"As of 1 December 2014, the 2012 edition of the JORC Code requires Ore Reserves to be defined by studies at the pre-feasibility or feasibility level. This paper examines how the pathway for most mining developments is determined in the Pre-Feasibility Study and how a trade-off must be made between the need to make the best decision, the constraints of limited time and resources, and the level of the project’s accuracy and uncertainty in terms of value. Issues considered include framing the scope of the study, planning for robust decision-making and ensuring effective communication between the diverse disciplines within the team.An inherent conflict exists between the immediate value added to a mining business from an increase in ore reserves resulting from a ‘quick’ Pre-Feasibility Study and the long-term value of pursuing a development strategy based on proper investigation and evaluation of the options. Recognition and resolution of this conflict is necessary if a project is to progress into future development stages, both in a timely manner and with the optimal development alternative and strategy.The challenge for project developers and those conducting the Pre-Feasibility Study is to understand what the key deliverables are (ie an Ore Reserve statement, option selection, business evaluation, forward work plan or risks) and how to follow good practice to ensure that these deliver value.CITATION:Logan, D J and Jackson, J, 2016. Traditionally, characterisation of the mineralogy and textures of ore and rock samples were based on observations of hand specimens and thin sections using an optical microscope. The extent of the data collection was limited by the available tools and thus variations in mineralogy and texture were generally not described by quantitative data. These qualitative to semi-quantitative approaches, even though well established over the years, resulted in variable observations and data sets. The data were unlikely to be representative of a sample and limited statistical validity meant the results could not be reliably used in modern digital mining design and planning. With recently developed SEM based quantitative mineralogy tools and the corresponding methodologies, ore textures can be quantified and compared numerically. The numerical data can not only enhance the understanding of an orebody in geological terms, but can also be used in the creation of metallurgical models for mine and mineral processing design and simulation. These capabilities provide valuable inputs to risk assessment studies and the evaluation of mineral projects.

This paper presents the results of in-situ and laboratory investigations into a mining method which utilises conventional continuous mining techniques to carry out two passes in thick coal seams, resulting in the development of stable pillars with relatively small width dimensions and heights up to 6 m. Geotechnical investigations included structural mapping, brightness logging and standard laboratory testing. Virgin stress was measured using overcoring techniques. Two approaches to pillar design were used in the study. These were; pillar design based on empirical formulae and laboratory testing, and pillar disign using calibrated mathematical models. A trial panel was developed at 300 m depth to study pillar deformation and stress changes due to mining. The extent of rib deformation was studied using borescopes and extensometers. In-situ geotechnical measurements were used to calibrate displacement discontinuity and finite element mathematical models of the coal seam. These models were then used to predict the behaviour of a small panel of pillars which were to be developed to 6 m height. The mining method was shown to be feasible provided adequate rib support was installed. The benefit of rib support was found to be two-fold, in that it increased confinement of the pillar in zones of low horizontal stress, while reducing horizontal stress relaxation in zones of high horizontal virgin stress. The possiblity of roof control by designing the small pillars to yield on retreat is discussed.

"Ventilation risks in an underground mine have essentially remained the same for centuries, yet theevidence suggests that there are many coal mines that have failed to adequately control these risks.The conduit for the knowledge learned by previous generations exists in the mining legislation. In an ideal world, mines would not need legislation to tell them what to do; they would resolve the risks to an acceptable level so as to protect the safety of persons in the mines based on the acquired knowledge. There will be some who have been personally aff ected by a mining disaster but for the majority they will be remembered as a vague recollection of an event from long ago. The mining legislation is the repository for the knowledge and outcomes from inquiries of past disasters. The challenge for the current generation, and the generations to come is to appreciate the legislation that exists, so as to not ælearn the hard wayÆ. In reviewing most disasters there is comment or discussion on the adequacy of the legislation, which ultimately results in some amendment to the law. For each person, there is an increasing responsibility to ensure that the same mistakes are not repeated. Understanding the legislation, its history and its purpose is the fi rst step in ensuring thatventilation risks are eff ectively managed. Failing to do this will be disastrous. This paper discussesthe relevance, importance and potential pitfalls of coal mine ventilation regulation."

NEARLY all problems in mining engineering involve the transport and distribution of materials from place to place, and in general the most economically managed mines and plants are those in which the transport of materials has been carried out most efficiently. Of all these transport problems, the hoisting of ore out of the mine and the distribution of same to the various treatment works is perhaps one of the most important. Decarbonising explosives manufacturing and catalysing low-carbon mining supply is a significant global challenge. Low-carbon manufacturing precincts – clusters of geographically close businesses across multiple industries that share a goal of adopting firmed renewable energy and decarbonising process emissions – offer one potential solution. In an Australian first, Orica commissioned tertiary catalyst abatement technology in 2023 to mitigate greenhouse gas (GHG) emissions at its Kooragang Island (KI) facility in New South Wales (NSW), Australia. The EnviNOx® technology (ThyssenKrupp Industrial Solutions AG, Dortmund, Germany) used reduces nitrous oxide (N2O), a potent greenhouse gas arising as a by-product of nitric acid manufacture. As a result, mining customers in NSW are now benefitting from ammonium nitrate (AN) products that are almost 50 per cent less emissions-intensive than those Orica previously offered. The $37 million project is a private-public partnership that has involved partners across Federal and State government, global engineering and technology vendors, local community groups and local carbon advisors to overcome financial barriers.

Bulk explosive technology for underground mining has not seen any significant technological advances since the widespread transition from ammonium nitrate fuel oil (ANFO) to ammonium nitrate emulsions (ANE) commencing in the 1980s. The in-hole energy profile that conventional ANE systems deliver is limited by the physics of chemical gassing and simple control systems. This compromises the range, precision, and accuracy of energy delivery into the blasthole, and in some cases limits the length of charge that can be delivered. Orica’s 4D™ bulk system removes many of these constraints, enabling better blasting performance across all underground mining methods. This paper reviews work completed at three mining operations across Australia, the United States, and Chile with a focus on how this system can improve mining operations and deliver sustained commercial and productivity benefits into the future. These benefits include improved ore recovery, reduced dilution from waste rock, and reduced overall explosives consumption. This paper also reviews how this new technology can be applied for planning future mining operations.

The development of present methods of pillar extraction has evolved from the very earliest of hand mining operations which were limited in scope by venti- lation and transport considerations. Conservation and safety considerations also have led to the current shortwall operations with conventional equipment and powered supports. The shortwall methods have had significant effects on safety, costs, con- servation, flexibility, and other aspects of pillar extraction. The present stage falls short of the ideal but is some guide to prediction in what direction may lie the ideal methods for the future.

Dr Wark said: I have not come to Broken Hill to tell you how to conduct flotation operations; indeed, during my short stay here I have already learned much concerning the process, of the many difficulties which have been overcome, and of those still awaiting solution. My purpose tonight is rather different. All who have been concerned with the operation of the flotation process must have wondered, like myself, why the process is possible at all. In particular, why can minerals which are heavier than water be made to l10at to its surface; why do certain minerals float while others do not; and what are the functions of the added chemicals?I have been asked to describe tonight some of the ways which have been adopted in the Melbourne University laboratory in an endeavour to find answers to these. questions. Knowing that you are just as interested in them as we are and, furthermore, appreciating that were it not for the co-operation of the Broken Hill companies our researches would not have been possible, I regard it as a high privilege that I should have been invited to tell you of our work. Before doing so, I would like to tell you the reasons why the work was started and for whom it has been carried out. Soon after the flotation process had been successfully exploited on a commercial scale a number of investigators sought to determine the theoretical basis upon which it rests, and our knowledge of the function of the added chemicals has been considerably broadened by the published accounts of many workers, particularly in recent years of those working in American universities.The Australian metallurgist played, as you know, a part second to none in the early development of the process, and Australia's mining fields had already reaped such rich rewards from it that, late in 1929, it was felt by some of the leaders of the industry that we should take a larger part in the efforts being made to extend the knowledge of the principles upon which the process is based.Accordingly, several companies - the Broken Hill South, the North Broken Hill, The Zinc Corporation, the Electrolytic Zinc and the Mount Lyell Companies - established a laboratory in the chemistry department of the University of Melbourne for the purpose of investigating the principles underlying flotation.Subsequently another British company, the Burma Corporation Ltd, expressed a desire to co-operate.

The practice of recording blasts for quality control purposes has been conducted for several decades. However, at the low frame rates of a standard video camera, essential data is frequently missed as it occurs when the shutter is closed between frames.The use of high-speed video for the research, development and monitoring of the performance of blasting procedures is a well proven but under-utilised practice.The recent development of low cost, easy to use high-speed digital cameras and user friendly software can deliver a capability into mine management as a day-to-day production tool that can greatly improve blasting performance and reduce costs.Digital high-speed video and image analysis software can accurately quantify each blast. Analysis of the images can facilitate the identification of causes of variance from design, geology changes, errors in blast practice and areas of poor performance. The use of high-speed video greatly enhances the audit and review processes so that future blast design can be quickly and appropriately modified to deliver improved blasting performance and reduced costs.The three videos demonstrate the differences between standard video and high-speed video and the detail that can be obtained from them. These videos of open cut blasts can be used to identify blast performance variances. Capturing images at 1000 frames per second allows the analysis on a millisecond timescale where detonator timings, fragmentation, venting, fume generation and flyrock can be accurately identified.CITATION:Adermann, D, Chalmers, D, Martin, C and Wellink, S, 2015. Soil improvement technologies have been widely employed over the recent decades to overcome tunnelling problems in difficult grounds, their range of application growing proportionally to the technological development. The constant advancement in the different mechanical (flexible and more powerful equipment) and electronic (enhanced reliability and direct quality control) aspects of these technologies, fostered the confidence of engineers and tunnellers and, ultimately, allowed the entire tunnel industry to approach difficult excavations in a safer and cost effective manner.This paper outlines the main features of commercially available soil improvement techniques, with particular emphasis on permeation grouting and jet grouting. These two technologies, developed concurrently in Europe and Japan, and there customarily adopted in the design of underground structures, have known extensive and extreme applications worldwide in recent years. Case histories and current practice of soil improvement techniques, as they apply to tunnelling, are also rendered.

Ausmelt is supplying commercial quantities of an alkyl hydroxamate flotation collector AM28 for flotation of oxide and supergene base metal ores and tailings. AM28 is a non-hazardous product used as a ten per cent to 50 per cent solution in dilute potassium hydroxide. It is a selective flotation collector for oxide or oxidised base metal minerals and replaces conventional sulfidisation for oxide mineral flotation. At Radio Hill, the AM28 is used in conjunction with traditional sulfide collectors, which allows simultaneous flotation of oxide and sulfide copper minerals. The Fox Resources Radio Hill copper concentrator near Karratha, Western Australia, is currently configured to treat supergene copper ore sourced from the West Whundo open pit. This Archean VMS type copper deposit has been deformed and remobilised with uplift, erosion and weathering to form a significant supergene zone. The sulfide copper minerals present in the upper zone are digenite and chalcocite with lesser chalcopyrite and covellite. Oxide copper minerals present include cuprite, with lesser malachite and azurite. Gangue minerals include quartz, talc and chlorite. Plant trials at Radio Hill are reported for supergene West Whundo ore, where the AM28 was stage added into the circuit at nominally 80 g/t. Plant data over three months shows the copper recovery increased consistently from around 50 - 60 per cent to above 70 per cent when AM28 was added. This has been proven statistically. The grade of the concentrate was consistent with and without AM28, at nominally 22 - 24 per cent copper.

This paper outlines the advances made in vacuum filtration as developed by Outomec Process Filters and details the results obtained at a number of Australian installations. The first section of the paper details the technical advances made by the use of ceramic media in vacuum filtration and explains the reasons for the use of the technology. The second part of the paper discusses a number of Australian installations of the ceramic vacuum filter and where possible compares the actual experiences with those predicted from the test work which preceded the installations. The Ceramec Capillary Vacuum Filter is a vacuum disc filter which combines the proven mechanical attributes of a disc filter with exciting new ceramic vacuum technology from Outomec of Finland.

In Australia, responsibility for abandoned mines can be unclear. With a few exceptions, state and territory governments have become responsible for abandoned mines on Crown land and private landholders are responsible for abandoned mines on freehold land. Abandoned mines pose risks and opportunities across the full suite of sustainability themes (environmental, human health and safety, socio-economic and community development) after mining ceases.Across Australia, there are more than 50 000 abandoned mines recorded, ranging in size from individual shafts to large polluting open cut mines. Addressing the safety and environmental impacts of these sites, as well as the socio-economic development opportunities of significant rehabilitation projects, requires the implementation of effective policies and programs. Qualitatively defined graded scales or ‘rubrics’ have been used for many years in student assessment and increasingly in the performance assessment of other sectors (Davidson, 2005). While risk-based maturity models have been used for safety prioritisation (Westrum, 1993; Hudson, 2007; DRET, 2008; Hancock, 2010) and evaluation of organisational development (Esteves et al, 2010), this paper is the first to adapt maturity models for the evaluation of abandoned mine rehabilitation programs in Australia.In this paper, we used indicators based on the national policy for abandoned mines to assess the maturity of abandoned mine programs. Fourteen elements of maturity were identified (Unger et al, 2012) under the five chapters of the national policy for abandoned mines (MCMPR and MCA, 2010). Jurisdictions were then evaluated and ranked on their maturity on the basis of information that was web-accessible. Information transparency of abandoned mines policies and programs is in itself one element of the maturity chart. Each jurisdiction in Australia was compared with one another and with a Canadian jurisdiction; the British Columbia (BC) Crown Contaminated Sites Program (CCSP), which represents leading practice (Unger, 2009; Unger et al, 2012).Our research found that in some jurisdictions in Australia there is little or no information on abandoned mine programs or individual abandoned mine sites on government websites, while other jurisdictions provided very detailed program information on planning, funding and implementation. Each jurisdiction in Australia, for which web-based information was available, had some elements where they were more mature than other Australian jurisdictions. For some elements, maturity ranked equivalent to the BC CCSP, but most Australian jurisdictions were less mature. There was only one element where a single Australian jurisdiction ranked higher than the BC program in maturity. Legacy mine policies, programs, priorities and funding information via departmental websites are easier to find in some jurisdictions, indicating progression toward greater transparency and more mature programs. A systematic approach to monitoring and evaluating abandoned mines programs is essential for accountability as it can demonstrate liability reduction over time and continual improvement. The Mineragraphic Section of the Council for Scientific and Industrial Research has had occasion from time to time to examine rocks, ores and concentrates from the Yatukoula goldfield, Fiji. The results of the examinations have been supplied as Mineragraphic Reports and have been supplementary to various investigations carried out by the mining companies on ore treatment, or by visiting geologists on the nature of the rocks and lodes. The presence of tellurides was determined in 1935, though incorrectly as nagyagite. The general absence of lead, except in traces, was soon afterwards discovered, and it came to be recognised as the mines were opened up that the chief telluride minerals on the field were sylvanite and native tellurium. Specimens of the tellurides have been provided from time to time by E. G. Theodore, Managing Director of the Emperor Mines Ltd., and of the Loloma (Fiji) Gold Mines N.L., and further material was recently obtained, as the result of a visit to the field at the invitation of Mr. Theodore.The aim of this paper is to describe the occurrence of the tellurides in these specimens. The mining industry is experiencing change in the governance of tailings facilities (TFs). Guidance and regulations across many jurisdictions contribute to this amorphous change. The Canadian Dam Association, Mining Association of Canada, Australian National Committee on Large Dams, and the Global Industry Standard on Tailings Management, produced by the International Council on Mining and Metals, are establishing guidelines for more rigorous industry governance. Evolving guidance regarding TFs is developing concurrently with a shortage of experienced tailings engineers, which adversely affects the resource base available to support new governance. This paper presents an updated semi-quantitative estimate of the impending resource shortage of qualified tailings professionals. Updates are provided herein for the estimated number of TFs worldwide, which included available data on active and inactive TFs, as well as the estimated labor resources required to service these facilities. The tailings labor shortage is discussed in the context of academic and professional training currently available to increase the quantity of trained personnel. This paper represents a discrete moment in time as contributions to the available information and inventories accessed continue to improve, but as of today are incomplete. However, the data and information included provide insight into the resource deficiencies currently within our profession, training and education opportunities to address those resource deficiencies, and a snapshot of a recent professional training course offered on mine tailings.

Magnetite ores can be used to produce very high-grade concentrates that are suitable feed for the direct reduction process route but the high sulfur content of some concentrates can cause substantial environmental issues. Processing of high sulfur magnetite ore is therefore increasingly problematic for the industry. Generally, the industry demands a concentrate with <0.05 per cent sulfur and <2 per cent silica. This paper reports the outcomes of a study to produce a concentrate with the requisite low sulfur content from a sulfur-rich magnetite ore. The main findings may be summarised as follows: if the sulfur is present in magnetite as nonmagnetic pyrrhotite or pyrite, it can be beneficiated using magnetic separation and hence, monoclinic pyrrhotite is magnetic and is magnetically recovered with magnetite leading to a concentrate that is too high in sulfur. X-ray diffraction and QEMSCAN analyses revealed that the magnetite concentrate was liberated at P80 30 microns and was associated with maghemite, pyrrhotite (magnetic), carbonates and hematite with very low amounts of chalcopyrite, sphalerite and arsenopyrite. Sulfur removal using flotation was the first stage of investigation and this required flash flotation in the grinding stage followed by column flotation of the initial concentrate to generate the final concentrate. At the same time, it was observed that oxidation of the pyrrhotite had a negative effect on its flotation requiring copper sulfate to activate it. Bioleaching and concentrate leaching were also considered and achieved over 90 per cent sulfur removal but were deemed unsuitable owing to the production of highly reactive wastes and high CAPEX. Reference is made to a number of operating magnetite producers and how they manage the sulfur in feed.

This talk was delivered in Kalgoorlie in April this year, to the Kalgoorlie Branch of The Institution of Engineers, Australia. We believe it is of such interest to members of our Institute and readers of this publication we believe it important to extend the audience who have the opportunity to read it. An edited version follows:&quot;Why should we be so concerned about Mining Related Education; after all is said and done, the mining industry is not a great employer of persons?&quot;The mining industry is capital rather than labour intensive. It employs only 2.7 per cent of the national workforce. However; the minerals industry is Australia&apos;s major exporter accounting for over 40 per cent of the nation&apos;s total export of goods.In Western Australia the value of minerals production in 1985 was about $5,000 million and consequently mineral exports accounted for about 53 per cent of the total value of overseas exports from the State. The diversity of the mining industry is also worthy of mention and produces iron ore, alumina, gold, nickel and mineral sands. That apart, our potential to become a major producer of diamonds, rare earths and petroleum products is considerable, not to mention base metals (copper, lead and zinc) and uranium.Our mining industry is of national importance and contributes in excess of 30 per cent of the total value of Australian overseas trade. Although the mining ind ustry does not employ many people, the people it employs contribute very much more, per capita, to the wealth of the nation than do employees in any other sector of our economy.No-one would deny that during the 20th century Australians have depended on the export earnings from the sale of relatively unprocessed agricultural products and more recently the sale of relatively unprocessed minerals for their standard of living.Not surprisingly, therefore, our economy is highly vulnerable to unstable world commodity market prices.The slump in trade we are currently experiencing (in first quarter 1987-Edition) was brought about by the over supply of the raw materials we produce. However, the recent downturn in world market prices is more serious than previous slumps because in part it is due to technological advances &apos;in other countries which could have a permanent effect on the world trade of primary products.

In the flotation of fine particles, problems arise which do not occur with coarse-ground pulps. For example, the presence of colloidal or near-colloid- al gangue particles gives rise to ex- cessive entrainment in the froth, with reduced grade as a consequence. If the values themselves are finely dissemi- nated, the recovery usually decreases as the particles diminish in size, so a low recovery is combined with poor grade. Sutherland and Wark (1955) referred to the complications arising from the presence of fines, indicating (p.382) that fine grinding "introduces diffi- culties that have not yet been satis- factorily overcome". At the time of writing, very little work has been done on fines flotation specifically, yet the groundwork has been well laid. The availability of better scientific instruments, together with the general advance of understanding in a wide variety of relevant research fields, has taken us a long way toward finding the reasons behind the problems as- sociated with fines, and also toward finding practical solutions. It would be useful to define what is meant by "fine" particles before going further. To some extent, the definition is somewhat elastic as far as flotation is concerned, because the density of the particles has a bearing on whether or not they act as fines. But in general we are dealing with particles less than about 20 pm in Diameter.
