Mining education in Ballarat has a long and proud history dating back to the 1870s. Today the School of Engineering continues this tradition at the University of Ballarat. The recent review of Tertiary Minerals Education by the Minerals Council of Australia has questioned the current situation regarding Minerals tertiary education in Australia and recommendations have been made regarding the future of minerals tertiary education. This paper initially examines the original recommendations made by the Minerals Council of Australia and assesses subsequent changes made to these recommendations. Secondly the paper outlines the future shape of mining education in the light of these recommendations given that they are implemented. Finally the future delivery of mining education is discussed, particularly with respect to the impact of modern technologies.

It is sometimes necessary to resort to extremes in order to call attention to something that is pertinent to safety in mining. When some of the experts in occupational safety talk about this topic, they usually refer to a 'regulation' established by the Romans which stated that, due to the health hazards, usually death, no Romans but only slaves should work in mining. Since the time of the Roman Empire, a lot of ground has been covered in the field of mine safety. Nowadays, it can be said that occupational safety is being seriously addressed, with the result that the number of mining accidents has reduced dramatically, fatalities in this industry are less frequent, and the rate of accidents compared with other activities, such as construction or fanning, is low. This achievement has been possible initially through government legislation and by procedures established by the mining companies themselves. However, the dilemma for government is whether to regulate and if so, how much. It is pleasing to observe that most companies are establishing working procedures which conform with new government legislation, placing strong emphasis on the duty of care for mine employees. There will always be some regulatory aspects of legislation, and perhaps the best example of this is in the use of mine hoists where there are no international or Australian standards, and the regulations applied are of an empirical nature that err on the side of safety.

As you are all aware, the theme of this con- ference is "International Resources Management". The subject matter of this particular session is "the mineral equation". Looking down the sub- ject matters and individual papers to be presented by other speakers in other sessions over the course of the conference, each particular item scheduled is in fact one of the variables that form an integral part of the total and complex mineral equation. Questions of reserves and resources as related to consumption must be viewed in the light of all those variables. Policy decisions taken by Government and eventually industry in these various fields will in themselves have their own impact on the defining of resources, and their ultimate availability to meet the needs of society by way of consumption. Undoubtedly, by the close of this conference, those of us in attendance will be better informed on the problems that confront the international minerals industry in the years ahead. Hopefully, we will have a better understanding of the views and philosophies of the wide range of participants in the industry-Government, private enterprise, and individuals who ultimately through their per- sonal aspirations in respect of their day to day needs will provide the final determinant as to the scope of the minerals industry.

The question of prediction and prevention of dynamic events û rock bursts (RB), tectonic rock burst (TRB) and mining-induced earthquakes (MIE), induced by large-scale mining, are discussed. The mine itself and the host geological environment are taken as a natural-technical system (NTS) whose evolution is characterised by alteration of the adaptation-bifurcation (catastrophes) periods. So, to predict TRB-MIE means to predict the limiting NTS states that are determined from the NTS geological monitoring data, and to prevent the said events means to control the processes of rock deformation and failure within the critical zone. The study considers particular examples of how TRB-MIE-events are predicted and prevented in apatite mines, Kola peninsula, Russia.

This paper describes the new iron and steelmaking process recently commissioned at NZ Steel. Ironsand mined and concentrated at Waikato North head is slurry pumped 18 km to the company's Glenbrook works. Ironmaking includes the direct reduction process pioneered at Glenbrook in the 1970s and a new continuous electric melter. The molten, high carbon pig iron produced is then fed to a vanadium recovery unit and on to the KOBM oxygen steelmaking vessel. Steel is cast into billets or slabs. The new plant, which is the first stage of a fully integrated works at Glenbrook, raises New Zealand Steel's production capacity from 150 000 t/y to 750 000 t/y.

A pilot scale laboratory investigation of manual slurry sampling methods representative of those used in the minerals industry is described. Samples were taken from slurries made up from silica particles of various sizes and in various concentrations from a stirred tank and from the discharge lip of a rectangular launder. Sampling methods from the tank included immersion flasks and several configurations of a suction probe. The launder was sampled using a conventional narrow-mouth ladle and also with a 'mouth organ' stream splitter. Samples were analysed for overall solids concentration and size distribution and showed different but always significant and often large biases relative to the known overall composition of the slurry, the nature and extent of bias being dependent on pulp concentration, particle size, sampling method and sampling location. Results clearly show the very great difficulty of obtaining representative samples by simple sampling techniques, although the data suggest that errors can be reduced by using an appropriately designed and operated suction probe. Further work will be carried out with the objective of establishing guidelines for industrial sampling practice.

The feed to the Cockle Creek Imperial Smelting Furnace consists of mixed Pb/Zn con- centrates and lead sulphate-containing elec- trolytic zinc plant residues. High-chromium vanadium-titanium magnetite has not been exploited and made full use of on a large scale so far due to the immature utilisation technology and the reality that the utilisation efficiency of valuable metals still urgently needs to be improved. In the present paper, the isothermal reduction kinetics and mechanism of high-chromium vanadium-titanium pellets were studied at 800–1100°C. The mineral composition transformation of pellets before and after reduction was analysed by means of X-ray diffraction (XRD), and the microstructures were examined by scanning electron microscope (SEM) equipped with energy dispersive X-ray (EDX) to reveal the elemental distributions. The effect of reduction temperature on the volumetric swelling degree and cold crushing strength was also studied. It was found that reduction temperature has a large effect on the reduction rate of pellets, and the increase in reduction rate is more obvious in the range 1000–1100°C than 800–1000°C. The volumetric swelling degree of pellets increased with increasing reduction temperature, while the cold crushing strength decreased. The transformation of mineral species can be expressed as Fe2O3 ? Fe3O4 ? FeO ? Fe, Fe2O3·3TiO2 ? Fe3O4· (2FeO·TiO2 ) ? 2FeO· TiO2 ? FeO·TiO2, (Fe0.6Cr0.4)2O3 ? FeO· Cr2O3 ? Cr2O3 , and Fe2O3· VO/V2O3 ? VO. The apparent activation energy of the reduction reaction was calculated to be 44.3 kJ/mol, and the reduction rate is controlled by the combined effect of interfacial chemical reaction and gas diffusion through the porous product layer. The rate controlling steps were further studied by calculating the resistance percentages. In Japan, evaluation of rock mass is crucial in mountain tunnels that are constructed using the NATM (New Austrian Tunneling Method) to determine the support pattern that in turns determine the final support structure of the tunnel. The current evaluation method is highly dependent on the observations of on-site expert engineers that grades the rock mass in four levels across nine criteria: A. Condition of tunnel face. B. Condition of excavated surface. C. Compressive rock strength. D. Weathering. E. Spacing of discontinuity. F. Condition of discontinuity. G. Orientation of discontinuity. H. Spring water. I. Water degradation. However, in recent years, the number of said experts are decreasing rapidly due to labour shortage caused mainly by an aging population and declining birth rates. This is one of the biggest challenges that the construction sector currently faces, and this may affect the efficiency of tunnel construction projects in the future. Thus, this study proposes the implementation of a deep learning tool called the convolutional neural network (CNN) to quantitatively evaluate rock fractures on tunnel face. In addition, Gradient-weighted Class Activation Mapping (Grad-CAM) is applied to visualise CNN, as well as verify the applicability of CNN to the evaluation of rock fractures. In other words, by creating heat maps of tunnel face images, CNN is utilised to evaluate rock mass in categories that are associated with discontinuities. The CNN model is most accurate when six convolution layers, four pooling layers, and three dense layers are used. This yields an accuracy of 75.0~88.0 per cent. Thus, the CNN model is verified to be feasible method to evaluate rock fractures.

The largest surface coal mine in North America requires complex materials handling infrastructure to fulfil the highly variable quality specifications of its contracts. These diverse demands, reflected in the arrival of numerous customer trains every day, necessitate the integration of information in every stage of production. To meet this goal, quality measurement, train line-up and mine planning processes are being integrated into local and remote control rooms. The effectiveness of such a system can only be measured by comparing decisions that are made with, and without, each of the individual integrated control systems. Traditionally, mine controllers use their experience, intuition or a variety of trial-and-error spreadsheets to determine the ideal materials handling flows needed to achieve the correct quality. These balanced decisions are complex since many factors must be considered such as the mine plan, fleet costs, quality variability and others; consequently mine controllers usually have widely varying success between crews.An evaluation model was developed to assess the impact of a decision support system (DSS) integrated in a control room for controlling the coal blending process. To this end, an ARENA-based simulator representing the whole production process can be used to pull performance and current materials handling settings directly either from the real-time systems in the mine, or from historical data. In this way, the same shift (breakdowns, cycle rates, etc) can be simulated and performance compared. Different settings of the DSS, in terms of what information is displayed and the methods for doing so, can be tested for effectiveness. The historical data are extracted directly from a corporate data warehouse, without altering the everyday working databases. At the same time, the simulator writes its results back into the same data warehouse structure, allowing the same KPI reports to be used to measure simulated shifts.

There is a growing demand for copper driven by its applications in renewable energy and electric vehicles. Sulfide ores are an important source of copper. Flotation is a critical front-end process used to remove gangue minerals and concentrate the copper minerals. The electrochemical activity of sulfide minerals contributes to their overall activity in the flotation pulp. The mineral rest potential dictates how collectors interact with the mineral surface, and hence ultimately on the flotation response. Dissolved oxygen, (DO), pH, redox potential (Eh) and water composition and ionic strength are also significant in controlling flotation performance. The aim of this investigation was to determine the influence of the electrochemical environment both during milling and flotation on the flotation behaviour of bornite and chalcocite. For this investigation, the interactions of collector with bornite and chalcocite were studied using synthetic plant water (SPW1) and deionised water (DIW) at 5 different pH levels. Sodium isobutyl xanthate (SIBX) was used both in microflotation, collector adsorption and zeta potential tests.

With the burgeoning opportunities for new gold mines to be developed the opportunity now exists for a reassessment of the optimal processing path for these gold ores. Projects have traditionally followed the path of whole ore cyanidation with either Carbon In Pulp (CIP), Carbon In Leach (CIL) or Merrill Crowe. The challenge ahead is whether these traditional processing methods are the best option for stakeholders, or to go beyond CIP and use a combination of currently available technologies that can be used to provide gold recovery at a significantly reduced capital cost and minimal deleterious impact on the environment. Either stand alone or combinations of gravity concentration and flotation, can produce a gold bearing concentrate that can then be fed directly to a batch or continuous intensive cyanidation unit. Treatment of a gravity/flotation concentrate by intensive cyanidation may be processed by the InLine Leach Reactor (ILR) developed by Gekko Systems of Australia. The advantages of the technology combining gravity/flotation followed by intensive cyanidation are significantly reduced capital costs; improved safety due to reduced cyanide inventories; the majority of tailings un-contaminated by cyanide; less energy required due to an opportunity for an increase in grind size û reducing green house gas emissions; detoxification of concentrate tailings can minimise tailings disposal and containment requirements.

The potential for iron ore in the Central African Archean belts has received much less attention by comparison to their equivalents in other cratonic regions of West Africa, South Africa, Australia and Brazil. Historically, iron ore is known to occur in South Cameroon and North Gabon with significant iron ore deposits (eg Mbalam in Cameroon, Avima in the Republic of Congo, Minkébé, Bélinga and Boka-boka in Gabon), having been the subject of geological exploration programs carried out by government institutions and exploration companies. Although the presence of strong aeromagnetic anomalies, undeniably related to the presence of greenstone belt formations, has been recognised, this study is the first attempt to assess the potential of banded iron formations (BIF) in the Northern part of the Gabonese Republic in the region between Minvoul and Minkébé (>10.000 km2). Deep lateritic weathering, inaccessible equatorial rain forest and high operational costs are some of the reasons why only limited exploration has been undertaken in the area. This work aims to improve the geological knowledge and to highlight the potential for iron ore of the eastern margin of the Ntem Complex units dated between 3.3–2.7 Ga. Field work showed a series of mafic rocks (amphibolite, anorthosite and gabbro), schist and BIF (described as itabirites in neighbouring areas). Samples from Minvoul BIF showed an extensive and deep weathering to powdery hematite revealing the presence, in thin sections, of iron oxides including magnetite, hematite and martite, primary and secondary quartz, garnet, hornblende, anthophyllite, cummingtonite and epidote. Mineral assemblages and coarse grain size suggest a metamorphic grade ranging from medium to upper amphibolite facies. The existence of known economic iron ore deposits in neighbouring regions combined with an extensive weathering enrichment process are promising factors for potential iron ore discovery in this remote area.

Underground coal mines in Australia have embraced the use of various inertisation techniques both proactively and reactively. The use of such techniques can have a significant influence on ratios and trends used to monitor the status of the underground environment. Whilst control strategies should never be ignored in favour of preserving the integrity of ratios, the influence and significance of the changes likely to be seen should be anticipated and understood for reliable interpretation of the situation. Strategic mine scheduling is an industry best practice for increasing the long-term value of mining operations and supply chains. The application of optimisation technology such as mixed integer linear programming (MILP) is able to achieve a mathematically optimal result for a given scheduling model. Such a model will typically define the available source material, processing options and desired constraints for accessing and processing the material. Most strategic scheduling models, however, do not include a sufficiently detailed model of capital expenditure options related to capacity expansion.Typical strategic schedule models do not include important capital expenditure features such as capacity decay or expiration (limited lifespan of trucks), precedence relationships over time (rail construction before a new plant or non-linear expansions due to economies of scale) or mutually exclusive option sets (choices of plant size). By not including these features, a strategic mine scheduling model for a capital-sensitive operation is unable to be optimised to deliver maximum value or profitability.This paper presents several results of MILP optimisation using advanced capital expenditure modelling for mining operations and supply chains. Results of the study demonstrate that optimising capital expenditure at the same time as optimising the mining schedule allows for minimisation of capital purchasing, optimal timing for those purchases and optimal scheduling around them. COPING WITH COMPLEXITY In every industry, and mining is no exception, plant and processes increase in complexity over time and managers and operators need correspondingly more knowledge. The mine manager has to delegate details to operators, engineers, metallurgists, accountants, safety specialists, personnel officers and the rest. Is it reasonable then, to expect the Mines Inspector to be competent to judge the conduct of all these operations against the criterion of the regulations? Obviously not, but what are the alternatives? One is a superficial inspection where the inspector goes on a hazard hunt for broken steps and missing handrails. Another is one in which an army of specialist inspectors marches on a mine, sometimes outnumbering the staff. Each is competent to assess some part of the operation and if he or she can find an opposite number among the mine staff, they can discuss details. But what good does it achieve? The system acts to remedy present defects and to make recommendations which, if only they were followed, would prevent the same things happening again. Given that this process has been going on since the first Factory Act of about 1840, how is it that there are any more defects left to put right? The answer of course is that defects keep appearing, and new defects arise as fast as the old ones are found and corrected. Further progress can only be made by preventing defects at their source.

Several types of drainage structure providecost-effective environmental controls for water supply to Charters Towers and its mining industry. Drainage groves maintain bank-levee, channel, pool, and spring structures. Failure of drainage structures leads to anoxic fermentation of channel fill releasing residues, such as arsenic, which would otherwise pass harmlesly by fixed on sedimentary particles.Experiments along drainage structures indicate that productive agroforestry could be integrated with expeditious development of groves to cope with environmental change.

"Due to the increasing amount of gangues in iron ores, a beneficiation process is required more as a preliminary step for ironmaking process. However, mechanical grinding and washing of iron ore needs tremendous effort that increases operating cost. Therefore, there is a necessity of a novel approach to ironmaking which can tolerate considerable amounts of silica or alumina. In the present study, a high alumina-carbon composite pellet was examined for an ironmaking process. The effect of compositional changes in the CaO-FexOy-Al2O3-SiO2 oxide system on the reduction of carbon composite pellets was investigated in a purpose built thermo-gravimetric analyser (TGA) at 1473K (1200¦C). As a result, alumina increased the reaction rate of carbon composite pellets by increasing surface area, while silica decreased the reaction rate by lowering surface area of samples. Infrared gas analysis assisted with the reaction kinetics of carbon composite pellets through measurement of CO and CO2 in off-gases. This study will assist with establishing the new pelletising method which differs from the conventional fluxed pellets.CITATION:Park, H and Sahajwalla, V, 2013. In 1989 Henry Fairlie wrote a cover story for The New York Republic, 'Fear of Living'. He noted, `The first Apollo space craft caught fire during a test on the launch pad. Three astronauts were killed, the nation was shocked and horrified, all the more because the screams and scrambles of the astronauts could be clearly heard'. After a brief delay in manned flights, the Apollo program resumed with strong public support; within 18 months, Apollo 11 landed on the moon. Fairlie contrasts the Apollo tragedy to the 1986 Challenger disaster. `The prevailing mood in America so panicked NASA that it took almost three years to send up another shuttle', he observed. `In 19 years between these tragedies, the idea that our individual lives and the nation's life can and should be risk-free has grown to be an obsession threatening to create an unbuoyant and uninventive society.' Taking risks is a normal part of our daily routine. The act of living involves minute-by-minute decision-making focused on survival through the practical management of risks. The act of breathing exposes each individual to the risk of infection while the act of crossing the road could almost be considered suicidal. We deal with these constant threats by observing simple rules of hygiene, safety or what may be labelled as common sense. The rules of community, designed to minimise risk in society, can at times lose focus and result in the imposition of schemes that have a far greater cost than the issues from which they protect. Effective management of risk, whether in the community or a business is about awareness and balance and the elimination of unacceptable risk. Risk cannot be eliminated from our lives or our working environment. However it can be managed if it is properly understood, monitored and controlled. The purpose of my presentation today is not to provide a comprehensive technical risk inventory but to capture the essence of risk and the application of management strategies designed to deal with it in a positive fashion. The basis of our differential financial reward system is risk. The key to successful management is to deal with the downside risks in such a fashion that the benefits of enterprise are not eliminated. The key question any investor must consider is `can the major risks assQciated with a venture be managed or eliminated while retaining a greater proportion of upside potential'. The answer to this question is the ultimate value an investor would assign to any project. In reviewing the relevance of risk to our industry the range of papers to be presented today provide examples of how management deals with specific components of risk. In each case the value of the business has been enhanced by the practical application of balanced risk management. The ultimate success of the industry depends very much on this concept as it also provides a public showcase upon which we are judged. Therefore, from all perspectives the effective management of risk is a cornerstone from which to build a stable and progressive mining industry.
