Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. Jabiru Metals completed a feasibility study on the Jaguar Base Metal Project in July 2005. The study was based on conventional truck haulage via a decline. Conveyor haulage was considered but not in sufficient detail to provide a meaningful comparison. The current study investigates the cost and productivity of alternative ore transport systems for the Jaguar project. The options considered are conventional underground truck, conveyor, road train, rigid frame truck, monorail haulage and shaft hoisting. Shaft hoisting was not considered in detail due to the high capital outlay for such a relatively short mine life of less than six years. This study goes beyond the common approach of evaluating haulage systems in isolation; it includes development costs, timing of ore production and costs associated with mine services as well as administration and milling costs. The results of this study indicate that the best haulage option for the Jaguar project is conventional truck using the Hitachi AH400 trucks. The net present value (NPV) for this option is A$8.13 million higher than the next best option namely the Kiruna E635 electric truck. The conveyor option has the lowest operating cost per tonne of ore but the longer development time negatively impacts on its NPV. The monorail option is considered impractical due to the number and length of trains required to achieve production targets.

The material properties and hence performance of saturated alluvial sediments slope can be incorrectly forecast if the water content is not preserved, and materials properties not correctly determined. The occurrence of saturated sediments in the Western Australia (WA) Goldfields, while not common, should be a significant investigation focus. Geotechnical engineers new to the area may be unaware of this and hence the importance of correct testing and determination of the material strength. Application of appropriate analysis to determine stable pit slopes to an acceptable level of risk, is not possible unless the appropriate strength and hydrogeological parameters have been established at the outset. A back analysis is presented of a pit that had extensive slope failures in alluvial clay-rich sediments with discussion on the approach adopted by the original design engineers to assess pit wall stability and consequent poor slope performance. Learnings from a full pit 3D back analysis are presented, with an approach to geotechnical and hydrogeological investigations and analysis for slopes in similar materials.

PlannersÆ optimism (or maybe commercial necessity) means that most mine plans use equipment rates that are rarely achieved (Lumley and Beckman, 2009). This lack of understanding of what equipment actually moves is causing erroneous equipment forecasts, leading to incorrect mine development plans and economic evaluations. Compounding this problem is a downward trend in actual equipment performance in some areas. Consequently, the presentation of realistic mine plans that are actually achieved in practice is not a common occurrence. However, rational, fact-based mine planning is available to those who want it. Hundreds of millions of cycles of data from open cut mining equipment has been collected from mines around the world since 1992. This unique and highly valuable databank is growing at an exponential rate and is being used by a number of our big miners to support rational and fact-based decision-making. However, neither the use nor the appreciation of the value of this data is universal. There is a challenge to everyone in the mining industry - how do you access value from it? The databank was drilled into and the results analysed for, the Australasian Mining and Metallurgical Operating Practices (AMMOP) publication (Lumley, in press). For this paper the analysis has been extended to include interpretation of trends for draglines, shovels, excavators and trucks. It investigates trends between coal and non-coal mines and across geographic areas. It is known that mining equipment performance in most sections of the industry is falling. This paper attempts to quantify the fall and provide explanations. This paper explores development of a novel ore characterisation method for the precise measurement of practical minimum comminution energy. A monolayer of particles with a narrow size distribution is broken using a precision rolls crusher (PRC); an ore characterisation device developed to overcome the shortcomings of conventional tests. For energy measurement, PRC uses two shaftmounted rotary torque transducers. These transducers acquire precise torque and angular speed data in response to the load applied to the rotating shafts during breakage events, which is converted into energy. The test progressively crushes feed particles down to final product size in many controlled breakage stages. The generation of fines in each breakage stage is then plotted as a function of input energy. The inverse of the gradient of this plot provides the size specific energy (SSE) in kWh/t of material generated below a predefined marker size; -75 μm in this case. The PRC has potential to evolve as a geometallurgical ore characterisation test—it is simple, fast, requires small sample mass (200–300 g), covers a wide feed particle size range (10 mm to 115 µm), and provides ideal SSE measurements that can be used for the calibration of on-site production equipment.

Today, it is accepted that rock fragmentation by blasting affects loading and hauling operations, and also directly influences on downstream processes such as crushing and grinding. In this research, the influence of rock fragmentation by blasting on the performance of three mills at Gol-e-Gohar iron ore mine No 1 was studied. Firstly, the fragmentation of conventional blast patterns in iron ore (5 × 6 m) was studied using image analysis and the performances of three mills were monitored. Then, a new blast pattern (4 × 5 m) was designed and nine blasts were carried out using this pattern. Enhance Fine Particle Flotation by Hydrodynamic Cavitation Difficulties in fine particle flotation are well documented. Microbubble flotation has been found to greatly improve the recovery of fine particles and in situ gas nucleation by hydrodynamic cavitation incorporated in the design of modern flotation machines has shown great performance in fine particle flotation and potentially in coarse particle flotation. In this presentation, we will provide an overview on gas nucleation by hydrodynamic cavitation and its role in fine particle flotation with focus on the progress made in our research laboratory. Hydrodynamic cavitation was achieved and the critical role of dissolved gases in the liquid was elucidated by visualisation in a high intensity agitation cell. The in situ gas nucleation on fine particles by hydrodynamic cavitation was identified by zeta potential distribution measurement in model systems. Gas nucleation by hydrodynamic cativation was found to effectively aggregate hydrophobised fine particles thereby leading to enhanced flotation kinetics. This is an abstract only. Many mining companies, by their remoteness of location from source of power, have to generate their own power and must experience the same problem that had to be met when deciding to increase the capacity of the power station. At present the Company is treating approximately 54,000 tons of ore mined per month, and the present shift average load. is approximately 8,500 kW. at 0.8 power factor, generated at the power plant, the observed peak load being 10,500 kW.It is proposed to increase the tonnage of ore treated to include 36,000 tons of copper ore, in addition to the present 54,000 tons of lead ore. The average load is estimated to be approximately' 16,000 kW. with a peak load of 17,500 kW. The estimate provides for power of 1,000 kW. to be supplied to the north end leases in the next 12 months, also for increased ventilation in the mines.There are installed in the main power station three turbo alternator sets each of 5,000 kW.; normally two sets are run in parallel and one set is a standby unit. A 12,500 kW. set is being installed and proposed loading with the increased tonnage will require the 12,500 kW. set and one 5,000 kW. set, or alternatively, the three 5,000 kW. sets When the 12,500 kW. set is down for service. Iron ore sinter quality depends heavily on the mineralogy, textures and physical structure of the sinter, which is formed upon solidification of the primary sinter melt. The interactions of the initial sinter melt with its surrounding materials will impact on the properties of the primary sinter melt and consequently the solidified structure of the sinter. By using a high-temperature visualisation system, in situ studies have been conducted on the effects of melt compositions (Al2O3, SiO2 and MgO) on the interfacial phenomena of the sinter melt on a natural iron ore substrate. It was found that the melt composition significantly influenced the wettability between the sinter melt and the iron ore substrate. The interactions between the sinter melt and the natural iron ore substrate were also examined. Somewhat to the surprise of many heavy mineral sands (TiO2 and zircon) producers, there are important geological structures within their typical placers and aeolian sands deposits that affect plant metallurgical performance. After many years of operations, even experienced producers have encountered unexpected changes in production, product quality and recovery. After looking in all the obvious (but wrong) places, it is recognised that the mine has advanced into ore with different separation characteristics. Metallurgical process response can vary significantly between ore sourced from different geological domains. The mineral characteristics that are exploited for effective separation may be associated with differences in the depositional environment, or be post-depositional in origin. Surface coatings that interfere with electrostatic separation might be associated with paleo-water table movements. Major storm events in the deposition history can also leave distorted mineral assemblage through stranded formations or incisions in older deposits.Apart from the influence on capital and operating costs, geometallurgical variances add another dimension to orebody modelling. Each domain could have specific recovery, mineral assemblage and product quality values to be considered in the value model. Project success is often directly dependent on understanding the geometallurgy of the resource. Tailoring the exploration and early process flow sheet development programs to account for such variances should be standard practice. Such practices have had a chequered history in the mineral sands industry, with sophisticated processes having been developed, only to be shelved for ‘economic’ reasons, and then once again ‘discovered’ when problems re-emerge.It is clear that knowledge gained through a higher level understanding of the changing mineral separation characteristics and advance warning of mineral behavioural differences can mean the difference between lost recoveries and disappointed customers or well timed capital plans and maximised revenues.

The Jinfeng mine is Sino Gold's flagship project and is the second largest gold mine in China. Sino Gold Limited (SGL) holds 82 per cent equity in the Sino-Foreign joint venture Sino Guizhou Jinfeng Mining Limited (SGJML) with a Chinese partner. Jinfeng is located in a relatively remote site in southwestern Guizhou province. The orebody is considered to be the largest known Carlin type deposit in China. Jinfeng Plant has the world's third largest BIOX« bacterial oxidation facilities (790 t/d), treating highly refractory concentrate generated from crushing, semi-autogenous grinding (SAG) and ball milling and bulk sulfide flotation operations. The Jinfeng Plant construction started in February 2005, commissioning was completed in April 2007, and commercial gold production was achieved in September 2007. This paper describes the successful operations of Jinfeng Plant over the last two years. The key events of the project development are described, from the project background and process design, through to the commissioning and achieving design mill throughput of 3600 t/d resulting 180 000 ounces of gold per year. Process aspects of the BIOX« and carbon-in-leach (CIL) operations over the last two years are discussed which illustrate a very high BIOX« oxidation rate (more that 97 per cent) and excellent CIL recovery (more than 96 per cent). The management of the Jinfeng plant CIL tailings detoxification and filtration is described, and Jinfeng has became the first BIOX« processing plant to have achieved dry stacking of detoxified and pressure filtered CIL tailings. Current efforts to recover cyanide from CIL detoxified solution and the achievement of a zero discharge site water balance are also introduced. Many improvement projects have been made over the last two years which have culminated in a 15 per cent increase in mill throughput over the design and BIOX« CIL recovery increasing from 92.5 per cent to 96 per cent. Significant operating cost reductions from lowered of acid, lime and cyanide usage through process modifications and technical innovations are discussed.

Subsurface fires are a common threat to coal mining, as spontaneous combustion of coal can potentially result in gas combustion and explosion. Fire-proof techniques, such as grouting, foam, or colloid injection, are not in a position to function ideally, due to the limited coverage and stopping the extinguishment substance from reaching the fire location. Liquid nitrogen, as a kind of all-submerged fire prevention or extinguishing method, can rapidly extinguish fires, thus preventing gas explosion and minimising extinguishment time. Injecting liquid nitrogen through boreholes is an important way during the period of mine catastrophe. But liquid nitrogen is not effective enough in infusion; technical issues restrict the development and utilisation of liquid nitrogen fire prevention and extinguishing technology. Immediate infusion of liquid nitrogen is usually associated with ‘air slug’ (the balloons and bubbles in the pipeline which hinder the flow of low-temperature liquid), which blocks pipelines for liquid nitrogen injecting. Another issue is that the pipeline tends to be damaged due to freezing, which undermines the injecting efficiency of liquid nitrogen and its application result. In order to solve the problems of the low efficiency and some other related field issues in liquid nitrogen perfusion, the ground–underground high efficiency liquid nitrogen injection technology were developed. Implementation of liquid nitrogen infusion techniques in Chinese coalmines achieved the goals of fire prevention and air-cooling. The technique presented in this paper is efficient in absorbing heat, and consequently, displacing oxygen and combustible gases. Field tests at Rujigou and Yangchangwan Coalmine justified the efficiency of the technique. By using this technique, there was no waste left behind, which may impede the subsequent production. Pulang Copper Mine, being China's largest newly built mine using block caving, boasts an annual production capacity of 12.5 million tons. Production level and roadway stability hold the key to the successful application of block caving. However, with Tong Kuangyu being the only mine in China which has applied such a method, we currently lack relevant experience in the successful application of the method. This paper has studied the influence of different rock mass zonings, fault thickness, fault dip angles, on-site construction quality on the production level, roadway stability of block caving through numerical simulation and analysed the roadway stability in different kinds of support solutions so as to ensure the successful application of block caving in Pulang Copper Mine. The results have shown that the existing support method in Pulang Copper Mine can meet the requirement of roadway support in zone II and III, but could not satisfy the demand in terms of support strength in the relatively fragmented zone I area. When roadway passes through the fault, the deformation of surrounding rock and plastic zone of roadway will gradually decrease with the increase of fault dip angle; the deformation of surrounding rock and plastic zone of roadway will gradually increase with the increase of fault thickness. An ideal support effect can be achieved through the joint support of grouting and bolting when roadway passes through the fault. In the measured model of on-site construction, there is stress concentration in the intersection between the access and transverse drift of ore removal. A paper identifying anticipated challenges in the extraction of the N3500 Orebody at Glencore Xstrata Copper’s Mount Isa Copper Operations was written in 2007. The paper identified the depth of the deposit, the anticipated high stresses, talc alteration and issues with ground support as factors that may affect production. A number of strategies were planned to cope with these issues. After six years of extraction those strategies are evaluated and additional measures taken are outlined. Brockman 2 mine is located in the Pilbara of Western Australia and is operated by Rio Tinto Iron Ore. Mineralisation is hosted by synclines where there is structural complexity to focus fluid flow. Mineralisation is hosted by the Brockman Iron Formation. Mining is on 10 m benches and blastholes spaced at 6 - 8 m apart are geologically logged, sampled by shovel cuts, and assayed using X-ray fluorescence for ten chemical variables. Blast blocks are digitised by mine geologists to assign destinations of material within blasts. Resource evaluation drilling is on a spacing of 50 m × 50 m across known mineralisation and consists of recent reverse circulation drilling and older open hole percussion drilling. Sampling of resource evaluation drilling is by rotary splitters or riffle splitters, and assaying is by X-ray fluorescence for ten chemical variables. Ordinary kriging of resource evaluation produces a long-term resource model. This study examines whether mine planning would be improved by using a blasthole estimate to extrapolate grades into deeper benches and merging the blasthole estimate with the long-term model made using resource evaluation drilling. The two estimates are merged into one model using an inverse weighting based on kriging variance. However, reconciliation results in a test bench show the original estimate made using resource evaluation drilling more closely matches mine geology block outs than does the merged model. This is due to a local trend of more high grade and higher iron grades of high grade in the area. The blasthole estimate of deeper benches must use extrapolation and it is diffi cult to take local trends into account. In contrast, the estimation using resource evaluation drilling is mainly interpolation and is better able to handle local trends.

This case study assesses the application of Mine-to-Mill optimisation combined with Whittle Consulting’s Prober<sup>®</sup> economic optimisation for the purpose of economic value uplift in open cut base and precious metal operations. The study extends the application of these optimisation methods to incorporate the recent practice of Ultra High Intensity Blasting (UHIB) developed by Orica Mining Services. The case study deposit known as “Marvin” is a copper/gold porphyry resource that is commonly used in optimisation software training and industry case studies. It has many similarities to Newcrest’s Cadia Hill open pit mine in NSW. Prior desktop research and industrial trials employed static assessments of Mine-to-Mill effects. No prior work other than a Whittle Consulting client study, has sought to assess the impact of variable fragmentation on enterprise economic value. In flotation, the selection of the size, number and type of cell for a particular duty depends on two important factors. Firstly, the required flotation residence time and secondly, the physical constraints of how much concentrate can be recovered for a given froth surface area and concentrate lip length. The residence time is influenced by ore type and characteristics such as liberation, kinetics and reagent dosage. The amount of concentrate that can be recovered for a given froth surface area and lip length depends on ore type and other characteristics such as particle size, specific gravity and mineral grade. Residence time is determined through a combination of laboratory-scale test work and design scale-up factors. However the critical froth transport parameters such as froth carry rate and froth lip loading cannot be determined in a laboratory. This is because the froth is scraped during a laboratory flotation test and thus does not exhibit natural behaviour, and it is not possible to scale-up froth transport distance or air rate. These values are generally compared via calculation to rule-of-thumb maximum values to establish if these values will be exceeded by the flotation cell selection.This paper first reviews these critical froth transport parameters and then discusses actual parameter values across diverse operating sites, with varying cell duties, cell sizes and types, orebodies and particle sizes. These values are compared against the industry rule-of-thumb to test the applicability of the rule-of-thumb to actual performance. The Mont Reed iron ore deposit, owned by ArcelorMittal, is situated approximately 140 km southwest of the Mont-Wright mine in the southern region of the Labrador Trough, Canada. Acquired by Québec Cartier Mining (QCM) in the 1960s, the Mont Reed mining property has remained unexploited due to the complex nature of the ore in the area. However, during the last years ArcelorMittal’s R&D team has been dedicated to developing a process to beneficiate the Mont Reed ore and produce high-quality pellet feed suitable for direct reduction furnaces. Extensive research revealed that achieving a good liberation degree of particles required grinding the material below 75 μm (P80 of 53 μm). To find the most effective technology for this task, a detailed comparison between ball mill and vertical stirred mill grinding was conducted. Both grinding technologies underwent detailed testing in bench-scale experiments. The ground products were comprehensively characterised, including size distribution analysis and chemical analysis per size fraction. Additionally, liberation analysis was performed using an automated scanning electron microscope (SEM). To determine the grinding specific energy, a method previously developed at Samarco (Brazil) for fine grinding of iron ores was employed. Furthermore, magnetic separation and flotation tests were conducted on the ground products. After a thorough evaluation of all the results, it was observed that both ball mill and vertical stirred mill grinding produced samples with similar physical characteristics. However, the vertical mill demonstrated higher efficiency in grinding the material. To conclude the study, an economic evaluation was conducted for both options considering various factors. Overall, ArcelorMittal’s R&D team’s dedicated efforts have brought them closer to unlocking the potential of the Mont Reed ore deposit and paving the way for its future utilisation to the production of high-quality pellet feed.

Reporting Codes are not prescriptive on methodologies to report or classify Mineral Resource Estimation results, but the assessment of risk and uncertainty is required, and is likely to be increasingly important in future Code updates. The 2012 JORC Code indicates that relative confidence in tonnage-grade estimations should be considered for classification, and that there should be a discussion of relative accuracy and confidence levels in the Mineral Resource Estimate. These considerations are also relevant to the drill hole spacing required for various classification categories, along with other geological and data quality criteria. This paper summarises the theory, principles and current practice of various drill hole spacing analysis techniques for both achieving a desired level of resource categorisation and for optimising grade control or resource drill-out costs. The authors provide practitioners with a guide in their use to assess uncertainty and relative accuracy, as illustrated by a number of case studies. While all drill hole spacing studies rely on the assumption of consistency of the continuity model from current to future drilling, the range of methods available provide much more objective outcomes than previously adopted ‘rules-of-thumb’.

There are two discrete aspects to collecting portable X-ray fluorescence (pXRF) data to obtain reliable results and to comply with reporting requirements under the 2012 edition of the JORC Code (JORC, 2012) – sampling method and quality assurance. A robust sampling program is required to obtain representative material for analysis. The appropriate method should be established for a particular project using a small orientation study. A variety of approaches to sampling soils, drill cuttings, rock faces and diamond drill core are discussed. These include using multiple spot analyses, scanning using a single operating beam and the collection of cutting saw pulps. The operator must also be aware of the attenuating effects of analysing through sample bags of different material types for various elements as well as the limitations of current pXRF instruments in reporting reliable data for certain elements. The analysis of the samples must also be accompanied by a quality assurance program in order to generate data that are ‘fit for purpose’. This includes recording X-ray tube resolution on a routine basis, using matrix-appropriate standards for which total elemental concentrations are available, using silica blanks, capturing sufficient duplicate analyses to constrain data precision and obtaining check assays to calibrate pXRF data against laboratory data. Examples of quality control approaches and data are presented. Table 1 of the 2012 JORC Code also recommends that information on instrument make and model, reading times and calibration be provided in any reporting of pXRF data. To this should be added information on operating mode and temperature, software version and moisture content of the samples. A robust sampling methodology with a suitable quality assurance/quality control program should produce pXRF data of sufficient quality for public reporting purposes, provided that the data are presented using appropriate cautionary language and adequate supporting information.CITATION:Arne, D C and Jeffress, G M, 2014.
