly assists in evaluating these complexities and their impact on existing and new processes.
