Beneficiation Studies of Dolomitic Rock Phosphate in Pursuit of Zero Waste Technology - A Case Study

Arc-type volcanic activity has been a major feature of the late Cenozoic geological evolution of the Pacific-Australian plate boundary in the northernNew Zealand region. The time/space distribution patterns of arc-type rocks reflect changes in the nature of the plate boundary as it has evolved. Inception of volcanism began in the north during earliest Miocene times (26 Ma) following ophiolite emplacement and during the next 10 Ma developed into a volcanic arc segment extending south to the present position of the central North Island. The northern part of the arc became extinct about 15Ma ago, but activity continued in the central (Coromandel) part of the arc until about 5 Ma ago. In late Pliocene and Quaternary times volcanic activity has become concentrated in a northeast trending zone which is collinear with the Tonga-Kermadec Arc.   These time/space patterns can be interpreted in two ways. Firstly, if relative plate motion was essentially transform in the region prior to 26 Ma then a small change in the relative plate vectors may have initiated subduction and the associated volcanism. Southward evolution of the arc can then be seen as the straightening and extension of a single arc. Alternatively, the distribution of volcanic rocks can be interpreted as the capture of a relatively short lived arc by southward migration of the dominant Tonga-Kermadec subduction system.

This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

Based on relative CO2, N2, and 3He contents, geothermal systems of the Taupo Volcanic Zone, TVZ, can be subdivided into two major groups: arc-type systems, associated with andesitic magmatism along the eastern boundary of the TVZ, and rift-type systems over its western parts. The highly increased N2/3He, CO2/3He and CO2/Cl ratios of the former are ascribed to entrainment of large proportions of volatiles of subducted, marine sedimentary origin. The largely rhyolitic, rift-type magmas are assumed to have formed from volatile-depleted, residual melts. Correlations of Cl and CO2 with heat contents suggest that formation of the two types of source magmas involves mixing of two end member components: a low-volatile melt with a heat/Cl ratio of 25 Ml/mol (0.7 MJ/g), and a low Cl vapor with a heat/CO2 ratio of 5 Ml/mol. On the basis of these values, the heat associated with andesitic magmas is found to be carried in close to equal parts by both vapor and melt; for the rhyolitic melts the proportion contributed from the vapor is only about 2%. The heat/He ratios of the rhyolitic source magmas for the rift-type geothermal discharges from the TVZ of 0.12¦0.05 Ml/pmol is within the range of 0.05 to 0.2 Ml/pmol of the upper mantle. The higher heat/3He ratios for the arc-related magmas of 0.4¦0.2 Ml/pmol are likely to be due to the high proportions of heat carried in the form of a separate, low 3He vapor phase derived largely from subducted sediments.

In this paper the system of an operative expert estimation of innovative policy of mining enterprise technological development on sustainable development principles, created in the laboratory of economic analysis, planning and management of Mining Institute after D A Kunayev is represented. It is based on application of technology of satellite navigation and global positioning system (GPS). It allows to estimate the geotechnological complex functioning efficiency in the automated mode and on the basis of the obtained results to develop a complex of management measures on the competitiveness increase, realised by means of the automated corporative management system of geotechnological complex. The estimation of complex competitiveness is carried out on such basic aspects, as: technical, technological, organisational, ecological and economic as all of it give certain expenses and influence on complex overall performance. The major difference of the given approach is its realisation within the limits of the automated corporative management system of geotechnological complexes. It is based the fact that data of monitoring of complex's work will provide a sustainable development of geotechnological complex of mining enterprise.

New and existing gravity and aeromagnetic data are used to determine the structure of the Waihi region and to investigate any relationship between structure, hydrothermal alteration and epithermal mineralisation. The 24 mGal, 10 km diameter, negative Bouguer gravity anomaly which occurs south of Waihi has been modelled as a I.5 km deep asymmetrical basin. This basin, the Waihi Depression, is interpreted to be infilled with low-density volcanic rocks of the Uretara Formation and Whitianga Group, overlying older andesites of the Waipupu Formation. To the north and west, the margins of the depression are defined by the Waihi and Mangakino Faults, which have been modelled with dips of 45 - 60¦ to the south and west respectively. The southern and eastern boundaries of the Waihi Depression are defined by smooth, shallow dipping (15 - 20¦) boundaries. The Waihi Depression is interpreted as a fault-angle depression, resulting from southeast extension in the early Pliocene. The Waihi Fault is modelled as an approximately E-W feature, located to the south of Waihi. Small 2 - 4 mGal positive Bouguer gravity anomalies occur north and west of the margins of the depression, and correlate with known areas of hydrothermal alteration and areas of low magnetic gradient.

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

The Greenland Group, Westland, can be characterised with respect to environmental issues by the application of a GIS database (DAME), and specific sampling campaigns. Waters draining gold mineralised areas have a distinctive chemistry characterised by neutral pH and arsenic as a trace element. The acid neutralising capacity (ANC) from carbonates usually exceeds the maximum potential acidity (MPA) from sulphides resulting in circum-neutral pH. These waters are readily distinguishable from waters draining coal mine related areas, which commonly have low pH (~4) and low As concentrations (~0.1 ppm). In contrast, dissolved arsenic mobilised from Greenland Group historic gold mining areas is up to 2.4 ppm. This As mobilisation is controlled by the secondary As mineral, scorodite (FeAsO2+2H2O). Maximum dissolved As concentrations increase with increasing pH, corresponding to the increasing solubility of scorodite with increasing pH. Dissolved As is attenuated by dilution, precipitation of scorodite, and/or adsorption to iron oxyhydroxide (HFO). Adsorption to HFO is an important attenuation mechanism in and adjacent to many mine sites. HFO is abundant at mine sites where pyrite was abundant in fresh rock, such as where the mineralised zone is dominated by disseminated pyrite. Pyrite, and resulting HFO, are relatively rare where mineralisation occurred as well-defined quartz veins. Localised HFO occurs also where ankerite oxidises in host rocks. Arsenic output flux (ca. 25 g/day) from historic gold mine sites is commonly less than the natural background flux from mineralised rocks (>5000 g/day).

A variety of cement raw materials occur within the Cenozoic sequence in Northland. These form the basis of Golden Bay Cement's cement manufacturing operation at Portland, Whangarei. High grade limestone is taken from the Whangarei Limestone formation, which has been shown to have been sub-aerially weathered and developed mature karst features prior to deposition of the overlying allochthon sediments. In this instance, remobilisation of allochthon sediments following uplift and erosion is inferred. At Portland Quarry, argillaceous limestone is extracted from deformed thrust sheets in the allochthon sequence. Quarry operations have been designed to handle the steep asymmetric folds, thrust faults and fracture zones that affect the resource.

Water quality standards for some of the substances likely to be discharged to natural waters by the mining industry are discussed. After briefly examining how uses of water can be affected by discharges, standards for suspended solids and turbidity, pH, and toxic materials are considered. Heavy metals are examined in some detail because of recent public concern regarding their discharge. Caution is given in connection with their analysis at the very low concentrations required for management of natural waters. Finally, the issues of what constitutes a water right concentration compliance breach, and the appropriateness of biological monitoring as a condition on a water right are raised.

The results from metallurgical test programs are used in feasibility studies for design of new plants and brownfield expansions, in long term mine plans, and to make decisions in an operating plant. There are many elements which contribute to a well-constructed test work program. Ultimately, understanding the accuracy and precision of the test work results is critical to ensuring good decision-making at various phases of a project.Every resource drilling and associated assaying program will have a quality assurance / quality control (QA/QC) component, however this often seems to be overlooked in metallurgical testing programs. The principles of “international standard” or “certified reference material” samples and replicate/duplicate testing can be applied to metallurgical programs, although there are metallurgical-specific considerations in both generating and analysing the data.This paper will describe the QA/QC program carried out within the Olympic Dam geometallurgy program. It will present results in the form of case studies from ten years of testing of replicates and bulk reference samples for industry-standard comminution tests as well as laboratory flotation and leaching tests. Technical disputes, commercial negotiations and workplace/societal conflict are a natural part of doing business and just living itself. Conflict is everywhere û at home (between family and neighbours); in the workplace (between management, co-workers and unions), with contractors and with other companies; and everywhere at the community level, dealing with land access (pastoralists/farmers and indigenous/First Nation people), environmental protestors and NIMBY-ites - Civil Society in general. Exploration and mining companies, operating in more remote, less developed and culturally diverse regions, tend to encounter myriad areas of conflict (typically emotion-charged) and they are outlined. Dispute prevention, management and various binding and non-binding resolution techniques are discussed. The paper gives a general overview of the ADR nomenclature and framework (mediation, conciliation, expert determination, adjudication, arbitration and litigation) encouraging technical professionals to participate. Its thesis is that lawyers should not necessarily be the first port of call when problems arise between the mining workforce, contractors, joint venture partners, purchasers of prospects/mines, traditional land owners, protest groups, etc. If the matter must be litigated, the role of the expert witness is critical in pretrial planning, negotiations, mediation and litigation management, so a few guidelines are provided. Whilst dispute resolution has a legal context, the paper is written from an AusIMM technical professionalÆs perspective, emphasising practical long-lasting pragmatic solutions.

The profitability of gold placer mining operations is determined by more factors than many placer miners recognise until too late. This study is based upon field trips to examine the efficiency of mining and transportation of gravels to a wash plant by bulldozer and truck. At the examined open pit mining operations gravels were washed using water canons, derockers or scrubber trommels. The objective of this study was to determine the relationship between unit costs and power requirements for gravel mining and processing. The author conducted a number of time and motion studies at four open pit gold mines, including the Maly Patom Creek, the Nizhny Patom, the Taimendra Creek and the Kadali-Makit in the Bodaibo District, Irkutsk Region and collected and processed field data. As a part of the study significant correlations were determined and empiric regression equations derived between: power requirements (Ep) and unit cost (Cp) for gravel processing; and total power requirements (Et) and total unit cost (Ct) for gravel mining, transportation and processing. Based on the results of the study it was proposed to modify the current mining procedure methods and to replace water cannons at the Maly Patom Creek with a PPM-5 derocker. Introduction of the proposed technology resulted in 2004 in US$385 000 mining cost reduction at the Maly Patom Creek over a short-time Siberian mining season.

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? The Ngakuru zeolites are located about 20 km south of Rotorua and comprise a number of deposits dispersed along several fault lines. Relatively recent volcanic activity (250,000 years ago) resulted in ash depositions that vary in depth and mineralogy. Subsequent variable thermal alteration intensities generated predominantly clinoptilolite and mordenite zeolites with a range of physical characteristics. Typically the zeolites have low density (650 kg/m3), have high liquid (60% of dry weight) and odour absorption characteristics, and a high affinity for soluble cations (CEC =: 100 meq/100 g). Traditional kitty litter and oil absorbency markets are being expanded. New opportunities in waste and potable water treatment, organic and synthetic slow release fertilisers, use as a light weight aggregate for speciality concretes, and pozzalome activity are currently being researched.

The transgressive sedimentary sequence of the Noumea Basin contains rhyolitic lavas and less voluminous mafic and intermediate volcanics of shoshonitic affinities which erupted simultaneously during the late Cretaceous. The shoshonitic volcanism shows a trend froIn early mafic to younger evolved intermediate lithologies. The rhyolites are consistently calcalkaline. There is no evidence of mixing of the two magma types. The shoshonitic volcanism is the result of a short-lived subduction event related to spreading in the New Caledonia Basin and involved reactivation of an earlier esozoic subduction zone.

Fletcher Challenge Limited through its subsidiary Grampian Mining Co Limited has carried out an ore evaluation of one of New Zealand's largest known deposits of ilmenite located at Barrytown on the West Coast of the South Island, New Zealand. The ilmenite is located in a beach sand environment which has previously been mined for gold. Two analytical techniques were developed to quantify the resource. Considerable difficulty was experienced in this phase of the evaluation due to the presence of major inclusions within the ilmenite grains. Wet and dry concentration circuits, utilising spiral, wet magnet, high tension and plate electrostatic separators have been designed to produce ilmenite from the ore. Studies to utilise the titanium content of the Barrytown ilmenite have been made. Recent work has been directed towards a titanium dioxide pigment process.

Considering the capital outlay, running costs and inherent difficulties of backfilling operations at depth the benefits need to be clearly established, quantified and then exploited. Expansion of Vaal Reefs Exploration and Mining Company towards even deeper, highly faulted ground, and the process of establishing codes of practice for the management of rockfalls and rockbursts, required that a sound support strategy be formulated. This paper describes the derivation of an overall backfilling strategy on Vaal Reefs. Use was made of experience gained over some 12 years with backfilling. Numerical modelling was used to estimate potential benefits of backfilling the deepest mining areas still to be extracted. In exploiting a probably unique opportunity, two contiguous mining areas bounded by the same major geological structures, were compared. One was extensively backfilled and the other not at all. Shaft sinking through a backfilled stope added another dimension to the database.

In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.
